America’s Cardboard Cup Regatta 2019 The America’s Cardboard Cup Regatta is a 501(c)(3) nonprofit organization, which organizes an annual summer charity race. Individuals and businesses build life-sized boats of cardboard and race them along a 200-yard course at the Crystal Lake Park District’s Main Beach.

There are various awards categories from fastest time to themed awards such as ‘Most Creative,’ ‘Stars and Stripes,’ and the famous ‘Most Spectacular Sinking.’

The Cardboard Cup Regatta originated in the summer of 1985 as a special event to help raise awareness

for a small local sailing club – The Crystal Lake Yacht Club. There were three members who were instrumental in the creation of this now annual event: Jim Hooker, Chuck Ellison, and Frank Ward. The first Cardboard Cup Regatta drew a crowd of 2000 spectators. Enough funds were raised to host the event and to give back to the community. Now celebrating its 35th year, this annual fun, family event provides annual grants to support local charities.

This year we hope to continue the tradition and bring in more money than ever before to support local

charitable organizations.

In addition to donating money to local causes, the event fosters team building and camaraderie. Individual, families, friends, and companies all get together to celebrate summer, enjoy the Crystal Lake Park District’s beach, and for a little friendly competition.

Avoid heat related illness – stay cool in the heat Tips from the McHenry County Health Department

With temperatures and humidity levels expected to remain high through this weekend, McHenry County Department of Health reminds residents to take preventive actions to avoid heat-related illness. During business hours, public and municipal buildings are open to the public for cooling. As cooling centers are identified, they will be listed at www.mcdh.info and at www.McHenryCountyIL.gov.

“Recognizing signs of heat-related illness is important. High heat and humidity are not only uncomfortable, but can be dangerous,” said Susan Karras, Director of Nursing for the Health Department. “Normally, the body cools itself by sweating. When temperatures and humidity are extremely high, sweating is not always effective in maintaining the body’s normal temperature. If the body does not cool properly, a person may suffer a heatrelated illness, which can become serious or

even deadly if unattended.” Warning signs and treatment include: Dehydration— Signs of dehydration include thirst, dark colored urine, dizziness, lack of energy, irritability. Don’t wait until you’re thirsty to hydrate. Drink two to four cups of water every hour while working or exercising outside. Avoid alcohol or sugary beverages.

Heat exhaustion—Weakness, cold clammy skin, weak pulse, headache, cramping, fainting and vomiting are signs of heat exhaustion.

For these symptoms, get into cool place, lie down and loosen your clothing, apply cool, wet cloths to your body and sip water.

Heat stroke—Victims of heat stroke have a high body temperature, reddened skin with no sweating, rapid pulse, confusion, and slurred speech. Heat stroke is a very serious condition - call 911 immediately.

Tips for staying cool include: • Wear lightweight clothing that has plenty of ventilation (the fabric should breathe).

• Stay well hydrated. Be sure to provide pets with water and shade when outside as well.

• Exercise or schedule other strenuous activities for early morning or late evening.

• Rest in cool, shady places frequently.

• Take a cool shower.

Monitoring for West Nile Virus Summer is well underway and along with it mosquito season. McHenry County Department of Health (MCDH) wants residents to protect themselves from mosquito bites during outdoor activities. The Culex mosquito, most active at dawn and dusk, is the primary vector for West Nile Virus (WNV) transmission.

Most people exposed to WNV have no symptoms. About 20 percent of infected people develop mild symptoms, typically a mild flu-like illness. Symptoms include mild fever and headache, body aches, nausea, vomiting, skin rashes, and swollen glands. Roughly one in 150 infected people develop severe symptoms, which can include a severe headache, high fever, stiff neck, delirium, muscle weakness, tremors, seizures, coma, and paralysis.

These symptoms can last for several weeks and sometimes result in hospitalization, permanent neurological effects, or death. Individuals over 50 or with serious underlying health conditions are at higher risk for developing severe symptoms. See your healthcare provider if you develop these warning signs. There is no vaccine available for West Nile Virus.

