Applying for an Illinois Real ID card To apply for a Real ID card, you will need to visit a Illinois Department of Motor Vehicles facility in-person, have a new photo taken, and provide several pieces of identification.

Beginning October 1, 2020, a Real ID card will be required to fly on domestic flights and visit federal facilities. You can still use a valid United States passport for flying or for visiting federal facilities after the October deadline passes.

Based on federal guidelines, to obtain an Illinois Real ID card, all applicants — including those who currently hold a standard Illinois Driver’s License or State Identification Card — must provide:

• One document proving identity (examples: a certified U.S. birth certificate, a U.S. passport, an employment authorization document, a permanent resident card or a foreign passport with an approved I-94 form).

Important: Name change documents, such as certified copies of a marriage certificate, etc., will be required if the applicant presents a certified birth certificate with a name different from his/her current name. Multiple name change documents will be required if the applicant’s name has changed multiple times.

• One document proving social security number (SSN) (examples: an SSN card, a W-2 or a pay stub with full

SSN).

• Two documents proving residency with the applicant’s correct name and address (examples: a utility bill, rental agreement, deed/title, bank statement or credit card statement).

• One document proving signature (examples: a credit/debit card, a canceled check or a current Illinois Driver’s License or State Identification Card).

Lake County Sheriff’s Office releases Halloween traffic safety campaign results

The Lake County Sheriff’s Office arrested two impaired drivers and issued 43 seatbelt and child safety restraint violation citations during the recent Halloween traffic safety campaign.

Law enforcement agencies throughout Illinois participated in this effort to save lives

by arresting impaired drivers, keeping them off the roadways, and working to ensure more occupants are buckled-up. The campaign took place from October 19 through October 31.

Extra emphasis was placed on enforcement during latenight hours when statistics show the most unbuckled and

impaired driving fatalities occur.

The recent law enforcement campaign was made possible by federal highway safety funds administered by the Illinois Department of Transportation and is part of the statewide Drive Sober or Get Pulled Over and Click It or Ticket campaigns.

Ruiz named dean of CLC Lakeshore campus The College of Lake County has named Jesus Ruiz, M.A.Ed., as dean of the Lakeshore (Waukegan) campus.

In his role, Ruiz oversees the shortand long-term planning for the campus, encompassing areas such as budgets, programming, services, and staffing. A Waukegan native, Ruiz previously served as director of community engagement and pipeline initiatives at Rosalind Franklin University in North Chicago. During his seven years there, his duties included directing the INSPIRE summer research program. He also coordinated a program offering post-baccalaureate students from disadvantaged backgrounds the opportunity to enroll at no cost in a nondegree curriculum track to improve their competitiveness when applying for admission in medical or health programs. Under his leadership, the university tripled the number of underrepresented students accepted into the medical school. He also instituted a university-wide day of service.

Previously, Ruiz served as a research associate at the Lake County Health Department. His community involvement in Waukegan has included leadership roles for United Way of Lake County, Waukegan Public Library, Waukegan Park District Foundation and The Latino Coalition of Lake County.

“I’m extremely honored and excited to be named as dean of the Lakeshore Campus,” said Ruiz, a Waukegan native and 2000 graduate of Waukegan High School. “This is an incredibly exciting time for the campus and eastern Lake County, as the $1.5 million Workforce Equity grant provides tuition-

free career education for nearly 200 students, and as Lakeshore prepares for a $48 million expansion. I look forward to working with CLC community stakeholders in making this campus a thriving center of community engagement.”

CLC President, Dr. Lori Jesus Ruiz Suddick, said, “The College is extremely pleased to have Jesus join the CLC team as dean of the Lakeshore campus.

His experience in engaging underrepresented communities in higher education and his demonstrated leadership in Waukegan and the eastern Lake County communities will make a difference in the College’s efforts in improving access and success for every student at CLC.” Ruiz holds a B.S. in biology from Loyola University Chicago and a M.A.Ed. degree in higher education leadership from Northeastern Illinois University.

Currently, he is a doctoral student at Illinois State University, focusing on educational administration and foundations, with a specialty in equity, inquiry and research.

