DAVID E. SMYTHE David “Dave” E. Smythe, 83, of Browntown, Wisconsin departed the earthly realm on Saturday, April 9, 2022, at the Smythe estate (his home). He enjoyed his last cigarette earlier that day. David was born on January 28, 1939, to Eben and Hilda (Clare) Smythe in Adrian, Michigan.

David’s academic accomplishments were well established. He attended the Howe Military school from 8th grade until high school graduation.

Dave was an Eagle Scout. He proceeded to Illinois State College specializing in the 2-year architectural program which launched his storied and outstanding professional career.

He began working with Allis Chalmers of Chicago where he was a production foreman.

Like many others, in 1964 he was drafted. He began his military career with the Air Force where he was transferred to Sheppard Air Force Base in Texas. His role was an outliner/antennae/ radio and maintenance repairman. He served six active years for our country and many more with the Air National Guard of Illinois as a reservist. He also served Chicago as a Fireman and an EMT. After his honorable discharge, David began working at Mogen David wines in Chicago. He developed and set up production lines and expanded the company into a 7-acre campus. A few years later David was recruited to Sweetheart Cup Company where, among other inventions and manufacturing advancements, David invented the polypropylene straw that McDonalds uses every day for every drink.

To Dave’s humble personality, it was just another day at work.

where he became the plant manager and helped take the company from a small speaker manufacturer to an international multi-function sound corporation. David moved to Winslow and then Browntown and stayed with Mitek until retirement.

It was also in Winslow that he met the love of his life, Miss Bonnie. They worked together for many years until one day Bonnie grew weary of Dave’s perfectionist ways and departed with a few choice words to Dave. A few months later, on Nov. 1, 1996, they married at The Smythe Estate.

They stayed true to their vows for better or worse until his last breath. Bystanders will tell you their relationship has been both inspiring and entertaining.

David lived life to the fullest and enjoyed each moment.

Interesting highlights are when Dave and Pete DiPalo drove to Cuba together. While they were enjoying the country Dave went outside the hotel to have a cigarette and was joined by none other than President Fidel Castro. They enjoyed the bench, cigarettes, and an hourlong conversation where Fidel “spoke in perfect English”.

Dave felt that education and knowledge were more important than sports, yet he would yield to events that involved family members. And if Bonnie wanted to watch football, he would typically yield the remote.

He loved driving fast and had the opportunity to assist IndyCar Team Playa Del Racing at many events, including 4 Indy 500’s. In his free time Dave enjoyed playing cards,

going to supper clubs (especially Beaches and Norseman’s).

When he was younger, Dave used to sneak into blues and jazz clubs in Chicago. It is in these legendary and longgone historic clubs where he developed his love for music.

Dave saw live performances of many of the greats. He loved Genesis, Chicago, Herp Alpert, and Dave Brubeck.

Throughout his life he enjoyed taking “road trips”. Dave was always up for a weekend get-away and the destinations were endless. He was a true Aquarius.

He also loved riding his snowmobile, and boating.

He looked forward to taking motorcycle trips with his best friend Brad (Linda) Subler.

They traveled the country many times and most of those stories cannot be printed here.

Dave was always proud of his home and lawn. He loved The Smythe estate. He loved having people over and hosted several parties for friends, family, and employees at his home. Dave was a great friend to all and always offered a drink or smoke to those who came across his path. He was a fantastic teacher, adventurer, and friend.

He is survived by his wife Bonnie of Browntown, WI; 3 children- Karl (Terri) Davis of Lebanon, IN, Patti (Tom) Sedletzeck of Fort Meyers, FL and Wendy (Dale) Broge of Orangeville, IL; grandchildren- Cheyenne Switzer, Sierra Switzer, Christopher Davis, Kyle Broge and Jacob (Nicole) Broge; great-grandchildrenMichael, Cecilia and Ava; 1 sister- Brenda Velasquez of Atlanta, GA; special nephewPeter Velasquez of Atlanta, GA; Special Friends- Susan (Donny Fox) Schafer , Grace Fox, Brad (Linda) Subler, Don (Mary Pat) Meyers, Jeff Meyer, and numerous other family members and friends. He lived a great life and was loved by many. He is preceded in death by his parents, son-Scott Viel and grandson- Ryan Switzer.

