McHenry High celebrates April Homecoming McHenry High School brought back some typical high school fun in the age of COVID-19 with a Homecoming in April.

From April 19 through April 23, students could take part in daily Spirit Week activities at school as well as afternoon and evening events such as Paint the Town, Homecoming Coronation and Powder Puff flag football. Organizers hoped the events help keep spirits high as a challenging school year comes to a close.

orate windows at local businesses with the “Under the Sea” theme. High school clubs and activities partnered with several local places, such as the McHenry Recreation Center, to decorate for Homecoming Week.

On Monday afternoon, April 19, students gathered outside East Campus to honor the Class of 2021 Homecoming Court and crown royalty from East Campus and West Campus. This will be the last year for East Campus royalty since it becomes the Freshman Campus next year.

On Tuesday, April 20, West Campus senior girls emerged victorious with a 12-6 win over East Campus seniors in the Powder Puff game.

A homecoming dance was not possible due to COVID-19 concerns, but students said they were glad to be able to do the other homecoming activities.

“We’re just trying to keep the energy up,” senior Emma Snyder said.

Property owner gets help with cost of sewage backup in basement

For the second time this year, the city has helped a homeowner defray the cost of a sewage backup into the basement.

In February, the backup occurred at 1305 W. 12th St. and it was determined it was the responsibility of the city.

As a result, the city council voted 6-2 with aldermen Ric Brereton and Clayton Stevens dissenting, to reimburse property owners Ken and Janice Anderson $2,270 to defray their costs.

In March, there was a backup at 816 Willow St. and homeowner Jeff Kanabay requested reimbursement of $5,200. Of that amount $3,000 would defray 50 percent of the cost of replacing the heating and air conditioning furnace, with $2,200 going toward cleanup and mitigation of the basement.

He appeared before the Committee of the Whole in April and, after discussion, aldermen voted 7-2 to recommend approving an amendment to the motion on the floor to trim the reimburse-

ment to $3,700. That payment would be dependent on Kanabay hiring a plumber to install a sewer backup prevention system, acceptable to the city.

Cost of the system would be paid by the city, up to a maximum of $2,500.

The motion, as amended, then was recommended 5-4. Voting yes were aldermen Matt Fleury, Marsha Freeman, Mike McGee, Dan Snow and Daniel Arevalo.

Dissenting were aldermen Brereton, Wendy Frank, Tom Porter and Stevens. Alderman Tom Ratcliffe was absent.

Next week city council confirmed the committee recommendation, 9-1, with opposition from Alderman Brereton.

The discussion Public Works Director Brent Anderson explained to the committee April 12 what happened after his department was notified of the backup.

“After finding the main line backed-up, we jetted the main and cleared the line,” he said.

“We televised the main at that point and found roots in the line. We then removed the

roots. This segment of sewer main was last televised Oct. 14, 2019, with no deficiencies found.”

The property owner completed a loss notice report, which was submitted to the city’s insurance company.

The company denied his claim and he in turn asked the city to reimburse him for his costs. Should that be approved, City Attorney Mike Drella said the money would come out of the city’s general fund.

Porter said he called about this particular backup and was told that because it involved sewer water, the furnace would have to be completely disassembled. Sewer water would get into the ducts, he explained, and into the air in the house.

Stevens asked how old the furnace was.

Kanabay didn’t know, saying it was there when he bought the house in 2016.

“This looked like a fairly older model, and we’ll be paying for a brand new one,” Stevens observed.

At that point Freeman moved to reimburse Kanabay

$5,000 for his loss due to a sewer backup in his basement. The motion failed due to lack of a second.

“Is there another motion?”

Mayor Mike Chamberlain asked.

Porter answered that he wasn’t sure of a dollar amount but suggested a split in this particular backup.

“Homeowners do have the option of sewer backup insurance, so that would have paid part of this,” he said.

“Do you have a number in your head,” Chamberlain asked the aldermen.

There was no response.

“Does anyone have an idea?” the mayor inquired.

Arevalo moved to reimburse the homeowner $3,700 and Freeman provided the second. Then there was an amendment requiring installation of a sewage backup prevention system. The ensuing 7-2 and 5-4 votes were then taken, leading up to a final 9-1 city council vote of approval the following week, on April 19.

During the council meeting Stevens, who ultimately voted against reimbursing the

homeowner, questioned the city paying for a new furnace, which he deemed a durable item.

“Cleanup and putting in the check valve, yeah, but not a durable item,” he said.

