Orfordville Village Hall, Main Board Room CALL TO ORDER: President David Olsen called the meeting to order at 7:00 p.m. Present were President Olsen, Beth Schmidt, Gary Phillips, Terry Gerber, and Jason Knox. Also present were Attorney Michael Oellerich, Ben Heidemann, Heidi Melton, Chief Brian Raupp, Karl Stuvengen, and

Clerk Sherri Waege. Absent was Dan Bartelt.

AGENDA VERIFICATION: Clerk Waege verified that on February 8, 2019, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and the Farmers & Merchant’s Bank. There were no additions made to the agenda.

106 N. Center Street. Heidi Melton was present to explain that there are two spaces directly in front of her business, one regular space and one handicapped accessible space.

Melton explained that the regular space is often used for long term parking which presents a challenge for her clients who may not be able to walk well. Stuvengen explained that the Village still has the sign from when it was one hour parking from 7:00 a.m. to 7:00 p.m. Melton further explained that the municipal parking lot is a challenge to use because it is difficult to plow, as many of the vehicles do not leave. Motion

by Schmidt, seconded by Phillips to limit the parking in front of 106 N. Center Street for one hour between the hours of 7:00 a.m. and 7:00 p.m.

Sale of Vacant Lot on the Corner of N. Wright and E. Spring Street.

Attorney Oellerich explained that state statutes allow the Village to sell the lot thru any reasonable avenue they choose. Discussion held on surveying off the grass portion of the lot to sell. Motion by Gerber, seconded by Knox to authorize the clerk to have Combs & Associates survey the grass portion of the lot off. Motion carried.

NEW BUSINESS: Pay Request #10 for the Upgrades to the Wastewater Treatment Plant. Ben Heidemann was present to explain

Pay Request #10. Heidemann explained that Portzen has been working on the administration building, painting, and getting the tertiary filters ready for painting. Heidemann explained that the weather has delayed progress in January. Motion

by Phillips, seconded by Schmidt to approve Pay Request #10 for $161,350.48. Motion carried.

Change Orders for the Upgrades to the Wastewater Treatment Plant.

Heidemann explained that he had prices from Portzen Construction.

Heidemann had three prices: the option for shingles was $43,053.00, the option for metal roof for $100,579.00, and a third option for a metal roof for $95,934.00. Motion

by Schmidt, seconded by Phillips to approve the change order option 30RI for shingles for $43,053.00.

Motion carried.

Work Directives for the Wastewater Treatment Plant. Heidemann explained that one of the rooms had drywall that didn’t meet up in the corner with the other wall. Motion

by Phillips, seconded by Schmidt to approve the Work Directive 43R1 to repair the drywall and vapor barrier from when the building was originally built. Motion carried.

Heidemann explained that the bid did not include painting the masonry block walls and drywall celling in Storage Room 204, painting the masonry block walls and ceiling in

Friends of Badger and Sugar River Trails to meet The first meeting of the year of the Trails group will be Sat., Feb. 23, at 3 p.m. at the Decatur Town Hall, 1408 14th Street, Brodhead.

Agenda items will include trail maintenance, new web site, the marker at the site of the former passenger deport in Monroe of the Illinois Central Passenger and Freight Depot, the Trail Explorers program, and the group’s status with the Department of Natural Resources (DNR), The Friends group has been supporting the Badger Trail since 2006, but new this year, the group is also seeking to include the Sugar River Trail which has not had a Friends group for many years. The meeting is free of charge and all are welcome. If you are a trail enthusiast, join us and learn about our programs.

Purchase New Copier. Clerk Waege explained that she met with her salesman from Gordon Flesch about the existing copier. The maintenance agreement for the existing copier will be going up in March, due to the age of the copier. Clerk Waege explained that the monthly maintenance agreement fee will be $153.87, based on the average copies used last year. Clerk Waege explained that the Village can purchase a new copier, with a lease to own option, for less money per month. The Canon C3525i II would have a projected monthly maintenance agreement cost of $140.74, based on copies used last year. The Cannon C3530i II would have a projected monthly maintenance agreement cost of $163.21.

Clerk Waege explained that it is the same machine, the difference is that the more expensive copier copies 5 more copies a minute. Motion

by Gerber, seconded by Schmidt to purchase the C3525i II with the lease to own option through Gordon Flesch. Motion carried.

