Orfordville Adopt a Pot Campaign

The Village of Orfordville Economic Development Committee created an Adopt A Pot Campaign this year for the flower pots downtown. The purpose of the Adopt a Pot Campaign was to continue to keep the downtown beautiful and also help the Village offset the costs of the flowers.

The Campaign was a great success!

The Village was also able to put pots in the parks due to the generous donations of the residents and businesses. There were some businesses and residents that purchased more than one pot-thank you for that! Evansville and Albany Sports Boosters to stage annual golf outing The Evansville and Albany Sports Boosters are working together to help raise funds to support their schools athletic programs. The tournament this year will be held on Saturday, June 29, at the Evansville Country Club.

The annual golf outing is the only community fundraising event, our primary fundraising is done by running concessions stands at school sporting events.

Besides providing financial support for all of the athletic programs by working with the Athletic Director to determine items with the greatest need, we also provide two college scholarships each year.

Town of Sylvester delays decision on contested DNR waste permit

In its first meeting with new members, Town of Sylvester board tabled discussion on a state waste permit contested case hearing set for February 2020.

New chair Dan Moehn and new supervisor Mike Witt expressed strong reservations about town involvement in a petition of the town and seven residents for the hearing. Re-elected supervisor Dave Schenk, one of the seven Sylvester petitioners, strongly supported letting the petition move forward.

At issue is a Wisconsin Department of Natural Resources waste permit issued in late April 2018 to Pinnacle Dairy. The dairy is now built and generating annually nearly 95.2 million gallons of liquid manure and applying it to thousands of acres, much of it in and around the township.

“Do we have the resources to challenge the Wisconsin DNR?” Moehn asked. “You know how much money we have. My opinion is that it’s a bigger fight than we can fight.”

“We’ve got enough to do,” Witt said, agreeing with Moehn. “Why are we trying to do this on our own? Why isn’t Green County in this, too? You guys (the other residents named in the petition over the DNR permit) can go on with this contested case if you want, and you should if you want to.”

About 20 citizens from the Town of Sylvester and neighboring townships attended the meeting. Several spoke in favor of protecting ground water and health, expressing strong concerns about liquid manure waste generation and application.

“I couldn’t agree with you more. I’m concerned about water, too,” Moehn said, “but we have very little authority to raise money. We’re fighting this battle ourselves. We’ve got no state support, no county support.”

Schenk spoke of the town’s responsibility to protect the environment, also of the safety, health and welfare of the people. “If we win on these challenges, it will add protections,” he said. “We’re asking for stricter stipulations. This is not a position that we want to be in, of course, but we are in this position, and we have to respond.”

“Pinnacle Dairy is in our township.

We’re responsible,” agreed a citizen and town resident. Others agreed, suggesting the public even could raise money to help the town with legal expenses, including expert witnesses to document and furnish proof of the petition’s challenges to the DNR permit.

Pinnacle Dairy, LLC received the DNR permit, which regulates discharge from the livestock operation at N4135 Decatur Sylvester Road. This waste is discharging on land adjacent 10-mile long Searles Creek within the Lower Middle Sugar River Watershed, and a broad area of especially Eastern Green County’s groundwaters.

The permit is to ensure discharge accords with effluent limitations, monitoring requirements, and other conditions on managing and utilizing manure and process wastewater specified in the permit.

By letter dated July 13, 2018, the

DNR granted the local request for a contested case hearing and limited the hearing to the following issues: 1. Whether the permit is unreasonable because it does not demonstrate separation of the base of the storage facility from saturation in accordance with federal standards.

2. Whether the permit is unreasonable because it does not assure that the perched water table will be drained at the wet site of the dairy, where thick, water-bearing layers of soil – as much as 7 to 23 feet thick – were found at many locations on the 127 acres of cropland.

3. Whether four sections of the permit are unreasonable because they do not require constructing and operating the manure and wastewater storage facilities in ways assuring compliance with groundwater protection standards and effluent limitations.

4. Whether seven sections of the WPDES permit, and the approved Nutrient Management Plan are unreasonable because they do not require sampling or monitoring at land application sites.

