Sheriff’s Office warns residents of new scam The Lake County Sheriff’s

Take a step back in time Antioch’s Dickens Holiday Village returns

Each year the Antioch Chamber of Commerce hosts the Dickens Holiday Village in the downtown area.

The village is a public art project run completely by volunteers.

More Dickens characters are enhanced and reimagined by the volunteers to expand the program.

Tours are available for large groups and Walking Brochures are available at the Dickens Welcome Center at Hannahs on Lake Street for a self-guided tour.

The Antioch Chamber also hosts the Kringle’s Christmas Village. The display is indoors at 510 Orchard St. in downtown.

The indoor showroom is open from Thanksgiving Day through New Year’s Day, from 10 a.m. to 8 p.m.

Kids of all ages will enjoy dozens of animated oversized shadowboxes throughout the downtown.

Visit with Santa Santa and the Christmas season arrives in Antioch with the Christmas Parade sponsored by the Village of Antioch. The parade takes place on Friday, Nov. 28, on Main Street between Park Avenue and Depot Street traveling North.

The Tree Lighting Ceremony in front of Village Hall follows the parade. The Antioch Community High School Chorus will sing carols and the Antioch Fire Department hands out free cookies and hot chocolate.

On Saturdays and Sundays Santa’s Frozen Village features some of Santa’s Frozen Friends from noon to 4 p.m.

There is a $5 per person of all ages donation at the door (ages 1 to 99) on weekends. All the children receive presents.

Office and 19th Judicial Circuit have become aware of a new scam targeting Lake County residents.

This scam involves con artists calling Lake County residents, introducing themselves as a member of the Lake County Sheriff’s Office. The scammers utilize an actual name of a Sheriff’s Office employee. The scammer then informs the victim a Lake County Judge (also utilizing the name of an actual Judge) issued an arrest warrant. The caller is then instructed to purchase a “voucher” in order to avoid arrest.

Neither the Sheriff’s Office nor 19th Judicial Circuit call residents and request money. Lake County Government will not ask for or accept payment in the form of gift cards or ‘Green Dot’ cards.

Most of the times the scammers are operating out of other states or countries. The best course of action is to hang up and if utilizing a cellphone, block the caller’s telephone number from being able to contact you again. You may also file a report with your local law-enforcement agency.

Lake County Prairie Dance Troupe presents a Winter Dance Concert

The College of Lake County Prairie Spirits Dance Troupe Winter Dance Concert hits the stage at 7:30 p.m.

Friday, Nov. 22, and at 2 and 7:30 p.m. Saturday, Nov. 23, in the Mainstage Theatre of the James Lumber Center for the Performing Arts in Grayslake.

This annual showcase of contemporary dance includes original works choreographed by CLC faculty and guest artists, performed

by CLC’s talented dance company.

Choreographers create original choreography set to their favorite musical theatre scores. Songs range from “The Lion Sleeps Tonight” by the Tokens to “Chim Chim Cher-ee,” the “Mary Poppins” tune by Robert B. Sherman and Richard Sherman.

The choreographers include: Valerie Alpert, artistic director and co-chair of the CLC Dance department; Terry Crews, co-chair of the CLC Dance department; Kimberly Davis, senior director of education at the Chicagobased Old Town School of Folk Music; and Lamaiya Lancaster, CLC dance instructor. The list also includes Amanda Ramirez as well as Matthew Kinney, two Chicago-based dance performers/ choreographers.

The Fox Lake Police Department made 1 impaired driving arrest and issued 5 citations for other violations during the recent Halloween enforcement effort.

The campaign ran from October 19 through November 3 and law enforcement agencies throughout Illinois participated in this effort to save lives by getting impaired drivers off the roads and more people buckled up.

on enforcement during latenight hours, when statistics show the most unbuckled and impaired driving fatalities occur.

The recent law enforcement campaign was made possible by federal highway safety funds administered by the Illinois Department of Transportation and is part of the statewide “Drive Sober or Get Pulled Over” and “Click it or Ticket” campaigns.

Sheriff’s Office warns residents of new scam The Lake County Sheriff’s

Take a step back in time Antioch’s Dickens Holiday Village returns

Each year the Antioch Chamber of Commerce hosts the Dickens Holiday Village in the downtown area.

The village is a public art project run completely by volunteers.

More Dickens characters are enhanced and reimagined by the volunteers to expand the program.

Tours are available for large groups and Walking Brochures are available at the Dickens Welcome Center at Hannahs on Lake Street for a self-guided tour.

The Antioch Chamber also hosts the Kringle’s Christmas Village. The display is indoors at 510 Orchard St. in downtown.

