On Minion Day at the Pearl City Park the youngsters celebrated with Minion Punch, bracelets, bowling, slime, and much more.

Food, samplers & meals, will be provided by regional chefs.

Not to be missed is the unveiling of the fourth wall mural on a downtown Stockton building. Muralist Chris Shannon has created visually explosive murals during the festival for the past three years. This year, the subject matter and location is a secret until the event weekend. Visitors are invited to watch Shannon at work and encouraged to take selfies in front of each of the four gigantic murals.

Lions’ scholarship

The Friends of the Lena Lions Scholarship was released this week in the amount of $1500.00 each going to two Lena-Winslow graduates, Madilyn McMahan and Isaac Shelly.

This scholarship is donated by an anonymous entity and presented to the students by two lions members, Dr. James Liles and Mr. Ben Mayer.

Lena Lions Club schedules 68th Annual Fall Festival With autumn just around the corner, the Lena Lions 68th Annual Fall Festival, known as “The Cadillac of Small Town Festivals”, will be held in downtown Lena on Sept. 7 and 8.

Free entertainment on Friday – 7 p.m. – Sunshine Band is best described as a power trio of Guitar, Electric Bass and Drums. The three members are Tom Bussan, Bill Eaton and Mike Dunbar. The group has been together playing 50 week-ends a year since 1975. The music presented by the group represents hits from the late 50’s, 60’s, 70’s and 80’s blended with traditional and contemporary country music. The bands vocal harmonies are excellent and presented in a strong but at easily enjoyed volume. Monroe Clinic celebrates cardiac rehab patients with bi-annual picnic Monroe Clinic Cardiopulmonary Rehabilitation patients gathered with Monroe Clinic staff at Twining Park on June 28, to celebrate the patients’ dedication to rehabilitation and as a token of appreciation for choosing Monroe Clinic. Over 100 patients attended the biannual picnic to play games and enjoy a potluck.

“The purpose of this event is to have fun and show our appreciation to our patients,” commented Adria Kuberski, Exercise Physiologist. Prairie Stone Gifts donates prizes to the event in addition to the prizes collected by the team. Registered Nurse, Joyce Rolling, started the picnic in 2000,

and patients and staff have been gathering in celebration of the program’s success ever since.

Monroe Clinic’s Cardiopulmonary Rehab team helps over 200 patients each year. Participants in the program enjoy a better quality of life, moral and social support, educational resources and info on risk factor modification. Cardiac and pulmonary rehabilitation and maintenance programs are available to those with a doctor’s prescription for a fee.

VIEWPOINT Attorney General Madigan sues professional fundraisers 4 • Wednesday, July 18, 2018 - The Scoop Today/Shopper’s Guide

Attorney General Lisa Madigan filed lawsuits against professional fundraisers based in the Chicago suburbs seeking to ban them from operating in Illinois for numerous violations of the state’s Solicitation for Charity Act. In two separate lawsuits filed in Cook County Circuit Court, Madigan sued Community Guide Magazines Inc. (CGM) and Supplemental Security Foundations Inc. (SSF) for various fundraising violations, including making misleading representations to people during fundraising solicitations for charities.

“These fundraisers are engaged in illegal fundraising,” Madigan said.

“They kept the majority of money they collected instead of giving it to

the charity they claim to be raising it for. People who want to donate to a charity should contact the charity directly if they want to ensure their entire contribution benefits the charity.”

Madigan’s lawsuit against the Cicero-based CGM also names its operator Ron McMenamy, as well as professional solicitors Stephen Ashely, Ronald Chilman, Jarrod Horton, James Jindela, Peter Pearson, and Curtis McDowell. Madigan alleges that CGM and McMenamy hired professional solicitors with felony convictions to fundraise in Illinois, which is illegal under the Illinois Solicitation for Charity Act. CGM’s professional solicitors were fundraising on behalf of two charities, Vietnow National Headquarters

and American Veterans Foundation (AVF). The professional solicitors submitted false documents to Madigan’s office claiming they had no criminal records that would violate the Act. The Act prevents anyone convicted of a crime involving theft, fraud, or financial wrongdoing, or any felony from soliciting Illinois residents as a fundraiser for a charity.

