Orfordville search for new chief continues, as front-runner emerges

The Orfordville Police Chief has yet to name a new chief, but there seems to be only one name in the running.

According to village board minutes dating back to April, when the search began under interim Police Chief Don Bomkamp, R.J. Severude has been the only finalist named publically.

After the July 10 Village Board meeting, both Police Committee member Becky Strupp and committee President Dave Olsen said they could not remember the names of any other finalists besides Severude.

“All I can say is that we are doing

out due diligence, because we want to find the right fit for the job,” said Strupp, Village Board member.

Minutes from the May 25 meeting of the police committee indicate that there are three finalists to be scheduled for second interviews, but those other candidates were never named.

A May 31 police committee meeting included a two- hour, 45-minute closed session interview, presumably of Severude. Upon reconvening into open session, a roll call vote by the committee – Becky Strupp, Russel Rucker, and Chairman Dave Olsen - yielded a unanimous “yes” vote to proceed with the background check and schedule a second round

Those interviews were penciled in for the first week of June, according to minutes posted for the May 25 police committee meeting.

Since that 3-hour police committee meeting held May 31, the police committee has apparently met only once, on July 10. At that meeting, the committee entered into a closed session to discuss hiring processes for full-time officers and police chief, as well as make possible recommendations for the chief position. Recommendations, though, remain imminent.

Severude currently serves as Chief of Police for Four Corners, Wis., an unincorporated community located in the town of Little Falls, Wis., in Monroe County, about three hours northwest of Orfordville.

Severude was the first police chief hired by Four Corners back in 2011.

Before overseeing the Four Corners police department, Severude served as Police Chief in Fountain City, Wis., 40 miles north of La Crosse, along the Mississippi River, from 2003 to 2007.

According to a Dec 10, 2006 article from the La Crosse Tribune, Severude’s tenure in Fountain City was marred with “controversy last year when he shot and killed a family’s dog on private woodland property on the north side of town.”

In a Nov 25, 2005, Tribune article relaying the incident, Severude

said “I had to consider the safety and sanctity of the community and families. I had to do my job.”

He also vowed to help the family replace the dog. “Trust me. I feel bad enough about it,” he said.

Severude and Fountain City parted on amenable terms, with Severude overseeing the search committee for his replacement.

Chief Bomkamp declined to comment on Severude, citing Severude’s status as a candidate. The police committee also refused comment as of press time.

Whether or not Severude is hired as Chief of Orfordville police, the department itself has been in something of a whirlwind since spring, when former Chief David Wickstrum retired. The hourly pay for part-time officers was raised to $20 at an April 18 special meeting of the Village Board, and at least two parttime officers have been hired.

The hiring of Donovan Jarstad was announced at the April 18 board meeting. Jarstad is a former member of the Fitchburg Police Department, where he was a sergeant. Jarstead also serves as a member of the Air Force, where he was promoted to Captain in August of 2016.

The committee also hired Jeremiah Burdick, who served on the Town of Delavan Police Department from 2007 to 2012. He was discharged in late 2012, after admitting to causing a drunken scene on August 12, 2012,

A Nov. 10, 2012, story from the Janesville Gazette claims Burdick “shouted obscenities at dancers. He touched the face of a female patron.

He used the N-word.”

Chief Bomkamp had no quarrels with Burdick, offering effusive praise in an email received July 16.

“We have received numerous compliments in the short time he has worked here. People have said he is polite, courteous, and compassionate. “(Burdick) was honest and upfront about his past. He also took responsibility for the decisions he made.

“Jeremiah has started a family and quit drinking. He is also an officer with the Village of Clinton and he has excelled there too. Jeremiah has stated many times that he is appreciative of the second chance.”

The police committee refused comment regarding Burdick’s hiring as of press time.

The village has also hired Officer Mike Rufer, who has previously served for 13 years on the Columbus, Wis., police force. Rufer has been a part-time officer with the Milton, Wis., and the Clinton, Wis., police departments.

Rufer is listed in the 2014 Clinton Annual Police Report as having prior experience as a School Resource Officer.

Principal Gregerson floated a possible senior graduation date Sunday, June 3, 2018. The board decided to set another date, in case the State Track Meet was rained out that weekend, and the rain date fell on June 3. Thus, the graduation date decided on was Sunday, May 27, 2018.

Local residents from the Harvest Center in Albany will introduce the topic “Foraging for edible wild plants” at their presentation on Tuesday, July 25 at 6 p.m. at the Albertson Memorial Library in Albany, Wis. Last summer, this group gave a presentation on plants plucked from the wild and made useful as food, cooking ingredients, and even as tea leaves.

At last year’s presentation, however, uncooperative weather meant that presenters could not show the attendees what to look for outside.

This year, we hope they will be able to conduct a short foraging session with everybody in attendance.

Registration is not required for this presentation.

Parkview fourth-grade classes visit Aldo Leopold Nature Center For their spring field trip, the 4th graders of Parkview Elementary took to the Aldo Leopold Nature Center in Monona, Wis., in May. Students experienced what classes were like in a one-room school with a ground floor, gave their best effort at churning butter, and learned a lot about nature.

The Nature Center has a shack that shows students what home and school were like in days gone by, before indoor plumbing and electricity.

Students learned about animals that lived in the area such as beavers, woodchucks and raccoons.

The students also learned about foods grown and eaten by Native Americans.

The students also met the “three sisters” of corn, beans and squash, and how growing them together proved beneficial to all three plants.

The students took a hike, searching for birds and learning about pond life. A puppet show taught them the attributes needed to live underwater, and then students dipped nets into a pond to see what kind of life they could find.

