Hike Lake County challenge begins

The Lake County Forest Preserves has a challenge – or seven of them – for you. Grab your walking shoes and head to the trails to participate in the Hike the County program while enjoying fall breezes and autumn colors. Medical research shows that being outdoors in nature has many wellness benefits. Hike Lake County provides a way to get a dose of wellness while walking in a beautiful preserve.

Complete seven of 12 designated walks before Nov. 30 and you’ll earn a free commemorative shield for your walking stick or a zipper pull.

Each year features different trails and a colorful new shield or zipper pull, (while supplies last). Bicycling or horseback riding do not count toward the program. At each preserve, look for Hike Lake County logo signs at the preserve entrance and trailhead to get you started on the right route.

To get started, you’ll need an official travel log, which can be found on the website, to record your routes. Every walker needs their own. Let your canine companion join in the fun and complete the hikes with you. Record their name on your travel log and your dog will receive a free commemorative dog tag (up to three dogs). You can even purchase an optional Hike Lake County dog collar to hang it on.

log online, or mail it with a self-addressed stamped envelope to Lake County Forest Preserves, 1899 W. Winchester Road, Libertyville, IL 60048 by Jan. 31, 2022. Winchester House farewell ceremony celebrates 150 years of care in Lake County The Lake County Board, Winchester House Advisory Board, local officials and members of the community gathered at Winchester House August 30, in Libertyville to say farewell to the beloved skilled nursing care facility by remembering the past, while looking to the future.

For more than 150 years, Winchester House served vulnerable elderly and disabled individuals in Lake County, including twenty-four-hour skilled nursing and rehabilitative care that provided for patients with Alzheimer’s Disease and related illnesses.

“The people at Winchester House are what really made it a special place,” said Lake County Board Chair Sandy Hart.

“We honor this space and re-

member fondly the individuals who lived here as well as those who provided such high-quality care for its residents.”

After several years of work by Lake County, the Winchester House Advisory Board, and local community partners to preserve the focus of providing long-term skilled nursing care to residents, the Lake County Board in 2015 approved a lease agreement and operator’s license with Transitional Care Management (TCM) transferring ownership of Winchester House. In 2020, residents of Winchester House moved to TCM’s state-of-the-art Thrive Lake County facility in Mundelein, which is the first new skilled nursing care facility to open in Lake County in more

than 20 years.

“This marks the culmination of years and years of work by so many people,” said Julie Mayer, Winchester House Advisory Board Chair. “It’s a bittersweet moment for many of us. The transition from Winchester House to Thrive Lake County is truly a community success story.”

At the end of the farewell ceremony yesterday, attendees wrote their thoughts and kind words on postcards to be shared with former Winchester House residents who are now provided care and live at Thrive Lake County.

Winchester House is scheduled to be taken down this fall. The Lake County Board will consider future use for the property at a later date.

pal government. That was a carve-out specifically requested by Chicago city officials who argued that the city’s own lobbying regulations were already stronger than those in the bill.

But Rep. Blaine Wilhour, R-Beecher City, urged rejecting the governor’s amendment and returning to negotiations over a stronger ethics bill.

“There’s a lot of talk from your (Democratic) side of the aisle about how this is just a start and we need to do more and, you know, yada, yada, yada, everything else,” he said to Burke on the House floor. “I don’t think anybody has ever really answered, what’s keeping us from doing more right now? … Do we not know what needs to be done? I mean, what’s keeping us from giving the legislative inspector general the power that the last three say that they need to be to be the proper watchdogs over this body?”

Burke, however, replied that SB539 was the bill that lawmakers had approved during the spring session.

She also said the House has a standing committee that deals with ethics and that it will continue to work on other bills when lawmakers return for the 2022 session.

“I just want to remind the members that we have an excellent bill that has many needed reforms and it was overwhelmingly supported

by Republicans in the House and Senate, and in fact, on the motion in the Senate (to accept the governor’s amendatory veto) it was unanimously supported,” Burke said during debate on the House floor.

