Antioch to enforce downtown parking guidelines

Hundreds of participants converged in downtown Antioch on Jan. 20 for the Antioch Chamber of Commerce Winter Wine Walk.

Participants 21 and older were able to sample more than 50 wine variations and savored 25 different foods from some of Antioch’s downtown businesses. In total, about 20 businesses opened their doors for wine walkers who could tour the establishments. Guests who attended the event received a commemorative wine glass, menu, bag and a bottle of their choosing.

Diane Williams from Business Districts Inc., the company hired by the Village of Antioch to develop a downtown enhancement plan, presented her findings on Jan. 24.

An issue that has repeatedly come to the forefront is parking in the downtown area.

During business hours, there is a two-hour time limit for parking on Lake and Main streets to give customers access.

The village board has instructed Police Chief Steve Huffman to begin enforcing that law.

The plan is to send an officer on friendly visits to make sure that downtown business owners and area tenants who live in the upstairs apartments park their vehicles in the back of the establishments instead of on Main and Lake streets.

During her presentation, Williams spoke about offstreet parking, stating that those parking lots should be made more attractive and easier to find.

She suggested that a map of the businesses and parking lots be made available online and in hard copies that business owners could hand to customers.

Survey results revealed Williams also mentioned many positives she discovered in the resident/customer survey.

Of the 916 responses she received, more than 75 percent visited the downtown area at least once a month.

The survey examined several areas, including public sector factors, which received high marks.

Public sector factors included street lighting, general safety, pedestrian access and safety and traffic flow.

Other areas, however, did not see the same result.

The quality and variety of goods, interior appearance of businesses and store hours, things controlled privately, did not receive very high marks.

Village trustee Mary Dominak remarked that they ought to rethink the building façade grant.

“We have offered grants to help with improving the façade, but perhaps we should broaden the grant parameters to include the inside,” she said.

It was noted that some businesses aren’t open at the posted hours and that some businesses should synchronize their hours of operation, which could encourage more

Calls tied up multiple agencies

The McHenry County Sheriff’s Office is investigating a “swatting” call that occurred in unincorporated McHenry late Tuesday evening and tied up approximately 15 sheriff’s deputies and officers from the Johnsburg Police Department for more than two hours.

Swatting is the act of deceiving emergency services into sending police to another person’s address based on the false reporting of a serious emergency situation, such as a

bomb threat, murder, hostage taking or other alleged incident. It is a criminal act that can put responding personnel and innocent civilians in danger.

At 10:19 p.m., deputies responded to a residence in the 2800 block of North Magellan Drive in unincorporated McHenry after being notified by the North East Regional Communications Center (NERCOM) about a possible

ing on any given day in western Michigan.

Wisconsin is a vulnerable state for human trafficking for several reasons, Flores said, including an extensive highway system, large numbers of truck stops, universities and colleges, its proximity to international borders, as well as strip clubs and the state being a tourist attraction.

Flores said the average age

of entry into human trafficking is 13, and there are more than 1 million missing and runaway kids in the United States at any given time.

“A lot of people think you have to be kidnapped, but that’s not necessarily the case,” she said.

Right now, Flores said roughly 100,000 kids are being trafficked: 35 percent of them because a family mem-

ber sold them and 62 percent who got into it through someone they knew.

Red flags that someone may be a victim include branding, tattooing, broken bones, black eyes, marks on wrists, necks and ankles, disappearing for long periods and girls having older boyfriends.

The story Theresa Flores tells can be difficult to hear and may be hard for some to believe. But that lends itself to one of the points she’s trying to get across: Human trafficking can happen anywhere and doesn’t always mean someone is kidnapped.

Flores spoke at a human trafficking awareness event in Elkhorn on Jan. 11. She said her dad’s job led to the family moving every couple of years.

“Mom made it an adventure, but as I got older, it got harder to make friends and fit in,” Flores said. “We were normal … we went camping and to Disney. I wasn’t molested or abused or a runaway.”

Her family moved just outside of Detroit when she was in the middle of ninth grade.

She met a boy at school who was two years older than her.

“He was different than the guys I knew,” Flores said. “He started paying attention to me, always knew where I was and he smelled really good.”

She said her friends didn’t like him, so she backed off.

