Investigation underway in Lena officer-involved shooting

After a one-year hiatus because of the pandemic, organizers are planning for the June 19 return of the Panther Open, a fundraiser for the Le-Win athletic and music boosters.

Le-Win athletic, music fundraiser tees off June 19 The Panther Open, a fundraising golf outing for the LeWin Athletic Boosters and LeWin Music Boosters, is back on the calendar this year after being canceled by the pandemic in 2020. The event is set for Saturday, June 19, at Wolf Hollow in Lena. “We’re adjusting plans a bit this year, but you can be sure we’ll bring the fun. We know the community is going to respond, because the mission has never been clearer: support our kids,” Christin Keeffer, event chair, said in a news release. “We’ve all witnessed the terrible toll this pandemic has had on school music and sports programs, as well as the fundraisers that fuel them. “The Panther Open is a fantastic way to show them some love while having a great time with friends.”

The fundraiser is key for both booster programs, as well as funding the Dr. David Morrison Memorial Scholarship. Early registration for golfers will begin Saturday, May 1, with forms available at Lena and Winslow area banks and online with links on the Facebook “Panther Open” page and Le-Win.net. There also are opportunities for businesses to help sponsor the event. “We couldn’t do this without our local businesses. When we were forced to cancel last year’s event, 14 area businesses opted to support us anyway as a ‘Friend of the Boosters’ sponsor,” said Jen Sheppard, who oversees sponsor outreach. “This year, the Panther Open in back, and area businesses are once again stepping up in a big way.”

The Lena-Winslow Panthers football team and head coach Ric Arand have been limited in their opportunities during this shortened spring football season. The Panthers came into the season already looking for opponents to fill out their schedule and that was before a pair of games were canceled due to COVID protocols. An investigation by the Illinois State Police is underway in the wake of the April 9 fatal officerinvolved shooting in downtown Lena. David W. Determan, 52, of Lena, died after being shot by a Stephenson County sheriff’s deputy, according to a news release from ISP. The incident started when Determan entered Citizens State Bank in Lena the morning of April 9 with a firearm, the release said. When a sheriff’s deputy arrived on the scene, Determan “was observed firing his weapon into the air,” the release said. Determan continued to hold his weapon as he talked with officers and a sheriff’s office negotiator, but then “raised his weapon in the direction of officers, at which point officers fired at Determan,” the release said. No further information about the investigation was available as of Monday morning.

Princeton gave the Panthers trouble in their week one matchup, and Lena-Winslow fell by a score of 35-14. It was the first season opener Lena-Winslow had lost in football since 2016 when they dropped their week one game against Eastland-Pearl City.

The Illinois State Police has given another 150-day extension to people whose firearms owners identification cards or concealed carry licenses have expired due to a backlog in processing renewal applications. A panel of state lawmakers gave approval April 13 to the emergency rule after ISP officials assured them that the agency had made significant progress toward clearing a backlog of renewal applications. “I wouldn’t say we’re over the hump. We’re on top of it,”

ISP Lt. Greg Hacker, who heads the agency’s Firearms Services Bureau, told the Joint Committee on Administrative Rules. “Over the past three months, our metrics have shown us that we are starting to bend the curve in our direction.” Under the emergency rule, a FOID card or CCL that has expired since the start of the pandemic is still considered valid as long as the holder has applied for renewal, paid the required fees and the card is not subject to revocation, meaning the person has not committed an offense that would otherwise disqualify them from holding

the permit. Yvette Loizon, ISP’s general counsel, said that in the month of March alone, the agency received 14,847 renewal applications, and it approved 67,847 applications, the largest number of approvals in a single month in more than a year. ISP saw a huge increase in renewal applications last year, Hacker said, in part because FOID cards are issued on 10year renewal cycles and the 2019-2020 period marked the end of the program’s first 10year cycle.
