Village of Orfordville residents will likely go back to the polls later this month to elect a new village president in a recall election that officials believed previously to be “null in void.” Former Village President Gary Phillips resigned on April 25, the same day a recall petition to remove him from office was turned in to Village Clerk Sherri Waege. Waege could not be reached for comment but stated previously in an email she believed the signatures turned over to be null and void in light of Phillip’s resignation. Rock County Clerk Lisa Tollefson said in a phone interview last week, “We all questioned (the relevance of the petition in light of the resignation) and went to the (Wisconsin) Elections Commission to verify.” Even the petitioner, David R. Giddley, reportedly does not wish to see the recall election ensue, according to unofficial village minutes. “State statues are written in a way that once the train has left the station, you can’t bring it back,” Tollefson said. The County Clerk provided 272 signatures that were included in the petition to recall Phillips. To kickstart the recall election, it was necessary to collect 25% of the number of total voters who

cast ballots in the 2018 gubernatorial election, she said – or 151 signatures. The petition states in part, that Gary Phillips the recall of Phillips was prompted because he created “a chain of command that puts himself in direct control of the police department leading to a hostile work environment. This led to the resignation of the chief of police, endangering our community and causing tensions within the village and with our neighboring communities.” Police Chief Brian Raupp resigned from the Village of Orfordville April 4, giving no specific reason for his departure. He has since been appointed police chief in the Village of Footville, which contracts its police services with Orfordville. The intergovernmental contract is now in its last days. According to the unofficial May 19 minutes, Footville officials gave the required 90-day notice to terminate its contract. In a previous interview Phillips stated that he did not resign because of the recall petition, stating he believed the reason invalid because he said “it is impossible” to position himself to take control over the police department.

He resigned April 25 following the Village Board meeting and said his decision was not influenced by the recall. “For the community to try and start healing, I figured it was best that I leave,” he stated previously, noting his original intentions were to complete his two-year term next spring and retire from local politics. Newly-elected trustee Dennis Burtness took the reins during an appointment at a special meeting April 28. Phillips stated that Burtness is well respected among the former village president’s supporters and opponents, and was pleased with the selection for his successor. Burtness confirmed last week he will now be on the ballot for the recall election. Deadline for those seeking candidacy was Tuesday. It was unknown prior to press time if any other candidates filed nomination papers. According to Tollefson, if two or less candidates emerge, the election will be held on Tuesday, June 28. If more than two candidates file, a primary election will be held on that date, and a general election will be held Tuesday, July 26. Angela Puerta Band kicks off Sounds of Summer Beth Kille and Michael Tully will perform June 15

Monroe Arts Center’s Sounds of Summer outdoor concert series is set to open at 6:30 p.m. tonight, June 1, with the Angela Puerta Band. Angela Puerta Band is a four-piece Latin-rock that combines Colombian folklore and Latin American rhythms with Alternative Rock, Rock en Español, Pop, and Reggae. Angela is a sixtime MAMA award winner and Best of Madison 2019 and 2020 Latin Artist bronze and silver star. She is a Colombian singersongwriter and guitarist based in Madison. The band has been playing steadily since its inception in 2019. Members include representation from Colombia, Puerto Rico and the United States. Jose’s Authentic Mexican Food Truck will be serving up authentic Mexican eats beginning at 5 p.m. at MAC on the day of the concert. Colombian singer-songwriter and guitarist Angela Puerta and her four-piece band based in Madison is set to lead off the outdoor concert series tonight in Monroe.

Kille is an award-winning singer-songwriter from Madison, who has been performing her original music since 2000. In addition to performing with the Beth Kille Band, she is also a member of the trio Gin, Chocolate & Bottle Rockets and the band Kerosene Kites.

When not performing, she serves as the Music Director for Girls Rock Camp Madison. She is also the co-founder/producer of Flannel Fest. Veteran guitarist Michael Tully joined forces with Kille in 2012 and snagged