The bill originally came about in response to several high-profile scandals in recent years, including the indictment of Rep. Luis Arroyo, D-Chicago, who has since resigned. He also had a lobbying business that lobbied the city of Chicago and he was charged with attempting to bribe a state senator to support legislation that would have benefitted his client.

But it also limits the office’s authority to only investigate matters related to a person’s government service or employment, not outside activity. As a result, Pope said in her letter, the LIG would not be allowed to investigate “conduct unbecoming a legislator that results from such things as posting revenge porn on social media, failure to pay income taxes on non-legislative income, and other conduct that I and the public think the LIG should be able to investigate.”

“This legislative session demonstrated true ethics reform is not a priority,” Pope wrote. “The LIG has no real power to effect change or shine a light on ethics violations, the position is essentially a paper tiger.”

In response, many Republicans called on Pritzker to issue an “amendatory veto” by asking lawmakers to strike the language that prompted Pope’s resignation. Instead, though, Pritzker issued a different amendatory veto, asking lawmakers to delete language related to the executive inspector general.

When that veto came back to the General Assembly Aug. 31, the Senate accepted Pritz-

the Senate and 113-5 in the House, even though Republicans at the time complained on the floor that it had been watered down. But it contained enough reforms, such as increased financial disclosure requirements and limits on the ability of elected officials to lobby other units of government, so that many lawmakers said they believed it was the best they could get at the time.

But a few weeks after it passed, on July 14, the General Assembly’s top ethics watchdog, Legislative Inspector General Carol Pope, submitted her intent to resign by Dec. 15, saying the bill would actually weaken her office by limiting the types of investigations she could conduct.

Among other things, the bill gives the LIG independent authority to launch investigations, but only upon the filing of a formal complaint. Currently, investigations must first be authorized by a bipartisan group of lawmakers known as the Legisla-

Reps. Amy Elik, R-Alton, and Jeff Keicher, R-Sycamore, were the only Republicans to vote yes.

House passes energy bill with labor, environmental groups on board

The Illinois House approved an energy regulation and decarbonization bill Sept.

9, a major step forward for a wide-ranging omnibus bill that had eluded lawmakers throughout the legislative session and the governor’s three years in office.

The measure that aims to bring Illinois’ energy generation sector to 100 percent carbon-free by 2050 and 50 percent renewable by 2040 will still need approval from the Senate, which planned to caucus Sept. 10 to discuss the measure, Senate Bill 2408, before a Monday return.

It passed the House 83-33 shortly before 9:30 p.m. Sept.

9. Gov. JB Pritzker quickly issued a news release saying he would sign it.

“This is what legislating is supposed to look like,” House Speaker Emanuel “Chris” Welch, D-Hillside, said in closing floor debate. “It’s about good faith negotiating.

It’s about advocating for the interests in our districts back home. And it’s about compromise in order to arrive at a product that benefits people in your districts, and ours.”

Environmental groups extolled the decarbonization language, which aims to take coal, gas and other carbon-emitting power plants off the grid between 2030 and 2045, depending on the energy source and ownership structure.

Union groups praised the bill’s language requiring that all major renewable construction projects must have project la-

bor agreements in place to hire union labor, while non-residential projects, with few exceptions, would be required to pay a prevailing wage.

Republicans, meanwhile, warned of losses of downstate jobs, substantial consumer bill increases and potential grid reliability issues as fossil fuel plants are forced offline, although it passed on a bipartisan roll call.

Decarbonization, renewables Environmental and labor groups were in opposition on the issue of municipal coalfired power plants coming into Sept. 9. Two plants that were at issue include Springfield’s City, Water, Light and Power, and a plant funded by several municipalities in Illinois that is located in Marissa in the Metro East Area, called the Prairie State Energy Campus.

The final language requires the plants to be carbon-free by 2045, either by going offline or installing sequestration technology. By 2035, municipal plants must cut emissions by 45 percent. If a plant doesn’t meet that goal by the end of 2035, the power plant will have until June 30, 2038 to either retire a portion of carbon-emitting units or meet the decarbonization goal some other way.