Stevens was serving as mayor pro tem that evening, in the absence of Chamberlain.

Snow disagreed with Stevens, saying the furnace had been damaged by the backup.

“To try and reuse that equipment would create a safety issue throughout the rest of the house,” he said.

Of replacing the furnace, he said, “I don’t feel it’s unreasonable.”

“Originally it was a lot more,” Freeman said of the requested reimbursement, “but we whacked it down to the $3,700.”

Other items Also April 12, during the Public Works Department update from Anderson, he said he had a preconstruction meeting with Williams Brothers for the 2018 sewage treatment plant project. The tentative schedule calls for those

improvements to be finished

by December 2022.

However, he reported the contractor said they were experiencing long delay times for certain materials, which may extend that completion date.

“One of the biggest items is fabricating a new roof for the secondary digester tank,” he said.

On disposal of the vacant lot at 407 W. Madison St., he said was told by the neighbor at 405 W. Madison that he was not interested in purchasing the adjacent property.

“I’m still waiting to hear from the owners at 415 W. Madison,” he said.

The city initially offered title to 407 W. Madison to the Northern Illinois Land Bank Authority, of which Belvidere and Boone County are charter members. But organization officials declined the gift because the house was in such poor condition. After that the city paid to have the house demolished and now it’s trying to dispose of the vacant lot, with a goal of having the new owner return it to the tax rolls.

New Belvidere Park District Board Pollinators have favorite colors makes no decisions at first meeting

The scheduled board meeting on Tuesday, April 27, at 5 p.m. saw newly elected board members trying to work their way through an uncomplicated agenda. Public comments saw a resident wanting to know more about some unpleasant social media comments posted before the election. Another resident wanted to know how a newly elected commissioner could vote to fire a longtime employee after only one hour on the board. The commissioners did not comment.

The meeting continued with a discussion of Unfinished Business, which included new playground equipment. The Belvidere Park District decided years ago to utilize a very high quality brand of playground equipment that will last for far longer than other brands with only routine maintenance. The board decided to table the topic until they can see competing bids from other manufacturers.

Another piece of Unfinished Business was to approve the hiring policy. After some discussion it was decided to take the topic into an executive session without the public present. The meeting eventually ended after 9 p.m. with no decision made.

The Ice Rink annual report brought good news as the ice rink in Doty Park was an unqualified success with a profit of $28,000. The pandemic shut down all the indoor skating rinks in the area.

The skating rink in Belvidere is the only

outdoor rink around and even with a pandemic limit of 100 people at a time it saw a lot of use. Ice hockey teams for miles around came to practice even with games prohibited. It was also very popular with locals and the rink was heavily scheduled with time for public skating as well as for team practices.

The skating rink prices were also raised when they discovered that their prices were low compared to surrounding skate rinks. The rink was only closed due to weather of rain or snow, but most days they were able to open for at least part of the time. The ice rink has its own Facebook page where people can find available times and weather-related closures.

The commissioners discussed future meetings and whether or not they could vote if they attend the meeting on Zoom.

The lawyer present at the meeting to answer such questions replied that while voting remotely was allowed during the pandemic, that remote voting was no longer allowed and board members must be physically present at a meeting in order for their votes to count.

The Belvidere Park District is a separate governing unit that levies its own tax to provide park facilities and recreation for the residents of the district.

Budget discussion prompts update on efforts to control flooding

City council was on the verge of voting to approve the 2021-22 budget. But before that could happen, Alderman Marsha Freeman had a related question for Public Works Director Brent Anderson. She wondered why the city didn’t have anything in its capital expenditures program for the south side flooding issue, except for a $100,000 campaign to tell people “why we need to raise their taxes.”

She continued from there with a lengthy, multi-pointed reminder of flooding-related expenditures over the past three-years.

On Jan. 23, 2018, she said, the city paid up to $80,000 for a sump pump study in Area 1, which consisted of 178 homes that were not affected by the flooding because they were in Ward 3. By March 2018, the south side storm water study was completed by Baxter-Woodman Associates.

“Fast-forward to Nov. 7, 2018, the 6th (Street) Low Flow Channel final design engineering; we paid CES $28,225 to complete that,” she said.

In 2019, a full year after the

city’s study was completed by Baxter-Woodman, Marengo was awarded $28 million to fix their water and sewer system and, she said, Belvidere got nothing.

“I called our state senator, Dave Syverson, and our state representative, Joe Sosnowski, and asked why,” she added.

“Apparently, Belvidere never submitted anything to be examined for part of that pie.