The final stop was the Climate Science Center with many interactive exhibits and the Science on a Sphere theater.

The trip was partially funded by The Rock County Conservationist.

The 4th grade staff is grateful to the group for their support.

School District of Albany weighs options on 1922 building ALBANY HIGH SCHOOL LIBRARIAN, TECHNOLOGY INTEGRATOR, AND WEBMASTER

The history of the village of Albany is rich and storied, as we see every year with the Yesteryears Celebration.

When walking or driving through Albany, one can see the old-timey charm mixed in with modern developments, as many of the town’s buildings were built in the 19th and 20th centuries. Time has worn character into these structures.

However, with time comes maintenance, modern advances, and new baseline standards for building codes and safety regulations. The School District of Albany is faced with a difficult decision: repair the historic 1922 building, or demolish the building, which would mean rebuilding or relocating the Albany Community Center.

One historic Albany building many citizens know well is the 1922 wing of the Albany School. Erected in 1923, this portion of the building originally served as a dedicated high school for the town. According to the Yesteryears – The History of Albany, “The new building had three classrooms, (later, four), a main room and a gymnasium.”

This building served as the high school until the recent 1996 addition became the primary location for Middle and High School classes.

The 1922 building now houses the Albany Community Center, as well as the Health classroom, Occupational Therapy room, and Physical Therapy room.

As noted in the Yesteryears, “Progress from the Stone Schoolhouse with one teacher to the [current] spreading campus on the hill … is not only a dramatic example of the growth of education in Albany but also a tribute to its citizens’ dedication to the future of their children.

“The school system has grown because the people have taken an active interest in every facet of its development.”

This community interest in the school buildings, climate, and culture has continued to grow until the present day, when we are faced when a new dilemma: maintenance of the oldest school building in Albany that has not been torn down or converted into a new residence.

In the 94 years since the 1922 building was erected, many industry building standards have changed, and natural wear has begun to show in the building’s structure.

This past year, Jim Briggs, head of maintenance and grounds, has worked tirelessly to gather information about what the 1922 building needs in order to be brought closer to modern standards, and the cost of these updates and upgrades.

These improvements include repairs to the roof, upgraded windows, updated wiring, and structural modifications including brick and mortar work, as well as handicap accessible accommodations.

To start, the windows in the 1922 building are an older style single-pane window, and these styles of windows are not energy efficient.

According to Briggs, “We have to keep the furnace running all day to keep the building 60 degrees during the winter months,” as the windows allow heat to escape into the cold Wisconsin outdoors.

The inefficiency of the windows, combined with other structural inefficiencies, have caused 1922 building utilities to soar to unreasonable and unsustainable rates. The window upgrade is estimated to cost $225,000.

The electrical box breakers in the 1922 building are aged and are recommended for replacement, to keep up with current industry standards.

The cost for this upgrade is estimated to be $40,000. Other interior concerns include the fire alarms, which are currently operating independent from the rest of the building. New fire alarms need to be installed that function with the master system.

This means that, in the event of a

fire in the 1922 building, the rest of the building’s alarms would be operational as well, and thus, the spread of the fire would be minimized by the systems in different wings of the building working in tandem. The estimated cost of the fire alarm upgrade is $17,000.

Another major structural defect is the roof of the 1922 building and the 1982 addition.

The roof of the 1922 building is waterlogged and needs a total replacement. The District is faced with two choices: do extensive repairs on the flat roof, or install a metal roofing system.

The flat roof repair option would be a temporary fix, as the roof would, at best, have a 15-year lifespan. Metal roofs, on average, last longer, but have a larger upfront cost, and would have to include structural framing.

The roof situation of the 1922 building affects the 1982 addition, which houses the adjacent Agriculture, Technology Education, Vocal/ General Music, and Band classrooms. This addition is also in need of an upgrade, as this section of the building directly connects to the 1922 building. Thus, the District would need a uniform plan for both roof systems.

In the event the community feels it best to demolish the 1922 building, it would be a vital cost-saving measure to know the roofing plan ahead of time; the District does not want to invest in a high-quality roof on a building that is going to be torn down shortly thereafter.

The cost to repair the flat roof on the 1922 building roof to a 15-year system is estimated to be $35,000.

Metal roofing estimates are pending.

Furthermore, the exterior walls of the 1922 building are in dire need of repair. The brick-and-mortar structure of the building is susceptible to wear over time, despite constant maintenance; the mortar has been falling apart, allowing water to leak from the exterior to the interior of the building.

From the numerous animals, to the carnival, and every unique exhibit in between, the Rock County 4-H Fair allows visitors one special week a year to experience the many projects and learn from the county’s youth. The Rock County 4-H Fair is constantly evolving: showcasing amazing entertainment on the main stage and a variety of activities for the whole family to enjoy year after year.

— Fair History — In 1920, four county-wide 4-H clubs were formed as corn, dairy calf, sheep and baby beef clubs. In 1928, the 4-H club movement was the largest in the State of Wisconsin. Township clubs were formed with over 700 (rural only) boys and girls. In 1930, the Rock County 4-H Fair was established on part of what is now the present fairgrounds site. The Rock County 4-H Fair was the first 4-H Fair in the United States and remains the largest youth fair to this day. The Rock County 4-H Fair is a non-profit association. The Board of Directors consists of four officers and 9 directors. Three new directors are elected each year by the membership for a three year term. The Board of Directors are responsible for the operation of the Rock County 4-H Fair. The association

has two year-round employees, one full time and one part time. The fairgrounds is owned, operated and maintained by the County of Rock. The Fair Association is given use of the grounds for the month of July each year for the purpose of operating a youth fair. Mission Statement Our Mission is to provide learning and leadership opportunities for the youth of Rock County.