The indoor showroom is open from Thanksgiving Day through New Year’s Day, from 10 a.m. to 8 p.m.

Kids of all ages will enjoy dozens of animated oversized shadowboxes throughout the downtown.

Visit with Santa Santa and the Christmas season arrives in Antioch with the Christmas Parade sponsored by the Village of Antioch. The parade takes place on Friday, Nov. 28, on Main Street between Park Avenue and Depot Street traveling North.

The Tree Lighting Ceremony in front of Village Hall follows the parade. The Antioch Community High School Chorus will sing carols and the Antioch Fire Department hands out free cookies and hot chocolate.

On Saturdays and Sundays Santa’s Frozen Village features some of Santa’s Frozen Friends from noon to 4 p.m.

There is a $5 per person of all ages donation at the door (ages 1 to 99) on weekends. All the children receive presents.

Office and 19th Judicial Circuit have become aware of a new scam targeting Lake County residents.

This scam involves con artists calling Lake County residents, introducing themselves as a member of the Lake County Sheriff’s Office. The scammers utilize an actual name of a Sheriff’s Office employee. The scammer then informs the victim a Lake County Judge (also utilizing the name of an actual Judge) issued an arrest warrant. The caller is then instructed to purchase a “voucher” in order to avoid arrest.

Neither the Sheriff’s Office nor 19th Judicial Circuit call residents and request money. Lake County Government will not ask for or accept payment in the form of gift cards or ‘Green Dot’ cards.

Most of the times the scammers are operating out of other states or countries. The best course of action is to hang up and if utilizing a cellphone, block the caller’s telephone number from being able to contact you again. You may also file a report with your local law-enforcement agency.

Lake County Forest Preserves educators are expanding a program to assist area teachers in the classroom with these loan boxes.

Insects are one of the topics included in an expanded initiative to provide interactive science lessons to local classrooms.

Environmental educators from the Lake County Forest Preserves are expanding an initiative to area teachers in providing fresh, interactive science lessons for their classrooms. Classroom teachers and non-formal educators can rent three new themed Educator Loan Boxes for up to two weeks. Each box comes complete with hands-on group learning activities, educational items and reference materials that support Illinois Learning Standards. Activities are geared toward K–5 classrooms.

Themed boxes pertaining to mammals, insects and ecosystems join the birdthemed box that debuted in the spring. “The new loan boxes feature a strong focus on wildlife habitats in Lake County,” said Environmental Educator Eileen Davis.

“Through the boxes, teachers are able to introduce their students to important science concepts in a hands-on, engaging way.”

The mammals box allows students to explore the major characteristics and adaptations of mammals through the use of local mammal

study skins and skulls. Students also learn about the important role beavers play in our local ecosystems and are challenged to design, build, test and modify a structure that mimics the function of a beaver dam.

The ecosystems box covers topics including the water cycle, interdependent relationships in ecosystems, energy flow, predator and prey relationships, and human impacts on the environment.

The insects loan box allows students to explore the major characteristics and adaptations of arthropods and

insects through activities and the use of preserved insects.

Topics covered include insect form and function, insect life cycles, insect collection and observation in the school yard.

The bird box contains supplies to set up a bird feeding station, including a bird feeder with seed, binoculars for students and teacher, bird identification books, and a bird observation data sheet.

The College of Lake County Prairie Spirits Dance Troupe Winter Dance Concert hits the stage at 7:30 p.m.

Friday, Nov. 22, and at 2 and 7:30 p.m. Saturday, Nov. 23, in the Mainstage Theatre of the James Lumber Center for the Performing Arts in Grayslake.

This annual showcase of contemporary dance includes original works choreographed by CLC faculty and guest artists, performed

by CLC’s talented dance company.

Choreographers create original choreography set to their favorite musical theatre scores. Songs range from “The Lion Sleeps Tonight” by the Tokens to “Chim Chim Cher-ee,” the “Mary Poppins” tune by Robert B. Sherman and Richard Sherman.

The choreographers include: Valerie Alpert, artistic director and co-chair of the CLC Dance department; Terry Crews, co-chair of the CLC Dance department; Kimberly Davis, senior director of education at the Chicagobased Old Town School of Folk Music; and Lamaiya Lancaster, CLC dance instructor. The list also includes Amanda Ramirez as well as Matthew Kinney, two Chicago-based dance performers/ choreographers.