DEPARTMENT HEAD REPORTS: Schmidt thanked the Public Works Department for the good job they have done keeping the Village Streets clean. Chief Raupp agreed and explained that he felt our streets were in excellent shape compared to others he has been on.

Motion by Knox, seconded by Gerber to approve the Department Head Reports. Motion carried.

TREASURER REPORTS: Motion by Gerber, seconded by Knox to approve the Treasurer Reports for January. Motion carried.

VOUCHERS: Motion by Phillips, seconded by Schmidt to approve the vouchers for General Fund for $40,758.11 (including $$10,457.60 for Central States and $12,894.00 for the Municipal Property Insurance) Motion carried.

Albany School District to post capital referendum improvements should ensure student safety, present a clear, inviting, and unified entrance to the district, and provide an accessible environment for school and community programming. The major maintenance projects will address the roof and other facilities that have reached the end of their useable and repairable life and cannot be addressed through the annual maintenance budget.

The referendum is for 2.75 million dollars. This amount bonded over the eight years would not change the overall capital levy of the Albany School District from the current capital tax levy in 2019. This tax-neutral approach is possible because the last capital referendum bonds from

roofing and HVAC improvements approved in 2009 are fully paid off this year. The eight year duration was identified to line up with the identified facility needs of the district. While many variables affect the amount any household pays in property taxes, the requested amount will not change taxes collected on behalf of the school district for capital projects.

We hope that you will take the opportunity to learn about these projects and how our district continues to prepare students for success. Community information sessions are planned for Feb. 21, at 7 p.m. (following Parent Teacher Conferences), March 23, at 1 p.m., and March 28, at 6:30 p.m. in the school cafeteria. Information

During a school board meeting on Jan. 17th, the Albany School Board voted unanimously to place a capital referendum question on the ballot during the spring general election on April 2nd. PARENTS’ NIGHT OUT GAME NIGHT On Friday, February 22, the Spanish Club will be hosting Game Night at the school from 4 to 8 p.m. Parents: Drop off your children and let them enjoy board games, jungle games, snacks, and dinner while you enjoy a night off! Raffle tickets will be given to anyone who brings in a pair of gently used/new shoes (1 ticket for each pair) to win a grand prize at the end of the night! The cost of admission will be $6 if purchased prior to Game Night and $8 at the door.

Dinner will be included in admission cost. The Spanish Club hopes to see lots of children there!

SIXTH GRADE ORIENTATION On Thursday, February 21, there will be a 6th-grade orientation and parent information night. It will be held from 5:00- 6:00 p.m. Incoming sixth graders will be able to learn what to expect in the next school year as they begin their middle school years as sixth graders. Parents will also get to speak with the teachers and ask questions.

FRESHMEN ORIENTATION On Thursday, February 21, there will be a freshmen orientation and parent information night. It will be held from 6:00-7:00 p.m. Incoming freshmen will be able to learn what to expect in the next school year as they begin their high school years as freshmen. Parents will also get to speak with the teachers and ask questions.

SENIOR YEAR ORIENTATION On Thursday, February 21, there will be a meeting held for next year’s seniors and their parents. It will be held from 7:00-8:00 p.m.

PARENT/TEACHER CONFERENCES The next round of Parent/Teacher Conferences will be on Thursday, February 21, from 4:30-8:00 p.m. This round is by invite only.

FOOD PANTRY The Panther Pantry is open on Saturday mornings from 9:00 to 11:00 a.m. We can also schedule appointments if that time does not work. Appointments can be made by calling the school at 608-934-5251.

NHS The NHS is working diligently to plan future service projects. If any community member has ideas about projects, email them to taylora@ judaschool.com. We are grateful for our new members for all the ideas they bring to the table.

ART DEPARTMENT The high school art classes are working on their annual furniture project. The middle school rotation class will be working on their Odyssey of the Mind, and the sixth graders will continue to work on their mosa-

ics. The fifth-grade art class will be finishing their clay project while the fourth graders will be working on screen printing. The third graders are going to work on their Romero Brito hearts and have earned themselves a super fin art day for next week!

Second grade is going to be glazing their clay pieces, and the first graders are going to be drawing giraffes based off of the book Giraffes Can’t Dance by Giles Andreae. Finally, the Kindergarten class is finishing their pinch pots.

