Help keep Sugar River beautiful during annual cleanup

The Lake Winnetka Sugar River Improvement Association Inc. will hold its annual Sugar River cleanup in Albany, WI on Saturday May 18, from 9 a.m. to 4 p.m. We will meet at the Albany American Legion Hall at 300 N Water St. across from the Boat Ramp near the Police/Fire station.

Our goal is to remove as much garbage as possible from the river and its banks. We also want to clear a path through fallen trees that totally block navigation of canoes and create hazards.

The type of work varies from walking the banks or riding in canoes and picking up trash to cutting tree branches and handing them to people on shore. Equipment needed is canoes or small boats, chain saws, bow saws and waders.

The association will provide trash bags and local businesses will provide food and refreshments.

We will get organized at 9 a.m. and begin cleaning up at 10 a.m. or sooner, however, a representative will be on-premise at the Albany American Legion to direct those who want to COURTESY PHOTOS Brodhead Independent-Register come later.

Research and innovation key to Wisconsin dairy’s future From the Wisconsin Dairy Task Force 2.0’s early meetings, members highlighted the need for research and innovation to maintain Wisconsin’s world leadership in all things dairy.

Across the 51 recommendations that members have developed and approved in the past seven months, there is a consistent emphasis on the need to look to the future.

One of the first recommendations that the Dairy Task Force 2.0 passed was for increased investment in research through an initiative called the Dairy Innovation Hub. Members identified four critical research areas: steward land and water resources, enrich human health and nutrition, ensure animal health and welfare, and grow farm businesses and communities. The Dairy Task Force 2.0

recognized that research has been crucial for the dairy industry’s advancement for more than a century, and research is key for the next century and beyond.

The Wisconsin Center for Dairy Research (CDR) has been described as our crown jewel and the nation’s dairy industry is envious of the advantage its work provides Wisconsin. The Dairy Task Force 2.0 recommends CDR conduct a staffing analysis to optimize the capability of the new facility. Members also recommended additional technical staff to support innovation, working with companies to develop new cheese varieties and other value-added dairy products.

To make the most of completed research, the Dairy Task Force 2.0 rec-

ommended increased collaboration within the UW System and with private industry. The group recognized the need to leverage the cross-disciplinary expertise and work to get research benefits out quicker to farmers and processors. To get this research done, the Dairy Task Force 2.0 also recommended additional support for public and private partnerships, such as the Producer-Led Watershed Protection Grants.

Implementing new and emerging technology on the farm or in the processing plant is essential to innovation in Wisconsin’s dairy industry.

Unfortunately, access to capital can be a hurdle when it comes to incorporating these new technology systems. The Dairy Task Force 2.0 passed a recommendation asking for

a loan guarantee program and developer grant program for producers and processors to incorporate new technology systems and adaptations in their operation.

In the 2018 Farm Bill passed by Congress and signed into federal law at the end of 2018, there was language and authorization to establish no less than three dairy product and business innovation initiatives across the country. The Dairy Task Force 2.0 recommends that Wisconsin be one of those sites. In partnership with the University of Wisconsin System, DATCP, industry associations, and others, Wisconsin plans to submit an application when the opportunity is available. This will complement the work already being done in research, product innovation, and market de-

May 6, is opening day, not for baseball, but for the National Corn Growers Association’s National Corn Yield Contest (NCYC). Baseball and growing record corn yields may have little in common on the surface, but both feature intense competition,

months of preparation and good old-fashioned hard work.

Harvest’s service area ranges from a low of 8.2% of the population in Columbia and Green Counties up to 11% in Grant County. The U.S. Department of Agriculture defines food insecurity as a lack of consistent access to enough food for an active, healthy life.

The analysis also finds that 25% of residents of Rock County who are food insecure are likely ineligible for federal nutrition assistance under current program requirements.

This means that many households must rely even more on charitable food assistance such as the Second Harvest.

The study’s findings underscore the extent of need that remains in communities in Southern Wisconsin and across the U.S., despite national measures from the USDA that indicate overall improvement.

Dr. Craig Gundersen, Professor of Agricultural and Consumer Economics at the University of Illinois, Executive Director of the National Soybean Research Laboratory and a member of Feeding America’s Technical Advisory Group is the lead researcher of Map the Meal Gap 2019.

This is the ninth consecutive year that Feeding America has conducted the Map the Meal Gap study.

The Map the Meal Gap 2019 interactive map allows policymakers, state agencies, corporate partners, food banks and advocates to develop integrated strategies to fight hunger on a community level.

Second Harvest Foodbank of Southern Wisconsin announced the release of Map the Meal Gap 2019, the latest report by Feeding America® on food insecurity and the cost of food at both the county and congressional district level. It is the only study that provides food insecurity data at the local level.

Map the Meal Gap 2019 reveals that food insecurity exists in every county in Second Harvest’s service area. It also shows that children are more likely to be food insecure, with the child food insecurity rate at 17.9% compared to 10.4% for the overall population for Rock County.

