Orfordville Public Works Committee discusses purchases and repairs Orfordville Public Works met last week to discuss repairs, some of which are due to the heavy rains the area received, and the equipment needed to finish projects. Karl Stuvengen talked to the committee about purchasing a used boom lift from Aerial Work Platforms for $16,000. Discussion was held about using funds from Water Utility, Sewer Utility, Streets, Equipment Replacement Account, and Recycling. Kyle Daun suggested that the company bring the lift to Orfordville to do a demonstration and for a mechanic to look at it before it is purchased. Stuvengen is contacting Aerial Work Platforms to have this done. Stuvengen went on to explain to the committee that the purchase of a skid steer is included with the Rural Development Funding for the Wastewater Treatment Plant upgrades. Rural Development requires three bids for the purchase. So far Stuvengen only has one bid. Gary Phillips suggested contacting dealers in Darlington and Platteville. An Orfordville resident recently contacted the village about a sinkhole near the sidewalk on North Main Street by the railroad tracks. Stuvengen explained that the sinkhole is in the area that the village asked permission to do storm sewer repairs from the Wisconsin Department of Transportation. Wis-

consin DOT denied the village’s request to have the storm sewer relined. The DOT only allowed the village to repair a pipe. Stuvengen is working with Tom TeBeest for a solution. Phillips advised that a one tree went down in Purdy Park this year and a second tree should come down before it falls down. Phillips suggested that the village go to Nature’s Touch to get replacement trees. Nature’s Touch was having a sale. Daun advised the committee that the water is not draining well along West Brodhead Street. He explained that the Swan Creek Restoration project, along with silt build up, is slowing the water from draining. In other news • Phillips explained that weeds on the berm need to be sprayed and pulled. Discussion was held on planting ornamental grasses in the berm to help screen the yard waste site. • Stuvengen is waiting for Schlittler to dig up the floor to well #2 as the leak is under the concrete. The well is currently offline, but can be used in the event of a fire.

Orfordville Police Committee discusses day-to-day operations and police equipment test results to come back be fore Worm is able to start patrol work. Currently, Worm is organizing the departments’ evidence room. Chief Raupp is looking to hire more part-time officers, so there is coverage every day. Chief Raupp explained to the committee that technology updates and additional equipment are needed for the department. A set of stop sticks were purchased in the event a high-speed chase comes through Orfordville. Laptops for squads need to be updated. The squads currently have Windows 7, which will not be operational in the near future. Chief Raupp is considering a purchase of new light bars for the squads that have sidelights. Supplies needed for the evidence room include sharps containers for needles and a freezer to hold DNA evidence. Chief Raupp is monitoring the 2018 budget with hopes of using the remaining funds for equipment purchases in 2019. He would like to budget more money for part time officers and wants to purchase a new squad car next year, using money in the equipment replacing fund. The department also wants to purchase a second speed board. The speed boards would be placed at the entrances of the village to slow traffic down. Other news covered • Chief Raupp is waiting on Schlittler Construction to schedule clean up at 314 North Main Street. Schlittler is behind due to the rain the area received over the last month. • Chief Raupp is leaving door hangers for residents that mow their grass into the street. Mowing grass into the street is an ordinance violation and can result in a fine. • Chief Raupp explained that Footville signed a five-year contract with Rock County for police protection.

Orfordville Police Chief Brian Raupp approached the committee last Thursday and discussed what is entailed in his day-to-day operations. He also highlighted what the department needs to keep running smoothly. Chief Raupp participated in Festival on the Rock in Beloit, where his squad car was on display for the Touch a Truck part of the event. He went on to explain that the high school was on a soft lockdown last week due to a bullet being found on the floor of the locker room. The lockdown was lifted a short time later with a discovery that a student used his school backpack to carry hunting supplies. The bullet, unknowingly, remained in the backpack and fell out when the student used the backpack for school. Chief Raupp said that he does do a daily walk through of the schools. New parking restrictions in the downtown area downtown were met with warnings last week. Chief Raupp ensures that tickets for parking violations will commence this week. Chief Raupp is working with the school to put together a monthly Community Service/Good Student award. Chief Raupp will eat lunch once a month with the student that is chosen. He is also speaking to the school about producing a Shop with a Cop program at Dollar General. Chief Raupp is working with three police agencies in the county on the Drive Sober Campaign. He has applied for a grant for an Impaired Driving Task Force. The grant pays $1,500 toward any overtime that an officer spends enforcing impaired driving. In order to be able to execute all tasks in a timely manner, Chief Raupp is in the process of hiring Charlie Worm as a part-time officer. Worm retired from the Green County Sheriff’s Department and is able to work three days a week. Chief Raupp is waiting for drug
