Record-breaking year for Wisconsin FFA Foundation At the 90th Wisconsin FFA Convention last week in Madison, the Wisconsin FFA Foundation announced a record-breaking campaign year, raising $659,219 since June 2018. In last five years, the Foundation has raised more than $2.8 million dollars from over 1,100 donors and sponsors.

Hundreds of individual, industry and FFA-related donors have made the 2018-19 campaign the most successful in the Foundation’s 36-year history. Foundation Board President Ginger Braml made this announcement on Tuesday evening, June 11, at the Alliant Energy Center during the Convention’s Third Session. She shared the message that every member has a unique place in FFA and can learn valuable skills, regardless of whether or not they earn top awards.

During that same session, Wisconsin FFA Foundation Executive Director John Hromyak challenged students to take advantage of the opportunities available to them in FFA, adding that many are possible because of Foundation donors’ generous support. During Convention, the Wisconsin Association of FFA announced that there are more than 20,825 members enrolled in 251 chapters statewide.

“Our sponsors and donors impact our members each year and help create learning experiences that would not otherwise be possible,” says Hromyak. “Our organization is fortunate and grateful for the continued, loyal support and investment from our industry and individual partners. I know the agricultural education and FFA family joins me in expressing gratitude to all who support us.”

Three retiring board members were honored during the Foundation’s Tuesday afternoon board meeting and three additional agricultural leaders added to its roster.

The board said goodbye to board members Amber Vickers Keller (Town Bank), Jason Kollwelter (We Energies) and Luke Wiedenfeld (Lake Mills agricultural education instructor and FFA advisor). Keller served as the Foundation president from 2016-17.

Three new members were welcomed to fill those seats: Chad Brusveen, Katie Holewinski and Deb Ihm. Brusveen has worked at the John Deere Company since 2001 and is currently a corporate business manager for the company, based in Cambria. In this role he manages corporate sales’ relationships with John Deere and its national customers.

Brusveen also farms with his family on their 1,200-acre grain farm in southern Wisconsin and serves on the Columbia County Farm Bureau Board of Directors.

Monroe Clinic honors 2019 residency and fellowship graduates Monroe Clinic announces the five doctors of the Monroe Clinic Family Medicine Residency and Emergency Medicine Fellow Class of 2019. A graduation reception was held on Friday, June 21 at the Edelweiss Chalet Country Club in New Glarus, WI that honored the five doctors who completed the program with Monroe Clinic.

The Rural Family Medicine Residency program started in 2015 and is the first American Osteopathic Association (AOA) accredited rural training track in the country. The program allows for ample teaching and hands-on experience without competition from other residents.

The Emergency Medicine Fellowship program also began in 2015 and was developed for family physicians who desire further training in rural emergency medicine.

These programs offer the best of both worlds by combining the resources of major teaching facilities with the appealing environment of a smaller, community-based hospital. A goal of the program is to equip and prepare any resident or any fellow to be successful in the changing healthcare market.

CREP enrollment reopens; offers income from flood-prone lands Enrollment in Wisconsin’s CREP program is open once again, after an eight-month hiatus, and just in time for farmers looking at fields that may be too wet for planting anytime in the near future.

“If you have low or wet parts of your fields next to ditches, streams, lakes or wetlands, you need to consider CREP,” says Brian Loeffelholz, who coordinates CREP for the Wisconsin Department of Agriculture, Trade and Consumer Protection. “You don’t have to take whole fields out of production or pasture – just the area needed to solve the concern. Instead of getting only a decent yield every few years, you can have a guaranteed income off that land every year.”

CREP is the Conservation Reserve Enhancement Program, one component of the federal Conservation Reserve Program, or CRP. Enrollment in the program was

suspended last Oct. 1 when the federal fiscal year ended without a new farm bill. Congress and the President enacted a new Farm Bill in in December 2018, and it took a few months for the USDA to get the new provisions in order. Enrollment reopened June 3.

