This is the first year CLC is participating in this annual savory event. Culinary students are working hard to learn contemporary restaurant principles and will prepare sophisticated meals to showcase their skills.

In addition to the Latin American cuisine for lunch on Friday, Feb. 28 and contemporary breakfast on Monday, March 2, you don’t want to miss the prix fixe lunch menu served on Thursday, March 5 featuring: • First course: Salad Lyonnais with a poached egg on a bed of frisee with bacon, onions, caper berries and tossed in champagne vinaigrette • Second course: Pan-seared Hudson valley duck breast with whipped truffle potatoes, asparagus and topped with cherry port sauce • Third course: Classic Creme Brulee Located on the Grayslake Campus’ Lower Level A, Prairie serves breakfast and lunch certain days of the week during the semester.

Operated by students in CLC’s hospitality and culinary management program, Prairie offers the community high-quality meals at affordable prices, said Chef William Vena, a professor in CLC’s hospitality and culinary management program.

“It’s truly win-win for everyone,” said Vena. “We have one of the most competitively priced sit-down restaurants in the area. At the same time, students gain important handson experience, ranging from waiting tables to preparing food to supervising kitchen operations.”

Prairie is one of more than 75 restaurants in 24 communities that participate in Visit Lake County’s annual Lake County Restaurant Week.

Registration for Maple Syrup hikes at Ryerson Woods now open

A sure sign that spring is on the way is the tapping of maple trees. Registration is now open for Maple Syrup Hikes offered through the Lake County Forest Preserves. Visitors are able to witness the wonder of turning sap from sugar maple trees into sweet maple syrup.

Everyone gets a taste.

Hikes are offered on Saturdays and Sundays, March 7–22, at Ryerson Woods in Riverwoods. Led by Lake County Forest Preserve educators, the one-hour hikes run every half-hour from noon to 2 p.m. and are open to all ages.

Tickets for Maple Syrup Hikes are required. Hikes fill up quickly, so register early. The cost for the guided hikes are $6 per person.

Children ages 3 and under are free. Purchase tickets online or call 847-968-3321.

Learn about the English Settlement

The British Interest Group of Wisconsin and Illinois welcomes Michael Rehberg as its guest speaker for the Saturday, March 21, meeting from 10 a.m. to noon at the Community Church, 5714 Broadway, Richmond, Illinois.

Rehberg will present “Genealogy: A Means to What End?” and describe the English Settlement in Racine County where one of his Scottish ancestors settled in 1841. He will share some of his biggest discoveries, and explain how genealogical research has led to new insights about the family, which has roots in Scotland, England, and Germany. The Racine County farm is still in his family.

He will also discuss his work for the Wisconsin Historical Society at Black Point Estate as Lead Interpreter, active docent, researcher, writer and presenter of outreach programs.

Rehberg, a BIGWILL member, grew up in Racine County, attended UW-Madison and earned a master’s degree in marketing. He retired from the newspaper business after 38 years, turning his energy and attention to Black Point Estate and Gardens on Geneva Lake.

The British Interest Group of Wisconsin and Illinois, a special interest group for those who wish to research family history and ancestry in the British Isles, meets at 10 a.m. on the third Saturday of January, March, May, July, September and November at the Community Church in Richmond. The public is always welcome.

Volo Bog, Moraine Hills and McHenry Dam volunteers honored On January 9, Illinois Department of Natural Resources staff honored 106 volunteers who donated their services to Volo Bog State Natural Area, Moraine Hills State Park, and McHenry Dam in 2019. Together they contributed over 4,000 hours to these Illinois Department of Natural Resources sites.

Special Recognition was given to Caryn McAndrews of Woodstock and Steve Domski of McHenry as Volunteers of the Year at Volo Bog State Natural Area and Moraine Hills State Park/ McHenry Dam respectively.

Caryn McAndrews of Woodstock was named Volunteer of the Year for Volo Bog State Natural Area. Caryn began volunteering at Volo Bog in 2014 as a Thursday Docent and Interpretive Office Support, greeting visitors in the Visitor Center, and helping out in the Friends of Volo Bog’s Tamarack Shop. She is now the gift shop’s coordinator and buyer. She dutifully keeps site’s bird feeders filled and brochure racks stocked.