“When I inquired at city hall, I was told the storm water study wasn’t ready yet. But as I said a full year prior, the south-side storm water study that Baxter-Woodman did included everything from the watershed study area, drainage basin, schematic models, the 100-year service plan, and all types of phases. You name it, it was all in this Baxter-Woodman plan. It was ready to go a full year before Marengo was awarded $28 million.

“Now fast-forward to July 5, 2020, and Fehr Graham is doing a feasibility study they want $100,000 to basically market to the people of Belvidere why they need to pay more taxes to get their flooding issue under control.

“Meanwhile, we have nothing in our capital until 2023.

Detailed response After Freeman finished, Mayor Chamberlain asked Anderson to clarify what had just been said.

But before Anderson was able to say anything, Freeman interjected, “I feel this can has been kicked down the road for the four years I have been here. I mean, we’ve done the Bellwood detention (pond project) but that’s not completed.”

Anderson began by addressing the difference between the south-side storm water improvements and the storm water utility.

“They really are two different things, though the storm water utility would be used to help fund improvements in the south side storm water study,” he said.

To Freeman, he continued, “You are correct. Baxter-Woodman did that study for us and outlined improvements that would have to be done on the south side to basically bring the south side into compliance with our current standards that we require of new construction. Will it take care of any and all flooding

conditions? No, that depends on Mother Nature, which has control of that.”

He returned to the proposed storm water utility, which is being proposed to provide funding to treat storm water that flows off all properties inside the city limits. The issue was tabled Aug. 10, 2020, and most recently was left there during April 12 Committee of the Whole meeting.

Anderson said money in the budget for the storm water utility is to finish out that process, including presentations and public meetings, which was put on hold because of COVID-19 restrictions.

The city’s next project, and city council has already approved the preliminary engineering, would be the 5th Avenue Bypass Storm Sewer, he explained. That work would begin as soon as the Bellwood Pond improvement is finished.

Estimated cost of the bypass project is $4.5 million.

A detention pond is not feasible around Logan School, but city officials have determined they can put in a 72inch equivalent bypass from 7th Avenue down to the Kishwaukee River to resolve that issue.

In addition, he said the city is making inquiries to acquire property along the river to provide easement access for the pipe.

“We still have to talk to one additional property owner,” he noted. “Once we have that we can begin with the construction process. Preliminary engineering is in process as we speak. We have condition-

al approval to put that storm water pipe under the railroad track, which is a major hurdle to complete that.

“We originally anticipated doing this project next year.

But if we can get necessary approvals and council is on board, we could bring it in sooner. We have the funds available to go ahead and approve that project.”

Also included with that work is reconstruction of 5th Avenue from 7th Street to Locust Street, he said.

Revisit Marengo Chamberlain asked Anderson to explain why the city was not in the running for the $28 million that went to Marengo for its public works project.

“The Marengo funding was for a waste water treatment plant and it was utilities, a whole different funding system than our south side water improvements,” the director said. “I don’t know for sure but coming out, outlined in the President’s new infrastructure stimulus is supposed to be some funding and I think storm water is included in that.”

Concerning the Logan Avenue improvements, he said city council decided to rehabilitate that road rather that reconstruct it at a $2-million price tag. “Funding became available through the state,” he added.

Also, Chamberlain said the Fehr Graham study on the storm water utility had not been presented in its fullness to either the council or the

public.

“I don’t understand the negative comments being made about that,” he said.

“We didn’t present it because we voted it down,” Freeman countered.

Returning to the 6th Street Low Flow Channel project, Anderson said it had been “caught up in the bureaucratic process of environmental review. It has been determined through the (U.S.) Corps of Engineers that we cannot put in a paved low flow channel because that is an intermittent stream, which would cause us to pay exorbitant fees into the wetland banks based on their determination.” (An intermittent stream has water part of the time but ceases to flow occasionally, or seasonally, because seepage and evaporation exceed the available water supply).

He concluded: “We’re still working with the Corps of Engineers on a plan of attack they will find acceptable and then issue us a permit. We’re trying to keep our costs down. We’ve gone from one extreme to another looking at all the options that are available to us.”

With that, the mayor recalled for second and final approval of the 2021-22 budget, which passed, 7-3.

Voting “yes” were aldermen Mike McGee, Tom Porter, Tom Ratcliffe, Dan Snow, Daniel Arevalo, Matt Fleury and Wendy Frank. Opposition came from aldermen Clayton Stevens, Freeman and Ric Brereton.