At its Nov. 12 meeting, the Lake County Board unanimously approved a $573.2 million balanced budget for Fiscal Year (FY) 2020. Under the budget, Lake County’s tax levy will be flat, which means that there will be no increase in the dollar amount between the FY2020 property tax levy and the FY2019 property tax levy.

As a result, homeowners will see a slight reduction next year in the Lake County government portion of their property tax bill. This is the first time in at least 20 years that the County has had a flat tax levy.

Under Illinois law, the Board could have chosen to raise the 2019 levy of $162.6 million to account for new property growth in Lake County, and to increase the levy up to the amount of the federal Consumer Price Index, but it chose to do neither in order to ease the burden on Lake County property owners.

As a result of the flat levy, it is estimated that homeowners with a $250,000 house will see a reduction in the Lake County portion of their property tax bill of about $10.66. However, because the County portion of the property tax bill represents just seven percent of the total bill, homeowners may still see an increase in their total bill if other taxing bodies--including school districts, municipalities, townships and park districts—increase their levies.

While the budget holds the line on taxes, it also includes funding for key items the board identified as priorities that will have a significant positive impact on Lake County residents. This includes funding for major transportation infrastructure projects, several green initiatives that will reduce carbon dioxide emissions and projects related to water and wastewater facility improvements and stormwater management.

“This is a fiscally responsible budget that supports all of the County’s strategic goals,” said Lake County Board Member Paul Frank, who chairs the board’s Finance and Administrative Committee. “The fact that we were able to avoid increasing the tax levy and were able to sufficiently fund programs and projects that we identified as priorities is a significant accomplishment.”

The total FY2020 operating budget—which funds the County’s day-to-day operations--is $339.6 million, a 3.1 percent increase over the prior year.

Lake County Board approves balanced budget with no increase in tax levy

Budget highlights Some of the highlights of the budget include expenditures in the areas of public safety, infrastructure improvements and many environmental initiatives.

The County is proactively downsizing data centers and moving to cloud services. Services moved to the cloud save electricity costs, and result in carbon dioxide emissions savings of as much as 98 percent.

Additionally, the County will be replacing older fleet vehicles with hybrid and electric vehicles, which will reduce tailpipe emissions in those vehicles by up to 72 percent.

The budget also includes $4.8 million to improve water and wastewater treatment facilities, as well as $2 million for new stormwater management projects, as it is anticipated that Lake County will continue to experience more frequent and intense rainfall and potential flooding.

Several major transportation projects beginning in 2020 are funded by a variety of sources, including the increase in motor fuel tax revenues. Projects include: • $16.9 million to reconstruct and widen Buffalo Grove Road to four lanes from IL Route 22 to Deerfield Parkway in the Village of Buffalo Grove • $9.2 million to improve the intersection of Hart Road at US 14 with the addition of turn lanes and non-motorized travel improvements in the Village of Barrington • $3.4 million to improve the intersection of Dilley’s Road at Wadsworth Road as a new roundabout intersection in the Old Mill Creek/Wadsworth area • $3.4 million to resurface Butterfield Road from IL Route 176 to US Route 45 in Libertyville, Mundelein and Vernon Hills “We began working on this year’s budget back in March, and the document that was passed today reflects months of planning and effort on the part of our board and our very dedicated staff. The entire budget process this year was thorough and transparent, and reflects the input of every board member who participated in the budget process,” said Lake County Board Chair Sandy Hart. “Through this work, we met our goal of producing a final budget that directs dollars into programs, services and projects that carry out Lake County’s vision of being a place where people, families and businesses thrive.”

According to the criminal complaint filed in Racine County Circuit Court Friday, the body of Johnson had been dragged from a vehicle and put in the cornfield, most likely no more than 12 hours prior to it’s discovery.

When the autopsy was performed, investigators discovered that the body had “several suspicious marks, burns, abrasions and lacerations throughout.”

The pathologist from the Milwaukee County Medical Examiner’s Office, also found numerous broken ribs – both old breaks and new ones apparently inflicted after death – numerous wounds to the head that included a broken nose, malnourishment and infections in a variety of places.

The cause of death is officially listed as “homicide by sepsis pneumonia as the result of infection from injuries sustained from chronic abuse.” No drugs were found in the victim’s body.

As Schmaling said at the news conference Friday, the “utterly barbaric brutality” had stayed with members of the department, and the case remained under investigation.

her like an animal,” to making the young woman sleep in the crawl space under the home.

One child recalled Laroche “stabbing at Peggy’s head with a pitchfork,” another recalled Johnson being slapped on the head and face, the complaint contends.

Another child once asked Johnson why she had a black eye, and was told that Laroche had punched her.