Caryn assists with a variety of projects in support of the site’s educational programs and special events including WinterFest, World Migratory Bird Days, International Bog Day and Ghost Stories.

In 2015, Caryn joined the Friend of Volo Bog Board of Directors. She currently serves as the membership chairperson and corresponding secretary for this 501(c) (3) organization, and coordinates the Friends’ annual college scholarship program.

Caryn contributed 237 hours in 2019.

Steve Domski of McHenry was named Volunteer of the Year for Moraine Hills State Park and McHenry Dam. Steve began volunteering for the state park in 2011.

He tends a prairie garden, serves as a docent in the Nature Center, and is a driving member of the Volunteer Veterans Conservation Corps.

In 2012, Steve joined the board of directors of Friends of Moraine Hills State Park, a 501(c)(3) organization. He is a leading force for Moraine Hills Run for the Hills, the Friends’ major fundraiser, as well as a valuable contributor to the Friends & Family Fishing Day and Discover Archery. Steve is a frequent contributor to the Friends’ newsletter. In 2019, Steve worked with the site naturalist to create an Ice Fishing program that includes a classroom session and fishing out on the ice of Lake Defiance. Finally, Steve can also be found filling bird feeders throughout the park each winter. Steve contributed 180 hours in 2019 Vo l u n t e e r- o f - t h e - Ye a r plaques were presented to McAndrews and Domski by IDNR’s Temporary Site Superintendent Jacob Shurpit, Site Assistant Superintendent John Laskowski, and Natural Resources Coordinator Stacy Iwanicki. Each also received a Centurian Award plaque which is presented to all volunteers contributing over 100 hours in a given year.

Man receives new wheelchair, lease on life Dear W.C., I provide home care for a man who is a paraplegic due to a car accident. Lately I have noticed a lack of nutritious food and personal hygiene products in his apartment. He has told me he is cutting back to try and save up for an electric wheelchair.

Presently he only has a manual one.

He has applied several times over the past two years for an electric wheelchair but has been declined. He is not a strong man, and I know he struggles to get in and out of my car when I take him to medical appointments and needs my help pushing his heavy wheelchair. This has severely limited his mobility because he cannot go to the grocery store, church or other activities due to his inability to push his chair for too long.

He is becoming depressed and I worry about his wellbeing so much that I check on him a few days each week. I also drop off home- cooked meals when I visit because I know he is not eating properly. He receives little in food stamps and I cannot afford to purchase any more food for him because I just get by each month myself.

Before hanging up I asked him about any support system, and he had no one else. He told me his mother had died after the accident.

He had not talked to his father or sister since his accident. I learned the painful truth that he was a passenger in a vehicle that his brother was driving recklessly. His brother died in the accident, but his father had blamed him.

I suggested he try contacting his father one more time because I felt there was a lot of unresolved pain in their relationship. I believed that his father had been so grief stricken that he blamed this man because he needed someone to blame.

“Is reconciliation with your father something you want? Could you handle it if your father still is not able to have a relationship?”

“Yes, yes.”

I called the caregiver to give her an update. She was overjoyed to hear we would be helping her client.

I asked her if she could help him with the wheelchair measurements.

The next day the man called, but before we chatted about the prospects of him getting a new wheelchair, he said he had called his father the previous night. He began to laugh and cry at the same time as he told me how his father had broken down in tears when he heard his voice. He said his father and sister regretted having blamed him for the accident.

They planned to see each other soon.

Then we called the wheelchair company and placed the order. It would be a week and a half until it was delivered.

The last time we talked the man was thrilled to share everything he could do with his new electric wheelchair.

His life was transformed by new possibilities. Now, weather permitting, he could get to the grocery store and a nearby church. Just getting outside nearly every day changed his depressed outlook to one of hope.

He now had the support of several people, including his younger sister and father, who apologized for not being there for him the past three years.