He called her house, but her parents wouldn’t let her talk to him, she said.

Flores was on the track team as a sophomore, and one day after practice realized she needed a book from her locker. She ran down the hall, turned a corner and he was standing there. He asked her if she wanted a ride home.

“My parents had a lot of conversations with me, but I knew him, went to school with him and to the same church, so I ignored all of the

They stopped at his house, where he gave her a tour and a soda.

“But it had a metallic taste.

I was drugged and then I was raped,” she said. “He took me home, and I made a second bad decision that day – I didn’t tell my mom.”

A few days later, Flores said the boy approached her at school with an envelope that contained photos of them having sex.

“He threatened to show the school, the priest, my dad’s employer,” she said. “He told me I had to earn to not have the photos released.”

So, Flores then would sneak out of the house at night, be picked up about a block away and be “delivered to rich men all over Detroit.”

After being prostituted almost nightly for two years at these men’s homes, one night she was taken to a small hotel room, where roughly 20 men were waiting.

“I was literally sold like an animal that night,” Flores said. “The next morning I woke up and threw up from the drugs. Then I realized they had left me. They always took me home, but that night they had no intentions of doing that.”

She said she walked around the hotel parking lot and eventually went into a nearby diner, where a waitress asked her something no one else ever had -- if she needed help.

“She was my angel,” Flores said.

Lake County Sheriff announces Illinois Sheriff’s Association scholarship Lake County Sheriff Mark Curran announced the Illinois Sheriff’s Association will award a $500 college scholarship to a Lake County student seeking to pursue higher education during the 2018-2019 academic year.

Scholarship funds are to be applied to tuition, books and fees and must be used during the regular school year. Funds cannot be used for housing or any other incurred expenses.

The student must be enrolled

full time at a certified institution of higher learning within the state of Illinois.

The Antioch Village Board approved the site plan for W.C. Petty School, 850 Highview Drive in Antioch.

W.C. Petty is one of the schools in District 34 slated for changes.

Other schools in that district, which are located in other municipalities, are Antioch Upper Grade Schools (AUGS) and Antioch, Hillcrest and Oakland grade schools.

Last February, District 34 voters were asked to allow the district to establish a debt service extension base of $1.4 million, capping the district’s annual borrowing at that amount until 2034.

The extension gave the district $18.8 million to proceed with several projects at several schools in that district.

Superintendent Jay Marino of District 34 said the debt service extension brings benefits.

“One selling point to the community is that in approving this referendum, there would be no increase to the debt and interest portion of the property tax bill for our district. The amount would remain the same,” Marino said.

One issue facing District 34 was disparity in the facilities that serve area students.

Some buildings were older, had no air conditioning and even had portable classrooms.

The population of each building will be reorganized

so that students will have only one transition before reaching junior high school.

The oldest building, Antioch elementary, will have 10 air-conditioned classrooms on the first floor for instruction of the 160 students. Pre-K and early childhood students will be taught there.

The rooms on the upper floor and basement have potential for storage and to house staff offices.

The portable classroom on that site has been removed.

Kindergarten through fifth grade will be at the Oakland, Hillcrest and W.C. Petty buildings.

Hillcrest is the newest building and requires no improvements.

At Oakland, five portables, containing seven classrooms, were removed. The additional 35,000 square feet that will be added to Oakland will house seven classrooms and a gymnasium.

There is one portable at Oakland that was put on a concrete slab that will be removed later when the necessary equipment is available.

At W.C. Petty, five portable classrooms will be replaced with an additional 19,000square-foot addition that will contain four classrooms and a gymnasium.

There are no portable classrooms to remove at Antioch Upper Grade (AUGS) and no contraction is necessary.

The plan is to start this spring with a hoped for completion date of August 2019.

Nathaniel Leichty, a College of Lake County Honors Scholar from Wauconda, was one of 171 U.S. community college students selected to participate in the NASA Community College Aerospace Scholars onsite experience Feb. 13-16 at the Johnson Space Center in Houston.

Leichty qualified by completing an online application and finishing a five-week, online course that culminated in three essay questions covering NASA’s plans to send humans to explore Mars and safely return them to Earth.

