Emergency restraining order results in seizure of illegally possessed firearms On November 18, members of the Sheriff’s Warrants Team and Patrol Division executed an Emergency Firearms Restraining Order/Search Warrant at a residence in the 26300 block of North Diamond Lake Road, Unincorporated Mundelein. Deputies seized a 12-gauge shotgun, SKS rifle, and semiautomatic pistol from a residence belonging to a man who is a convicted felon with a revoked FOID card.

On November 17, Lake County Sheriff’s Deputies responded to the above address regarding someone who wanted to report their neighbor’s behavior had become increasingly concerning.

The witnesses reported their neighbor, George L. Silva, 48, of the 26300 block of North Diamond Lake Road, on several recent occasions walked around his yard during the evening, with a flashlight, yelling at intruders. According to the neighbors there were no intruders and Silva was yelling at nobody. During one of the occasions, Silva, armed with a semi-automatic firearm, solicited assistance from a neighbor to search for the “intruder.” The neighbors became very concerned with the fact Silva was acting irrationally and in possession of a firearm.

The search warrant was conducted by the Sheriff’s Warrants Team and George Silva Patrol Division in the evening on November 18. Following the search warrant Silva was arrested. The Lake County State’s Attorney’s Office approved three counts of unlawful possession of a firearm by a felon (class 3 felonies).

Sheriff John Idleburg said, “Our Patrol Division quickly recognized this individual posed a substantial risk to the community. Given the circumstances, deputies moved swiftly to petition the Court for an emergency firearms restraining order and search warrant, and when executed resulted in three illegally possessed firearms being seized. This is a textbook case of the importance of the new red flag laws in Illinois.”

Silva appeared in court on Tuesday, Nov. 19 where a Lake County Judge released him on a $50,000 Recognizance Bond. He is next due in court on December 18, 2019 at 9:00 a.m.

All defendants are presumed innocent unless proven guilty in a court of law.

Lake County deputies save the life of a man attempting suicide Three Lake County Sheriff’s Deputies saved the life of a 42-year-old man attempting suicide, while serving an order of protection.

On November 22, at approximately 11:45 a.m., sheriff’s deputies attempted to serve the 42-year-old man of the 39300 block of Castleford Lane, Beach Park, with an order of protection. The man didn’t answer the door and sheriff’s deputies left the residence. After leaving, sheriff’s deputies learned yesterday was the second day in a row the man didn’t

go to work. Sheriff’s deputies attempted to call the man via telephone, he didn’t answer, so they left a message explaining why they were previously at his residence.

At approximately 12:30 p.m., the man called back saying he was home and available to be served with the order of protection. Sheriff’s deputies returned to the home around 1:10 p.m., and knocked on the door, but nobody answered. Two alert sheriff’s deputies noticed a vehicle

running in the closed garage and they observed somebody was sitting in the vehicle unresponsive.

Another sheriff’s deputies arrived and the three forced entry into the garage. They found the 42-year-old man breathing, but unconscious inside the vehicle. They removed the man from the carbon monoxide filled garage and carried him to safety. The man was subsequently transported to a local hospital, where he is expected to recover, and will receive mental health care.

Sheriff John Idleburg said, “Our staff routinely go above and beyond during every interaction they have with the community, and this is another example. Instead of simply leaving the residence after not receiving an answer at the door, they did some additional investigating and found this man actively attempting suicide. The three deputies sprang into action and undoubtedly saved his life. I am very proud of Deputies Tom Flores, Brian Kilpatrick, and Kyle Macko.”

As we gear up for one of the busiest travel times of the year, the Fox Lake Police Department announces its plan for a traffic safety campaign focusing on impaired and unbuckled drivers.

“Holiday traffic brings with it an increased risk for accidents,” said Fox Lake Police Chief Jimmy Lee. “To ensure your family makes it to

According to the Illinois Department of Transportation, 15 motor vehicle crash fatalities occurred in Illinois over the 2018 Thanksgiving holiday weekend. Five of the 15 deaths occurred in crashes

The “Click It or Ticket” and “Drive Sober or Get Pulled Over” campaigns are funded by federal traffic safety funds administered by IDOT. two others suffered serious injuries following a single vehicle crash that occurred early Sunday, Nov. 24 in the 11100 block of Charles Road in unincorporated Woodstock.

At 2:03 a.m., the McHenry County Sheriff’s Office, Woodstock Police, Woodstock Fire/Rescue District, and Wonder Lake Fire/Rescue responded to a single vehicle crash involving a 2019 Toyota Camry that had crashed into a utility pole and tree on Charles Road west of Queen Anne Road.