Boone County medication collection keeps environment safe

Detectives Tom Delavan and Ethan Berillo were the instructors for this second session of Crime Scene Investigation. They came prepared with video from security cameras, squad car dash cams, and crime scene photographs.

Delavan began with an armed robbery case they had on Friday, Sept. 18, 2015, on N. State St. The temperature was 75 degrees. The owner of the store had installed security cameras shortly before the robbery and was able to access the cameras from his cell phone. He was off on personal business when he had to wait a few minutes and decided to check on the shop.

What he saw caused him to call 911 and get officers to the scene as the robbery was being committed.

The Belvidere Police allowed the perpetrators to leave the store so the female employee could not be used as a hostage when they moved in. Having unobtrusively surrounded the crime scene, they were on the escape vehicle’s trail with more squad cars joining the chase.

Dash cams show the entire pursuit and recorded every communication between the officers before the escape vehicle was stopped and the criminals apprehended.

The call was logged in at 12:05 p.m. Officers were in the vicinity by 12:06, and at 12:08 the officers had stopped the escape vehicle.

By 12:12 the suspects were in

police custody and the crime scenes were secured.

Detectives Bird and Delavan were the first detectives on site and examined the primary crime scene, the store, and Det. Kaplan examined the secondary crime scene, the car. Bird located another store’s security camera encompassing the parking area, showing the men had staked out the store for at least two days before making their move.

At this point, Delavan started asking questions and testing what we remembered from last week’s session.

“What is wrong in this picture?” The men are wearing bulky coats on a warm day.

They mostly keep their hands in their pockets. They are dividing the clerk’s attention from different parts of the store.

“What evidence should we be looking for?” Fingerprints on a cell phone, other items they handled, and the cash register, the cord they used to tie up the clerk, money, the guns they used, their hats and gloves, and more.

The clerk identified the two men. The coats, hats, gloves, guns, and money were found in the car. The detectives also found drug paraphernalia in the vehicle.

The men were tried, found guilty, and were incarcerated.

The final class of the 2021 Citizens Police Academy will have the class work a “crime scene” and practice their recently learned crime scene knowledge and celebrate the class graduation.

“We are happy to partner with the Boone County Soil & Water Conservation District, Belvidere Township, and state Rep. Joe Sosnowski,” said Officer Tim Blankenship on behalf of the Belvidere Police Department and the VIPS (Volunteers in Police Service. “It’s very important to collect unused medications to keep the environment clean and keep them out of the hands of those who should not have them.”

“In the past, we have run this event from 9 a.m. to noon,” said Det. Tom Delavan. “But this year we are also working in conjunction with the National Drug Take Back Program so we matched our collection hours to theirs of 10 a.m. to 2 p.m.

“We also have a permanent medication drop box at the Public Safety Building, 615 N. Main St. that is available 24/7.

Another permanent drop box has been installed at Candlewick Lake. We will have another medicine collection event in the fall.”

tion was held at the Belvidere Township Building, 8200 Fairgrounds Road. Over 250 vehicles dropped off over 250 pounds of unused medications, cleaning them out of medicine cabinets, and keeping them out of the hands of unauthorized users. Over-the-counter

medications and prescriptions can pollute our waters and be harmful to humans, fish, and other wildlife when disposed of improperly.

VFW gets new Eagle Scout project mural

Scouts BSA, formerly the Boy Scouts of America, announced it would first include girls in 2017. Since then, more than 77,000 girls have joined Cub Scouts, the program intended for younger children before Scouts BSA. This change allowed girls between 11 and 17 years old to join “Scouts BSA” for the first time in 109 years.

Girls could work toward earning more than 130 merit badges with the first class of female Eagle Scouts being recognized in 2020.

Julia Costa joined Scouts BSA as soon as they allowed girls in. About a year ago, Julia made the decision to be known as Justyn and prefers the use of they/them pronouns.

“My mother was the den leader in Cub Scouts and I tagged along,” Justyn said.

“Technically, I would have earned the badges but I was not allowed to join. The boys accepted me. The only thing I was not allowed to do was go on camping trips with them.

It has been interesting watching my brother go through the program but not being acknowledged myself.

“When girls were allowed to join, I went through the requirements very quickly because I had already done them.”

Justyn then left to supervise the mural mounting on the VFW wall, 1310 W. Lincoln Ave. “This has been an exciting process,” Justyn’s mother said. “Justyn made up three sketches for the commander to approve. But an Eagle Scout project is about leadership. Justyn is extremely creative and finding other people

to work with the mural was tough.

