Lake County Sheriff’s office participating in Drug Take Back Day Oct. 26

PM&L presents Chess, the Musical Chess, a musical of the Cold War, directed by Lorrie Ferguson (previous PM&L credits include The Game’s Afoot, Man of La Mancha, and The Mousetrap) opens Friday, Nov. 8, and will run Fridays, Saturdays, and Sundays until Sunday, Nov. 24.

The collaborators on Chess are giants of rock music and rock musicals. The music by Benny Anderson and Bjorn Ulvaeus (ABBA) of Mamma Mia fame, lyrics/concept by Tim Rice (Evita, Aladdin, The Lion King), and book by Richard Nelson.

In Chess, the ancient game becomes a metaphor for romantic rivalries, competitive gamesmanship, super-power politics, and international intrigues.

A love triangle forms: the loutish American chess star (Jeffrey DuBois, Spring Grove, IL), the earnest Russian champion (Michael Metcalf, Elgin, IL), and a Hungarian American female assistant (Rebecca Zellar, Antioch, IL) who arrives at the international chess match in Bangkok with the American, but falls for the Russian. From Bangkok to Budapest the players, lovers, politicians, and spies manipulate and are manipulated to the pulse of a monumental rock score that includes “One Night in Bangkok”, “Heaven Help My Heart”, and “I Know Him So Well.”

Chess will run Fridays and Saturdays, Nov. 8, 9, 15, 16, 22, and 23 at 8 pm. Sunday matinee performances will be November 10, 17, and 24 at 2:30 pm.

Corrections officer charged with official misconduct, theft

Schroeder named executive director of 19th Judicial Circuit

Chief Judge Jay W. Ukena is pleased to announce that Todd A. Schroeder has accepted the position of Executive Director of the Nineteenth Judicial Circuit.

Schroeder will assume his role on November 27.

“When searching for a new Executive Director, we sought not only someone with experience and Todd A. strong managerial skills, but also Schroeder a leader with a comprehensive understanding of the justice system, the importance of fostering and maintaining the confidence of those we serve, and working with our justice partners.

Mr. Schroeder certainly fits the bill in every respect.

All of us here at the Nineteenth Judicial Circuit are excited about Todd joining us and look forward to a seamless transition,” said Chief Judge Jay W. Ukena.

Mr. Schroeder comes with extensive experience as a court management professional at both the state and local levels. Most recently, Schroeder served five years as Assistant Director of the Court Services Division of the Administrative Office of the Illinois Courts. His 35-year career as a court professional began at the Winnebago County Department of Court Services where he served in juvenile and adult probation, pretrial services and helped establish the Seventeenth Judicial Circuit’s (Winnebago and Boone Counties) problem-solving courts. He also held administrative positions at the Seventeenth Judicial Circuit prior to serving as its Trial Court Administrator. Mr. Schroeder has a Bachelor of Science Degree in Criminal Justice from Illinois State University and is a member of the National Association for Court Management.

“I am grateful and excited for the opportunity to become the Executive Director of the Nineteenth Judicial Circuit. I very much look forward to serving the outstanding judiciary, professional court staff and the citizens of Lake County in this new role,” said Mr. Schroeder.

A Lake County Sheriff’s Corrections Officer, Manuel Duarte, has been charged with one count of theft (class 2 felony) and one count of official misconduct (class 3 felony), following a criminal and internal investigation conducted by the Lake County Sheriff’s Office. The investigation found Duarte stole over $20,000.00, after falsifying time cards.

After being sworn-in as Sheriff in December, Sheriff John Idleburg conducted an initial assessment of the internal structure, effectiveness, and efficiency of the Sheriff’s Office. Following the assessment, Sheriff Idleburg made several internal changes, including the promotion of new executive-level leadership in the Lake County Jail. The

newly placed jail leadership has been making ongoing changes to previously existing policy and procedure, optimizing operational efficiency and ensuring internal compliance.

In June of 2019, Lake County Sheriff’s Correctional Command found a discrepancy in the electronic time card of Correctional Officer Manuel Duarte. Corrections Command notified Sheriff’s Administrative Command.

Sheriff John Idleburg immediately ordered an internal investigation to be conducted by the Office of Professional Standards and placed Duarte on administrative leave, relieving him of his duties.

A comprehensive investigation found Duarte modified his electronic time cards to include overtime hours for

hours he did not actually work. The investigation revealed this occurred on various time cards dating back to N o v e m b e r Manuel Duarte of 2017 and resulted in the payout of over $20,000.00.