In her lawsuit against SSF, Madigan also sued owner Ronald Broadstone, Gary Neuburger, a professional solicitor, and the charity AVF, for engaging in illegal fundraising activities. Madigan alleges that SSF, based in Oak Forest, made misleading representations to potential donors and did not disclose that they were paid professionals, in violation of Illinois

law. For example, Madigan alleges SSF’s solicitation mailings listed a local Illinois phone number and address for AVF that really belonged to employees at SSF in order to falsely represent that AVF had a local presence in Illinois.

In addition, Madigan’s lawsuit alleges that Neuburger and Broadstone falsely claimed on 2017 and 2018 forms that Neuburger had never been convicted of a felony or any crimes involving theft, fraud, or financial wrongdoing. Neuburger, in fact, is a felon with prior convictions for various crimes involving misuse of money, dishonesty and burglary.

Madigan also alleges AVF allowed SSF to solicit contributions in a way that did not disclose that callers were

paid professionals and to distribute materials that misrepresented who was actually soliciting prospective Illinois donors, in violation of the Solicitation Act. Madigan is seeking to ban both CGM and SSF from soliciting in Illinois. Additionally, Madigan is seeking an accounting of all funds raised and the forfeiture of any compensation paid to these fundraisers.

She is also seeking to cancel AVF’s registration in Illinois and institute a five-year ban on AVF from soliciting in Illinois.

As we began the summer, we saw horrific images of children who arrived in the U.S. illegally separated from their parents and detained in chain-link cages. Many of these children and their parents are fleeing gang violence in Central America. As our elected officials debate how to resolve the immigration issue, we should be firm in our belief that the forcible removal of a child from his or her parents is not in the child’s best interest. In many cases, these children will suffer long-term trauma from the actions we have taken against them. As noted by the Harris Professional Development

Network, the “longer these children are kept away from their families or in detention, the more severe the harm to their development…” Detaining children in cages only adds to that trauma and is certainly not representative of a compassionate nation.

Since those pictures first appeared, President Donald Trump has signed an executive order reversing the separation policy. At the end of June, a federal judge in California ordered the government to reunify all parents with their children who are under the age of five by June 10, and reunify all parents with their minor children age five and older within 30 days (by July 26).

children under the age of five were reunited as of yesterday. The majority of the remaining children had yet to be reunited with their parents because of ongoing vetting, parents in criminal custody, safety reasons, or parents already deported. Last week, the Trump Administration estimated there were under 3,000 immigrant children separated from their parents and in federal custody Voices for Illinois Children will continue to advocate for these children to be reunited with their asylum-seeking parents as quickly as possible and that their rights to due process are recognized and respected. Every day the government delays, it inflicts more trauma on the separated children.

CHARLENE M. WELLS Charlene M. Wells, age 91 of Monroe, died Sunday June 24, 2018, at her home. She was born on Nov. 6, 1926, in Monroe, the daughter of Charles and Margaret (Wyss) Hartwig. She graduated from Monroe High School. Charlene married Victor F. Wells on March 2, 1946, in Monroe; he died on June 27, 1997.

Charlene farmed with her husband for many years. She is a member of St. Clare of Assisi parish at St. Victors Catholic Church, Women of the Moose, Jordan Busy Bees, and the Antique Wheelers.

She also enjoyed flower gardening, playing cards, shopping, traveling and spending time with her family.

She is survived by 6 children: Jean (Gary) Amendt of Eleroy, IL, Jane (Tom) Rebne of Woodstock GA, Steve (Linda) Wells of Monroe, WI, Jerry (Cheri) Wells of Browntown, WI, Sally (Jake) Koutnik of Cavour, WI, and Sue (George) Frey of Muskego WI; a sister Ruth (AJ) Rechsteiner of Leesburg FL; 12 grandchildren; 17 great grandchildren; 4 step-grandchildren; 7 step-grandchildren. She was preceded in death by her parents, husband, daughter Judy in infancy, brother Charles Hartwig Jr., and sister Bette Lueck. Visitation and a Mass of Christian Burial was offered, June 28, at St. Clare of Assisi parish at St. Victors Catholic Church with Monsignor Larry Bakke as celebrant. Burial will be in Calvary cemetery. Shriner-Hager-Gohlke Funeral Home is assisting the family.

DUANE K. REED Duane K. Reed, age 81, of Adams, Wisconsin, formerly of Lena, Illinois, passed away peacefully at home Saturday, July 7, 2018, surrounded by his family.

A celebration of life was Friday, July 13, at the Adams Community Center in Adams.

