State unveils six-year infrastructure plan without COVID-19 adjustments

Gov. JB Pritzker joined Illinois Department of Transportation officials last week to unveil a sixyear, $21.3 billion statewide road and bridge improvement plan that is an extension of the Rebuild Illinois infrastructure package that the General Assembly passed last year.

IDOT is tasked with unveiling a multiyear plan each year to detail how it will spend transportation dollars on state and local highway systems. For the current fiscal year, the investment in road and bridge infrastructure totals $3.15 billion, according to the governor’s office.

Current funding levels would allow the plan to include 3,356 miles of road improvements and 8.4 million square feet of bridge deck in total over the next six years.

The infrastructure spending largely relies on revenue from the motor fuel tax — which was increased on July 1, as it will every year forthcoming under the new state law — among other driving-related fees.

However, according to an overview of the plan on the IDOT website, revenue estimates were not adjusted to account for economic impacts of the COVID-19 pandemic and associated stay-at-home orders.

the state’s road and state construction fund,” according to IDOT’s summary of the plan. “It is not yet known what the actual decrease will be. Therefore, no adjustments were made to the (multiyear plan).

“The department will continue to monitor the data and make any adjustments deemed necessary as actual revenue impacts become known,” the summary continued.

While the attendees of a news conference unveiling the plan touted the Rebuild Illinois package, which passed in 2019, acting IDOT Secretary Omer Osman said the COVID-19 pandemic presented unforeseen challenges.

“The multiyear plan keeps us on track during these uncertain times,” Osman said at an event in Collinsville. “While we are not cutting or delaying projects at this time, we will continue monitoring the impact on future revenue to ensure we are investing taxpayer resources wisely.

“Clearly, COVID-19 is not going to be something that lasts for a few months, but likely impact our decision making for years to come.”

Despite the pandemic, Osman said, Pritzker allowed roadwork to continue by deeming construction workers essential in his executive orders.

No ComEd legislative hearings scheduled The chairwoman of the Illinois House Energy and Environment Committee said last week she will not hold hearings to examine what impact Commonwealth Edison’s lobbying and bribery practices have had on utility ratepayers, rebuffing a request from two Republican lawmakers.

Instead, Rep. Ann Williams, D-Chicago, said in a statement July 23 that she plans to introduce “tough new amendments” to the proposed Clean Energy Jobs Act next year “to ensure that we hold utilities accountable and take the politics out of setting fair energy rates.”

“A legislative committee is not the appropriate place to investigate a criminal matter currently under the jurisdiction of the U.S. Attorney’s office,” Williams said this week.

“As was the precedent during prior corruption cases, the House Energy and Environment (committee) will not hold hearings that could impede and interfere with an ongoing federal investigation.”

That statement came in response to a letter July 20 from Republican Reps.

David Welter, of Morris, and Keith Wheeler, of Oswego, to Williams and Rep. Larry Walsh, D-Joliet, chair of the House Public Utilities Committee.

That letter requested the two committees hold joint investigative hearings.

Their letter was in reaction to ComEd’s public admission on July 17

that between 2011 and 2019, it awarded lobbying jobs and subcontracts to associates of House Speaker Michael Madigan as part of an effort to gain Madigan’s support for legislation beneficial to the utility.

Madigan has not been charged and has denied any wrongdoing.

But Welter and Wheeler argued that there is more at stake in the scandal than criminal matters. “(T)he issue of what impact ComEd’s activities had on ratepayers and state policy needs to be investigated,” they stated in their letter.

Williams, who is the lead House sponsor of the Clean Energy Jobs act that aims at bringing the state to a 100 percent clean energy future, said in an open letter to her colleagues July 23 that she is working on amendments to that bill, including one that would end the automatic, formula-generated rate increases allowed in 2011 legislation.

“The era of utilities, nuclear and fossil fuel industries, and other big business groups dictating energy policy in Illinois are over,” she said.

“We can no longer allow corporate profits to come before efforts to create affordable and clean energy sources.”

In a separate statement July 23, Welter said he had spoken again with Williams in hopes of changing her mind about holding investigative hearings. He said that while there is bipartisan support for working on legislation to prevent future

Unemployment high Another 35,938 Illinoisans filed first-time unemployment claims for the week ending July 18, according to the U.S. Department of Labor, a decrease of 2,323 from the week prior.

There were 655,116 continued unemployment claims for the week, which was 9,647 less than the week before, according to the statistics.

Nationally, there were more than 1.4 million new claims filed during the week ending July 18, an increase of 109,000 from the week before.

The number of nonfarm jobs decreased in June, compared to last year, in all fourteen Illinois metropolitan areas, according to the Illinois Department of Employment Security’s release of U.S. Bureau of Labor Statistics data. Six metro areas hit record low payrolls, according to the data.

Illinois’ unemployment rate was at 14.6 percent for June, according to IDES, which was a record for the month since 1976. Nationally,

During a video news conference, Reps. Grant Wehrli, Deanne Mazzochi and Dan Ugaste said there is an urgent need for ethics reform in light of the recent federal charges against utility giant Commonwealth Edison that implicated House Speaker Michael Madigan in a bribery scheme.