Culex mosquitoes typically breed in artificial containers of stagnant water such as storm drains, non-chlorinated swimming and wading pools, birdbaths, flower pots, buckets, clogged gutters, and abandoned tires. The first

and best defense against mosquito-borne illness is to eliminate potential mosquito breeding sites on your property by preventing water from accumulating in containers.

When outdoors, wear protective clothing such as light-colored, long-sleeved shirts, socks, and pants. Limit outdoor activities during the evening and early morning when Culex mosquitoes are most active. Use insect repellents approved by the EPA: • Repellents containing 20% or more DEET (less for children) are effective.

• Repellents including oil of lemon eucalyptus or Picaridin may be used as an alternative to DEET. • Apply repellents per label directions. Consult with a doctor before using any repellant on infants.

From May through October Health Department staff conducts West Nile Virus surveillance throughout the county. Mosquito batch collections and testing are conducted weekly.

In addition, MCDH tests a limited number of dead birds. Contact the Division of Environmental Health at 815-334-4585 if you find a dead blue jay, crow, or robin. Bird specimens must be in good condition in order to be tested (no signs of insects or obvious injury or decay). Avoid bare-hand contact when handling any dead animal, although there is no evidence WNV infection occurs this way.

Monarch butterfly populations have declined precipitously in recent years. Now Mexico, Canada, and the United States are collaborating on a North American strategy to conserve and recover this iconic species.

The Hackmatack Monarch Coalition is holding a free Monarch Family Fun Fair at 12:30 to 4 p.m. on Sunday, Aug. 11 at Crystal Lake Main Beach Pavilion, 300 Lake Shore Dr. Crystal Lake.

Attendees will learn how they can help monarch butterflies and their miraculous migration across the North American continent. Pritzker signs bills strengthening Scott’s Law, enhancing penalties for construction zone violations

Drivers in Illinois who injure roadside workers or fail to obey construction zone signals now face the possibility of enhanced fines, and even jail time.

Gov. J.B. Pritzker signed a package of bills July 30 that he said are aimed at protecting law enforcement, first responders and road workers.

Among them was Senate Bill 1862, which provides enhanced penalties for violations of “Scott’s Law,” a state law requiring motorists to slow down and, if possible, change lanes when approaching a law enforcement vehicle or other emergency responder that has pulled over on the side of the road.

Scott’s Law was named after Lt. Scott Gillen of the Chicago Fire Department, who was struck and killed by an intoxicated driver while assisting at a crash scene in 2000.

“Since 2002, Scott’s Law has said that drivers approaching a vehicle with their hazard lights on must slow down and move over.

This is not optional,” Pritzker said in a statement announcing the bill

signings. “This is how we keep our heroes and first responders as safe as possible in their line of work.”

The bill increases the minimum fine to $250 for a first violation of Scott’s Law, and to $750 for a second violation. It also adds a $250 fee for any violation, with that money going into a new fund to pay for driver education materials.

In addition, the new law allows drivers to be charged with a class A misdemeanor, punishable by up to a year in jail, if the violation results in damage to another vehicle. For cases in which the violation results in the injury or death of another person, drivers can be charged with a Class 4 felony, punishable by one to three years in prison.

The new law takes effect immediately.

So far in 2019, three Illinois State Police officers have been killed in traffic accidents on state highways, including two incidents that involved violations of Scott’s Law. Trooper Christopher Lambert, 34, died Jan. 12 when he was responding to an accident in the Chicago suburb of Northbrook and was

struck by another driver who failed to slow down or move over.

Trooper Brooke Jones-Story, 34, was killed March 28 when she was struck by a tractor-trailer while she was conducting a traffic stop in Freeport, in northwest Illinois.

And Trooper Gerald Wayne Ellis, 36, was killed March 30 when he collided with a wrong-way driver on Interstate 94 in Lake County.

Pritzker also signed Senate Bill 2038 establishing a 20-member “Move Over Task Force” that will study the causes of Scott’s Law violations as well as ways to protect law enforcement and emergency responders on roadways.

