Celebrate fall at Richardson Farm Richardson Farm celebrates 20 years of A-Mazeing this fall.

Billed as the “World’s Largest Corn Maze,” this year’s design celebrates all of the fun activities that go on at the farm located at 909 English Prairie Road, Spring Grove. The maze features a 9-mile trail wending through 28 acres of corn. Visitors can choose to make their way through any or all of four smaller maze segments, each with its own in-and-out, said Robert Richardson, co-owner of the farm along with other family members, including his brother, George.

“The upper left corner of the maze depicts our 50-foot-tall viewing tower and zip line while other portions feature the barn and gift shop, pumpkin patch, tulips, sunflowers, Christmas trees, our train for kids to enjoy and, of course, corn,” George Richardson said. “It’s a celebration of all of the fun activities we started with and those we have developed over the years, like our new tulip and sunflower fests.”

The maze was designed and planted by Shawn Stolworthy of Idaho-based MazePlay. The paths are freshly rototilled and ready for explorers, said Ryan Richardson, George’s son and a member of the sixth generation on the farm.

“We look forward to welcoming visitors back and to celebrating 20 years of fun on our farm with fans new and old,” he added.

As noted in the 2021 maze’s design, fun at the Richardson Farm means much more than maze meandering. Each fall marks the transition of Richardson Farm to Richardson Adventure Farm, where many activities — including jumping pillows, the kiddie play area, petting zoo and more — are included with the price of admission. Zip lining, Zorbing, Paintball, Extreme Air and a new-thisyear, 150-foot-long mega slide will be available for an additional fee.

Regular admission fees are $18 for ages 13 to 64 and $15 for ages 3 to 12 throughout September as well as on Thursdays and Fridays in October through Nov. 7. Saturdays and Sundays in October through Nov. 7 cost $22 for adults and $18 for children 3 to 12.

Those 2 and younger are admitted free.

Hours are 3 to 9 p.m.

Thursdays, 10 a.m. to 11 p.m. Fridays and Saturdays and noon to 9 p.m. Sundays.

Lawmakers question enforcement of school mask mandates Ask state education board to adopt formal rules on enforcement actions

Expressing concern that the Illinois State Board of Education might have overstepped its bounds by threatening to withhold funding from school districts that do not enforce its mask mandate, a legislative panel on Sept. 14 urged the agency to put its policies into formal rules.

The unanimous vote by the Joint Committee on Administrative Rules, or JCAR, represented one of the few times that Illinois lawmakers have pushed back against the enforcement of Gov. JB Pritzker’s executive orders since the start of the COVID-19 pandemic, and it came after intense questioning of ISBE officials, especially from Republican members of the panel.

Sen. Don DeWitte, R-St. Charles, said he personally has no problem with wearing

masks or getting vaccinated and that he encourages others to get vaccinated as well.

“Having said that, I do have concerns with government overreach and those who act outside their authority,” he said. “That is the purpose of our questions today. As one member of JCAR, it is incumbent upon all of us to ask questions to ensure government is acting within its authority and in line with state statute.”

On Aug. 4, Pritzker issued an executive order requiring all public and nonpublic PreK-12 schools to follow joint guidance from ISBE and the Illinois Department of Public Health by requiring all students, staff and visitors to wear masks indoors at school.

Since then, the state board has taken an aggressive stance in enforcing that rule by either placing districts on probation or, in the case of nonpublic schools, revoking their offi-

cial state recognition.

According to data from the state board, 47 public school districts have been placed on suspension for refusing to comply, although all but four of them have since agreed to come into compliance. Beecher City CUSD 20, Hutsonville CUSD 1, Cowden-Herrick CUSD 3A and Nauvoo-Colusa CSD 325 remained on probation as of Tuesday, meaning they are at risk of losing state recognition and state funding.

A total of 15 nonpublic school systems have had their state recognition revoked for noncompliance, although six of those have since had their recognition restored. Losing recognition can mean, among other things, that their graduation diplomas are not recognized by state colleges and universities and they are ineligible to take part in interscholastic events.

licans on the panel questioned whether the state board had any statutory or administrative authority to take enforcement action against schools that refuse to comply with “guidance” issued by state agencies.