“There isn’t a single state or county in America free from child hunger, and it is within our collective power to change that and ensure that today’s children are tomorrow’s leaders,” said Claire Babineaux-Fontenot, chief exec-

PARKING ORDINANCE RESTRICTING PARKING ON W. BELOIT STREET: Anna Spurlock of 507 W. Beloit Street was present to explain that the parking restriction makes it difficult for them as they have three drivers in their family and not enough room in the driveway. Discussion held on al-

lowing residents that live on that block permission to park in the restricted area. Motion by Knox, seconded by Boyce to recommend the Chief consult with the Village Attorney to draft an amendment to the ordinance to allow residents to park in the area during restricted times.

ALCOHOL LICENSE APPROVAL: Motion by Knox, seconded

by Boyce to recommend the board approve operator licenses to expire June 30, 2019 for Garrett Maizonet and James Rebman. Motion carried.

DAY TO DAY OPERATIONS OF THE POLICE DEPARTMENT: Chief Raupp updated the committee on the following: • The property owner at 314 N. Main Street has let the property go

back to its original state, so was served with a pre contempt of court letter. Attorney Oellerich is proceeding with the Contempt of Court Proceedings.

• Chief Raupp is in the process of contacting the owner of 732 W. Beloit Street regarding cleanup.

• The property owner on Speich Road is no longer cooperating with the Police Department regarding his cleanup. Citations have been issued, and additional citations will be given. Abatement can happen if things don’t’ get cleaned up.

• The property owner at 210 E. Rime Street was advised to clean up the property, and appears to have done so.

• Police Memorial Week is coming up during the week of May 15th.

Village of Orfordville Public Works Committee meeting CALL TO ORDER: Chairman Terry Gerber called the meeting to order Monday, May 6, 2019 at 6 p.m. Present were Chairman Gerber, Beth Schmidt, and Nikki Tuffree. Also present were Chuck Boyce, Jason Knox, Gary Phillips, Karl Stuvengen, Nick Todd, and Clerk Sherri Waege.

MINUTE APPROVAL: Motion

by Schmidt, seconded by Tuffree to approve the March 28, 2019 minutes. Motion carried.

PIPE REPLACEMENT AT WELL #2: Stuvengen explained that while Portzen Construction was working on repairs at the well, they discovered an asbestos pipe that should be abandoned.

The length of the pipe is unknown.

Motion by Schmidt, seconded by Tuffree to recommend the Village Board abandon the existing concrete/asbestos pipe at Well #2.

Motion carried.

PART TIME EMPLOYEES: Nick Todd explained that Bob Cummings has been working part time and is doing very well. Todd explained that he had them put the temporary fence back up at the hole near the retention pond on Colby Drive. Todd further explained that he has had Cummings mowing parks, emptying the trash cans, and pulling weeds at the Village Hall.

Todd explained that Mike Ceslock started his full time employment today.

Stuvengen explained that Marv Schoen has not started yet.

YARD WASTE SITE: Stuvengen explained that the site has been open a couple weeks. People continue to dump their items at the gate when the site is not open. Discussion held on having a digital camera put up so that violators at the sight can be caught. Todd suggested a surveillance sign also be purchased.

Schmidt to have Todd purchase a sign that states the area is under surveillance. Motion carried.

PARKS FOR JUNE DAYS: Todd explained that the parks have been mowed, weed wacked, and the sidewalks cleaned. Todd explained that Purdy Park will be in good shape for June Days.

Todd explained that the retention ponds are in dire need of maintenance. Todd would like to purchase a brush cutter at Ace so the Village can do their own work on the ponds.

Todd also requested permission to purchase a utility cart to pull behind the mowers so that brush can be picked up and weed trimmers be hauled to the parks when the guys are mowing. Todd and Phillips will review the budget to see what funds are available.

Chief Raupp will request the Village Board to approve a Resolution.

Chief Raupp will also be participating in the Rock County Memorial event.

• The Village has been reimbursed $593.92 in grant money for the OWI Task Force. Officer Burdick has worked four overtime shifts for the grant.

• Chief Raupp advised the committee that the village has been dealing with a very strong sewer odor in the back garage of the municipal building. Chief Raupp purchased chemicals from Autumn Supply which appears to be masking the odor.

• Chief Raupp advised the committee that the roof leak appears to be getting worse in the police area of the building. Chairman Phillips will check with Karl Stuvengen on the status of the roof replacement.

• Chief Raupp explained that he is looking into purchasing amplifiers for the building so radio coverage is better. Chief Raupp explained that he will probably use unused part time money to purchase the equipment.

• Discussion held on a referendum in November 2020 to pay for another full time officer. Chairman Phillips suggested that the Committee start promoting the referendum so the citizens are informed.

• Chief Raupp explained that he

has purchased a digital audio recorder and a digital trail camera for department use.

• Chief Raupp explained that he has updated the Policy & Procedure Manual in regards to the use of force, Taser policy, pepper spray, and vehicle use in pursuits.