In November, Laroche’s former husband confirmed the abuse, calling his former wife “a force to be reckoned with,” according to the complaint.

He also recalled coming home to find Johnson lying lifeless on the floor. His wife allegedly told him Johnson had overdosed and she was going to take her from the home so they would not be involved and to take the children out for ice cream.

Laroche was interviewed several times by investigators, with her story changing each time, the complaint alleges.

The first version was that Johnson stole from the Laroche family, stole drugs that Laroche allegedly brought home from a jail program and hid in the crawl space, and bought men into the home.

The day of Johnson’s death, Laroche allegedly said she found Johnson at the kitchen counter with pills. The young woman, she said, then fainted and Laroche “didn’t know what to do,” in spite of being a registered nurse since 1987.

After the short briefing, Schmaling said he would not take questions, explaining that the investigation is “very active” and ongoing.

He did, however, explain that neither Johnson nor Laroche’s names had come up previously in the investigation, and a missing person’s report had never been filed for Johnson.

“I think that is important to understand,” Schmaling said, adding that Johnson’s mother and father were both deceased, as well as a brother. Johnson has a sister, but the two had never met.

In the coming weeks, Schmaling explained, Johnson’s body will be sent to Belvidere, Illinois, to be buried alongside her mother’s body.

Laroche, as of Monday afternoon, had yet to arrive in Wisconsin.

Schmaling took the time at the news conference to mention investigators both past and present, noting some had retired, and others were literally traveling the country as he spoke to put the final pieces of the picture into place.

“Year after year after year, we plugged away at this case,” he said. “We never gave up.”

Investigators discovered that Laroche had lived in McHenry in 1999, with her then-husband and five children, three still in the home.

Investigators discovered that Johnson – born March 4, 1976 – had lived with her mother, who had died when she was 18 years old.

In spite of the time and extreme effort put into the case, it took until this fall for the case to get a break.

The story changed again in the next interview, with Laroche saying that Johnson took the pills. Laroche then drove Johnson to Wisconsin and let her out of the car at the side of the road in a rural area.

According to Laroche, Johnson “was not injured at all when she dropped her off,” and “something must have happened to her after she dropped her off,” in contradiction to the information from the autopsy, according to the complaint.

The project gathers the oral histories of veterans that are recorded by court reporters and will be archived to the Library of Congress so that current and future generations can hear and understand how people served our country in times of war.

Lake County hosted Veterans History Project Nov. 11 On Monday, Nov. 11, 2019, 23 veterans participated in the Veterans History Project at the Lake County Courthouse. The Veterans History Project gathers the oral histories of veterans, which are given in response to questions by judges and attorneys and recorded by court reporters. The typed transcripts are archived at the Library of Congress, making accessible the personal accounts of American veterans for future generations to hear the stories directly from the members of the military. cluded members of the United States Air Force, the United States Army, the United States Army Air Corps, the United States Marines, and the United States Navy who were involved in the military during both conflicts and times of peace dating back to World War II. “The events that these men and women have witnessed firsthand, and the memories of their brothers and sisters in arms need to be preserved for future generations,” said Chief Judge Jay W. Ukena.

One of the veterans that

participated in the project was United States Army Specialist Christopher Kasperski, from the 630th Engineering Company, 7th Engineer Battalion. Kasperski’s Unit was responsible for finding 84 IEDs and had 55 IED strikes or detonations between 2009 - 2012. He personally survived 3 IED strikes to his RG-31 vehicle while serving as a gunner, mine detector, and dismounted “tunnel rat” in Kandahar, Helmand Province, Afghanistan, Operation Enduring Freedom, Operation Hold, Thor Hammer, Wheat Seed,

and Moshtarak. “After surviving 3 IEDs, I was still asking to stay. Those were my brothers out there. There was nothing worse than watching those taillights roll out and being left behind. I wanted to do everything I could to be with them,” Kasperski said.

After his 3rd IED strike, he was medically retired.

The Lake County Veteran’s History Project is supported by resources from many community organizations and individuals, including volunteers on what would otherwise be a court holiday. The event began with a breakfast reception, donated and served to the vets and their families by the Tri-County Marine Corps League, the Young Marines and many other sponsors.

Court reporters from Lake County, other courthouses, and from the private sector donated their time to attend and transcribe the wartime experiences. And judges and lawyers from Lake County, including several veterans, also volunteered to serve as interviewers.

The event was chaired by three of the Nineteenth Judicial Circuit’s judges who are also veterans: Michael Betar, United States Marine Corps, Michael Fusz, United States Navy, and Retired Associate Judge John Scully, United States Navy.
