McHenry, Kenosha County leaders pledge support for proposed trail

The governments of McHenry County, and Kenosha County, Wisconsin are working across the border to create a new bike and pedestrian trail to link them together.

Representatives from both counties came together in Wilmot on Aug. 24 to formally kick off the initiative to build the Midwest Interstate Trail.

Both state government and county officials joined to support securing the needed funding for the public-private venture.

“McHenry and Kenosha counties take pride not only in their open spaces, but also the innumerable ways that residents and visitors have to enjoy them, such as our great respective networks of hiking, biking and walking paths,” said McHenry County Board Chairman Michael Buehler. “We’re very enthusiastic about uniting them through the Midwest Interstate Trail, and the possibilities it will open for both of our counties.”

The proposed trail will connect the existing bike trail systems of both counties.

The Kenosha County Division of Parks manages 16 miles of paved pathways, 23 miles of multi-use and hiking trails, and 13 miles of purpose-built mountain bike trails. The McHenry County

Conservation District manages more than 45 miles of trails.

“I’m pleased that we’re able to partner with our neighbors to the south on this link between our communities,” Kenosha County Executive Samantha Kerkman said. “Kenosha County is the gateway to Wisconsin, and I look forward to working with on this long-term vision that will make it easier and safer for bicyclists and pedestrians to cross the state line in both directions.”

Funding is being sought from both states, and federal sources, to pay for phases of the project before any work moves forward.

Representatives from Thelen Sand and Gravel, which has pledged to donate a significant portion of the land to cover eight miles of the trail, also attended the Aug. 24 ceremony.

Founded in 1947, and with locations in northeastern Illinois and southeastern Wisconsin, Thelen Sand and Gravel is one the Chicago area’s largest family-owned aggregate and organic soil manufacturers.

to be selected for a $25,000 Horatio Alger National Scholarship program award.

She was also named a Questbridge Prep Scholar, which is not a direct monetary award but puts her in position to earn several potential benefits to help her college search.

Munoz also plans to apply for the Questbridge’s National College Match, which could open the door to a full-ride scholarship to one of 50 select partner schools across the country.

For the Horatio Alger scholarship, in addition to the $25,000 monetary award, the National Scholarship program also provides a trip to Washington D.C. in the spring to participate in the Nation-

The program is specifically designed for students who have overcome adversities and plan to attend college and get a bachelor’s degree.

Alexa, a first-generation student, is interested in further study in cultures and languages, politics, law, social justice, women’s studies and more. She’s looking at University of Chicago, Northwestern University and Loyola University as potential postsecondary options.

She said she was thrilled to learn of the award. “I can’t even describe it. It was very surreal.”

Munoz said there are a lot

of first-generation students she knows who are trying to navigate the college and scholarship search process. Being a first-generation student meant she had to rely on only herself to learn in a sometimes complicated educational system, Munoz said.

“It is difficult to navigate through a world where a lot of the times all the odds are against me,” she said. “Despite this, I continue to persevere throughout my challenges, learn from them, and grow more resilient.”

Her advice for other students is to make connections in school and beyond to learn about scholarship opportunities. She participated in the Congressional Hispanic Caucus Institute program a few summers ago in Washington D.C., and learned about many opportunities through that experience.

‘Surge’ in organization efforts has labor leaders optimistic for the future

‘State of the Unions’ report shows increased organizing activity

The communications and design division of the Lake County Forest Preserves earned two national awards relating to Horizons, a free quarterly magazine that features articles and news about conservation, wildlife, trails, recreation, nature and history education.

Lake County Forest Preserves publication earns national award

The communications and design division of the Lake County Forest Preserves earned two national awards through APEX, the Annual Awards for Publication Excellence Competition.

The awards are related to Horizons, available in print and online. The free quarterly magazine features articles and news about conservation, wildlife, trails, recreation, nature and history education.

The Forest Preserves earned a Grand Award–the top honor–for the fall 2022 issue of Horizons in the “newsletters” category.

An Award of Excellence was garnered for a feature story, “Growing Through Change: Preparing for the Future Climate” in the spring-summer 2022 issue of Horizons. This was entered in the “environment–climate change/ecofriendly” category.

The APEX Awards recognize excellence in graphic design, editorial content and the ability to achieve overall communications excellence.

With more than 1,100 entries, competition was intense. 100 Grand Awards were presented to honor outstanding work in 14 categories, and 453 Awards of Excellence recognized exceptional entries in 100 subcategories.