• Chief Raupp advised the board that Officer Burdick will be attending a conference in the fall regarding the TRACS citation software.

• Chief Raupp explained that he met with Mike Eggleston regarding the upcoming June Days event.

• Chief Raupp advised that he has received the state permits for the Memorial Day and June Days parades.

ATV/UTV USE DURING JUNE DAYS: Chief Raupp explained that the carnival employees like to travel to the park using an ATV/ UTV. Chief Raupp explained that he spoke with Attorney Oellerich who felt the committee could wave the driving restriction during June Days for certain people. Motion

by Boyce, seconded by Knox to allow the management employees of the carnival to travel back and forth from the Village Hall to the Park using N. Main Street, E. Spring Street, N. Wright Street, and E. Church Street. Motion carried.

Village of Orfordville special board meeting CALL TO ORDER: President Gary Phillips called the meeting to order on Thursday, May 9, at 5:30 p.m. Present were President Phillips, Beth Schmidt, Chuck Boyce, Terry Gerber, Nikki Tuffree, and Jason Knox. Also present were Attorney Michael Oellerich, Karl Stuvengen, Nick Todd, and Clerk Sherri Waege. Absent was Kratina Suiter Meyers.

AGENDA VERIFICATION: Clerk Waege verified that on May 7, 2019, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and the Farmers & Merchant’s Bank. There were no additions made to the agenda.

PIPE REPLACEMENT AT WELL #2: Motion by Schmidt, seconded by Tuffree to accept the Public Works Committee recommendation to have Portzen Construction replace the pipe with asbestos at Well #2. Motion carried.

AMEND RESOLUTION R-201904: Motion by Gerber, seconded by Knox to amend Resolution R-201904 to appoint Gary Phillips, David Olsen, Don Bomkamp, Jack McDermott, and Lori Mueller to the Architectural Control Committee. Motion carried.

Jefferson child porn Search Warrant/Arrest At approximately 6 a.m. on Friday, May 10, 2019, the Green County Sheriff’s Office, assisted by members of the Wisconsin Division of Criminal Investigation’s Internet Crimes Against Children (ICAC) Task Force executed a search warrant at N1921 Brunkow Rd. in the Town of Jefferson.

As a result of an approximate three month investigation and the subse-

quent search warrant, Shad Joseph Hanson, age 21, of the above listed address was arrested for Possession of Child Pornography. Hanson was incarcerated in the Green County Jail pending an initial court appearance and the case remains under investigation.

All persons arrested or cited are presumed innocent until proven guilty in a court of law.

‘Little Pink House’ film screening to shine light on eminent domain for corporate gain On Sunday, May 19, the Wisconsin Farmers Union, South Central Chapter, will host a free screening of the award-winning documentary “Little Pink House”. In order to raise awareness about the threat of eminent domain for private gain, the Farmers Union will show the movie, with discussion to follow, from 1-3 p.m. at Club 48 in the Pleasant View complex, N3150 Hwy 81, Monroe, Wisconsin.

“Little Pink House” is based on the true story of small-town paramedic Susette Kelo’s fight to save her blue-collar neighborhood from being bulldozed by the pharmaceutical giant Pfizer. Kelo emerged as the reluctant leader of her neighbors in a battle that went all the way to the

Obituaries LUANN KAY KOMPROOD Luann Kay Komprood, age 73, of Orfordville, passed away on Saturday, May 4, 2019, at Agrace Center for Hospice and Palliative Care in Janesville surrounded by her loving family. Luann was born in Monroe, on February 13, 1946, the daughter of Walter E. and Emma (Minder) Gutzmer. She graduated from South Wayne High School and Madison City College of Cosmetology.

Luann married Kenneth F. Komprood on September 19, 1964, at Peace Church of Christ in Browntown, WI. She was employed as a beautician in Janesville for 55 years. Her customers brought her much joy and she loved to visit with all of them. Luann also worked with her husband on their farm near Orfordville.

She was a member of Orfordville Lutheran Church where she served on various boards through the years.

She had also been a 4 H leader.

She enjoyed gardening, baking for her grandchildren, knitting and especially liked mowing

DAWN WALMER Dawn Walmer, age 80 of Brodhead, died Friday May, 10, 2019 at her home. She was born on May 21, 1938 in Tiskilwa, Illinois, the daughter of Claude and Sylvia (Ferguson) Lee. BLOOD DRIVE The next Blood Drive is on May 22. Everyone is welcome by walkin or appointment. Every pint helps the seniors and student council reach their donation goals. Also, remember that each pint can save up to 3 lives!

FOOD PANTRY The Panther Pantry is open on Saturday mornings from 9:00 to 11:00 a.m. We can also schedule appointments if that time does not work. Appointments can be made by calling the school at 608-934-5251.

ENGINEERING TRIP The engineering class took a trip on Monday to the Plasma Physics lab at UW-Madison. Students also got to attend the Wisconsin Association of Electrical Engineers Energy Efficiency Expo. They learned a lot about plasma physics and electrical engineering.