“I’m very excited to have been chosen for the NASA experience,” Leichty said. “I follow the ventures of both NASA and SpaceX, the California-based rocket manufacturer and space transport company.

As a geology major, I look forward to seeing how geologic science is used in space missions, in efforts such as examining rocks and minerals on the moon or other planets.”

Leichty and his peers will meet with NASA engineers and others to learn more about careers in science and engineering.

Additionally, students will form teams and establish fictitious companies interested in Mars exploration.

K9 Rex nabs suspect

Since K9 Rex joined the Twin Lakes Police Department last October, courtesy of community contributions, the K9 has been on a mission to detect drugs.

One mission happened Jan. 7, when Rex and his handler discovered a 38-year-old village resident driving a GMC truck with a suspended license in the 300 block of Burden Avenue, where the duo made a traffic stop shortly after 5 p.m.

The stop led to the arrest of Louis Smith, who appeared at a Jan. 9 initial hearing on charges of possessing a methamphetamine and drug paraphernalia, along with two felony bail jumping counts.

Smith, according to online court records, waived his right to a preliminary hearing before Kenosha County Court Commissioner David R. Berman, who found probable cause a felony was committed and bound him over for trail.

Smith, who is out on a $1,000 cash bond, is scheduled to appear for a Feb. 19 arraignment.

During the Jan. 7 traffic stop, the complaint contends Rex’s handler observed the canine walk along the driver’s side of the GMC truck, where he saw him sniff the side door seam with a notable increase in respirations.

The canine then jumped up without prompting, took a deep breath from the half-

hostage situation.

While responding to the call, deputies were told that the male caller provided the name of a juvenile and an address. The caller stated that he was holding three people hostage with a firearm at that address. The caller demanded a ransom and said he would start shooting people and then hung up.

The overwhelming support started in the middle of last year, when Patla lobbied for a K9 unit before the Twin Lakes Village Board, where village officials learned of a growing drug epidemic with in the municipality and throughout Kenosha County.

The epidemic includes overdose deaths, which reached its peak during the middle of last summer, when five people died in the village.

When Smith was questioned by his handler, he allegedly told the officer “there might be ‘a little weed’ in there (the GMC), but other than that there was nothing,” the complaint states.

Through further investigation, the officer found drug paraphernalia, including two “L” shaped glass pipes with small globes at the end. The pipes, according to complaint, contained heavy white residue consistent with methamphetamine use.

Additionally, the complaint alleges there was a plastic orange with a twist-on cap, and inside, there were small crystal pieces.

Along with drug paraphernalia, Smith allegedly had credit card receipts, which allegedly showed purchases he made from a smoke shop in McHenry, Ill., three days earlier, according the complaint.

Eventually, the investigation revealed a positive test for methamphetamine, the complaint alleges.

Smith, who was already out on signature bond from charges filed last October, had his cash bond extended at the Jan. 16 preliminary hearing, contingent on meeting court-ordered guidelines.

Genoa City author turns book into film Test run of movie to be shown at 332 Fellows STAFF WRITER

A Genoa City author has undertaken his first film-making venture, turning his book “The Flickering Light” into a movie with the same name.

Chase’s novels are in the fantasy genre, and “The Flickering Light,” published in 2014, centers on the idea that “there is darkness in the hearts of us all, but there is also light,” Chase said.

Chase gathered a cast and

crew of about 20 people to film the movie over three to four weeks in April and May at the Lutheran Outdoor Ministry Camp in Oregon, Ill., southwest of Rockford. His star is a 13-year-old girl from western Missouri, Amanda Brade, who plays 15-year-old Millaney, the main character in the movie.

The 90-minute film starts with a young boy walking through a snowy canyon – filmed at a state park in Illinois

in March – holding a dagger dripping with blood. A flower blows across the icy ground and stops next to the boy’s boot. The boy drops the dagger and picks up the flower.

The film then skips ahead 10 years, and the boy, now a young man, is on house arrest for the crime he committed as a boy, and the audience learns the boy was possessed by a spirit. The boy meets a young woman, Millaney, who awakens the spirit within him that’s been dormant for years.

Chase said the movie was filmed on a $6,000 budget, the bulk of which was feeding and housing the cast and crew at the campground during filming.