Lawmakers take aim at plastic pollution with package of bills

In an effort to tackle the growing problem of plastic pollution, a group of state lawmakers from both legislative chambers touted a series of bills Feb. 18 that would tax or ban single-use plastics and aim to boost recycling.

The four proposals have the support of organizations such as the Illinois Environmental Council and the Sierra Club of Illinois. Advocates said the aim is to increase sustainability, encourage environmental consciousness and improve the health and appearance of public spaces, land and waterways.

“We’re attacking this at every level to make sure that we really start to stem the tide of plastics in our society,” said state Rep. Bob Morgan, a Democrat from Deerfield whose district borders Lake Michigan.

Nearly 11 million pounds of plastic waste enter Lake Michigan every year, according to a 2016 study by the Rochester Institute of Technology, the most of any of the Great Lakes.

Plastics do not decompose and instead break into smaller and smaller pieces that fish and other wildlife mistake for food. These microplastics can also slip through water treatment plants and into tap water. A study published last year in the journal Environmental Science & Technology found the average American ingests as many as 121,000 microplastics every year.

“The time is now to do something to save our environment from drowning in plastic,” said state Rep. Jennifer Gong-Gershowitz, a Democrat from Glenview and sponsor of House Bill 5169.

Her bill, along with an identical Senate Bill 3677, would ban polystyrene foam—commonly known as brand name Styrofoam—by 2022. Polystyrene is a nondegradable material used in house insulation, packaging and takeout food containers.

Tax on plastic bags The series of bills includes one introduced during last year’s legislative session that would tax single-use paper, plastic and compostable bags that shoppers carry out from stores.

House Bill 3335 would place a 10-cent fee on each bag except in cities with more than 1 million people, which includes only Chicago, which has an existing seven-cent tax.

Four other Illinois cities already tax or ban plastic bags as well, according to the American Recyclable Plastic Alliance, which advocates for plastic bag use. Edwardsville and Woodstock each tax 10 cents per bag, while Oak Park taxes the same amount for retailers over 5,000 square feet.

Plastic bags are banned in Evanston.

Plastic carryout bags are banned statewide in California, Hawaii, Oregon and the five inhabited U.S. territories. Major cities such as New York, Los Angeles, Boston and Seattle also ban or tax them.

Many chain stores and large grocers in Illinois, how-

ever, recycle customers’ used plastic bags, according to database maintained by the American Chemistry Council.

“Why would I pay for something that I’m already recycling?” said Susan Steele, a shopper in Springfield leaving a County Market location Feb. 18 where she says she recycles her plastic bags.

Under HB 3335, three cents would go back to retailers while the rest would be distributed to various environmental funds. Restaurants, food banks, food assistance programs and mobile food delivery are exempted from the bag tax.

“It really is incentivizing consumers to use reusable and recyclable bags,” Rep. Ann Williams, a Chicago Democrat and the House sponsor of the bag tax, said.

A University of Chicago study found disposable bag use fell 42 percent in Chicago in just the first month of the tax going into effect in 2017.

The House Revenue and Finance Committee will hear the bill on Thursday. An identical version in the other chamber, Senate Bill 3423, has yet to be assigned to a substantive committee.

Get paid to recycle Three bills waiting on committee assignments focus on reducing plastic food waste. Senate Bill 3764 would give state contract preference to bidders who include compostable or recyclable food utensil use in their contracts.

It also prohibits single-use plastic utensils at state parks and the Illinois State Fair after 2023.

House Bill 5552 and its identical counterpart, Senate Bill 3424, would make Illinois the 11th state with a container deposit program. People would be able to redeem plastic, glass or metal beverage containers for a 5-cent refund paid by the business or a redemption center.

“It’s a good business opportunity where you can make money not only as a commercial enterprise,” said Jennifer Walling, executive director of the Illinois Environmental Council.

She added that some people in states with these programs make money by picking up littered bottles.

HB 5552 and SB 3424 would also prohibit restaurants and takeout food services from giving customers single-use plastic utensils unless a customer asks for them.

“I go to a restaurant, they immediately give me a plastic straw. I order takeout, they throw in carryout utensils whether I want them or not,” Walling said. “I would say it is harder to create a lot of waste than it is to reduce your waste right now.”

