Local Mask Brigade volunteers honored by Antioch Village Board Group sewed, distributed over 42,000 masks

When the COVID-19 pandemic struck, Anna Haley Fielder and Jill Cannon stepped up and led a team of sewers in producing protective coverings, for not only their home town of Antioch, but communities and organizations that reached far beyond their borders.

On Monday July 13, Mayor Lawrence Hanson and the Village Board recognized the Mask Brigade organizers, Anna Haley Fielder and Jill Cannon for their remarkable work and efforts in organizing and activating the Mask Brigade.

“What this group has accomplished is truly incredible, and their volunteerism and sense of community is what Antioch is all about. They are an asset to our community.” Hanson said.

The Mask Brigade is comprised of more than 55 volunteers. The hands of these women sewed more than 42,955 masks throughout a 2-month time. Averaging 700 masks/day, which equates to 5,000 masks/week.

Specific notable volunteers whose contributions exceeded 2,000 masks were recognized as a part of the proclamation.

Antioch leaders including the Mayor, Lawrence Hanson and the Township Supervisor, Tom Shaughnessy worked together to provide resources and volunteers to distribute the handmade masks to well over 100 organizations and thousands of residents in the Antioch community and beyond. This included the Antioch Police, Fire Departments, area hospitals, senior living centers, advocacy groups, foodbanks, schools, local businesses, and civic organizations.

Teachers’ union urges most schools to not reopen for in-person learning IFT says most schools, colleges and universities still are not ready

One of the state’s largest teachers’ unions said July 20 that most schools in Illinois are not yet ready to reopen for in-person teaching in the fall and it urged schools to continue operating remotely until the safety of students, teachers and staff can be assured.

“At this point, our recommendation is schools should return to online or remote learning after the beginning of the school year,” Dan Montgomery, president of the Illinois Federation of Teachers, said during a video news conference. “That is the safest and best option. It’s safest for the students and their families. And it’s also the most practical.”

K-12 schools in Illinois,

along with colleges and universities, were ordered closed for in-person classes on March 15, just days before Gov. JB Pritzker issued a statewide stay-at-home order in response to the emerging COVID-19 pandemic. They remained closed through the remainder of the school year and were allowed to reopen for summer school on only a limited basis in early June when the state entered Phase 3 of the reopening plan.

On June 23, as the state was entering Phase 4 of the reopening plan, the Illinois Department of Public Health and the Illinois State Board of Education released guidelines for the resumption of in-person classes for the upcoming 2020-2021 academic year.

“In-person instruction is

strongly encouraged in Phase 4,” the guidelines state. “[H] owever, it is critical to note that this does not signify a return to pre-pandemic operations. Appropriate social distancing, face coverings, enhanced sanitation measures, and other accommodations will be necessary to ensure the safety of students, staff, and their families.”

Those guidelines require, among other things, use of appropriate personal protective equipment, or PPE, including face coverings; prohibiting more than 50 people from gathering in one space; observing social distancing as much as possible; monitoring all individuals for symptoms of COVID-19; and an increase in schoolwide cleaning and disinfection.

But IFT issued a state-

ment July 20 suggesting those guidelines do not go far enough. In addition to the measures IDPH and ISBE recommended, IFT called for districts to negotiate their reopening plans with their local teachers’ unions, allowing a blended model of in-person and online learning that would limit class sizes to no more than 15 students at a time, giving teachers authority to decide what the best model is for their students, and requiring a two-week quarantine for any student or staff member who tests positive for COVID-19.

Montgomery said there might be some schools in the state that are able to meet those standards. “But most districts right now are not able, we believe to hit the marks, the benchmarks in

State unveils six-year road, bridge improvement plan without COVID-19 adjustments

Gov. JB Pritzker joined Illinois Department of Transportation officials July 21 to unveil a six-year, $21.3 billion statewide road and bridge improvement plan that is an extension of the Rebuild Illinois infrastructure package passed last year by the General Assembly.

IDOT is tasked with unveiling a multi-year plan each year to detail how it will spend transportation dollars on state and local highway transportation systems. For the current fiscal year, the investment in road and bridge infrastructure totals $3.15 billion, according to the governor’s office.

Current funding levels would allow the multi-year plan to include 3,356 miles of road improvements and 8.4 million square feet of bridge deck in total over the next six years.

The infrastructure spending largely relies on revenue from the motor fuel tax—which was increased on July 1, as it will every year forthcoming under the new state law—among other driving-related fees.

According to an overview of the multi-year plan on the IDOT website, however, revenue estimates were not adjusted to account for economic impacts of the COVID-19 pandemic and associated stay-at-home orders.