On-scene investigation indicated that the Toyota had been traveling westbound on Charles Road. For unknown reasons the Toyota left the roadway to the north and struck the utility pole, the tree, and rolled onto its side.

The driver of the Toyota, Shawn Brautigam, 32, was flown by Flight For Life helicopter to Advocate Condell Hospital in Libertyville where he remains in critical condition. One passenger, a 44-year-old Wheaton woman, was also flown by Flight For Life helicopter to Advocate Condell Hospital in Libertyville where she remains in serious condition. Another passenger, a 34-year-old Woodstock man, was ejected from the vehicle and was transported by ambulance to

Man arrested for burglarizing several vehicles

Lake County Sheriff’s Deputies arrested a 31-yearold man on November 19, 2019, for committing several burglaries to vehicles in Ingleside.

On November 19 at approximately 10:00 p.m., Lake County Sheriff’s Deputies responded to the 35400 block of North Wilson Rd., Ingleside, for a burglary to motor vehicle report. Deputies arrived and searched the area for the offender. At approximately 11:20 p.m. they located Joseph J. Sempek, 31, of the 26600 block of Wildwood Avenue, Ingleside, in the area of Wilson Road and Shandon Drive. Sempek was found to be in possession of several

stolen items.

In addition to the first burglary, further investigation by sheriff’s deputies and sheriff’s detectives reJoseph vealed SemSempek pek burglarized two other vehicles on North Wilson Rd. and another in the 25800 block of West Marquette Drive, Ingleside.

Sempek was arrested and transported to the Lake County Jail. The Lake County State’s Attorney’s Office approved the charges of four counts of burglary (class 3 felonies) and four counts of criminal trespass to motor vehicle (class A misdemeanors).

Sempek remains held in the

Lake County Jail on $150,000 bail. He is next due in court December 10, 2019.

The Lake County Sheriff’s Office reminds the community to always lock the doors to unattended vehicles and to always remove all valuables from unattended vehicles.

All defendants are presumed innocent unless proven guilty in a court of law.

Man arrested for DUI after crashing into squad car

A Hainesville man was arrested and charged with driving under the influence of alcohol, violation of Scott’s Law, and child endangerment on November 20, 2019, after he crashed into a Round Lake Park Police Squad Car.

At approximately 7:40 p.m., Lake County Sheriff’s Deputies were dispatched to Hainesville Rd. just north of Oak Ave., Round Lake Park to investigate the traffic crash. Sheriff’s deputies arrived and found the driver of a 2002 Ford SUV, Alejandro Gonzalez-Maldonado, 49, of the 300 block of Pineview Drive, Hainesville, sideswiped a squad car as well as a vehicle the police officer pulled over.

The Round Lake Park Police Officer had the driver of a 1993 Dodge Pickup pulled over to the side of southbound Hainesville Road. The emergency lights on the officer’s squad car were illuminated when the incident occurred. Fortunately, the police officer was speaking to the driver of the Dodge from

the Dodge’s front passenger side window, versus the driver’s window. As the officer was speaking to the driver of the Alejandro Dodge, GonGonzalezMaldonado z a l e z - M a l donado, who was traveling southbound, sideswiped the driver’s side of the squad car, then sideswiped the driver’s side of the Dodge.

Had the police officer been speaking to the driver of the Dodge at the driver’s side of the vehicle, the officer would have been struck and likely seriously injured.

Stormwater Management Commission receives increased funding to address countywide flooding issues Lake County residents may soon see some relief from their stormwater issues as the Lake County Board approved additional funding for the Lake County Stormwater Management Commission (SMC) in 2020. The funds will support multiple projects

throughout the county and will have a significant impact in helping to alleviate two of the county’s biggest problems--stormwater runoff and flooding.

Over the past few years, Lake County has seen an increase in the occurrence of

flood events, which has led to a heightened need for more flood mitigation. In 2018, Lake County rivers went above flood stage during six separate storm events, which was triple the average number of flood events that went above flood stage over the

Emergency restraining order results in seizure of illegally possessed firearms On November 18, members of the Sheriff’s Warrants Team and Patrol Division executed an Emergency Firearms Restraining Order/Search Warrant at a residence in the 26300 block of North Diamond Lake Road, Unincorporated Mundelein. Deputies seized a 12-gauge shotgun, SKS rifle, and semiautomatic pistol from a residence belonging to a man who is a convicted felon with a revoked FOID card.

On November 17, Lake County Sheriff’s Deputies responded to the above address regarding someone who wanted to report their neighbor’s behavior had become increasingly concerning.

