Engineering plans approved for Route 45 underpass The Lake County Forest Preserve Board of Commissioners recently awarded a $310,202 contract for phase II engineering services to Civiltech Engineering Inc., of Itasca, for an underpass and trail connection.

The underpass and trail connection will allow pedestrians, bicyclists and equestrians to travel safely between two forest preserves in Antioch Township.

The 145-foot asphalt trail tunnel under Route 45 just north of Miller Road will link Raven Glen with Ethel’s Woods.

“The underpass is important because it safely connects two forest preserves that

are divided by a busy highway,” said Randy Seebach, director of planning and land preservation.

The engineering plans serve as a comprehensive guide outlining exactly how the trail tunnel project is to be built, including dimensions, material specifications, how the installation should take place, and other details.

The next step is to apply for funding assistance through the Congestion Mitigation and Air Quality Improvement (CMAQ) program. Administered by the Federal Highway Administration (FHWA), the

program supports surface transportation projects and other efforts that contribute air quality improvements and provide congestion relief.

The Lake County Forest Preserves is hoping to partner with the FHWA, the Illinois Department of Transportation (IDOT) and the Chicago Metropolitan Agency for Planning to gain federal funding for roughly 80 percent of construction costs.

Lake County Sheriff John Idleburg announced the promotion of Lt. Christopher Thompson to the rank of Deputy Chief, effective Feb. 19, a news release states.

“I have the utmost confidence in Deputy Chief Christopher Thompson and his leadership abilities.

D/C Thompson has been Christopher serving as a Thompson valued employee and supervisor at the Sheriff’s Office for over 20 years,” Idelburg said.

Thompson began his career with the Lake County Sheriff’s Office in 1996.

As a deputy, he served in the Court Security Division, Highway Patrol Division, and Criminal Investigations Division as an undercover detective assigned to the Lake County Metropolitan Enforcement Group (MEG).

In 2002, he was promoted to the rank of sergeant.

While a sergeant he supervised the Highway Patrol Division before being transferred to the Administration Division, where he oversaw the Records Section, served as the Public Information

With drug overdose and alcohol toxicity as two of the leading causes of death in Illinois, McHenry County officials along with local authorities are offering a way out, courtesy of a county program.

The “A Way Out-McHenry County” program, which is presented by McHenry County’s Substance Abuse Coalition, State’s Attorney’s Office, also includes participation from four area police agencies.

In addition to the McHenry County Sheriff’s Office, the four area departments are Richmond, Spring Grove and Johnsburg.

Northwestern Medicine Woodstock Hospital is another participant in the program.

The program hopes to assist “individuals who request help with confronting and overcoming their addictions by connecting users to substance abuse treatment providers,” McHenry County’s website states.

Program services include substance abuse assessment to any McHenry County resident who seeks recovery and offers referrals to inpatient or outpatient placements.

For residents who are looking for a way out, they can walk through the doors of any participating agencies, according to county officials.

“We are guided by standardized Youth Protection Training that all adults who have contact with scouts must complete to ensure the safety of all involved,” the Troop states.

“This ensures that there is no mixing of genders or adults and youth in sleeping areas or shower/bathroom facilities and a minimum of two registered and trained adult leaders must be present at all scout activities; if female scouts are in attendance, one of the leaders must be a female.”

The Scout leadership, according to the Troop, also maintains the values of scouting as outlined in the organization’s Scout Law. Scout Law outlines qualities that must be met, such as trustworthiness, loyalty, helpfulness, friendliness, courtesy, kindness, obedience, cheerfulness, thrifty, brave, clean and reverence.

Additionally, Scout Law seeks to “encourage scouts to set and achieve their goals, help them develop leadership skills, and provide them with every opportunity to become well-rounded individuals,” the Troop release states.

Troop 190, meanwhile, said it looks to increase its overall community outreach and offer a scouting experience to all girls who shared its vision.

Boys and girls who are members of Scouts BSA are collectively called “scouts” or are addressed by their earned ranks, like First Class Scout and Life Scout.

Scouts BSA, formerly Boy Scouts of America, recently allowed girls to join the organization with the local scouts having different reasons for entering the program.