“Let’s address ethics collaboratively and in a bipartisan manner. To my colleagues on the other side of the aisle, you should be demanding that we get back into Springfield and address this.”

Outbreaks reported A juvenile detention facility and two mental health centers in Illinois each reported outbreaks of COVID-19 on July 21.

The Illinois Department of Juvenile Justice youth center in St. Charles reported 16 new cases of COVID-19 in staff and three new cases among youth at the facility.

This prompted “increased mitigation and infection control measures,” according to a news release from the Illinois Department of Public Health, which said all youth and staff have been tested for the virus and the facility is “implementing programming changes to reduce further spread.”

IDPH also reported that Chester Mental Health Center in Randolph County reported 32 confirmed cases – 27 staff and five residents – while Shapiro Developmental Center in Kankakee County reported seven confirmed cases – one resident and five staff.

Local COVID-19 policies Pritzker on July 20 gave support to a pair of Illinois mayors who recently enacted policies aimed at limiting the spread of COVID-19 in bar and tavern settings.

Pritzker specifically referred to actions by Springfield Mayor Jim Langfelder, who signed an order creating fines for bars and restaurants that fail to comply with social distancing and capacity rules, and Chicago Mayor Lori Lightfoot, who announced last Monday morning that the city would stop bars that don’t serve food from serving alcohol indoors starting last Friday.

“I want to commend local leaders taking action to keep their communities safe, and the state stands behind these municipalities in their efforts,” Pritzker said at an event July 20 in Urbana.

“Our city and county leaders, with case numbers and hospitalizations rising and localized information about outbreaks readily available, can and should do what they know is right to protect their residents.”

Teachers’ union urges most schools not to reopen for in-person learning

One of the state’s largest teachers’ unions said Monday that most schools in Illinois are not yet ready to reopen for in-person teaching in the fall and it urged schools to continue operating remotely until the safety of students, teachers and staff can be assured.

“At this point, our recommendation is schools should return to online or remote learning after the beginning of the school year,” Dan Montgomery, president of the Illinois Federation of Teachers, said during a video news conference. “That is the safest and best option. It’s safest for the students and their families. And it’s also the most practical.”

K-12 schools in Illinois, along with colleges and universities, were ordered closed for in-person classes on March 15, just days before Gov. JB Pritzker issued a statewide stayat-home order in response to the emerging COVID-19 pandemic.

allowed to reopen for summer school on only a limited basis in early June when the state entered Phase 3 of the reopening plan.

On June 23, as the state was entering Phase 4 of the reopening plan, the Illinois Department of Public Health and the Illinois State Board of Education released guidelines for the resumption of in-person classes for the upcoming 2020-2021 academic year.

“In-person instruction is strongly encouraged in Phase 4,” the guidelines state. “However, it is critical to note that this does not signify a return to pre-pandemic operations. Appropriate social distancing, face coverings, enhanced sanitation measures, and other accommodations will be necessary to ensure the safety of students, staff, and their families.”

Those guidelines require, among other things, use of appropriate personal protective equipment, or PPE, including face coverings; prohibiting more than 50 people from gathering in one space; observing social distancing as much as possible;

monitoring all individuals for symptoms of COVID-19; and an increase in schoolwide cleaning and disinfection.

But IFT issued a statement July 20 suggesting those guidelines do not go far enough. In addition to the measures IDPH and ISBE recommended, IFT called for districts to negotiate their reopening plans with their local teachers’ unions, allowing a blended model of in-person and online learning that would limit class sizes to no more than 15 students at a time, giving teachers authority to decide what the best model is for their students, and requiring a two-week quarantine for any student or staff member who tests positive for COVID-19.

Montgomery said there might be some schools in the state that are able to meet those standards. “But most districts right now are not able, we believe to hit the marks, the benchmarks in terms of social distancing, in terms of all the PPE and cleaning,” he said.

education in Kankakee, said her district has developed a plan that gives parents the option of putting their children in in-person classrooms, online learning or a combination of both.

“However, we feel a great deal of unrest because we’re not sure we can really implement the plan for any length of time,” she said. “This summer, we’ve already experienced both staff and students testing positive even with practicing all the recommended guidelines.”

IFT has more than 103,000 members who teach in public, private and charter schools, as well as 21 community colleges, nine public universities and one private university.

Its announcement July 20 came nearly a week after the 135,000-member Illinois Education Association, the state’s largest teachers’ union, issued a similar statement that called for ensuring that all schools have adequate cleaning supplies, PPE, face masks and social distancing protocols.

“No one wants to return to school

more than those who have chosen education as their profession, but it is also professional educators who understand better than anyone the impact a contagious disease can have on a school population,” the statement read.

Asked about the reopening plan at an unrelated event Monday in Peoria, Pritzker said he expects every educational institution in the state to approach the task differently.