“Guidance is guidance.

Guidance is not a rule,” said Rep. Keith Wheeler, R-Oswego. “A rule is enforceable. A statute is enforceable. I don’t believe that an executive order is enforceable to the same degree as statute or (a rule).”

But Kristen Kennedy, deputy legal counsel for ISBE, said the agency was relying on an existing administrative rule that says, “A school district shall be placed on probation if it exhibits deficiencies that present a health hazard or a danger to students or staff” as well as Pritzker’s executive order and the joint guidance issued by IDPH and ISBE. She also cited a 2020 San-

gamon County court ruling involving the Hutsonville school district—one of the four public districts still on probation—that held Pritzker’s executive orders and the joint guidance were all legally issued and enforceable.

Wheeler, however, compared ISBE’s actions with the situation lawmakers faced in the early phases of the pandemic, when JCAR pushed back against emergency rules issued by the Department of Public Health that would have allowed for criminal prosecutions of businesses that violated Pritzker’s initial stay-athome order.

“And we went through lots of iterations and hours and hours of discussions trying to land on something that was better than what we started with, and I think we actually did that last year,” he said. “But it was all done by emergency rulemaking.

When it comes to how you direct things toward the public, guidance says ‘should’ and rule and law say ‘shall.’

And rarely can you cross over those two, because otherwise there’s no point in us having a legislature to oversee these things, to set the policy.”

Soon after that, the panel went into recess behind closed doors. Several minutes later, members emerged and voted on a motion expressing “concern that policies outside of rule may exist” and encouraging ISBE “to place all policy and guidance in rule.”

The motion specifically urged ISBE to propose rules that more clearly defined process to be used before revoking a school’s recognition.

The motion passed, 10-0.

JCAR’s next scheduled meeting is set for Tuesday, Oct. 19, in Springfield, which is the first day of the General Assembly’s fall veto session.

Massive energy bill becomes law, investing billions between renewable, nuclear sectors Bill forces fossil fuel plants offline between 2030 and 2045; nearly 1,000 pages long

Gov. JB Pritzker was joined by environmental and social justice activists, union representatives, and lawmakers from both parties Sept.

15 as he signed into law a sweeping energy regulation overhaul that aims to phase out carbon emissions from the energy sector by 2045 while diversifying the renewable energy workforce.

His signature marked an end to negotiations that began shortly after he took office in 2019, ended as he seeks a second term, and were feared permanently derailed on numerous occasions in between.

“We’ve seen the effects of climate change, right here in Illinois, repeatedly in the last two-and-a-half years alone,” Pritzker said at a bill-signing ceremony at Chicago’s Shedd Aquarium. “A polar vortex, devastating floods, microbursts that destroy buildings, record lake levels, extreme heat and emergency declarations in more than a third of Illinois counties.”

The governor mentioned Hurricane Ida’s destruction to the South and fires at the Boundary Waters wilderness area in Minnesota, describing the energy bill, Senate Bill 2408, as “the most significant step Illinois has taken in a generation toward a reliable, renewable, affordable and clean energy future.”

Specifically, the bill forces fossil fuel plants offline between 2030 and 2045, depending on the source and carbon emissions level, although the Illinois Commerce Commission, Illinois Power Agency and Illinois Environmental Protection Agency

would have the authority to alter plant closure timelines in order to ensure energy grid reliability.

It subsidizes three nuclear plants with $694 million paid over a period of five years, and increases subsidies for renewable energy by more than $350 million annually.

The latter is the driving piece in an effort to increase state’s renewables output from 7-8 percent of the energy mix currently to 40 percent by 2030 and 50 percent by 2040.

Another goal aims for 100 percent carbon-free energy by 2050, elevating the importance of the nuclear plants, which will continue to operate as a result of the massive subsidy.

Estimates for the cost of the bill have ranged from $3 to $4 monthly added to ratepayer bills according to the Citizens Utility Board, to $15 according to the senior advocacy group AARP. In terms of percentages, bill sponsor Sen. Michael Hastings, D-Frankfort, said residential electric bills would increase by about 3-4 percent, commercial bills by about 5-6 percent, and industrial bills by about 7-8 percent.