The bill also provides more than $600 million over five years to three nuclear plants owned by Exelon Corporation—in Byron, Dresden and Braidwood. The company has stated it will not refuel the By-

ron plant after Monday, and it would begin decommissioning at that time, unless the General Assembly passed legislation to ensure its financial viability.

All told, negotiators believe the new bill is expected to raise residential electric bills by about 3-4 percent, commercial bills by about 5-6 percent, and industrial bills by about 7-8 percent, although the rollout for the various programs would be staggered over time and increases would vary by year.

The ratepayer money will fund equity programs for the clean energy workforce and new investment in renewable energy, among other initiatives.

It would also incentivize the transition of coal plants to solar facilities or battery storage sites, and it permits downstate utility Ameren to establish two utility-scale solar plants.

In a late addition to the bill, the city of Zion in Lake County, which is the site of a closed nuclear plant, would be eligible for grants “in proportional shares of $15 per kilogram of spent nuclear fuel stored at such a facility,” according to the bill.

The charge on a customer bill for renewables would increase over time from about 2 percent to 4 percent, a $360 million annual increase to fund projects such as wind and solar.

That investment is an effort to increase the portion of the state’s energy contributed by renewables, which is currently between 7 and 8 percent. Nu-

clear made up about 58 percent of the state’s electricity generation in 2020, according to the U.S. Energy Information Administration.

Downstate Republican lawmakers raised concerns that the portion of the state south of Interstate-80, on the MISO electric grid, is served by only one nuclear plant. The part of the state on the PJM grid, for the most part north of I-80, has the state’s other five nuclear plants.

“You’re not doing what you think you’re doing with this bill,” Rep. Tim Butler, R-Springfield, said in floor debate, warning that closing the Springfield and Marissa coal plants would make downstate reliant on out-of-state coal while putting central Illinoisans out of work.

Rep. Jay Hoffman, D-Swansea, noted in a news conference after the bill’s passage that it requires the Illinois Environmental Protection Agency, Illinois Commerce Commission and Illinois Power Agency to conduct a study at five-year intervals “to determine if there is grid reliability.”

If there are not enough renewables and nuclear power available to keep the grid running, that means coal or gas plants could be kept online to meet peak demand.

“I think it’s very legitimate,” Hoffman said of grid reliability concerns. “And so we built that into the bill, though, there are reliability checkpoints every five years.

That was very important to all of us because we want the

lights to go on, we want the heating and air conditioning to work.”

Hoffman said representatives of Prairie State believe federal subsidies will be included in an infrastructure before Congress that will help fund carbon sequestration infrastructure at coal plants as well.

Republicans also expressed concerns about language allowing a private company, Invenergy, to invoke eminent domain, in seven counties for the purpose of a single transmission line, the Grain Belt Express direct current transmission line.

Equity, ethics, EVs Included in the rate hike is $180 million in annual funding for the newly created Energy Transition Assistance Fund, which funds various workforce initiatives.

The bill directs the Department of Commerce and Economic Opportunity to create the Clean Jobs Workforce Network program, which establishes 13 hubS in different communities across the state that rely on community-based organizations to provide job training and a career pipeline for equity-focused populations.

Other programs include a preapprenticeship program to prepare individuals for the renewable energy infrastructure workforce; and a contractor incubator to aid small clean energy businesses.

It also establishes a “Climate Bank” within the Illinois Finance Authority to help fund

renewable projects, as well as a Jobs and Justice Fund, run by a nonprofit entity, aimed at ensuring “the benefits of the clean energy economy are equitably distributed.” Another program aims to train individuals recently released from incarceration for careers in the renewable energy field.

Lawmakers also noted the bill tightens utility ethics laws by ending formulaic rate increases, strengthening economic disclosure requirements to include spouses employed by utilities, and creating Public Utility Ethics and Compliance Monitor to ensure utilities comply with existing and new laws.