2017 Reflections on summers at the Rock County Fair

I spent 11 summers of my youth at the Rock County 4-H Fair, and even though it was a hectic, sweaty and, often times, dull affair, I was right back in the barns the following summer.

Preparations were chaotic and hot, but the fair itself was a blast. Even barn duty was fun. Barn duty is a gentle euphemism for grabbing the pitchfork for a half-day shift and pitching out manure.

It started right after school got out. We would hook up the trailer and drive out to a small farm run by my dairy farmer father’s herd veterinarian. The vet raised a small herd of crossbreed lambs, and for $40 you could take one home.

I will always remember picking up the lambs as a sweet experience. The vet brimmed with good nature and banter, the farmette evoked an idyllic scene of rural living, and the lambs were so damn cute it was impossible not get stuck on them.

But adorable lambs grow quick, and become less adorable sheep. And the vet, when I saw him at the farm, wouldn’t tell jokes – instead, he quizzed me about the sheep’s progress, frowning when I gave an unserious or disappointing answer. Also, my backyard did not seem like any kind of rural idyll to me, ungrateful little brat that I was.

Do not miss bull riding, barrel racing Sunday

When I first began as an exhibitor at the Fair, I was allowed to show a bunny, and nothing larger. I considered 4-Hers with livestock projects to be the ultimate, authentic cool people.

They did chores, posed for photographs alongside their animal, and they hung out in the barns, playing cards and talking to girls.

I learned, one grueling lesson after the next, that raising an animal for the fair had little or nothing to do with card games, or girls, or being cool. Chores, yes.

I have a specific memory of when the shape of this obligation really began to take shape. My neighbor called one summer morning with an invitation to the beach. I declined, and told him I had to walk my sheep.

This was the funniest thing he had ever heard. He fell into conniptions of laughter and incredulous questions.

“Why do you walk a sheep?” he would roar.

“How are you gonna walk a sheep?”

His mockery would echo in my ears as I tugged my crossbred down the short little avenue for the eighth time that afternoon.

Raising an animal for the fair was tedious and frustrating. I tried pigs, dairy cattle, even a Holstein steer a couple years. Not an easy project to be found. Instead, I learned impromptu

Jo Dee Messina, a seasoned veteran in the music industry, will perform at the Rock County 4-H Fair on Friday, July 26, following opening act Joe Diffie at 8 p.m.

Messina is always evolving and reintroducing herself and her sound as she gains new experiences in life.

Joe Diffie to open for Jo Dee Messina on Wednesday Country singer Joe Diffie will be the opening act for Jo Dee Messina on Wednesday, July 26 on the Rock County 4-H Fair grandstand stage.

With the recent release of Jason Aldean’s hit “1994” that name-checked many of Joe Diffie’s 12 Number One hits, the legendary singer found himself squarely back in the hearts and minds of country fans.

The multi-platinum-selling artist has never slowed down – writing, touring and recording a myriad of projects including his critically acclaimed 2010 bluegrass album “Homecoming,” and his upcoming ”Country Unplugged” acoustic tour with fellow hit makers Mark Chesnutt and Lorrie Morgan.

The video for his most recent single “Girl Ridin’ Shotgun,” which features cameo appearances from such superstars as Blake Shelton, Brad Paisley, Toby Keith, Lee Brice, Tim McGraw, and Keith Urban has amassed well over 7 million views on Youtube.

Craig Campbell to headline Friday night

Country singer Craig Campbell will perform in the Rock County 4-H Fair grandstands at 8 p.m. on Friday, July 28.

Craig Campbell has never taken a backseat to anything.

He’s certainly never taken a backseat in his career as one of Country’s brightest rising stars who launched onto the Country music scene in 2011 and continues to exist in a perfect sweet spot between tradition and modernity.

That doesn’t mean the road to five consecutive charted hits and over a half million downloads has always been easy. There have been bumps along the way for the Georgia-born artist, on his path from the small town of Lyons to Nashville’s Music Row. The Rock County 4-H Fair will welcome The Nitty Gritty Dirt Band at 8 p.m. on Saturday, July 29.

The Nitty Gritty Dirt Band is an American country rock band that has existed in various forms since its founding in Long Beach, California in 1966. The group’s membership has had at least a dozen changes over the years, including a period from 1976 to 1981 when the band performed and recorded as the Dirt Band.

Constant members since the early times are singerguitarist Jeff Hanna and drummer Jimmie Fadden.

Multi-instrumentalist John McEuen was with the band from 1966 to 1986 and returned during 2001. Keyboardist Bob Carpenter joined the band in 1977. The band is often cited as instrumental to the progression of contemporary country and roots music.

The band’s successes include a cover version of Jerry

Jeff Walker’s “Mr. Bojangles”. Albums include 1972’s Will the Circle be Unbroken, featuring such traditional country artNitty Gritty Dirt Band ists as Mother Maybelle Carter, Earl Scruggs, Roy Acuff, Doc Watson, Merle Travis, and Jimmy Martin.

A follow-up album based on the same concept, Will the Circle Be Unbroken: Volume Two was released in 1989, was certified gold, won two Grammy Awards and was named Album of the Year at the Country Music Association Awards.

Green County Fairest offers introduction Gruezi! My name is Rachel Gilson and I am the 2017 Green County Fairest of the Fair. My parents are Robert and Cindy Gilson.