All four proposals, however, may be a tough sell to businesses and industry groups.

“We’re concerned about the piecemeal approach,” said Rob Karr, president and CEO of the Illinois Retail Merchants Association.

“You’re putting a tax on every little product,” Karr said. “For consumers that’s nickel-and-diming them to death and for retailers you’re making that item much more expensive.”

CLC students gain global perspective This spring semester, College of Lake County (CLC) students graduating with strong understanding of their role as a global citizen will find a special “Global Citizenship Milestone” distinction on their transcript, strengthening their credentials for transfer and career programs.

“CLC wants to help students with a global experience set themselves apart as they apply to jobs,” said Jacob Cushing, director of the college’s Center for International Education. “Employers want to hire students who have study abroad experience and bring a global

perspective to the table.”

According to the QS Global Employer Survey Report, six out of ten employers around the world give extra credit for an international student experience, and more than 80% said they actively sought graduates who studied abroad.

CLC’s dedication to student success is the driving motivation behind this new recognition.

Cushing added, “The college’s goal is to help students to foster awareness and mutual respect by seeking to understand our own and other cultures, to live effectively in a global community and to bring multiple

perspectives to the workforce.”

To qualify, students must either complete 12 credit hours of international or multicultural courses, or take six credits of the courses combined with participation in a CLC study-abroad program. Courses explore cultural, racial/ethnic, political, social and other issues both within and outside of the U.S. in relation to various histories and contexts of globalization, imperialism and industrialization.

Other contexts include political, economic and social movements as well as environmental changes across the globe.

County Board imposes one-year moratorium on recreational cannabis businesses

On Feb. 11, 2020 the Lake County Board voted to impose a one-year moratorium on recreational cannabis businesses in unincorporated Lake County.

The moratorium is effective immediately through February 12, 2021. During this time, Lake County will not be accepting or reviewing applications for proposed recreational cannabis businesses. All recreational cannabis businesses, including dispensaries, cultivation centers, craft growers, infusers, processors and transporters, will remain prohibited within unincorporated Lake County.

The recreational use of

cannabis in Illinois became legal on Jan. 1, 2020. Under the law, Lake County government has the option to ban recreational cannabis businesses or establish regulations to allow the production and sale of recreational cannabis in the unincorporated areas. The County Board chose to formally delay its decision to allow time to research health and law enforcement impacts and revenue implications of recreational cannabis legalization.

“We will use this time to get a better understanding of the potential outcomes of allowing recreational cannabis businesses in the unincorpo-

rated areas,” said Eric Waggoner, Director of the Lake County Planning, Building and Development Department. “Staff’s research will include assessing community impacts around existing cannabis businesses elsewhere in the area, taking a deeper dive into the statistical information already available from other states that have legalized recreational cannabis, collecting data from health and public safety organizations, and gathering input from the public.”

At the end of the moratorium period, the information gathered will be used by the County Board as it

considers future regulatory options for recreational cannabis.

The decision today followed a series of meetings that began after the Cannabis Regulation and Tax Act was signed by Governor J.B. Pritzker last summer. Lake County initiated a countywide task force that was attended by representatives from many local municipalities to study and analyze the new law. The Lake County Board also discussed the subject at several committee meetings. Updates from these meetings can be found on Lake County’s website www. lakecountyil.gov.

Phase II ethylene oxide air monitoring completed The Lake County Health Department, Village of Gurnee, and City of Waukegan have completed the second phase of their joint outdoor air monitoring for ethylene oxide (EtO) near Vantage Specialty Chemicals in Gurnee and Medline Industries in Waukegan. The monitoring began on October 26, 2019 and ended January 22, 2020. The Health Department expects to receive the final results from the second phase of monitoring mid-February and will post them to its website, www. lakecountyil.gov/eto, once they are received.

During the second phase of monitoring, over 350 samples were collected from 12 locations on 30 sampling

days. This includes 14 sampling days during the temporary shutdown of EtO operations at Medline Industries, which began December 13, 2019.

