A growing legacy in soil evaluation branched and bloomed at the 2023 Wisconsin State FFA Land and Soil

experts, staff, and partners in conservation.

Over 160 high school participants from 25 different National FFA Organization

(FFA) teams across the state competed in this year’s Wisconsin State FFA Land and Soil Evaluation Contest – roughly a 40 percent increase from the number of participants last year.

Wisconsin USDA-Natural Resources Conservation Service (NRCS) soil experts and staff joined the Green County Land and Water Conservation Department (LWCD), Wisconsin Association of Agricultural Educators (WAAE), Agribusiness Program staff, and many other sponsoring partners and volunteers to bring this year’s contest to the Blackhawk Technical College (BTC) Monroe Campus for the first time.

Using a backhoe, four soil pits are dug to the depth of 45 inches in four different areas

on the farm selected for the diversity of soil profile, degrees of erosion and slope, rooting depth and natural drainage.

The participants are scored and ranked on the accuracy of their evaluation of the landscape’s soil limitations, land capability, conservation practices for long-term land use and non-agricultural land use limitations.

The top five winning teams receive commemorative plaques and the opportunity to compete at the National Land and Range Judging Contest held annually in Oklahoma, who hosted the first ever national contest in 1952.

This year’s contest was held on the Brooks Family Farm, a short drive from the BTC Monroe Campus and owned by the parents of the summer

intern hosted by Todd Jenson, Green County Conservationist and NRCS affiliate.

When Todd was a member of FFA in high school, soil-focused education and activities were not offered. Since he started working for the Green County LWCD in 1987, he has been involved with Land and Soil Judging Contests, admitting that soil and land judging is his favorite part of the job. “Everyone should have some comprehension on soils. It is not just for kids getting into farming. If you plant a garden, build a house, want to plant some trees or flowers, or put in a food plot for hunting, you need to know your soils.”

Color room exhibit featured in Monroe Unique display features street art in stairwell at Monroe Arts Center

A permanent installation called The Color Room is open at the Monroe Arts Center. The Madison artist responsible for the exhibit, Mike LRoy, was inspired by both murals and street art.

Murals have been part of the artistic landscape for thousands of years. One of the earliest known animal murals dating more than 30,000 years ago can be found in France’s Chauvet-Pont-d’Arc Cave.

Most recently, murals have become the centerpieces of many communities, bringing people together to understand and celebrate the heritage and history of their neighborhoods.

Street Art has taken many forms since it began to appear on the streets of New York City during the 1920’s and 1930’s: urban art, guerrilla art, and graffiti. By the 1970’s a cultural movement had begun and Street Art became a response by young people to their socio-political environment, rebelling against popular culture and mass media reality. Eventually, the Street Art phenomenon gained the attention and respect of the

rest of the art world and was soon considered a legitimate form of artistic expression. Today Street Art is represented in galleries around the world, and now at the Monroe Arts Center.

The Color Room spans the stairway between the first and second floor off the Wellington Gallery at the Monroe Arts Center. The value of the Color Room at MAC lies in the conversations that will surround this work of art.

With eleven different languages spoken in and around Green County, the Monroe Arts Center seeks to celebrate local diversity with this mural. This collective piece of art showcases individuality and insists on dialogue. It is colorful and vibrant. It is thought provoking and opens the spaces at MAC to new ideas and important conversations.

The Color Room tells the story of Monroe Arts Center, while leaving room for more

Hunters can donate a deer this season

Hey hunters, the deer you harvest can make a difference this season.

By donating your deer through the DNR’s Deer Donation Program, you can help put food on the table for a family in need.

You can donate any legally harvested deer. Just provide CWD samples if required, contact one of our participating processors and drop it off. They’ll take care of processing the animal and make sure it finds its way to a food pantry shelf.

Not a hunter, or are unable to donate? You can still help those in need by making a financial contribution to support the program.

$515,000 donated to support food insecure families in Wis., Iowa Alliant Energy records largest amount of funds raised through event Alliant Energy Foundation raised $515,000 to support programs that fight hunger and food insecurity in Iowa and Wisconsin. The amount is the largest on record in the company’s 17 years of hosting their annual Drive Out Hunger event.

