First Savanna Savings Bank to merge with Citizens State Bank

Citizens State Bank, a wholly owned subsidiary of First Lena Corporation headquartered in Lena, Illinois, and First Savanna Savings Bank announced today that First Savanna Savings Bank will merge into Citizens State Bank. With this transaction, Citizens State Bank, which currently has branches in Lena, Stockton, Freeport, and Elizabeth, will enter the Savanna market in Northwestern Illinois.

The proposed merger has received unanimous approval from the Board of Directors of each organization and is subject to regulatory approvals, as well as other customary closing conditions.

Terms of the agreement are not being disclosed. The acquisition is expected to close in the fourth quarter of 2022.

Taylor Marie Musser Taylor Marie Musser, 28, of Lena, IL passed away Friday, June 24, 2022, surrounded by her family at the University of Wisconsin Hospital in Madison, WI. Taylor was born on January 21, 1994, in West Plains, MO to Melissa Griffin and Bobby Jack Vandiver. Taylor attended River Ridge High School and was most recently a stay-at-home mom. Taylor married Brett Musser on March 18, 2018.

Illinois acreage shift toward soybeans would be first in nearly 40 years

Illinois appears well positioned to maintain its recent run as the top soybean producing state in the nation.

While soybean plantings fell more than 2 million acres short of expectations in USDA’s June 30 acreage report nationwide, the Ag Department raised soybean plantings by 200,000 acres in Illinois compared to the March estimate.

The current projections place Illinois plantings at 11.2 million acres of soybeans, up 600,000 from last year when it produced 672.6 million bushels—the most of any state in the nation. USDA estimates Illinois farmers planted 10.7 million acres of corn this season, down 300,000 from last year.

“If realized, it would be the first time since 1983 that soybean acres would be greater than corn acres in Illinois,” said Illinois state statistician Mark Schleusener.

It not only would buck a longtime state trend, but the

acreage shift in Illinois was the opposite of the national trend. The U.S. soybean planting estimate declined 2.6 million acres from March to June to just 88.3 million acres. The national corn acreage estimate increased 400,000 acres to 89.9 million last month.

University of Illinois Extension ag economists Scott Irwin and Joe Janzen discussed the shift during a recent webinar hosted by farmdoc.

“With soybeans we had some delayed planting and less-than-ideal conditions this spring,” Irwin said. “When push came to shove, farmers in the U.S. faded toward corn and away from soybeans.

“Illinois stood out as increasing soybean acres (from the March intentions to the June planted acreage reports) as did Kentucky.”

Overall, the total of U.S. principal crop acreage decreased from 317.4 million in March to 316.3 million in June, which helps explain the soybean acreage decline outside of Illinois.

“It’s not that the acreage pie shrunk. We moved a bit more than 1 million acres from principal crops into prevented plant,” Irwin said. “That’s primarily in North Dakota and to a lesser extent South Dakota and Minnesota.”

Estimates suggest prevented plant acreage could grow from 4.2 million acres last year to 5.3 million nationwide this season. However, the first official data on prevented plant area won’t be available until August.

Meanwhile, after a spring buildup, crop prices continued a downward trend following the June 30 report and the Independence Day holiday.

“We’ve seen some of the high price action drop off,” Janzen said.

You never know when your own later may no longer exist. Take the trip.

Go on the vacation. Fish for salmon in Alaska. Cruise the Mediterranean. Hula in Hawaii. Surf in South Africa. Volunteer in to build a school or a church. Go on safari. Visit a nude beach.

Buy that hobby farm. Plan an extravagant night out on the town. Buy her the diamond.

Get him those golf clubs. Do it now.

My husband and I passed by anniversary number 30 and thought we had to wait until number 35 to celebrate something grand because 35 was the next big number.

Take it from me: numbers don’t matter. Life matters.

Now matters.

Celebrate now. Celebrate this year, next year and the year after. Heck, celebrate more often than that.

Celebrate always. Every day.

Unabashedly.

