Green County 4-H youth participate in annual Communications Contest Green County 4-H held its annual Communications Contest on Sunday, Feb. 24 at the Green County Justice Center. This contest was open to all countywide 4-H members in grades 5K through one year past high school.

Presenting or speaking before a group or audience is an important life skill to develop. The goal of the Green County 4-H Communications Contest is to give 4-H youth an opportunity to develop and polish these skills in a supportive and encouraging environment.

Youth were eligible to submit one entry in each of three divisions: Speaking Division (prose/poetry or traditional speech); Demonstration Division (individual or team demonstration); and Non-Verbal Communication Division (poster, scrapbook, video/computer presentation, or promotional display).

Spring Hunter Safety Education Courses Sheriff Knudson is pleased to announce that the Rock County Sheriff’s Office, in partnership with the Edgerton Conservation Club, is offering two spring Hunter Safety Education Courses starting in April of 2019. It is recommended that participants be at least 12 years of age, or turn 12 shortly following completion of the class.

There is a class fee of $10 per student, which will be collected at the time of registration. A parent/guardian signature is required for all persons under the age of 18 and the underage student must be present with an adult parent or guardian at time of registration. Class size is limited to thirty (30) students and enrollment in the class is available online. After completing the online enrollment, you will receive an email with confirmation and mandato-

Albany students at WSMA Solo and Ensemble Festival On Saturday, Feb. 23, Albany music students participated in the Wisconsin School Mu-sic Association District Solo & Ensemble Festival.

Solo & Ensemble is a great learning opportunity for music students to prepare a solo, duet, trio, quartet, or other ensemble and perform it for a WSMA certified adjudicator. The students then receive feedback and a numerical score from the adjudicators, 1 being the highest score. If the students prepare a Class A piece (the most challenging class), they have the opportunity to go to the State Festival in April. This year, Albany’s own, Haley Mueller, earned a 1*

score, which means she will perform at UW-Platteville’s State Festival on April 27. Congratulations, Haley!

Local teacher helped create ‘Jo Wilder and the Capitol Case’

Parkview fourth grade teacher Nikki Lutzke was one of thirty teachers from around the state who helped develop the game, Jo Wilder and the Capitol Case. This game was a project to help celebrate the 100th anniversary of the Wisconsin State Capitol building.

The project began with Wisconsin Public Television wanting to do something special for the 100th anniversary of the Wisconsin State Capitol in Madison. The Wisconsin State Capitol was finished in 1917 and since it was the midst of WWI there wasn’t a big fanfare to celebrate its completion.

Wisconsin Public Television, Field Day Labs out of UW-Madison and the group of teachers from around the state worked on the project. Field Day Labs specializes in Educational software.

The State Historical Society and the DPI reached out to teachers and librarians involved in students in grades three to five from around the state to work on the project. The Historical Society and their archivist were involved in the project as well. The Historical Society and PBS gave the group a foundation for the project. The goal was to find a way for kids to “do” history rather than study it.

The group was able to view many historical documents such as the original blueprints for the capitol and letters written by Susan B Anthony to use in their research. Lutzke said she felt honored to be able to see such important historical documents up close. The group of teachers, who were called the Capitol Fellowship, brainstormed and came up with many ideas. The idea was to create a game and engage the students in learning while taking part in the game.

Parkview’s current fifth graders beta tested the product in its earliest stages.

The students offered feedback and had video chats with people from Field Day Labs to talk about the game. They gave input on the background, how they were able to maneuver through the game and so on. They gave feedback on every aspect of the game. The artist designing the game asked ques-

Lutzke said that there were many contributors who came forward to help make the game happen.

The group will have one final round in February to create a teacher’s guide for the game. Four members of the original group are working on the teacher’s guide as the final piece of the two year project.

The group is trying to get the word out about the game. Lutzke co-presented at SLATE (Student Leaders Advancing Technology in Education) this fall to help spread the word.

PBS asked the teachers what kind of SWAG they would like for the kids and they got mini notebooks to give to the kids who helped test the game.

The Parkview students (now 5th graders) were able to see the final product this fall.