“Medline’s temporary shutdown provided us with background data, in which no Medline EtO emissions were occurring and before their additional pollution controls were fully installed and operational,” said Mark Pfister, Health Department Executive Director.

A third and final 30-day period of monitoring will begin after Medline resumes its EtO sterilization operations.

“We expect to resume monitoring in February, but the exact date depends on when the Illinois Environmental Pro-

tection Agency (IEPA) has tested and approved Medline’s new emissions controls and the facility is fully operational,” said Pfister. During the final phase, samples will be collected at the same 12 sites that were monitored during the second phase.

When completed, the monitoring program will include an estimated total of 600 samples collected on 54 sampling days over a 150day period. In comparison, the U.S. Environmental Protection Agency’s air monitoring program in Willowbrook included samples collected on 49 separate days over a similar period.

Once the Health Department receives the results, officials will share them among

partners and forward them to the U.S. Environmental Protection Agency (EPA), Agency for Toxic Substances and Disease Registry (ATSDR), Illinois Department of Public Health (IDPH), and IEPA which has regulatory authority over EtO emissions permitting in Illinois.

The ATSDR has agreed to conduct a health risk assessment for Lake County based on the results, and IDPH has agreed to complete a cancer incidence study that includes Lake County.

Five cases of Legionnaires’ Disease confirmed at Brookdale Vernon Hills senior living facility The Lake County Health Department continues to investigate an outbreak of Legionnaires’ disease at the Brookdale Vernon Hills senior living facility on Milwaukee Avenue in Vernon Hills. Since receiving initial reports of Legionnaires’ disease at the facility, a total of five confirmed cases have been identified, including one death.

“Together with the Illinois Department of Public Health and Brookdale staff, we took immediate action to investigate this outbreak and prevent additional exposure to Legionella bacteria at the facility,” said Mark Pfister, Executive Director of the Lake County Health Department. “As a result, preventative measures are in place and no new cases have been reported within the past week.”

Results from the environmental investigation confirmed the presence of Legionella bacteria in samples collected at the facility on February 5, 2020, before full preventative measures were implemented. Legionella bacteria were detected in one apartment, a pool filter, an irrigation system, and a decorative water fountain.

Several preventative measures have been implemented at the Brookdale facility to prevent exposure to Legionella bacteria, including point-of-use filters. Thermal disinfection of the entire water system was performed the week of February 10, 2020, and hyperchlorination of the water system is scheduled.

Because infection from Legionella occurs when a person inhales water mist or vapor

containing the bacteria, water features have been turned off and the facility’s pool and spa have been drained. These measures will remain in place and will be re-evaluated after additional environmental testing results are received.

Residents and visitors of the Brookdale Vernon Hills facility who are currently experiencing pneumonia symptoms—cough, shortness of breath, headache, muscle aches, and fever—are encouraged to see a doctor right away to be tested for Legionnaires’ disease.

Holy Cross Anglican Church announces Lenten events Holy Cross Anglican Church in Lake Villa invites the community to attend Lenten programs on Wednesday evenings and Sunday mornings from March 4 through April 8 at the church, located at 500 Park Ave., Suite 102 in Lake Villa.

Single vehicle crash causes critical injuries On February 17, at approximately 12:50 p.m., Lake County Sheriff’s Deputies were dispatched to a single-vehicle crash with injuries on Green Bay Road at Keith Avenue, Waukegan Township.

Preliminary investigation shows a 2006 Ford Econoline was traveling northbound on Green Bay Road, approach-

ing Keith Avenue. For an unknown reason the driver of the Ford, a 52-year-old male of Kenosha, WI, crossed into the southbound lanes of traffic, struck the curb, a tree, and a utility pole. The Ford rolled onto its side before coming to a final rest.

Nearly a dozen restaurants — plus a hand-crafted, looseleaf tea house, craft distillery and breweries, and custard shop — will feature special menus, discounts, samplers, flights and brand new, flavorful flourishes created just for those who visit through March 1, said Jaki Berggren, executive director of Visit McHenry County.

Kristine Austin, Visit McHenry County sales and marketing manager, said the event resonated well with audiences in its first year. This year will feature even more to love.