Because, at then end of it all, not too many of us regret all the good and joyous things we did in life.

We don’t regret the happy memories or songs we sang together.

What we might regret, and often regret, are the spectacular things we didn’t do. Even the mundane things we didn’t get a chance to do. Those that we thought we’d get to – some day – but didn’t because time ran out My best advice? You never know when time will run out. So do it now. Experience to the fullest. Enjoy. Love.

Create a memory worth keeping. Let your husband (or wife) take you to Europe.

Make it spectacular.

CAT’s Illinois departure erodes public trust

By John T. Shaw Like many Illinoisans, I was saddened to learn that Caterpillar Tractor Company is moving its world headquarters from our state to Texas.

CAT has been an important company in Illinois. It has been especially vital to my hometown of Peoria, where its world headquarters were located for nearly nine decades. My dad was a civil engineer who spent his entire career at CAT and working there allowed my parents to put six kids through college.

I have always been grateful to the company and admired its deep commitment to Peoria. It was the pillar of the community and appeared to

relish that role.

But it’s not for solely personal reasons that I find CAT’s decision to leave Illinois troubling.

First, when a company moves its global headquarters, its active commitments shift, which has a profound effect on the community left behind.

People’s lives are changed, and communities are altered forever. This is especially true for Peoria, which built its economic and cultural life around CAT. Peoria is welcoming new firms and industries, but the path ahead is daunting. The city will never be the same.

Second, I have been troubled by some of the reaction to CAT’s decision. I have read several articles that have been full of recriminations and finger pointing. Several analysts have seized on CAT’s decision to reprise familiar arguments about Illinois’

unfriendly business climate.

While we must do more to address our state budget and improve our worker’s compensation system, Illinois continues to attract scores of new firms and remains the global home for dozens of major companies. I see no credible evidence that Illinois’ overall business climate was a major factor in CAT’s decision.

Third, I am especially disappointed in public comments made by CAT’s senior executives over recent years that have been confusing and contradictory, edging toward disingenuous.

In February 2015, CAT CEO Doug Oberhelman announced plans for a magnificent new global headquarters in Peoria.

He brandished a video with a striking architectural rendering of a gleaming new complex

with three towers and offices for more than 3,000 employees on 30 riverfront acres. “We’re here in Peoria to stay. Our long-term future is here,” Mr. Oberhelman declared at a public event attended by cheering business, civic, and political leaders, including then-Gov. Bruce Rauner.

“Caterpillar will stay in Peoria. I repeat, we will stay in Peoria,” CAT’s leader pledged.

Less than two years later, CAT issued a press release saying it would “locate a limited group of senior executives and support functions in the Chicago area later this year.”

The company “reaffirmed the ongoing importance of its presence in Peoria and Central Illinois.”

I guess it is my 35th wedding anniversary. I’m still married, albeit without a husband. A widow (deep heavy sigh). He died shortly after our 33rd anniversary.

But still, I remember, and I celebrate. No, I just remember.

We’d planned to do something “big” on this anniversary. We never felt like we had the chance before. Fifteen, 20, even 25 we let them all pass us by.

We were always too young, or too poor, or too busy raising kids to spend the time or money for anything for just the two of us. It seemed too extravagant.

We took lots of family vacations, but they were planned around our four kids.

We always spent time together, but it typically involved practices, games or performances (of the childhood variety). We spent many weekends away from home in hotels - for tournaments and supervising kids in the pool.

They were good years building a family, raising children. We were happy to put special times for just the two of us on hold because we had all of our future for us as a couple. We married young.

We were young. There’d be plenty of time.

Or so we thought.

We thought we’d do something big this year. He’d always promised to take me to Europe. But it could have been so many things: a long weekend in Las Vegas, a trip to a secluded cabin in the mountains, the beach.

Anything - something. It didn’t matter what. It would be a rare splurge on just the two of us.

Instead, now, it’s just me.

And I have some advice.

Don’t wait. Don’t wait.

Don’t wait.

Please.

Don’t. Wait.