In total, the event has raised over $5.9 million for hunger relief and provided over 20 million meals. A celebration of life visitation will be held at the DL Newcomer Funeral Home in Brodhead on Saturday, Nov. 4, from 3 to 8 p.m. for the public. A special time will also be available to all of Aaron’s classmates from Brodhead High School and their families to attend on Saturday from 1 to 3 p.m. Cremation rites have been accorded.

AARON DOYLE Aaron Shayne Doyle, age 18, passed away unexpectedly as a result of a motorcycle accident on Oct. 23, 2023.

Aaron was born on Sept. 27, 2005 in Madison, the son of Ryan Doyle and Tiffany (Hermosillo) Elmer.

Aaron was a senior at Brodhead High School and was looking to graduate early in his senior year. He planned on attending a two year college and working into a welding career.

Aaron loved drawing, listening to music, gaming, cooking, traveling, playing guitar, hunting and fishing, gardening (Aaron had a green thumb), his love of his animals, building things and living his life to the fullest. But most of all he enjoyed spending time with his parents

DHS celebrates 25 years of ADRCs serving Wis. The Wisconsin Department of Health Services (DHS) is celebrating the 25th anniversary of aging and disability resource centers (ADRCs) helping older adults and people with disabilities in this state to thrive.

ADRCs were first piloted in 1998 in nine counties and have since expanded to cover all 72 Wisconsin counties and 11 federally recognized Tribal Nations in the state, providing connections to resources like adaptive equipment, dementia care services, meal delivery, and more.

“ADRCs play a vital role in helping our friends, neighbors, and loved ones remain connected and engaged in their communities,” said DHS Secretary-designee Kirsten Johnson. “Wisconsin’s person-centered, full-service approach to long-term care education and assistance has become a national standard. We look forward to continuing this important work and ensuring we will be able to provide the high-quality, supportive community-based services people want and need for years to come.”

Every year, ADRCs and Tribal aging and disability resource specialist (ADRS) programs log hundreds of thousands of contacts with customers around the state.

In 2022, they served over 141,000 unique customers and made over 535,000 direct contacts. In the same year, clients of elder benefit specialists and disability benefit specialists accessed over $224 million worth of services, helping stabilize household budgets and lessen reliance on local crisis and emergency services.

ADRC services are available to families, friends, caregivers, and others who work with or care about older people or people with disabilities. Today there are 49 ADRCs and nine Tribal ADRSs providing a central source of reliable and objective information about a broad range of programs and services for the most vulnerable populations. ADRCs help people conserve their personal resources, maintain self-sufficiency, and delay or prevent the need for potentially expensive long-term care by enabling people to find resources

in their communities and make informed decisions about longterm care.

DHS has dedicated American Rescue Plan Act (ARPA) funding to improve and modernize ADRCs throughout the state.

This initiative aims to improve access to ADRC resources, increase awareness of ADRCs throughout Wisconsin, diversify and modernize ADRC services with a focus on equity, and support the increasing demand for ADRC services.

Additionally, select ADRCs are taking part in an independent living supports pilot program, which will offer shortterm, flexible, and limited services and supports for people at risk of entering Medicaid longterm care.

The pilot program will help improve people’s ability to stay in their own homes, potentially easing the burden on Wisconsin’s long-term care system as Wisconsin’s older adult population continues to grow.

Officer involved critical incident investigation The Wisconsin Department of Justice (DOJ) Division of Criminal Investigation (DCI) is investigating an officer involved critical incident in the City of Watertown, Wis. that occurred on the afternoon of Wednesday, Oct. 18.

At approximately 11:17 a.m., officers with the Watertown Police Department responded to a call regarding criminal damage to property at an apartment in the City of Watertown. Justin C. Whitten, age 30, fled the apartment prior to law enforcement arrival. Whitten was later located in a parking lot on Tower Drive. Whitten turned towards

law enforcement with a handgun and Watertown Police Officer James Simon, with 9 years of law enforcement service, discharged his firearm and struck Whitten. Lifesaving measures were performed but Whitten was pronounced deceased at the scene.

No other members of the public or law enforcement were injured during the incident.

Officer Simon and another officer present were equipped with a body-worn and squad cameras. Officer Simon has been placed on administrative leave, per agency policy.