I am a senior this year at the University of Wisconsin- Platteville, where I will graduate in December with a major in dairy science and a minor in agribusiness. On campus, I am a very active member of the Pioneer Dairy Club and Pioneer National Agri-Marketing Association (NAMA.) I grew up on my family’s 70-acre

farm just west of New Glarus, where my dad, brother and I currently raise registered and grade Holstein calves and heifers, and grow corn, soybeans and hay.

Growing up, I was also an active member of many other organizations, such as the York 4-H club, Green County Junior Holsteins and FFA. Through 4-H, I showed Holstein and Brown Swiss dairy cattle, Holstein dairy steers, rabbits, and made many other projects that I entered in the

Being involved in the Green County fair, whether it was through showing or its activities, has been something that I look forward to every summer. It is a place where I have met many great friends, learned new things, educated others about agriculture, and had a fun time.

My many years as an exhibitor at the fair have driven me to run for the Fairest of the Fair program, and continue to educate others about agriculture and what it entails.

Finally, I would like to thank the sponsor of this great program, Mahlkuch Electric, and my family in helping me to run for this wonderful position.

Juda-Albany softball wraps a bow on State Championship season

The Juda-Albany softball team and its supporters gathered at the Juda Community Center last Tuesday, July 12, to reminisce and celebrate a 2017 WIAA Division 4 State title at the yearend banquet.

The sight of the tying run breaking from second base, and third baseman Sayde McDermott fielding a chopper then firing a strike across the diamond to first baseman Sara Jordan to secure the title is a vivid image of the Panthers’ crowning accomplishment.

The ensuing celebration, as pitcher Nicki Becker threw her glove up in the air and slammed her face mask down, and players and coaches hugged each other, tears streaming, along the thirdbase line was a powerful sight that will go down in program history.

One highlight of this amazing night was the junior varsity and varsity players receiving medals to commemorate the Conference Championship.

Perhaps the most touching moment of the night came when coach Bill Davis brought up the five seniors, and an emotional Davis spoke about the group.

Coach Davis then gave each senior a home plate-shaped image depicting the seniors and the coach.

The seniors then surprised Coach Davis with a framed portrait and hand-written card. Jordan became overwhelmed with emotion as she read the card.

Senior Chelsea Burkhalter finished reading the heartfelt card in one of the most memorable moments of the night. After the hugs and the cards came the hardware.

Nicki Becker Junior pitcher Nicki Becker was a no-doubt first-team All-Conference selection after an exceptional pitching season. She tallied a record of 26-1, with an impossible 0.86 ERA for the season.

Becker was named the Wisconsin Fastpitch Softball Coaches Association Division 4 Player of the Year.

She was also named Six Rivers East Pitcher of the Year. Becker took home two team awards, the Most Valuable Player and Co-Defensive Player of the Year.

In State Tournament appearances, Becker positively shone, going 2-0 in 14 innings while scattering 10 hits, two walks and three earned runs over two starts. She fanned 16 batters in those two appearances.

Becker’s offensive numbers spiked significantly in 2017, hitting for a .543 batting average while slamming three home runs and 37 RBIs. Her .738 slug-

ging percentage led the team.

Alexis Goecks Senior Alexis Goecks was named to first team All-Conference, and was named the Six Rivers East Player of the Year. She was also selected as a member of the 2017 Wisconsin Fastpitch Softball Coaches Association Senior All-Star teams.

Goecks received the Offensive Player of the Year team award.

In two State Tournament games,

Goecks went 4-7, scoring three runs and knocking in another. She was a potent leadoff hitter, fueling several monster innings for the Panthers.

She batted an impressive .491, and reached base at a .535 clip. She belted a team-high 52 hits, scored 42 runs, and hit 10 doubles. She worked deep counts, laid down well-executed bunts and almost always had quality at-bats.

Goecks played stellar defense at shortstop, displaying excellent range

while committing just two errors.

Sara Jordan Senior Sara Jordan was named to the first team All-Conference, and also garnered All-District Honorable Mention honors. Jordan was also chosen as a member of the 2017 WFSCA Senior All-Star teams.

PROCEEDINGS OF THE GREEN COUNTY BOARD OF SUPERVISORS July 11, 2017 Arthur Carter, Chair, called the meeting to order.

The Clerk read the roll with 28 present and 3 absent being Maresch, Stettler and Williams.

The Board recited the Pledge of Allegiance.

Motion by Everson, seconded by Roth to approve the minutes of the June 13, 2017 meeting. Motion carried by a unanimous voice vote.

Motion by Francois, seconded by Torkelson to follow the Highway Committee’s recommendation to hire Chris Narveson as Highway Commissioner for a two year term to begin August 1, 2017 and at a salary grade 19, step 4. Motion carried by a unanimous voice vote.

Green County Library Board presentation was removed from the agenda at their request.

Troy Maggied, Southwestern Wisconsin Regional Planning Commission Executive Director gave a presentation about the commission’s work in and for Green County.

RESOLUTION 7-1-17 Resolution Awarding Landfill Contracts in Excess of $75,000 WHEREAS, County Code Section 1-11-2, entitled COUNTY PURCHASES AND CONTRACTS, provides for review, approval and execution of all county contracts and purchases necessary to carry out approved budget operations; and WHEREAS, Section 1-11-2(A)(4) states: Cost or price in excess of seventy-five thousand dollars ($75,000.00), recommendation by the appropriate department head and the supervisory committee to the full County Board and approval by the full Board before the purchase is made. RESOLUTION 7-2-17 Resolution Supporting a Nonpartisan Process for Redistricting in Wisconsin WHEREAS, currently under the state constitution, the legislature is directed to redistrict legislative districts according to the number of inhabitants at its next session following the decennial federal census by the majority party; and at the same intervals, the legislature also reapportions congressional districts pursuant to federal law; and WHEREAS, legislative and congressional redistricting plans enacted pursuant to this procedure are used to elect members of the legislature and members of Congress in the fall of the second year following the year of the census; and WHEREAS, historically legislative and congressional plans in Wisconsin have been subject to partisan influence that put the desires of politicians ahead of the electoral prerogative of the people; and WHEREAS, the 2011 process to draw the maps and fight litigation contesting those maps cost taxpayers nearly $1.9 million; and WHEREAS, a panel of federal district court judges has ruled that the redistricting that was done in Wisconsin in 2011 was unconstitutional; and WHEREAS, redistricting to achieve partisan gains is improper, whether it is done by Republicans or Democrats.