5. Whether the permit’s groundwater monitoring is unreasonable because it insufficiently determines whether Pinnacle Dairy is complying with applicable groundwater protection standards, and protecting groundwater and drinking water supplies.

6. Whether five sections of the permit are unreasonable because they authorize discharging manure and process wastewater pollutants that exceed state water quality standards and cause or contribute to exceedances of state groundwater standards.

7. Whether the permit fails to indicate whether Pinnacle Dairy is eligible for alternative concentration limits and, if so, does not include such limits.

8. Whether four sections of the permit, and the approved Nutrient Management Plan, are unreasonable because they do not limit the current proposed number of animal units the permit authorized.

Wisconsin’s administrative rules allow the DNR to modify a permit if the DNR and petitioners, such as the Town of Sylvester and its residents, challenging the permit enter into a signed agreement.

The town’s attorney could thus negotiate to resolve the contested case hearing with a compromise that still presses changes to strengthen water protections and monitoring.

An administrative law judge gave the DNR, an attorney from Michael, Best and Friedrich representing Pinnacle Dairy, until last week to work out a scheduling order and calendar up until the proposed case hearing date next February.

Town attorney Vanessa Wishart of Stafford Rosenbaum, Madisn, was not able to conference call with the newly installed town board until a closed session just ahead of the regular board meeting last Monday.

If resolution fails, procedures of a contested case hearing closely resemble those followed at a trial in state circuit court.

er, Witt motioned to table discussion and possible action on the permit, with Moehn seconding the motion and supporting Witt in the vote. Schenk voted not to put off the discussion and decision.

“I think we shouldn’t have tabled the discussion, and we should have let the town’s attorney move forward in negotiations with the DNR,” Schenk said in a brief phone interview after the meeting. “This is the way the legal system is set up. This contested case procedure gives the town a chance to seek greater protections for the town’s groundwater.

“It gives the town the chance to work out greater waste permit protections of our water resources. This is not a lawsuit; we’re not suing anyone as people do seeking damages or money in a lawsuit,” he said.

“We’re simply exercising our rights as citizens in the legal process to challenge a state permit, seek greater pro-

tections, and fulfill our responsibility to our town’s residents,” Schenk said.

At the meeting, new supervisor Mike Witt also raised questions about the town’s manure waste transportation ordinance, enacted in September 2015 when his wife Jacqueline was town clerk/treasurer and a previous town board devised the town protections.

Witt questioned provisions of the waste ordinance’s requirements for piping wastes underground, its application and fees.

The four-page waste ordinance details safety requirements, protections, clean-up and liability for animal waste conveyance. The four-page livestock facility siting license application sets a fee of $1,000 and includes a checklist of application requirements.

Both documents were developed with a 227-page set of livestock facility siting ordinance provisions based on extensive scientific and health study

and fact-finding by a volunteer panel of experts in service to the Town of Sylvester.

Last week, the town took no action on changing or amending the waste ordinance, fee or application.

The next regular town board meeting is set for the fourth Monday in June, June 24, at 7:30 p.m.

The DNR WPDES permit and other information relating to the Town of Sylvester’s permit are on file for the public to inspect and copy at the DNR offices, 101 S. Webster St., Madison.

The office is open between 9 a.m. and 3:30 p.m., Monday through Friday, holidays excepted.

Cardinal-Hickory Creek Ag impact statement The Wisconsin Department of Agriculture, Trade and Consumer Protection has published its agricultural impact statement for the Cardinal-Hickory Creek electric line project, recommending ways to reduce harmful effects on farmland and farm operations.

The statement is available online at datcp.wi.gov. Citizens may also request a paper copy of the document.

The statement will be submitted as testimony to the Public Service Commission of Wisconsin, which has approval authority for high-voltage electric transmission lines.

The proposed 345-kilovolt transmission line would start at the Hickory Creek Substation in Dubuque County, Iowa, and cross the Mississippi River to follow one of several potential routes from Cassville to the Cardinal Substation near Madison. The project would also include a new substation near Montfort and changes to other substations.

There are 692 agricultural properties along the various potential routes,

totaling about 3,700 acres. The actual amount of farmland and number of farms affected would depend on which route is chosen.