Visitation and a memorial service were July 14, at Leamon’s Funeral Home in Lena, Illinois. Interment will be at Lena Burial Park.

Duane was born March 13, 1937, in Illinois to Kenneth and Henrietta (Martin) Reed.

He graduated from Auburndale High School. Duane had several miscellaneous jobs and then worked at Kelly Springfield for 37 years in Freeport, Illinois.

He enjoyed racing, demolition derbies, fishing, camping, trips to Minnesota, and snowmobiling.

Duane was preceded in death by his parents, Kenneth Reed, Henrietta & Denzil Bunker, Roscoe & Mary Reed, brothers, Robert Reed & Dennis Bunker and sister, Norma Phillips.

Survivors include his children, Susan (Ralph Joseph) Rasmussen, Deb Henke, Mary Hermann, Robert (Jolene Dankemeyer) Reed, William Reed, James (Loretta) Reed, Tony (Lorna) Riedel, Terry (Tammy) Riedel, Patti Leopold, Peggy Reed, Tim Reed, former second wife, Karen Reed, 29 grandchildren, 42 great-grandchildren, brother, Tom (Linda) Bunker, and sisters, Barb (Dick) Paul & Nancy (Jerry) Albertson.

Master Gardener Helpline helps home gardeners The University of Illinois Extension-Stephenson County Master Gardeners offers a helpline every growing season. The helpline is designed to help the home gardener with their horticulture questions.

Master Gardeners volunteer their time on the helpline which is open weekdays from 9 a.m. to 11 a.m., May through September. Each year the Master Gardeners field a variety of questions from across the county. During the 2017 growing season, the Master Gardeners answered 175 horticulture related questions providing research-based answers.

Master Gardeners are volunteers that go through horticulture training led by University of Illinois Extension Educators. During the training they learn about all aspect of horticulture but they also receive training about the resources that the University of Illinois Extension has available for them to use. A Master Gardener has the ability to find research based information from the University to provide to homeowners when they call with a question.

“Each year the calls to the helpline are documented so that we know the types of questions are coming in and where in the county the questions are coming from” stated U of I Extension Program Coordinator Nikki Keltner “it helps us to identify trends and key issues for that particular growing season.” From the 175 questions fielded in 2017 the majority of the questions were about trees and shrubs.

Vegetable related phone calls were a close second. Master Gardeners also answer questions about bugs and other pests and are happy to identify that pest if the homeowner brings a sample to the office.

At the University of Illinois Extension-Stephenson County we are proud to work with 61 Master Gardener Volunteers. In 2017 the Master Gardeners contributed nearly 2,500 volunteer hours to the community.

In addition to the helpline they also offer educational programs to the community, beautiful display gardens at many public locations, and much more.

Highland Agriculture and University of Illinois Extension to host soybean research demonstration Highland Community College Agriculture in partnership with University of Illinois Extension will be hosting a Soybean Research Demonstration on August 29, 2018 at Highland Agriculture’s research plot located at 3472 W. Loras Drive in Freeport, IL. The free demonstration will begin at 9 a.m. and conclude 11 a.m. The public is invited to attend to learn about the research taking place at Highland as well as hear from University of Illinois Extension specialists from throughout the state about soybean insect, weed, disease, and production issues. Breakfast will be provided for those who pre-register.

The research plot is in its first year of production at Highland Community

College through generous sponsorships from Hinrichs’ Family Farms, Stephenson Service Company, Ogle County Farm Bureau, Stephenson County Farm Bureau, and Forreston State Bank. The 10 acre plot serves as a land lab where students gain hands on experience with crop production and research design.

This year’s research consists of testing the effects that various soybean population rates and seed treatments have on both yield and return on investment.

The college intends to share the progress of this research at the August 29th demonstration and plans to report the final data to the public at the conclusion of the growing season.

of a certified food service sanitation manager during hours of operation.

Now food establishments must have an American National Standards Institute (ANSI) accredited Certified Food Protection Manager (CFPM) certification. This requirement helps to ensure the safety of consumers when eating away from home. Those receiving this certification have specialized training, by an ANSI approved instructor, regarding the safe handling, preparation and storage of food to help prevent foodborne related illnesses. The certificate is valid for five years from the exam date and then is repeated once a certificate expires. One of the positive aspects of this change comes in the form of students no longer having to apply for the additional Illinois FSSMC certificate, which will save them money.