“Our new scouts have a variety of reasons for joining Scouts BSA including participating in career exploration, experiencing new and varied opportunities, working towards rank advancements, camping, learning life skills, helping in their community, and joining an extended family of ‘scout siblings,” the release states.

Troop 190, meanwhile, currently has 12 members with their own youth leadership, known as Patrol Leaders, and adult program leadership, like Scoutmasters.

“We share resources, such as a trailer, equipment, and a storage area with the boys’ troop and are guided by a unified adult committee that oversees training, safety, finances, and advancements,” the Troop states.

“While the girls’ and boys’ troops share a troop number, they each have an alpha suffix to differentiate them. Our new troop may participate as a single troop, jointly with the boys’ troop, or with other troops.”

TIN helps mother, daughter who lost everything in a fire We are grateful to be one- third of the way to matching our $30,000 Family Foundation 2019 matching grant.

We used these funds to provide assistance to 15 people this past week.

These people turned to us for the helping hand they could not get elsewhere.

The Time Is Now to Help is unique in its approach to poverty relief. Few organizations look at all areas of their clients’ lives in order to give them the tools that hopefully will keep them from falling back into poverty. That is our continuing goal and mission.

Thanks to the generosity of my church and another organization, we were put up in a motel for a few weeks and given used clothing and toys for my 10-year-old daughter.

I tried saving up for a security deposit and first month’s rent for another apartment, but the cost of living in a motel has not allowed me to do that.

It has been impossible to replace all of our shoes, clothing, winter gear, toiletries and everything else you need every day.

I earn just enough to pay for gas to get to work, child care and the motel.

Because I have a job, I am not eligible for much other assistance. My ex-husband has not been paying child support and is nowhere to be found.

I heard the girl shout, “Yeah! We can have a home again Mom!” I asked about their food security and the woman hesitated.

“We have not been eating very well. I can only cook with a microwave, and we only have a mini fridge that barely works.”

I promised to have a volunteer drop off grocery gift cards and other assistance we would be providing so they could shop for food and the other things they would need. I asked about their clothing and toiletries and the woman again shared with me their lack of these items.

They also did not have any furniture, beds, sheets or towels.

I told her I would ask a volunteer to come and look at her car. He reported it was worth fixing but also needed tires. Providing vehicle repairs often is the best thing we can do to prevent job loss and homelessness. I wanted to be sure this woman had reliable transportation no matter what the conditions were.

We agreed to speak the next day after she got off work. I called and she told me how she had contacted the landlord for the new apartment. The landlord was fine upon hearing she would get her security deposit from Time Is Now. He also told her she could move in immediately, which was just what this mother and daughter needed to hear.

With the help of volunteers, the gift cards, rent checks, two new beds and used furniture, the latter donated by her church family, were delivered.

Nearly two dozen apply for judge vacancy

Chief Judge Jay W. Ukena has received notification from Marcia M. Meis, Director of the Administrative Office of Illinois Courts, that 23 attorneys have filed their applications for the Associate Judge vacancy in the Nineteenth Judicial Circuit.

This vacancy is the result of the retirement of Associate Judge John J. Scully, effective March 1.

In the coming weeks, the applicants will be interviewed by the circuit judges and evaluated by members of the Lake County Bar Association’s Judicial Selection and Retention Committee.

Angel A. Castro, 22, according to the Lake County Sheriff’s Office, is charged with two counts of possession of a controlled substance with intent to deliver and two counts of possession of a controlled substance.

Authorities said he is a documented street-gang member.

Lake County Sheriff John Idleburg announced the promotion of Lt. Christopher Thompson to the rank of Deputy Chief, effective Feb. 19, a news release states.

“I have the utmost confidence in Deputy Chief Christopher Thompson and his leadership abilities. D/C Thompson has been serving as a valued employee and supervisor at the Sheriff’s Office for over 20 years,” Idelburg said.

Thompson began his career with the Lake County Sheriff’s Office in 1996.

As a deputy, he served in the Court Security Division, Highway Patrol Division, and Criminal Investigations Division as an undercover

detective assigned to the Lake County Metropolitan Enforcement Group (MEG).

In 2002, he was promotChristopher ed to the rank of sergeant.

Thompson While a sergeant he supervised the Highway Patrol Division before being transferred to the Administration Division, where he oversaw the Records Section, served as the Public Information Officer, and Internal Affairs Investigator.

