For Johnston and his brother-in-law, Bill Loud, the day on the ice is often a family affair as it was on this day. Antioch TIF moves ahead By Gail Peckler-Dziki CORRESPONDENT
The Antioch Village Board approved an ordinance to designate the redevelopment project (RPA) area at its Jan. 8 regular meeting. Mary Dominiak, a board member, missed the Jan. 8 meeting due to illness. Included in the ordinance is the date of the first hearing of the joint review board, which is scheduled for 10 a.m. Feb. 6 at the Antioch Village Hall.
The board will have members that represent each community college district, local elementary school district and high school district or each local community unit school district, park district, library district, township, fire protection district and county that have the authority to directly levy taxes on the RPA. A TIF, or tax incremental finance district, is one where all taxing bodies that receive funds from that area agree to
freeze what is received while the area, which is usually declared blighted, undergoes improvements that will raise the amount of property taxes received as the value of that area increases. The TIF remains until any loans are paid off, then the taxing bodies receive the full amount of the higher tax rate. Those incremental increases are used by the municipality to create incentives for the development. Those incentives
may include infrastructure improvements done by the municipality and possible funding aids to private developers. This project is called the Route 83 Redevelopment Project Area and is comprised of 73 acres of land. About 58 acres are vacant and 15 acres are rights-of-way. The 58 acres will be 10 taxable parcels. These are located within an area roughly bounded by Grimm Road on