Green County Sheriff’s report Sunday, Feb. 24 Traffic Accident At approximately 3:49 a.m., Deputies responded to the N9300 block of State Highway 78, in the Town of York for a reported vehicle in the ditch. The driver, Troy S. Pauli, 47 of New Glarus was eastbound on State Highway 78, when he swerved to avoid a deer. Pauli’s vehicle entered the ditch and struck a traffic sign. The vehicle sustained functional front end damage and no airbag deployment. Pauli reported wearing his seatbelt and sustaining no injuries in the crash. The vehicle was later removed by Pauli.

Traffic Accident At approximately 9:49 a.m., Deputies responded to the N1800 block of County Highway S, in the Town of Jefferson, for a motor vehicle crash with no injuries.

Investigation revealed that Craig A. Anderson, 48 of Monroe, was traveling northbound on County Highway S, with a truck and hay wagon. Due to high winds in the area, the wagon began to tip, causing the wagon to enter the ditch. Anderson reported wearing his seatbelt and sustaining no injuries in the crash. It was reported that the truck also nearly overturned.

Motor Vehicle Crash At approximately 12:34 p.m., Deputies, Albany EMS, and the Albany Fire Department, responded to the N7800 block of CTH E in the Town of Brooklyn for a report of a single vehicle crash with injuries. Investigation revealed that a vehicle pulling a trailer was traveling northbound on CTH E and was being operated by Frank V. Simpson, 43, Brooklyn, WI. While traveling on CTH E, severe winds shifted the trailer, causing the vehicle to lose control and cross the centerline. The trailer then separated from the vehicle while both were in motion. The trailer overturned and came to a rest in the ditch. The vehicle then entered a flooded ditch where it overturned and came to a rest on its roof. The cab on the vehicle then took on water and Simpson was able to escape the vehicle via a window.

Simpson walked away from the crash scene and contacted Law Enforcement from a nearby residence.

The vehicle sustained severe damage and the airbags did not deploy.

The trailer also sustained severe damage. Both the vehicle and the trailer were left on scene.

Simpson sustained non life-threatening injuries in the crash and he reported that he was not wearing his seatbelt.

The Wisconsin DNR assisted at the scene.

The crash remains under investigation.

Tuesday, Feb. 26 Traffic Crime At approximately 10:56 a.m., Deputies conducted a traffic stop on a vehicle for speeding in the W2300 block of STH 11 in the Town of Spring Grove.

Investigation resulted in the driver of the vehicle, Roberto Jovany Cruz, 27, Beloit, WI, being cited for Operate without a Valid Driver’s License (Traffic Crime) 2nd Offense and for Speeding. Cruz was released pending a court appearance.

Probation and Parole Arrest At approximately 3:57 p.m., Deputies responded to the Green County Probation and Parole Office in the City of Monroe and arrested Jacob D. Morrison, 22, Brooklyn, WI, after a Probation Hold was placed on him by the Wisconsin Department of Corrections. Morrison was incarcerated in the Green County Jail.

Wednesday, Feb. 27 Motor Vehicle Crash At approximately 2:53 a.m., Deputies responded to the N7100 block of CTH CC in the Town of Mt Pleasant for a report of a single vehicle crash.

Investigation revealed that a vehicle being operated by Andrew J. Martin, 38, Monroe, WI, was traveling southbound when he lost control of the vehicle due to the ice covered road surface.

The vehicle entered the west ditch where it struck a snowbank. Martin reported that he was not injured and that he was wearing his seatbelt. The vehicle sustained damage and the airbags did not deploy. The vehicle was removed from the ditch by a tow truck.

The vehicle was driven from the scene.

Martin was cited for No Proof of Insurance.

Motor Vehicle Crash At approximately 7:00 a.m., Deputies, Brodhead EMS, and the Brodhead Fire Department, responded to the N1800 block of CTH G in the Town of Spring Grove for a report of a single vehicle rollover crash. Investigation revealed that Terry L. Sorchy, 57, Brodhead, WI, was traveling northbound when he lost control of his vehicle. Upon entering the east ditch, the vehicle struck a snowbank and came to a rest on its side. Sorchy reported that he was not injured and that he was wearing his seatbelt. The vehicle sustained damage and the airbags did not deploy. The vehicle was towed from the scene.

The Brodhead Police Department assisted at the crash scene.

Thursday, Feb. 28 Traffic Crime At approximately 4:12 a.m., Deputies conducted a traffic stop on a vehicle for speeding in the W1100 block of STH 11 in the Town of Spring Grove.