“It’s also exciting because my oldest child, Jacob recently completed his Eagle Scout project. He constructed and installed six new bag dispenser tubes to hold reused plastic shopping bags for cleaning up after dog waste in conservation areas. And now Justyn is also completing an Eagle

Scout project less than a year later.”

“This mural was inspired because there was a big, empty spot on the VFW wall and I thought it would be nice to have another, colorful mural to attract younger people to the post,” Justyn said. “This mural has the silhouette of a military man in a more modern uniform saluting in the di-

rection of the Iwo Jima statue.

I chose bright colors to attract the eye. The symbols around the sun are part of the VFW logo. It’s very exciting.”

“I call this mural ‘Respect,’” said stepfather Brian Berridge. “Justyn’s the third

one in the family to earn Eagle Scout. I earned mine in 1989.”

Rob Bland is a member of the VFW Post and a friend of the family.

“Justyn is a great artist and was looking for an Ea-

gle Scout Project. We are honored that someone with that kind of talent is willing to give back to the veterans’ community.”

The new mural was mounted on the VFW wall on Monday, April 26, at 6 p.m.

Firefighters serve flapjacks in Garden Prairie

“This is one of our annual fundraisers,” said volunteer firefighter Lt. Brian Block of Boone County Fire Protection District #2 Firefighters Association of their pancake breakfast on Sunday, April 25. They were serving all-you-can-eat eggs (cooked to order your way), pancakes, sausage, bacon, applesauce, toast, milk, and coffee for a donation only.

They even had crayons and coloring sheets for the kids while you waited.

Adults were allowed to color also, but the firefighters had orders delivered inside of five minutes so not many had time to color.

They also had sausage for sale in five and ten pound boxes.

The Boone #2 Firefighters Auxiliary had their “Fire in the Hole” T-shirts for sale to help raise funds for the firefighters. Anyone who missed purchasing one can call the station at 815-544-3336, and they will make

arrangements for you to reach the auxiliary.

“Last year, the pandemic prevented us from holding our breakfast. In 2019 we had over 600 people come. The year before that we had over 800. It takes a lot of prep work to clean the station well enough to serve food to everyone and it is all done with volunteer labor. We have 20 to 25 firefighters volunteering their time this morning to serve pancakes to the community But we do it all for the Garden Prairie community.”

“Our pancake breakfast profits will go towards equipment and breakfast. We will fund scholarships through the profits from our donut stand at the Boone County Fair, our bowling night, and our 5K race.

“On behalf of the District 2 Firefighters Association,” said Block, “We would like to thank everyone that attended our annual breakfast this year. We thank you for all of your support and we hope you enjoyed your breakfast.”

Training burn brings fire districts together

“The burn on Saturday, April 24, went extremely well,” said Chief Dan Zaccard of Boone County Fire Protection District #3 in Poplar Grove. “We cannot get training like that at a tower or online. The participation in this training is evidence of the cooperation of all the fire agencies in Boone County.

All of Boone County fire agencies are moving forward with training and doing quite well.

“It went very smoothly with no complications. The enthusiasm of all the firefighters to have an actual burn for a training session was very evident and I hope we can do it again

soon.

“We are looking for places to do that again. This training took a year and a half to get a state permit to burn the place on Blaine Road. Hopefully getting permits for the next one will go more smoothly.”

When fire departments obtain a building to use for a training fire, the state has stringent regulations in place that must be followed.

The intentional burning of facilities, including buildings burned for fire training, is considered to be a demolition under federal asbestos regulations. That is true even if no asbestos is present in the structure.

These things are required for a regulated demolition: • Before burning, a thorough inspection of the structure (or the portion of the structure to be burned) for the presence of asbestos.

• Removal of all regulated asbestos-containing material, including Category I and Category II non-friable Asbestos-Containing Materials, before the fire, or fire training, if the activity will disturb those materials in any way.

• Timely advance notification of appropriate authorities about the planned burning (even before any asbestos is removed, and even if no asbestos is present in the structure).

Chief Al Hyser of the Belvidere Fire Department was also in attendance at the fire training.

“I got to work with a lot of present and upcoming incident commanders who used this opportunity to command the scene and numerous scenarios,” he said.

“The opportunity to have a live fire is rare nowadays because fires are not as prevalent as they were in the past. You would have to go back many years to when firefighters were getting a lot of experience with fire. Thankfully, due to smoke detectors and public fire education, we don’t have as many fires where our people can gain experience.