Opposition Large business and industry groups such as the Illinois Manufacturers’ Association and Illinois Chamber of Commerce opposed the bill due to its effects on businesses. But advocates argue the advent of more renewables will lower residential bills over time, creating savings for ratepayers as the cheaper renewables become more widely available.

While critics have also

said the bill could cause grid reliability issues downstate, creating a need to import more expensive carbon-emitting power from neighboring states, supporters pointed to the five-year review by ICC, IPA and IEPA as a safeguard against such a reality.

Sen. Sue Rezin, R-Morris, represents multiple nuclear plants and was one of two Republicans to vote for the bill in the Senate.

With the bill, she said, “we ensure that our state’s nuclear fleet will stay online and thousands of jobs and the tax revenue that they provide won’t be lost. We ensure that our state won’t lose the source of over 50 percent of its total energy and nearly 90 percent of the carbon-free energy. We ensure that our state has a better energy path.”

Exelon Corporation, which owns the state’s six nuclear plants, had threatened to close two of them in the coming days and months without the legislative action to make nuclear more competitive and cost-effective compared to fossil fuels and highly subsidized renewables. Five of the six Exelon plants will now receive subsidies.

Pat Devaney, secretary treasurer of the Illinois AFLCIO federation of labor unions, said the bill “sets the strongest labor standards in the country” for renewable projects. It mandates project labor agreements for largescale renewable projects and requires a prevailing wage be paid on non-residential renewable projects.

“This now-enacted piece of legislation proves that we do not have to choose between good jobs and a clean energy

future for our state. We can do both,” he said.

Unions and environmentalists had struggled to come to an agreement on the bill, due in large part to the effect on coal plants which are heavily staffed and maintained by union labor. Two municipal coal plants—the City, Water, Light and Power plant in Springfield and Prairie State Energy Campus in the Metro East near St. Louis—were a particular sticking point.

Ultimately, those plants were neutral on the final bill language, which provides they must be carbon-free by 2045 and reduce emissions by 45 percent by 2035. If they cannot do so, they’d have three years to come into compliance or shut down part of their operations.

Electric vehicles The electric vehicle portion of the bill aims to put 1 million electric vehicles on Illinois roads by 2030, partially by offering incentives up to 80 percent of the cost of charging stations that were built by labor paid at the prevailing wage, based on a number of factors.

The bill also provides for a $4,000 rebate on an electric vehicle purchase starting in July 2022, which Pritzker said would be available to all Illinoisans, not just those in certain counties, as had been discussed during floor debate of the bill. That could be clarified in follow-up legislation which lawmakers have said will be considered in the fall veto session to clean up portions of the nearly 1,000page bill.

The law also provides subsidies to convert coal-

fired plants to solar or energy storage facilities at about $47 million annually starting in 2024. That provision, according Hastings, will be a boon to downstate by helping “transition shuttered coal plants into state-of-the-art solar energy sites with world-renowned battery storage,” a provision aimed at boosting the reliability of otherwise intermittent resources such as wind and solar.

Workforce diversification Equity advocates said the law sets Illinois apart from other states by creating a $180 million annual investment in clean energy workforce diversification programs, as well as training programs aimed at providing the fossil fuel workforce with inroads into renewable energy.

Among many such provisions, the bill directs the Department of Commerce and Economic Opportunity to create the Clean Jobs Workforce Network program, which establishes 13 hubs in different communities across the state that rely on community-based organizations to provide job training and a career pipeline for equity-focused populations.

It also establishes training programs for those recently leaving incarceration, and creates a “Climate Bank” within the Illinois Finance Authority to help fund renewable projects and a “Jobs and Justice Fund” aimed at ensuring “the benefits of the clean energy economy are equitably distributed.”

Delmar Gillus, a social equity advocate with Elevate Il-

linois, praised the equity provisions as “nation-leading.”

At the bill signing, he explained how it would help those who, according to the bill, hail from areas where “residents have historically been excluded from economic opportunities” or have “historically been subject to disproportionate burdens of pollution.”

“It means that Cheryl Johnson, from the People for Community Recovery, has access to seed capital money to build solar in her community,” Gillus said, naming several advocates who worked for the bill’s passage.