“In some cases, schools are going to choose no in-person school. In some cases, it’ll be mostly in-person school,” he said. “But what we’ve said is, make sure you’ve got at least the hybrid available. And for kids, and there are plenty of them, who are immunosuppressed, or kids who are in families where there’s somebody at home who is immunosuppressed, they may stay home. That may be what they need to do.”

Sometimes, however, positive cases are not willing to identify those whom they have contacted.

The number of staff needed to conduct contact tracing varies depending on several factors, including the number of people seeking medical care or testing, the number of new cases, the amount of

time passed between first symptoms and a positive test, the number of contacts of each confirmed case, and how quickly patients are isolated and contacts are notified.

“By working with established community-based organizations, we are hoping to reach people who may be at higher risk of infection, but hesitant to talk with health officials,” IDPH Director Dr. Ngozi Ezike said.

“We need people who are trusted in communities across the state to let people who have been in close contact with a confirmed case know that they need to monitor their health and take steps to potentially prevent spread of the virus to their family, friends, co-workers, and other community members.”

“I want to remind everyone that this pandemic is still very much here,” Pritzker said at an unrelated event in Collinsville. “And it remains a very serious threat. People are getting sick and dying. The Metro East region has one of the highest rates of cases and transmission in the state, even as the rest of the state remains fairly steady.”

He added: “You’ve all seen the death toll rising in Florida and Texas, in Arizona, Alabama, North Carolina, in California. This is no joke. This is no hoax. Metro East is at risk, as any area of the country, of tipping over to the higher case and death counts that we see in other parts of the country.”

Pritzker said the state “will take immediate action to impose additional mitigations” if there’s an increase in the rolling positivity rate for COVID-19 tests along with increased hospital admissions or decreased surge capacities.

Action also will follow if a region passes an 8 percent rolling seven-day average.

Contact tracing The Illinois Department of Public Health on July 22 announced a Notice of Funding Opportunity, or NOFO, for public health organizations through which the department will award a grant in each of the regions outlined in Pritzker’s resurgence mitigation plan outside of Cook County and Chicago, which will stand up their own contact tracing programs.

The grants will go to nine organizations, which will serve as coordinators in their region, awarding sub-grants to community-based organizations.

The NOFO will be available on the IDPH website on Friday, July 24, according to a news release.

Unemployment fraud The Illinois Department of Employment Security said July 22 it had been affected by a nationwide fraud scheme involving the federal Pandemic Unemployment Assistance program.

That program, enacted as part of the federal CARES Act, provides 100 percent federally funded jobless benefits to independent contractors, gig workers and others who don’t normally qualify for the traditional unemployment insurance program.

In a statement July 22, IDES said that program was designed hastily as the COVID-19 crisis was unfolding and that it did not include adequate safeguards to prevent abuse. That’s because the program is designed for

people who don’t have an employer.

IDES spokeswoman Rebecca Cisco said in an interview that the scheme involves filing unemployment claims using false identities and then attempting to have the payment method switched from the debit cards that people receive when they qualify for benefits to a direct deposit.

The agency said those behind the fraud probably obtained people’s personal information through an earlier cyber hack or data breach such as the Equifax data breach of 2017.

IDES did not say how many fraudulent claims it has detected or how much money is involved, but it did say it is cooperating with both local and federal law enforcement agencies to track down and prosecute the individuals behind the scheme.

Pritzker addressed the fraud scheme during a news conference July 22 in Chicago, saying the scheme has affected nearly every state unemployment program in the nation.

“If you received a debit card in the mail, do not activate it,” Pritzker said. “It’s also highly recommended that you check your credit report for possible suspicious activity. Again, this is a problem being experienced all across the country right now

The not so skinny cook Here are some good summertime recipes. Enjoy cooking!

My mother and grandmother used to put fruit in coleslaw. I don’t remember ever having apples in it.

This first recipe has an onion and apple combination. The sweet and sour dressing combines olive oil, honey and lemon. See what you think. If you don’t want to shred a head of cabbage, you can buy it in the bag.

Apple and Onion Coleslaw

1 medium head cabbage, shredded (about 4 C.) 1 medium carrot, shredded ½ C. thinly sliced red onion ½ thinly sliced red-skinned apple ¼ C. olive oil 1 T. honey Juice of 1 lemon Combine cabbage, carrot, onion and apple in large bowl. In a small bowl, combine olive oil, honey and lemon. Pour the dressing over the slaw mixture and toss. Season with ½ t. salt and ¼ t. pepper. Chill at least 30 minutes before serving.

Philly Cheese Steak Stuffed Peppers

This recipe uses several vegetables as a take-off on stuffed peppers. The use of deli roast beef rather than ground beef is a different taste. The

2 each green and red peppers, cut lengthwise in half, seeded 1 T. oil 1 onion sliced ¾ lb. mushrooms, sliced 1 T. Worcestershire sauce 1 lb. deli roast beef, sliced, cut into thin strips 1 C. Cheese Whiz, divided Preheat oven to 350. Place pepper halves, cut sides up, in single layer in shallow baking dish that has been spread with cooking spray. Bake 20 minutes or until crisp-tender.