SHARON J. LOMAS Sharon J. Lomas, 69 of Lena, IL, passed away peacefully at her home surrounded by her family on Sunday, April 10, 2022. She was born on May 12, 1952, in Reedsburg, WI to Edwin and Betty (Wade) Schroeder. She graduated from Wisconsin Heights High School in 1970. Sharon married Jim Lomas on September 30, 1978, in Monroe, WI. In April of 2021, Sharon retired as a CNA from the Lena Living Center.

Sharon enjoyed going shopping, especially for flowers. She loved her flower gardens. Sharon and Jim enjoyed taking rides to Lake Le-AquaNa, and she enjoyed spending time with her grandchildren and great-grandchildren.

She was a member of the Vermont Lutheran Church in Black Earth, WI. Sharon is survived by her husband Jim of Lena, their three daughters; Sherri (Mark) Hanna of Richland Center, WI, Ashley (Casey) Schoger of Winslow, IL and Amanda (Chris) Esser of Lena, IL, grandchildren; Chelsea (Kyle) Stauffacher, Briana (Randy) Wahl, Madyson (Ashton) Hanna, Dayton Ceruti, Mika, Lillian, and Johnny Schoger, Livia, Emma, Myles, and Christian Esser, great-grandchildren; Brigitte, Carter, Hunter, Tai-

ylor, and Rhya Stauffacher , McKenna, Tapanga, Daniel, and Travis Wahl, siblings; Harlan Schroeder, Norman Schroeder, Eileen (Greg) Zander, and Allen (Lauri) Schroeder. Sharon was preceded in death by her parents, her brother Russel Schroeder, and three grandchildren in infancy.

Memorial services were held at 12 p.m. on Saturday, April 16, at the Leamon Funeral Home. A visitation was held before the service at the funeral home.

Cremation rites have been accorded.

A memorial has been established for her memory.

Public health officials announce 14,049 new cases of coronavirus last week

The Illinois Department of Public Health (IDPH) today reported 14,049 new confirmed and probable cases of coronavirus disease (COVID-19) in Illinois, including 45 deaths since April 8.

Currently, IDPH is reporting a total of 3,094,485 cases, including 33,510 deaths, in 102 counties in Illinois since the beginning of the pandemic. The age of cases ranges from younger than one to older than 100 years.

As of April 14, 464 individuals in Illinois were reported to be in the hospital with COVID-19. Of those, 70 patients were in the ICU and 32 patients with COVID-19 were on ventilators. The preliminary seven-day statewide case rate is 110 COVID-19 cases per 100,000 Illinoisans.

A total of 21,648,058 vaccines have been administered in Illinois. The seven-day rolling average of vaccines administered daily is 19,799 doses. Since April 8, 138,595 doses were reported administered in Illinois.

Of Illinois’ total population, more than 76 percent has received at least one COVID-19 vaccine dose, more than

68 percent of Illinois’ total population is fully vaccinated, and more than 50 percent is boosted according to data from the Centers for Disease Control and Prevention.

Data indicates that the risk of hospitalization and severe outcomes from COVID-19 is much higher for unvaccinated people than for those who are up to date on their vaccinations.

On April 12, IDPH announced it is using new federal guidelines for tracking COVID-19 at the community level. The new CDC guidelines emphasize the case rate and hospitalizations in order to better track the impact of COVID-19 in communities.

In addition, as a result of HHS announcing that testing providers are no longer required to report some negative test results, IDPH will no longer know how many tests are being done and will therefore no longer report test and case positivity.

European farmers aren’t that different from American producers

Standing in front of a decades-old stand of 6,500 apple trees, Vianney Pelletier is content with his family’s orchard, cider mill and dairy in northern Normandy.