Foresight Financial Group, Inc. of Winnebago, Ill, has entered into an agreement to sell one of its six bank subsidiaries, State Bank of Herscher, to entrepreneur and investor Greg Kidd. Mr. Kidd is CEO of the venture capital firm Hard Yaka, and a former senior analyst for payments at the Federal Reserve Board of Governors and advisor to bank and non-bank financial institutions. No other banks of the Foresight Financial Group (State Bank of Davis; State Bank; Northwest Bank of Rockford; Lena State Bank; and German American State Bank) are

involved in the transaction.

Timber Lake Playhouse presents ‘Nunsense’ Timber Lake Playhouse (TLP), the premier professional summer theatre of northwest Illinois, will continue their summer season with the comic musical, Nunsense written by Dan Goggin and directed and choreographed

by Anthony C. Daniel. Nunsense opens on July 28 and continues through August 7.

Nunsense is the second-longest running Off-Broadway production, and its popularity has led to two films and six sequels.

When the Little Sisters of Hoboken discover that their cook, Sister Julia, Child of God, has accidentally poisoned fifty-two of the sisters, they find that they are in dire need of funds for the burials.

The sisters decide that the best way to raise the money is to put on a variety show, so they take over the school auditorium. A serious problem for sure, and a great reason why this show will have you absolutely roaring with laughter.

Since its debut, Nunsense has delighted audiences with more than 5,000 productions worldwide and has been

translated into 21 languages.

Goggin named the characters in honor of nuns from his school days and for whom he maintains an affection. Freeport man struck by gunfire

On Thursday July 21, 2022, at approximately 9:18 p.m., the Freeport Police Department received a call of a large group of subjects fighting in the area of W. Pleasant Street and S. Beaver Avenue.

Prior to arriving in the area officers were notified of shots fired in the 600 Block of W Pleasant.

Upon arrival, responding officers located a vehicle that had crashed into a parked car.

Inside the vehicle, officers located a 30-year-old Freeport man who had sustained multiple life-threatening gunshot wounds. The victim was transported to the Freeport Memorial Hospital, where he was then flown to a Rockford Area Hospital. The victim is listed as in critical condition at this time.

This incident is believed to be gang related. State police broaden use of ‘clear and present danger’ reports

Administrative rule change seeks to close gaps identified with alleged Highland Park shooter

The Illinois State Police announced last week they will start using a broader definition of what constitutes a “clear and present danger” when reviewing a person’s Firearm Owners Identification card.

That’s a factor ISP considers when deciding whether to grant someone a FOID card or to revoke or suspend a card that has already been issued.

The change is meant to address gaps in the process that were identified in the wake of the July 4 mass shooting in Highland Park. The alleged shooter in that case had been the subject of a clear and present danger investigation, but under standards used at that time, ISP determined there was insufficient evidence to support such a determination.

“These changes will immediately allow ISP to see a fuller picture of an applicant’s history and keep the people of Illinois safe from those who should not be in possession of firearms,” Gov. JB Pritzker said in a statement.

Under current law, known as the Firearm Owners Identification Card Act, ISP can deny a FOID card application or suspend or revoke an existing card for any person deemed to be a clear and present danger of harming themselves or someone else.

Under that statute, a physician, clinical psychologist or other qualified examiner can classify someone as a clear and present danger if he or she “communicates a serious threat of physical violence against a reasonably identifiable victim or poses a clear and imminent risk of serious physical injury to himself, herself, or another person.”

A person can also be classified as a clear and present danger if they demonstrate “threatening physical or ver-

bal behavior such as violent, suicidal, or assaultive threats, actions or other behavior, as determined by a physician, clinical psychologist, qualified examiner, school administrator, or law enforcement official.”

That law requires physicians, clinical psychologists, law enforcement officers and school administrators to promptly report any such behavior to ISP. In 2013, however, ISP filed administrative rules that provide a stricter, more limiting definition. Those rules defined a clear and present danger as someone who poses “an actual, impending, or imminent threat of substantial bodily harm to themselves or another person that is articulable and significant or who will be likely to act in a manner dangerous to public safety or contrary to the public interest if they were granted access to a weapon.”