Investigation resulted in Raul Velazco Sanjuan, 31, Madison, WI, being cited for Operate without a Valid Driver’s License – 2nd Offense within 3 years (Traffic Crime). Velazco Sanjuan was also cited for Speeding and for Failure to Install an Ignition Interlock Device.

Velazco Sanjuan was released pending a court appearance.

Motor Vehicle Crash At approximately 5:03 p.m., Deputies responded to the W9100 block of STH 81 in the Town of Adams for a report of a vehicle versus dog crash.

Investigation revealed that Heather M. Coffey, 37, Argyle, WI, was westbound on STH 81 when a dog entered the roadway and collided with her vehicle. After the crash, the dog ran away from the scene and was not able to be located. Coffey reported that she was not injured and that she was wear-

ing her seatbelt. The vehicle sustained damage and the airbags did not deploy.

The vehicle was driven from the scene.

Friday, March 1 Warrant Arrest At approximately 10:18 a.m., Deputies arrested Daryl L. Berget, 66, Brodhead, WI, at a residence in the N3200 block of Crazy Horse Ln in the Town of Decatur on an arrest warrant issued through Rock County. Berget was turned over to Rock County Deputies.

Traffic Crime At approximately 6:40 p.m., Deputies conducted a traffic stop on a vehicle for a traffic violation in the 700 block of 21st Street in the City of Brodhead. Investigation resulted in the driver, Lori L. Braun, 46, Brodhead, WI, being cited for Operating after Revocation (Traffic Crime), Non-Registration of an Auto, and No Motor Vehicle Insurance. Braun was released pending a court appearance.

Saturday, March 2 Motor Vehicle Crash At approximately 2:07 a.m., Deputies responded to the W1100 block of STH 11 in the Town of Spring Grove for a report of a vehicle in the roadway. Investigation revealed that Kadyn C. A. Mason, 19, Orfordville, WI, was traveling eastbound on STH 11. Mason was operating a vehicle that was pulling a trailer with another vehicle secured on the trailer. While eastbound on STH 11, the wheels of the trailer hit the gravel shoulder of the roadway, causing the vehicle and trailer to lose control and jackknife.

The vehicle that was secured on the trailer then rolled off of the trailer and came to a rest in the roadway.

The vehicle that was on the trailer sustained severe damage. The trailer sustained severe damage as well.

The vehicle that Mason was operating did not sustain any damage and the airbags did not deploy. Mason reported that he was not injured and that he was wearing his seatbelt. The

Obituary MERCEDES M. MOELLENBERNDT Mercedes M. Moellenberndt, age 97, passed away on Wednesday, February 27, 2019, at Alden Estates of Jefferson. She was born on August 14, 1921 in Elizabeth, IL, and was the daughter of Otto and Mary (Huilman) Berlage. She married Wallace Moellenberndt on May 29, 1947 at St. Mary’s Catholic Church in Elizabeth.

Mercedes was a member of St. Anne’s Council of Catholic Women.

She was a woman of strong faith who could often be seen with a smile on her face. She also loved cats and crocheting.

Mercedes is survived by her husband Wallace of 71 years; their children, Monsignor Duane Moellenberndt of Sun Prairie, Jim (Martha) Moellenberndt of Grand Island, NE, and Mary Lange of Knoxville, TN; grandchildren Dr.

Alison (Chris) Arrants of Rock Springs, WY, Meg (Bob) Trout of Grand Island, NE and Jennifer Lange of Knoxville, TN; 3 greatgrandchildren Josie, James and Luca; and several nieces and nephews.

She was preceded in death by her parents; and 2 sisters Bernice Berlage and Marcella Ortscheid.

Motor Vehicle Crash/OWI Arrest At approximately 5:24 p.m., Deputies, New Glarus EMS, and the New Glarus Fire Department, responded to the N8800 block of CTH O in the Town of New Glarus for a report of a single vehicle rollover crash. Investigation revealed that a vehicle being operated by Drew E. Ostby, 21, Blanchardville, WI, was traveling northbound on CTH O when Ostby failed to negotiate a curve in the roadway. The vehicle then entered the ditch where it struck a fence and over turned one time. The

vehicle sustained disabling damage and the airbags did not deploy. The vehicle was towed from the scene.