Meanwhile, heat oil in a large skillet on medium-high. Add onions, mushrooms, and Worcestershire and stir. Cook 6 to 8 minutes or until mushrooms are tender, stirring frequently. Add meat and ¾ C. Cheez Whiz; cook and stir 2 minutes. Remove from heat. Spoon meat mixture into pepper halves; top with remaining Cheez Whiz. Bake 10 minutes or until filling is heated through.

Southwestern Pasta

This recipe is a vegetarian one that combines corn, beans, tomatoes and olives along with some green and red pepper for color. You can use any kind of small pasta, but I think the spiral makes this pasta salad into a beautiful dish. Add some crusty bread and you have a great meal. ½ C. lime juice ¼ C. olive oil 2 t. ground cumin 2 garlic cloves, minced 1 T. salsa 1 T. white wine vinegar ¾ t. cayenne pepper ½ t. salt 1 pkg. (16 oz.) spiral pasta 1½ C. fresh or frozen corn, thawed 1 can (15 oz.) black beans, rinsed and drained 1 C. cherry tomatoes, halved 2 cans (2½ oz) black olives,

This recipe is a good one for a hot day because you make it in the slow cooker. The paprika makes it a typical and traditional goulash. You could serve it over cooked macaroni or even rice if you wanted to. It is perfect for two people.

1 lb. beef stew meat 1 T. olive oil 1 C. beef broth 1 small onion, chopped ¼ C. ketchup 1 T. Worcestershire sauce 1½ t. brown sugar 1½ t. paprika ¼ t. ground mustard 1 T. flour 2 T. water Egg noodles, cooked and drained.

In a large skillet, brown beef in oil and drain. Transfer to a 1½ qt. slow cooker. Combine the broth, onion, ketchup, Worcestershire sauce, brown sugar, paprika and mustard.

Pour over the beef. Cover and cook on low until meat is tender, 8 hours.

In a small bowl, combine flour and water until smooth. Gradually stir into beef mixture. Cover and cook on high 30 minutes longer or until thickened. Serve over noodles.

Drain pasta; rinse with cold water.

In a large bowl, mix pasta, corn, beans, tomatoes, olives, peppers, onion and ¼ C. cilantro. Pour dressing over salad and toss to coat. Refrigerate until serving. Just before serving, top with avocado and remaining cilantro.

I had the most wonderful peaches from Georgia the other day. They were so sweet. I know that the Farm Bureau is taking orders again this year, and the grocery stores have some good ones. I have two peach recipes this week. The first one

makes a large dessert; the second one is in a square pan. Make one for a crowd and one for the family.

2 cans (29 oz. each) sliced peaches ½ C. packed brown sugar 6 T. quick-cooking tapioca 1 t. cinnamon 1 t. lemon juice 1 t. vanilla Topping 1 C. flour 1 C. sugar 1 t. baking powder ½ t. salt ¼ C. cold butter, cubed 2 eggs, room temperature, lightly beaten Butterscotch sauce ½ C. packed brown sugar 2 T. flour 1/8 t. salt ¼ C. butter, melted 2 T. lemon juice Drain peaches, reserving ½ C. syrup for the sauce. In a large bowl, combine peaches, brown sugar, tapioca, cinnamon, lemon juice and vanilla. Transfer to an ungreased 11-by-7-inch baking dish. Let stand for 15 minutes.

In a large bowl, combine the flour, sugar, baking powder and salt; cut in butter until mixture resembles coarse crumbs. Stir in eggs. Drop by spoonfuls onto peach mixture and spread evenly. Bake at 350 degrees until filling is bubbly and a toothpick inserted in topping comes out clean, 50 to 55 minutes. Cool for 10 minutes.

In a small saucepan, combine the brown sugar, flour, salt, butter and reserved peach syrup. Bring to a boil over medium heat; cook and stir until thickened, 1 minute. Remove from the heat; add lemon juice. Serve on side of cobbler. If desired, serve cobbler with ice cream.

Closing thoughts To me this past week and weekend were slow. I was lucky enough to have dinner with friends one night, and I made my grocery pickup run, so I did get out. Maybe I am already in the dog days of summer.

I am limping around because I dropped a full pop can on the top of my foot; it is a beautiful shade of black and blue. Luckily it isn’t hurting much.

I have been enjoying some great garden produce. I had homemade coleslaw twice this past week, and I am waiting for some Roma tomatoes to ripen. I love fresh green beans and have had some of those and wonderful, tender broccoli. I am so blessed to have friends who are willing to share.

Preheat the oven to 350. Spray a 9-inch round cake pan with baking spray with flour. In a large bowl, beat softened butter and sugar with a mixer at medium speed until fluffy, 3 to 4 minutes, stopping to scrape sides of bowl. Add eggs, one at a time, beating well after each addition. Beat in vanilla.