MUSIC DEPARTMENT Solo and Ensemble is officially here this Saturday! Everyone is really sounding great and ready for judging! All of the events are scheduled to be in the morning, so make sure to be there bright and early! Ask Mr.Taylor if you do not know your time. After Solo and Ensemble, we will start preparing for the Last Blast concert on March 4 and Large Group Competition April 17. We will also be having our last pep band of the season this Thursday.

SHOE DRIVE Spanish Club is partnering with funds2org to continue to fundraise for their June 2019 trip to Peru.

Funds2org is a program that collects new and gently-worn shoes and offers money per pound of shoes received. If Juda Spanish Club can collect 2500 pairs of shoes, they will receive a minimum of $1000 from the company. Please start bringing in any new and gently-worn shoes to donate. The fundraiser has begun and will run for 60 days. There are several drop-off locations: Juda School in the Spanish Room, Sugar River Bank of Juda, Juda Zion Church, and La Iguana. ELEMENTARY The Elementary students enjoyed their 100th day of school with many different activities, and they are very, very proud to be 100 days brighter.

REC DISTRICT The Rec District recently had a meeting at Juda School. Please watch for upcoming activities and summer programs this upcoming summer.

FFA The results from LDE’s are in!

Congratulations to Jacob Mahlkuch for receiving second place in Discussion Meet and Emily Makos for receiving first place in Prepared Speaking. Orders from the spring fruit and meat sale will be delivered to the school on March 6. CDE’s are right around the corner. Sign up in Miss Beitz’s room if you are interested.

STEAM The next STEAM week will take place in a few weeks. Teams will continue to plan and work on their balsa wood structures. The competition is to build the structure that will hold the most weight while weighing the least.

MATH DEPARTMENT The Algebra 1 Class is starting a semester-long project on loans. Students will learn about loans, interest, and credit cards in this project. Remember to keep practicing math!

The Six Rivers Conference Math Meet is set to take place on Wednesday, February 27. Practice packets were handed out a few weeks ago.

SOFTBALL OPEN GYMS Softball open gyms are here! This is an opportunity to get in some extra swings and field some ground balls.

The other goal is to get our pitchers and catchers working. This is for all softball players--freshman through seniors. They are held from 1:00 3:00 on Sundays. The dates are February 24 in Albany, March 3 in Juda, and March 10 in Juda.

BASEBALL OPEN GYMS Baseball open gyms have been happening since January 20. Players can keep posted by getting the Band App and joining the group. All of the open gym times and dates are posted weekly on it so players and parents can be updated weekly. Keep up the awesome turnouts!

THE ACT The ACT test was held today, Wednesday, February 20. All juniors were required to take the test, and results will come back in three or four weeks. The ACT-Work Keys test is being held tomorrow, February 12, and all juniors are required to take it, as well. Anyone with questions should contact Mrs. Bertling.

BLOOD DRIVE March 26 will come faster than you think! Mark your calendars and make sure you are able to attend to donate blood, which will save up to 3 lives and give the seniors more opportunities for scholarships.

HOMEWORK CLUB The next dates for Homework Club will be on February 21, 26, and 28 until 4:15 p.m. Students can attend for help with any homework issues they have or just to have a nice place to study after school.

FORENSICS Congratulations to all members

of the Forensics team for moving on from sub-district to district competition. The team consists of Quinton Kammerer, Lily Reibe, Connor Mayberry, and Dogukan Yetgin in Play Acting, Royce Brauer in Radio Speaking, and Jacob Mahlkuch in Storytelling. Good luck at district.

HIGH SCHOOL READING High school students read 141 books last quarter! If students read more books this quarter than the last quarter, they will be rewarded with an ice cream party. Mrs. Bredeson is very proud of her students!

PBIS The character trait for January was self-discipline. The students who received awards for displaying self-discipline are Autymn Norton, Kindergarten; Mika Rufer, First Grade; Aliera Simas, Second Grade; Katie Sullivan, Third Grade; Kavion Cupps, Fourth Grade; and Chase Krass, Fifth Grade. The character trait for February is fairness.

NO SCHOOL There will be no school on Friday, February 22. Teachers have given students many good ideas for ways to spend their free time this winter.