In 2010, the department promoted Thompson to lieu-

tenant and continued with his Administration Division responsibilities, and also was assigned to oversee the Civil Process Division.

Two years later, Thompson transferred to, and was responsible, for the Court Security Division.

In his role as Deputy Chief, Christopher will oversee the Highway Patrol Division, which is the largest enforcement-division in the Lake County Sheriff’s Office.

“His comprehensive resume, experience, and desire to serve others are terrific traits, and will be valuable in his ability to lead the men and women of the Lake County Sheriff’s Office,” Idelburg said.

Local theater offers sound design workshop PM&L Theatre, of Antioch, will be holding a free, two-part Sound Design workshop conducted by Guy Finley on Saturday, March 2nd and Saturday, March 9th, from 10 a.m. to noon.

Participants are encouraged to attend both sessions at the 877 Main St. building in Antioch.

Finley, who designed sound for his first show at the theatre in 1993, has conducted work elsewhere since then.

He has done sound design for the Waukegan Park

District, Lakeland Players in Elkhorn, Wis., Chapel on the Hill in Lake Geneva, Wis., as well as PM&L. Some of his productions at PM&L have included Lone Star, Angels in America, A Christmas Carol, and Assassins.

The sound design workshop is intended to introduce potential sound designers and operators to the concepts of preparing sound effects and reinforcement for a standard production.

The first workshop will cover the foundational

principles of sound design, PM&L’s sound equipment, and plotting cues for a show.

The second workshop will introduce the show controller software, and design considerations for PM&L’s upcoming show The Diviners and its challenging climactic sequence.

After completing both workshops the participants should feel comfortable tackling their first show with the help of a mentor.

Spring Grove news Easter Egg Hunt set The Village of Spring Grove announced the annual Easter Egg Hunt will be held at 2 p.m. on April 13 at Richmond-Burton Community High School, 8311 Route 31, Richmond.

The event is sponsored by the Village of Spring Grove Recreation Department in conjunction with the Village of Richmond along with townships of Burton and Richmond.

“Bring your basket, meet the Easter Bunny and hunt for eggs. Find the special eggs to win a fun-filled basket or other special prizes,” the village states.

There will be more than 2,500 eggs with two special eggs per age group and many more eggs that can be redeemed for prizes, officials said, indicating the special eggs allow participants to win a basket filled with toys and candy.

All children must be accompanied by an adult throughout the event.

To ensure safety, children will be grouped by age.

When complete, this underpass will be the longest on the Forest Preserve’s

It is larger than others because it is designed to accommodate IDOT’s future plans to widen the current two-lane stretch of Route 45 in that area. It will eventually be a four-lane road with a median and turn lane at Miller Road.

It’s all about your point of view. And each of us has one that is ours and ours alone.

Perspective.

It’s like the blue or gold dress phenomenon from awhile back. Or the Laura/Yanni recording. Some people saw blue, others gold. Some heard Laura, others Yanni. Some saw and heard a little of both. Each of us was sure our choice was correct, even though there was clearly a difference of opinion amongst us.

I’m right, so therefore you must be wrong.

Not quite.

These two scenarios are indicative of something pretty

darn significant, and it’s not that we all have our own perspectives on the world.

We’re probably already aware of that. What these instances show is that maybe, just maybe, no one is right.

Or maybe better said, we all could be right. Or maybe, sometimes, there is more than one right answer. Mind blown? Mine, too.

The environment today is not always the most empathetic regarding differences of opinion.

Contrarily, I might even label it judgmental and sometimes blatantly hostile. People with differing opinions on varying matters often use harsh words against one another, usually via social media because it’s easier that way. Bashing someone in person can be

Wingshooting opportunities schedule unveiled IDNR to hold clinics at sites from March until November

Youth, women’s clinics Youth/Women’s Wingshooting Clinics are designed to provide instruction on safely shooting a shotgun success-

fully at flying clay targets.

Girls and boys ages 10-15, young adults ages 16-18, and women of all ages are eligible to participate.

Each clinic starts with a morning shotgun safety presentation, followed by a short small group hands-on shotgun orientation session with each group’s wingshooting instructor. After a lunch break, students spend the afternoon in the field shooting flying clay targets on presentations designed for beginning and novice shooters.

