Albany students introduce new newspaper, ‘The Comet’ The students in Mrs. Nienhaus’ journalism class have been hard at work this semester creating a student newspaper. After learning a little bit about the journalism process, students have taken action in writing about what matters to them and what they think the rest of the study body would be interested in reading. The first edition of The Comet is now published and has been distributed around the school to students and staff members.

Along with the printed version, there is also a link on the Albany School District homepage to the newspaper under the Quick Links.

This first issue of the newspaper

has been a great learning process, and the class has come together to make adjustments so that the next issue, and issues that follow, will hopefully run smoother. Students are busy interviewing staff members, checking in with students regarding club events, and crafting some fun pieces in sports and holidays coming up.

Students have taken ahold of this hands-on learning experience and are focused on creating something that everyone can be proud of.

Be on the lookout for the next issue coming in March. Until then, you never know what the students in the journalism class will be writing about next - it could be you!

Green County Emergency Management has announced that local severe weather/tornado spotters’ classes will be held Thursday, March 30.

The first class will be at 12:30 p.m. at the Green County Justice Center, 2841 6th Street, Monroe, and the second class is scheduled for 6:30 p.m. at the Brodhead Fire Department, 1100 West 3rd Avenue, Brodhead.

Tim Halbach, Warning Coordination Meteorologist with the National Weather Service, will be instructing the classes.

The classes will be split in two sections; the first hour will focus on severe weather safety with focus on Wisconsin’s tornado history, how to get information quickly, and safety from tornadoes, damaging winds, flash floods, and lightening.

The second hour will focus on what weather should be reported, radar interpretation, storm features and why does the National Weather Service needs spotters. Attendees can choose to attend one or both sessions. One weather radio will also be given away at each class, as well.

These classes, which are free, are open to all first responders as well as the general public. Due to limited seating, we are asking that you pre-register for the class you wish to attend by contacting Green County Emergency Management at 608328-9416.

Methamphetamine operation found inside Footville residence

On March 15, the Rock County Sheriff’s Office SWAT Team and Special Investigations Unit, with assistance from the Department of Criminal Investigation Clandestine Lab Team, executed a search warrant at 309 Centre Street in the Village of Footville. The law enforcement agencies were also assisted by MD-1 and Footville Fire and EMS. The search warrant was the result of an investigation into the manufacturing of methamphetamines inside this residence.

During the search of the property, numerous items associated with the production of methamphetamines, along with finished products, were located inside the residence. As a result of the evidence located, two subjects were taken into custody and are

currently being held at the Rock County Jail.

The subjects taken into custody have been identified as Jamie W. Shaw (43) and Trisha L. Malmquist Jamie W. Shaw (37).

Both parties’ initial court appearance was Friday, March 17.

Jamie W. Shaw was charged with manufacturing of methamphetamine, knowingly possessing methamphetamine waste, maintaining a drug dwelling, possession of methamphetamine and possession of drug paraphernalia.

Trisha L. Malmquist was charged

with manufacturing of methamphetamine, knowingly possessing methamphetamine waste, maintaining a drug dwelling, possession of methTrisha L. amphetamine, Malmquist possession of drug paraphernalia and misdemeanor bail jumping.

Pursuant to the directive of the Wisconsin Supreme Court, as found in Supreme Court Rule 20:3.6, Trial Publicity, you are advised that a charge is merely an accusation and that a defendant is presumed innocent until and unless proven guilty.

After a successful basketball season, the Juda girls handed out awards at their season banquet.

Senior Chelsea Burkhalter was named to first team All-Conference by the Six Rivers eastern division coaches.

Burkhalter paced the Panthers’ offense all season, averaging 14 points per game and three rebounds per contest.

Burkhalter torched Six Rivers eastern division opponents with her wide range of shots throughout the season.

Senior Sara Jordan and senior Alexis Goecks each were recognized with Honorable Mention selections. Jordan was a consistent scoring threat as she averaged nine points per game. Goecks chipped in seven points for the Panthers.

Junior Hailey Kammerer took home the Hustle Team Award.

The Panther Pride Award was given to Burkhalter and Goecks.

The Juda Panthers handed out team awards and announced the All-Conference selections at the team’s end-of-the-year banquet.

Senior Matt Schmitt was named to first team All-Conference. Schmitt averaged 15 points per game and 13 rebounds per game and had a season total of 293 rebounds, 55 assists, 61 steals, and 63 blocks.

Junior Keagen Haffele was recognized with second team All-Conference. Haffele paced the Panthers’ offense with 17 points per game, four assists per game, a season total of 85 assists, and 57 steals.

Incumbents face challengers in spring election

Six candidates will vie for three open seats on the Orfordville Village Board in spring elections to be held on Tuesday, April 4. The polls will be open from 7 a.m. to 8 p.m. at Village Hall, 303 East Beloit Street.

