Proposed Antioch TIF given OK by joint commission By Gail Peckler-Dziki CORRESPONDENT
The joint commission on the Antioch Tax Increment Finance district took less than an hour to recommend approval of the proposed Route 83 TIF. The recommendation, which involves vacant property between routes 83, 173 and Grimm Road, will go before the Antioch Village Board for final approval and implementation toward the end of March. Village Administrator Jim Keim serves as chairman of the commission, which includes First Fire District Chief Jon Cokefar and representatives from other agencies.
Other representatives include: Thomas Housmann, Antioch Public Library District; Jennifer Nolde, School District 117; Connie Kravitz, College of Lake County; Tom Shaughnessy, Antioch Township; and Rich Lubicz, Antioch village representative. The joint commission took several benefits into consideration when making the decision. One strong benefit was that very little tax dollars would be lost to the taxing bodies represented on the commission. The village purchased 90 percent of the vacant land included in the TIF, therefore, very few property taxes would be collected by anyone as it is now.
Kunes Ford owns the one private and vacant parcel included in the Route 83 TIF. Before the Village of Antioch bought the vacant land, taxing bodies saw about $150,000 in annual tax revenue, but has dropped to about $40,000 now. SB Friedman is the development adviser for the project, and senior vice president Fran Lefor Rood presented the justification for the TIF. Two factors qualify the over 70 acres as a “blighted area.” First is the lack of growth in the equalized assessed value and the deterioration of adjacent lands.