“The American Dream is alive and well,” Ruiz said, citing his own life of growing up in a family of five that shared a one-bedroom apartment and shopped at Waukegan area thrift stores. “Education truly has changed my life, and through CLC’s appeal to all audiences, I look forward to helping others break the cycle of low income, feeling trapped in an unfulfilling job and reach selfactualization.”

The Lake County Health Department warns residents to avoid possible exposure to rabies by avoiding contact with bats, especially in your home.

So far in 2019, the Health Department has submitted 39 bats to the Illinois Department of Public Health for testing, of which three tested positive for rabies: two in Antioch and one in Highland Park.

“Bats are commonly encountered during the fall because of their migration and search for winter quarters in places like attics,” said Mark Pfister, Executive Director of the Health Department. “It is important to take preventative

steps to protect yourself, your family, and pets from bats and rabies.”

Rabies prevention tips: • Do not touch bats or attempt to remove them from your home. Report bats to Animal Care and Control by calling (847) 377-4700.

• Do not feed, touch, or adopt wild animals or stray dogs and cats. Teach children to never handle unfamiliar animals, even if they appear friendly.

Contact the Health Department if you encounter sick or injured wildlife as well as wildlife within your home.

• Vaccinate your pets and do not allow them to roam free.

Bats are generally not a threat and are highly beneficial animals as they feed exclusively on insects.

The rabies virus infects the central nervous system, causing disease in the brain and eventually, death. Early symptoms of rabies in people include fever, headache, and general weakness or discomfort. As the disease progresses, more specific symptoms appear, including insomnia, anxiety, confusion, slight or partial paralysis, excitation, hallucinations, agitation, hypersalivation, difficulty swallowing, and hydrophobia. Death usually occurs within days of the onset of these symptoms.

If anyone in your family has direct contact with a bat or notices a bat acting in an unusual manner, such as flying in daylight or lying on the ground or in your home, contact Animal Care and Control immediately at (847) 377-4700. A trained animal warden will remove the bat at no cost, and the Health Department may submit the bat for rabies testing. The Health Department may refer callers to bat exclusion companies and provide information on methods for excluding bats.

The McHenry County Sheriff’s Office will be hosting free Snowmobile Safety Education Classes in Woodstock. After successfully passing this class, attendees will receive a State of Illinois Snowmobile Safety Education Certificate of Competency.

Illinois requires any person without a driver’s license, or at least 12-years-old and less than 16-years-old, operating a snowmobile to possess a valid Illinois Snowmobile Safety Education Certificate or be accompanied on the snowmobile by a person at least 16-years-old.

Attendees of this one-day, eight (8) hour course will learn the basics in maintenance and repair of snowmobiles, proper and safe operation, history of snowmobiling, first aid, protection of the environment and the state laws.

McHenry County Sheriff’s arrest bulletin The following arrests in McHenry County were reported by the McHenry County Sheriff’s Department. Suspects are considered innocent until proven guilty in a court of law.

Oct. 3 Rashed L. Hendricks, 38, Elgin, was cited for a violation of an order of protection; Michael R. Brown, 38, Chicago, was cited for contempt of court; Megan N. Lake County leaders gathered for Early Childhood Initiatives Conference

Lake County community leaders, law enforcement officials, and early childhood professionals and advocates came together for a forum on “Early Childhood Essentials in Lake County” on Thursday, October 17. The event was hosted by Lake County State’s Attorney Michael Nerheim, Fight Crime: Invest in Kids Illinois, and the Erikson Institute.

An analysis shows a tremendous unmet need for early childhood programs in Lake County. For FY2019, state funding for preschool in the Early Childhood Block Grant came $8.6 million short of requests from Lake County school districts.

While some funding has been restored for FY2020, the gap is still

in excess of $4.4 million.

Nerheim said early childhood programs benefit Lake County through crime-prevention potential.

“Members of law enforcement,” said Nerheim, “have long advocated for investments that get young children off to the right start in life: home visiting programs that provide voluntary coaching for expectant and new parents, child care for working families, and quality preschool are all part of a comprehensive approach to early childhood that actually makes our communities safer in the long-term.”

Erikson Institute President and CEO Geoffrey A. Nagle delivered the keynote address showing how programs can benefit the community.