Ostby reported that he was wearing his seatbelt and he sustained injuries from the crash. Ostby was transported to the Monroe Clinic Emergency Room by New Glarus EMS. As a result of the investigation, Ostby was arrested for Operating while Under the Influence – 2nd Offense (alcohol). Ostby was also cited for Unsafe Lane Deviation. Ostby was released pending a court appearance. *A charge is merely and accusation and that a defendant is presumed innocent until and unless proven guilty.

Midwest sports Productions and USSSA W.I.N. present ESTEAM summer camp Midwest Sports Productions in partnership with USSSA W.I.N. announce the Inaugural ESTEAM Summer Camp, a three-day overnight camp that has been built to assist in the development of fastpitch softball and women’s soccer players on and off the field with technical training sessions, workshops and speakers. The camp will take place July 15-18, at Woodside Sports Complex, W4217 50th St, Mauston, Wisc.

“We are excited to introduce this new summer camp that will help young, female athletes grow not just their skills but also their self-confidence on and off the field,” said Craig Scriven, camp creator and vice president of USSSA “We are planning to bring out some high profile clinicians and speakers to work with the players, helping create a supportive program which will lead them in becoming a great person and athlete.”

Participants will check-in on Sunday, July 15, and immediately begin working on their technical game.

Throughout the camp, coaches will work with the athletes on team building exercises, strength and conditioning and small-sided games. It won’t be all work though as the players will have time to enjoy horseback riding, fishing and a bonfire.

MAKE-UP DAYS AND HOURS Due to all of the inclement weather days this year that resulted in several delays, early releases, and closings, the District needs to make sure we have the required instructional minutes set by the Department of Public Instruction. The following changes will be in effect for the remainder of the 2018-2019 school year: 1) Beginning March 4, the school day will be extended by 10 minutes each day.

School will start at the normal time of 7:50 and will end at 3:20 instead of 3:10. 2) April 22, 2019, was originally scheduled as a vacation day. This will now be a full day of school.

BLOOD DRIVE The next blood drive at Juda School is scheduled for March 26.

FOOD PANTRY The Panther Pantry is open on Saturday mornings from 9:00 to 11:00 a.m. We can also schedule appointments if that time does not work. Appointments can be made by calling the school at 608-934-5251.

NHS The NHS is continuing to pack backpacks and stock the food pantry. New projects are in the works.

MUSIC DEPARTMENT Students who participated in Solo and Ensemble were very successful! State qualifying events are Saxophone Quartet (Trent Anderson, Emily Makos, Marilyn Farias, Karlee Kesler), Brass Quartet (Christopher Kamholz, Taylor Adkins, Nicole Kamholz, Marilyn Farias), a Piano Duet (Emily Makos, Marilyn Farias), Marilyn Farias’s Clarinet Solo, Royce Brauer’s Baritone Solo, and Emily Makos’s Soprano Solo. The Last Blast Concert on Monday was also “a blast.” Now the band is preparing for Large Group Competition on April 17.

SHOE DRIVE Spanish Club is partnering with funds2org to continue to fundraise for their June 2019 trip to Peru.

Funds2org is a program that collects new and gently-worn shoes and offers money per pound of shoes received. If Juda Spanish Club can collect 2500 pairs of shoes, they will receive a minimum of $1000 from the company. Please start bringing in any new and gently-worn shoes to donate. The fundraiser has begun and will run for 60 days. There are several drop-off locations: Juda School in the Spanish Room, Sugar River

SPANISH CLUB There was a Peru meeting last week on Wednesday, February 27.

This meeting discussed the itinerary, what to pack/not to pack, cell phone service, banking, and so much more.

ELEMENTARY Early Childhood and 4K screening for children who will be 3 or 4 years old by September 1, 2019, will be held on Wednesday, March 20. The Screening will be held in the Early Childhood-4K room at the Juda School District from 9:00 a.m.12:00 p.m. and 1:00 p.m.-6:30 p.m.

PBIS Juda School District held their February PBIS incentive on Friday, March 1. At 1:30 students went to the gym for their character awards. After the awards, the non-incentive students went to the learning commons, and the rest of the students got their winter gear on and headed outside. The incentive was held from 1:50-3:00. Students built snow forts and snowmen, threw snowballs at pictures that were on the fence, painted the snow using spray bottles, and sledded down the hill.

MATH DEPARTMENT The best week of the year is here, and we’re not talking about Shark Week. Trig Week is here, and the exciting screams of joy fill the math room. The students will learn how the lengths and angles of triangles relate to each other, also learning about their trigonometric ratios.