It will also require the Illinois Commerce Commission to investigate whether ComEd misused ratepayer funds in connection to an ongoing federal investigation of the company’s Springfield influence, and if it is found that they did, the money must be returned to ratepayers.

The bill also sets a goal of putting 1 million electric vehicles on Illinois roads by 2030, aiming to do so through incentives, such as offering rebates on the installation of charging infrastructure in certain communities, provided prevailing wage is paid on the construction labor.

It also creates a Displaced Energy Worker Bill of Rights, requiring the Department of Commerce and Economic Opportunity to give advance notice of power plant or coal mine closures and to notify workers of available assistance programs.

Thunder Run roars for POW/MIAs Sept. 19 College news Hundreds of motorcyclists will begin to assemble at 8 a.m. Sunday, Sept. 19, at the James A. Lovell Federal Health Care Center for the 19th Annual Thunder Run. Coordinated by Rolling Thunder Illinois Chapter 2, the event raises POW/MIA awareness, generates funding for veteran services projects, and reminds government officials that much work remains to recover the tens of thousands still listed as prisoners of war or missing in action, said U.S. Army Retired Col. Wayne Kirkpatrick.

“Citizens demand full accountability for our 83,000 prisoners of war and missing in action,” said Kirkpatrick, noting that this month the ride

takes on additional weight.

“The men and women of Rolling Thunder embrace our moral obligation as Americans to support our nation’s Armed Forces — current, past and future — for their sacrifices,” he said. “Our mission is acutely important this month given the recent withdrawal of forces from Afghanistan, the recognition of September as Suicide Prevention Month, the 20th anniversary of 9/11, and the designation of 17 September as National POW/MIA Day. “We encourage all of our American brothers and sisters to unify and stand with us in accepting this obligation by honoring our American flag as it passes by.”

Flag-bearing and other motorcyclists will depart on their police-escorted ride from Lovell at 11 a.m. They’ll follow a 40-mile route through North Chicago, Green Oaks, Libertyville, Volo, Lakemoor, McHenry and Bull Valley en route to Woodstock Harley-Davidson, 2235 S. Eastwood Drive, where participants will enjoy a lunch and raffles.

Cost to join in the rain-orshine ride is $20 per motorcyclist and $10 per passenger.

This is Rolling Thunder’s primary fundraising event of the year. Proceeds are earmarked for POW/MIA education efforts, MIA repatriation events, remembrance table ceremo-

nies, the granting of final requests from terminal patients at Lovell, grants to Veterans Path to Hope (formerly TLS Veterans) and more.

“It’s a somber, patriotic event that does tremendous good with the monies raised,” said Richard Lanute, president of Rolling Thunder Illinois Chapter 2, one of about 90 chapters of the nonprofit that exist across the country. “Motorcyclists need not be members to participate, and we encourage all to consider joining us on the 19th.”

fter a hot and humid summer that did not make being outside as pleasant as many people would have liked, the cooler days of fall have arrived.

Getting outdoors and enjoying the time before we move back into the coldness of winter leave many looking for special outdoor activities to embrace.

Being outside allows time to see the beautiful changes that nature provides as we move from summer to fall.

A time of fall flowers in bloom and the green leaves of summer beginning to show their beauty as they turn from green to yellow or to the oranges and reds before they fall to the ground leaving the trees bare.

Enjoying the birds and the Monarch butterflies before they begin their migration to warmer areas is always a treat.

Outdoor activities including boating, enjoying picnics with family and friends, and hikes in the Chain O’Lakes State Park or the McHenry or Lake County Forest Preserves are great ways to celebrate autumn.

Spending time out in nature riding a bike, or horseback riding on the equestrian trails, are great ways take in fall’s splendor.

Cycling about Almost everyone knows how to ride a bike. For most it begins with a tricycle while they are still very young and as they grow in age and balance, they progress to the two- wheel bike. First with the training wheels that most young riders can’t wait to have removed, proving they know how to ride.

Although there are always some reluctant riders that cling to their training wheels.