MUSIC DEPARTMENT This past Monday was the BandO-Rama concert! Everything went well, and the band sounded great!

Next Monday, May 20 is the Spring Choir Concert. Be sure to come and listen to the beautiful voices! Also, the middle school will soon be performing at the cemetery for Memorial Day. Stay tuned for more details.

JAZZ BAND Tonight is the last performance by the Jazz Band. It will be an Evening of Jazz hour before Honor’s Night. It will start at 5:45 p.m. This group has middle school and high school students who are all very eager to perform for those who attend.

STUDENT COUNCIL The Student Council has elected the new officers for 2019-2020. The

President will be Trent Anderson, Vice- President Justice Falbo, Treasurer Gavin Kammerer, and Secretary Jocelyn Rufer. They also picked out the theme for homecoming next year, and it will be “Under the Sea.” JUDA HILL CLIMB The Hill Climb is almost here! It will be held this Saturday, May 18.

The Kids Fun Run will start at 9:00 a.m., and the 2K walk and 5K race will start at 9:30 a.m. After the race, there will be food and door prizes that any participant can win, including a night’s stay at the Kalahari Resort! Medals will be given to the top 3 runners in each age bracket. Register online at http://bit.ly/2019JudaHillClimb TRACK AND FIELD The varsity track athletes competed at the Beloit Daily News Invitational at Beloit Turner High School on Friday, May 3. The athletes worked hard, and it paid off!

Medals were earned in the majority of the events. The girls’ and boys’ teams both received first place overall as the BDN champions.

GRADUATION The Class of 2019’s graduation ceremony will be held on Saturday, May 25, at the Juda School. The Baccalaureate will begin at 1:00 p.m., and the graduation ceremony will follow at 2:00 p.m. Both will be held in the Palace gymnasium, and seniors are expected to arrive 30 minutes early for the graduation ceremony.

NHS Things are wrapping up this year for the NHS. The Honors Trip is taking place today. Hopefully everyone has fun!

SPANISH CLUB The Spanish Club had two softball concessions last week on Tuesday, May 7, and Friday, May 10. There was a Spanish Club meeting last Friday to discuss job assignments for the Juda Hill Climb.

MATH DEPARTMENT The CAPP Calculus course is almost finished! This week is the final week of the course, and the students are thrilled. There are also two students from the class that took the Advanced Placement Calculus Test on Tuesday. Good luck, students!

BASEBALL The boys had two games last week, facing Evansville on Tuesday, May 7, and Thursday, May 9.

On Tuesday the Cardinals lost 121. Connor Green was on the bump for 3 innings, with Gavin Kammerer and Brady Malkow in relief. On Thursday, the Cardinals couldn’t get the bats going and lost 3-1. Quinton Kammerer was on the mound for 5 innings, and the Cardinals closed with Gavin Kammerer and Brady Malkow. The Cardinals play McFarland on Tuesday, May 14, and Thursday, May 16. Good luck, boys!

SOFTBALL The girls had a tough loss last week on Monday against Black Hawk (4-0), but they were able to bounce back and have an excellent win against Barneveld the next day (5-0). A huge congratulations to Triniti Elmer for hitting her first home run of the season. The girls then traveled to River Ridge on Thursday, May 9. They got a very important win (7-0) with a huge help from Triniti Elmer again, who hit another home run with 2 RBIs with it. The next day, they played Potosi

in Juda, and last Saturday, May 11, they played in the annual Juda Tournament. They played Brodhead and Racine-Lutheran. On Monday, May 13, they played Benton-Shullsburg with a 4:30 start time because of the band concert. They then played Argyle the next day. The start of the tournament season is Thursday, May 16. Good luck to the ladies in their first-round regional game!!

HONORS NIGHT The annual Honors Night is tonight, May 15, at 7 p.m. This is the day of the year when seniors are awarded local scholarships, honor students are recognized, and top students in each class are given awards.

Come early and hear the Jazz Band play a cocktail hour. We hope to see you there!

FINDORFF CONSTRUCTION SUMMER CAMP Findorff is excited to sponsor Construction Camp for high school students. This annual program provides students the opportunity to explore the many careers available in the construction industry. Camp runs Monday, June 10 - Friday, June 14! Camp participants will work alongside construction professionals in the carpentry, electrical, and plumbing trades as well as learn about safety on the job site.

Students meet at Middleton High School each morning and are transported to a different location each day. There is no cost to students, but they must commit to attending all five days from 7:45 a.m. - 12 p.m.

Transportation to various locations is the student’s responsibility. Lunch is provided on Friday. Any campers that are interested should complete the application along with the signed indemnification contract and return to constructioncamp@findorff.com

PRIDE DAY The annual Juda Pride Day is coming up this Friday! The first half of the day will be volunteer time, and the second half is full of fun activities. In preparation for this, the students will be needing sunscreen, clothes that can get dirty, and work gloves, depending on their volunteer activity.