Candidate Profiles

(I) Mike McMahon Age: 61 Address: 202 S. Wright Street, Orfordville Occupation: Sales person, J’s Feed McMahon is a 42-year resident of Orfordville. He has previously served as a Little League coach, volunteered at the Orfordville food pantry, and helped renovate and landscape the new Village Hall. McMahon is seeking re-election to his second term on the board. “I’ve lived in the village for 42

years and I thought I’d try to give back a little bit of what I’ve learned about how we can be a better community,” McMahon said.

“I think I need to be on the village board to make the village a better place to live and help advance the village.”

(I) Dale Peterson Age: 57 Address: 403 E. Rowe St., Orfordville Occupation: Self-employed antiques dealer Peterson has lived in Orfordville since 1977. He coached the Viking Youth baseball team for 10 years, and has held a seat on the Village Board since 1995. He said he has served on multiple boards and committees throughout his tenure, and currently sits on the Village Board of Appeals.

Peterson mentioned increased interest in the industrial park, hiring a new

police chief, and maintaining costs of the new sewer plant as issues he wants to focus on. “Everything that I try to do on that board is what’s good for Orfordville in the future, whether I’m here or not,” Peterson said. “I have the same interests that everybody else in this town has.”

(I) Beth Schmidt Age: 57 Address: 101 S. Wright St., Orfordville Occupation: Accounts receivable, Mercy Health System Schmidt has served on the Village Board since 2011 and has lived in Orfordville since 1985. Schmidt is involved with the Orfordville Lions Club, helping to organize the Fall Fest and Splash Pad Fun Runs. She sits on the Extended Board, Library Board, Planning Commission, and Farmers Market Board and chairs the Public

Annual Parkview Pizazz spaghetti dinner and show coming March 25 Parkview Pizazz’s annual Spaghetti Dinner and Spring Show will be held March 25 at the Parkview Jr./Sr. High School.

This event allows the community to see the show choir’s complete show, as well as solo competition performers. The show also includes Pizazz Express, the junior high show choir, and the Razzmatazz Kids, students in grades K through six who learn a routine from the Pizazz members and perform for the spring show.

BASKETBALL AWARDS The Juda boys’ basketball team had three people selected for All-Conference Honors. Congratulations to Matt Schmitt on receiving First Team All-Conference, Keagan Haffele on receiving Second Team All-Conference, and Skyler Stuckey on getting Honorable Mention All-Conference selection.

GIRLS’ BASKETBALL The Juda girls’ basketball team had three seniors selected for All-Conference Honors. Congratulations to Chelsea Burkhalter on receiving First Team All-Conference and Alexis Goecks and Sara Jordan on receiving All-Conference Honorable Mention.

There were also two awards given to three varsity players at the basketball banquet. Hailey Kammerer received the Hustle Award, and Burkhalter and Goecks received the Panther Pride Award. Three JV players also received awards. Montana Steinmann received the Offensive Award, Briana Crull received the Defensive Award, and Annabelle Niedermeier received Most Improved.

The event will include basket raffles, a 50/50 raffle, and a silent auction. The silent auction will be for the Newark Elementary sign from in front of the school.

Pizazz members will be selling tickets, and they will be available for purchase at the school offices, as well.

Advance ticket sales are appreciated and will allow for more accurate meal planning.

Schmidt said she senses momentum in the village’s economic development and wants to foster it. “We don’t want to get huge; we just want to be a village that people want to visit, live and raise their families in, and they don’t have to drive everywhere.”

Schmidt also cited the creation of a new police department as a vital piece for the community and an issue she is looking forward to overseeing if re-elected.

Dan Bartelt Age: 55 Address: 314 W. Brodhead St., Orfordville Occupation: Network Engineer, Mercy Health System Bartlet has lived in Orfordville for 50 years. He spent 12 years as a Cubmaster and Scoutmaster for Orfordville Pack 651 and served as a volunteer firefighter for the Orfordville Fire Department in the 1980s and 1990s.

Bartelt said his lack of business interests in the village would serve him well as a board member. “I can talk to my neighbors and get the lay of the land. I don’t have agendas,” Bartelt said. “I don’t have any dog in the fight but to make sensible decisions.”

Bartelt positioned himself as a “regular citizen,” whose only agenda would be what’s best for the taxpayers and the community.

Jason Knox Age: 35 Address: 305 N. Main St., Orfordville Occupation: Engineering Technician, SSI Technologies; Owner, Magic and Memories Travel Knox has lived in Orfordville for 12 years. He has volunteered for the Orfordville Fire Department for 12 years, was Cubmaster of Orfordville Pack 651 for three years, and is currently

Scoutmaster of the same chapter. Knox has not previously held office.

Knox said he wants to see the village encourage development of its business park. In an email, Knox said that if Footville can bring a manufacturer to its area, Orfordville should be capable of the same.

