Dairy producers face lingering crisis, as task force gets under way FROM WFU & ON-LINE REPORTS

Gov. Scott Walker released a list of Wisconsin Dairy Task Force 2.0 members at Wisconsin Farm Technology Days last week in Wood County, according to Wisconsin Farmers Union.

Walker directed Department of Agriculture, Trade and Consumer Protection (DATCP) Secretary Sheila Harsdorf and University of Wisconsin System (UW System) Presi-

dent Ray Cross to establish the Task Force in early June, according to the WFU press release.

Officially, the task force is to come up with recommendations on how Wisconsin can act to keep the dairy state’s key industry viable and profitable.

Yet those lofty goals mask a prolonged dairy crisis that continues to erode farm numbers and crush dairy producing families across Wisconsin.

Getting goats ready

Between January and mid-April in this year alone, 150 of the state’s dairy farmers have quit milking, according to long-time business writer Rick Barrett of the Milwaukee Journal-Sentinel.

This follows loss of 500 dairy farms in 2017, and numbers are down 20 percent over the past 5 years to 7,600 dairy farms, Barrett reported in the Journal-Sentinel Reported April 13.

In far too many instances, these losses were not merely an aging dairy farm population going into retirement. Western District of Wisconsin had the highest number of Chapter 12 farm bankruptcies in the United States in 2017.

Back in 2012, Walker announced a Dairy 30x20 Program for Wisconsin, to increase the state’s milk production to 30 billion pounds of milk annually by 2020. Wisconsin’s governor and state officials then announced just 2 years ago the goal had been met 4 years early.

During the same time, however, state producers saw milk prices climb to $24 per hundred-weight in 2014, only to plunge to $15 the next year, due in part to global over-supplies of milk and huge cheese inventories.

Prices were at or below typical costs of milk production, and they have continued like that for years now.

The Wall Street Journal reported in October 2016 that dairy farmers nationally had dumped 43 million gallons of milk, often on fields and into manure lagoons and pits, in the first six months of that year.

USDA Economic Research Service forecast milk prices at $15.35 to $16.25 throughout 2018 and no better than $1 more than that through next year. Work of the Wisconsin Dairy Task Force, which will be advisory, may be too late for many more dairy farmers across the state.

Albany Lions Club is teaming up with Albany School District and inviting the community to help them “Stuff the Bus” with school supplies on Saturday, Aug. 4 from 5 to 9 p.m.

This event is being held at the Albany Lions Club building, 402 N. Cincinnati St. during the Albany Lions Club “Pig Out” dinner.

All donations are welcome. Specific lists of needed supplies are available at Dollar General, Town Bank, New Image Salon, and The General Store.

The Jug Band plays Orfordville’s Patio Farmer’s & Merchant’s Bank of Orfordville will be sponsoring The Jug Band tomorrow night, Thursday, July 19.

Jug Band members will be playing music for free to the public on The Patio downtown at 203 W. Beloit St. Music for the whole family, with favorites such as I been working on the Railroad, Clementine, and hymns – more than 100 songs – make up The Jug Band’s repertoire.

The group consists of five mem-

bers, Gary Alseth, Les Alseth, Sue Drevdahl, Angie Alseth, and Cyndy Noss.

Members of the band are all from the Orfordville area. The group has been together for 8 years, and their instruments include a guitar, three autoharps and a hammered dulcimer.

In addition to playing at Luther Valley Church Services, they have played for various senior groups and assisted living homes.

Orfordville recently remodeled

its public space known as The Patio in response to a resident survey by the Village Economic Development Committee, which prioritized upgrading Orfordville’s downtown area.

To celebrate the renovation the Farmers & Merchants Bank is sponsoring the event and encourages residents to dine at one of Orfordville’s restaurants, browse thru the shops and listen to the band. The concert is free, but there are limited seats so bring a lawn chair and enjoy.

It’s the 5th Annual Gap Church Bash this Saturday, July 21. The Craft and Vendor Show starts at 9 a.m. and goes to 3 p.m.