DCI is leading the investigation and is assisted by the Wisconsin State Patrol, Jefferson County Medical Examiner’s Office, DCI’s Digital Forensics Unit and a DCI Crime Response Specialist. All involved law enforcement are fully cooperating with DCI during this investigation.

DCI will review all evidence and determine the facts of the incident and will turn over investigative reports to the Jefferson County District Attorney when the investigation concludes.

Police impersonator makes fraudulent calls On Oct. 24, the Rock County Sheriff’s Office investigated a report of a possible police impersonator making fraudulent calls.

The caller stated he was a member of the Rock County Sheriff’s Office and told the reporting person they missed jury duty. The caller said they needed to pay a $500 cash bond or they would be arrested and taken to jail for 72 hours. The caller requested to be paid through Cash App and asked for other personal identification.

On Oct. 25, Janesville Police Department notified the Rock County Sheriff’s Office of a fraudulent call where the caller stated he was Sergeant Greg Westness from the Rock County Sheriff’s Office. The caller told the reporting person they missed jury duty summons and to pay a $500 cash bond or a there would be a warrant for their arrest.

At no time will the Rock County Sheriff’s Office call the public requesting them to pay a cash bond over the phone. The Rock County Sheriff’s Office

• Professional photos do not mean it’s a real offer. Respondents reported that website photos motivated them to engage with scammers, especially for pets/pet supplies, clothing/accessories, and vehicles.

• Make sure the website is secure. Look for the “HTTPS” in the URL (the extra s is for “secure”) and a small lock icon on the address bar. Never enter payment or personal information into a website with only “HTTP” – it is NOT secure.

• Be careful purchasing sought-after products, especially during the holiday season. The risk of online purchase scams rises during the holidays because more people are making online purchases, and scammers offer the most popular products for the season at great prices.

• Beware of making quick purchases while scrolling through social media. Scammers have access to tools they need to learn about your buying behaviors, offering exactly

The 2023 holiday shopping season promises to be an unpredictable one. High inflation rates and increased prices of consumer goods are already throwing a wrench into holiday shopping. Electronics, toys, and other products will be, or already are, in short supply, and retailers are struggling to staff up as the shopping season nears.

Just like in 2022, people plan to start their holiday shopping early. Watch out for deals well before Black Friday sales.

Retailers are also expecting to see even more people shopping online.

Product shortages and increased online shopping will likely result in more online purchase scams this year.

These scams accounted for nearly a third of all scams reported to BBB Scam Tracker in 2022, according to the 2022 BBB Scam Tracker Risk Report. Shortages are likely to make purchase scams even more common as desperate shoppers turn to shady websites in hopes of finding this year’s must-have gift.

Gov. Evers announces approval of $388.7M in projects across state Gov. Tony Evers recently announced the Wisconsin State Building Commission approved a total of approximately $388.7 million in key projects located across the state.

“The projects approved today (Oct. 25) by the Commission will not only support jobs, bolster our economy, and improve the quality of life here in Wisconsin, they will help our state grow and build for the 21st Century,” said Gov. Evers. “I am also glad to see the approval of funding for the construction of a new facility for the Wisconsin History Center on the Capitol Square, which will help ensure this important Wisconsin institution remains a hub of statewide history, education, and outreach for future generations.”

Highlights of the Commission’s approved projects include: • Construction of security improvements at Taycheedah Correctional Institution to bring the facility up to current security standards for maximum-security institutions.

• Renovation and construction of an expanded Patient Admissions Area within Sherman Hall at Winnebago Mental Health Institute, providing separate and secure admission spaces for incoming patients and additional bed space, advanced medical facilities, and dedicated program rooms, enhancing the overall quality of care and facilities.

• Construction of a new Motor Vehicle Storage Building at the Waupaca Readiness Center to better protect military vehicles that support the Wisconsin Army National Guard.

• The release of Building Trust Funds to the Wisconsin Department of Natural Resources (DNR) to plan and design toilet/shower building repairs at Pattison State Park, as well as replace two fire response ranger stations, and to the Department of Public Instruction for a new student dormitory at the Wisconsin

School for the Deaf and Hard of Hearing.

• Construction of a Centralized Field Equipment Facility at Horicon Marsh Wildlife Area that will protect the DNR’s field equipment housed at this facility that is used by multiple area programs.

