Ghosts, Witches, Costumes and Treats – Happy Halloween By Sandra Landen Machaj CORRESPONDENT

It is that time of year again. The time when ghosts, goblins and ghouls permeate the area and a variety of strange sounds go bump in the night. It is a time when children appear in costumes and make their way through the neighborhood requesting “Trickor-Treat candies.” Throughout the community, the pristine lawns of weeks ago are turned into scenic Halloween scenes, ranging from simple carved pumpkins, or they may be carved into intricate Jacko-Lanterns either with friendly smiley faces or scary frightening faces. Other front lawns take on the look of a graveyard, complete with open graves, caskets perhaps with a rising skeleton. Spiders are a favorite of outdoor decorators. Giant spiders attached to giant cobwebs seem to be overtaking either the lawn or the home itself. Twinkling ghosts shimmer in the trees reminding all that Halloween is here. So where did Halloween originate and why do we continue to celebrate the many traditions of Halloween? Traditionally, the story of Halloween is said to have originated prior to the Christian era during the time of the Celtic Festivals. It is here that the history becomes a bit murky. Was this a religious festival? Was it merely a festival to commemorate the end of the harvest year? Or was it a time of communing with the dead?

While any of these are possibilities, whatever the true origin, the celebration began many, many years ago. It included a variety of festive actions and traditions. Bonfires were associated with the early celebrations, as a means of scaring away the ghostly spirits. It was believed that these spirits were said to roam the earth on this day. Today, bonfires continue to be the gathering place on Halloween. A place to meet with friends to share ghostly stories. While we are not sure when the holiday was originally celebrated, the holiday is now celebrated on Oct. 31. It is believed that that day was chosen because the Christian celebrations of All Saints Day, Nov. 1, and All Souls Day, Nov. 2, follow. The name Halloween means “Eve of all holy,” thus tying Halloween in with the religious feasts. The traditions of Halloween have their roots in the early rituals and customs believed to be mostly from Ireland and England. In the pre-Christian days, it was believed that at certain times of the year, evil spirits roamed the world. To avoid the evil spirits, residents wore a mask when the ventured out of doors on this day so they would not be noticed or recognized by the evil spirits. If people ventured out at night, they tended to stay in the corners or sidelines so as not to be noticed by the roaming spirits.

Lake County advances local justice system reform with funding from MacArthur Foundation

The John D. and Catherine T. MacArthur Foundation announced a $700,0000 grant to the Lake County Sheriff’s Office to continue building on efforts to reform the local criminal justice system and safely reduce the Lake County Jail’s population. The grant is part of the Safety and Justice Challenge, a $148 million national initiative to reduce over-incarceration by changing the way America thinks about and uses jails. The Safety and Justice Challenge is supporting local leaders in Lake County and across the country determined to tackle one of the greatest drivers of over-incarceration in America – the misuse and overuse of jails. Lake County was first selected to join the collaborative Safety and Justice Challenge Network in 2017 with funding for a targeted project focused on providing intensive case management to high utilizers of the Lake County Jail. Upon release, high utilizers were connected with services, based on the person’s needs, with the goal of diverting the group from re-arrest and re-incarceration. Lake County is one of 13 jurisdictions selected for additional funding based on its commitment to these reform efforts and the progress being made. With this funding, Lake County joins 20 other Challenge jurisdictions already receiving deep investment from the Foundation to implement local reform, in addition to 12 new jurisdictions joining the Safety and Justice Challenge Network. This new round of funding will provide the Lake County Sheriff’s Office and partners with additional support and expert technical