On October 16, 2019, the Lake County State’s Attorney’s Office approved the charges of official misconduct (class 3 felony) and theft (class 2 felony). An arrest warrant was drafted, a Lake County Judge authorized the warrant and set Duarte’s bond at $200,000.00. The Lake County Sheriff’s Warrants Team arrested Duarte at his

residence in the 38300 block of North Holdridge Avenue, Beach Park. Duarte was transported to the Lake County Jail where he is currently being held pending an initial court.

An employment termination process has been initiated for Duarte.

Sheriff John Idleburg said, “I am extremely disappointed that a member of our office would violate their oath and the public’s trust. Neither I, nor our staff, will tolerate an employee violating the laws we are sworn to enforce. We enlisted to serve the community, not take advantage of the community. This rogue corrections officer is not a reflection of the hard-working personnel we have, who dedicate themselves to serving the Lake County Community.”

The Lake County Sheriff’s Office urges the community to follow basic crime prevention steps to avoid becoming the victim of having a vehicle stolen.

This year over 60 reports have been made within the jurisdiction of the Lake County Sheriff’s Office of someone having their vehicle stolen (this figure does not include vehicle theft reports taken by municipal police departments). In the vast majority

of these incidents the vehicle was either left unoccupied while running in a driveway, a parking lot, on the street, or the vehicle was parked, but a spare key or spare key fob was left inside the vehicle.

Thieves rarely ‘hot wire’ vehicles anymore.

Vehicle thieves have been particularly active in the predawn hours, when car owners are warming their vehicle before they leave for work or school. During these times, ve-

hicle thieves will cruise through neighborhoods looking for vehicles warming in driveways.

When a vehicle is left running or keys/key fobs are left inside the vehicle, a thief can steal it in seconds. Often times if the stolen vehicle is located by law-enforcement, the thief flees from law-enforcement in the stolen car.

Some basic tips can help reduce the chance of becoming a victim: • Don’t leave cars running

while unoccupied – even with the doors locked • Don’t leave spare keys or key fobs in the vehicle • Always keep your vehicle locked • Remove valuables from your vehicle • Keep residential exterior lighting on during the overnight hours • Consider residential video surveillance • Always call 911 if you see suspicious activity

PM&L presents Chess, the Musical Chess, a musical of the Cold War, directed by Lorrie Ferguson (previous PM&L credits include The Game’s Afoot, Man of La Mancha, and The Mousetrap) opens Friday, Nov. 8, and will run Fridays, Saturdays, and Sundays until Sunday, Nov. 24.

The collaborators on Chess are giants of rock music and rock musicals. The music by Benny Anderson and Bjorn Ulvaeus (ABBA) of Mamma Mia fame, lyrics/concept by Tim Rice (Evita, Aladdin, The Lion King), and book by Richard Nelson.

In Chess, the ancient game becomes a metaphor for romantic rivalries, competitive gamesmanship, super-power politics, and international intrigues.

A love triangle forms: the loutish American chess star (Jeffrey DuBois, Spring Grove, IL), the earnest Russian champion (Michael Metcalf, Elgin, IL), and a Hungarian American female assistant (Rebecca Zellar, Antioch, IL) who arrives at the international chess match in Bangkok with the American, but falls for the Russian. From Bangkok to Budapest the players, lovers, politicians, and spies manipulate and are manipulated to the pulse of a monumental rock score that includes “One Night in Bangkok”, “Heaven Help My Heart”, and “I Know Him So Well.”

Chess will run Fridays and Saturdays, Nov. 8, 9, 15, 16, 22, and 23 at 8 pm. Sunday matinee performances will be November 10, 17, and 24 at 2:30 pm.

Former Richmond resident arrested on drug charges Was out on bond for beating ex-girlfriend

A man out on bond for allegedly battering an ex-girlfriend in Kenosha County faces felony drug charges related to an Oct. 10 cocaine bust at a Town of Burlington residence.

Edward J. Kirk, 47, formerly of Richmond, Illinois, made his initial appearance in Racine County Circuit Court the following day on felony counts of possession of cocaine with intent to deliver, 15-40 grams, possession of narcotic drugs, maintaining a drug trafficking place and possession of a firearm by an outstate felon.