Knox said he will listen to constituents. “Anyone that knows me, knows I am always open to a discussion involving our village and will listen to and talk with everyone,” he said. “Your views deserve respect, and I will use those views to work toward an agreeable solution.”

Becky Strupp Age: 35 Address: 312 Willow St., Orfordville Occupation: Owner, 100-Proof Design Co. Strupp was raised between Orfordville and Janesville and moved to Orfordville in 2015. She is a member of the American Legion Post 209 in Orfordville and Janesville Noon Rotary.

She is a veteran, having served in the Navy as an airplane mechanic from 2002 to 2006. She joined the Economic Development Board in 2016 and opened a boutique shop, 100-Proof Designs, at 202 W. Beloit St., in October of last year.

Strupp said she sees a revitalized downtown as essential to Orfordville’s future. “Without a downtown, most small towns like us don’t survive,” Strupp said. “You really need that heart.”

Strupp stressed that Orfordville should cut red tape and make it easier for companies to build in the village.

Strupp cited her military, entrepreneurial and farming background as valuable assets. She also welcomed residents to visit her shop with questions or concerns.

FORENSICS The Juda forensics team competed at their district contest in Belleville last Thursday. Anyone who is familiar with the proposed CAFO site in Sylvester Township knows that this site is unacceptable.

Having lived beside the site for 49 years, we have many photographs of the Searles Creek out of its banks and flooding parts of the site. One can see parts of the site under water in the

pictures.

These photos also show the adjacent road washed out, full of debris, and often closed due to high water episodes. Adding to this concern is the fact that the site is tilled into the creek.

The pictures were all collected over 40-some years ago until more

Village board approves Spring Street repaving

The Orfordville Village Board convened for a regular meeting March 13 at Village Hall, where talks focused on road repairs, fence lines, and how to unload surplus office equipment.

Much of the night’s activity centered on how to use a $20,000 grant awarded by the state for road repairs.

The board considered the Public Works Committee’s recommendation that the funds be used to pulverize and repave Spring Street, from 213 and due east into town. Village Board member and Public Works Committee chairwoman Beth Schmidt noted that the committee considered 10 potential projects, and held “intense discussions” before arriving at the Spring Street project.

During the board’s discussion, ideas were floated on how to spend any surplus funds, should the Spring Street project fall short of the $20,000 ceiling. Public Works director Karl Stuvengen advised the grant stipulates that money be spent on only one project and that all work must be completed by June 30.

Before bringing the matter to a vote, Village President David Olsen spoke in favor of keeping a narrow scope for the project, “pulverizing

(Spring Street) as far as we can go.”

The board moved to accept and move forward with the recommendation.

The board also tackled what to do with surplus property, including office equipment, library desks, oil burners, a lift, and a police cruiser, owned by the village. Village Board member Dale Peterson floated the idea of selling the stash, excluding the police cruiser, to a private auctioneer, who could then list it online. Peterson volunteered to talk logistics with a few in the area. The board reached a general consensus that the police cruiser should be sold separately. The matter was tabled until the March 27 meeting.

Orfordville resident Dianne Myhre spoke before the board, asking for the village to fence the rear portion of Well #1, which is no longer in use, with her adjacent lot. Myhre said she is seeking an enclosed place to train her service dogs. The motion was tabled to provide time for the board to look into permits, the drafting of a written agreement, and which local body can grant approval.

The board agreed to finalize language to be used in the classified ad listing the police chief position and voted to purchase the Spillman software for the police department.

Children’s music appreciation program coming to Albertson Memorial Library Albertson Memorial Library invites school-aged children to attend a series of two interactive music appreciation classes taught by Albany School’s music teacher, Ms. Day. These will be fun, engaging, handson after-school classes held at the public library.

The first class is Monday, April 3, from 4 to 5 p.m., when Ms. Day will cover blues and rock ‘n roll. The second class is Monday, May 1, from 4 to 5 p.m. The second class will cover contemporary music.

Hospice focuses on living fully to the end of life, providing care and support to patients experiencing a life limiting illness. Volunteers are an important part of the hospice team, assisting in many ways, ranging from direct patient contact to administrative support.

Those interested in working directly with patients provide companionship and support to patients, respite to families, and assist with errands, meal preparation, or light housekeeping. Those who would like to provide administrative support can assist with clerical tasks, as well as fundraising efforts and special events.

Home Health United-Hospice has a continuous need for volunteers in communities throughout southern Wisconsin. Training is scheduled in Janesville on Saturday, March 25.

Training will be held from 8:30 a.m. to 4:30 p.m. at Home Health United’s Janesville Office, 3700 East Racine Street. Prior registration is greatly appreciated.

Albany girls awarded

The Albany Comets girls’ basketball squad gave out team awards and announced All-Conference selections at the team’s banquet to conclude the season.