MATH TEAM The Six Rivers East Math Meet Competition took place at Juda last week. Congratulations to the Juda Team for taking first place once again! Blackhawk took second, and Albany took third. First-team All-Conference top scorers from Juda included: Yilian Liu, Dogukan Yetgin, Taylor Adkins, and Justice Falbo for the Junior/Senior level.

Second-team All-Conference top scorers from the Juda Juniors/Seniors included: Karlee Kesler, Kristyna Kovalikova, Nicole Kamholz, and Tristan Geisking. From the Freshman/Sophomore level, First-team top scorer was Luke McCullough, and Second-team top scorers included: CJ Kamholz, Royce Brauer, and Katie Nusbaum. A special congratulations to Trent Anderson for having the best overall score of the meet.

SOFTBALL OPEN GYMS Softball open gyms are almost over! This is the last opportunity to get in some extra swings and field some ground balls. The other goal is to get our pitchers and catchers working. This is for all softball players--freshman through seniors. They are held from after school until 5 p.m. The dates are March 5-7. Practice will start on March 11 and will be located at the Juda School for the first week from 3:30-5:30.

BASEBALL OPEN GYMS Baseball open gyms have been happening since January 20. Players can keep posted by getting the Band App and joining the group. All of the open gym times and dates are posted weekly on it so players and parents can be updated weekly. Keep up the awesome turnouts!

FORENSICS The Forensics team had a meet yesterday, March 5, at McFarland.

The results will be available in the next Panther Hill.

BOYS BASKETBALL The boys played their final game, which was a regional semi-final game against Rio. In the game against the Rio Vikings, the Panthers were down 12 at the half. Shortly after, Rio put

the pedal to the floor for the 93-31 point victory over Juda. Despite their record this season, great job boys!

TRACK AND FIELD Track is now underway! Practices started on Monday, March 4. There has been a change in practice times because of the school schedule change. The bus for practice leaves Juda at 3:30 p.m. sharp every day, and practice starts at 3:40 p.m. The bus will pick the Juda track athletes back up in Brodhead around 5:10 p.m. each day.

BLACKHAWK TECHNICAL COLLEGE SPRING EVENTS Blackhawk Technical College has an exciting spring semester of events and activities. On March 4-12, Tech Exploration Days will take place for students who are interested in learning more about specific program areas. On March 26 and on April 3, One Stop Admission Events will take place for students who want help completing the BTC application and FAFSA. On April 9, Healthcare Day will take place for students who would like to have the opportunity to tour healthcare facilities, tour BTC Health Sciences, attend an education fair, and listen to panel professionals from the healthcare industry. Blackhawk tech representatives will also continue visiting schools in Green County. They can meet with any student who is at any stage in his/her college and career search process.

PERRY OUTREACH PROGRAM On Saturday, April 27, 2019, there will be a Perry Outreach Program taking place at the University of Wisconsin-Madison in Madison. The Perry Outreach Program is a free, one-day, hands-on experience for high school women who are interested in pursuing careers in medicine and engineering. Students will hear from women leaders in these fields and try it for themselves by performing mock orthopedic surgeries and biomechanics experiments. Participants should be women in grades 10 and up with an expressed interest in science, medicine and/or engineering. Applicants should be directed to fill out their online application in advance of the March 27, 2019, application deadline. JUDA CHILD FIND Child Find is a legal requirement that schools find all children who have disabilities and who may be entitled to special education services. We will be having this the

CHARACTER TRAIT OF THE MONTH The February Character Trait of the Month at Juda was Fairness. Fairness is defined at Juda as practicing justice, equity, and equality. It is cooperating with one another and recognizing the uniqueness and value of each individual within our diverse society. Students and teachers have been nominating students who they believe display fairness. Those character award winners will be named in our next column.

ASVAB TEST If you are interested in joining the armed forces and need to the ASVAB test, a test session will be held at the Albany High School at 9:00 a.m. on Thursday, April 11. Parkview boys get Regional win

The Parkview Vikings had quite a regular season. After a rough start the Vikings managed to finish the year 15-6 overall which earned them the one seed in their side of the division four WIAA playoff bracket. The Vikings earned a first round bye, and had the luxury of home court advantage as they faced off with the eight seed Waterloo for the Regional Semifinals. Waterloo went just 5-17 in their regular season, as they looked to pull off an upset at Parkview High School.