The statement notes that the project crosses one of Wisconsin’s most productive agricultural areas, as well as the ridges and valleys of the Driftless Area. Because of that topography, many farmers have installed erosion-control practices that could be changed by this project. Many of the farms that use organic practices could be affected by construction and maintenance of a power line. Most of the potential routes run cross-country rather than along field edges or property boundaries, which may cause more damage to soil and interfere with farming operations. Some of the project impacts could be reduced by choosing the routes located along roads and highways.

Agricultural impact statements are required for projects initiated by organizations with condemnation authority, if they will take more than 5 acres from

any one farm. Electric transmission lines, natural gas lines, roads, airports, wastewater treatment plants and parks are examples of projects that may require a statement.

DATCP staff attended three PSC public meetings to talk to landowners and sent a questionnaire to 377 farmland owners who could have at least three acres taken as an easement or outright purchase for the project. More than 125 landowners responded. The report recommends requirements that the PSC should impose and practices the applicants should follow to reduce agricultural impacts.

The applicants seeking permission to build the line are American Transmission Co. LLC and ATC Management Inc., ITC Midwest LLC, and Dairyland Power Cooperative.

Celebrate Wisconsin’s dairy pride this June DEPARTMENT OF AGRICULTURE, TRADE AND CONSUMER PROTECTION SECRETARY-DESIGNEE

The words “Wisconsin” and “dairy” go hand in hand. I cannot imagine one without the other. Wherever I go, when I introduce myself, people everywhere recognize Wisconsin as the place for beautiful dairy farms, productive cows, and of course, delicious cheese.

I am proud to be a dairy farmer’s son and grandson. The dairy farm is where I formed my values, learned the importance of hard work, and gained my perspective on life. I know my childhood experiences out in the barn with my family, going to school in a small town, and being active in my FFA chapter are not unique. It is why many dairy farmers today do what they do, to give their children an opportunity to grow up as they did on the farm.

I know dairy farmers across our state have faced tremendous challenges and hard decisions over the past five years. I recognize the extreme financial and emotional hardships these families have been experiencing. But this June Dairy Month, so I want us to highlight the great pride we have in Wisconsin for our dairy industry. It is the pride that keeps our dairy farmers going -- pride in their family, pride in their farms, and pride in our great state.

At every breakfast on the farm this month, and every county fair this summer, you’ll see this pride firsthand. I am so grateful for the farm families who have been working for months to prepare their barns and sheds to host thousands of visitors for a nutritious and delicious home-cooked meal.

While the days have been long to get ready, these farm families are proud to

The Parkview Vikings hosted the Clinton Cougars last Thursday for their opening match in the WIAA Division Three Regionals.

The Vikings jumped on top from the start and did not look back. With a 2-0 lead heading into the bottom of the third, Parkview then blew things wide open with a five run inning.

Parkview took advantage of a multitude of Cougar errors, as they quick-

ly put themselves up 7-0.

They further extended their lead in the top of the fourth when Connor Simonson and Eli Hoscheit hit consecutive singles, each driving in a run, to put the team up 9-0 as they neared the possibility of a ten-runrule victory.

1. Water is on and hoses are installed at the garden, although you probably don’t need them right now. Turn on the water either on the southeast corner of the Gasser Hardware building or on the southwest side next to the “greenhouse” depending on where your plot is located. At the “greenhouse” you may have to plug in the pump or it may be plugged in because it has a “Y” connector feeding the “greenhouse” and feeding the underground hose to the gardens and you may just have to turn the little valve on the pipe that goes to the garden. Please remember to turn off the water when you leave.

2. There are some tools in the new (used) shed if you do not want to always bring your own.

3. Monday, June 3 at 10:45 A.M. will be loading the waste from last year’s

gardens and hauling it to city drop off center. Could use men, trucks and pitch forks to help. Will only take an hour or so depending on those things just mentioned. If you are available at that time and can supply any of the needed items your help would be appreciated.

4. All the plots are taken except 19 and 27, and someone requested them to put in pumpkins for everyone to enjoy. Will see if they are still interested.

5. School closes in a few days and they want to clean up things. Albany High School has lots of garden plants available for next to nothing. I think the ag teacher said 3 plants for $1. Does my butt look too big?!?