In a separate medium bowl, sift together flour, baking powder, salt and nutmeg, twice. Add flour mixture to butter mixture alternately with buttermilk, beginning and ending with flour mixture, beating just until combined after each addition.

Pour melted butter into prepared pan. Sprinkle brown sugar in bottom of pan. Arrange peach slices in a single layer in brown sugar. Gently spread batter onto peaches. Bake until a wooden pick inserted in center comes out clean, 40 to 45 minutes. Let cool in pan for 5 minutes. Invert cake onto a serving plate and serve warm.

Obituaries EDNA TEGELER Edna Mae Tegeler, 95, of Mount Carroll, died Saturday, July 18, 2020, at Allure of Mount Carroll.

Edna Mae was born Sept. 28, 1924, in Fulton, the daughter of Klaas and Effie (VanderVinne) Wiersema. She married Lawrence W. Tegeler on Feb. 24, 1950, and was a homemaker. Edna Mae was a current/charter member of Faith Reformed Church in Lanark, where she taught Sunday school and catechism and was a RCYF youth leader. She attended the rural Spring Valley Grade School, Lockhart School in rural Fulton and graduated from eighth grade from Fairhaven School in rural Carroll County. She was a foster parent for many years and sold Avon.

She is survived by her husband Lawrence Tegeler of Mount Carroll; daughter Laurinda (Rich) Ten Pas, of Stockton; son Roger (Sue) Tegeler, of Maynard, Iowa; brothers Alvin Wiersema, of Morrison, and Leroy (Mary Jean) Wiersema, of Sterling; four grandchildren, Pachia (Mark) Rice, Nicole (Jim) Tartaglia, Tabatha (Jes-

se) Osmundson and Joshua (Becky) Tegeler; and eight great grandchildren, Payton Broshouse, Elijah Rice, Piper Brown, Jameson Brown, Lydia Tegeler, William Osmundson, Jamie Osmundson and Caleb Tegeler.

She was preceded in death by her parents, sisters Alta Wiersema and Mary Holesinger and brothers Henry, Richard, Marvin and Paul Wiersema.

ELLEN KYLES Ellen Lou (Busse) Kyles, 92, of Lena, IL, passed away on Sunday, July 19, 2020, at the Lena Living Center.

Ellen was born on May 11, 1928,

on her father’s birthday, at Lutheran Hospital in Fort Dodge, IA, to William and Maud (Holt) Busse. She married Frank on June 18, 1947, at Catholic parsonage.

She taught in a rural school from 1946-1947. They lived in Rockwell City but moved to Lena in January 1955, where Frank worked for Illinois Central. She spent five years working at Burgess Battery in Freeport, IL, after their last child graduated from high school. Ellen also worked at the Lena Library for several years, and books were her passion.

At age 54, she entered Highland Community College, receiving her RN degree. She worked at St. Clare Hospital in Monroe, WI, and received her BSN from Northern Illinois University in 1989. She was asked to be in a pilot program by the Lutheran Hospital in Moline, IL, of 10 rural nurses. She served four years with four rural churches and four years with two churches. After retiring she worked for Coach’s Golf Course and she enjoyed golfing, sewing, knitting, crocheting, crossword puzzles and reading.

Ellen is survived by her children Cynthia (Ed) Morris, of Belvidere, IL, Bruce (Jean) Kyles, of Round Rock, TX, Allen (Bonnie) Kyles of Ennis, MT, Deborah (Scott) Solace, of Lena, Barbara (John Harty) Kyles, of Iowa City, IA; and 15 grandchildren and 23 great-grandchildren, stepsister Donna Tankersley, son-in-law Terry McCulloch and brother-in-law Roland Harklau.

She was preceded in death by her parents, her husband Frank, daughter Marian Lou McCulloch, sisters Wilma M. (George) Dunn and Carol Ann Harklau, brother Allen D. (Joyce) Busse, stepmother Mary and stepsisters Bonnie and Eva Lou. A celebration of life will be held at Coach’s Golf Course in Lena on June 26, 2021. The Rev. Miho Yasukawa will officiate the services. Cremation rites have been accorded.

Greenie was an excellent football player in high school.

Lawsuit: State Police unconstitutionally delaying FOID card applications Officials say increased requests, budget stalemate as reasons for delays

Gun rights advocacy groups filed a federal lawsuit last week against the Illinois State Police, alleging that the office in charge of handling Firearm Owners Identification card applications is unconstitutionally delaying that process.

State statute dictates that “no person may acquire or possess any firearm, stun gun, or taser,” or ammunition, without having a stateissued FOID card.

ISP has 30 days from the date it receives an application and filing fee to either approve or deny that request. For renewals, state police officials have 60 days.

The Firearms Services Bureau, in charge of processing those applications, “often” misses those deadlines, according to the lawsuit.

Residents are left “in limbo for months,” argue the State Rifle Association, based in Chatsworth, and Second Amendment Foundation.