Pelletier doesn’t plan to expand the current production of apple juice, ciders, Calvados and jams. He’s not even sure if he will reestablish parts of the orchard after they age past maximum production life or eventually take over the business.

“We are OK with the

farm,” Pelletier recently told a Market Study Tour delegation of Illinois Farm Bureau members, staff and agribusiness representatives. “Our life is good ... we would not want to (expand) and give up the happy, the good life.”

Apart from rolling views of the French countryside and a loyal farm dog named Sheepy, life here hasn’t always been ideal. The business has had to lean on farm tours, on-farm lodging and other agritourism efforts to boost revenues.

Egg supplies tighten

It appeared consumers would be paying more for eggs this Easter and beyond compared to last year.

A significant drop in production along with strong demand recently pushed wholesale table egg prices to more than $3 per dozen, up 170% from a year ago, according to the CME Group’s Daily Livestock Report (DLR).

The sharp increase in prices was due in large part to recent outbreaks of highly pathogenic avian influenza (HPAI).

Nationwide, at least 11 million layers have been lost to the potent virus, according to a CoBank report, while estimates this month suggest total losses could reach 18 million birds, or 5.5% of the layer supply, DLR reported.

“The impact of HPAI on the egg production industry has been devastating, which is also what the industry experienced in 2015,” DLR authors noted. “If 2015 is any guide, we could see more outbreaks and losses in the next two months, further worsening the egg supply situation and pricing.”

With USDA reporting new cases of HPAI almost daily and depopulation of operations ranging from dozens to millions of birds, estimating total expected losses remains challenging, according to CoBank.

USDA’s weekly shell egg demand indicator showed about five days of inventory on hand at the start of the month, which suggests a snug but not alarmingly tight supply, CoBank noted. However, it does not appear supplies will be able to accommodate the reduction in layers as a result of HPAI outbreaks, especially at a regional level.

The outbreak of HPAI is the latest blow to the egg layer industry, which is dealing with skyrocketing feed prices and struggled with a lack of packaging equipment and supplies needed for grocery sales at the height of the

COVID pandemic.

“U.S. producers have been hard-pressed to align supplies with market demand over the last two years,” said Brian Earnest, lead animal protein economist with CoBank.

“The U.S. layer flock typically expands ahead of the surge in demand for Easter and contracts during the summer months,” he continued. “But recent losses due to HPAI have combined with high feed costs and other challenges that are severely limiting flock size management.”

Overall, protein for Easter meals was expected to be more expensive than in years past. The lamb cutout value has averaged more than $6 per pound so far this year, down slightly from a record value of $6.39 per pound last August, but still well above average.

Meanwhile, the wholesale boneless beef ribeye price has averaged $8.43 per pound this year, more than $1 above the five-year average, ham prices remain above the five-year average and broiler prices gained 20% the first quarter of this year to $1.60 per pound, DLR reported.

Losses from HPAI also could affect sales to other countries. The U.S. exported 16.8 million dozen eggs in January, down 35% compared to last year, the USA Poultry and Egg Export Council reported.

And, while the value of chicken and turkey exports increased in January due to higher prices, volumes decreased 4.5% for chicken and 16.2% for turkey.

USDA’s world ag supply and demand estimates project broiler sales could decline as higher prices reduce export opportunities. The forecast for turkey exports was lowered due in part to HPAI-related import restrictions to Mexico.

pivoting around variations in yields and returns caused by environmental and economic factors.

That tension—balancing an agricultural livelihood with the quality of rural life— is just as ubiquitous in European agriculture as it is in American agriculture.

And similar to American farmers, 34% of whom are 65 years or older, European farmers are also aging, with 57.9% of European Union farmers 55 years or older and 36% of UK farmers 65 years or older.

European farming operations are also mostly multi-generational, with the total number of people farming declining, too.

What their farms look like, however, is much different than in the U.S., which has an average farm size of 485 acres. The United Kingdom’s average farm size is 200 acres, while only 3% of European Union farms are more than 250 acres.

