Agriculture department still taking comment on CAFO siting rule changes By Tony Ends

Time to comment on state livestock facility siting rule changes is winding down, with the last of six public hearings held this week. Those two hearings are 178 miles and 240 miles northwest of Brodhead, in Onalaska and Spooner respectively. Citizens who can’t travel that far and who couldn’t make the Madison hearing Aug. 22 still have until next Friday, Sept. 13, to comment in writing. A Wisconsin administrative code, called Agriculture, Trade and Consumer Protection (ATCP) 51, set standards and procedures back in 2006 that local towns and counties must follow in permitting new or expanding livestock operations. State lawmakers authorized the state department of agriculture (DATP) to administer those rules two years earlier. Hundreds of large-scale confinement operations, many of them milking thousands of cows, have constructed huge waste and other structures across the state since. Nutrient management, runoff management, and waste storage standards are all now targeted in proposed changes to the livestock facility siting

rules. Odor and setback standards, and improved processes for local implementation are also among proposed changes. Responding to citizen complaints, manure spills, well water contamination and other siting issues, the changes may now bring about first revisions of rules for Wisconsin’s confined animal feeding operations in 13 years. Citizens should comment now if they want DATCP to consider their views for final draft preparation in October. That document will go to the Board of Agriculture, Trade and Consumer Protection in November. Final recommendations will then go on to Gov. Tony Evers in December and the Legislature in January 2020.