ISP said the new rules announced will revert to the original, statutory definition, allowing them to consider a broader range of information when determining whether someone poses a clear and present danger.

The 2013 rule also prohibited ISP from maintaining report records of people who are not determined to be a clear and present danger. The new rules would require ISP to maintain those records.

ISP adopted the new definitions through what are known as “emergency rules.” That’s allowed under state law when an agency determines it needs to take swift action to protect public interest, safety or welfare. But those rules are still subject to review by the General Assembly’s Joint Committee on Administrative Rules, or JCAR, whose next

scheduled meeting is Aug. 17.

ISP said it also plans to submit the changes to JCAR in the form of permanent rules through the regular rulemaking process as well.

ISP took the rulemaking action in response to the July 4 shooting in Highland Park after authorities announced the local police department had several interactions with the alleged Highland Park gunman that predated his application for a FOID card. ISP did not judge any of those interactions as disqualifying for firearm ownership under the previous administrative rules.

In September 2019, according to ISP, the Highland Park Police Department filed a clear and present danger report regarding the man who is now the suspect in the July 4 mass shooting, Robert Crimo III. The report indicated Crimo had made threats to his family.

When police went to Crimo’s house, both he and his mother denied there had been any threat of violence and Crimo told police he did not feel like hurting himself or others. The reviewing officer concluded there was insufficient evidence, under the standards in place, to support a clear and present danger determination.

At the time of that incident, Crimo had not applied for a FOID card. Roughly three months later, however, he did apply for a FOID card and, because he was only 19 at the time, his father sponsored his application.

When his application was reviewed in January 2020, according to ISP, there was insufficient information to deny his application on the basis that he posed a clear and present danger.

The Illinois Department of Public Health (IDPH) reported 32,268 new confirmed and probable cases of coronavirus disease (COVID-19) in Illinois, including 52 deaths since July 15.

According to the CDC, 58 counties are now rated at High Community Level for COVID-19, an area that includes most of the counties in northern Illinois as well as counties around Peoria, Champaign, Metro East and Quincy. An additional 36 counties in Illinois are now rated at Medium Community Level.

Currently, IDPH is reporting a total of 3,528,282 cases, including 34,309 deaths, in 102 counties in Illinois since the beginning of the pandemic.

As of July 21, 1,453 individuals in Illinois were reported to be in the hospital with COVID-19. Of those, 145 patients were in the ICU and 46 patients with COVID-19 were on ventilators. The preliminary sevenday statewide case rate is 253 COVID-19 cases per 100,000 Illinoisans.

“The data tells us that COVID-19 is still with us and still spreading,” said IDPH Acting Director Amaal Tokars. “The most important thing you can do to protect yourself and your loved ones from the virus is to be up-to-date on vaccines and booster shots. If you have been waiting to get a vaccine, booster or a second booster, please don’t wait any longer. Get up to date. Safe and effective vaccines are widely available at no cost for everyone in Illinois who is at least six months old. This is especially

important for people who are vulnerable to serious medical outcomes. We also recommend that you wear your mask in indoor public places and avoid indoor crowded spaces at this time. If needed, contact a healthcare provider promptly to discuss what treatment is right for you.”

Tokars is urging parents and guardians to take the steps necessary to get children vaccinated, especially small children under 5 for whom COVID-19 vaccines were recommended by the CDC on June 18.

Tokars said that IDPH is supporting an education and outreach campaign by the Illinois Chapter of the American Academy of Pediatrics to educate healthcare providers and parents about the effectiveness and safety of the newly authorized vaccines for children under 5.