“Restaurant Week really allows chefs of locally owned eateries to show off their creativity, while owners can make special appeals to new and existing customers,” Austin said. “It’s a great way for

people to get their foodie on and enjoy some of the many truly great dining experiences to be found right here in McHenry County.”

Jay Garrels inducted into racing hall of fame Business and Craft Expo this Saturday Between eighth grade and his freshmen year at Harvard High School, Jay Garrels went to work for horsemen Randy Jacobs, baling hay and helping with other farm work. The following year, Jay’s career in harness racing officially began; he started working with the horses at Jacobs’ farm south of Harvard.

Jay’s first drive at a Wisconsin county fair was on Sunday, Sept. 7, 1986. Jay drove Rick’s Duane for his lifelong friend, Chad Wells, also of Harvard. Jay finished 6-6 in a field of 10 at the Richland County fairgrounds.

The following summer Jay became a regular on the Wisconsin fair circuit, picking up catch drives for the Weaver Stables, among others. Jay drove Untidy Tide for the Weavers at several county fairs during the summer of 1987. Throughout the next several years, Jay picked up many catch drives. He was known as a driver who could handle pullers and other tough horses, such as Jim Manning’s Keith K and Buck Weaver’s Doctor Dunbar.

As a driver and trainer, Jay has accumulated some impressive statistics.

Jay has earned over $650,000 as a trainer, with top three finishers in 44 percent of

his 1,274 starts. Most recently, Jay coowned and trained Perch, who has a record of 1:51.1 and earnings over $100,000.

Perch won the 2019 Illinois State Fair Championship for three-year old fillies, while taking her current lifetime mark.

Perch also raced twice on the Night of Champions in Illinois, finishing third as a two-year old and fourth as a three-year old.

Jay’s accomplishments as a driver, especially on the county fair circuit, are just as impressive as his accomplishments as a trainer. In 3,800 starts, Jay has finished in the top three is 49% of his drives, with 691 wins, 657 seconds, and 518 thirds. He’s earned almost $1.3 million as a driver. Jay’s success as a catch driver led to seven Wisconsin Driver of the Year titles, which places him second on the all-time list of top drivers in Wisconsin.

In addition, Jay has been in the Top Ten Driving Club 17 years, which is third on the all-time list behind two fellow Wisconsin Hall of Fame members. He co-holds the record for the most wins in a single day at six. He achieved this distinction three times, in 1994, 2002, and 2011.

Dance troupes join forces in support of United Way

ance is highly collaborative, according to Colleen Huberty, director of Toe To Toe Ballet School in Elkhorn, Wis. And next week, several dance companies from throughout southern Wis. will do just that in an effort to help others.

The event, United We Dance, will be at 7 p.m. Saturday, March 7, at Elkhorn Area High School.

It’s being touted as an evening of culture and dance with all of the proceeds going to benefit United Way of Walworth County.

But it’s more than that, according to Huberty, who is chairing the event.

“This is very important for our dancers to work together to benefit our greater community,” she said.

Huberty said dance schools and studios aren’t in competition with each other because they each offer something different.

“It’s not unusual at all to visit other studios to see choreography or share a dancer,” she said.

Calling in the troupes

Because she’s been in the business for years, she said this was

an opportunity for her to reach out to all the people she knows in the dance community.

“They were all really excited about it. Some had competitions or other things going on that prevented them from joining us, but other than that, everyone wanted to be part of it,” Huberty said.

Dancers from the following schools/studios are set to perform: Ballet Folklorico de San Patricio; Broadway Academy of Art & Dance (Lake Geneva); Dreams Studio (Elkhorn); Elite Performance Infusion Center (Lake Geneva); Main Stage Academy of Dance (feeder for Bray Ballet, Oconomowoc); Midwest Dance Center (Burlington); Next Step Dance Studio (Franklin); Toe To Toe Ballet School (Elkhorn); University of WisconsinWhitewater Theater/Dance; and the Walworth County Cloggers.

To say Huberty is excited about the lineup, which will feature dancers from kids to adult, might be an understatement.