For most young people the bicycle is their first taste of freedom. They enjoy being able to ride to a friend’s home or to ride to the library or to school. After school activities become a new experience as they ride to their baseball or soccer game or just to the local fast-food restaurant to meet their friends. This is an important time in their lives.

But as they age and new activities including receiving their driver’s license, puts the joy of riding a bike behind them.

This past year, because of

the pandemic, bike riding has made a resurgence. Riding a bike has become a family activity; a way to enjoy time together and the beautiful outdoors.

But every positive also seems to produce a negative.

Because of the great popularity of bikes, there has been a shortage of bikes available for sale, from the inexpensive bikes to the highend models “Some of our bikes are on back order with expected delivery over a year,” said Kyle Busse, of Bike Haven in McHenry. “We advise people to order now and get on the list. Hopefully supplies will increase as more people return to work.”

When purchasing a bike, visit a reputable bike shop and find the bike style and price range that will work best for you. Purchasing a bike for an adult can be a onetime purchase as a good bike, properly cared for should last a lifetime. An adult should only need to buy a new bike if he is spending more time on a bike, traveling on different terrain or just wants an upgrade.

To keep your bike safe for riding, having a yearly service check with all needed maintenance taken care of is a must. Yearly maintenance checks are usually under $100, a small price to pay for safety.

The best places to ride are on the many bike paths in the area. Riding on a path protects one from dealing with automobile traffic. In northern Illinois there are bike trails of various lengths.

The trail from Algonquin to the Wisconsin border is a 25mile trail that travels through Crystal Lake, McHenry, Richmond and up to the Wisconsin state line in Genoa City. Ride the entire trail or just a portion. Or if you are just returning to bike riding or taking your children on a ride, choose a shorter trail such as the 2.1 mile Libertyville Bike Path.

Remember to take water or other fluids with to maintain hydration and a snack, especially if there are children, is needed. And always wear helmets no matter how adept at biking you are or imagine that you are.

The Grayslake Bike Share program is a new community collaboration between the College of Lake County, Grayslake Area Public Library, and the Village of Grayslake to promote health, wellness and recreation.

Grayslake has more than 20 miles of trails to explore on your bike.

The bikes can be picked up and returned to five different bike rack stations throughout Grayslake. These include the College of Lake County, the Washington Street Metra Station, Downtown Grayslake and two other stations.

The cost of using the rideshare bikes is $3 for the first hour and $1 for each additional hour.

Bike MC is another way to rent a bike for a ride but this one is in McHenry County.

With six stations throughout McHenry County, bikes can be picked up and returned at any station. The stations are located at McHenry County College, Crystal Lake downtown, Woodstock Metra Station, and Bike Haven in McHenry.

Horsing around From the first time one views a movie with a horse galloping through an open field with his mane blowing in the breeze, while his rider sits tall in the saddle and guides him along a trail, the desire to someday ride a horse becomes their dream.

For Jennifer Ullrich of Johnsburg, who grew up in a family that enjoyed riding, she began to ride at a young age. So it was not surprising that her daughters, Samantha and Mickayla were also learning to ride early in their lives and now at the ages of 12 and 16 are seasoned riders who compete in horse shows.

“Horseback riding helps to teach self -confidence and compassion,” said Ullrich.

Many offer riding lessons that teach all you need to know to ride and care for a horse successfully.

Becky Werfinger is the owner of the equestrian services at Chain O’Lakes State Park, 8916 Wilmot Road, Spring Grove.

Werfinger too began riding at the age of 9 and has turned her passion for horses into a business where she can share her love of horses with others.

“We offer a variety of services here from riding lessons to group guided trail rides,” Werfinger said. “We have 26 horses on site so we can rotate them and no horse gets overworked. This is especially important during the hot weather when the horses need a chance to cool down between rides.”

The group tours go out with several guides allowing even the newest, most skittish rider to feel comfortable as they travel slowly along the equestrian trails in the park.

Group rides range from 40 minutes to two-hour rides.

They are open seven days a week from 9 a.m. to 5 p.m. weather permitting.

There is a large parking lot to hold the horse trailers near the entrance to the park.