NOW, THEREFORE, BE IT RESOLVED that the Green County Board of Supervisors, in legal session assembled, that the Green County Board of Supervisors insists upon the creation of a nonpartisan procedure for the preparation of legislative and congressional redistricting plans; and BE IT FURTHER RESOLVED, that the process promotes more accountability and transparency and prohibits the consideration of voting patterns, party information, and incumbents’ residence information or demographic information in drawing the maps, except as necessary to ensure minority participation as required by the U.S. Constitution; and BE IT FURTHER RESOLVED, that the County Clerk is directed to send a copy of this resolution to the Governor of the State of Wisconsin, the Wisconsin Counties Association, the Wisconsin Towns Association, the Wisconsin League of Municipalities, and area members of the state legislature.

fund of the County or to fund the operating expenses of any special revenue fund of the County that is supported by the property taxes; WHEREAS, pursuant to the Set Sale Resolution, the County has directed PFM Financial Advisors LLC (“PFM”) to take the steps necessary to sell the Bonds to pay the cost of the Project; WHEREAS, PFM, in consultation with the officials of the County, prepared an Official Notice of Sale(a copy of which is attached hereto as Exhibit A and incorporated herein by this reference) setting forth the details of and the bid requirements for the Bonds and indicating that the Bonds would be offered for public sale on July 11, 2017; WHEREAS, the County Clerk (in consultation with PFM) caused a form of notice of the sale to be published and/or announced and caused the Official Notice of Sale to be distributed to potential bidders offering the Bonds for public sale on July 11, 2017; WHEREAS, the County has duly received bids for the Bonds as described on the Bid Tabulation attached hereto as Exhibit B and incorporated herein by this reference (the “Bid Tabulation”); and WHEREAS, it has been determined that the bid proposal (the “Proposal”) submitted by the financial institution listed first on the Bid Tabulation fully complies with the bid requirements set forth in the Official Notice of Sale and is deemed to be the most advantageous to the County. PFM has recommended that the County accept the Proposal. A copy of said Proposal submitted by such institution (the “Purchaser”) is attached hereto as Exhibit C and incorporated herein by this reference.

NOW, THEREFORE, BE IT RESOLVED by the County Board of Supervisors of the County that: Section 1. Ratification of the Official Notice of Sale and Offering Materials. The County Board of Supervisors of the County hereby ratifies and approves the details of the Bonds set forth in Exhibit A attached hereto as and for the details of the Bonds. The Official Notice of Sale of the County and any other offering materials prepared and circulated by PFM are hereby ratified and approved in all respects. All actions taken by officers of the County and PFM in connection with the preparation and distribution of the Official Notice of Sale, and any other offering materials are hereby ratified and approved in all respects.

Section 1A. Authorization and Award of the Bonds. For the purpose of paying the cost of the Project, there shall be borrowed pursuant to Section 67.04, Wisconsin Statutes, the principal sum of NINE MILLION FIVE HUNDRED THOUSAND DOLLARS ($9,500,000) from the Purchaser in accordance with the terms and conditions of the Proposal. The Proposal of the Purchaser offering to purchase the Bonds for the sum set forth on the Proposal (as modified on the Bid Tabulation and reflected in the Pricing Summary referenced below and incorporated herein), plus accrued interest to the date of delivery, resulting in a true interest cost as set forth on the Proposal is hereby accepted. The Chairperson and County Clerk or other appropriate officers of the County are authorized and directed to execute an acceptance of the Proposal on behalf of the County. The good faith deposit of the Purchaser shall be retained by the County Treasurer and applied in accordance with the Official Notice of Sale, and any good faith deposits submitted by unsuccessful bidders shall be promptly returned. The Bonds shall bear interest at the rates set forth on the Proposal.

Section 2. Terms of the Bonds. The Bonds shall be designated “General Obligation Building Bonds, Series 2017”; shall be issued in the aggregate principal amount of $9,500,000; shall be dated their date of issuance; shall be in the denomination of $5,000 or any integral multiple thereof; shall be numbered R-1 and upward; and shall bear interest at the rates per annum and mature on December 1 of each year, in the years and principal amounts as set forth on the Pricing Summary attached hereto as Exhibit D-1 and incorporated herein by this reference. Interest shall be payable semi-annually on June 1 and December 1 of each year commencing on June 1, 2018. Interest shall be computed upon the basis of a 360-day year of twelve 30-day months and will be rounded pursuant to the rules of the Municipal Securities Rulemaking Board. The schedule of principal and interest payments due on the Bonds is set forth on the Debt Service Schedule attached hereto as Exhibit D-2 and incorporated herein by this reference (the “Schedule”).

Section 3. Redemption Provisions. The Bonds maturing on December 1, 2028 and thereafter shall be subject to redemption prior to maturity, at the option of the County, on December 1, 2027 or on any date thereafter. Said Bonds shall be redeemable as a whole or in part, and if in part, from maturities selected by the County and within each maturity, by lot, at the principal amount thereof, plus accrued interest to the date of redemption.