Most youth/women’s clinics are provided at no cost to participants, or have a nominal registration fee. Shotguns, shotshells, clay targets, safety glasses and hearing protection are provided.

ics are hands-on and include extensive opportunities to shoot a variety of clay target presentations on sporting clays courses specifically designed for hunters.

From ducks and doves to pheasants, quail and rabbits, hunters will find clay target presentations that resemble their favorite and most troublesome hunting shots.

Hunter wingshooting clinics consist of two wingshooting sessions each day.

A short briefing about shotgun safety and handling and on-range safety protocols occurs during the first 15 minutes of each 4-hour shooting session.

The clinics are designed primarily to improve the wingshooting skills of hunters but are not limited only to hunters. The clinics are

Residents can watch these meetings by visiting www. lakecounty.tv and Lake County’s public access television channel.

At the committee level, board members spend a significant amount of time discussing and evaluating significant financial and policy matters before these items are sent to the full board for final approval.

Filming committee meetings will allow the public to see all the work that goes on at the committee level and have a deeper understanding of the issues. “I’m proud of what our board continues to accomplish around transparency,” said Lake County Board Chair Sandy Hart.

“We want residents to hear the concerns and deliberations of programs and services that takes place at these meetings.

Often times, people that want to attend meetings can’t because of their busy schedules.

Filming all standing committee meetings will make this information accessible to all Lake County residents.”

The Financial and Admin-

istrative Committee approved filming standing committees at its Feb. 7 meeting to enhance transparency and increase access to local government.

“We are excited to be able to enhance transparency by showing the work being done in committee meetings at no additional cost to taxpayers,” said Financial and Administrative Committee Chair Paul Frank.

“Lake County Board meetings are already being broadcast, so the equipment and staff resources are currently in place.

That means we can film committee meetings within our current structure.”

The meetings will not be broadcast live but recordings will be available within 48 hours after the committee meeting, and can then be viewed any time after that at www.lakecounty.tv.

Each meeting will be indexed, which provides the ability for online viewers to jump to a specific place in meetings/ agendas.

The meetings also will be replayed frequently on LCTV, which is available on Comcast Cable, either channel 18 or 30, depending on where you live in the county. AT&T Customers can view LCTV on channel 99.

Austin M. Billa, 28, of Fox Lake was sentenced to seven years and six months for predatory criminal sexual assault of a child, according to the McHenry County State’s Attorney’s Office.

“Under the Truth in Sentencing Guidelines, Billa will have to serve 85 percent of the sentence he received for the offense of Predatory Criminal Sexual Assault of a Child,” a state’s attorney’s office release states.

Billa, who pleaded guilty before judge Robert A. Wilbrandt last December, committed the assault in 2013 and 2014.

The girl, according to the release, was under 13 at the time of the offense.

Assistant State’s Attorney Victor Escarcida served as prosecutor of the case and was investigated by the Lake in the Hills police department.

Shotgun shooters 16 and older with beginning to advanced wingshooting skills who want to improve their shotgun shooting skills are encouraged to attend. The hunter clinic fee ranges from $30 to $35 per participant.

Clinics are taught by instructors certified by the IDNR. Many clinic instructors also have a National Sporting Clays Association (NSCA) instructor certifica-

tion. The participant-to-instructor ratio is usually fourto-one. Participants are typically grouped with others of similar shooting ability.

The 2019 clinic schedule includes several special events. The IDNR Becoming an Outdoors Woman (BOW) program offers shotgun shooting classes as part of an extensive outdoor skills program. The Healing Outside of a Hospital (HOOAH) Program provides sporting clays shooting opportunities under the supervision of IDNR wingshooting instructors to active duty military personnel recovering from injuries, and to veterans with disabilities.

Another special type of wingshooting clinic involves combining a youth wingshooting clinic with a pheas-

The Illinois Department of Natural Resources (IDNR), in cooperation with a number of partners and co-sponsors, today announced its schedule of wingshooting clinics to be held at sites throughout Illinois from March through mid-November.

Wingshooting clinics are intended to provide instruction and improve the shooting skills of beginning shooting students as well as experienced hunters.

Most clinics are conducted on weekends at IDNR sites, cooperating gun clubs and shooting ranges, hunting preserves, and farms.