GIRLS BASKETBALL The last JV game was held on the 15th of February in the home of the Panthers. Both JV and Varsity played with effort against the Ponies of Monticello. Varsity also played on Tuesday, February 19th for the last time in this regular season. They went to Rio School and ended their regular season with a great and exciting game.

BOYS BASKETBALL The boys lost to Pecatonica on Wednesday, February 13. The boys played Albany on Monday, February 18, and will play Barneveld on Thursday, February 21. Good luck, boys!

SPRING SPORTS REMINDER Spring sports are beginning in the next couple of weeks. The first few practices and games are likely to be a little cold, so prepare by bringing an extra set of warmer clothes.

REMINDER A reminder that there is a K-5 robotics assembly on March 8. A reminder to all Seniors to finish reading The Glass Castle and to start getting your work for the unit done.

TRACK AND FIELD The first track practice will be held on Monday, March 4. Juda athletes will ride a bus to and from Brodhead for practice each day, and track practices will last from 3:30-5:00 p.m. Any high schoolers interested in joining track can sign up in the office or in Mr. Brown’s room. Athletes who have not already participated in a sport during the 2018-2019 school year will need to make sure they sign the co-curricular code agreement and get a sports physical. Track dues will also need to be paid to the office as

soon as possible, or athletes will not be able to practice or compete.

BLACKHAWK TECHNICAL COLLEGE SPRING EVENTS Blackhawk Technical College has an exciting spring semester of events and activities. On March 4-12, Tech Exploration Days will take place for students who are interested in learning more about specific program areas. On March 26 and on April 3, One Stop Admission Events will take place for students who want help completing the BTC application and FAFSA. On April 9, Healthcare Day will take place for students who would like to have the opportunity to tour healthcare facilities, tour BTC Health Sciences, attend an education fair, and listen to panel professionals from the healthcare industry. Blackhawk tech representatives will also continue visiting schools in Green County. They can meet with any student who is at any stage in his/her college and career search process.

PERRY OUTREACH PROGRAM On Saturday, April 27, 2019, there will be a Perry Outreach Program taking place at the University of Wisconsin-Madison in Madison. The Perry Outreach Program is a free, one-day, hands-on experience for high school women who are interested in pursuing careers in medicine and engineering. Students will hear from women leaders in these fields and try it for themselves by performing mock orthopedic surgeries and biomechanics experiments. Participants should be women in grades 10 and up with an expressed interest in science, medicine and/or engineering. Applicants should be directed to fill out their online application in advance of the March 27, 2019, application deadline. JUDA CHILD FIND Child Find is a legal requirement that schools find all children who have disabilities and who may be entitled to special education services. We will be having this the week after spring break on Wednesday, March 20.

He also wanted to thank Cristi Gretebeck and Crystal Holtsapple for their work with Student Council for all of the work before the holiday break.

Pupil Services Director Sarah Wadsworth wanted to thank all of the staff and students that helped with the recent civil rights audit, with a particular thank you to Jennifer Flory, Jake Shanahan, Tracy Lueck, and Tonya Buttke.

IT Director Kevin Buxton acknowledged the efforts of Heather Lawrence for her coordination of the ELLves List program. This is Heather’s 3rd year coordinating the program and the program helps make the Christmas season a little brighter for kids in the community.

Superintendent Lueck recognized Dr. Lisa Semrow and Stephanie Tresemer for all of their hard work for the Senior Citizen Luncheon which was a huge success. Superintendent Lueck further thanked IT Director Kevin Buxton for all of his extra work with the school safety grant. Matt Pederson was also thanked for welding the High School lunchroom tables.

This is a hands-on editing position that requires an organized and highly motivated individual who will have a role in all editorial functions, including reporting, writing, photography and website. The ideal candidate will have the ability to work independently and be an effective manager who is able to recruit and direct freelance writers and photographers.

Green County Sheriff issues fraud alert Green County Sheriff detectives, along with authorities in Monroe, Brodhead, Darlington, South Wayne, Cuba City, Dane County and several northern Illinois communities are investigating a series of thefts of currency, which appear to be related.

In almost every case, a white

male, approaches a cashier at a business, convinces that employee they are familiar with the owner and has permission from the owner to obtain a loan from the business.