Sophomore Libby Beck was voted to second team All-Conference by the Six Rivers eastern division coaches.

Beck averaged nine points per game, five rebounds per contest, and had 118 total rebounds and 27 steals.

Sophomore Payton Zurfluh was recognized with Honorable Mention.

Zurfluh paced the Comets’ offense with 10 points per game, had 21 threes, 121 rebounds, including 96 defensive boards, team-high 68 assists, and 30 steals.

Sophomore Megan Anderson

earned Most Improved Varsity Player.

Anderson chipped in five points per game and had a team-high 28 threes.

Beck and Zurfluh also received the Most Valuable Player Awards for the Comets.

Junior Hailey Stefanik and junior Madeline Halverson each took home the Varsity Coaches’ Awards. Stefanik was a monster at the glass, as she snagged 66 rebounds, including 41 on the defensive end, 34 assists, and 17 steals. Halverson snatched four rebounds per game and had 84 rebounds, 23 assists and 27 steals.

Freshman Haley Mueller earned the Junior Varsity Most Improved Player Award.

Freshman Cindy Detra and freshman Kristin O’Bel received the Junior Varsity Coaches’ Award.

Albany boys’ basketball players recognized

The Albany boys’ basketball team held their end-of-the-year banquet and handed out awards.

The Comets finished the season with an overall record of 10-13 and 4-8 in Six Rivers eastern division play. The senior class of Brock Gilkes, Connor Trow, Logan Ross, Trevor Mueller, and Jacob Elmer is the first class since the 1990s to post double-digit wins in each of their four seasons, according to team historian James Johnson. Trow set the school record for free-throw percentage in a season at a remarkable 89 percent. Gilkes entered the 500-point club for his high school career.

Trow and Gilkes each were recognized with Honorable Mention for the

Six Rivers eastern division All-Conference squad. Trow averaged 12 points per game, a team-leading 34 steals, and 69 rebounds. Gilkes led the Comets with 13 points per game, two assists per game, 103 rebounds, and a shooting percentage of 33 (101-for-303).

The duo will also participate in the Six Rivers Conference All-Star game this summer.

The Comets also handed out team awards, including Most Valuable Player, which went to Gilkes.

Sophomore Josh Dahl received Most Improved Player Award.

Dahl averaged five points per game, 70 steals, a team-high 60 assists, and 96 rebounds.

Trow, Ross, Mueller, and Elmer picked up Coaches’ Awards.

Wisconsin youth invited to enter Children’s Mental Health Awareness poster contest Entries due March 27

The Children’s Mental Health Matters Coalition announced that entries are now being accepted for the 2017 My Feelings Matter poster contest, highlighting National Children’s Mental Health Awareness Week in May. “We want to bring children’s mental health to the forefront with this poster contest,” said Phyllis Greenberger, a key member of the Coalition. “Art offers children a creative outlet for their feelings and can help them deal with strong emotions, while offering the adults in their lives insight into how their children are developing socially and emotionally.”

According to the 2016 Wisconsin Office of Children’s Mental Health Annual Report, one in ten Wisconsin children qualify as having a Serious Emotional Disturbance, and the Wisconsin youth suicide rate is almost 40 percent higher than the national rate. A clear need exists to normalize the discussion of children’s mental health and end the stigma and silence that often surrounds this issue.

In last year’s contest, youth and

teens across the state submitted over 200 posters addressing a variety of mental health experiences. These, and entries from past contests, serve to spur discussion of children’s mental health amongst contest participants and those who view the posters.

Preschoolers through high school students are eligible to participate, and a prize is awarded to the winner in each age group. Entries must be postmarked by March 27, 2017.

Members of the Children’s Mental Health Matters Coalition determine finalists in each age category and

Winners will be selected by popular vote on the website and recognized at a Children’s Mental Health Awareness Day event May 4, at the Overture Center in Madison. This event is open to the community.

Winning posters will be displayed at events and locations around the state to encourage children’s mental health awareness and discussion year-round.

New website shows locations of proposed manure spreading sites The mega-dairy proposed for Sylvester Township has submitted a list of sites on which it plans to spread the manure of 5,800 cows.

These sites can be viewed on an interactive map at www.pinnacledairyproblem.com. Clicking on the parcel gives the name of the property owner where the manure is to be

spread.

The manure-spreading sites comprise a total of 7,000 acres in three counties. The total amount of waste will be 90 million gallons of liquid manure each year, equivalent to the waste produced by over 100,000 people. The 2010 census shows the entire population of Green County as 36,842.

Feb. 18 through 25 was National FFA Week, and activity was in full gear at Brodhead Middle and High School.

All proceeds the Brodhead FFA chapter raised during the week were given to the Brodhead Police Department’s K-9 fund and the Green County Humane Society.

The FFA Week committee sold desserts during lunch, put on a teacher appreciation breakfast, and held a kiss-a-pig contest; students donated money to see a teacher kiss a pig.