Citizens voice concerns, Green County zoning panel listens

Important: Green County Board’s next scheduled meeting is tentatively set for either Wednesday, Aug. 15 or on Tuesday, Aug. 21.

The partisan primary will be Tuesday Aug. 14. You can find voting information on the Green County website at www.co.green.wi.gov. Once the date of the County Board meeting has been set, it will be posted on the Green County website.

At the June meeting of the Land Use and Zoning Committee, the committee considered a request to include public comment on their agendas, something they had not allowed previously. After discussion, it passed.

Public comment proved to be popular at the July 9 meeting with upwards of 20 Green County residents in attendance to comment on various topics, from chicken coops to guns to noise violations.

During the meeting, more of the recommendations from the Livestock Facility Study Group were discussed, a Wind Energy System Siting Ordinance was discussed and it was voted to have a public hearing about it, and the committee approved the request of a county resident in Brooklyn to rezone a parcel of land; other committees will need to approve the request before it is brought before the board for a vote.

The committee also discussed

changing the zoning rules on small lots (defined as one to six acres) for the placement of chicken coops, or buildings that house fowl. It is currently 100 feet from the property line; after much discussion, the committee is now proposing 50 feet from the property line.

The next Land Use and Zoning Committee meeting Monday, Aug. 13 in the second floor conference room of the historic courthouse building on the square in Monroe. The meeting notice and agenda will be posted on the Green County website.

Other committees, such as Land and Water Conservation and the Health Department, are discussing the Livestock Facility Study Group recommendations, too. Permitting and fees, operations ordinances, and manure storage were discussed at the last Land and Water Conservation Committee meeting July 12.

As headway is being made with the recommendations, follow the progress on the Green County University of Wisconsin - Extension website at www.green.uwex.edu. All committee and board meetings are open to the public.

Green County Board of Supervisors meeting cancelled

Green County Board of Supervisors’ regularly scheduled meeting was cancelled this month due to a dearth of business items that required a vote board.

Due to preparation requirements for pending elections and the consolidation of the county budget, our next meeting will be later in the month of August than normally scheduled at a time yet to be determined.

When I receive the August agenda from the Green County Clerk, I will

try to write a synopsis of its contents in a newspaper column. In that way, the constituents of Green County can respond with their thoughts on the agenda items pertinent to their interest before the supervisors put these items to a vote.

Have you often thought about growing your own ingredients to make beer?

Would you like to hear about the different items that can be used to flavor beer?

If you have an interest in learning about beer ingredients, you may want to join this upcoming tour.

Green County Master Gardeners will be holding their monthly tour on Thursday, July 26, at 6:30 p.m. at Cheese City Beer Growing Fields, located at N1671 Honey Creek Road, Monroe.

Jeremy and Paul Beach will be our hosts and show us how they grow all of the ingredients they use to produce Cheese City Beer on their farm.

We will tour their hop yard, which has seven different hop varieties used in the beer making process; learn about their two-row barley; and see barley that is pressed into malt.

After seeing the initial beer ingredients, they will teach us about the flavoring products they are growing, including four varieties of grapes, blackberries, hazelnuts, high bush cranberries, Herbin Pears and several others.

Anyone interested in horticulture and gardening is welcome to join the tour or join the association. You do not have to be a Master Gardener to be a member.

Crop producers who file accurate and timely reports for all crops and land uses, including failed acreage, can prevent the potential loss of Farm Service Agency program benefits, according to FSA Executive Director Michael Olson of Rock County.

“In order to comply with FSA program eligibility requirements, all producers are encouraged to visit the Rock County FSA office to file an accurate crop certification report by the applicable deadline,” said Olson in a USDA FSA press release last week.

The following acreage reporting dates are applicable for Rock County: All spring seeded crops; including dry edible beans, dark and light red kidney beans, forage seeding, and all CRP acreage were to have been reported by this past Monday, July 16.