Through an interpreter, he said small farms in the area are consolidating and large farms are growing. Those changes have shifted the price of milk and meat sold to the local cooperative.

He’d like to expand his own operation to remain competitive with the larger farms, but “it would be complicated” because of environmental and other ag-related regulations.

Much like American farmers, French farmers also face pressure, and in some cases mandates, from the government and consumers to move toward environmentally friendly farming practices, according to Sénateur de l’Aisne Antoine Lefèvre.

That pressure, Lefèvre added, collides with a producer’s bottom line.

“It’s all about finding a sweet spot between sensible Government ag (organic) farming and consubsidies ventional farming,” Lefèvre All those demographics said. “It’s all about supportwere on display at a 120-head, ing farmers through that tran-

sition. We have to transition but that transition has to make sense economically.”

Since 1962, the EU has attempted to balance the ag scales in its member countries through a range of financial and legislative support under the Common Agriculture Policy (CAP). It includes direct payments to farmers to help offset a loss of farm income due to disruptions in markets and other factors.

In 2003, the CAP program’s direct payments were reformed, with officials tying them to mandatory conditions that farmers practice specific land conservation and animal welfare practices.

Ten years later, CAP payments were again reformed to establish a minimum national average per hectare payment across all member countries.

The program was also expanded to include significant funding for rural development. In 2020, CAP totaled nearly 60 billion euros, or 35% of the entire EU budget.

The United Kingdom, which left the EU in 2020, distributes a similar subsidy. Each country—England, Wales, Scotland and Northern

Ireland—administers the payment alongside tailored environmental regulations.

Lefèvre, the French senator who represents a rural area in the northern region of France, near the Belgium border, said the CAP payments are crucial for French farmers. In 2017, 20% couldn’t make ends meet on production income alone.

But with EU subsidies becoming increasingly more intertwined with environmental regulations and the French government passing more rules limiting what producers can do on their land, Lefèvre said farmers are worried about competitiveness distortion.

“EU laws and national rules can have a big impact on local farming,” Lefèvre said. “They could have strong impact on competitiveness (and) make French farmers less competitive than other European farmers.”

If you have any of these warning signs, do not assume that a lack of pain means you can put off an exam or any recommended biopsy and diagnostic tests. A biopsy and diagnostic tests will provide a definitive diagnosis and guide treatment going forward.

While smoking is a risk factor for both these cancers, it is the major risk factor for oral cancer. The major risk factor for oropharyngeal cancer is the human papilloma (HPV) virus. Other risk factors for both these cancers include vaping, smokeless (chewing) tobacco, second-hand smoke, and alcohol abuse. While oral cancer occurs in the young, it is most prevalent in adults over forty. Oropharyngeal HPV cancers are most prevalent in people under forty.

These cancers often appear in patients who do not use tobacco products or abuse alcohol and are considered to be sexually transmitted.

The significant rise in these cancers has led to the CDC recommendation that all males and females receive the HPV vaccination by the age of 11-12. Long-term

April is Oral Cancer Awareness Month. The Oral Cancer Foundation reports more than 54,000 oral and oropharyngeal cancers are diagnosed each year, resulting in approximately 11,000 deaths annually in the United States. As with all cancers, early diagnosis contributes to improved prognosis and survival rates. Every patient should be screened for oral and oral pharyngeal cancer and precursor lesions during their dental exam. The birds outside my bedroom window go crazy every morning. I love it.

They wake up— sometimes one by one, other times as groups—all with something so say, something to contribute. Perhaps they are calling out to friends or family; perhaps they are marking their territory or chasing squirrels from their nest; perhaps they simply like to hear themselves sing.

It doesn’t matter to me. I just like the music—and or— noise they make.

Because when they all chirp and tweet and whistle and trill and screech and caw and hoot and peck and squawk it often doesn’t sound much like music. It’s almost like they each are trying to outdo the other and that comes across as a rather cacophony of chaos.

I did not come up with that term on my own. I heard it and knew I loved it and knew it was the makings of a column.