The witnesses reported their neighbor, George L. Silva, 48, of the 26300 block of North Diamond Lake Road, on several recent occasions walked around his yard during the evening, with a flashlight, yelling at intruders. According to the neighbors there were no intruders and Silva was yelling at nobody. During one of the occasions, Silva, armed with a semi-automatic firearm, solicited assistance from a neighbor to search for the “intruder.” The neighbors became very concerned with the fact Silva was acting irrationally and in possession of a firearm.

The search warrant was conducted by the Sheriff’s Warrants Team and George Silva Patrol Division in the evening on November 18. Following the search warrant Silva was arrested. The Lake County State’s Attorney’s Office approved three counts of unlawful possession of a firearm by a felon (class 3 felonies).

Sheriff John Idleburg said, “Our Patrol Division quickly recognized this individual posed a substantial risk to the community. Given the circumstances, deputies moved swiftly to petition the Court for an emergency firearms restraining order and search warrant, and when executed resulted in three illegally possessed firearms being seized. This is a textbook case of the importance of the new red flag laws in Illinois.”

Silva appeared in court on Tuesday, Nov. 19 where a Lake County Judge released him on a $50,000 Recognizance Bond. He is next due in court on December 18, 2019 at 9:00 a.m.

Lake County deputies save the life of man attempting suicide Three Lake County Sheriff’s Deputies saved the life of a 42-year-old man attempting suicide, while serving an order of protection.

On November 22, at approximately 11:45 a.m., sheriff’s deputies attempted to serve the 42-year-old man of the 39300 block of Castleford Lane, Beach Park, with an order of protection. The man didn’t answer the door and sheriff’s deputies left the residence. After leaving, sheriff’s deputies learned yesterday was the second day in a row the man didn’t

go to work. Sheriff’s deputies attempted to call the man via telephone, he didn’t answer, so they left a message explaining why they were previously at his residence.

At approximately 12:30 p.m., the man called back saying he was home and available to be served with the order of protection. Sheriff’s deputies returned to the home around 1:10 p.m., and knocked on the door, but nobody answered. Two alert sheriff’s deputies noticed a vehicle

running in the closed garage and they observed somebody was sitting in the vehicle unresponsive.

Another sheriff’s deputies arrived and the three forced entry into the garage. They found the 42-year-old man breathing, but unconscious inside the vehicle. They removed the man from the carbon monoxide filled garage and carried him to safety. The man was subsequently transported to a local hospital, where he is expected to recover, and will receive mental health care.

Sheriff John Idleburg said, “Our staff routinely go above and beyond during every interaction they have with the community, and this is another example. Instead of simply leaving the residence after not receiving an answer at the door, they did some additional investigating and found this man actively attempting suicide. The three deputies sprang into action and undoubtedly saved his life. I am very proud of Deputies Tom Flores, Brian Kilpatrick, and Kyle Macko.”

Holiday traffic campaign in effect through Dec. 2 As Illinoisans gear up for one of the busiest travel times of the year, the Lake County Sheriff’s Office will be conducting a traffic safety campaign focusing on impaired and unbuckled vehicle occupants.

According to the Illinois Department of Transportation, 15 motor vehicle crash fatalities occurred in Illinois

over the 2018 Thanksgiving holiday weekend. Five of the 15 deaths occurred in crashes involving at least one driver who had been drinking.

The Lake County Sheriff’s Office is partnering with Illinois State Police and other local law-enforcement across Illinois for the increased statewide effort. The high-visibil-

ity campaign will run from Nov. 22 – Dec. 2, 2019.

Sheriff John Idleburg said, “We constantly remind the community not to drive impaired. It’s simply not worth the loss of life or a costly arrest. Plan on a sober driver, ride share, or taxi to get you home after an evening of celebrating.”

Lake County Health Department commemorates World AIDS Day with ‘Rock the Ribbon’ event The Lake County Health Department and Community Health Center, as a member of the Lake County Stands Against Stigma Coalition, is sponsoring a free community event to commemorate World AIDS Day on Sunday, December 1. The “Rock the Ribbon – Communities Make the Difference” event will be held from noon to 2:00 p.m. at the Family Piano Company, 118 S. Genesee Street, Waukegan.

The event is free and open to the public, and will feature interactive art exhibits, a candle-lighting ceremony, and information on the Illinois Getting to Zero plan, which aims to see zero new HIV infections in Illinois and zero people living with HIV who are not on treatment by 2030.

All are encouraged to attend to learn about the AIDS epidemic, remember those who have lost their lives to the disease, and “Rock the Ribbon” – wear a red ribbon to show your support and to stand against HIV stigma and discrimination.