“Due to the unprecedented COVID-19 pandemic and national stay-at-home guidance, the reduced consumption of gas is expected to cause a decrease in motor fuel tax revenue that would be deposited into the state’s road and state construction fund,” according to IDOT’s summary of the plan. “It is not yet known what the actual decrease will be. Therefore, no adjustments were made to the (multi-year plan).”

“The department will continue to monitor the data and make any adjustments deemed necessary as actual revenue impacts become known,” the summary continued.

While the attendees of a news conference unveiling the plan touted the Rebuild Illinois package, which passed in 2019, acting IDOT Secretary Omer Osman said the COVID-19 pandemic presented some unforeseen challenges.

“The multi-year plan keeps us on track during these uncertain times,” Osman said at an event in Collinsville. “While we are not cutting or delaying projects at this time, we will continue monitoring the impact on future revenue to ensure we are investing taxpayer resources wisely. Clearly, COVID-19 is not going to be something that lasts for a few

months, but likely impact our decision making for years to come.”

Despite the pandemic, Osman said, Pritzker allowed road work to continue by deeming construction workers essential in his executive orders.

That allowed year one of work on the Rebuild Illinois plan to continue despite state stay-at-home orders, so the first year of the plan saw $2.77 billion in improvements, with $2.15 billion to the state system and $616 million in the local system.

Included was 1,385 miles of road improvements in the state system—comprising 61 bridges and 157 safety improvements—as well as 321 miles of road improvements in the local system, including 67 bridges and 71 safety improvements.

Pritzker noted IDOT had developed a plan consistent with the Federal Highway Administration’s Transportation Asset Management Plan standards.

“That standard puts an end to the practice of letting roads and bridges in Illinois deteriorate until they’re in just terrible shape,” the governor said. “Instead we’re investing on the front end, saving money for taxpayers.”

Among other projects, the

first year of the plan included design work on an Interstate 80 bridge over the Des Plaines River that was deemed structurally deficient, resurfacing on state Route 251, widening and reconstruction on state Route 47, reconstruction on the Murray Baker Bridge in Peoria, construction and bridge repairs on Interstate 74, resurfacing on Interstate 55 and U.S. Highway 51, resurfacing and bridge repairs on Interstate 255, and completion of design for added lanes and bridge replacement on Interstate 57 in southern Illinois.

Pritzker touted the plan as one that would create jobs in a difficult economic climate in Illinois and across the U.S. “Even in a pandemic—especially in a pandemic—our transportation systems connect the lives of our residents and our communities,” Pritzker said. “…The Multi-Year Plan we’re announcing today provides funding to reconstruct over 3,300 miles of roads and over 8 million square feet of bridges—and, more importantly, create and support hundreds of thousands of jobs over the next 6 years for hardworking Illinoisans across our state.”

Projects for the plan are selected by safety criteria such as crash history, pavement conditions and traffic volumes.

IFT has more than 103,000 members who teach in public, private and charter schools, as well as 21 community colleges, nine public universities and one private university.

Its announcement July 20 came nearly a week after the 135,000-member Illinois Education Association, the state’s largest teachers’ union, issued a similar statement that called for ensuring that all schools have adequate cleaning supplies, PPE, face masks and social distancing protocols.

“No one wants to return to school more than those who have chosen education as their profession, but it is also professional educators who

understand better than anyone the impact a contagious disease can have on a school population,” the statement read.

Asked about the reopening plan at an unrelated event July 20 in Peoria, Pritzker said he expects every educational institution in the state to approach the task differently.

“In some cases, schools are going to choose no in-person school. In some cases, it’ll be mostly in-person school,” he said. “But what we’ve said is, make sure you’ve got at least the hybrid available. And for kids, and there are plenty of them, who are immunosuppressed, or kids who are in families where there’s somebody at home who is immunosuppressed, they may stay home. That may be what they need to do.”

Ranger Police investigating attempted sexual assault

Lake County Forest Preserve Ranger Police are investigating an alleged strong armed robbery and attempted sexual assault that occurred at Lyons Woods Forest Preserve near Waukegan at about 9:30 am, Sunday, July 19.

Ranger Police investigators are asking for the public’s help in identifying the suspect involved in the crime. A female victim reported that a dark-skinned male pushed her off her bicycle and attempted to sexually assault her. The female broke free and the suspect fled the area on the victim’s bike, a black Cannondale Quick 5. Ranger Police Officers have collected evidence in the case and continue their search for the suspect.

Lake County Forest Preserve Ranger Police are asking anyone who recognizes the suspect or has information about the crime to contact 847-968-3404.

McHenry County Sheriff’s Office Lake County Sheriff’s Department reports using outside agency for officer court Man wanted for robbery, theft involved use of force incident apprehended after On June 25, 2020, the Woodstock Police Department provided the McHenry County Sheriff’s Office with a video of the arrest of four subjects that occurred on June 17, 2020. The video contains footage showing what appears to be the inappropriate use of force by a McHenry County Sheriff’s Office deputy, who had been at the scene to assist.

