The broad plan would allow ATV riders to ride from Monroe to Brodhead, by driving on township roads from Clarno Township to Jefferson to Spring Grove. Brodhead Mayor Doug Pinnow spoke about the potential economic benefits, and suggested a one-year trial take effect. Jefferson Township resident Bob Severson said he doubted some of the economic impact figures provided by the proposal’s backers, and said liability protections would not completely protect the township from lawsuits and legal fees. “You’ve got a vehicle that is generally drab, low, noisy, does nothing for the economy, nothing for the ecology, does nothing for the environment, (and) they’re hard to see,” said Severson. During his remarks, Severson questioned how many people at the meeting were from Jefferson, and less than half raised their hands. Green County ATV Club President said Clarno township nor the city of Monroe have had issues with ATVs on their roads. Whitehead said 31 Wisconsin counties allow road routes for ATVs. “If the case was they’re noisy and there are liability issues, do you think these townships would put themselves in jeopardy?” he asked. An advisory referendum that passed by a 52-48 margin in the April election was not enough to convince the Jefferson town board to approve ATV traffic on town roads. Town Chair Harvey Mandel’s announcement that the issue “dies here tonight,” drew the ire of dozens of supporters who were at the meeting. jority was not enough to persuade the board to pass the resolution. Later in the meeting, Mandel addressed that concern directly, and said the board decided a threshold of 66 percent would have to be met to approve the trails. “That didn’t happen,” Mandel said. Mandel said of the 665 registered voters in the township, 165 voted for the measure, while 150 voted against. “That’s 500 people that are either voting no or are saying ‘I’m not ready to vote yes,’” said Mandel. “Safe or unsafe, they’re not designed for the road,” said Jefferson town board member Rick Nusbaum. “I’m not completely opposed to this thing, but it would have to be done

Dusty Kubly asked the town board whether they would map out a preferred route for the ATV trail from Clarno to Spring Grove. “At this point, unless (the two other board members) wanted to do something different, what I said – it ended as far as I was concerned,” Mandel said. “As of right now, this issue is over.” At that, nearly 40 people left the meeting, and the board moved on to other business. Mayor Pinnow said at a public hearing last November, the majority of the attendees were in favor of the trails. “It was frustrating they won’t consider

even a trial period to see if it works,” he said. “I always assumed majority rules.” Whitehead said his group has been pursuing the idea for 13 years. “We kept going to the meetings, and they kept shutting us down, so we said, ‘Let’s get it on a referendum.’” Mandel suggested a litany of other ways - motorcycle, bicycle, automobile or horse and buggy – for residents to travel between Brodhead and Monroe. Mandel acknowledged that the ATV has been “coming after me,” in recent weeks, but said he has received more positive calls from constituents than at any other time in his tenure. “So it is nice to know that people care,” he said.