The Vikings got off to a slow start as the Pirates defense forced a slew of turnovers to start the game. Things remained close until late in the first half, when Parkview was able to create some space.

Eli Hoscheit had a trio of three pointers in the first half, while Justin Balch added seven points of his own.

Rhonda Streich and Tina Wellnitz, two of the Sassy Farm Chicks quilt company owners each had four children go through the Parkview Schools, so the District is important to them.

When they held their “Airing of the Quilts” last fall they also held a soup supper to raise funds for the art department at the Parkview Schools. Streich said, “When budgets get cut it seems like the art department is one of the first to get cut. Also, there are fundraisers for many other groups, but you never see a fund raiser for the art department,

so since art is important to us, we decided we wanted to do something for the school’s art department. “They set a goal of raising $500 and when they got close to the goal (over $400) the Farmers & Merchants bank donated enough for them to reach the goal.

After the event they contacted Carla Gilbert (PES art teacher) and Lauren Kultgen (JR/SR High art teacher) and asked them what they would like for their departments. Gilbert had worked with SPRKs before in her previous school and thought they would be a great addition to the art department.

The second half would be all Vikings, however. With a seven point lead already, they quickly expanded on that and put things out of reach.

Aydon Campbell put up ten points in the half and led the way offensively.

Braydon Tracy, after going scoreless in the first half, hit a three pointer and added six points of his own. Balch added on another five points as the Vikings put up thirty three points in the second half.

Campbell, Hoscheit, and Balch each finished with twelve points. The trio was crucial to getting this win over Waterloo. As it often is with the Vikings, it wasn’t one player who won the game, but their exquisite teamwork overall that gets the job done.

The Parkview defense locked in on the Pirates in the second half, holding them to just sixteen points following the break. The exceptional play on both ends of the court helped the Vikings grab a 57-33 win and allowed them to move on to the Regional finals to face off with Deerfield.

Principal Novy extended a special thank you to the Elementary School secretaries for their conscious effort to make the school more welcoming and inviting. They have also done a wonderful job with scheduling parent-teacher conferences, which has become a more difficult task recently with the need for an interpreter in more conferences.

Dr. Semrow recognized Joleen Oren for her hard work in organizing the Middle School’s two fundraisers.

Principal Matthys extended a thank you to Athletic Director Brian Kammerer for all of his extra work rescheduling athletic events postponed due to the inclement weather. He also thanked Stephanie Hurt and Megan Delorit for their work with the prom and the concession stands for athletic events.

Comptroller Cathy Pfeuti extended a thank you to all of the building secretaries for their work with the 2nd Friday counts. She also thanked Lisa Licht for her tracking of employee hours for the required ACA reporting.

Technology Director Kevin Buxton extended a thank you to Karen Elmer, Tim Colden, and Lauren Metcalf for trying out the interactive display board in their respective classrooms over the past few weeks. This has helped Kevin get an idea of the capabilities of these display boards and how well they work in classrooms.

Pupil Services Director Sarah Wadsworth extended a large thank you to the entire Pupil Services team for their work in the area of mental health over the past year. There are a number of new programs that have taken off recently that provide our students additional mental health related services.

Superintendent Lueck wanted to recognize Cathy Pfeuti for all of the extra work she had to do in the area of human resources. He further thanked Lisa Licht for her help in submitting the school safety grant. A thank you was also extended to Athletic Director Brian Kammerer for all of his hard work in rescheduling athletic events due to inclement weather.

Village of Orfordville regular board meeting summary Monday, February 25, Orfordville Village Hall CALL TO ORDER: President David Olsen called the meeting to order at 7 p.m. Present were President Olsen, Dan Bartelt, Beth Schmidt, Gary Phillips, Terry Gerber, and Jason Knox. Also present were Chuck Boyce, Rollie Scott, Chief Brian Raupp, Karl Stuvengen, and Clerk Sherri Waege.

CITIZENS WISHING TO BE HEARD: Rollie Scott of 308 W. Beloit Street was present and asked how much study was put into the new chicken ordinance. Scott asked how many chickens a person can have and

how close the chicken coop can be to the lot lines. President Olsen advised Scott to bring up his concerns when the item is discussed as an agenda item.