“Communities are the lifeblood of an effective AIDS response and an important pillar of support,” said Mark Pfister, Health Department Executive Director. “By coming together, we can dismantle HIV stigma and break down barriers to diagnosis and treatment for people living with HIV, helping to make new HIV infections a thing of the past.”

Lovell Federal

HIV Services Available in Lake County The Lake County Health Department’s Need2Know program, located at 2400 Belvidere Road in Waukegan, offers many services to prevent new HIV infections in Lake County. The program assists clients with free and confidential HIV testing, medical benefits navigation, anti-retroviral therapy (ART) and pre-exposure prophylaxis (PrEP) medication, adherence counseling, harm reduction services, and linkage to other health services such as HIV and general medical care, behavioral health services, and mental health counseling.

Forest Preserve solar lit trails open for the season

Having a hard time getting outside now that the sun sets so early? Taking an evening hike on solar-lit trails in the forest preserves may be an option.

With small solar lights to guide their way, hikers, skiers and snowshoers can get some brisk evening exercise along the 1.3-mile fitness trail a Old School Forest Preserve in Libertyville, and along a 1.65-mile hilly section of the Millennium Trail adjacent to the Winter Sports Area at Lakewood Forest Preserve in Wauconda.

Though regular preserve hours are 6:30 am

to sunset, the illuminated trails and adjacent parking lots will remain open after sunset until 9 p.m., daily through Sunday, March 8, 2020.

Bicycles and horses are not permitted on the lighted trails after sunset. Dogs are allowed but must be leashed.

To access the lighted trails, park at Lakewood’s Winter Sports Area located on the east side of Fairfield Road just south of Route 176, or at Old School’s main entrance lot located on the east side of St. Mary’s Road just south of Route 176. Lake County Forest Preserve Rangers regularly patrol the areas.

relief from flooding issues, the Lake County Board approved $2.1 million for fiscal year 2020 for SMC’s new capital improvement plan, $1.6 million for flood-prone property buyouts and $1.2 million for seven watershed projects for water quality improvements and other stormwater management benefits, for a total of $4.9 million.

With Lake County receiving stronger and more frequent rainfall, stormwater management projects have become critical. SMC’s capital improvement plan will enable SMC to prioritize, design and construct the most beneficial and regionally impactful projects while improving conditions in flood-prone areas. The plan will be focused on three improvement areas: surface water/flood mitigation infrastructure, flooded property buyouts, and stream maintenance.

“SMC continuously strives to have a positive impact and be proactive on Lake County’s flooding and stormwater issues,” said Mike Warner, SMC Executive Director.

“We are involved in many

infrastructure projects each year, and with the addition of the capital improvement plan, we can begin working on bigger projects that will have a larger, beneficial impact for residents.”

The money for the capital improvement plan includes two locations in Park City and North Chicago. The Park City project will mitigate flooding for 1,070 structures and 20 roads, and the North Chicago project provides flood relief for the Strawberry Condominium Complex, where more than 60 townhouses are repeatedly impacted.

Funding was also appropriated for two grants that were not tied to the capital improvement plan.

• $1.6 million in funding from Lake County will be used for a $3.2 million Federal Emergency Management Agency (FEMA) flood-prone buyout grant. The rest of the project money will come from a combination of FEMA and the City of Highland Park.

tures, including two homes at risk from a landslide, and two flood-prone properties in Highland Park.

• $1.2 million is from an Illinois Environmental Protection Agency (IEPA) Section 319 grant of the Clean Water Act and will be used to implement seven projects with a total project cost of $3.7 million. The projects are located throughout the Des Plaines, Fox, and North Branch Chicago River watersheds and include stream bank stabilization, shoreline restoration, and more.

Through grants and other funding sources, SMC is able to bring in funds for projects on a 3:1 ratio, meaning $1 of county funding buys $3 of project work. Some projects do not require SMC to contribute funds of their own.

“SMC’s unique ability to create broad, comprehensive plans to solve Lake County’s stormwater problems has allowed them to bring in millions of dollars in funding through diverse grants,” said Lake County Board Chair Sandy Hart. “From working on stream related problems to buying out homes, they have always done an outstanding job. The funding SMC received will help them continue their tremendous work.”

With rainfall increasing in frequency and intensity, the projects SMC will complete with all funding sources will help create a more sustainable future for residents.

“The rain isn’t going away so we need to find ways to manage this issue into the future in a sustainable way,” said Craig Taylor, SMC Chairman and District 19 Lake County Board Member.

“Mitigation of flood problems will help residents, businesses, tourism and the Lake County economy due to the increased use of our lakes and waterways. I’m confident that SMC will be able to relieve some of the flooding issues we’re facing with the funding they received.”