“It is gratifying to see the team’s talent and expertise recognized at a national level,” said Rebekah Snyder, director of community engagement and

partnerships. “The awards reaffirm what our readers already know: Horizons is a highly professional and beautiful publication that informs the public about programs, events and initiatives as part our 100-Year Vision for Lake County.”

Communications and Design Manager Jeanna Martinucci is the editor and designer of Horizons and has worked for the Forest Preserves for six years. She studied graphic design at Columbia College in Chicago and has been a professional graphic designer for more than 17 years. At the Forest Preserves she specializes in print and digital communications, brand management, marketing campaigns, social media management and photography.

Kim Mikus writes for Horizons magazine and a variety of other resources promoting the Forest Preserves. An award-winning newspaper reporter and editor, Mikus joined the Forest Preserves as media and community relations specialist nearly five years ago.

As workers in Illinois celebrated Labor Day on Monday, a new report shows there has been a surge in efforts to organize labor unions in workplaces throughout the state, while overall public approval of labor unions nationally is the highest in nearly six decades.

In 2022, there were 72 successful petitions to organize labor unions in Illinois, which represent 9,600 new unionized workers, the highest single-year numbers at any point in the last decade.

That’s according to The State of the Unions 2023, an annual report by the Illinois Economic Policy Institute, a think tank with strong ties to organized labor, and the Center for Middle Class Revival at the University of Illinois Urbana-Champaign.

After decades of declining union membership and declining unionization rates, U of I’s Robert Bruno, a coauthor of the report, said those numbers may signal a resurgence in the labor movement.

“That’s kind of a leading indicator of an upsurge, of growth in the movement,” Bruno said in an interview. “And if you look at where you’re seeing organizing happening—in a lot of growth sectors with larger numbers of employees—then you see the kinds of conditions for increasing the actual density of the labor movement.”

While the rate of unionized workers in Illinois had increased in 2020—followed

by a boost of nearly 16,000 new unionized workers the following year—the state saw declines in both metrics in the past year, according to the report. That continued the downward trend in unionization in the last decade. In 2022, there were 734,430 unionized workers in Illinois, which represented 13.1 percent of the state’s total workforce.

The report attributes that to a shift in the state’s economy away from manufacturing and other unionized sectors toward more service- and knowledge-based industries with low unionization rates. It also cites a large number of vacancies in federal, state and local government positions, which make up the bulk of union membership.

The authors also attribute some of that to the 2018 U.S. Supreme Court case, Janus v. the American Federation of State, County and Municipal Employees, which struck down an Illinois law that required public employees who chose not to join the union representing their shop to nevertheless pay a portion of their union dues known as “fair share” or “agency fees.” Those fees covered a portion of the union’s costs for collective bargaining.

“State and local government vacancies increased 78 percent following Janus as wages in the public sector failed to keep pace with those in the private sector,” said ILEPI’s Frank Manzo IV, the other coauthor of the report.

“And in Illinois, unfilled positions at public school districts rose 164 percent. And Illinois also had thousands of vacant state local government jobs and in 2022 … So it’s the labor shortage that’s in part caused by the Janus decision

because workers are dissatisfied with pay in the public sector.”

Statewide, public sector union membership has fallen by about 24,000, or 3.3 percent, since the Janus decision and now averages around 334,000.

Still, the report notes, Illinois’ unionization rate of 13.1 percent of its workforce is significantly higher than the national average of 10.1 percent. Nationwide, however, total union membership grew in 2022 to nearly 14.3 million workers, the first time that has happened since 2017.

The report cites an August 2022 Gallup poll that found 71 percent of Americans say they approve of labor unions, up from 68 percent the year before and the highest union approval rating Gallup had recorded since 1965.

The demographics of union membership have also been changing, with younger workers aged 25-34 making up a larger share of the total. Since 2019, that age group saw a 2.3 percentage point increase in unionization. By contrast, there were declines in unionization among workers aged 35-44 and older workers over 65.

Unionization rates were highest among people with master’s degrees but lowest among people with less than a high school diploma as well as people with professional or doctorate degrees.

The top four industries by unionization rates were public administration, construction, transportation and utilities, and the combined educational and health services industry. The report notes that the manufacturing workforce, historically a leader in industrial unionization, is now only 8.8 percent organized in Illinois.

Antioch resident David Lewis being transferred into the custody of Antioch Police by the NIPAS swat team. Lewis has been charged with Unlawful Restraint, a class 4 felony and Aggravated Assault, a class A felony.