Section 4. Form of the Bonds. The Bonds shall be issued in registered form and shall be executed and delivered in substantially the form attached hereto as Exhibit E and incorporated herein by this reference.

Section 5. Tax Provisions.

(A) Direct Annual Irrepealable Tax Levy. For the purpose of paying the principal of and interest on the Bonds as the same becomes due, the full faith, credit and resources of the County are hereby irrevocably pledged, and there is hereby levied upon all of the taxable property of the County a direct annual irrepealable tax in the years 2017 through 2035 for payments due in the years 2018 through 2036 in the amounts set forth on the Schedule.

(B) Tax Collection. So long as any part of the principal of or interest on the Bonds remains unpaid, the County shall be and continue without power to repeal such levy or obstruct the collection of said tax until all such payments have been made or provided for. After the issuance of the Bonds, said tax shall be, from year to year, carried onto the tax roll of the County and collected in addition to all other taxes and in the same manner and at the same time as other taxes of the County for said years are collected, except that the amount of tax carried onto the tax roll may be reduced in any year by the amount of any surplus money in the Debt Service Fund Account created below.

(C) Additional Funds. If at any time there shall be on hand insufficient funds from the aforesaid tax levy to meet principal and/or interest payments on said Bonds when due, the requisite amounts shall be paid from other funds of the County then available, which sums shall be replaced upon the collection of the taxes herein levied.

Section 6. Segregated Debt Service Fund Account.

(A) Creation and Deposits. There be and there hereby is established in the treasury of the County, if one has not already been created, a debt service fund, separate and distinct from every other fund, which shall be maintained in accordance with generally accepted accounting principles. Debt service or sinking funds established for obligations previously issued by the County may be considered as separate and distinct accounts within the debt service fund.

Within the debt service fund, there hereby is established a separate and distinct account designated as the “Debt Service Fund Account for $9,500,000 General Obligation Building Bonds, Series 2017” (the “Debt Service Fund Account”) and such account shall be maintained until the indebtedness evidenced by the Bonds is fully paid or otherwise extinguished. The County Treasurer shall deposit in the Debt Service Fund Account (i) all accrued interest received by the County at the time of delivery of and payment for the Bonds; (ii) any premium which may be received by the County above the par value of the Bonds and accrued interest thereon; (iii) all money raised by the taxes herein levied and any amounts appropriated for the specific purpose of meeting principal of and interest on the Bonds when due; (iv) such other sums as may be necessary at any time to pay principal of and interest on the Bonds when due; (v) surplus monies in the Borrowed Money Fund as specified below; and (vi) such further deposits as may be required by Section 67.11, Wisconsin Statutes.

(B) Use and Investment. No money shall be withdrawn from the Debt Service Fund Account and appropriated for any purpose other than the payment of principal of and interest on the Bonds until all such principal and interest has been paid in full and the Bonds canceled; provided (i) the funds to provide for each payment of principal of and interest on the Bonds prior to the scheduled receipt of taxes from the next succeeding tax collection may be invested in direct obligations of the United States of America maturing in time to make such payments when they are due or in other investments permitted by law; and (ii) any funds over and above the amount of such principal and interest payments on the Bonds may be used to reduce the next succeeding tax levy, or may, at the option of the County, be invested by purchasing the Bonds as permitted by and subject to Section 67.11(2)(a), Wisconsin Statutes, or in permitted municipal investments under the pertinent provisions of the Wisconsin Statutes (“Permitted Investments”), which investments shall continue to be a part of the Debt Service Fund Account. Any investment of the Debt Service Fund Account shall at all times conform with the provisions of the Internal Revenue Code of 1986, as amended (the “Code”) and any applicable Treasury Regulations (the “Regulations”).

(C) Remaining Monies. When all of the Bonds have been paid in full and canceled, and all Permitted Investments disposed of, any money remaining in the Debt Service Fund Account shall be transferred and deposited in the general fund of the County, unless the County Board of Supervisors directs otherwise.

Section 7. Proceeds of the Bonds; Segregated Borrowed Money Fund. The proceeds of the Bonds (the “Bond Proceeds”) (other than any premium and accrued interest which must be paid at the time of the delivery of the Bonds into the Debt Service Fund Account created above) shall be deposited into a special fund separate and distinct from all other funds of the County and disbursed solely for the purpose or purposes for which borrowed or for the payment of the principal of and the interest on the Bonds. In no event shall monies in the Borrowed Money Fund be used to fund operating expenses of the general fund of the County or of any special revenue fund of the County that is supported by property taxes. Monies in the Borrowed Money Fund may be temporarily invested in Permitted Investments. Any monies, including any income from Permitted Investments, remaining in the Borrowed Money Fund after the purpose or purposes for which the Bonds have been issued have been accomplished, and, at any time, any monies as are not needed and which obviously thereafter cannot be needed for such purpose(s) shall be deposited in the Debt Service Fund Account.

Section 8. No Arbitrage. All investments made pursuant to this Resolution shall be Permitted Investments, but no such investment shall be made in such a manner as would cause the Bonds to be “arbitrage bonds” within the meaning of Section 148 of the Code or the Regulations and an officer of the County, charged with the responsibility for issuing the Bonds, shall certify as to facts, estimates, circumstances and reasonable expectations in existence on the date of delivery of the Bonds to the Purchaser which will permit the conclusion that the Bonds are not “arbitrage bonds,” within the meaning of the Code or Regulations.