SENIOR OF THE WEEK This week’s senior of the week is Nicole Kamholz! Nicole will be attending UW-Madison to follow a pre-pharmacy path and to eventually pursue Pharmacy School. Her advice for underclassmen is to get involved with extracurricular activities that you enjoy because they can alleviate the stress that classes cause but also always make time to study for your harder classes because your grades do matter.

Juda teacher selected Energy Educator of the Year Scott Anderson, Math and Engineering teacher for Juda High School, has been selected by the Wisconsin K-12 Energy Education Program (KEEP), in partnership with Alliant Energy, to receive the 2019 Energy Educator of the Year award. Nominated by their administrators and peers, this annual award serves to recognize and reward exemplary educators who

Green County Master Gardeners to tour Steve and Janet Gobeli Gardens The Green County Master Gardeners will hold their monthly meeting on Thursday, May 23, at 6:30 p.m. at the home of Steve & Janet Gobeli, located at N2465 Steiner Road, Monroe, WI. Meetings usually provide speakers or tours for learning and are open to the public to attend.

Our plan this month is to explore the wonderful gardens at Steve and Janet’s home. They have lived in the area all their lives and have an array of iris’s, tulips and other flowers.

Some will be blooming depending on how the weather has progressed.

Several varieties and areas of Hostas will be featured growing in their gardens as well. Along with their beautiful flower gardens are several restored prairie areas. Steve and Janet will give details explaining the care of these native prairie areas. An-

other attraction will be a bird aviary which features Diamond Doves and Love Birds among others, that Steve and Janet enjoy hatching, raising, and selling at bird shows.

The Green County Master Gardeners Association meets on the fourth Thursday of the month from February through October. Association officers for 2019 will include Tanna McKeon, President; Tammy Schulte, Vice President; Linda Boll, Secretary; and Lynn Lokken as Treasurer. Anyone interested in horticulture and gardening is welcome to join the association and you do not have to be a Master Gardener to be a member. Wisconsin’s new hemp industry blooms

When Abbie Testaberg married her husband, Jody, in 2010, she told him to quit his job. He had been working for medical marijuana co-operative in California when the couple met in Wisconsin.

“I wanted him to forget what he was good at and passionate about and get a real job and we could move on with our lives,” Testaberg said.

He did that, and moved to River Falls, Wisconsin. There, the Testabergs and Abbie’s mother ran a cafe. One year later, the Testabergs’ first child was born with a chromosome abnormality, and two years later, her younger son was born with spina bifida, a failure of the spine to grow properly.

Abbie Testaberg did all she could to keep their children healthy, and part of that included pursuing alternative treatments in addition to Western medicine. This exploration of alternatives led Testaberg back to her husband’s previous job — cannabis.

“Thinking about alternative healing and wellness options for my kids opened me to the realities of medical cannabis, which my husband already knew,” Testaberg said.

“On the journey, so far, my biggest interest is better understanding the plant and the endocannabinoid system to consider how my children may benefit.”

Now, nine years after she told her husband to quit working with cannabis, Testaberg has devoted her career to it, and to the production of one form of the plant — hemp — which recently was legalized in Wisconsin.

Testaberg is an authorized hemp grower and processor in Wisconsin, which launched an industrial hemp pilot program in 2018 and now has more than 2,100 applications for licenses in 2019.

Industrial hemp is a member of the cannabis sativa plant family — the same family as marijuana. The plant looks essentially the same but has been bred to contain less than 0.3% of THC, the chemical that causes the “high” in marijuana. In comparison, marijuana seized by federal officials averages about 12% THC. Some hemp license holders say they are growing the plant now in anticipation of legalization of marijuana in Wisconsin, which is gaining support from Democratic Gov. Tony Evers and a growing numbers of lawmakers. But legalization still has many opponents in the Republican-controlled Legislature, and GOP leaders plan to strip decriminalization and medical marijuana legalization from Evers’ budget.

Almost immediately after the announcement April 30 that applications would be accepted, a steady flow of industrial hemp grower and processor applications began coming in to the Illinois Department of Agriculture’s website with more than 350 applications being received in the first two days.

began growing hemp in 1908, and by 1917, farmers had 7,000 acres under cultivation. During World War II, demand for hemp increased due to its utility for making rope.

At one point during the war, Wisconsin had 42 hemp mills across the state.

Wisconsin’s climate and farming industry make it an ideal environment for growing hemp, according to Irwin Goldman, professor and chairman of the University of Wisconsin-Madison Department of Horticulture.

“We have a diverse agricultural climate in Wisconsin. We obviously have a big dairy industry but we also grow a lot of fruits and vegetables, we have forages to feed the dairy animals, we have lumber for paper,” Goldman said. “A crop like hemp was a really good part of that.

We did a lot of different things and it fit well in our environment.”

In 1970, industrial hemp got swept into the federal Controlled Substances Act along with marijuana and became a Schedule I drug. This effectively placed a ban on growing the crop in the United States for nearly 50 years. Hemp largely disappeared from Wisconsin’s landscape until last year.

