MISO and its member states, Morris said, also re cently worked to reduce the amount of time it takes for a generator to connect to the MISO grid, earning praise from the Federal Energy Regulatory Commission. A few days after their news conference, CEJA backers praised planned transmission upgrades from MISO, noting “they must move faster to ap prove these renewable energy projects that will bring down prices and improve grid reli ability.”Another possibility is that generators who have been bidding into northern Illi nois capacity markets see the higher premiums being paid downstate and decide they’ll sell their capacity commit ments
There was a lot to un pack at the Aug. 25 candi date forum which saw Gov. JB Pritzker and his Repub lican challenger state Sen. Darren Bailey appear on the same stage, albeit at different times, for the first time this campaign season. For starters, I fact-checked the governor’s claim that em inent domain language was removed from the final 2021 energy bill known as the Climate and Equitable Jobs Act. That law, which Pritzker signed, contained a provision giving a private transmission line that authority in seven counties.Nowit’s time to fact check his challenger, too. “I had several counties in my district two weeks ago that went through a threehour brownout,” Bailey told a crowd of farmers at Schuler Farms in Lexington. “First time ever. It’s coming. It’s preventable.”Exceptthere’s no evidence that brownouts have occurred anywhere in Illinois. And when I asked the Bai ley campaign for more spe cifics on which counties had seen blackouts, they respond ed only with a statement call ing Pritzker’s energy policies extreme.Arecent Capitol Fax blog appeared to be the first outlet to look into Bailey’s claim, unearthing an unbylined Aug. 5 article posted to a website that’s part of an infa mous “pay-to-print” network historically tied to right-wing candidates.Baileywas heavily quot ed in the “article” that noted White and Wayne counties had experienced a three-hour brownout on July 30. Capitol Fax reported that the WayneWhite Counties Electrical Co-op had no such “brown out” event, although there might have been storm-relat ed outages. I called them up and was told the same. The Midcontinent Inde pendent System Operator, or MISO, is the federally-reg ulated regional transmission organization that serves 15 states including most of Illi nois outside of the Chicago area.The grid operator told me they had no knowledge of any “brownouts,” which is a term it does not use. “As of Friday, Aug. 26, MISO has been in normal operating conditions for the entire month,” a spokesper son said. “None of our emer gency operating conditions this summer have resulted in powerHowinterruptions.”energygetsfrom the grid to the home is immense ly complicated. To sum up a portion of it, MISO pro cures energy capacity each year, which is a promise that generators can put a certain amount of energy online during the grid’s peak de mandThreatshours.of brownouts en tered the mainstream discus sion when MISO’s capacity auction came up 1,230 mega watts short for the 2022-2023 year, contributing to load concerns and higher down state energy prices. What that means for reli ability, according to the com pany’s analysis, is that the “loss of load expectation”—a measure of how long, on av erage, that available genera tion capacity is likely to fall short of load demand—for the subregion that includes Illinois increased from the annual target of 0.1 day per year to 0.179 day per year. The target is 0.1, not 0, be cause there will always be a possibility that electricity use exceeds the available capaci

At a 3-hour committee hearing in May, lawmakers heard testimony from energy experts that surprise out-ofstate fossil fuel retirements were the main driver of the capacity shortfall this year, as CEJA’s decarbonization measures have not yet taken effect.Those measures include massive subsidies for renew able and nuclear energy and mandates that fossil fuel gen erators go offline by 2045— although state regulators can override those dates in the event of load concerns. The candidates for Illinois governor faced questioning about their agriculture-related policies last week in an out building on a McLean County farm.Gov. JB Pritzker’s message was one of optimism, billing himself as the state’s “chief marketer.” His challenger, state Sen. Darren Bailey, a Republican from Xenia, told the room full of farmers that Illinois was in a “dire situa tion” that needed the “grit of a farmer” to rectify it. The Illinois Agricultural Legislative Roundtable—put together by a coalition of more than 100 of the state’s agriculture stakeholders— took place at Schuler Farms in rural Lexington. The event was moderated by Illinois Farm Bureau President Rich ard Guebert Jr. Pritzker highlighted his ad ministration’s wide-ranging infrastructure bill, defended his signature on a massive decarbonization bill and high lighted the progress toward fiscal stability the state has seen in his time in office. Bailey, meanwhile, sought to discredit the state’s fiscal progress, dismissed the en ergy bill as a collection of “virtue signals” and said Illi nois was starting to look like Baghdad.Thelast comment came in reference to the Climate and Equitable Jobs Act, signed into law by Pritzker last year, which aims to put 1 million electric vehicles on state roads by 2030 and take carbon-emitting energy gen erators offline in the state by 2045.The law seeks to accom plish that by massive ratepay er subsidies for renewable and nuclear energy and forced clo sure of fossil fuel plants over the next two decades. Bailey said that law has led to a threat of brownouts in areas of downstate Illinois that are part of the MISO re gional transmission organi zation that purchases energy capacity for 15 states. MISO representatives, however, tes tified at a committee hearing earlier this year that the early retirement of out-of-state fos sil fuel plants, not the passage of CEJA, led to higher down state energy prices and warn ings of potential brownouts.