The foundation, based in Bellevue, Washington, has Illinois members.

Court documents misidentified the bureau chief of that ISP office — it is Maj. Jarod Ingebritsen, a spokesperson said, not Jessica Trame. The lawsuit was also filed against State Police Director Brendan Kelly.

“The consequences for delay are neither abstract nor a mere inconvenience; they are a matter of life and death,” the groups alleged.

“Sadly, in similar situations, where the government bureaucracy legislatively empowered to act as a Second Amendment gatekeeper has dithered in processing applications, there have been fatal results.”

The only example cited in the lawsuit is a 2015 case in which

a New Jersey resident was killed by her ex-significant other before her gun permit application was processed.

Members of the two groups, as well as four Illinois residents — from Chicago Heights, Oak Forest and Buffalo Grove — did not receive notice from the State Police about whether their applications were approved or denied within the 30day timeframe mandated by statute, according to the court document.

It does not specify when the applications were filed or how long those Illinoisans have waited for ISP action, but does mention a June CBS Chicago story in which a spokesperson said an influx of new applications was delaying processing.

“With an explosion of applications and firearms purchases during the pandemic and current events — 63,823 FOID applications ... just last month — broader legislative remedies to streamline and modernize the FOID process will be necessary to meet statutory timelines,” a spokesperson said in an email. “We look forward to working with all interested parties and members of the General Assembly to reach those solutions. The Firearms Services Bureau is committed to resolving the issues and meeting our public safety mission.”

The spokesperson added that the number of FOID card applications filed in June is up 148 percent from June 2019 when 23,359 applications were submitted to the State Police.

In the lawsuit, the groups argue the delay is also caused by “the State of Illinois’ persistent refusal to provide the resources necessary.”

Almost $30 million allocated to the State Police for conducting background checks and responding to FOID card applications was transferred to other state accounts, according to a 2019 Government Forecasting and Accountability report.

spokesperson said in an email.

“Financial instability brought on by the lack of a budget in the prior administration greatly impacted the processing of FOID applications by the Firearms Services Bureau.”

She added that “at least” 32 added analysts and investments in technology allowed under this fiscal year’s budget would help address the issue.

“Illinois cannot justify completely and indefinitely denying its residents their fundamental Second Amendment right to possess a firearm to defend their lives, families, and homes while they wait

for the ISP to approve their FOID card applications,” according to the lawsuit. “Simply put, if the State of Illinois is going to condition the exercise of a fundamental right on the receipt of a license, then the process for issuing that license cannot be defective to the point of near-inoperable.”

The groups are requesting a judge declare that the State Police violated two rights guaranteed by the U.S. Constitution — the Second Amendment right to bear arms and the Fourteenth Amendment right to “an objective, prompt and appealable procedure.”

ISP’s “challenged practices are now causing and will continue to cause (Illinoisans) to suffer irreparable injury,” according to the court document.

Additionally, the groups are asking a district court federal judge to compel the State Police to “immediately issue FOID cards” to the residents named in the lawsuit and pay monetary damages and attorney’s fees.

Illinois eviction rule change to benefit tenants, landlords All relevant information must be filed simultaneously with an official court complaint

The Illinois Supreme Court announced recently that it approved a change to rules governing eviction proceedings that will simplify the process for landlords and tenants.

The rule change mandates that property owners must file all related documents simultaneously when they file a complaint. That includes pertinent portions of a lease, a copy of the eviction issued by a landlord and proof the tenant received that document.

Property owners must now also prove their right to remove residents from the beginning of the proceeding, giving tenants the exact reason for an eviction, according to the rule.

“This new rule will help selfrepresented parties on both sides of eviction cases and also the judges hearing these cases by requiring key information at the outset,” Chief Justice Anne Burke said in a statement.

The Supreme Court also approved a standardized form for property owners to use in place of a notice, which explains the basis for an eviction.

According to a news release from the court, the rules are also meant to streamline such proceedings.

Tenants defending themselves will be better prepared for a court hearing and attorneys can more easily evaluate

cases, the Supreme Court said.

According to a document presented to the court’s Rules Committee, notices a landlord is terminating a lease, which are “always a prerequisite” to filing an official court complaint, “generally” are not given to the court.

“The new rule is intended to crystallize the law, practices, and procedures in eviction courts,” according to a news release issued Friday.

Members of court committees began working on the rule change “long before” the novel coronavirus pandemic, a spokesperson said. It applies to all eviction cases filed on or after July 1.

Gov. JB Pritzker’s moratorium on evictions during the current public health emergency were still in place until July 26, at which time his latest disaster proclamation expired. He announced in June that he planned to extend that deadline through the month’s end.

A state grant program will begin in August to help those behind on rent payments.

Licensing exams Law school graduates still must take the bar exam in the midst of the COVID-19 pandemic before becoming licensed attorneys, Illinois’ highest court decided.

The Illinois Supreme Court officially denied a request by several graduates, state law school professors and faculty and others to grant this year’s class a license to practice based on other benchmarks, including their juris doctor degree.