Farmers in Wisconsin first started planting hemp again in May 2018, after Wisconsin’s industrial hemp bill passed unanimously in 2017.

That legislation was made possible by the 2014 Federal Farm Bill, which ended the decades-long ban on hemp, allowing states and universities to set up industrial hemp pilot programs.

Modern day hemp has numerous uses, including fiber products, building materials such as drywall, paper, biofuel, food such as cereal and bread, cosmetics — even jeans.

Hemp also can be used to make cannabidiol, or CBD, a non-intoxicating substance used for a variety of medical conditions.

Hemp helps Wisconsin farmers State Sen. Patrick Testin, R-Stevens Point, who was the lead sponsor of Act 100, sees hemp as a way to support Wisconsin farmers, who are facing record low commodity prices and loss of dairy farms.

Hemp can function as a rotational crop that would help farmers increase their crop diversity, boost farm revenue and provide opportunities for new innovations with the plant. In 2017, there were $820 million dollars in hemp product sales in the United States. The Hemp Business Journal estimates this will grow to $1.9 billion by 2022.

“This is an opportunity for us to reintroduce a crop that we once led the nation in, to help our farmers raise up their margins but more importantly, the research and innovation is going to open the door here in the state of Wisconsin,” Testin said. “I am thoroughly convinced, and I’ve said this over and over again, that within the next five to 10 years, Wisconsin is going to be the national leader in industrial hemp again.”

The Testabergs were one of the 135 growers that planted seeds in the first year of the hemp pilot program in Wisconsin. In 2018, a total of 1,850 field acres and 22 greenhouse acres were planted statewide, according to Jennifer Heaton-Amrhein, a policy analyst at DATCP. Applications to grow and process hemp have grown dramatically for the program’s second year — over 2,100 people have applied for the licenses this year. Evers has recommended adding five full-time positions and an additional $300,000 to support the program in his 2019-21 budget.

The program is supported in part by fees, including a one-time $150 license fee, $350 annual registration and $250 annual sampling cost. These are some of the lowest in the country, according to Testin.

Participants must provide the exact coordinates and GPS directions to their growing or processing facilities; the names of license holders are confidential to prevent theft.

Before harvest, DATCP tests the plant for its THC content; anything above 0.3% is considered marijuana, and the state orders it to be destroyed. Additionally, participants must pass a background check.

Anyone with a felony drug conviction is banned from the program.

State, federal laws clash Wisconsin officials are striving to update state regulations to conform to the 2018 Federal Farm Bill.

“The only constants in the industrial hemp program are change and ambiguity,” Heaton-Amrhein said.

“There are a lot of gray areas, and the reason is that there is this merging of federal laws and state law, and they’re not necessarily consistent.”

Many of these inconsistencies are addressed in Senate Bill 188, known as “Hemp 2.0” or the Growing Opportunities Act, a bipartisan bill that Testin introduced on April 30.

The bill would update the definition of hemp to reflect that of the federal bill, redefine marijuana to exclude hemp, remove THC found in hemp from the controlled substances list, and prohibit a person from producing hemp for 10 years following a drug-related felony conviction. Currently there is no limit on how old the conviction can be.

These legal ambiguities had real consequences for the Menominee Indian Tribe of Wisconsin. After the 2014 Farm Bill allowed states to implement industrial hemp research pilot projects, the tribe voted to create its own in 2015.

In July 2015, Marcus Grignon and other Menominee tribal farmers planted industrial hemp on about 3 acres of the reservation in northeastern Wisconsin. Three months later, on Oct. 23, the U.S. Drug Enforcement Administration raided the farm and destroyed the 33,000 plants.

The tribe sued the federal government, arguing its program was legal under the 2014 federal legislation. But a judge disagreed, saying the legalization only applied to state-run hemp programs. Grignon has since enrolled in Wisconsin’s industrial hemp program, which launched in 2018.

“Hemp is growing again in tribes, it’s growing again in Wisconsin, and it’s growing again across the nation,” he said.

CBD is biggest hemp product Hemp can be grown for grain and fiber, but the most popular form across the United States is for making CBD. Hemp-derived CBD accounted for 23% of the hemp-based product sales in the United States in 2017, according to the Hemp Business Journal.

Growing hemp for grain or fiber and growing for CBD are different processes, said James Jean, the business developer at Legacy Hemp, a company that works with farmers in Wisconsin, Minnesota and North Dakota.

CBD plants require more handson labor and are often grown indoors. They also can be much more expensive. Seeds can be between $1 and $5 each, while Legacy Hemp, which only sells grain and fiber seeds, charges $4 a pound — each of which includes thousands of seeds.

CBD is expensive, and farmers stand to make a high income from producing it — but it can be risky.

Raw CBD material can sell for $50 to $150 per pound to a processor, and purified CBD can sell for around $2,700 per pound, Testaberg said. But infrastructure for processing and selling hemp is still developing in Wisconsin, and farmers face the risk of not having a buyer for their crop, Jean said.