“JB Pritzker’s energy pol icies are a little more than impractical virtue signals and cannot succeed with the speed of his promises,” he said. “We all want a clear plan, but JB has bet the farm, he’s bet our farms, and he’s thrown snake eyes every time.”
lawmakers at the time said the language, included on page 673 of the public act, applies to the Grain Belt Express, a trans mission line owned by the private company Invenergy. The language in the bill states that a project of Grain Belt’s magnitude “shall be deemed” a public use line, giving the company the ability to invoke eminent domain if needed. The counties named in the bill are Pike, Scott, Greene, Macoupin, Montgomery, Christian, Shelby, Cumber land and Clark. Enbridge’s Fueling Futures program to assist with restoration efforts of 21 acres at McHenry County Conservation District’s Glacial Park site in Ringwood, IL. Encompassing 3,439 acres, Glacial Park is one of the largest contiguous areas of publicly managed land in McHenry County. More than 85,000 people visit the site annually to experience numerous recreational opportunities and to take in breathtaking views. Funds provided by the Enbridge Fueling Futures program will be used to purchase a portion of the rich and diverse native seed mix necessary to convert land from current row crop production to high quality prairie grassland. This project ties together several hundred acres of restored and managed land within Glacial Park and supports the conservation of numerous threatened or endangered species, including the Blanding’s turtle, monarch butterfly, and the rusty patched bumblebee. The restoration work will decrease sedimentation runoff into the North Branch of Nippersink Creek, a major recreational waterway in McHenry County that is frequently used by kayakers, canoers, and fisherman. In addition to enhancing the experience of those who use the waterway for recreational purposes, the land conversion will also improve the ability of this area to recharge groundwater, which is where McHenry County residents receive 100% of their drinking water. The total cost for this project is $99,965 and the Foundation is actively seeking additional support for the work. “Twilight: Los Angeles, 1992”, a documentary theatre play created by Anna Deavere Smith (award winning actress and dramatist), will be per formed by the Mosaic Players at the Lake Villa District Li brary on Saturday, September 17, at 2 “Twilight”p.m. as originally conceived, written, and per formed solo by Anna Deavere Smith. She conducted over 300 interviews with politi cians, community activists, police, jurors, shopkeepers, and more who directly and indirectly experienced the Los Angeles uprising that hap pened when four police offi cers were acquitted after the Rodney King police brutality case. As Smith says, “Twilight is an attempt to explore the shades of (LA’s) loss. It is not really an attempt to find causes or to show where responsibil ity was lacking. Theater can mirror society. But in order to do that theater must embrace diversity. It must include new characters in our human drama that have not been portrayed on our stages. I went to Los Angeles as part of this process, to listen to those who had lived through the disturbances and to reiterate their voices in the theater.”Mosaic Players will be pre senting the play with four ac tors - Renee Johnson, Allison Fradkin, Gary Luz, and Chris Riter - playing the individu als Smith interviewed for the project. As area students are heading back to school, Antioch Police Chief Geoffrey Guttschow is alerting parents about an alarm ing increase in instances of drug overdoses involving opioids laced with fentanyl. The uptick in overdoses mirrors a growing problem locally, regionally, and nationally.Themost recent instances of overdoses in Antioch hap pened in mid August. In all, three teenagers (two females and a male) were treated at area hospitals for separate instances of overdosing. One of the over dose victims was saved when an acquaintance administered opioid antagonist, Narcan. Since the beginning of this year, Antioch Police have re sponded to 17 reports of over dose victims. Of the 17 over dose calls, three of the victims died as a result of the overdose. Guttschow says of the fourteen victims who lived, most were saved because a first respond er administered Narcan. Ev ery Antioch Police Officer is equipped with Narcan. When administered within a certain timeframe, Narcan will rap idly reverse an opioid over dose. Guttschow emphasizes that time is critical in the ad ministration of Narcan. “The quicker the response by first responders, the better chance of saving a life,” said Guttschow. “That’s why our of ficers carry Narcan, and every shift commander carries multi pleCriminaldoses.” drug networks are mass-producing counterfeit pills that look identical to com mon prescription and over-thecounter drugs. These fake pills have increasingly become more deadly.“These pills are falsely passed off as legitimate and are being sold online, via common social media platforms,” said Chief Guttschow. “The crim inals who manufacture these drugs include fentanyl to make the drugs cheaper to make, which also makes the pills more deadly. It doesn’t take much fentanyl to kill someone. As a department, we are working hard to educate our community about these dangers. We’re also warning the drug dealers that we’re coming after them.”