“It means that Rev. Tony Pierce in Peoria has access to the prime contractor program that will provide underserved contractors the resources they need to become lead contractors that create jobs in their communities. It means that Troyce Polk from here in Chicago will have access to solar incentives so that he can develop projects that he has been planning for years.”

Rep. Ann Williams, a Chicago Democrat who sponsored the Clean Energy Jobs Act that provided much of the framework for the ultimate compromise, called Wednesday a “historic day” that marks “just the beginning” of a larger effort to combat climate change.

“The climate conversation is far from over in Illinois and everywhere else,” she said. “Addressing the climate crisis, which remains an escalating threat to the life and health of each and every one of us, will require ongoing, aggressive and sustained action at all levels of government.”

Fulfilling a day-one commitment, Lake County State’s Attorney Eric Rinehart announced that his office has developed a new data dashboard. The site, which launched Thursday, Sept.

2, will allow the public to explore data trends within the State’s Attorney’s Office and the criminal justice system of Lake County.

For the first time in its history, the Lake County State’s Attorney’s office is becoming proactive in collecting and publishing data, which will allow for a better understanding of the criminal justice system process and expose possible inequities and inefficiencies.

The dashboard was developed with support from the John D. and Catherine T. MacArthur Foundation through the office’s participation in the Safety and Justice Challenge, with additional support coming from the Center for Criminal Justice Research, Policy, and

Practice at Loyola University Chicago.

“I’m excited to launch the first ever public data dashboard from the State’s Attorney’s office. We are committed to building and using the data infrastructure needed now, and in the decades to come, to make sure we do our jobs to the best of our ability.

“This dashboard is a critical part of that data infrastructure as well as our dedication to be a transparent, accountable, and fair prosecutor’s office,” said State’s Attorney Rinehart.

Data currently available includes criminal case filings, arrest and charging information, jail admissions, and employee demographics of the State’s Attorney’s office.

Antioch organizations unite to protect, inform and safeguard Antioch citizens

Antioch First Fire Protection District, Antioch Township, and The Village of Antioch have partnered to bring a FREE emergency alert system to residents; Hyper-Reach. This telephone-based mass notification system will be used to inform Antioch residents about local emergencies, hazards and other threats. HyperReach is fully operational and ready for Antioch residents to enroll.

The new emergency system will provide rapid notification of hazardous and urgent situations using a mix of telephone calls, text and email messages, as well as TTY/TDD service for the hearing impaired.

The system sends thousands of messages to geographically targeted households in seconds, and simultaneously delivers to a larger audience via social media.

Registration open for MCAC’s low-cost rabies vaccine and microchip clinics The McHenry County Animal Control (MCAC) is now taking appointments for low-cost rabies vaccination and microchip clinics for McHenry County pet owners whose companion animals are or will be due for their rabies vaccines.

The MCAC will be holding two clinics in October at its Crystal Lake location, 100 N. Virginia Street. On Wednesday, Oct. 13, there will be a cats-only clinic from 1 p.m. to 4 p.m. A dogs-only clinic will be held on Wednesday, Oct. 20, from 1 p.m. to 4 p.m.

This service is only available to McHenry County residents and an appointment must be made in advance.

“The effectiveness of a rabies vaccination reduces over time, so keeping your beloved pet vaccinated is the best way to prevent them from getting sick,” said MCAC Director Maryellen Howell.

Microchips will also be available at both clinics. Microchipped dogs are 2 times

more likely to be reunited with their owners if they are lost. Microchipped cats are 20 times more likely to be reunited with their owners than non-microchipped cats.

All dogs must be leashed and all cats must be in a carrier. Please do not bring animals that are in heat. Information about bite history or dogs that are easily stressed will be requested when making an appointment. Owners are responsible for putting a muzzle on any dog that needs one before their appointment.

The cost is $15 for a one-year vaccine and $30 for three years. Microchips will be available to dogs for $10. Cats will receive a free microchip with vaccination or pay $10 for a microchip only. Registration fees are additional and vary depending on factors such as whether a pet is spayed or neutered. Registration is required by law in McHenry County and tags must be purchased for cats and dogs at the time of vaccination.