And then I thought of the birds in the morning, and I knew where the cacophony would land.

The birdcalls are a cacophony of chaos. They compete with each other and contribute to the overall symphony of noise. It is music and chaos all at the same time.

Birds creating musical chaos: I thought that was the end of it.

Until I found myself sitting by the edge of a pool in the afternoon. I was in love with the sunshine.

Then the children entered. Sometimes one by one, but mostly in groups, accompanied by their adult counterparts. They splashed their way into the water and it was obvious from the start that everyone had something to contribute. They began calling out to sisters and brothers—dunking and diving and squealing and

giggling—each claiming their own spot in the pool. Some demanded the attention of grown-ups to see them do a water trick.

Others rejoiced loudly as they practiced swim strokes or dives. They added to their noise by splashing and laughing.

They were, in a word, loud. It was almost as they were all trying to outdo one another.

It didn’t matter to me.

I love the sound of children playing: their chatter, their squeals, their screams and their laughter.

None of them seems to be listening to the other because they often aren’t and I thoroughly enjoy tuning to their own fun and glee. It’s almost like they are each trying to speak over the other and that comes across as a second cacophony of chaos.

Another one! Who would have thought this cacophony could happen more than once in nature?

Got me to thinking.

Maybe cacophony isn’t so much of an accident. Maybe chaos is planned.

Perhaps chaos is more common than we think.

Birds in the back yard.

Children at the pool. A family gathering. The dynamics of a workplace.

A baseball, basketball or soccer game. A group of friends from high school or college. A book club. A golfing group. A classroom.

A neighborhood. A church. A school.

Perhaps we are all part of the cacophony of chaos.

Wouldn’t that be lovely?

I think maybe it would be.

Maybe it already is because lately I’ve come to the conclusion that maybe chaos is beautiful – if we allow it to be.

HCC Speech and Debate Team earns national awards After a strong showing at Phi Rho Pi, a national speech and debate tournament for community colleges, the Highland Community College Speech and Debate Team returned to Highland with several national awards. Five students participated in the week-long tournament in St. Charles, Missouri in early April.

Freeport man arrested for aggravated unlawful use of firearm On April 14, around 12:30 a.m. a Freeport Police Department Officer conducted a traffic stop at E Empire Street and South Galena Avenue. During the stop the officer developed probable cause to search the vehicle and located a loaded firearm during the search. The driver of the vehicle, identified as Alonzo Glover, aged 25 of Freeport, was arrested and charged with the following offenses possession of firearm without requisite, aggravated unlawful use of weapon, aggravated unlawful use of weapon immediately ac-

As I stated in my previous column on the HPV vaccine, for those who did not have the benefit of being vaccinated when they were younger, vaccination is recommended up to age twenty-six and certain individuals may see benefits up to age 45. If you were not vaccinated, discuss this with your physician.

Prevention, education, and early detection are critical in the fight against oral cancer. Despite advances in medical treatment, the fiveyear survival rate for oral and oral pharyngeal cancers remains at only 60-65%.

Stop smoking and/or any use of tobacco, cut down on alcohol consumption, get vaccinated against HPV, eat a balanced diet, practice good oral hygiene, have regular dental exams, and contact your dentist immediately if you have any questions or concerns.

From Lena’s Kitchen The not so skinny cook

Rinse and sort beans; soak according to package directions. Drain and rinse beans after soaking, discarding the liquid. Place in a Dutch oven.

Add the tomatoes with juice, onion, ham bone, broth, water, salt and pepper. Bring to a boil. Reduce heat; cover and simmer until beans are tender, about 1½ hours. Add more water if it becomes too thick. Remove ham bone and let stand until cool enough to remove meat from bone; discard the bone. Cut meat into bite-sized pieces; set aside.

(For a thicker soup, cool a cup of beans and place in a blender or food processor. Puree the beans and return to soup pot.) Return ham to soup and heat through. Garnish with parsley.