The counties listed at High Community Level are Cook, DeKalb, DuPage, Grundy, Kane, Kendall, Lake, Lee, McHenry, Stephenson, Whiteside, Will, and Winnebago in northern Illinois; Adams, Champaign, Clark, Coles, Cumberland, Douglas, Edgar, Ford, Fulton, Hancock, Henderson, Knox, Marshall, Mason, McLean, Peoria, Pike, Tazewell, Vermillion, and Warren in central Illinois; and Alexander, Bond, Calhoun, Clinton, Crawford, Franklin, Gallatin, Hardin, Jackson, Jersey, Johnson, Lawrence, Macoupin, Madison, Massac, Montgomery, Perry, Pope, Pulaski, Randolph, Saline, St. Clair, Union, Wabash and Williamson in southern Illinois.

Highland’s Upward Bound program awarded a federal grant

July is coming to a close and summer seems to be racing by. We had some warm summer temperatures, and the weather people are predicting a cooler end to July.

The weather will be better if it is cooler for the Stephenson County Fair. This week’s recipes are using a lot of summer vegetables and fruits. Enjoy cooking this week and keep cool, calm, and collected!

Dressing: ¾ C. cider vinegar ½ C. corn oil 1 C. sugar 1 t. salt 1 t. pepper Combine ingredients in a saucepan. Bring to a boil and then allow to cool.

This combination of peas, bacon, some cabbage for crunch and a zippy dressing is a great summer salad. You can use it as a side for a picnic or a regular meal. You can use fresh peas (cook them first and drain) or thaw some frozen ones. You can use sweet

onions for the second green onion addition if you want.

4 C. peas, thawed if frozen ¼ small red cabbage, thinly sliced 3 radishes, thinly sliced 2 green onions, thinly sliced ¼ C. fresh parsley, chopped ½ t. salt 4 strips bacon, cut into 1-inch pieces 4 green onions, sliced (include some green tops) 3 garlic cloves, minced 3 T. red wine vinegar 2 T. Dijon mustard ¼ t. crushed red pepper flakes Pepper to taste ½ C. crumbled feta In a large bowl, toss together peas, cabbage, radishes, green onions, parsley, and salt. In a large skillet over medium heat, cook bacon until crispy, about 10 minutes.

Using a slotted spoon, remove bacon from pan and place on a paper toweled plate. Return skillet to heat and add green onions and garlic. Cook until onions are soft, 5 minutes.

Since berries are in season, this dessert is a good one to try. The use of cottage cheese makes for a creamy cheesecake. You can substitute orange juice or thinned berry jam for the cherry brandy.

Jesse White extending driver’s license and ID card expiration dates until Dec. 1 Encourages the public to conduct business online at ilsos.gov, Illinois Secretary of State Jesse White announced that expiration dates for driver’s licenses, ID cards and learner’s permits are being extended until Dec. 1.

The previous extension was set to end on July 31.

As a result, expired driver’s licenses, ID cards and learner’s permits will remain valid until Dec. 1, so customers do not need to rush into driver services facilities.

This extension does not apply to commercial driver’s licenses (CDL) and CDL learner’s permits.

White’s office expanded online renewals for expired driver’s licenses and ID cards

and continues to mail letters to eligible customers. The letter provides driver’s license and ID card holders with a unique PIN needed to renew online instead of visiting a facility and waiting in line.

Customers may call 217-7851424 to confirm their eligibility for online renewal or to obtain their PIN. They may also visit https:// apps.ilsos.gov/renewaldlid/ eligible.jsp to look up their eligibility status. Customers who must visit a facility include first-time driver’s license or ID card applicants, first-time REAL ID applicants and drivers ages 75 and older who are required by state law to visit a facility when renewing their license.

White continues to encourage people to conduct other business online at ilsos.gov.

In addition to driver’s license and ID card renewals for those who qualify, online services include obtaining a duplicate driver’s license or ID card, ordering a driver record and purchasing license plate stickers.

White noted his office is also extending the expiration dates of restricted driving permits (RDPs) to Dec. 1 for those that expired on or after Dec. 1 through Dec. 1. As a reminder, the U.S. Department of Homeland Security has extended the federal REAL ID deadline to May 3, 2023.