“The hype is in the CBD side, and there is a big market for that,” Jean said. “But we believe that market bubble is going to pop, because everybody is jumping into the game right now. If you don’t have a buyer and contract on paper going into it, it’s going to be a scramble at the end of the season to get the yield and the cash flow that people are expecting.”

Another risk in growing hemp for CBD is the possibility that the crop will be above the 0.3% THC levels. This happened to 21 of 295 samples in Wisconsin last year, including one of Testaberg’s. She had to destroy a small amount of her crop that tested “hot.”

Almost all CBD varieties will go above 0.3% at some point of the season, Heaton-Amrhein said. This depends partly on the genes of the seed — DATCP has banned the use of one variety, C4, as most crops of this variety came up hot in 2018.

Farmers are responsible for testing the crop regularly at private labs and harvesting at the right time to ensure their crop is under 0.3%, she said.

A new University of Wisconsin-Madison project is researching how THC levels vary in hemp, a problem that is not well understood. The year-long project was awarded $35,000 to explore best practices for production and harvest so farmers can avoid having to destroy crops.

‘It’s Hemp, It’s Fine’ The CBD trend has made its way to Madison in a big way. On a Sunday morning in April, nearly 500 people attended It’s Hemp, It’s Fine, billed as Madison’s first-ever hemp/CBD expo. The event was put on by The Healthy Place, formerly known as Apple Wellness, a Wisconsin company that sells CBD products. Attendees could test CBD everything — tequila cocktails with a few drops of CBD oil, IPA beer brewed with CBD powder, CBD-infused coffee beans and chocolate.

Besides the samples, Wild Theory Company, a local CBD retailer, sold a bottle of pills for $60 and $380 for up to 2 ounces of tincture.

Ella Wood, a consultant for The Healthy Place, said these prices are average for local CBD products.

Key stakeholders in the hemp industry also answered questions from the audience at the expo

— such as how farmers can secure seeds that are certified, how DATCP will handle the exponential increase in licensing, and organic designations for hemp production.

Jeff Oler and his daughter, Elizabeth Pierson, are newly enrolled in Wisconsin’s hemp program. Both use CBD as an alternative medicine, and plan on growing CBDrich hemp on 1 acre of land near Richland Center. Oler waited to join the program until the second year — he wanted to see what happened during the first year before investing.

But they have faced difficulty in finding and connecting with other growers, processors and buyers because of the confidentiality in the program.

CBD is ‘wild, wild West’ The legality of CBD depends on how it is marketed. If companies are just bottling it up and selling it, that is legal. But if they are marketing it as a cure to any sort of aliment, it is not legal. Still, it is hard to enforce, and Heaton-Amrhein says it is “the wild, wild West out there” when it comes to CBD. Indeed, there have been a number of incidents in the state where products have claimed to be CBD, but after being tested, they either

come back with no CBD, or above the 0.3% THC concentration limit, Testin said. The new bill also clarifies this; it would prohibit the mislabeling of hemp products.

Testaberg grows CBD-rich hemp on her farm and says the only way to know if something is legal is to try it.

“You have to take a lot of risks in saying: ‘I know I can do this and I’m gonna do it, and they’re gonna tell me I can’t, and then I’m gonna go to court and I’m gonna win,’ ” Testaberg said. “And that’s expensive, and it’s dangerous, and not very many people are as crazy as we are to do that.”

In addition to her hemp farm, Testaberg is also pursuing multiple cannabis-related businesses, including the production of a system to grow cannabis without soil, a CBD store that will open in the next few months in Wisconsin, and PhytoPharm.D, a company that educates and consults with patients, producers and dispensary operators about cannabis-based-medicine.

Growing wave?

Growing CBD-rich hemp is very similar to the process of growing marijuana, a plant that is rapidly becoming legal in states across the country. Testin said that some par-

ticipants in the hemp program are learning to grow the plant because of its similarity to marijuana, with the hope that someday it will be legalized.

“We have to remember that Wisconsin is very far behind on legalization,” Testaberg said. “The likelihood of the legalized environment being so open that all of these farmers are going to have the same possibilities as they do in hemp is pretty low.”

Testin said he is “not there yet” on legalization of recreational marijuana, but is working with a team to explore options for the legalization of medical marijuana in the state.

“But at the same time we have to manage expectations, because there are a number of my colleagues in the Senate who are not supportive of any form of either medical or recreational, so it is going to take

some time,” Testin said.

Parkview boys fall in walk off

Last Friday the Parkview Vikings faced off with Deerfield for the second time this season. Following a stretch of cancellations from Weather it was nice for the Vikings to get back on the field.

Deerfield jumped out to an early lead with a run in the bottom of the first and expanded their lead to 2-0 with another run in the third. The Vikings were able get a run back in the top of the fourth when they finally got on the scoreboard with a sacrifice fly from Justin Brown which brought in Adrian Meza to score.

That score would remain until the top of the sixth when the Vikings captured their first lead of the day. With a trio of singles from Meza, Justin Balch, and Brown, Caylor Burns found himself with an opportunity that he would take advantage of when he drove in a run with a ground ball hit. Soon after Pulaski found himself at the plate with the bases loaded and eventually walked to bring in another run.