• The replacement of multiple campground toilet/shower buildings and vault toilet facilities at Lake Wissota State Park to provide enhanced accessibility and safety for park campers. Additionally, similar renovations at campgrounds within Peninsula State Park to underscore the state’s commitment to providing topnotch facilities and ensuring a more enjoyable experience for visitors.

• The construction of a combined heated and unheated Fishery and Water Quality Field Operations Facility in DNR’s South-Central region that will equip the fisheries staff with the necessary tools to maintain equipment effectively, streamline operations, and enhance safety protocols.

The construction of a versatile field support building at the DNR’s Dodgeville Service Center. This facility, designed to accommodate multiple bureaus, will serve as a hub for essential functions such as equipment and evidence processing, disinfection stations, and storage.

• The expansion of the Administration Building at the Southern Wisconsin Veterans Memorial Cemetery. This project aims to create suitable office spaces, private family meeting rooms, and implement other essential site enhancements. These upgrades signify a substantial improvement initiative, as they are not only a testament to the state’s commitment to honoring veterans but also ensure the provision of dignified services and support to their families during their time of need.

Fact sheet highlights the role of libraries One space that remains free, welcoming, and safe for all children is the library. Libraries are a hub of community resources and provide an important social connection, often anchoring a community.

Kids can safely spend hours of time at the library – without the expectation that they purchase or produce anything. Children can play.

They can explore their interests, learn new things, and make connections with others in their community. These are all strategies that help strengthen youth resilience.

Bookmobiles, digital libraries, internet access, and computer assistance allow libraries to reach underserved children, especially those in

rural communities that may lack adequate internet connectivity.

“For children and families, especially the underserved, the marginalized and those new to their community, the library can provide a sense of connection and belonging that is the foundation of wellness,” said Linda Hall, director of the Office of Children’s Mental Health (OCMH).

Libraries also support caregiver mental health. They can be a sanctuary for those looking for parenting information, social connections, or local resources that help families with housing, food, and other essential needs.

People go to the library seeking information and connection. They may find it in

a book or a DVD, online, and more recently from a library social worker. Libraries across the country are employing social workers who can help families navigate local resources and systems.

Data show that participation in Wisconsin library programs has been increasing.

Director Hall said, “From the most marginalized in our society to middle-class caregivers and toddlers visiting for treasured story time, libraries are a true refuge.”

DWD seeks to combat worker misclassification Incorrect worker designation creates unlevel playing field

The Wisconsin Department of Workforce (DWD) recently launched an educational campaign to build awareness of and help combat worker misclassification, a practice in which employees are incorrectly and illegally treated as independent contractors. Under the law, workers are presumed to be employees unless an employer demonstrates the workers meet the legal criteria to be independent contractors.

“Worker classification is important because it determines an employer’s legal obligations for unemployment insurance, worker’s compensation insurance, and other protections that employees have earned,” DWD Secretary Amy Pechacek said. “Building greater awareness was one of the recommendations of Gov. Evers’ Joint Enforcement Task Force on Payroll Fraud and Worker Misclassification. We hope to educate the public and encourage workers to report suspected misclassification so that they can receive the rights and protections they’ve earned and DWD can help level the playing field for employers who do follow the rules.”

Most educational campaign materials will run through Nov. 19, with certain elements continuing through March 2024. Elements include bilingual billboards in Milwaukee and Green Bay, Spanish language radio spots, updated brochures, and social media postings. In addition, DWD has an updated web page that provides information on misclassification to employers and workers, including how to report suspected misclassification. The funding source for the $90,000 campaign is a $6.4 million U.S. Department of Labor Equity Grant that DWD successfully pursued in 2022.

Employee misclassification is of concern in Wisconsin and other states because it results in wage theft, tax avoidance, loss of worker protections such as unemployment insurance, and worker’s compensation. Employers who misclassify workers as independent contractors gain an unfair competitive advantage over other employers.

DWD combats misclassification through investigation and enforcement as well as education and outreach with stakeholder groups including unions and workforce development boards. Past educational materials include 60-second misclassification videos promoted on DWD’s website and social media.

Mayor Troy Nyman and aldermen Timothy Schadewaldt, Robert Moon and Casey Jones filed notice of non-candidacy papers with the clerk’s office.