CREP offers both state and federal incentives to landowners who install conservation practices along waterways. There is no minimum acreage, and adjacent land can remain in production. Landowners can enroll under a 15-year contract, or a perpetual easement.

In return for payments, landowners plant grass filter strips or tree and shrub buffers between water and farmland, install grass waterways, or restore wetlands. These practices stop water and allow it to seep into the soil and subsoil, reducing nutrient runoff and flood damage to farmland.

Participants receive at least three types of payments: Annual payments – For crop land, these range from $95 to $300 an acre and average about $200.

For pasture land, they are $45 to $80 an acre, averaging about $60.

One-time incentives – Based on the annual rental rate for the enrolled land, incentives average $250 an acre for 15-year contracts and $2,000 for perpetual easements.

Practice payments – CREP covers at least 70 percent of the cost of installing conservation practices.

Land in 54 of Wisconsin’s counties is eligible for CREP. Land must have been in crop production or pasture at least four years between 2012 and 2017.

Milk: Best drink to reduce burn from chili peppers undergrad researchers wanted to figure out the best way to cut the burn for people who found our samples to be too intense.”

Widespread consumption of chili peppers and foods such as wings spiced with siracha and hot sauce show that many people enjoy this burn, Hayes added. But these sensations also can be overwhelming.

While folklore exists on the ability of specific beverages to mitigate capsaicin burn, quantitative data to support these claims are lacking.

The researchers looked at five beverages and involved 72 people — 42 women and 30 men. Participants drank spicy Bloody Mary mix, containing capsaicin. Immediately after swallowing, they rated the initial burn.

Then, in subsequent separate trials, they drank purified water, cola, cherry-flavored Kool-Aid, seltzer

water, non-alcoholic beer, skim milk and whole milk. Participants continued to rate perceived burn every 10 seconds for two minutes.

There were eight trials. Seven included one of the test beverages and one trial did not include a test beverage.

The initial burn of the spicy Bloody Mary mix was, on average, rated below “strong” but above “moderate” by participants and continued to decay over the two?minutes of the tests to a mean just above “weak,” according to lead researcher Alissa Nolden. All beverages significantly reduced the burn of the mix, but the largest reductions in burn were observed for whole milk, skim milk and KoolAid. More work is needed to determine how these beverages reduce burn, noted Nolden, a doctoral stu-

“We weren’t surprised that our data suggest milk is the best choice to mitigate burn, but we didn’t expect skim milk to be as effective at reducing the burn as whole milk,” she said. “That appears to mean that the fat context of the beverage is not the critical factor and suggests the presence of protein may be more relevant than lipid content.”

Following the completion of all the trials, the participants answered two questions: “How often do you consume spicy food?” and “Do you like spicy food?” Researchers had hoped to see some correlation between participants’ perception of the burn from capsaicin and their exposure to spicy food, Nolden pointed out. But no such relationship emerged from the study.

The findings of the research, recently published in Physiology and Behavior, might surprise some spicy foods consumers, but they should not, Nolden noted.

“Beverages with carbonation such as beer, soda and seltzer water predictably performed poorly at reducing the burn of capsaicin,” she said. “And if the beer tested would have contained alcohol, it would have been even worse because ethanol amplifies the sensation.”

In the case of Kool-Aid, Nolden and her colleagues do not think that the drink removes the capsaicin but

People who order their Buffalo wings especially spicy and sometimes find them to be too “hot,” should choose milk to reduce the burn, according to Penn State researchers, who also suggest it does not matter if it is whole or skim.

The research originated as an effort by the Sensory Evaluation Center in Penn State’s College of Agricultural Sciences to identify a beverage to clear the palates of participants in tasting studies involving capsaicin. An extract from chili peppers, capsaicin is considered an irritant because it causes warming and burning sensations.

“We were interested in giving capsaicin solutions to many test participants and we were concerned with the lingering burn at the end of an experiment,” said center director John Hayes, associate professor of food science. “Initially, one of our

DCF increases YoungStar bonus Brodhead 60’s payments to attract and retain classes to hold reunion high-quality child care providers ers. YoungStar uses a rating system with five being the highest quality.