At the end of the school week, the FFA hosted an assembly with relay races, cow milking, and toy tractor races.

The Brodhead Middle School had a soybean guessing contest in the office and had a supply drive for the Green County Humane Society.

On Friday, February 24, the FFA hosted a trip to Moline, Ill., to tour two John Deere plants and visit the John Deere Pavilion. A total of 52 FFA members, parents, FFA alumni members, and community members attended.

FFA members attend Sectional Leadership Workshop Ainsley Krueger, Hunter Gough, Lauren Blumer, Brittany Janes, Hailey Stefanik, Hunter Brewer, Kirsten Oliver, and Rob Schroeder, of the Albany FFA Chapter, recently attended the Sectional Leadership Workshop at the Clinton High School.

The Wisconsin FFA Sectional Leadership Workshop is designed to prepare local FFA chapter officers and members both in high school and middle school for leadership roles in their school district for the upcoming year. It also informs each chapter of the new programs available to all FFA members and allows the officers to exchange ideas with other FFA chapters in their area.

The 2016-2017 State FFA Officer Team planned and conducted this workshop to encourage the participants to develop their leadership potential, to challenge them to set personal and chapter goals for the year, and to motivate the students to take advantage of the many opportunities available to them through the FFA. The 2016 theme was “All the Jackets Down in Blue-ville.” Members left ready to promote FFA, agricul-

“This workshop is a great way to prepare FFA members for their role as an active member in their local chapter

“These sessions get students excited about leadership and all the opportunities that they can participate in through the FFA organization. It helps them discover their potential in their local FFA chapters and how they can put their leadership into action.”

There are ten Sectional Leadership Workshops held throughout Wisconsin. Over 2,000 FFA members and advisors from 250 FFA chapters will participate in these workshops. The

workshops are sponsored through the Wisconsin FFA Foundation Leadership Partner Program.

The Wisconsin Association of FFA is comprised of over 250 local chapters with over 20,000 members. FFA activities and award programs complement instruction in agriculture education by giving students practical experience in the application of agricultural skills and knowledge gained in classes.

FFA’s mission is to develop its members’ potential for premier leadership, personal growth, and career success through agricultural education.

Rhylie Gough and Whitney Clason of the Albany FFA Chapter attended the Wisconsin Association of FFA FIRE Conference last fall the University of Wisconsin-Madison College of Agricultural and Life Sciences Campus in Madison, Wisconsin. FIRE stands for “Foundations in Reaching Excellence.” The conference helps young FFA members discover opportunities in the FFA organization and gain valuable leadership skills. This is one of three conferences held around the state of Wisconsin for seventh-, eighth-, and ninth-grade FFA members. Over 600 members attended these three conferences over three weekends statewide.

The State FFA FIRE Conference is designed to inform beginning FFA members about the FFA and motivate them to participate in its many activities. Students learned about communication skills, social skills, goal setting, FFA awards and programs, and opportunities in agriculture, along with developing leadership skills to help them be effective members in their lo-

cal chapters.

The Conference is conducted by the 2016-2017 State FFA Officer Team, along with assistance from the UWMadison Collegiate FFA. This conference was centered around the theme “Building Your Foundation-One Brick at a Time.” All of the state officers encouraged students that attend the FIRE Conference to set goals for their FFA involvement and meet people from around the state who can help them reach those goals.

Not only does this conference help students understand the FFA Organization and all of its opportunities, but it helps them develop skills in meeting people, working with others, and setting goals with a plan of action.

“In the FFA, we assist members starting in seventh grade to develop skills they will need for future careers and opportunities,” said Cheryl Zimmerman, State FFA Executive Director.

“FFA develops the whole person and these young members are taking a step in the right direction.”

Parkview FFA members attend Half-Time Conference Hala Ryan and Colleen Toberman of the Parkview FFA Chapter attended the Association of FFA Half-Time Leadership Conference held at the Holiday Inn & Convention Center in Stevens Point, Jan. 13 and 14. Over 450 FFA members, advisors, and state FFA officers participated.

The Half-Time Leadership Conference provides FFA chapter leaders from around the state the opportunity to set goals and prepare for the second half of their year of service in their local FFA chapters.

FFA members attended workshops focused on leadership and personal development, membership and chapter development, and opportunities in FFA. They learned about preparing for FFA events and getting involved in community service.

The Half-Time conference is a 31-year tradition for the Wisconsin Association of FFA to bring top FFA leaders from across the state together to learn more about what they can do in their local FFA chapters. This year’s leadership conference was designed and conducted by the 20162017 Wisconsin State FFA Officers.

The theme of the conference was “In the Locker Room.”

velop their leadership skills, learn more about FFA activities, and meet people while having fun,” said Cheryl Zimmerman, State FFA Executive Director. “We are able to provide young people with an excellent experience to develop their leadership skills and get them excited about Agriculture, Agricultural Education, and the FFA so they can build their local programs.”