“The first three years of a child’s life — roughly 1,100 days — is a critically important time for brain development,” said Dr. Nagle. “Early childhood experiences have a lasting impact, and can lay the groundwork for either positive or negative experiences in school and life. It is crucial that we support children and families during these three years, and reconceptualize the programs and services available to them.”

The Erikson Institute’s “Risk and Reach” analysis of Lake County also found that there is a tremendous unmet need for other services for young children. In FY2016, only 3.1% of program-eligible children aged 5 and under were enrolled in a home visiting program.

On November 2 at 1:00 a.m. Antioch police officers responded to a vehicle crash a the Antioch Chamber of Commerce building at 882 Main Street.

Upon arrival officers located a 1997 Ford pickup that had crashed into the building.

The driver, 23-year-old Dimitry Skinner of Grayslake, was transported to an area hospital. Skinner told officers he had consumed alcohol and narcotics.

The crash investigation indicated that Skinner was traveling at a high rate of speed south on Main Street when he failed to negotiate the slight

Applying for an Illinois Real ID card To apply for a Real ID card, you will need to visit a Illinois Department of Motor Vehicles facility in-person, have a new photo taken, and provide several pieces of identification.

Beginning October 1, 2020, a Real ID card will be required to fly on domestic flights and visit federal facilities. You can still use a valid United States passport for flying or for visiting federal facilities after the October deadline passes.

Based on federal guidelines, to obtain an Illinois Real ID card, all applicants — including those who currently hold a standard Illinois Driver’s License or State Identification Card — must provide:

• One document proving identity (examples: a certified U.S. birth certificate, a U.S. passport, an employment authorization document, a permanent resident card or a foreign passport with an approved I-94 form).

Important: Name change documents, such as certified copies of a marriage certificate, etc., will be required if the applicant presents a certified birth certificate with a name different from his/her current name. Lake County Sheriff’s Office releases Halloween traffic safety campaign results

The Lake County Sheriff’s Office arrested two impaired drivers and issued 43 seatbelt and child safety restraint violation citations during the recent Halloween traffic safety campaign.

Law enforcement agencies throughout Illinois participated in this effort to save lives

by arresting impaired drivers, keeping them off the roadways, and working to ensure more occupants are buckled-up. The campaign took place from October 19 through October 31.

Extra emphasis was placed on enforcement during latenight hours when statistics show the most unbuckled and

impaired driving fatalities occur.

The recent law enforcement campaign was made possible by federal highway safety funds administered by the Illinois Department of Transportation and is part of the statewide Drive Sober or Get Pulled Over and Click It or Ticket campaigns.

Ruiz named dean of CLC Lakeshore campus The College of Lake County has named Jesus Ruiz, M.A.Ed., as dean of the Lakeshore (Waukegan) campus.

In his role, Ruiz oversees the shortand long-term planning for the campus, encompassing areas such as budgets, programming, services, and staffing. A Waukegan native, Ruiz previously served as director of community engagement and pipeline initiatives at Rosalind Franklin University in North Chicago. During his seven years there, his duties included directing the INSPIRE summer research program. He also coordinated a program offering post-baccalaureate students from disadvantaged backgrounds the opportunity to enroll at no cost in a nondegree curriculum track to improve their competitiveness when applying for admission in medical or health programs. Under his leadership, the university tripled the number of underrepresented students accepted into the medical school. He also instituted a university-wide day of service.

Previously, Ruiz served as a research associate at the Lake County Health Department. His community involvement in Waukegan has included leadership roles for United Way of Lake County, Waukegan Public Library, Waukegan Park District Foundation and The Latino Coalition of Lake County.

“I’m extremely honored and excited to be named as dean of the Lakeshore Campus,” said Ruiz, a Waukegan native and 2000 graduate of Waukegan High School. “This is an incredibly exciting time for the campus and eastern Lake County, as the $1.5 million Workforce Equity grant provides tuition-

free career education for nearly 200 students, and as Lakeshore prepares for a $48 million expansion. I look forward to working with CLC community stakeholders in making this campus a thriving center of community engagement.”