“Give me your honest opinion…”

Oh those dreaded words.

One spring day, awhile back, I went shopping for summer clothes with one of my best girl friends.

We shop well together. It was a day filled with laughs and serious discussions, planning and world problem-solving, AND trying on clothes.

Just today, as I was looking in my mirror, twisting around to get a rear view of how my shorts looked from behind, I thought of my friend and that day that we shopped together.

You see, we were both focused on the same thing that day.

The picture that came to my mind was of her twisting herself inside out to look in the mirror at her butt, as she asked me the age-old question, “Does this make my butt look too big?”

At the time, I didn’t laugh because that was a serious question.

Heck, I had just asked her the same thing about my own butt 2 minutes earlier when I tried on a pair of jeans in the same dressing room.

Really, it was so funny when I thought about it. The spots we focus on …

We all know this: our butts are key – they are big business when we go shopping for clothing, any article of clothing. It’s how that certain body part looks that is the endall be-all “bottom line” determiner of the purchase. No pun intended.

At least in our minds, on that day.

This is how it goes: We try on clothing, we look in the tiny mirror, and then we hem and haw and deliberate. We ask that most pressing question to ourselves or anyone else around us while we turn and fidget at ourselves in the reflection looking back at us. It’s our own magnifying glass. Will anyone else confirm what I think I know – what I am laser focused on? It’s ridiculous, but I even ask the butt question to myself when I am trying on a shirt. In my mind, the way a shirt sets on my hips also affects the appearance of my derriere. I know, it’s crazy.

(Is it just me who is sensitive to this part of my body? Tell me that I’m not alone!)

The color, the cut, the shirt style, the pocket-size, the belt that I put with it, the list goes on and on – it all plays an important role in determining how I perceive my butt to look, how I feel about myself.

(Is the rest of the world so critical of me — on this point?)

And maybe it is just that, my own perception, my own sticking point.

Maybe that is why my friend and I are good shoppers together? We

both focus on the same thing — our butts!

I mean, all the two of us did that day was twist from side to side, looking at it this way and that. I got a stiff neck trying to get a good look back there with every article of clothing that I tried.

Usually, in my mind, I play this voice recording over and over that fuels my doubts: if I really knew the truth about how my butt looked, maybe I would never buy another pair of pants or jeans again? I would just cloak myself in loose fabric for the rest of my life?

(Oh voices go away … I am tired.

I don’t want to deliberate on this anymore.)

If only I was a man. I would just try on a pair of something, surmise that it fits, decide that it does the job, and buy it…wishful thinking (sigh).

As a result of my momentary butt mania, I bring in the consultants; only my most trusted friends, my sisters, or my mother to weigh in on if the clothing in question really does make my butt look too big. I have to be thoughtful on who I ask — I want truth in the matter. Serious truth.

(Doesn’t this just feed the monster in my head that focuses on my

butt?)

Yes Kate! Yes it does!

The problem is, is that we all have in our mind what we are looking for on the outside of ourselves.

The right shape, the right weight, the right hair. And then we stay laser focused on that area, especially in times of doubt…like when we haul the totes out with all of our summer clothing.

(Funny, do we ever hit that mark that we set for ourselves?)

For me, at least on that shopping day and many others, it’s my butt that gets the focus. I’m not sure that mine has ever been good enough – the poor thing. How terrible to always be under a microscope. I seem to be very unforgiving. It’s never about my ankles, or my arms, or my ears, or fingers – only the butt. No wonder it’s so big, it has to protect itself from the wrath of me!

I think that it is time to let go of this. Shed the layer of scrutiny that I put on myself.

When we look in the mirror at ourselves, shouldn’t we focus on the positive and praise our gifts?

Let’s choose to focus on our smiles, bright eyes, open hearts.

So, I am going to make a pledge to be better to my butt (and the rest of me!) this season as I start going

We all have our moments of hypersensitivity to an area of our body. We can drive ourselves crazy trying to filter in what we choose to justify at the moment. I think if we just step away from the mirror and focus on something different, we will appreciate that to which we have been so critical of a lot more.

After all, it’s always going to be there. Simply. As is. In true perfect form, for you, for me.