Special Education Paraprofessional sentenced to 24 years in prison after guilty plea to sexual assault of a student A Mundelein area man was sentenced Tuesday, Sept.

14 to 24 years in prison for sexually assaulting a special needs student while he was employed at the Special Education District of Lake County (SEDOL).

Israel Suaste-Gonzalez, now 51, was charged in December 2019 with sexually assaulting a student in SEDOL’s community transition program. Lake County Circuit Judge Mark Levitt said that while the defendant seems to show reflection and remorse, his actions displayed “a special kind of depravity.”

Lake County State’s Attorney Eric Rinehart expressed support for the family and agreement with Circuit Court Judge Mark Levitt’s sentence.

“The offender did unbelievable damage to this victim and her family. He also violated the community’s trust. Our office’s prosecution, in this case, demonstrates how seriously we take our mission to protect the most vulnerable in our society, and we will continue to support those affected by this awful crime,” State’s Attorney Rinehart said.

“The Court’s lengthy and appropriate sentence holds the offender accountable and protects Lake County long into the future.”

In July of 2021, Suaste-Gonzalez dropped his initial not guilty plea, and pleaded guilty to two felony counts of criminal Israel Suastesexual assault Gonzalez of a person who could not knowingly consent under a plea agreement with prosecutors.

His sentence was just six years short of the 30-year maximum under the agreement. Defense attorney Raymond Kloss had sought the minimum of 12 years.

The courtroom was filled with family and friends of both the assault survivor and the defendant. In victim impact statements, family members described what the victim’s father called the “devastation” the defendant’s actions brought to his entire family.

The victim’s mother said that her daughter was diagnosed with both physical and mental disability at a young age.

By the time she reached the transition program after finishing high school, she had the mental capabilities of between a six- and nineyear old child, her mother testified. She said that during the two years she was being molested by the defendant, she regressed in areas and began showing signs of anxiety and stress, including stomach pains.

Both parents said they didn’t realize until they received a call from police what was causing the changes in her outlook and actions. Both also said they haven’t been the same since the incidents were revealed, struggling with sleeping and brain fog.

The victim herself took the stand at the sentencing hearing and said “I couldn’t understand why he was doing these things to me,” but nonetheless she kept his secret for two years after he

told her “he would lose his job and I would be in big trouble” if she told anyone.

Finally, while watching “The Dr. Phil Show,” she realized she had to tell her family what had happened, family members said.

In speaking to the family and the judge just prior to being sentenced, Suaste-Gonzalez said “The guilt I feel will be to eternity and beyond.” He personally apologized to the woman and her family.

Assistant State’s Attorney Lauren Walker spoke of how far the survivor had gotten despite her disabilities, “but because of the trauma caused by this defendant, there is no promise she’ll recover.”

Family members said she had been an ambassador for the Illinois Special Olympics but now is distrustful of people she doesn’t know.

Suaste-Gonzalez has been held in Lake County Jail since 2019 on a $2 million bond. His sentence is to be served at 85 percent and the defendant will receive 638 days credit for the time he has spent in jail since his arrest.

The victim was enrolled in SEDOL’s Community-Based Transition Program, for students ages 18 to 22 who are moving from SEDOL programs to independent living, SEDOL Superintendent Valerie Donnan said in a letter to parents after Suaste-Gonzalez was charged.

Suaste-Gonzalez was a paraprofessional with the program at the time of the incidents which are believed to have occurred during the 2016-2018 school years. The victim said that Suaste-Gonzalez had molested her on several occasions at the school while she was in the program.

Walker said Suaste-Gonzalez got the job at SEDOL using a fraudulent Social Security card because he is not a legal resident. Kloss said his client will be deported to Mexico after his sentence is served, in arguing that a lengthy sentence was not necessary to protect

the community. He also noted that the defendant had no prior convictions.

After police informed the district of the investigation, SEDOL officials immediately placed Suaste-Gonzalez on leave. Donnan also said his employment with the district had ended once he was charged.

In addition to the criminal court proceedings, the victim’s family has filed a lawsuit against SEDOL based on the case.

Fatal crash involved four vehicles

A 25-year-old Woodstock woman has died following a four-vehicle crash in unincorporated Marengo on Wednesday, Sept. 15.