If you haven’t been horseback riding before or if it has been a long time, this is the year to enjoy a special treat.

“Horseback riding is addictive. The more you ride the more you want to ride,” Werfinger said. “The rider becomes one with the animal giving them physical, emotional and mental therapy while they enjoy contact with a live animal and enjoy being outside.”

There are 8 miles of equestrian trails in the park, which allows for an enjoyable ride. The equestrian trails close to horse back riding when hunting season begins in October and then reopen after Jan. 1.

Lake County Forest Preserves offers 65 miles of trails through the forest preserves that are open to horseback riding. While some of the trails are dedicated horse trails others are shared.

Bring your own horse, there are no horse rentals at the preserve. A daily or annual permit is also required.

Man pleads not guilty to indecent solicitation of a minor in sting A Wonder Lake man was arraigned Friday, Sept. 10 on charges of indecent solicitation of a minor for allegedly traveling to a location near Grayslake under the belief he would be meeting with a 14-year-old girl for a sexual encounter.

Instead, he was met by Lake County Sheriff’s detectives and arrested at the predetermined meeting spot.

Aaron Cornelius, 36, pleaded not guilty to two

counts of indecent solicitation of a child, and one count of traveling to meet a minor.

All three counts are felonies and carry potential prison terms, but also can result in probation or work release.

Assistant State’s Attorney Mary Stanton told the court that if Cornelius is convicted on any of the charges, he will be required to register as a sex offender for 10 years.

Body of canoer who fell into water in Mineola Bay found On September 10, 2021, at approximately 1:40 a.m., the Lake County Sheriff’s Office and Fox Lake Police received numerous 911 calls for a report of a person screaming for help. The callers believed the person in distress was somewhere in the water. Sheriff’s deputies and Fox Lake Police Officers responded to the calls.

An individual was located in the 0-100 block of Holly Avenue, Fox Lake, who had swum to shore. The man, a 45-year-old man of Flagler, Florida, informed deputies that he and his friend, a 30-year-old man of Schaumburg, went canoeing around 1:30 a.m. The canoe flipped and both men fell into the water. Neither man was wearing a life vest. The 30-year-old was a poor swimmer, went under the water and did not resurface.

Sheriff’s deputies who also serve on the Sheriff’s Marine Unit immediately went to the Marine Base and launched two sheriff’s boats into the water in an attempt to rescue the missing person. The units were joined by Fox Lake Fire Protection District and other fire/rescue boats.

Just before 8:00 a.m., members of the Fox Lake Fire Protection District located the 30-year-old in the water. He was deceased.

The investigation continues by the Lake County Sheriff’s Office Criminal Investigations Division and Lake County Coroner’s Office.

On September 6, 2021, at approximately 4:00 p.m., Lake County Sheriff’s Deputies responded to West Russell Road and Kilbourne Road, Newport Township, for a hit and run traffic crash with injuries, involving a motorcycle. Sheriff’s deputies arrived and located the driver of a 2007 Yamaha motor-

Preliminary investigation shows the driver of the Yamaha was traveling westbound on Russell Road and was making right turn onto northbound Kilbourne Road. At the same time, a semi-truck pulling a trailer, was traveling southbound on Kilbourne Road and making a right turn onto westbound Russell Road.

The driver of the semi-truck made a wide right turn, which caused the trailer to enter the northbound lanes of Kilbourne Road, striking the driver of the Yamaha.

The driver of the Yamaha sustained major injuries and was transported via ambulance to Advocate Condell Medical Center in Libertyville with critical injuries.

Sheriff’s crash investigators responded to the scene and are investigating. Crash investigators ask anyone who has video surveillance of the crash, or surveillance of the involved semi-truck (which continued traveling westbound on Russell Road), to please call the sheriff’s office at 847-3774000.

The crash remains under investigation by the Lake County Sheriff’s Office Technical Crash Investigations Unit.

The Lake County Sheriff’s Dept. reported the following arrests in Lake County. Suspects are considered innocent until proven guilty in a court of law.