Village of Orfordville board meeting minutes CALL TO ORDER President Gary Phillips called the meeting to order Tuesday, May 28, 2019 at 7 p.m. Present were President Phillips, Tina Suiter Meyers, Chuck Boyce, Terry Gerber, Nikki Tuffree, and Jason Knox. Also present were Attorney Michael Oellerich, Jason Nehls, Gustavo Guzman Rodriquez, Chief Brian Raupp, Karl Stuvengen, Nick Todd, and Clerk Sherri Waege. Absent was Beth Schmidt.

Village of Orfordville architectural control committee/planning commission committee meeting CALL TO ORDER: Chairman Gary Phillips called the meeting to order on Thursday, May 9, at 6 p.m. Present from the Architectural Control Committee were Jack McDermott, Lori Mueller, David Olsen, and Gary Phillips. Present from the Planning Commission were Chairman Phillips, Mike Eggleston, Beth Schmidt, David Olsen, Terry Morris, and Jason Knox. Also present were Attorney Michael Oellerich, Mike Eggleston Jr., Jeb McMahon, Tim & Fiona Foulkes, and Don Zeal.

Absent were Don Bomkamp from the Architectural Control and Steve Ryan from the Planning Commission.

COMMERCIAL CONDOMINIUMS FOR LOT 1: Tim and Fiona Foulkes were present to explain that they would like to build a condominium style building for higher end car owners. Tim Foulkes explained that they are aware of other places like this that are like a country club for car owners.

They are each individually owned and are a place for car owners to store their high end cars and hang out with other car owners. The building will have all the amenities including association covenants, a lounge, bathrooms, security cameras, and heated floors. Terry Morris asked if there was a backup plan if the units didn’t sell. Tim Foulkes explained that he will start out with half of the size and get commitments before he builds. Tim Foulkes further explained that he finds the demographics for Orfordville interesting as they are 30 minutes from Beloit, Janesville, Monroe, and Madison which he feels is a great location. Don Zeal from Cleary Buildings was present and provided drawings of what the building will look like. Jack McDermott explained that his concern would be that he doesn’t want a place that the car owners hang

out and play loud music. Tim Foulkes explained that he doesn’t see that as being an issue as they are higher end units. Attorney Michael Oellerich explained that he feels that the use can comply with the zoning requirements of the Business Park. Attorney Oellerich further explained that a Conditional Use Permit and a Developers Agreement will also be required. Tim & Fiona Foulkes will draft a rendering and covenants to bring back for review.

REQUEST FOR A SLAUGHTER HOUSE: Clerk Waege explained that she received a phone call from someone that wants to build a slaughter house in the Business/Industrial Park.

Clerk Waege further explained that the business would not have retail. Attorney Oellerich explained that the use is allowed based on Village Ordinance.

Attorney Oellerich further added that a Conditional Use Permit would also be required. Jeb McMahon explained that he has spent some time looking into it. McMahon added that there is a need in the area as it is hard to get animals into area meat lockers. McMahon further explained that slaughter houses are all self-contained and the animals are not outside. McMahon explained that slaughter houses have tanks that are pumped much like a septic tank and that the business could be a benefit for the water utility as they are higher water users. David Olsen explained that he doesn’t feel it would be an aesthetical fit in the business park. Chairman Phillips explained that he would be more receptive if it was also a retail business. McMahon explained that the business probably sells directly to businesses such as Woodmans. Chairman Phillips explained that he would like it better if it was located adjacent to the

Bobcat Attachments. Nick Todd had bids for additional attachments for the Bobcat at the Wastewater Treatment Plant. Todd explained that the grant will cover the attachments. Motion

by Gerber, seconded by Tuffree to purchase the three additional attachments as follows: the rubber track for

parade will begin assembling at 11 a.m., Sunday, at the corner of Main Street and State Rd. 213 (East Beloit Street), across from the Orfordville Village Hall. Step off will be at noon.

Anyone wishing to enter should contact Parade Chairman Karl Stuvengen at 295-5959, or the Orfordville Village Hall at 879-2004. Entry deadline is 5 p.m. Friday, June 14.