Just as quickly as the Vikings gave themselves a chance to win, Deerfield took it away. In the bottom of the seventh Parkview’s pitching struggled to find the zone as they allowed three straight walks which gave Deerfield a walk off win which came in the most boring of ways. The Vikings lost by a score of 4-3, a score that appears much more exciting than how the game actually ended.

Meza led the way offensively, going three for four at the plate while scoring two runs. Balch had himself a day as well, going two for four and scoring a run of his own.

Eli Hoscheit started out on the mound and pitched 6.2 innings while striking out nine and allowing two earned runs off five hits. The Vikings are now 6-6 on their season.

NOTICE OF BOARD OF REVIEW TUESDAY, May 21, 2019 3:00 PM – AT THE TOWN HALL – 1408 14TH STREET, BRODHEAD STATE OF WISCONSIN Town of Decatur - Green County Notice is hereby given that the Board of Review for the Town of Decatur, Green County, Wisconsin, shall hold its first meeting on May 21, 2019, at 3:00 PM.(for at least 2 hours), at the Decatur Town Hall, 1408 14th Street, Brodhead, WI. Please be advised of the following requirements to appear before the board of review and procedural requirements if appearing before the board: 1. No person will be allowed to appear before the board of review, to testify to the board by telephone, or to contest the amount of any assessment of real or personal property if the person has refused a reasonable written request by certified mail of the assessor to enter onto property to conduct an exterior view of such property being assessed.

2. After the first meeting of the board of review and before the board’s final adjournment, no person who is scheduled to appear before the board of review may contact or provide information to a member of the board about the person’s objection, except at a session of the board. Open book shall occur no less than 7 days prior to the board of review.

3. The board of review may not hear an objection to the amount or valuation of property unless, at least 48 hours before the board’s first scheduled meeting, the objector provides to the board’s clerk written or oral notice of an intent to file an objection, except that upon a showing of good cause and the submission of a written objection, the board shall waive that requirement during the first 2 hours of the board’s first scheduled meeting, and the board may waive that requirement up to the end of the 5th day of the session or up to the end of the final day of the session if the session is less than 5 days with proof of extraordinary circumstances for failure to meet the 48-hour notice requirement and failure to appear before the board of review during the first 2 hours of the first scheduled meeting.

4. Objections to the amount or valuation of property shall first be made in writing and filed with the clerk of the board of review within the first 2 hours of the board’s first scheduled meeting, except that, upon evidence of extraordinary circumstances, the board may waive that requirement up to the end of the 5th day of the session or up to the end of the final day of the session if the session is less than 5 days. The board may require objections to the amount or valuation of property to be submitted on forms approved by the Department of Revenue, and the board shall require that any forms include stated valuations of the property in question. Persons who own land and improvements to that land may object to the aggregate valuation of that land and improvements to that land, but no person who owns land and improvements to that land may object only to the valuation of that land or only to the valuation of improvements to that land. No person may be allowed in any action or proceedings to question the amount or valuation of property unless the written objection has been filed and that person in good faith presented evidence to the board in support of the objections and made full disclosure before the board, under oath, of all of that person’s property liable to assessment in the district and the value of that property. The requirement that objections be in writing may be waived by express action of the board.

5. When appearing before the board of review, the objecting person shall specify in writing the person’s estimate of the value of the land and of the improvements that are the subject of the person’s objection and specify the information that the person used to arrive at that estimate.

6. No person may appear before the board of review, testify to the board by telephone, or object to a valuation if that valuation was made by the assessor or the objector using the income method of valuation, unless no later than 7 days before the first meeting of the board of review the person supplies the assessor with all the information about income and expenses, as specified in the assessor’s manual under s. 73.03 (2a), Wis. stats., that the assessor requests. The Town of Decatur has an ordinance for the confidentiality of information about income and expenses that is provided to the assessor under this paragraph that provides exceptions for persons using information in the discharge of duties imposed by law or the duties of their officer or by order of a court. The information that is provided under this paragraph, unless a court determines before the first meeting of the board of review that it is inaccurate, is not subject to the right of inspection and copying under s. 19.35 (1), Wis. Stats.

7. The board shall hear upon oath, by telephone, all ill or disabled persons who present to the board a letter from a physician, surgeon, or osteopath that confirms their illness or disability. No other persons may testify by telephone unless the Board, in its discretion, has determined to grant a property owner’s or their representative’s request to testify under oath by telephone or written statement.

8. No person may appear before the board of review, testify to the board by telephone, or contest the amount of any assessment unless, at least 48 hours before the first meeting of the board, or at least 48 hours before the objection is heard if the objection is allowed under s.70.47 (3) (a), Wis. stats., that person provides to the clerk of the board of review notice as to whether the person will ask for the removal of a member of the board of review and, if so, which member, and provides a reasonable estimate of the length of time the hearing will take.