Ratings are assigned based on a facility’s staff qualifications, learning environment and curriculum, business practices, and child well-being.

Child care providers who accept Wisconsin Shares subsidies must participate in the YoungStar program. Providers who reach the 4 and 5 Star levels receive increased Wisconsin Shares payments which can be spent on improving quality, training of staff, or reducing cost for families. Previously, 4 Star providers received an 11 percent adjustment and 5 Star providers received a 27 percent adjustment. Today’s action by the department increases those amounts to 15 and 30 percent, respectively.

The department is also interested in identifying ways to increase the number of highly rated providers

throughout Wisconsin. Our stakeholders consistently report that they need additional support to increase their YoungStar ratings. Any positive change we can realize will have a tremendous impact on the children and families they serve.

“As a non-profit, public, early childhood care and education program, with over 50% of our total enrollment from low-income households, we have been so very grateful to receive the fiscal incentives for our 5 Star main center,” said Paula Koelsch, Administrator of Parkside Preschool Centers in Merrill, Wisconsin.

The additional funding to cover these costs comes from sound budgeting decisions made by DCF in implementing changes to Wisconsin Shares and YoungStar and active support of the programs by the governor and legislators.

At the last Personnel and Labor Relations Committee meeting held June 25, a representative from the Wisconsin Counties Association spoke with the committee about the structure of county government and many of the issues facing Wisconsin counties. Green County is not alone in the issues we are facing, in fact, there are very few counties that aren’t facing the same and other issues: roads, budgets, population, insurance, compensation, services, and on. In an effort to keep state taxes low the state has been

shifting services and responsibilities to the counties but has not been allowing the counties a way to fund those services and responsibilities through fees, tax levy, support from the state, etc. This has made county and local government the fastest growing in responsibility but the least funded. Many counties are so stretched they are reaching a breaking point. Because counties are an extension of the state they are only allowed to do what the state gives them permission to do, and are required to do what the state requires them to do - provide certain services, operate in a partic-

We need the means to provide what our residents deserve and what they are paying for with their taxes. Our counties need the state to allocate appropriate funds to the counties to do the work the state requires us to do, or allow the counties to raise the tax levy. Or both. Our counties and our residents deserve more. On the positive side, I am amazed at how adept Green County is at stretching our budget and doing the best we can. We have great, dedicated people here.

This only scratches the surface of this issue, which encompasses so many other tangential issues. It is complicated and there is no one, easy solution, but it’s a start. My intention in writing this is to inform people who may not be aware of what the county works with, how things have changed and are changing over the years. If you are interested in learning more, you are welcome to participate. The easiest way is to come to some meetings.

If you have bugs in your home -- as many households do and the majority worries about -- there may be good reasons for this. Insects are resilient, strategic and way smarter than you may realize.

But before dealing with insect invasions, it’s helpful to understand what you’re up against. These surprising bug facts can help you better understand common opponents: • Cockroaches have the capacity to memorize and learn -- and they may just use those smarts to remember the layout and contents of your kitchen, including hiding spaces! But even without their heads, cockroaches are fairly formidable -- decapitated, they can survive for weeks.

• Once an ant knows where food is located, it’ll leave a scented trail to guide others to the source. Ants help each other out in other ways, too. Certain ant species have been observed linking their bodies together to build ladders, chains, walls and even rafts that float in water.

• If your fly-swatting skills leave something to be desired, don’t feel bad. Flies can detect danger from all angles and can react four times faster than humans.

Ninety-three percent of respondents said that they’re concerned with having bugs inside their home in a recent survey conducted by Zevo -- a maker of bug killer sprays that are safe for use around people and pets when used as directed. Survey respondents also said they see more bugs in their homes as the weather warms. In another recent survey, more than eighty-five percent of people expressed some level of safety concern with using traditional insecticide sprays inside the home.