At 4:38 p.m., members of McHenry County Sheriff’s Office, Marengo Police Department, McHenry County Conservation District Police Department, Marengo Fire Protection District, Huntley Fire Protection District, and Woodstock Fire Protection District responded to a crash involving a semi-tractor trailer and three other vehicles.

Preliminary investigation indicates that a 2014 Kenworth semi-tractor trailer, driven by a 47-year-old Joliet man, was driving south on Illinois Route 23 approaching the intersection at River Road. For unknown reasons, a 2008 Pontiac G6, driven by a 25-year-old Woodstock woman, failed to yield and pulled out into the intersection causing the Kenworth to crash into the driver’s side. A 2014 Nissan Rogue, driven by a 63-year-old Marengo woman with her 18-year-old passenger, and a 2001 Jeep Cherokee, driven by a 27-year-old Harvard man, were driving north on Illinois Route 23 at the same intersection, and subsequently crashed into the Kenworth and Pontiac as they were coming to rest.

The driver of the Pontiac was pronounced deceased at the scene. The driver of the Jeep was transported to Northwestern Huntley Hospital with minor injuries. The driver and passenger of the Nissan along with the driver

of the Kenworth were treated and released at the scene.

Alcohol is not believed to be a contributing factor to the crash.

The investigation is ongoing by the McHenry County Sheriff’s Office Major Traffic Crash Investigation Unit and the McHenry County Coroner’s Office.

Two vehicle crash involved school bus

A Prairie Grove School District 46 school bus was struck head-on in a crash Wednesday, Sept. 15 on Crystal Lake Avenue, near Hamilton Drive in unincorporated Crystal Lake.

At 8:15 a.m., members of McHenry County Sheriff’s Office and Cary Fire Protection District responded to a crash between a silver 2001 Mazda Tribute and a school bus. Preliminary investigation indicates the driver of the Mazda, James T. Owens, age 21 of Cary, was traveling eastbound on Crystal Lake Avenue when he crossed over the centerline. The Mazda collided with the school bus head-on, which was traveling westbound on Crystal Lake Avenue.

The students were safely evacuated from the bus, with one minor injury reported.

The injured child was evaluated by the Cary Fire Protection District and subsequently released to a parent. Owens was taken by ambulance to Northwestern Hospital in McHenry and then airlifted to Advocate Condell Medical Center in Libertyville for serious, non-life-threatening injuries.

A second school bus was sent to the scene to transport the children to school. The crash investigation is ongoing by the McHenry County Sheriff’s Office.

Serious crash involved three vehicles

A 36 year-old McHenry woman was in serious condition following a three-vehicle crash in unincorporated Crystal Lake on Saturday, Sept. 11.

At 9:31 p.m., members of McHenry County Sheriff’s Office, Crystal Lake Police Department, Oakwood Hills Police Department, and Crystal Lake Fire Department responded to Route 31 and Crystal Lake Avenue in Crystal Lake for a crash involving a car and two motorcycles.

Preliminary investigation indicates that a 2011 Ford Fusion, driven by a 35-yearol McHenry woman, traveling northbound on Route 31, was slowing down in traffic when a 2005 Harley Davidson struck the rear of the vehicle. The male driver, a 38 year-old McHenry man, and female passenger, a 36 yearold McHenry woman, were ejected from the motorcycle.

Another motorcycle, a 2003 Yamaha VStar, driven by a 32 year-old Trevor, WI man, who was following behind the Harley Davidson, attempted to avoid the crash by laying his motorcycle down. The driver of the Yamaha was ejected, and the motorcycle then struck the female passenger who was laying in the roadway.

The drivers of both motorcycles were transported by ambulance to Northwestern Hospital in McHenry and later released with minor injuries.

The passenger of the Harley Davidson was transported to Advocate Condell Hospital in Libertyville via helicopter where she remained in serious condition. The driver of the Ford was treated and released on scene. The operator and passenger of the motorcycles were not wearing helmets at the time of the crash. The airbags did not deploy in the Ford.

The investigation is ongoing by the McHenry County Sheriff’s Office Major Traffic Crash Investigation Unit.