Hoops 4 Hammann puts the ‘fun’ into fundraising On March 3, the community of Stockton and many people from nearby towns gathered for an evening of fun and fundraising. Eight teams consisting of coaches, administrators, teachers, board members, school staff, alumni and students played off for a fun (and funny) evening of seven 10-minute basketball games. Although all players put in an excellent effort, the team consisting of Stockton HS Seniors edged their way to the top.

After suffering their second loss of the season to the Lena-Winslow Panthers, the Warren-Stockton Warhawks bounced back with a pair of wins over the River RidgeScales Mound Wildcats. Prior to their matchup with West Carroll on April 19, the Warhawks held an overall record of 9-2 for the 2022 baseball season.

On Tuesday, April 12, the Warhawks were coming off a 6-2 loss to Le-Win. Before they were able to get back to the comfort of their home diamond, Warren-Stockton would have to go on the road again to face off with the Wildcats.

Warren-Stockton wasted no time in this one as they posted three runs in the top of the first. It was senior Ian Broshous who got the early rally started with a single to the left side. One out later another senior in Drew Mensendike singled to the left side, giving the Warhawks an early scoring opportunity. By putting the ball in play the Warhawks were able to take advantage of some defensive miscues by the Wildcats. Caleb Mammoser hit a hard ground ball which led to an error that allowed Ian Broshous to score the game’s first run. The next at-bat, in a 3-2 count, Owen Logemann singled to right putting the Warhawks up 2-0.

The Warhawks would score another run before the inning was over giving them a 3-0 lead before the Wildcats even came to the plate.

Alex Marsden was dealing for the Warhawks, however. The senior lefty gave the Wildcats problems all game as he pitched six full innings, while striking out thirteen and allowing just one hit. With one walk, Marsden allowed just two base runners in his six innings of work.

The Wildcats wouldn’t crack the scoreboard until the bottom of the seventh.

Zayden Ellsworth got the inning started by reaching safely on an error by Mammoser.

George Winter followed that up with a single to right field allowing Ellsworth to reach third. Breyton Fry would drive in the Wildcats’ first run with a double to right field.

Following a walk to Jacob Deurr, Dylan Diehl hit into a fielder’s choice. A run was scored bringing the Wildcats within seven, down 9-2. They were down to their final two outs, however. The Wildcats hit their second double of the inning when Caden Albrecht hit a fly ball to right. The hit allowed Fry to score, but it would be RR-SM’s last run as they went on to lose by a score of 9-3.

Mammoser was consistent at the plate going three for four with three runs scored.

Logemann was impressive, going two for four with two runs batted in and one run scored. Fry led the Wildcats, going two for three with one run scored. Albrecht and Winter were the only other Wildcats to record a hit on the day.

A few days later these teams were back in action.

Only this time the Warhawks were playing host to the Wildcats for their second meeting in just three days. Much like their first meeting, the teams wasted little time cracking the scoreboard. It was the Wildcats who were on the board first this time, however.

This time, it was the Wildcats taking advantage of some Warhawk miscues as an error and a hit-by-pitch had RR-SM in an early scoring opportunity. It was Maddox Knauer who drove in the game’s first run with a single to right, allowing Winter to score. One out later Diehl drove in the second run on a groundout to shortstop.

The Wildcats’ early lead would not last long, however. Ian Broshous got the Warhawks going with a leadoff single in the bottom of the first. After advancing

to third on a passed ball and a wild pitch, Broshous was able to score on a Mensendike groundout. At the next at-bat Marsden would score on a passed ball, tying the game at 2-2. Warren-Stockton would tack on two more runs as Brady Broshous and Drew Stietz would score before the end of the first.

The Wildcats would respond with two runs in the top of the third. A single by Diehl would drive in the Wildcats’ third run and Damon Dittmar would score on a following error, allowing the Wildcats to tie the game at 4-4.

The Warhawks would take control again in the bottom of the fourth. A run in the fourth and two more in the fifth would give Warren-Stockton a 7-4 lead. It was a big sixth inning that busted the game open, however, as five runs in the bottom half gave the Warhawks a 12-4 lead with just one inning left to play.