The suspect describes a hardship he and his wife are experiencing. It appears more than once the suspect has stated his wife was involved

The suspect has not used or in a serious traffic crash and he is in need of cash for a tow truck. In threatened to use violence during each event, the suspect has been his scamming.

Suspect vehicle described as beable to convince the employee to provide them with cash, which has typically been in the $150 range. In several cases, the suspect has provided a handwritten receipt bearing a fictitious name.

HARVEY D. MORRISON Harvey D. Morrison, age 74, of Brodhead, passed away on Tuesday, Feb. 12, 2019, at the Beloit Memorial Hospital, following an extended illness.

He was born on April 22, 1944 in Beloit, WI, the son of Robert and Alice (Morse) Morrison. He married Beverly E. Willison on July 10, 1965 in Beloit.

Harvey had worked for FairbanksMorse, Beloit, WI, and Morrison Auto Salvage, of Edgerton, WI. He enjoyed hunting, fishing, camping, playing cards, having corn boils, and woodworking.

He is survived by his wife Bev; children, DeWayne (Gwen Zimmerman) Morrison, Rebecca Morrison, both of Brodhead; grandchildren, Brandon, Kristina (C.J.) Hardin, Cody, Garret; greatgrandchildren, Laine, Landon; siblings, Raymond (Alice), Diana (Greg) Billins, both of MO, Ronald, CO, Barbara, NC, Beverly, Clifford (Sharon), Ricky (Cindy), Richard (Linda), Kevin (Tammy), Mary (Alan), Hayden, all of WI; several nieces and nephews; Gwen Zimmerman’s children and grandchildren, Steven (Justine Berget) Zimmerman, their children, Landen and Carson; Stephanie (Jake Walter) Zimmerman and their child Jackson; in-laws, Beatrice and Tammy Morrison, Keith Bennett. He was preceded in death by his parents, three brothers Robert, Mark and Jeff, in infancy, and sisters Kay Nesbit and Cathy Bennett.

Sperry, age 62, of Beloit, formerly of Brodhead, passed away on Thursday, Feb. 14, 2019 at her home. She was born on Sept. 27, 1956 in Monroe, WI, the daughter of Robert and Virginia (Brown) Hopkins. She married Alan L. Sperry on Oct. 18, 1975 in Brodhead, WI. Debra graduated from Brodhead High School in 1975 and had worked at Beloit College for the past 22 years in the accounting department. She enjoyed riding the Harley, going to casinos, reading, and being at home with her family. Debra was very caring about other people and a loving wife and mother.

She is survived by her husband, Alan; a daughter, Jennifer (Kerry Howard) Sperry, Madison, WI; a brother, Jack (Laurie) Hopkins, Milton, WI; and a sister, Karen Bartlett, Beloit, WI. She was preceded in death by her parents and a son, Jason, in 2001.

Funeral services and a visitation were held at Tuesday, Feb. 19, at the D.L. Newcomer Funeral Home, Brodhead, WI. Burial will be in Greenwood Cemetery, Brodhead, WI. Whitehead, age 92, passed away on Monday, Feb. 11, 2019, at Agrace Hospice Care, Janesville, WI. She was born on Dec. 3, 1926 in Argyle, WI, the daughter of Clarence and Alma (Dammen) Moe. She married Ralph Whitehead on Oct. 20, 1945 in Brodhead. He passed away on Feb. 18, 2012.

Hazel was a longtime resident of Brodhead and moved to Janesville in 2017. She had worked for APCO Mfg., United Cheese Co., Goldenrod Creamery, Brodhead Water and Light, and retired from Woodbridge Corp. She was a longtime member of the Bethlehem Lutheran Church.

She enjoyed playing cards reading, doing word-search, watching Wheel of Fortune and Family Feud, but especially enjoyed visits from family and friends.

Hazel is survived by her children: Richard (Carla) Whitehead, Sharon (David) Goecks-Drake, Phillip (Lisa) Whitehead, all of Janesville; seven grandchildren; Randy (Diane) Whitehead, Tari (Kevin) Metz, Jeffrey Goecks, Garrett, Evan, Braeden, and Kaelyn Whitehead, and eight greatgrandchildren. She was preceded in death by her parents, husband, two brothers Clarence, Jr., Merlyn; two sisters Dora Johnson and Doris Leopold, and grandson, Christopher Goecks.