CLC President, Dr. Lori Jesus Ruiz Suddick, said, “The College is extremely pleased to have Jesus join the CLC team as dean of the Lakeshore campus.

His experience in engaging underrepresented communities in higher education and his demonstrated leadership in Waukegan and the eastern Lake County communities will make a difference in the College’s efforts in improving access and success for every student at CLC.” Ruiz holds a B.S. in biology from Loyola University Chicago and a M.A.Ed. degree in higher education leadership from Northeastern Illinois University.

Currently, he is a doctoral student at Illinois State University, focusing on educational administration and foundations, with a specialty in equity, inquiry and research.

“The American Dream is alive and well,” Ruiz said, citing his own life of growing up in a family of five that shared a one-bedroom apartment and shopped at Waukegan area thrift stores. “Education truly has changed my life, and through CLC’s appeal to all audiences, I look forward to helping others break the cycle of low income, feeling trapped in an unfulfilling job and reach selfactualization.”

The rabies virus infects the central nervous system, causing disease in the brain and eventually, death. Early symptoms of rabies in people include fever, headache, and general weakness or discomfort. As the disease progresses, more specific symptoms appear, including insomnia, anxiety, confusion, slight or partial paralysis, excitation, hallucinations, agitation, hypersalivation, difficulty swallowing, and hydrophobia. Death usually occurs within days of the onset of these symptoms.

If anyone in your family has direct contact with a bat or notices a bat acting in an unusual manner, such as flying in daylight or lying on the ground or in your home, contact Animal Care and Control immediately at (847) 377-4700. A trained animal warden will remove the bat at no cost, and the Health Department may submit the bat for rabies testing.

The Health Department may refer callers to bat exclusion companies and provide information on methods for excluding bats.

Aid helps single mom find new home — without bugs Dear W.C., My 10-year-old son and I have rented the same duplex for the past four years and I’ve always had a good relationship with my landlord. Six months ago a new renter moved into the adjoining unit and ever since then my problems began.

It started with the new tenants blasting their music and television all night long. I brought this up to my landlord and he said he would get them to turn it down. Then the bad smell started. It smells like rotting garbage and chemicals.

Then last month I noticed the bugs. I am a clean freak and have never had bugs anywhere I have lived.

Now there are roaches throughout my kitchen and my son has bed bug bites. I have contacted my landlord numerous times and all he has done is come out and spray. He refuses to hire an exterminator, and the fumes from the spray are so toxic I will not bring my son inside.

We have slept in my car for the past week because I do not have money for a hotel or for first month’s rent and security deposit elsewhere. I checked everything after he sprayed and the bugs are still there anyway. It did absolutely nothing. Since then I have found more bedbugs in our beds and our couch. I called a motel and arranged for them to check in that night because it would be in the 50s and much too cold for them to sleep in a car. I also arranged for a volunteer to drop off grocery and gas gift cards at her motel room. The volunteer also was knowledgeable about bedbugs and checked the room to be sure it was clean.

The next day I met the woman and her son at the motel. I had brought sandwiches and snacks and while they ate we talked about her apartment options.

The woman was understandably afraid of this situation happening again and broke down in tears. Her son came over to hold her hand and comfort his mother. Hearing our conversation about leaving behind their belongings, the boy asked, “What about my stuffed animals and books?”

I told him how we did not want to bring any bugs to the new apartment, so we would give him a gift card to go shopping and pick out new ones. “That will be fun Mom. See, we won’t have to worry about bugs anymore.”

“How will we afford to move into a new apartment?

I have already paid my rent for this month at our duplex and do not have any more money for a new apartment.”

I told her about an apartment building where most of the tenants stay for years due to the reasonable rent and the care that the landlord provides. There was an apartment available, so I told the landlord the woman would take it.

My next phone call was to the landlord at her duplex. He insisted the problem was not his to deal with. And when I informed him they would need to get out of their lease, he refused to refund her security deposit because he would have to dispose of their belongings.

The next day we paid the security deposit and first month’s rent. We also arranged for new beds and bedding to be delivered.

We provided gift cards for additional groceries, household necessities and toiletries to replace what was left behind. By the end of the week they moved into the new apartment.