The Wildcats would score a late run, but it would not matter as the Warhawks held on to win by a score of 12-5.

Curd 2 large eggs, room temperature 1 egg yolk, room temperature ½ C. sugar ¼ C. lime juice 1 t. lime zest ¼ C. unsalted butter, cubed Tart shells ½ C. unsalted butter, softened 3 oz. cream cheese, softened 1 C. flour Filling: In a small heavy saucepan over medium heat, whisk eggs, egg yolk, sugar, lime juice and zest until blended. Add butter and cook, whisking constantly, until mixture is thickened and coats the back of your spoon. Transfer to a small bowl; cool. Cover and refrigerate until chilled.

Tarts: In a bowl, cream butter and cream cheese until smooth. Gradually add flour; mix well. Cover and refrigerate 1 hour or until easy to handle.

Preheat the oven to 375. Shape the dough into 1 inch balls; press onto bottoms and up sides of 24 ungreased miniature muffin cups. Prick bottoms with fork. Bake until golden brown, 13 to 15 minutes. Cool finished tarts for 5 minutes before removing from the pans to wire racks to cool completely. Fill shells with lime curd. Garnish as desired with grated lime zest or grated white chocolate. Refrigerate leftovers.

This casserole is a great casserole for a cool spring night.

It has pasta, ham, and peas to make it a complete meal. You can substitute cream of mushroom soup for the cream of celery if you want.

3 C. elbow macaroni 1 T. butter 1 C. cubed ham 1 C. chopped onion 1 T. minced garlic 2 C. shredded Cheddar cheese 1 can cream of celery soup 1 C. frozen peas 1 C. milk ½ C. sour cream ½ t. onion powder ½ t. garlic powder 1 can French fried onions, crushed Bring a large pot of salted water to a boil. Stir in macaroni. Cook pasta, stirring occasionally until the pasta has cooked through, but is still firm to the bite, about 8 minutes; drain and set aside.

Preheat oven to 350. Spray a 9 x 13 baking dish with cooking spray. In a large skillet over medium-high heat, melt the butter. Cook and stir ham and onion in the melted butter until onion is tender, about 5 minutes. Stir garlic into ham mixture and cook for about 2 minutes more; remove skillet from heat.

1 box Betty Crocker® SuperMoist® carrot cake mix ½ cup orange juice or water ½ cup vegetable oil 1 can (8 oz) crushed pineapple in juice, undrained 1 teaspoon orange peel 1 teaspoon vanilla 4 eggs ½ cup chopped nuts ½ cup coconut ½ cup chopped raisins Frosting 1 to 2 teaspoons orange peel, if desired 1 1 container (1 lb) Betty Crocker® Rich & Creamy cream cheese frosting Heat oven to 350°F (325°F for dark or nonstick pans).

Grease two 8- or 9-inch round cake pans or 13x9-inch pan and lightly flour, or spray with baking spray with flour. In a large bowl, beat cake mix, orange juice, oil, pineapple, orange peel, vanilla, and eggs on low speed for 30 seconds.

Beat on medium speed 2 minutes. Stir in nuts, coconut, and raisins. Pour into pans.

Bake 8-or 9-inch rounds 30 to 35 minutes, 13x9-inch pan 37 to 43 minutes, or until toothpick inserted in center comes out clean. Cool 10 minutes. Run knife around side of pans to loosen cakes; remove rounds from pans to cooling racks. Cool completely, about 1 hour.

Frosting: Stir orange peel into frosting. Place 1 cake layer, rounded side down, on serving plate. Spread with about 1/3 cup frosting. Place other layer, rounded side up, on top.

Final Thoughts Last weekend I got to ride around the lake. It was beautiful. The water is coming up, there were people hiking, parents and children fishing, and a road without potholes.