The McHenry County Sheriff’s Office was recognized on Friday, August 19 by the Illinois Association of Chiefs of Police for first place in the Sheriff 101-250 sworn category in the Illinois Traffic Safety Challenge. This recognition occurred at the annual Illinois Traffic Safety Challenge Awards Ceremony in Tinley Park, Illinois. The Illinois Traffic Safety Challenge, coordinated by the Illinois Association of Chiefs of Police, is designed to challenge police departments to address traffic safety concerns in unique ways. Departments are judged in the following categories: policy, training, recognitions, public education, enforcement, and effectiveness. After reviewing the individual department’s accomplishments, the Illinois Association of Chiefs of Police recognizes the law enforcement agencies in the state that were able to demonstrate exemplary traffic safety and enforcement programs. At the Lake County Fair, July 2731, the Lake County Clerk’s Office held a mock election for younger residents as well as for the “young at heart.” According to Lake County Clerk Robin O’Connor, this mock election “provided an opportunity for kids to learn about the importance of voting at an early age. It also allowed us to show off the County’s newest and most sophisticated voting machines.”Morethan 450 residents cast their votes for favorite superhero (female and male), sport, ice cream flavor, color, and superpower. With 35 percent (157 votes) of the votes cast, Wonder Woman flew past the Black Widow with 20 percent (91 votes) for the Favorite Female Superhero. Trailing in third place was Captain Marvel with 60 votes (13.5 percent).Among the Male Superheroes, with 28 percent (126 votes), Spiderman spun a web around Batman who garnered 83 votes (18.5%). Thor trailed with 55 votes (12%). In one of the closest races, when asked for their Favorite Superpower, 94 voters (20.8%) responded “read minds” while 88 (19.5%) and 87 (19.3%) replied “Flying” and “Time Travel,” respectively. Canine Tera was partnered with Lake County Sheriff’s Detective Corey Kemp, who specializes in cases involving internet crimes against children, human trafficking, and internet financial crimes. Detective Kemp and Canine Tera recently completed their initial training and are now a certified canine team. The two will not only work on sheriff’s office cases, but will also assist municipal police departments as requested. Sheriff John D. Idleburg said, “We are so grateful for the generous donation of Canine Tera. She will be a major asset in our fight against human trafficking and child exploitation. I know Canine Tera will do great things for Lake County, just as her seven sheriff’s office canine colleagues and their handlers have over the years.”
Canine Tera was trained by Jordan Detective K9 in McCordsville, Indiana. Canine Tera was donated to the Lake County Sheriff’s Office by Operation Underground Railroad, which is a nonprofit organization on a mission to end human trafficking and child exploitation. Operation Underground Railroad provided all of Tera’s food, medical, housing, and training costs.

The Lake County Sheriff’s Office is excited to announce the addition of a new canine deputy, Tera. Canine Tera is a one-and-a-half-year-old Labrador Retriever. She will be the ofices’ newest resource for investigating child expoitation and human trafficking cases. Canine Tera is an Electronic Storage Detection (ESD) canine and she is specially trained to locate items with an internal storage device including cellular phones, tablets, computers, ‘flash drives,’ SD cards, and many other electronic items. When investigating child exploitation and human trafficking cases, it is not uncommon for the suspect to hide images and videos on electronic devices, and then hide those devices in a building or home. When search warrants are conducted, Canine Tera will be able to walk room to room and locate any hidden electronics.