He said he rented some props, bought costumes at Goodwill, played two parts himself and has yet to pay his cast and crew.

“Most of them do it for the exposure and demo reel,” he said.

Chase said he has some editing and “tweaking” left to do on the movie including a voiceover from an actress but will be ready to show the film in a couple of weeks.

The movie is set in medieval times, and Chase said he had some difficulty concealing some of the modern elements of the campground where the movie was shot. He hopes movie-goers will over-

Aunt struggles with bills after loss of husband and son Dear W.C., I am writing to tell you about my Aunt. She has been living on her own for the past year since my uncle and cousin both passed away. My uncle died from a heart attack and my cousin died not long after when he was hit by a drunk driver. My aunt had to endure both their losses just a few months apart. She has been paying for both of their medical bills and used her life’s savings to pay for the funerals. She has not been able to keep up with the mortgage payments on her house so she is being foreclosed on. She has to move out by the end of the month. I have helped her sell some of her furniture and my uncle’s car to pay off the loan on his car. She is behind in her own car payment and she needs her car to get to work.

I wish I could help more but my husband and I have three children and just make ends meet. I worry she is not telling me everything she needs right now as I know she is still grief stricken in addition to all her financial struggles. A friend at work told me about your organization after you helped one of her family members a few years ago. She said you saved her family member from complete ruin. I hope you can help my aunt, as she is a giving and kind person that really could use something good in her life right now.

Dear Readers, I called the niece to obtain some additional information not included in the letter. After a lengthy phone conversation with the niece I had most of the information I needed to know her aunt was probably truly in need of our caring assistance.

Unexpected tragedies do cause not only heartbreak but also a financial disaster when the main earner in a household is injured or dies.

If there is no life insurance, or insufficient life insurance, how will the surviving loved one pay the bills that keep coming in? If the tragedy

includes a lengthy hospital stay or medical intervention the surviving loved one is left with tremendous hospital bills that they are harassed and coerced into paying out of funds that are needed for other expenses like utilities, rent, mortgage payments and food. The niece said she would let her aunt know she had contacted us so she would not be surprised if I paid a visit. I hung up the phone with the niece after confirming that I would be visiting her aunt in an hour and asked if she could please be there to make the aunt more comfortable.

I pulled up to the aunt’s address an hour later and noticed two cars in the driveway. As I walked to the front door I noted the yard was nicely cared for and the home looked to be well cared for as well. I knocked and in a few moments the door was opened by a nearly senior woman and younger woman. The senior woman opened the door a crack and asked, “Can I help you?” I held up my identification and answered, “I am Sal with The Time Is Now to Help. I spoke to your niece about an hour ago.” The woman smiled and said, “Please come in. My niece just told me all about you and The Time Is Now to Help.

We looked you up online and could not believe what we have been seeing.”

I shook both women’s hands and was led into the home. It was just as nicely kept inside as out. When I commented on this the older woman replied, “That is thanks to my niece and her wonderful husband. They are always over here helping me on weekends, even though I tell them they should be enjoying their time off work.” The niece put her arm around the aunt and said, “We enjoy our time

off being by you.” I saw the tears come to the eyes of the aunt as she said to me, “I am so blessed to have my niece and her family. They are so good to me. I would be all alone if it wasn’t for them. When my dear husband died and then my son, I didn’t know what would happen to me. They stepped in and have been helping me ever since.” The aunt was crying and hugging the niece, apologizing as she said, “I said I wouldn’t cry anymore today and here I am crying again.” The niece hugged and comforted the aunt for a few minutes and then asked, “Are you up to talking to Sal and I about your financial situation?” The aunt nodded her head as she wiped her eyes.

The aunt led me through the nearly empty house. There were only a few pieces of furniture left. The niece pointed out the spaces where tables and chairs had once been, a hutch and her uncles desk. The niece said she had sold these pieces to help pay off the loan on her uncles car as the sale price for the car did not cover the full loan amount. We all sat down to talk at the only table left in the kitchen. The aunt had already begun collecting the documents and information I had told the niece in our phone conversation that I would need to see. These were in a stack on the table so I began asking my list of questions that would determine our level of assistance and what areas she needed help in the most. After my thorough interview we had gone through the full stack of documents that showed the car loan payoff, the medical bills and outstanding amounts, the funeral expenses, the foreclosure paperwork and car payment late notice.