Aug. 15: Processing snap beans, cabbage Oct. 1: Value-loss and controlled environment crops (except nursery) Nov. 15: Perennial forage, fall mint, fall-seeded small grains, pasture, rangeland, and forage The following exceptions apply to the above acreage reporting dates: • If the crop has not been planted by the above acreage reporting date, then the acreage must be reported no later than 15 calendar days after planting is completed.

• If a producer acquires additional acreage after the above acreage reporting date, the acreage must be reported no later than 30 calendars days after purchase or acquiring the lease. Appropriate documentation must be provided to the county office.

• If a perennial forage crop is reported with the intended use of “cover only,” “green manure,” “left standing” or “seed,” then the acreage had to have been reported by July 15.

Producers should also report crop acreage they intended to plant, but due to natural disaster, were prevented from planting. Prevented planting acreage must be reported on form CCC-576, Notice of Loss, no later than 15 calendar days after the final planting date as established by FSA and the Risk Management Agency (RMA).

According to CED Olson, Noninsured Crop Disaster Assistance Program (NAP) policy holders should note that the acreage reporting date for NAP-covered crops is the earlier of the dates listed above or 15 calendar days before grazing or harvesting of the crop begins.

Juda classmate honors Natalee Baum memory

Life is short, but for some others it is even shorter.

Tragedy struck the Juda community when one student from Juda High School passed away earlier this year from a fatal stroke.

This stroke that took Natalee Baum’s life was the result of an undiagnosed condition called Moyamoya.

This tragedy was a surprise to all of us, especially the family of Natalee.

Natalee was a great friend, classmate, athlete, singer, and especially a great daughter to her parents. It has been 3 months since she has passed away, but it gets harder to realize that she is gone every day. This is remembering Natalee Louise Baum.

Spring break is one of the few breaks of school that students look forward to having. But not this year because the tragedy of Natalee having the stroke happened two days before spring break even started. It was March 26, a normal school day.

All I remember from that day was flex hour (it’s kind of like homeroom, but at the end of the day). The

reason I only remember that part of the day is because it was the last time I saw Natalee alive. Natalee, some other kids and I were in Mr. Anderson’s room (our brainy math teacher) trying to figure out a small, 3d printed, cube-like puzzle (no not a Rubik’s cube).

Due to the bell ringing Natalee didn’t finish the puzzle. Remembering this though is helping me realize something. I’ve realized that remembering the little things helps put together a bigger memory like a puzzle.

With all of these memories, remembering Natalee becomes so much easier.

Remembering Natalee helps me grieve, and it helps others as well. I remember Natalee and I doing solo and ensemble together, running cross-country together, and just her being in our class.

Natalee was strong, and now she is even stronger Always make good memories with the people around you because life is short. Unfortunately for dear Natalee, it was shorter.

Parkview schools get $61,783 safety grant Attorney General Brad Schimel presented Parkview School Superintendent Steve Lutzke and Building and Grounds Director Jeff Lund with a $61,783 grant to improve student and staff safety on Monday, July 9.

The grant program had multiple criteria regarding what could be requested.

With the grant dollars, Parkview will purchase and install a new intercom system at Parkview Elementary School.

The grant money will allow the school district to install new SSI Guardian Safelock Instant Lockdown Deadbolt Locks on all classroom doors at the elementary and Parkview Junior High/High School.

The district will install instant response buttons for the reception desks at both schools and at the district office to make immediate emergency calls to 911.

The grant will also pay for shatter resistant film on en-

try door glass at both schools. It will provide three hours of Adverse Childhood Experience (ACES) training for all full-time Parkview employees.

The district plans to install all equipment before school starts in the 2018-2019 term.

Schimel announced the award to Parkview last week in a list of 40 schools and school districts that have been awarded the second round of grants through the Wisconsin Department of Justice School Safety Grant program.

The department’s Office of School Safety administers the awards. Combined, the 40 schools and school districts will receive $2,895,658. Schools will spend the money on building safety improvements, as well as training for faculty and staff. More grants will be awarded soon. A list of all 735 schools and school districts that have requested grant funds is available on the DOJ website.