NEW BUSINESS: Operator License’s. Motion by Schmidt, seconded by Knox to accept the Police Committee’s recommendation to approve the following Operator Licenses to expire June 30, 2019: Christal Engebretson, Erin Gragg, Destiny Muenchow, Vincent Mazzarisi, and Dylan White. Motion carried.

Ordinance 106-13 Chickens. Discussion held on the Police Committee recommendation to amend Or-

dinance 106-13 to allow backyard chickens in the Village. Chief Raupp explained that he had the ordinance reviewed by Attorney Michael Oellerich. Rollie Scott asked how many chickens a person can have. Chief Raupp explained that one household can have up to six chickens. Chief Raupp further explained that the chicken coop has to be located at least ten feet from the side and rear lot lines of the property. Discussion held on if the chicken coop is considered an accessory building. Motion by Gerber, seconded by Knox to amend Ordinance 106-13 to allow backyard chickens in the Village, and

Village of Orfordville public works committee meeting Monday, February 18, 2019, 6 p.m. Orfordville Village Hall-Conference Room A CALL TO ORDER Chairman Gary Phillips called the meeting to order at 6:03 p.m. Present were Chairman Phillips, Dan Bartelt, and Beth Schmidt.

Also present were Chuck Boyce, Dianne Myhre, Dennis Muth, Matt Vike, Alexander Rucker, Karl Stuvengen, and Clerk Sherri Waege.

MINUTE APPROVAL Motion by Schmidt, seconded by Chairman Phillips to approve the Jan. 15, 2019 meeting. Motion carried.

SUMP PUMP ORDINANCE 121-3 Dianne Myhre was present about the issue with draining sump pumps into the street. Myhre explained that she has two sump pumps that run 365 days a year. Myhre explained that she would have a swamp in her yard if she drained it into her own yard. Myhre explained that one of her pumps runs to the storm sewer and one does not. Discussion held on Myhre tying in the pump that does not drain to the storm sewer into the pipe that does drain to the storm sewer. Myhre will look into it.

• Matt Vike was present to explain that his sump pump also runs yearround also. Vike explained that he too would have a swamp in the yard if he drained it into his yard.

• Chairman Phillips explained that the real issue is in the winter when it ices up.

• Vike explained that the City of Beloit allows it into the street, and a simple change of the ordinance would solve the problem.

• Dennis Muth explained that he can’t tie into the storm sewer and will have a problem until the issues with the retention pond are addressed.

• Chairman Phillips explained that he would like to have something that says that they can drain into the street, except for the winter months.

• Schmidt explained that she would like some sort of compromise in the ordinance.

• The ordinances were reviewed and appeared to contradict each other.

• Motion by Bartelt, seconded by Schmidt to have the Village Attorney review the ordinances prior to a decision being made. Motion carried.

MAINTENANCE ON HANDICAP SIDEWALK ENTRANCES AND STORM SEWER GRATES Chairman Phillips explained that he would like the public works to maintain the handicap entrances closer. Chairman Phillips suggested that they clear the handicap entrances right after the streets are plowed.

SKID STEER FOR THE WASTEWATER TREATMENT PLANT Stuvengen had three bids for the

skid steer. The cost of the skid steer is included in the funding for the wastewater treatment plant. Stuvengen explained that the skid steer will be used to clean the drying beds at the wastewater treatment plant, and for other miscellaneous uses. Motion by Bartelt, seconded by Schmidt to recommend the Village Board approve the bid from Janesville Bobcat for $38,721.00, and an additional $4,552.00 for the attachments. Motion carried.

STATUS OF THE RETENTION PONDS ON COLBY DRIVE AND AT THE END OF COMFORTCOVE STREET Stuvengen explained that he is still waiting on Tom TeBeest from Town & Country Engineering for his input for the repairs. No action was taken.

STORM SEWER REPAIRS ALONG THE RAILROAD TRACKS ON N. MAIN STREET Stuvengen explained that he has an estimate from the Village Engineer for $39,980.00. Stuvengen explained that he has approval from the Railroad and the Department of Transportation to do the project. Motion

by Schmidt, seconded by Bartelt to recommend the Village Board publicly bid the project. Motion carried.