Upon review of the footage, the Sheriff’s Office conferred with the McHenry County State’s Attorney’s Office and it was determined that sufficient evidence existed warranting a criminal investigation into the deputy’s actions.

An outside law enforcement entity was

contacted to conduct the investigation, so as to remove any potential appearance of impropriety. In conjunction with the independent investigation request, the Sheriff’s Office placed the deputy on paid administrative leave and stripped the deputy of his law enforcement powers.

At this time, the Sheriff’s Office cannot comment on the incident as it is an active investigation. The Sheriff’s Office holds all of its employees accountable to the criminal statutes set forth by the State of Illinois and its internal policy and procedures, in order to ensure that it can uphold its mission to protect and serve those in McHenry County.

Man arrested for firing gun after traffic altercation The McHenry County Sheriff’s Office announced the arrest of Daryl Tierney, 66, stemming from an incident that occurred on Route 173 near White Oaks Road in Harvard.

At approximately 8:10 a.m., on July 20, Deputies were dispatched to the area of Route 173 and White Oaks Road in unincorporated Harvard for a report of a man firing a gun from his vehicle towards another vehicle. The information on the offending vehicle, a black 2015 Chevrolet Traverse, was provided to surrounding agencies.

Harvard Police Department located the Chevrolet, driven by Tierney, in their jurisdiction and attempted to stop it. Tierney failed to stop so Harvard Police Department pursued the Chevrolet until McHenry County

Sheriff’s Deputies arrived to take over. Deputies continued the pursuit into Boone County, where Deputies from the Boone County Sheriff’s Office successfully deployed stop sticks. With four flat tires the Chevrolet finally stopped in the 11500 block of Route 173 in Capron where Tierney was taken into custody. A revolver containing spent cartridges was recovered from his vehicle.

The investigation revealed that a traffic altercation occurred between Tierney and a 75-year-old Capron man.

As a result of the altercation Tierney fired shots from his vehicle towards the other man’s vehicle. Neither man was injured, although Tierney was later transported by ambulance to Mercy Hospital in Harvard for an unrelated health issue where he re-

After reviewing the facts of the incident, the Lake County State’s Attorney’s Office approved the following charges: Aggravated Domestic Battery (Class 2 Felony), Aggravated Battery with a Deadly Weapon (Class 3 Felony), and two counts of Domestic Battery (Class A Misdemeanors).

Om remains held in the Lake County Jail on $30,000 bail. She is next due in court on August 25, 2020, at 9:00AM in courtroom T110.

On July 20, 2020 at approximately 9:45 a.m., Lake County Sheriff’s Deputies were dispatched to a robbery at an eating establishment in the 16100 block of West Route 173, Wadsworth. Sheriff’s deputies arrived and met with the 22-year-old female victim who was battered but did not require medical attention.

Man arrested following robbery

shows Jaleel C. Hawkins, 20, of the 3900 block of Foxglove Drive, Zion, entered the establishment and forcefully took money from the victim and her register. The victim attempted to defend the store and Hawkins struck her in the head before fleeing.

Sheriff’s deputies were able to obtain a vehicle description for Hawkins’ vehicle and issued a regional broadcast to other area law-enforcement agencies. A short time later, Waukegan Police Officers along with Sheriff’s Warrants Deputies located Hawkins’ vehicle in the 1500 block of Sunset Avenue in Waukegan.

Hawkins was taken into custody, without incident, inside of a store in the same block.

A significant amount of the money stolen during the robbery was recovered from Hawkins’ vehicle, along with a firearm.

After reviewing the facts and circumstances of the case, the Lake County State’s Attorney’s Office approved a robbery charge (class 2 felony) for Hawkins. Additional charges are pending.

All defendants are presumed innocent unless proven guilty in a court of law.

On July 26, 2020, at approximately 9:30 p.m., Lake County Sheriff’s Deputies were dispatched to a residence in the 22500 block of West Lake Cook Road, Deer Park, for a domestic battery in progress.

Sheriff’s deputies arrived and met with the victim, a 39-year-old, who resides at the same residence. The victim had a serious wound to his head.

Preliminary investigation shows the victim’s girlfriend, Bophanary Om, 39, who resides at the same residence, became upset that the victim urinated in the bed. She responded by retrieving a machete and striking the victim on the head

Tierney was charged with: aggravated discharge of a firearm (class 1), reckless discharge of a firearm (class 4), aggravated assault with a firearm (class 4) and unlawful use of a weapon (class 4).

The charges against him are merely allegations. All defendants are presumed innocent until proven guilty in a court of law.

Members of the Lake County Sheriff’s Office Warrants Team apprehended Cory R. Cooper, 22, wanted for robbery, stemming from an investigation conducted by the Mundelein Police Department.