FFA advisors were also busy during the weekend as they attended training sessions in the areas of Meat Animal Quality Assurance, Academic Career Planning, Award Applications and other key topics in agricultural education. Teachers were also involved in the Wisconsin Association of Agricultural Educators (WAAE) board meetings and committee meetings.

The Wisconsin Association of FFA, comprised of 250 local chapters in high schools across the state, prepares over 20,000 students for leadership and careers in the science, business, and technology of agriculture. FFA activities and programs complement instruction in agriculture education by giving students practical experience in the application of agricultural skills and knowledge gained in classes. FFA’s mission is to develop premier leadership, personal growth, and career success through agricultural education.

Angels Among Us 5K coming Apr. 22 The 4th Annual Angels Among Us 5K Family Fun Run/Walk hosted

by Tyler’s TEAM Foundation, Inc. and Jacob’s SWAG Foundation, Inc. will be held Saturday, Apr. 22, at SLICE Arena in Monroe.

All of the proceeds stay within the Green County area to help promote Suicide Awareness and Mental Health with youth programs for 10 area middle and high schools within the county and their staff.

The cost is $30 per person (includes long-sleeve event shirt or

The theme for this year’s Wisconsin Elks Association Drug Awareness Poster Contest, sponsored by the Beloit Elks Lodge No. 864, is “Just Say No!” This theme was selected by the Elks Drug Awareness Program to honor the former first lady Nancy Reagan, who started the Just Say No campaign.

ORDINANCE 17-0302 Modification to Animal Manure Storage and Animal Feedlot Ordinance WHEREAS, the Green County Land and Water Conservation Committee has general supervision over administration of the County Land and Water Conservation Program; and WHEREAS, after review of the Green County Code, the Green County Land and Water Conservation Committee has indicated that the Green County Code is in need of updating; and NOW, THEREFORE, BE IT ORDAINED by the Green County Board of Supervisors, in legal session assembled, that the following additions, deletions and corrections be made to Title 9 of the Green County Code.

9-4-5: APPLICATION FOR AND ISSUANCE OF PERMITS G. Review Of Application: The Department of Land and Water Conservation shall receive and review all permit applications and shall determine if the proposed facility meets required standards set forth in Section 7-5-49-4-4 of this Chapter. Within thirty (30) working days after receiving the completed application and fee, the Department of Land and Water Conservation shall inform the applicant in writing whether the permit application is approved or disapproved. If additional information is required, the Department of Land and Water Conservation shall notify the permit applicant. The Department of Land and Water Conservation shall have thirty (30) working days from the receipt of the additional information in which to approve or disapprove the application. No construction may commence without the final approval by the Department of Land and Water Conservation. If after thirty (30) days the Department of Land and Water Conservation has not responded, the application is considered approved and may go ahead with the project. If the plan is to be reviewed by the Natural Resources Conservation Service, Department of Natural Resources, or Department of Agriculture, Trade and Consumer Protection, another thirty (30) working days is needed.

H. Permit Conditions: All permits issued under this Chapter shall be issued subject to the following conditions and requirements: 1. Animal manure storage facility design and construction, management, and utilization activities shall be carried out in accordance with the animal manure facility plan and applicable standards specified in Section 7-5-49-4-4 of this Chapter.

9-4-6: ADMINISTRATION B. Administrative Duties: In the administration of this Chapter, the Department of Land and Water Conservation shall: 1. Keep an accurate record of all permit applications, animal manure facility plans, permits issued, inspections made, and other official actions.

2. Review permit applications and issue permits in accordance with Section 7-5-59-5-5 of this Chapter.

During the investigation, deputies came into contact with Tina R. Ubersox, 29, of Argyle, who was arrested for a Failure to Support arrest warrant. Ubersox was jailed pending payment of the purge amount or 120 days.

The results of the investigation into the Domestic Disturbance were forwarded to the District Attorney’s Office for possible charges. The remaining people at the residence were found to be intoxicated and released to responsible parties.

Sunday, March 12 Arrest At 7:43 p.m., deputies arrested Dustin J. Olson, 27, on a warrant for Theft. Olson was detained at the Green County Jail.

Arrest At 10:25 p.m., deputies arrested Shannon M. Turnbill, 40, of Albany, on a warrant issued by the Dane County Sheriff’s Office. Turnbill was detained at the Green County Jail.

Monday, March 13 Motor vehicle crash At 4:29 a.m., deputies responded to the West 4100 block of County Highway C in the Town of Mount Pleasant for a single-vehicle crash.

Robert E. Elder, 60, of Monticello, was traveling east when he lost control of his vehicle due to slippery road conditions. Elder failed to negotiate a curve and entered the ditch and struck a culvert. Elder reported wearing his seatbelt and was not injured in the crash. The airbags did not deploy. The vehicle sustained severe damage and was driven from the scene.