Jones is seeking the mayoral seat, leaving the three incumbent aldermanic seats up for grabs by write-in candidates, according to the city clerk.

“At this point in time we are open to registered writeins,” City Clerk Nikolai Wahl said Friday, after the filing deadline.

This isn’t the first time the city relied on multiple writein candidates to fill the Council, according to the clerk. In the 2021 spring election, only one candidate filed nomination papers for three open seats, leaving two spots to be filled by write-ins.

For lead judging official, Jeff Deniger, Area Resource Soil Scientist for NRCS Wisconsin, his involvement with soil judging began in college.

“These contests get the kids to think about potential career paths. Soil is usually not a part of any high school curriculum, but it plays a major role in our everyday lives. So many people know so little about it.” In 2015, Wisconsin NRCS wrote the book on soil and land evaluation, playing a major role in developing the Soil Study and Land Evaluation Handbook utilized heavily by teams preparing for the annual contest.

Abilene Bartz, a freshman and new member of the Dodgeville FFA team, competed at the state contest for the first time this year after placing highest of her teammates in a local competition just weeks prior. While she prepared by studying the Soil Study and Land Evaluation Handbook on the Wisconsin NRCS website and watching the Land Judging in Wisconsin YouTube tutorial video featuring Todd Jenson and made by Green County LWCD, she was able to ask questions and gain clarification by discussing her studies at home with her mom, NRCSWI Assistant State Conservationist (ASTC) for Financial Assistance Programs, Melissa Bartz.

Melissa participated in soil judging when she was a college student at the University of Wisconsin-Platteville, where she graduated with a degree in Soil and Crop Science, and later got involved as the NRCSWI District Conservationist in Grant and Lafayette Counties.

When Abilene’s soils coach asked Melissa to help chaperone the team to this year’s state contest, the fond memories of

traveling out of state for national competitions and collegiate soil lab practices under soils coach Dr. Roger Higgs made it an easy decision.

Dr. Higgs is recognized in the Acknowledgements section of the Wisconsin Soil Study and Land Evaluation Handbook for “years of dedicated service to students all over Wisconsin and the Midwest.

Roger’s excellent guidance and teachings are well evidenced by the number of people that have pursued careers in resource management and production agriculture.”

“I hope my career has inspired her,” said Melissa of her daughter Abilene, whose individual score tied her for 17th in the Senior Division at this year’s contest. “But also, she helps on our farm, including laying out contour strips and taking soil tests. I have encouraged my kids to get involved in clubs and teams and nudge them to try new things and gain new experiences. I also have tried to teach them that it takes work and dedication to do well at anything they choose to do.”

Adding to the family gathering, Melissa’s nephew Jake Scheckel, also a member of the Dodgeville FFA team, competed alongside his cousin Abilene this year.

Melissa explained that soil evaluation is important because it gives students practical knowledge that they can use in life, such as limitations of soils for building houses or roads, as well as the history of the soil and how much erosion has occurred. While learning about these factors, having NRCS and county staff involved with competition helps the students learn about and identify conservation practices to determine the best land use based

While Abilene enjoyed competing on a team with her cousin Jake, who ranked 11th as an individual in the Senior Division this year, with her mom serving as chaperone, the biggest impact for her was learning about the soil profiles and technical aspects of the competition directly from Jeff Deniger, who went through each of the four soil pits with the contestants once all scorecards were submitted.

“The soil was very different than what I expected, so listening to the soil scientist helped me understand how to consider all of the soil properties before deciding how its scored,” said Abilene. “I will definitely participate again next year. One takeaway is that I will always go around with the soil scientist after the contest to listen to how they described the soils because they share information from their experience that isn’t in the Handbook.”

Several students from visiting teams toured the agricultural lab and campus after enjoying a sponsored lunch while awaiting the results and award ceremony that followed the morning contest.

The Dodgeville FFA team ranked 7th in this year’s contest, up from 16th they placed as a team in the 2022 contest held at Southwest Wisconsin Technical College in FenniMelissa showing her nephew Jake and daughter more, Wisconsin. Oklahoma in the spring for the National Land and Range Judging Contest are Monticello, Potosi, River Ridge, Lancaster, and Juda.

The State FFA Land and Soil Evaluation contest will continue to be held at a technical or four-year college over a twoyear span. BTC will host again for the 2024 state competition.