He was also wanted on felony theft from a Lake County Sheriff’s Office investigation. The bond amounts on the warrants totaled $110,000.00. Cooper was previously convicted of pointing a firearm at police officers in Kenosha, Wisconsin.

Members of the Sheriff’s Warrants Team developed information Cooper was living at a family member’s home in the 500 block of Cummings Avenue, Waukegan. The residence is a single-family home, subdivided into two apartments.

On July 24, 2020, at approximately 9:00 a.m. members of the Sheriff’s Warrants Team conducted surveillance at the residence and observed Cooper come outside briefly, before going back inside. Warrants deputies approached the house and Cooper attempted

to flee out a bathroom window but retreated back into the house when he saw deputies and Waukegan Police Officers in the back. Warrants deputies made entry into the home and Cooper left his apartment and used an access door to hide in a second-level foyer leading to the other apartment.

Cooper concealed himself under blankets in the foyer and initially refused to exit from his hiding spot. Sheriff’s Canines Dax and Duke arrived and began aggressively barking at Cooper. Cooper then surrendered without incident and was taken into custody due to the collaborative efforts of Waukegan Police and the Lake County Sheriff’s Office.

For each of these faith communities, Sundays meant the church was full of parishioners attending services to pray together and in some cases to gather after services.

With churches empty, pastors had to find new ways of reaching out to their membership and share God’s word.

“The work of God goes on whether we are gathered in church or reaching out to our membership in other ways,” Gordon said. Fortunately with the help of modern technology, many of the churches are able to continue their work of meeting both the spiritual needs of their community and to provide for those with physical needs, albeit in a different manner than before..

“Today, using technology, we bring church to member’s homes through YouTube and Zoom meetings,” Hoffman said. “We have been recording our church service on Zoom so it is possible to watch using YouTube whenever convenient.”

St. Stephen Lutheran Church is the newest of the churches highlighted here and is located just a little south of downtown Antioch on a Hillside along Highway 59 just south of Route 173.

The church community had its start in 1963 when the board of the Lutheran Church in America sent an investigative team, which knocked on more than 250 doors in Antioch to determine the need for a Lutheran congregation.

The survey recognized the need for a Lutheran church community in the area and a mission church was established. The Board of American Missions purchased the land on Hillside where the current church now stands.

The first worship services were held at Antioch High School on Dec. 4, 1964, with 71 worshipers attending.

Over the years, the church community continued to grow and a worship center and a parsonage were built.

These were followed by additions of classrooms, a fellowship hall, a library, and expanded office space.

By 1909 the membership increased enough to allow the parish to have its own priest on a permanent basis, but it was not until 1929 that the current church at 557 Lake St. in Antioch, was built.

Built of Lannon stone, the church had an altar composed of Italian marble and hand carved wood, according to parish historian Mary Leonard. Huge stained glass windows modeled after the windows of the 13th Century, Chartres Cathedral in France lined the walls. Many were donated in honor of deceased members of their family.

With Antioch’s growing population due to the return of military members from World War II, a need for a Catholic school became evident. Under the direction of the Sisters of the Blessed Virgin Mary a Catholic Elementary School opened in 1949 with an enrollment of 213 students, but by 2016 it closed due to declining enrollment.

St. Peter Catholic Church is now, along with St. Bede Church in Ingleside, a part of the Our Lady of the Lakes Parish. The current pastor is Fr. George Koeune.

Prince of Peace Catholic School, a nationally recognized Blue Ribbon school, announces that beginning August 19, its students will be back in the school and learning five days a week from 7:45 a.m.-2:15 p.m. The school will follow Phase 4 state status for Illinois as well as the Archdiocesan guidelines.

Principal Stephanie Stoneberg said, “The safety and well-being of our students, faculty, staff and their families is our greatest priority. We have implemented new strategies, procedures and protocols to provide our students with a safe learning environment.”

Some of these changes include wearing masks throughout the day, daily temperature checks, individual sanitation kits for each student and staff member, new drop-off/pick-up procedures, and daily socio-emotional checks. Something that will not change is Prince of Peace’s Catholic identity.

The school will maintain its mission of strengthening faith through daily prayer, mass and classroom discussions. Catholic faith is incorporated throughout the curriculum in every subject area.

Stoneberg added, “We missed our students during the third trimester last year, and look forward to getting back to a more normalized way of learning. While remote learning was new to us last March, our faculty hit the ground running. Based on parent surveys, we exceeded their expectations in terms of learning new concepts, clear communications and attendance levels (98% average).

Should remote learning become a necessity for parts of this academic year, we have a comprehensive Remote Learning Plan that we will implement. However, for as long as it is safe and viable we will focus on in-person learning.”
