Illinois State Police (ISP) officials are investigating an officer involved shooting which occurred Wednesday March 29, 2017, at approximately 12:04 p.m. The incident occurred in the intersection of West Front Ave at Blackhawk Drive in Stockton, Illinois. The preliminary investigation indicates that at approximately 12 p.m., the Stockton Police Department received a call of three suspicious adult subjects coming and going from a vehicle stopped on Blackhawk Drive. The owner of the vehicle, Troy J. Boyle, age 41, was observed setting his car on fire just before police arrived. A Stockton police officer was first on scene followed by a deputy from the Jo Daviess County Sheriff’s Office. The details of the shooting incident between Boyle and the Stockton officer are not being released at this time as there are witnesses who still need to be interviewed. One of the

three subjects, Timothy Hess, age 41, was being detained by the deputy when the shooting occurred. The third subject, a female, was located behind a shed and taken into custody without incident. Boyle was transported to FHN Hospital in Freeport where he was pronounced deceased. Responding officers secured the crime scene and Stockton Chief Tom Sheehan requested the Illinois State Police handle the investigation into his officer’s use of deadly force. Hess and the female subject provided recorded statements to investigators. Hess was later secured at the Jo Daviess County Jail on unrelated warrants and the female was released. Agents learned that Boyle had just stolen gas from a local gas station minutes before his car became disabled on Blackhawk Drive. The neighborhood canvass produced

Jo Daviess County Sheriff issues appeal to citizens in fight against crime Responding to the increasing number of people wanting to assist law enforcement officials and build a stronger partnership in the fight against crime, Sheriff Kevin Turner today announced that Jo Daviess County citizens are being invited to become Associate Members of the Illinois Sheriffs’ Association. Membership appeals already went out and probably hit your mailboxes already. Individuals choosing to join the voluntary program can do so for as little as $25, while businesses can show their support for a $50 contribution. The funding provides critically important technical resources, training, and legislative support on key criminal justice issues. Contributions are tax-deductible and unlike other organizations in our state, the Membership Program
does not solicit membership by telephone. “With government funding becoming increasingly difficult to secure, the membership drive has taken on greater importance than ever before,” said Turner. “The funding is vital to helping us carry out our mission of making our communities safer places to live, work and play.” The program is committed to its “No Telemarketing” policy and only sends invitations to citizens to become members by mail.