Additionally, Racine County prosecutors charged Kirk with misdemeanor possession of marijuana, possession of a controlled substance, possession of drug paraphernalia as well as two counts of misdemeanor bail jumping.

Kirk, who was bound over for trial by Racine County Court Commissioner Alice A. Rudebusch, remains held on $25,000 cash bond and was slated to appear at a Wednesday preliminary hearing.

According to the criminal complaint, Racine County Metro Drug Unit investigators received information Kirk was selling cocaine, and executed a search warrant at his apartment in the 8700 block of Mo-

rel Drive in the Town of Burlington.

Inside the home, authorities found 28.8 grams of cocaine, 7.8 grams of Edward J. marijuana, Kirk two Vicodin tablets, a digital scale, cutting agent, packaging materials along with a firearm and ammunition, the complaint contends.

According to the complaint, Kirk, who rented a second-floor bedroom, had only been living there for about a month.

“Kirk has a lengthy criminal history in Wisconsin and Illinois,” the Racine County Sheriff’s Office said in a news release. “Kirk is also out on bond for battery/disorderly conduct domestic abuse from a case in August 2019.”

In Kenosha County, Kirk allegedly struck his former live-in girlfriend at a tavern in the Village of Salem Lakes in July, according to a criminal complaint.

The former girlfriend told police she was at Ralph’s Ace of Heart’s tavern, 10720 Antioch Road, in July when Kirk entered the establishment and forced her outside.

Meanwhile, according to surveillance video from inside the tavern, Kirk allegedly walked in with a different woman, went directly towards the victim and kicked her in the legs as she tried to leave, the complaint states.

On Aug. 20, five days after he was arrested on an outstanding warrant, Kirk made his initial appearance in Kenosha County Circuit Court and released on $500 cash bond.

Kirk, a three-time convicted drunken driver, faces additional charges of operating while revoked and an ignition interlock device tampering/failure to install/violate court order, online court records show.

He will next appear at final pretrial hearings on Oct. 28 in both cases.

Confessions of a previously type-A Halloween personality As a kid, I took Halloween seriously. I mean, heck, there was only one day out of the whole year where candy was free and Halloween was it.

Making the most of the night was paramount to sugar success. We had a limited amount of time before our neighbors shut off their porch lights and went to bed, so we had to work to be prudent and pragmatic with our time. I prepared for the holiday with a Type-A approach.

The following information is true, but I sort of wish it weren’t.

Back in the day, I started planning our candy acquiring route mid-October.

I studied the layout of our neighborhood, counted blocks and houses in order to map out the most expedient trick-or-treating course so my friends and I never had to backtrack or cross the street more often than necessary.

Any extra steps in our path meant added time and effort.

Our goal was be shrewd, systematic and successful in our candy collection. Further, we started at the corner farthest from my house and worked our way inward so that at the end we’d be home.

I suppose there’s some sort of control issue wrapped within the bars of chocolate I’m giving out. But I always make sure to give kids — the young ones especially — a hefty handful.

After dark, we turn out the lights and I finally experience what I’ve been waiting for all day: the savoring of one last late night Reese’s.

Fox Lake one-car fatal crash under investigation The Fox Lake Police Department with the assistance of the Lake County Major Crash Assistance Team (MCAT) is investigating the fatal crash that occurred on IL Rt. 173 near North Converse Rd. on Sunday, Oct. 20 at approximately 7:21 p.m.

Preliminary information indicates that a 1994 Toyota Camry was being operated in Genoa City, Wis., at a high rate of speed when it was observed by a Genoa City police officer. The vehicle was occupied by three people, including the driver, a 28-year-old male and two 18-year-old female passengers.

The officer attempted to make a traffic stop on the vehicle. The driver refused to stop at which time a pursuit was initiated. The pursuit continued into Illinois traveling through various jurisdictions.

As the fleeing vehicle traveled

east on IL Rt. 173 through Spring Grove, Ill., a Spring Grove officer responded to assist and participated in the pursuit. As the vehicle entered Fox Lake and was approaching the area of North Converse Rd., the fleeing motorist lost control of the vehicle.

The vehicle left the roadway on the north side of Route 173 striking several trees. A fire was also ignited as a result of the collision.

A passing motorist and officers were able to assist in removing the driver and passengers. They were transported to local hospitals where the driver and one female passenger were pronounced dead.

The second female passenger was admitted into the hospital in serious condition.

At press time the investigation was still in preliminary stages and names had not been released.