The Department of Children and Families (DCF) announced an increase in YoungStar bonus payments today for all providers with 4 and 5 Star ratings. The changes went into effect on July 1, 2019.

OUTSIDE STRUCTURE FOR KNUTES BAR & GRILL Kerry Knutson was present to explain that he would like to put up a small bar structure outside to be used for outside consumption during volleyball leagues. Kerry Knutson explained that it is a grain bin type of gazebo that will be a permanent structure on the existing cement slab. Kerry Knutson further explained that it is engineered for commercial use and built to withstand 100-150 mile an hour winds.

David Olsen asked when Kerry Knutson would be complying with the requirement to have all four sides of his dumpster enclosed as required by ordinance. Olsen explained that it was his understanding that a letter was mailed to Knutson and he has not yet complied.

Invasive plant management on roadsides Invasive plants have been shown to impact Wisconsin’s economy, environment and human health.

Roadsides are a key area where these unwanted plants establish and spread. These right of way habitats are challenging to work in but focused efforts can be successful in preventing spread and reduce invasive plant populations.

To help educate and jumpstart management, University of Wisconsin-Madison Division of Extension along with 4-Control are conducting roadside invasive plant workshops throughout the state. We invite you to attend one of these five regional workshops. While this training is available to anyone interested, the focus will be on training staff of municipalities that manage vegetation on roadsides.

At each event training will include how to: • Identify common invasive plants • Utilize common invasive plant management techniques • Map invasive plants populations • Develop an invasive plant management plan The program will consist of classroom and field activities that demonstrate approaches to management and resources available to support efforts. All workshops include lunch and transportation to and from the field. Discussions

with experts will enlighten attendees on how to integrate these tools into a comprehensive management plan tailored to the municipalities’ goals.

Attorney Oellerich explained that Attorney Tim Lindau reviewed the existing agreement that the Village uses for sales in the Business Park and would like to recommend some changes. Attorney Oellerich explained that Attorney Lindau would like to review his recommendations with President Phillips and Clerk Waege and then bring a final revision to the Village Board. Motion

7th of 8 children and grew up in Monroe, WI. She graduated from Monroe High School, class of 1977.

Diane married Dwayne Isely in 1981 and they shared 24 years of marriage together. They had one daughter, Megan Irene Isely, born in 1982, and two grandchildren Vincent James Parisi (2007) and Elaina Irene Parisi (2009). Diane was a very hard worker, an extremely skilled crafter, quilter and decorator, cook and above all a loving mother and grandmother.

She was always one of the first to volunteer whenever her friends or family needed help with a project, a comforting meal, or just a listening ear.

She is preceded in death by her mother Irene (Duchow) Kohl, sister Donna Rae Kohl, brother Steven (Sonya) Kohl, sister Sherry (Dennis) Bachim, father Forest Kohl, brother-in-law Harry (Barbara) Henning, brother-in-law Doral (Carol) Ethridge and nephew Travis Kohl.

She is survived by her daughter and son-in-law Megan (Isely) Parisi and Anthony Parisi of Madison, WI, grandchildren Vincent Parisi and Elaina Parisi of Madison, WI, sister Tari Dower of Monroe, WI, brother Curtis (Diane) Kohl of Monroe, WI, sister Barbara Henning of Tylertown, MS, sister Carol Ethridge of Monroe, WI, step-mother Barb Kohl of Brodhead, WI, step-brother Robert (Joy) Burns of Brodhead, WI, step-sister Becky (John) Huffman of Brodhead, WI, many nieces, nephews, cousins and countless family and friends.

We miss her like no words can even begin to express and she will remain in our hearts always. Her fiery spirit never hesitated to stand up for what’s right. She fought for her daughter with various medical concerns over the years, she worked to implement providing kindergarteners with an afternoon snack when she saw food going to waste in an ele-

mentary school, and worked tirelessly starting up and organizing a grassroots fundraiser to raise money for the Empty Stocking Club with area businesses, coworkers and friends.