And Pritzker signed Senate Bill 1496, increasing penalties for violations in construction zones. Under that law, which takes effect Jan. 1, drivers can be fined between $100 and $1,000 for disobeying trafficcontrol devices within a designated highway construction zone or maintenance zone. It also increases from $10,000 to $25,000 the maximum fine for drivers who violate the rules on entering a construction or maintenance zone when workers are present.

The Warhawks’ 12 women’s teams had 183 honorees, while 166 student-athletes from the 10 men’s teams garnered Scholastic Honor Roll accolades. The Honor Roll is part of the “WIAC Scholar-Athlete Recognition Program”.

In addition to the 349 individual awards, UW-Whitewater was named an All-Academic institution as student-athletes earned a GPA equal to, or greater than, the collective GPA of the overall student body.

To be eligible for the list, studentathletes must have carried a 3.0 grade point average on a 4.0 scale.

Nearly 50 percent of the WIAC’s 5,110 student-athletes achieved Honor Roll status.

Early evidence of telephones in McHenry County can be found in Chicago’s 1883 telephone directory, which listed Harvard, Marengo and Woodstock as being available for toll calls from Chicago at 30 cents for 5 minutes. Three years later the following McHenry County toll stations were listed in Chicago’s 1886 phone book: H.B. Minier Hotel, Harvard; A.R. Murphy, Jewelry Store, Woodstock and George Stanford, Tailor Shop, Marengo.

Many McHenry County towns established their own telephone exchanges, with private companies started by local businessmen.

Telephone exchange service first came to Harvard, Woodstock and Marengo in 1895, to McHenry in 1897 and to Crystal Lake in 1899.

By the end of 1898 there were 154 telephones in Harvard, 101 in Woodstock and 127 in Marengo. At the end of the following year there were 105 telephones in McHenry and 26 in Crystal Lake.

Crystal Lake and Nunda first hooked up with the Chicago Telephone Company. The Chicago Telephone Company was chiefly a long distance company and, at first, stayed out of local exchange businesses. Once local exchanges were established, it began buying them up bit by bit. The Illinois Bell Telephone Company had established a presence in McHenry County by 1920 and eventually bought up the remaining local telephone exchanges. Thus, the local entrepreneurs did the early work for what

was to become the Illinois Bell Telephone Company.

Telephone service in the early years was insufficient by modern standards. In May of 1902, the Marengo Republican reported that a single flash of lightening burned out 80 of the local company’s phones and 28 of the Chicago company phones. Phone subscribers were subjected to sputtering and crackling in their ears each time a carbon electric light was turned on within a one block radius of their phone. It seems that the phone equipment and lines were not sufficiently grounded at first.

Even more frustration resulted from all the early competition between the rival companies within the same area. Subscribers to the Citizen’s Telephone Company in Woodstock, for example, couldn’t talk by phone to subscribers to the Chicago Telephone Company in the same community. What resulted was duplicate services, lines, equipment, and phones.

In 1897 the Chicago Telephone Company installed the first toll station in McHenry in the building of Owen and Chappel on Green Street.

Shortly thereafter another toll station was installed at West McHenry in the building of Simon Stoffel.

Within a year the McHenry County Telephone Company opened up for business in direct challenge to the Chicago Telephone Company.

When the McHenry County Telephone Company sold out to the Chicago Company at the end of 1900, the town of McHenry benefited. For the first time all McHenry lines were connected and most telephone users were glad to get rid of the double telephone system. By the end of 1905, there were 196 subscribers in McHenry.

By 1920 Illinois Bell took over the McHenry, Union and Crystal Lake exchanges.

New, stricter rules proposed for Illinois foster homes

Licensed foster homes in Illinois will likely have to comply with a host of new rules starting later this year, including strict vaccination and no-smoking policies, as well as rules governing kitchens, bathrooms, swimming pools and transportation.

The state Department of Children and Family Services announced the proposed rules July 12, when they were published in the Illinois Register, the official state document for public notices of rulemaking by state agencies.