4000 block of County Highway W in the Town of Exeter. An investigation revealed that a vehicle operated by Brandon R. Shemanski, 20, of Belleville, was westbound on County Highway W when he lost control of the vehicle due to slippery roads and entered the ditch and collided with a fence post. Shemanski was not injured and was wearing a seatbelt. The airbags did not deploy.

The vehicle sustained minor frontend damage and was towed from the scene. Shemanski was cited for Operating without a Valid Driver’s License and was released pending court. The Belleville Police Department assisted at the scene.

Tuesday, March 14 Motor vehicle crash At 3:53 p.m., deputies, Juda First Response, and Green County EMS responded to the West 4800 block of Town Center Road in the Town of Jefferson for a single-vehicle crash with injuries.

An investigation revealed that Brittany H. Graber, 27, of Monroe, was traveling west on Town Center Road and lost control of her vehicle due to the slippery road conditions.

Graber’s vehicle then partially overturned. Graber was injured in the crash and was transported by private vehicle to the Monroe Clinic. Graber was wearing her seatbelt, and the airbags did not deploy. The vehicle sustained moderate driver-side damage and was driven from the scene.

Obituaries

RUTH E. ARNESON Ruth E. Arneson, 90, of Janesville, went home to be with the Lord on March 17, 2017, at Evansville Manor.

Ruth was born in Newark Township, Rock County, the youngest of ten children of Lewis and Ida (Olmstead) Heyerdahl. She graduated from Orfordville High School.

Ruth married Melvin C. Arneson on May 22, 1946, at First Lutheran Church in Janesville. Together, they owned and operated the Arneson Appliance Store in Orfordville and later in Brodhead for many years.

An Orfordville resident for most of her life, she and Melvin moved to Janesville in 2007.

She was a member of Faith Community Church. She loved bowling, traveling, and spending winters in Florida, which is something she and her husband did for 20 years.

Survivors include her husband of over 71 years, Melvin; one son, Kim

(Julie) of Janesville; six grandchildren, Lindsay (Jim), Nick (Sheila), Brittany (Josh), Courtney (Ron), Jordan, and Jessica; and numerous great-grandchildren, including Livia, Jacob, Harmony, and Malakai.

In addition to her parents, she was preceded in death by three sisters, Inez, Mildred and Helen, and six brothers, Lyman, Lawrence, Hans, Ernest, Clarence, and Arthur.

Funeral services were held at 1:30 p.m. Tuesday, March 21, at Henke-Clarson Funeral Home, 1010 N. Wright Road, Janesville. Burial was in Luther Valley Cemetery. Visitation was from noon to 1:30 p.m. Tuesday at Henke-Clarson Funeral Home.

JAMES C. ROSS James C. Ross, 88, died peacefully on March 16, 2017, at Agrace Hospice Care, Fitchburg.

We have officially made it to the third week of Lent. How are you drawing closer to or farther from the love of God this Lent? Have you moved at all?

What spiritual disciplines have you added to your life this Lent?

What have you given up? Did you make a conscious decision to attend worship on Sundays and Wednesdays throughout Lent, read your Bibles and find a meaningful devotional for Lent, find a regular time to pray or fast?

Dr. Maxwell Maltz came up with

the idea that it takes 21 days to form a habit. Do you see what the date is?

Today is March 22! If you have been consistently working on a spiritual discipline, you are closer to that becoming a great habit.

Good habits are created daily. Every day when you wake up, you have to make a choice. Who are you going to be today? Every day, you have to choose to be a Christian. It isn’t something that just happens by default. In fact, it is usually the more difficult option.

We are three weeks into Lent. Are your choices bringing you closer to or farther from God?

Clayton and Teresa (O’Donnell) Ross, and grew up in Brodhead.

He graduated from Brodhead High School and the University of Wisconsin-Madison. There, he met his future wife, the former Mildred (Jody) Rieder, while scooping ice cream at Memorial Union. They married on June 6, 1953, in Brodhead, and were devoted to each other for their 63 years together. They shared a love of travel and took their two children on much-anticipated summer road trips throughout the U.S. and Canada.

After retirement, Jim and Jody made many European trips and especially enjoyed sharing the beauty of Ireland with family and friends. Although Jim’s mobility declined in recent years, he still made great efforts to host family trips to Door County each spring and fall.

Jim served in the U.S. Air Force from 1951 to 1956, including three years as an F-86 Sabre Jet fighter pilot in the American Defense Command.

The Sabre Jet was then the world’s fastest aircraft, and he loved the thrill and adventure of those years.

Upon leaving the Air Force, he began a long career in sales, retiring in 1990 as sales manager of the Mille Lacs division of the Wisconsin Cheeseman, Sun Prairie. He brought integrity and a spirit of service to his work.