“I felt that the whole fire training opportunity went extremely well. The camaraderie of the Belvidere and Boone County working relationship is going very well. Agencies are pooling their resources for a safer Belvidere and Boone County.

“We had 30 to 40 people from the following public safety entities on hand. Kirk-

Western Governors University launches scholarship for nurses The online, fully nonprofit university will award up to $200,000 in scholarships to nurses and other healthcare workers who are interested in furthering their education.

In recognition of the dedication exhibited by area nurses throughout the past year, Western Governors University (WGU) is celebrating National Nurses Week–which runs from May 6 through May 12–with a new Nurses

Appreciation Scholarship for nurses and other healthcare workers who are interested in furthering their education.

The fully online, nonprofit university, which serves more than 10,000 current students and alumni throughout Illinois, is offering $200,000 in scholarships to new students wishing to pursue a CCNE-accredited BSN or MSN degree, or a bachelor’s or master’s degree from WGU

Pancakes and plane rides bring smiles to kids The Experimental Aircraft Association (EAA) Chapter 1414 will be holding a pancake breakfast on Sunday, May 9, 7 a.m. to noon at the EAA Hangar just north of the Poplar Grove Airport, at 5175 Orth Road.

Expectant mothers in third trimester can now use handicapdesignated parking spots The Illinois House of Representatives voted to pass legislation co-sponsored by state Rep. Jeff Keicher, R-Sycamore, which would allow expectant mothers in their third trimester to obtain a free placard for their vehicle valid for 90 days permitting them to park in handicap designated spots throughout Illinois. The legislation is House Bill 3027.

If enacted into law, women with a valid Illinois driver’s license who show adequate documentation that they have entered the third trimester of their pregnancy would be able to receive a parking placard at no charge, similar to those provided to disabled persons, by visiting any of the more than 130 Driver Services fa-

cilities across Illinois operated by the secretary of state.

“Each of has had family members and friends experience the blessing of pregnancy, and we want them to enjoy every convenience along that journey,” Keicher said. “The reality is, many expectant moms run daily errands or doctor appointments and in some cases the reduction in stress on the mother is an important consideration. Being able to utilize a closer parking spot will be most helpful to expectant moms who carry the load on their own, both literally and figuratively, especially those who have other youngsters.”

is a small, but worthwhile initiative to help make dayto-day life a little easier for our moms-to-be. Nurturing a new life, particularly during the third trimester, can make it more difficult to get around.

Consider, for example, how many expectant mothers who work throughout pregnancy have to trudge through treacherous snow-and-ice covered parking lots during winter to get to their job. This bill is a simple, common-sense idea to make Illinois more friendly for expectant moms.”

House Bill 3027 now advances to the state Senate for consideration. The bill has over 50 co-sponsors including Democrats and Republicans from every region of Illinois.

Keicher bill to shield Social Security numbers in IDES correspondence The Illinois House of Representatives has voted unanimously to pass legislation limiting the use of an applicant’s Social Security number on correspondence from the Illinois Department of Employment Security (IDES) in order to protect Illinois residents from the rampant fraud and identity theft that has plagued the agency since the outbreak of the COVID-19 pandemic.

The legislation, House Bill 3329, was introduced and sponsored by State Rep. Jeff Keicher, R-Sycamore.

“Thousands of Illinois residents, including many here in our community, have been victimized by fraudu-

lent claims for unemployment benefits made in their name in the past year,” Rep. Keicher said. “I have been determined to take meaningful action to help prevent anything like this from occurring again and, thanks to the overwhelming bipartisan support my bill earned, we’re one step closer to putting this simple protection into law.”

Keicher’s bill would address at least part of the problem that has afflicted the IDES throughout its handling of both incredible numbers of unemployment insurance claims amidst the pandemic and, similarly, incredible numbers of fraudulent activities. Media reports have

brought to public attention cases concerning individuals that received mail correspondence from the department that listed the personal identifying information (including listings of entire SSNs).

This legislation would limit the use of SSN and instead require the department to use other means of verifying a person’s identity so as to not risk further instances where Illinois residents’ personal information may easily be stolen.

Social Security numbers may still be included in applications and forms sent by mail, including, but not limited to documents sent as part of an application or enrollment process or to establish, amend, or terminate an account, contract, or policy or to confirm the accuracy of the social security number.

House Bill 3329 was approved by a vote of 113-0 on April 22 with nine Democratic co-sponsors and eight Republican co-sponsors representing a broad cross section of Illinois including Chicago, the suburbs and Downstate.