Jassen Strokosch, a spokesperson for DCFS, said the proposed new rules are meant to comply with new National Model Foster Family Home Licensing Standards that were adopted in February by the Children’s Bureau of the Administration for Children and Families, an agency within the U.S. Department of Health and

Human Services.

“As a result, DCFS licensing is required to include National Standards that are not already part of our current Foster Home Licensing Rules in Illinois,” Strokosch said in an email. “So the changes you are seeing … reflect changes at the national level that we are adopting in Illinois to stay in compliance.”

The proposed new rules, which are not explicitly spelled out in current rules, include the following.

• Foster homes would, at a minimum, have to be equipped with a stove, oven, refrigerator and sink in the kitchen; a properly functioning toilet, sink, shower and tub in the bathroom; and a first aid kit and supplies.

• No person would be allowed to smoke inside a foster family home or in any vehicle used to transport a foster child.

• Swimming pools would have

to be equipped with a governmentapproved life-saving device such as a life preserver or life jacket and would have to have a working pump and filtering system if the pool cannot be emptied after each use.

• Foster parents would have to ensure they have access to safe, legal and reliable transportation.

• All children living in the foster home and all adult caregivers would be required to have up-to-date vaccinations, unless their primary care physician recommends otherwise.

• At least one adult in the foster home would have to be able to read and write at a level necessary to meet the needs of youth in care, such as the ability to read medication labels.

• All individuals in the foster family over age 18 would have to undergo background checks.

• Any individual applying for a foster home license would have to provide the name and address of at least

Senate Bill 337 was passed in the 100th General Assembly but was never sent to then Governor Bruce Rauner because 2nd Amendment rights opponents knew he would veto it. After Governor JB Pritzker was sworn in as Governor, SB 337 was sent to him even though the 100th General Assembly had ended and the 101st General Assembly had already begun.

“The political gamesmanship to get this legislation signed into law is appalling,” Pearson said. “Rules and deadlines apparently mean nothing to advocates for gun control. Senate Bill 337 should have died in the 100th General Assembly. We are left

with no choice but to challenge this terrible new law in court.”

The law requires federally licensed gun dealers to obtain a state license to sell firearms. Federal licenses cost $90 for three years. A dealer with no posted hours must pay $300 for a three-year license – more than 300 percent of what the cost of a federal dealer license is.

If a dealer has posted hours (even as little as one hour) the dealer must pay $1,500 for a three-year state license – more than 16 times the cost of a federal license.

“There is no need for this law,” Pearson said. “The federal government already licenses gun dealers.

All this does is create more red tape and increase the cost of doing business. We said we would challenge this law in court when it was signed, and today we are keeping that prom-

ise.”

According to a recent news report from the Center Square, there are 2,351 federally licensed firearms dealers in Illinois but only 1,140 of those dealers applied for states licenses – a difference of 1,211 or more than half the number of federally licensed dealers.

“This law was never about public safety,” Pearson said. “It was always intended to have a chilling effect on the firearms industry, and it is working. There are now more than 1,200 local businesses no longer in business thanks to this law. It is a blow to the 2nd Amendment and to the Illinois economy. The ISRA will keep fighting to get this onerous law overturned.”

Under the state’s Administrative Procedures Act, the July 12 publication in the Illinois Register constitutes “first notice” of the proposed new rules. DCFS could be required to have a public hearing on the rules if one is requested within 14 days of the first notice by either the governor, an affected local government, 25 interested individuals, or an association representing at least 100 interested individuals, something Strokosch said is unlikely in this case.

Sometime after a 45-day public comment period, which expires Aug.

26, DCFS will publish a second notice, which could include changes recommended during the public comment period, and it will submit that notice to the General Assembly’s Joint Committee on Administrative Rules, or JCAR. If approved there, DCFS would be free to finalize the new rules.

When the new national standards were considered by the U.S. Department of Health and Human Services, the agency said it received few public comments.

“The vast majority of comments were from private citizens objecting to the proposed model standards regarding immunizations for children who are foster family home members,” the agency said in a document announcing the final version of the standards.