Proceedings of The Green County Board of Supervisors (Continued) Section 9. Compliance with Federal Tax Laws. (a) The County represents and covenants that the projects financed by the Bonds and the ownership, management and use of the projects will not cause the Bonds to be “private activity bonds” within the meaning of Section 141 of the Code. The County further covenants that it shall comply with the provisions of the Code to the extent necessary to maintain the tax exempt status of the interest on the Bonds including, if applicable, the rebate requirements of Section 148(f) of the Code. The County further covenants that it will not take any action, omit to take any action or permit the taking or omission of any action within its control (including, without limitation, making or permitting any use of the proceeds of the Bonds) if taking, permitting or omitting to take such action would cause any of the Bonds to be an arbitrage bond or a private activity bond within the meaning of the Code or would otherwise cause interest on the Bonds to be included in the gross income of the recipients thereof for federal income tax purposes. The County Clerk or other officer of the County charged with the responsibility of issuing the Bonds shall provide an appropriate certificate of the County certifying that the County can and covenanting that it will comply with the provisions of the Code and Regulations. (b) The County also covenants to use its best efforts to meet the requirements and restrictions of any different or additional federal legislation which may be made applicable to the Bonds provided that in meeting such requirements the County will do so only to the extent consistent with the proceedings authorizing the Bonds and the laws of the State of Wisconsin and to the extent that there is a reasonable period of time in which to comply.

Section 10. Designation as Qualified Tax Exempt Obligations. The Bonds are hereby designated as “qualified tax exempt obligations” for purposes of Section 265 of the Code, relating to the ability of financial institutions to deduct from income for federal income tax purposes, interest expense that is allocable to carrying and acquiring tax exempt obligations.

Section 11. Execution of the Bonds; Closing; Professional Services. The Bonds shall be issued in printed form, executed on behalf of the County by the manual or facsimile signatures of the Chairperson and County Clerk, authenticated, if required, by the Fiscal Agent (defined below), sealed with its official or corporate seal, if any, or a facsimile thereof, and delivered to the Purchaser upon payment to the County of the purchase price thereof, plus accrued interest to the date of delivery (the “Closing”). The facsimile signature of either of the officers executing the Bonds may be imprinted on the Bonds in lieu of the manual signature of the officer but, unless the County has contracted with a fiscal agent to authenticate the Bonds, at least one of the signatures appearing on each Bond shall be a manual signature. In the event that either of the officers whose signatures appear on the Bonds shall cease to be such officers before the Closing, such signatures shall, nevertheless, be valid and sufficient for all purposes to the same extent as if they had remained in office until the Closing. The aforesaid officers are hereby authorized and directed to do all acts and execute and deliver the Bonds and all such documents, certificates and acknowledgements as may be necessary and convenient to effectuate the Closing. The County hereby authorizes the officers and agents of the County to enter into, on its behalf, agreements and contracts in conjunction with the Bonds, including but not limited to agreements and contracts for legal, trust, fiscal agency, disclosure and continuing disclosure, and rebate calculation services. Any such contract heretofore entered into in conjunction with the issuance of the Bonds is hereby ratified and approved in all respects.

Section 12. Payment of the Bonds; Fiscal Agent. The principal of and interest on the Bonds shall be paid by the County Clerk or County Treasurer (the “Fiscal Agent”).

Section 13. Persons Treated as Owners; Transfer of Bonds. The County shall cause books for the registration and for the transfer of the Bonds to be kept by the Fiscal Agent. The person in whose name any Bond shall be registered shall be deemed and regarded as the absolute owner thereof for all purposes and payment of either principal or interest on any Bond shall be made only to the registered owner thereof. All such payments shall be valid and effectual to satisfy and discharge the liability upon such Bond to the extent of the sum or sums so paid.

Any Bond may be transferred by the registered owner thereof by surrender of the Bond at the office of the Fiscal Agent, duly endorsed for the transfer or accompanied by an assignment duly executed by the registered owner or his attorney duly authorized in writing. Upon such transfer, the Chairperson and County Clerk shall execute and deliver in the name of the transferee or transferees a new Bond or Bonds of a like aggregate principal amount, series and maturity and the Fiscal Agent shall record the name of each transferee in the registration book. No registration shall be made to bearer. The Fiscal Agent shall cancel any Bond surrendered for transfer.

The County shall cooperate in any such transfer, and the Chairperson and County Clerk are authorized to execute any new Bond or Bonds necessary to effect any such transfer.

Section 14. Record Date. The 15th day of the calendar month next preceding each interest payment date shall be the record date for the Bonds (the “Record Date”). Payment of interest on the Bonds on any interest payment date shall be made to the registered owners of the Bonds as they appear on the registration book of the County at the close of business on the Record Date.

Section 15. Utilization of The Depository Trust Company Book-Entry-Only System. In order to make the Bonds eligible for the services provided by The Depository Trust Company, New York, New York (“DTC”), the County agrees to the applicable provisions set forth in the Blanket Issuer Letter of Representations, which the County Clerk or other authorized representative of the County is authorized and directed to execute and deliver to DTC on behalf of the County to the extent an effective Blanket Issuer Letter of Representations is not presently on file in the County Clerk’s office.

Section 16. Official Statement. The County Board of Supervisors hereby approves the Preliminary Official Statement with respect to the Bonds and deems the Preliminary Official Statement as “final” as of its date for purposes of SEC Rule 15c2-12 promulgated by the Securities and Exchange Commission pursuant to the Securities and Exchange Act of 1934 (the “Rule”). All actions taken by officers of the County in connection with the preparation of such Preliminary Official Statement and any addenda to it or final Official Statement are hereby ratified and approved. In connection with the Closing, the appropriate County official shall certify the Preliminary Official Statement and any addenda or final Official Statement. The County Clerk shall cause copies of the Preliminary Official Statement and any addenda or final Official Statement to be distributed to the Purchaser.