Business Park and that perhaps additional land could be purchased. Morris explained that the land that the Village sold to Ace Hardware is still vacant but believes that the Gerber family wants a lot of money for it. Clerk Waege will advise the person that it would be more receptive if it was a retail business and that concepti drawings would need to be looked at. Clerk Waege will also encourage them to contact the Gerber family that owns Ace Hardware/Orfordville Lumber. No action was taken.

EGGLESTON CONSTRUCTON PLANS: Mike Eggleston provided his plans for his building on Lot 2 of the Business Park. Eggleston explained that the rear setback is not noted on the drawings but is 119 feet. Eggleston explained that he changed the roof line since the last drawing was provided.

The Architectural Control Committee reviewed the plans. Motion by Olsen, seconded by Mueller to approve the plans as submitted for Mike Eggleston for Lot 2 of the Business/Industrial Park. Motion carried.

Village of Orfordville Planning Commission minutes

CALL TO ORDER Chairman Gary Phillips called the meeting to order on Monday, May 20 at 6 p.m. Present were Chairman Phillips, Beth Schmidt, David Olsen, Steve Ryan, and Jason Knox.

Also present were Paul Hickman, Craig O’Leary, and Clerk Sherri Waege. Absent were Mike Eggleston and Terry Morris.

FUTURE RESIDENTIAL GROWTH IN THE VILLAGE Discussion held on available lots for new residential housing. Chairman Phillips explained that there is only one lot left to build on in Countryview Estates.

Discussion held on the areas of future growth in the Village. Clerk Waege will contact the owners of vacant land in the village to advise them that the Village is planning for future residential growth and discuss their long term plans for their property. No action taken.

FUTURE COMMERCIAL GROWTH IN THE VILLAGE Discussion held on commercial growth in the business park. Locations in the Village were discussed for future commercial growth. No action taken.

ADJOURN Motion by Olsen, seconded by Knox to adjourn at 7:20 p.m.

Hagan Scholarship Recipient Ms. Marilyn Farias, a student at Juda High School, was awarded a Hagan Scholarship to attend the University of Wisconsin - Whitewater to study Music Education (Instrumental).

The Hagan Scholarship is a need-based merit scholarship, providing up to $6,000 each semester to help recipients graduate college debt free. Hagan Scholars from 44 states will attend 325 colleges and universities the fall semester of 2019.

To everyone’s surprise, a mix up brings them romantic, hot-headed, and energetic 12-year-old Anne (with an E) Shirley. Over the course of five years she wins their hearts and turns the stodgy, rural Canadian community into a bright world of “kindred spirits.”

Obituary

IDA FAESSLER Ida Faessler, age 95, of Monroe, WI, died peacefully at Pleasant View Nursing Home, Monroe, on Tuesday, May 28, 2019. She was born on Oct. 7, 1923 in Gonten, Switzerland, the daughter of Johann and Marie Mazenhauer. Ida married August Faessler on Feb. 22, 1949 in Switzerland.

He passed away on Feb. 18, 1998.

Ida moved to the Town of Spring Grove in May, 1949. She and August raised their children on the family farm on County Road G. They moved to Monroe in 1996. Ida was very proud of her Swiss heritage and was the center of attention when dressed in her Swiss clothes. She loved it when her grandchildren, and then her great-grandchildren, would wear their Swiss clothes as well. One of the fondest memories from the grandchildren was all of the baked cookies that Grandma made

She loved knitting, crocheting, and quilting with the church ladies. She was known for all the bells she knitted for baby gifts. Ida and August were Green County’s oldest and active dairy couple in 1987.

She is survived by her six children, Pat (Arlinda), Nick (Linda), Tom (Susan), Fred, Verena Vanderlei, and Steve; six grandchildren and twelve greatgrandchildren. She was preceded in death by her husband, a daughter-in-law, Pam Faessler, a son-in-law, John Vanderlei, two brothers and two sisters.

A Mass of Christian Burial was held Friday, May 31, at St. Clare of Assisi Parish/St. Victor Church, Monroe, with Msgr. Larry Bakke presiding. Burial will be in Greenwood Cemetery, Brodhead, WI. Visitation was Thursday, May 30, at the D.L. Newcomer Funeral Home, Brodhead, WI, and until time of services at the church. A memorial fund will be established.