Students were already given a

temporary license to work under attorneys with full permissions because, Chief Justice Anne Burke said in a statement, “the court understands the plight of recent law graduates and we want to provide an effective transition to them becoming practicing lawyers in these unprecedented times.”

The annual bar exam was pushed from July 28 and 29 to Sept. 9 and 10. Now, according to the Illinois Board of Admissions to the Bar, state officials “will have no choice but to cancel” the test if certain criteria set

by Gov. JB Pritzker to monitor the novel coronavirus’ spread are met.

In a statement, those who filed a petition to eliminate the need for an exam said issuing that test “would be devastatingly inequitable to applicants, and any form of in-person exam would be unsafe.”

Guidance issued by the bar admissions board specifies potential test takers must disclose health information prior to arriving at the test site, receive a temperature check and bring hand sanitizer, among other measures.

States, including New Jersey, Nevada, Michigan, Indiana and California, announced they would administer online exams. New York and Louisiana, among others, outright canceled the test.

If held in September, exam sites in Illinois are in Chicago, Rosemont, DeKalb, Champaign and Carbondale.

About 2,000 people take the test each year.

Highland welcomes new men’s basketball coach Luke Norman has taken over as the new head coach of the Highland Community College men’s basketball program.

Norman replaces Chad Boudreau, who accepted the associate head coaching position at Western Illinois University this spring after three years at Highland.

Cougar fans and the community will recognize the name. Norman is a Freeport native. He was an all-conference and all-state basketball player at Freeport High School and is the son of Highland’s former legendary 15-year men’s basketball coach, Pete Norman.

Although the name is familiar, Norman has his own list of accomplishments to bring to the established program.

Norman holds a bachelor’s and master’s degrees from Eastern Illinois University. While an undergraduate student, Norman was a member of the basketball team, served as team captain and was awarded multiple honor rolls.

Norman was an assistant coach for the EIU men’s team during the 20172018 season, helping lead the Panthers to the quarterfinals of the OVC cham-

pionships. He helped coach and develop one All-OVC second team member and one AllOVC newcomer team member.

This coaching experience made Norman emerge as the Luke Norman best candidate for Highland during this search for a head coach.

Norman is a Highland graduate and was a member of the 2014 squad.

During that year, he helped lead the Cougars to an Arrowhead Conference Title, a Region IV title, a trip to the NJCAA National Tournament in Hutchinson, Kansas, and was named an NJCAA academic All-American.

When he enters his alma mater as the head coach, Norman may not recognize the gym. The Larry F. Kahl Gymnasium has been under construction since March. The old, rubber-like flooring was stripped out and has been replaced with a new wood court. The

the first year of the plan saw $2.77 billion in improvements, with $2.15 billion to the state system and $616 million in the local system.

Included was 1,385 miles of road improvements in the state system — comprising 61 bridges and 157 safety improvements — as well as 321 miles of road improvements in the local system, including 67 bridges and 71 safety improvements.

Pritzker noted IDOT had developed a plan consistent with the Federal Highway Administration’s Transportation Asset Management Plan standards.

“That standard puts an end to the practice of letting roads and bridges in Illinois deteriorate until they’re in just terrible shape,” the governor said. “Instead we’re investing on the front end, saving money for taxpayers.”

Among other projects, the first year of the plan included design work on an Interstate 80 bridge over the Des Plaines River that was deemed structurally deficient, resurfacing on state Route 251, widening and reconstruction on Route 47, reconstruction on the Murray Baker Bridge in Peoria, construction and bridge repairs

on Interstate 74, resurfacing on Interstate 55 and U.S. Highway 51, resurfacing and bridge repairs on Interstate 255 and completion of design for added lanes and bridge replacement on Interstate 57 in southern Illinois.

Pritzker touted the plan as one that would create jobs in a difficult economic climate in Illinois and across the U.S. “Even in a pandemic — especially in a pandemic — our transportation systems connect the lives of our residents and our communities,” Pritzker said. “…The multiyear plan we’re announcing provides funding to reconstruct over 3,300 miles of roads and over 8 million square feet of bridges — and, more importantly, create and support hundreds of thousands of jobs over the next six years for hardworking Illinoisans across our state.”

Projects for the plan are selected by safety criteria such as crash history, pavement conditions and traffic volumes.

YMCA receives needed grant funding

The YMCA of Northwest Illinois recently received funding from the Freeport Community Foundation and the Community Foundation of Northern Illinois from the Illinois COVID-19 Response Fund to help provide child care through phases 3 & 4 of Restore Illinois.

Governor visits Rockford to make census push Pritzker says undercount will impact the neediest communities the most

Gov. JB Pritzker encouraged Illinoisans to complete the 2020 U.S. Census and touted a state investment in youth employment programs July 17 during two public appearances in Rockford.

The state has a 66.9 percent census self-response rate currently. That’s nearly 5 percentage points better than the 62.1 percent national rate, but well below the state’s 2010 final self-reporting tally of 70.5 percent.