Section 17. Undertaking to Provide Continuing Disclosure. The County hereby covenants and agrees, for the benefit of the owners of the Bonds, to enter into a written undertaking (the “Undertaking”) if required by the Rule to provide continuing disclosure of certain financial information and operating data and timely notices of the occurrence of certain events in accordance with the Rule. The Undertaking shall be enforceable by the owners of the Bonds or by the Purchaser on behalf of such owners (provided that the rights of the owners and the Purchaser to enforce the Undertaking shall be limited to a right to obtain specific performance of the obligations thereunder and any failure by the County to comply with the provisions of the Undertaking shall not be an event of default with respect to the Bonds).

To the extent required under the Rule, the Chairperson and County Clerk, or other officer of the County charged with the responsibility for issuing the Bonds, shall provide a Continuing Disclosure Certificate for inclusion in the transcript of proceedings, setting forth the details and terms of the County’s Undertaking.

Section 18. Record Book. The County Clerk shall provide and keep the transcript of proceedings as a separate record book (the “Record Book”) and shall record a full and correct statement of every step or proceeding had or taken in the course of authorizing and issuing the Bonds in the Record Book.

Section 19. Bond Insurance. If the Purchaser determines to obtain municipal bond insurance with respect to the Bonds, the officers of the County are authorized to take all actions necessary to obtain such municipal bond insurance. The Chairperson and County Clerk are authorized to agree to such additional provisions as the bond insurer may reasonably request and which are acceptable to the Chairperson and County Clerk including provisions regarding restrictions on investment of Bond proceeds, the payment procedure under the municipal bond insurance policy, the rights of the bond insurer in the event of default and payment of the Bonds by the bond insurer and notices to be given to the bond insurer. In addition, any reference required by the bond insurer to the municipal bond insurance policy shall be made in the form of Bond provided herein.

Section 20. Conflicting Resolutions; Severability; Effective Date. All prior resolutions, rules or other actions of the County Board of Supervisors or any parts thereof in conflict with the provisions hereof shall be, and the same are, hereby rescinded insofar as the same may so conflict. In the event that any one or more provisions hereof shall for any reason be held to be illegal or invalid, such illegality or invalidity shall not affect any other provisions hereof. The foregoing shall take effect immediately upon adoption and approval in the manner provided by law.

Hailey Kammerer The well deserved first team All-Conference honors kept rolling in as junior Hailey Kammerer received first-team recognition. Kammerer had a memorable State Tournament, going 4-for-6, with two runs scored and another driven in.

Over the season, Kammerer racked up 29 hits, carried a .382 batting average and knocked in 28 RBIs. Kammerer had a keen eye at the plate, drawing 19 bases on balls, against only 12 strikeouts. She also expertly patrolled center field, with just four errors committed all season.

Chelsea Burkhalter The fifth first-team All-Confer-

ence selection was senior right fielder Chelsea Burkhalter, who teamed with Goecks to form a deadly onetwo punch at the top of the order.

She had a slash line of .342 with 24 RBIs, with a team-leading 24 walks compared to just 11 strikeouts. She carried a .464 on-base percentage.

Sammi Detra Junior Sammi Detra was also recognized with first team All-Conference honors. Detra was a positive surprise for Coach Davis, and played a major role in the Panthers’ state title run.

Detra, who had to replace AllState catcher Jessica Crull, worked with Becker to form a solid rapport.

Detra contributed at the dish, too, hitting at a .297 clip, with 22 hits and a team-high four home runs.

Sayde McDermott Senior Sayde McDermott was recognized with Conference Honorable Mention accolades. McDermott provided a lethal middle-of-the-order bat, as she batted .393 with two home runs and 33 RBIs. She collected 35 hits, nine doubles and finished with a .597 slugging percentage.

McDermott provided protection to 3-hole hitter Sara Jordan all year, and came up with several clutch hits,

including the game-winning two-run single in the Sectional Semifinal.

Riley Adkins Senior Riley Adkins received Honorable Mention after an outstanding season. Adkins was a defensive staple for the Panthers, making several highlight reel-worthy plays while covering second base.

Adkins became an offensive threat in 2017, which lengthened the Panthers lineup. Adkins worked tirelessly to become a solid, consistent hitter, reaping the rewards in 2017. She

batted .381, belted three home runs and knocked in 23 more.

Briana Crull Sophomore Briana Crull was named JV Most Valuable Player.

Crull was a key pinch-runner for coach Davis and the Panthers in 2017.

The JV players were given certificates and coach Davis spoke about the successful season that the JV team accomplished.

privilege of covering this unforgettable season and postseason journey, I want to personally congratulate all the players, coaching staff and Head Coach Bill Davis.

I also want to thank the amazing senior class: Jordan, Adkins, Goecks, McDermott and Burkhalter who I talked with after several games, especially postseason contests, to get their thoughts. I wish them the best in college and all of their future endeavors.

WILLIAM W. SMITH William W. Smith, age 90, of Brodhead, formerly of Durand, Ill., passed away on Tuesday, July 11, 2017, at his home. A Memorial Service was held at 11 a.m., on Saturday, July 15, 2017, at the Indian Grove Country Church, Rock City, Ill. Visitation was held in the Community Room of the Durand State Bank, Durand, Ill., on Friday, July 14 from 5 to 8 p.m., with a Masonic Service at 8 p.m. The D.L. Newcomer Funeral Home, Brodhead, Wis., assisted the family.