“Main Stage (Bray Ballet) will bring the dancers that will be going to the New York finals, Ballet Folklorico will bring a Mexican dance to the show and

UW-Whitewater will feature a group of four of their dancers,” she said.

“This event is going to feature an amazing level of performance,” Huberty added with a smile.

The UW-Whitewater troupe – featuring David Bauer, Jonathan Lotti, Molly Robbins and Kayley Stoner – will perform “LA-852 Hz,” choreographed by Kayla Knuth, according to Huberty.

“Everyone will do their own thing and it’ll be a great variety.

This will not be a dance recital… it’ll be a culture and dance performance,” Huberty said.

She said a lot of the dance groups participating have students from throughout the area,, so while the studios are located in certain cities, the March 7 event will feature dancers representing numerous communities.

Tammy Dunn, executive director for United Way of Walworth County, said she could hardly believe it when Huberty approached her with the idea.

“Colleen is my angel for thinking of this. I just love the united theme and know it will help us reach so many people,” Dunn said.

Huberty said putting United We Dance together has been an enjoyable experience.

CLC’s new apprenticeship program benefits students and employers Looking to earn an education while working in the industry? College of Lake County (CLC) has new apprenticeship opportunities launching this fall for students seeking career-related work experience and area employers looking for qualified candidates.

CLC plans to have 60 apprentices in manufacturing, healthcare, automotive technology, horticulture, information technology and business

by August, said Dr. Sylvia Johnson Jones, executive director of CLC’s Career and Job Placement Center.

Unlike an internship which is typically part-time, lasts only one semester and involves no long-term commitment, an apprenticeship is full-time, paid employment while attending classes to earn a credential. The student’s tuition is free, as classes are paid by the employer. In exchange, the student commits to work at least a year following graduation.

“We’re excited about the launch of apprenticeships to support our community and workforce partners,” said CLC President Dr. Lori Suddick. “Through apprenticeships, CLC is contributing to the economic vitality of Lake County’s diverse communities by ensuring a sufficient workforce talent pipeline.”

Johnson Jones added, “Our main goal is to offer apprenticeships as a workforce solution that is high-quality and relevant to the needs of the lo-

cal labor market. We’re building up our career and technical programs to give students an opportunity that ends with a sustainable income.”

The benefits to students go far beyond the practical, hands-on education that supplements the technology and theory learned.

“It’s a phenomenal opportunity for students because an employer is saying they believe in you and want to see you grow,” said Dan Ortego, CLC apprenticeship manager. “The apprenticeship program represents a demonstrated commitment to the Lake County community.”

The apprenticeship program was created as a direct response to requests from area employers. As baby boomers continue to retire, employers benefit by grooming skilled workers and sharing the knowledge base with the next generation. Each apprentice in the program is assigned a mentor, who learns on the job from a senior employee. CLC provides the technology and theory while the employer provides the hands-on, practical application.

CLC’s launch of apprenticeships is good news for Garry Whitten, educational coordinator for internships at JST Sales America, Inc., a Waukegan-based manufacturer.

“Skilled tradespeople are hard to find because the average toolmaker today is in his or her late 50s and preparing to retire,” Whitten explained.

“Companies need to bring in a younger generation to learn. Our apprenticeships work well because their position is a longer commitment than an internship. CLC’s apprenticeship program, plus the college’s equipment and proximity to employers, will benefit our company.”

CLC student and apprentice Jokym Pebenito said, “In an apprenticeship, you learn a lot more than in an internship because you’re learning an entire career.”

He is a machine tool trades major with an apprenticeship at LMT Onsrud LP, a Waukegan-based manufacturer. The Round Lake Heights resident works as a computerized numerical control (CNC) operator, programming cutting and grinding machines while taking classes at CLC. As part of his apprenticeship agreement, his employer pays his salary, benefits and tuition. In exchange, Pebenito committed to working for the company for at least two years after he earns his A.A.S degree this summer.

“A lot of the concepts in CLC’s machine tool trades program are similar to what I encounter on the job,” Pebenito said. “And the idea that I have a job waiting for me is definitely comforting.”