Village of Orfordville economic development committee meeting summary Monday, Feb. 25 CITIZEN COMMENT: Shelly Johnson & Becky Olver, owners of The Haven, were present. Johnson explained that she is concerned with not knowing the specific plans for the business that will occupy the former Donna’s building. Johnson explained that she read online that the business will be offering coffee, sandwiches, and ice cream which is all things that are sold at The Haven. Johnson explained that the Village will now have seven lunch establishments which can affect their business. Olver explained that they would like to know the new owners plans before they open in May, so they can prepare.

Chairwoman Schmidt explained that the business is not required to give specific details if the business fits the commercial zoning requirements, which it does. Chairwoman Schmidt further explained that they dealt with the property owner during the grant process, and it met the zoning requirements.

Melton suggested that Johnson and Olver contact the business owner and see what the plan is and how the two businesses can work together.

Rose Peterson, owner of Life in Pink Photography Studio, was present to update the Economic Development Committee on the April in Paris Art Fare that is to be held on August 20th.

Peterson explained that she has 13 vendors signed up so far. Peterson further added that she has the Brodhead Dance Academy scheduled to perform, a music school, and a puppet show booked.

Chairwoman Schmidt explained that the Village can assist with advertising the event.

REALTOR FOR THE BUSINESS/ INDUSTRIAL PARK: Discussion held

on the presentation from Paul Hickman and Paul Brunsell at the last meeting.

Discussion was held on having a listing price to pay the realtor a flat rate, and how much percentage or a flat rate you would pay if a buyers realtor was also used.

Clerk Waege explained that the Village will have to update the developers agreement as the terms in the agreement are based on selling the lots for a dollar.

Discussion held on the lots being part of a TIF district and if the timeline for building could still be enforced.

Meyers suggested that we have Paul Hickman and Paul Brunsell come back with a plan and outline of what their services will be. Chairwoman Schmidt will get a hold of Paul Hickman for the meeting on the March 11, 2019 meeting.

The next meeting will be held on March 11, at 6 p.m.

Parkview School lunch program receives Children’s Christmas Benefit donation This year to mark the 20th anniversary of the Children’s Christmas Benefit, the benefit decided to hold a live auction to raise funds to donate to the Parkview School District lunch program. The committee solicited donations from area businesses to auction. Knute’s donated a $350 catered in- home meal to get things started and nineteen other items were donated. Bob Johnson of Badger State Auctions volunteered his services to auction the items.

Their goal was to raise $2500 for the lunch program; the auction raised over $2400 and the benefit rounded the donation up to the $2500 they wanted to donate.

Brian Knudson, founder of the Children’s Christmas Benefit and a Parkview graduate, and Colleen Kuelz, a Children’s Christmas Benefit board member presented the check to the District on Monday night, January 21 at the school board meeting. This money will go to help fund lunches for students who may not quite qualify for reduced or free lunches, but are short on funds, or their families may be going through a temporary difficulty. Often teachers have been helping these students out. Knudson is hopeful that the donation will cover the rest of the school year.

For three-row wind breaks or screens, use firs or spruces for the outside rows and White Pine for the interior row. In the row, space firs, pines, and other conifers eight feet apart and mark off 10 – 15 feet between rows. Offset plants from row to row to maximize area for growth.

Enhance conifer plantings with outer rows of shrubs. In deciduous plantings, alternate black walnuts among oaks and add shrubs on sunny edges for transition from low to upper canopy.

lowing the screening there will be a discussion period of the film. No Small Matter is built from stories of real children, families, and teachers, illustrating the impact of high-quality early childhood experiences. We meet parents who are struggling to do their best for their kids, incredible teachers who model what early childhood classrooms should and could be like, and children learning and developing in real time. Change is necessary, critical, and attainable if we put our minds to it. There is also interesting, easy to understand scientific discussion and graphics of how the human brain works. Furthermore, how we can use that information to create developmentally appropriate environments for children to learn and grow to their fullest potential.

The Orfordville Economic Development Committee will be hosting a Ribbon Cutting Ceremony at Villa Pizza, 214 Viking Drive, on Saturday, March 9, at 9 a.m. The Mazzarisi family has been a staple in Orfordville for many years. The family recently renovated their restaurant to expand the bar area. The bar is now a sports bar with big screen televisions so you are able to see your favorite sporting events. Villa Pizza continues to offer their great Italian menu, as well as daily lunch specials. Friday night is their all you can eat fish fry. We hope to see you at the ribbon cutting on March 9th to support the Mazzarisi’s and congratulate them on the improvements that they have made.