During the two-day Certified Food Protection Manager Course, participants will gain knowledge about food safety and contamination, employee health and hygiene, safe food handling practices, cleaning and sanitizing, and HACCP. The Certified Food Protection Manager Course will take place on Aug. 14, 9 a.m. - 3 p.m. and Aug. 17, 9 a.m.

The 38th annual Aquin Open will be held Thursday, July 26 at the Freeport Club (former Freeport Country Club). There will be two shotgun starts, at 7:30 a.m. and 1:15 p.m.

The Aquin Open is the longest-running, educational fund raising golf event in Northwest Illinois.

For their greens fees golfers get 18 holes of golf with carts at the Freeport Club, brats and beverages on the course and a prime rib dinner. A large number of prizes are awarded and each golfer will receive an attendance prize.

The Aquin Open has had annual participation by more than 200 golfers and has supported Freeport Catholic Schools with over $630,000 in contributions. According to this year’s chairman, Mike Mahoney, projects have included a new roof for Aquin High School, startup costs for baseball and softball programs, new computers, new buses, scholarships and support for teachers.

NIFA to sponsor chain saw safety courses The Northwest Illinois Forestry Association (NIFA) will sponsor two Chain Saw Safety and Woods Worker (SAWW) courses near Elizabeth this month, a Level 1 Session on Wednesday, July 25, and a Level 2 Session Thursday, July 26. The Level 1 Session is to be held at the Tom and Jessica Arnold Farm. It is open to participants of any level of experience. The Level 2 Session will be held at the Jim and Monika Breed Farm and is open only to those who have completed Level 1 any time previously. Level 2 will feature advanced tree felling techniques and more hands-on time in the timber. Both courses will be led by University of Illinois De-

partment of Natural Resources & Environmental Sciences forestry specialist Jay Hayek. This training is designed to teach novice and seasoned saw operators safe operation of gas-powered chain saws. All participants will be instructed in cutting and felling methods using the open-face directional notch and the bore-cutting technique. The course consists of both inside classroom instruction and outside hands-on training and saw operation.

Topics to be covered • safety and personal protective equipment (PPE) • saw operation, starting, safety features, and body mechanics • cutter tooth parts, basic saw

maintenance, and chain filing • saw reactive forces (push, pull, kickback, and attack) • the five-step felling plan • the safe cutting of spring poles and limbing and bucking techniques.

StephCo SWCD awards scholarships

The Stephenson SWCD congratulates Katie Walsh, Hayden Keltner and Madison Suttman as recipients of the 2018-2019 scholarship in the amount of $500.

Katie graduated from Highland Community College with an associate of science degree and will be transferring to University of Wisconsin Platteville this fall to pursue a bachelor degree in soil and crop science. Katie grew up on her family farm outside of Freeport and attributes her interests in agriculture, conservation and nature due to being raised on the farm and her family’s activities outdoors – hunting, fishing, and hiking.

Hayden is a student at University of Illinois Urbana-Champaign pursuing a bachelors of Science majoring in Animal Science-Food Animal Production and Management. Hayden grew up on his family farm outside Pearl City. Hayden has a passion for agriculture and preserving the land; after graduation he would like to pursue employment in the beef industry.

Madison is a third-year student at Beloit College majoring in ecology, evolution, and behavioral biology.

Madison grew up in Dakota but attributes her career path to years’ of 4-H involvement and visits to her family’s farm. Learning about nature and spending times outdoors; she hopes to use her passion to recognize environmental issues and introduce sustainable living practices, so that future generations can experience the natural world that she loves.

The scholarship fund was established through the generosity of the John Phillips family, the Steve Fest family and the Sheldon Toelke family. This fund allows students financial assistance with their education expenses. The student must be a resident of Stephenson County, at least a junior in college and majoring in soil and/or water conservation or a related natural resource field.

Anyone wishing to donate to the Scholarship Fund may make their tax exempt donations to Stephenson Soil and Water Conservation District at 1620 South Galena Avenue, Freeport, IL 61032.

Sunset Luau is coming to Stockton The 7th Annual Sunset Luau, a fundraiser sponsored by Volunteer Visitors of Northwest Illinois, Inc. will be held on Tuesday, July 24, at the Holy Cross Parish Center, 223 E Front Ave in Stockton Illinois. Chef Andy McGovern of Stella’s Café and Catering, will be catering this extraordinary event. To celebrate the end of the year and prior to beginning a new term of tutoring and instruction through Adult Education, a Volunteer Recognition Workshop was held Wednesday, June 20, to honor volunteers and give them a chance to socialize, learn new tools for the upcoming year and receive certificates of appreciation.