Jim was a true “people person” with a great sense of humor. He could turn a stranger into a friend within minutes and made many enduring friendships through his work and travels and in the senior community that was his and Jody’s home for the past six years.

In retirement, he became an enthusiastic golfer and was proud of having shot a hole-in-one at the age of 80. He also relished a good card game. He was a member of St. Albert the Great Catholic Church in Sun Prairie.

Jim was devoted to his family. He is survived by his wife Jody; daughter Peg (Steve Barnhart), Madison; son Michael (Allan Beatty), La Crosse; beloved grandchildren James, David, and Anna; and sisters Cathleen Philbin, Arlington Heights, Ill., and Sr. Miriam Cecile Ross, SSND, Milwaukee. He is also survived by sis-

ters-in-law Dona Ross Pratt, Edgerton, and Gloria Rieder, Monroe; 12 nieces and nephews; and dear friends who brought joy to his life. He was preceded in death by his parents; his brother Dr. Francis Ross; his parentsin-law John and Dorothy Rieder; brother- and sister-in-law Fritz and Hulda Rieder; niece Jane Rieder; and brother-in-law Bob Rieder.

The family would like to extend appreciation to St. Mary’s Cardiac Care Unit and Palliative Care Team and to Agrace Hospice Care for their kind and gentle care.

The visitation will begin at 9:30 a.m. on Friday, March 24, at St. Albert the Great Catholic Church, Sun Prairie. A Funeral Mass will follow at 11, officiated by Msgr. Donn Heiar.

KENT JORANLIEN Kent Joranlien, (Poynette, Wis., and Bellaire Beach, Flor.) a beloved husband, brother, father, grandfather, and patriarch of the Joranlien family, died unexpectedly and peacefully in his home on March 14, 2017.

Kent was born on Dec. 8, 1937.

He grew up in Waterman, Ill., attended Northern Illinois University, and eventually landed in Brodhead, Wis. There, he was a prominent shop

teacher at Brodhead High School before beginning his long career at Knight Manufacturing, where he served as Senior Vice President and partner.

He was an accomplished pilot, active member of the Experimental Aircraft Association (EAA), and was a regular contributor to the upkeep and improvement of the Brodhead Airport.

He retired in 1998, and had been enjoying golfing, reading, and Sudoku. His favorite pastime, however, was spending time with his wife and family at his home on the Wisconsin River, by the beach in Florida, and at any of his grandkids’ activities.

He had an oversized, compassionate heart and will be missed by so many.

Kent was preceded in death by his parents, Helmar and Willa Mae, his brother Wayne, and his daughter Dawn.

Kent is survived by his wife Sandra; a brother Paul; a sister Joan; his children, Ric (Teresa), Robin Miller (Allen) and Chad (Colleen); and his six grandchildren, Erik, Stephanie (Miller), Kirsten, Scott (Miller), Morgan, and Mackenzie.

Kent will be remembered at a private ceremony at his home in Poynette, Wis. A memorial fund has been established at EAA Chapter 431, P.O. Box 304 Brodhead, WI 53520, C/O the Kent Joranlien Memorial Fund. All proceeds will be used for a memorial at the Brodhead Airport. Legislators introduce Family Medical Leave Insurance Act

Proposal gives working families much needed benefit to care for sick family member or themselves without having to give up pay State Senator Janis Ringhand (D – Evansville) and Representative Sondy Pope (D – Cross Plains) introduced the Family Medical Leave Insurance Act (FMLIA).

The Act creates a Family Medical Leave Insurance program completely paid for by employees. Under the program, a participating employee is eligible to receive a percentage of his or her pay during the time he or she takes family or medical leave from work.

The program would not cost employers any money. Employees pay for the benefit by contributing a certain percentage of their checks into a trust fund. The percentage is to be determined by Department of Workforce Development in consultation with Office of the Commissioner of Insurance.

“I’ve had to take time off without pay to care for my son after he broke his femur bone,” Ringhand said. “Luckily, my husband had a good union job and our family still had a source of income. For far too many families living paycheck to paycheck, it’s not an option to give

up one day’s pay much less a longer period. Studies have shown that allowing people to earn a portion of their salary while off caring for a sick family member is a win for the employee and employer. It’s time Wisconsin had such a program.”

In addition, the act seeks to expand Wisconsin’s current Family Medical Leave law by allowing employees to take family leave to care for anyone covered under the current law plus grandparents, grandchildren, siblings, and any eligible employee who has an eligible family member deployed overseas by the military.

“Our Family Medical Leave law needs updating to reflect the dynamics of modern families. Even President Trump has indicated support for allowing people to take paid time off from work under certain instances,” said Representative Pope.

The act is modeled on already-existing programs in California, New Jersey, and Rhode Island that have created self-sustaining funds to ensure workers can earn a portion of their wages when ill or carrying for a sick relative.