These are just a few examples of what a beautiful, passionate soul she is whose time was cut way too short for us here on Earth. She has chosen to continue that passion even beyond life here on Earth.

The following paragraphs are from Diane herself. Please carry these words with you: The true loves of Diane’s life were Megan, Tony, Vincent and Elaina Parisi, but truly her grandbabies, Vincent and Elaina. There’s not a day that goes by that she doesn’t cherish and love them, and she would do anything to ensure they are happy, healthy and live a beautiful life.

Please let it be known that you will forever be her true heart and soul.

Diane spent many years in the food and beverage business, meeting many wonderful people, acquaintances and friends, and the last 24 years working at Moore (RRD) as a press operator and helper. She would like all of her coworkers at Moore, customers and coworkers at the various places she has worked, and family and friends to know that she looked at life like each one of us is like a little piece of fiber - some stronger than others, some shorter or longer, that when woven together made up the fabric of her life. Not to say there weren’t any snags in the fabric, but as with anything else in life, there’s ups and downs, good and bad. But generally, the good outweighs the bad, and even the bad makes you stronger.

In lieu of any memorial cards or flowers, Diane has requested that you please instead give a donation to the local charity near and dear to her heart “Back Buddies” for no child should have to worry all day in school if they will have anything to eat when they go home at night.

To make a donation, please make checks payable to Monroe School District with “BackPack Buddies” in the memo line.

Per her request, Diane is having no formal services, but heard this song several years ago and showed the video to her daughter. She told her that when she dies, this is the song she would like played. So if you get the chance, please listen to this song or watch the music video “I Will See You Again” by Carrie Underwood.

What to know before any Green County Republicans home project involving digging schedule July meeting (STATEPOINT)

When you look down at the ground you may not realize the millions of miles of buried utility infrastructure that keeps society clothed, fed, powered, connected, and a whole lot more. Unfortunately, many of us are on an out-of-sight, out-of-mind basis with the pipes, wires, and cables situated right under our feet, and this can have disastrous consequences when we try to dig without doing our homework first.

Having recently connected with several experts in the field as part of the National Excavator Initiative, Mike Rowe, CEO of the mikeroweWORKS Foundation and best known from the hit shows “Dirty Jobs,” “Deadliest Catch,” and “Returning the Favor,” is urging everyone who digs, whether it be a professional excavator or homeowner, to call 811 before starting their projects, as well as to learn more about excavation safety and why it matters.

“Isn’t it funny that the things we rely on the most – our water, electricity, gas, cable – we ultimately take for granted and, in many ways, wind

up resenting?” muses Rowe, who points out that many people are surprised and even annoyed to learn that they can’t just start digging on their own property without first calling 811. “What I learned is that calling 811 in advance of a dig is the single most important way excavators can ensure safety and prevent damage.”

One such expert Rowe spoke to, put it in no uncertain terms.

“The message I like to give is ‘call 811 so you don’t have to call 911’,” says Erica Fink, Energy Business Continuity Consultant of Xcel Energy. Fink is one of a series of underground damage prevention experts interviewed by Rowe. A new expert video is being released each month and focuses on key steps of the 811 process. If you are planning a project that requires digging, know that digging laws vary by state, and finding the

specific information you’re looking for can be a challenge. Get in the know by downloading the free Safe Excavator app from Apple or Google stores. The app outlines state-specific requirements for excavation, connects to one call (811) notification centers so users can make a locate request, and provides a safe digging checklist to help your project go smoothly.

Most states require you to call 811 two to three days in advance of your dig. Pipeline and utility representatives will be sent to mark the approximate location of underground utilities and cables using color-coded paint, flags, or stakes so you (or your contractor) can safely dig around them. Not only is calling 811 the law, it can protect you, and those around you, from injury, save your community from disruption of the vital utilities it relies on, and help you avoid potential fines and repair costs.

Always dig with care. Doing so is a simple process and will protect you, your community and the environment.