Highland Community College’s Adult Education Department serves adult learners in Carroll, Jo Daviess, Ogle, and Stephenson counties who are looking for accessible educational opportunities to help them succeed at work, home and in their communities. The department’s curriculum is designed to integrate instruction of basic skills in reading, writing

and math; with life skills, parenting skills and workforce preparation skills. Services available are GED® preparation classes, ESL (English as a Second Language) classes, and one-on-one tutoring.

“The recognition for our tutors and volunteers is about thanking them for volunteering their time for the past year,” Esther Meyer, Volunteer Literacy Coordinator/ESL Instructional Coordinator said. “It’s a great time for them to get together as a group and receive the tools applicable toward their training.”

Terry Hart of Lena is an ESL instructor who got involved with the program in the fall of 2017 as a way to give back. Hart said his motivation

is about interaction with others, and getting to know people from other countries looking to improve their English skills and work toward getting a GED®.

“I like education and my students are adults and I see myself as a collaborator to make instruction friendly and to help. I get to learn about their lives and I’ve found they are so appreciative,” Hart said.

A volunteer for the past two years, Sara Rausch of Lena helps with GED® instruction and ESL. “For me, it is about giving back,” Rausch said. “I am retired and I have the time. Adult literacy is so important, and it can mean a better job, a better life.”

students in 722 Upward Bound Projects nationwide.

Highland welcomes the Kaiser Karl-School Theatre Group Get ready for a night of musical comedy with the Kaiser KarlSchool Theatre Group from Itzehoe, Germany at 6:30 p.m. Tuesday, July 24 in the Fine Arts Theater at the Ferguson Fine Arts Center located at Highland Community College, 2998 W. The Theatre Group will perform a new version of Jacques Offenbach’s The Bandits, an entertaining and satirical operetta that deals with thieves, police, and financiers.

The Theatre Group of the Kaiser-Karl-School comes to High-

The touring group of 37 people includes actors ages 14-24 as well as an adult production team and director Doris Brandt-Kühl, who has lead the group since 1976. The Theatre group has made five previous tours of the US; Freeport is the final destination of their four-city 2018 tour.

The 2018 Jo Daviess County 4-H Fair is just around the corner. Local 4-Hers have submitted their entries and the judges have been secured. The Jo Daviess County 4-H Fair will be held on July 16-19, at the Elizabeth Community Fairgrounds. This year’s fair promises to deliver a number of projects in a variety of areas.

The 4-H Fair will officially start on Monday, July 16, at 9 a.m. with the 4-H Horse Show. Monday will conclude with the Clothing and Textiles Judging, the Fashion Revue, the Cat Show, and the Dog Show.

Tuesday, July 17, will begin our General Projects Judging. Judging will begin at 8:30 a.m. followed by Visual Arts, Food Decorating, and Photography Judging beginning at 11:30 a.m.We will end the day with the Poultry Show at 3:00 p.m. and the Rabbit Show at 5:30 p.m.

Wednesday, July 18, will begin with the Swine Show. The show will begin at 7 a.m. The Beef Show will begin at 9:30 a.m. Food and Nutrition Judging will start at 10:30 a.m.

Afternoon judging continues with the Sheep Show beginning at noon followed by the Goat Show. Cloverbud Show is always a favorite at the 4-H Fair. This will begin at 1 pm.

The 4-H Federation will once again host their annual Pork Chop Barbecue on Wednesday, July 18. Meals will be served from 4:30-7:30 p.m. Tickets for the barbecue may be purchased in advance. You may contact any Jo Daviess County 4-H Member or the Extension Office which is located at 204 Vine Street, Elizabeth, IL for tickets. A limited number of tickets will be available to purchase at the door but usually sell out quickly. Wednesday evening culminates with the annual 4-H Livestock Auction beginning at 7 p.m.

Thursday, July 19, wraps up the Jo Daviess County 4-H Fair with the Dairy Show beginning at 9:00 a.m.

Most projects will be on display in the Community Building and on the fairgrounds through early Thursday morning. The 4-H Federation and local 4-H Clubs will also operate a Food Stand throughout the Fair, so please plan to spend your week with us and enjoy the excitement. We look forward to seeing you there!