Antioch police make arrest related to armed restraint and assault

The Village of Antioch Police Department has arrested a 65-year-old Antioch resident on charges related to the unlawful restraint and assault of a female acquaintance. On August 29, David Lewis, of the 300 block of Ginger Lane, was taken into custody after a warrant was issued for his arrest. An acquaintance of Lewis reported to police that she was held against her will and threatened with a weapon. Due to the nature of the incident, the Antioch Police Department was assisted in serving the arrest warrant by the Northern Illinois Police Alarm System (NIPAS) swat team.

The investigation concluded that the victim was held against her will during the day on Monday at Lewis’ home. She was able to safely flee the residence and later notify police. Investigators were able to secure an arrest warrant from the Lake County State’s Attorney’s Office Tuesday morning. Lewis was taken into custody without incident shortly after noon on August 29.

Lewis has been charged with: (1) Count –

Unlawful Restraint | Class 4 Felony and (1) Count – Aggravated Assault | Class A Felony.

The Antioch Police Department has also filed a firearm restraining order against Lewis. Investigators were able to obtain a search warrant for Lewis’ home, which led to officers recovering a weapon that is believed to have been used in the assault of the victim.

The investigation is still ongoing. Additional charges could be forthcoming.

The Antioch Police Department has been a member of NIPAS for over a decade.

Antioch Police Chief Geoffrey Guttschow says he is grateful for the assistance of NIPAS to peacefully resolve the situation.

“Having the ability to utilize the NIPAS swat team was critical in peacefully resolving this situation,” said Chief Guttschow. “The team members of NIPAS are highly skilled and trained for situations like this, which could very quickly escalate into a more dangerous situation.”

Lewis was being held on $150,000 bond while awaiting his initial court hearing.

The City of Woodstock recently cut the ribbon on the newly restored, and renamed, Old Courthouse Center, on the Square. This 166 year-old building will be home to tenant businesses including the existing Woodstock Public House and the new MobCraft Brewery, the Woodstock Chamber of Commerce and and two micro-business incubators.

SBA disaster loans from severe weather event applications available

Lake and McHenry Counties have been declared eligible for US Small Business Administration emergency loans as a result of the severe weather and flooding that struck the area between June 29 and July 2, 2023. While the declaration covered Cook County, Lake, McHenry and the rest of the contiguous collar counties are also eligible. Disaster loans

are available to cover damage to homes, and both physical and economic damage to businesses.

Serious crash under investigation

On August 25, Lake County Sheriff’s Deputies responded to a traffic crash with injuries on Route 137 at Route 45, unincorporated Libertyville. Sheriff’s deputies arrived and located a motorcyclist with critical injuries.

Preliminary investigation shows a 2010 Chrysler sedan, driven by a 26-year-old man of Round Lake Beach, was traveling eastbound on Route 137. The driver of the Chrysler was attempting to make a left turn onto the ramp leading to Route 45. The driver of the Chrysler turned left, directly into the path of a westbound

2010 Yamaha motorcycle, being driven by a 56-yearold man of McHenry. The driver of the motorcycle was unable to avoid the collision and struck the Chrysler, which caused him to be thrown from the motorcycle.

The driver of the motorcycle was transported to Advocate Condell Medical Center in Libertyville with life-threatening, critical injuries. The driver of the Chrysler was not injured.

The crash remains under investigation by the Lake County Sheriff’s Office Technical Crash Investigations Unit.

On May 29, 2022, Waukegan Police Officers responded to a report of persons shot near a local restaurant parking lot. When officers arrived, they found two men with gunshot wounds. One survived, and the other, identified as Stefan Filipovic, succumbed to his injuries later that day in the hospital.

The trial began on Monday, August 28, 2023, lasting four days. The jury heard from more than a dozen State witnesses, including law enforcement officers who described how they were able to retrieve multiple surveillance videos from nearby businesses and residences, including video of the shooting.

Medina shot both victims. After the shooting, Andino picked up Medina, and left the scene.

Forensic experts explained how firearm residue was found in a piece of clothing that was collected from Medina’s residence, and matched the description of what the shooter was wearing. State’s Attorney Cyber Lab Director JB Brooks testified that forensic analysis revealed how calls were made between Medina and Andino around the same time of the shooting.

Andino faces up to 30 years to be served at 85% for his role in the shooting, and Medina faces somewhere between 45 years to life in the Illinois Department of Corrections, to be served at 100%.