In 2000, the self-response rate in Illinois was 69 percent.

Pritzker’s message at the Rockford City Market was that filling out the census is “an act of civic engagement” that has a direct effect on the amount of federal funding the state receives.

In turn, an undercount often disproportionately impacts the neediest communities in the state, which typically have lower response rates.

“The same ZIP codes that are impacted the worst by COVID-19 — those that have been hurting for generations — are on track to be the most undercounted at a time when frankly we need full funding,” he said.

A 1 percent undercount for the state could result in it losing $195 million per year in federal funding for the next decade, Pritzker said.

That equates to about $1,500 per year in federal funding lost for each person not counted in the census.

Based upon the 2010 count, the state collects $34 billion in federal funds annually, the governor added.

This year’s numbers have Illinois tied with Virginia for seventh among all states. The response portal will

be open until Oct. 31 due to delays caused by the COVID-19 pandemic.

Pritzker signed an executive order last year dedicating $29 million to the census outreach effort through the Illinois Department of Human Services.

The outreach is done through a “hub and spoke” model in which funding passes through IDHS to 31 intermediary organizations that lead outreach efforts in 12 regions of the state. Those organizations partner with other community groups to target outreach at a hyper-local level.

“We’re working with trusted messengers and grassroots community organizations to focus on personalized, targeted outreach groups,” Pritzker said.

While the governor said the census historically has “not been an accessible tool,” leaving “too many people locked out and left behind,” he pointed out that there is no citizenship question on the census form and organizers are doing all they can to make communities that are fearful of such a question comfortable in filling out the form.

“It’s been incredibly uplifting and inspiring to see so many Illinoisans taking to the streets to demand justice, so I need everyone to know, filling out the census is an act of engagement,” he said.

In May, however, some of those census community organizers told Capitol News Illinois their outreach efforts have been stymied by the pandemic and associated stay-athome orders.

Youth employment program Earlier in the day, Pritzker spoke at the Lockwood Park equestrian center and children’s farm to tout a COVID-19 summer youth employment program.

The state dedicated $9.3 million through the Illinois Department of Human Services to support the program to employ 2,400 young adults statewide between June and August 2020, helping them train for

date as to when the Illinois Gaming Board will sign off on applications from potential casino operators, he is hopeful it occurs “certainly over the next couple of months.” He said it must be done by October, per the law’s deadlines.

The governor said the gaming board was affected by the COVID-19 pandemic, just like everything else.

Now that it is back at work, it’s dealt with a number of backlogged issues. It’s important, he said, because revenues from the gambling expansion bill passed last year are to fund infrastructure programs throughout the state. “(IGB) just got up and running the sports wagering in the state …

a difficult thing to get done but they did, and expanded video gaming terminals in the state, another part of our capital program,” he said. “And then of course, we want very badly to make sure that our casinos get up and running. It’s economic development, it’s job creation, it’s opportunity.

The board operates independently, he said, and a major focus is ensuring there is no corruption in the licensing process.

Seek dental guidance for a healthy, white smile

Most people consider a healthy, white smile to be a critical factor in their social interactions. Dating websites say that the No. 1 factor in whether a user swipes left or right is a great smile.

There are many reasons that teeth may be stained, yellowed or discolored. Some stains may be extrinsic, occurring only on the tooth surface. Some stains may be intrinsic, involving the tooth surfaces beneath the enamel.

Intrinsic stains may occur as the result of trauma, aging, certain medical treatments, medication and other health/developmental issues.

Depending on the cause of the stain, some whitening treatments may not be an option because they would be ineffective or could even harm your teeth. It is important to note that only natural teeth can be whitened.

Dental restorations will not respond to whitening procedures, so this must be factored into any treatment planning.

Simply put, it is critical that you see your dentist before you purchase any whitening products, so he/she can determine and discuss viable and safe options for your unique needs.

Your dentist also can provide realistic expectations of the time/ treatments required, whitening results anticipated and guidance to maintain these results.

Extrinsic stains respond best

to proper daily oral hygiene and routine professional dental cleanings, combined with avoiding or minimalizing exposure to factors that stain teeth. These include red wine, coffee, tea, tobacco use in any form and berries.

If your dentist finds that your teeth are healthy, he/she may recommend using over- the-counter products, including toothpastes and whitening strips, that have received the ADA seal of acceptance. This seal tells you that these products are safe and effective for whitening. Products without this seal may achieve whitening by using abrasives that can remove enamel.

Teeth naturally yellow with age as the enamel wears and the dentin shows through. However, this process can be accelerated if you grind your teeth. Your dentist may recommend an appliance to prevent grinding as part of your overall whitening treatment plan.

Dental staining from trauma, abnormal tooth development, medications, radiation and chemotherapy may require procedures such as dental bonding, crowns or veneers.

You do not want to achieve a white smile at the cost of your dental health. Consult with your dentist for guidance in achieving and maintaining a healthy, white smile.