I gave the aunt and niece a list of assistance she needed to apply for and directions of people to contact. I told them about several rentals the aunt should check into that were very nice apartments but would also be affordable for the aunt and close to the niece. We discussed how she should call the hospital to renegotiate her

County conducts annual homeless count Lake County volunteers count 20 people Annually, volunteers conduct a Point-In-Time homeless count to search all over Lake County to interview and offer assistance to unsheltered people experiencing homelessness.

On Jan. 24, 86 volunteers helped document the need in our communities and served as the boots on the ground to connect individuals with the resources they need.

In addition to helping people on the spot, they gathered information to help local agencies understand where resources should be focused and evaluate current and potential future programs.

Volunteers made contact with 20 people experiencing homelessness, compared to 27 last year. This number will increase over the next few days as volunteers conduct further interviews and pull additional data from local shelters and agencies.

County Board Chairman Aaron Lawlor welcomed the volunteers with a story of a past count when he met a homeless man who was in the emergency room due to his mental health struggles.

“I think about this man often. His story has stayed with me and has compelled me to become more engaged in mental

health issues. We won’t stop working until we have the system we need to end homelessness and address the mental health needs in this county,” Lawlor said.

During the Jan. 24 event, five people were transported to a local homeless shelter. Volunteers also distributed items that were donated to the cause, such as blankets and food, to help people stay warm.

“It was a long night last night, and our volunteers worked tirelessly until early in the morning,” said Brenda O’Connell, one of the event organizers.

“The information they gathered will help us develop housing solutions for the future. But even more importantly, the connections they made last night directly impact the people we were able to assist.

Connecting someone to the services they need may be enough to end chronic homelessness for that one individual, which is potentially saving a life.”

The Point-In-Time homeless count is only one event, held on one specific day. The Lake County Coalition for the Homeless and other local partners are working throughout the year on many programs and initiatives with the goal of ending chronic homelessness.

When we finished our lengthy conversation I could see the aunt was visibly drained. We had talked about many painful things and difficult memories. The aunt had cried many times and several times we had to stop to let her catch her breath and get comforted by the niece. When the niece went to make a cup of tea for the aunt I asked the aunt about her level of food insecurity. Her reply was that she ate simply but her niece brought over several plates a week to make sure she had some home cooked meals. I knew after talking briefly to the niece about her own financial situation those few meals a week were all she was able to help her with financially. When the niece brought the tea to her Aunt I handed her a few gift cards for groceries and thanked her for making sure she ate properly. Both of the women tried to decline the gift cards but I knew it was their pride that kept them from accepting them at first. When I insisted they both graciously and gratefully accepted this additional gift.

I told the women it was time for me to go. We were all drained from the emotional conversation. I gave the aunt a list of assistance we would provide, including first month’s rent and security deposit in an approved apartment, a car payment, help with her high utility bill and gas gift cards for her daily commute to work. The women read over the list that brought additional emotional tears. The niece said, “My friend was right. You do save people. I don’t even know what would have happened to my Aunt without you.” I told them both about all of you and how you are the reason we are able to help people, to save people every day. The niece

Abrams said human trafficking could be divided into six categories: labor, sex, organ, child soldier, child bride and debt bondage.

He compared drugs and guns to human trafficking, with the latter being an advantage because “they get to sell it and keep it without having to replenish inventory.”

He said 90 percent of the victims the group has encountered have been abused by a family member and range in age from 5 to 67.

“It’s very sad, really,” Abrams said. “We have a problem in our communities and in our state.”

One story he shared involved a girl who was romanced by a man who talked her into taking a road trip to Chicago.

“On the way in the car, he started telling her what she was going to be expected to do and she figured out what was going on,” Abrams said.

The two stopped at a gas station along the freeway in Racine County, and as soon as the girl got inside, she told the

clerk to call 911 because she was being kidnapped.

Her trafficker, or boyfriend, was standing right behind her and pulled her by the hair out to the car, Abrams said.

“There’s 25 people, on average, watching. She’s screaming as he forces her into the car,” Abrams said.

The clerk called police, and eventually the trafficker and girl were stopped.