What a treat to have a beautiful place to go to. I hope the restaurant will be open soon, and that it will be full of campers. Someday the weather will warm up for our spring sports and for those people who are itching to get their flowers and gardens planted. Session recap: Bills allow pharmacists to administer preventive HIV meds, fentanyl test strips

Legislation allowing pharmacists to administer or dispense preventive HIV medication and fentanyl testing strips were among health-related measures passed by the Illinois General Assembly during the final week of session.

House Bill 4430 allows pharmacists to order and conduct testing and dispense preand post-exposure HIV medications to individuals who are at high risk for infection. The pharmacists would need to have a standing order issued by a licensed physician or county health department that would allow them to offer care for the individual seeking help.

The medications, referred to as PrEP for the pre-exposure drug and PEP for the post-exposure one, are designed to mitigate the risk of HIV infection.

Sen. Mike Simmons, D-Chicago, the bill’s chief Senate sponsor, said it will help cut down on waiting times and provide “potentially lifesaving” care to thousands of Illinoisans.

According to the AIDS Foundation of Chicago, there are about 45,000 people living with HIV/AIDS in Illinois and 1,300 people each year learn they have HIV or AIDS. The bill also lays out insurance reimbursement requirements for pharmacists offering

the services.

Sen. Jason Barickman, a Bloomington Republican, was the only GOP lawmaker from either chamber to vote yes for the measure.

Barickman said the solution to the issue “may be imperfect,” but that Simmons has worked with the Illinois State Medical Society and the Illinois Pharmacists Association to find a solution to lower HIV exposure across the state.

“The proposed solution is much better than the status quo that exists today,” Barickman said.

The measure passed the Senate 37-12 with 10 Senators not voting and passed the House 72-30 with 12 members

not voting.

Throughout debate in both chambers, Republicans raised concerns about legal, emancipated minors having access to the medication and receiving the medication on multiple occasions for their own personal use. In Illinois, a legal emancipated minor must be 16 years or older and have court documentation proving they are legally emancipated.

Under the Consent by Minors to Health Care Services Act, if a minor 12 years of age or older who possibly comes into contact with any sexually transmitted disease can give consent to health care providers to prevent, diagnose or treat a potential disease.

For an emancipated individual to receive HIV medical care from the pharmacist, under the Consent by Minors to Health Care Services Act, they must show the pharmacist documentation proving they are emancipated in order to receive the medical care they need.

Sen. Darren Bailey, R-Xenia, said the language leaves “too many loopholes” for minors, whether emancipated or not, to go to different pharmacies and refill their medications several times.

But Simmons said it is unlikely that an individual will become addicted to the medication since it has no side effects, and the hypothetical scenario is impossible because the individual must receive lab testing before a prescription can be given.

Under the bill, pharmacists are required to complete a training program that is related to HIV care before they can dispense the drugs. If an individual needs to get another prescription for the medication, follow-up lab tests must be done to determine if they are still at risk for infection or are HIV-positive, Simmons said.

The bill still needs approval from Gov. JB Pritzker and would take effect Jan. 1, 2023, if signed.

counterfeit pills and drugs.

The bill is designed to expand on the Overdose Prevention and Harm Reduction Act, passed in 2019. That law authorizes government agencies and nongovernmental organizations to create needle access programs aimed at reducing HIV and other bloodborne diseases.

Programs are community-based and provide a range of preventive services and educational information on overdose prevention and intervention, monitoring programs for opioids and other prescriptions, and safe drug disposal of unused medications.

All testing supplies for fentanyl must be stored in a licensed pharmacy, hospital, clinic or other health care facility.

Rep. Will Guzzardi, D-Chicago, said that many opioid deaths occur in people who did not know they were ingesting a substance that was “cut with fentanyl, a synthetic, cheap, and extremely deadly opioid.”

According to the Illinois Department of Public Health, there were 2,944 opioid overdose deaths in 2020 which was more than twice the number of homicides. There were also 19,451 emergency responses to opioid overdoses in 2020.

Guzzardi noted that the bill won’t end the fentanyl crisis but that it will provide young people who do experiment with drugs a measure of protection that could potentially save their life.

The measure still needs approval from Pritzker and would take effect immediately once signed into law.