Today, 56 state humanities councils exist in the 50 states, three territories, two commonwealths, and the District of Columbia.

The state affiliates were founded to foster local and statewide public humanities programs and to help state residents use the tools of the humanities to thoughtfully discuss current public policy issues.

Like its sister councils, the WHC is a nonprofit, nonpartisan organization governed by a volunteer board of directors who come from across the state. Since its founding, the council has enjoyed a relationship with University of Wisconsin Extension, providing the WHC with some UWEX fiscal, business, and other services.

The WHC’s 25 volunteer board members hail from across Wisconsin.

The council seeks members whose experience, training, interests, skills, cultural background, and community ties bring diversity, energy, and expertise to our programs.

Approximately half the council’s membership is from the academic community and half from the community at large.

New members are ordinarily elected to 3-year terms at the council’s February meeting, and assume office in June. The governor appoints six members.

Dr. Meg Turville-Heitz, Wisconsin Humanities Grant Program Director, is the “Beyond the Headlines” Project Manager.

Village to study other options for marketing business park

Village President David Olsen and Village Trustees Dan Bartelt, Beth Schmidt, Gary Phillips, Terry Gerber and Jason Knox met last week July 9 for their regular meeting at Village Hall.

The meeting was properly noticed in advance with an agenda posted in the library, Farmers & Merchants Bank and the village hall.

Also in attendance were Ben Heidemann, Terry Morris, Rollie Scott, and Village Clerk Sherri Waege. Waege subsequently released these meeting minutes.

Citizen comment Rollie Scott of 308 W. Beloit St. was present and wanted to update the Village Board on the yard waste site.

Scott explained that he worked at the site on Saturday and Monday. Scott said 37 people used the site on Saturday and maybe 10 on Monday.

Scott said only one person was from out of town. He said someone dropped off a piece of wood furniture shortly after the site closed on Saturday.

Amend Ordinance 304-21 Parking Motion by Knox, seconded by Phillips to accept the Public Works Recommendation to amend Parking Ordinance 304-21 by restricting parking for the 200 block of W. Beloit St. by not allowing parking between the hours of midnight and 6 a.m. Motion carried.

Pay Request No. 3 for wastewater plant Ben Heidemann updated the village on upgrades at the wastewater treatment plant. Heidemann laid out a pay request for the work. Motion by Phillips, seconded by Bartelt to approve the pay request of $121,468.34 of which $92,831.54 is payable to Portzen Construction and $28,636.80 is payable to Town & Country Engineering. Motion carried.

Heidemann described two change order requests in the work. The first change order request was for removal of the tile flooring which contains asbestos. Heidemann said the bid from Robinson Brothers is $2,757.00.

Trustees discussed the second change order, which was to relocate the water service at the wastewater treatment plant. Heidemann said Karl Stuvengen suggested the change, as the service currently feeds from the rear of the property and may be under some of the buildings. The change would be to have the service feed from the front of the property. Gerber suggested that the Village Board talk to Karl before a decision is made.

Voucher approval Motion by Phillips, seconded by Gerber to approve the vouchers for General Fund for $41,278.00, the Sewer Utility for $2,875.19, and the Water Utility for $32,251.47. Motion carried.

Closed Session Motion by Gerber, seconded by Schmidt to go into closed session at 7:34 p.m. pursuant to Wisconsin State Statutes 19.85(1) (e) to deliberate or negotiate the purchase of public properties, the investing of public funds, or to conduct other specified public business whenever competitive or bargaining reasons require a closed session-specifically to discuss the realtor contract for the business and industrial park. Roll Call Vote-Bartelt, Schmidt, Phillips, Gerber, Knox, and President Olsen-all YES. Motion carried.

Olsen said the village is going to look at other options for marketing the business and industrial park. No formal action was taken.

Albany Veterans memorial invites public participation

Community members are invited to honor veterans by contributing to the Albany Veteran Memorial.

Anyone who knows of a veteran who should be honored in the memorial may contribute $25 to have the veteran’s name emblazed on a brick, which will be incorporated into the memorial.