Kennedy inducted as Associate Judge On Wednesday, Feb. 19, Christopher M. Kennedy of Libertyville was inducted in as an Associate Judge of the 19th Judicial Circuit. Kennedy filled the vacancy created by the retirement of Associate Judge Michael J. Fusz.

Chief Judge Diane E. Winter stated, “Chris, through your experiences with your family, community involvement, and legal career, the Circuit Judges have decided that you have the skill and knowledge to serve in this new role. Now a great responsibility is being given to you. The judiciary is entrusted with the essential role of preserving the rule of law while protecting public safety. This will be a humbling experience. Those entrusted to serve must honor the confidence placed in them by the citizens to protect their rights and liberties. You must be unswayed by partisan interests, public clamor or fear of criticism in carrying out your duties. That is the honor of serving as a judge.”

Mr. Kennedy received his Bachelor of Arts in History from State University of New York at Binghamton in 1990. In 1994, he earned his Juris Doctor from John Marshall Law School, where he was an editor of the Law Review. He was admitted to practice law in Illinois in

1994 and is a member of the Illinois State Bar Association and the Lake County Bar Association. Mr. Kennedy currently serves as Deputy General Counsel for the Office of the Special Deputy Receiver and was a civil litigator for many years after serving as an Assistant State’s Attorney in Lake County. Mr. Kennedy received the distinction of being “highly recommended” by the Lake County Bar Association.

Pritzker stumps for higher education budget

One day after delivering his budget proposal to the General Assembly in Springfield, Gov. JB Pritzker was in Chicago Feb. 20 rounding up support for his proposed increases in higher education funding.

Speaking at the University of Illinois at Chicago, Pritzker highlighted his proposal of a 5 percent increase in general operating funds for the state’s colleges and universities along with a $27 million infusion into the financially-troubled College Illinois pre-paid tuition program; a $50 million increase in funding for the Monetary Award Program, or MAP, grants for lower-income students; and $2.5 million to defray the Advanced Placement testing fees for lower-income high school students.

“It puts college students front and center, and it builds on the historic investments and improvements that we’ve made to strengthen our higher education system,” Pritzker said.

But his speech wasn’t just about rounding up support for his budget plan. It was also a pitch for support of a constitutional amendment to overhaul the state’s income tax system, because without that, most of those funding increases are un-

likely to happen.

“Some of this funding must be held in reserve until we know the fate of the constitutional amendment that would change our tax structure to treat working families more fairly,” Pritzker said.

The proposed state constitutional amendment, on which voters will decide in the November general election, would do away with the current “flat” tax rate of 4.95 percent and give lawmakers authority to adopt what’s called a graduated tax structure that levies higher tax rates on higher levels of income.

Lawmakers have already passed a bill, which Pritzker signed last year, setting out what those rates would be starting Jan. 1, 2021, if the amendment is approved. Most tax filers would pay the same or slightly lower rates while upper income filers—individuals with incomes over $250,000 a year—would pay higher rates.

State revenue officials estimate that the tax would generate about $3.6 billion a year in new revenue, including about $1.4 billion for the final six months of the next fiscal year, January through June 2021.

Pritzker said the proposed increase in operating funds would help hold down tui-

tion rates while the increase in funding for MAP grants and the College Illinois program would help make college more affordable for working families.

Speaking at UIC on Feb. 20, Pritzker made a special pitch for College Illinois, a program launched in 1993 that allowed families to sign contracts and prepay tuition for their children and grandchildren. It was predicated on the idea that their money would be invested and earnings on their investments would outpace future tuition increases.

“Unfortunately, the program’s advocates didn’t forecast that tuition increases would outstrip market returns, and two decades later we find ourselves in a place where the program and its promises will be insolvent in the next six years,” Pritzker said.

College Illinois stopped signing new contracts in 2017.

According to the most recent financial report, the program has an unfunded liability of $317 million.

Republican lawmakers, who oppose that graduated tax plan, also have been harshly critical of that strategy, arguing Pritzker should have submitted a budget based on current law, not on “hypothetical” revenues that voters haven’t yet approved.
