Prevention program shows positive results Grant-funded effort aims to curb underage drinking

A local effort aimed at decreasing alcohol use by eighth- through 12th-graders in Jo Daviess County is seeing encouraging results, according to a news release. A recent report from the All Stars Building Bright Futures program also found a drop in e-cigarette use among the local teens. Residents may find the report findings by going online to fhn.org/iys. Jo Daviess County eight-graders reported a 5 percent decrease in alcohol use within the past 30 days, along with a 4 percent decrease in e-cigarette use in the same time period. These decreases put reported 30-day alcohol and e-cigarette use among Jo Daviess County eighth-graders 3 percent below the 2018 state average. (2020 data will not be available until the end of the year.) The eighth-graders also reported a 9 percent increase in the number of students who felt it is wrong or very wrong for someone their age to drink alcohol regularly, a 4 percent increase in the opinion that there is no or little chance of being seen as cool if they begin drinking regularly, and a 9 percent increase in students who reported moderate or great risk of harm if people consume one or two drinks per day. The students who participated in the All Stars Building Bright Futures youth prevention education program have achieved the short-term goals

set by the Jo Daviess County Juvenile Justice Council and the state of Illinois in a grant that funds the program. The five-year Strategic Prevention Framework Partnership for Success grant, which was extended an extra year, supported a comprehensive community assessment that identified contributing factors to the high youth alcohol use rate. Those factors are: • a low perceived risk of using alcohol • permissive community and family norms that enable the use of alcohol by youth • parents providing alcohol to youth in multiple settings. Following the assessment, FHN regional health care system and the juvenile justice council developed a strategic plan that included the youth prevention education program and a parent communication campaign. All Stars Building Bright Futures was started in spring 2018 at four of the county’s middle schools. By the end of 2019, all seventh- and eighth- grade students at all six middle schools completed an All Stars youth prevention education program. Five of the six Jo Daviess County school districts were able to complete most of the 2020 Illinois youth surveys before schools closed in March due to COVID-19.

Bank marks 25 years of serving community This year marks the 25th anniversary of the opening of First Community Bank of Galena. The bank was established in 1995 by Bill Wubben, president of Apple River State Bank, and Rick Weis, executive vice president of Today’s Bank (formally First National Bank of Galena). “The idea of a true community bank in Galena began with a handshake when Bill and Rick decided to establish a branch of Apple River State Bank, known as First Community Bank of Galena,” according to a news release. “Today, Apple River State Bank is the last locally owned bank chartered in Jo Daviess County.” First Community Bank’s first office was located at 9816 U.S. Highway 20 West. In 2009, the bank built a new facility at 101 Exchange St. on the corner of U.S. 20 and Franklin Street. Joel Holland, Chief Executive Officer of Apple River State Bank, said,

“In 1995, the bank had one office and $45 million in total assets,” Joel Holland, Apple River State Bank CEO, said in the release. “Today we have seven banking offices and over $400 million in total assets. “I am grateful for the community banking vision that Bill Wubben, Rick Weis and Joe Vondra envisioned.” “We are proud of our commitment to Galena, Jo Daviess County and southwest Wisconsin,” Holland said. Apple River State Bank is located throughout Jo Daviess County in Apple River, Elizabeth, Hanover, Scales Mound, Warren and Galena (First Community Bank of Galena). The bank’s first office in Wisconsin was opened late last year in Hazel Green. Apple River State Bank is a locally owned financial institution with its entire management team and board of directors residing within Jo Daviess County.
