Three Lake County Sheriff’s Deputies, K9 Deputy, receive ‘Medal of Honor’
Three Lake County Sheriff’s Deputies and one Sheriff’s K9 received one of the highest honors in the State of Illinois, the ‘Illinois Law Enforcement Medal of Honor.’ They were presented with their awards by Illinois State Police Director Brendan F. Kelly at a ceremony in Springfield on May 31. This is the first time the ceremony has been held since 2016.
Deputy John Forlenza/ Sheriff’s K9 Dax and Deputy Ray Gilbert received the award for a 2018 incident where the group responded to a burglary in progress. When they arrived, two offenders fled on foot. One was quickly apprehended, but a second continued fleeing, then stopped and pulled a firearm on the deputies. Sheriff’s K9 Dax distracted the armed offender and Deputy Gilbert fired at the offender, wounding him. Both Deputies Forlenza and Deputy Gilbert provided aid to the offender until the paramedics arrived.
Deputy Thomas Sieber received the award for a 2020 incident where he and the Sheriff’s Warrants
Team were conducting an operation to take a man into custody who was wanted for homicide. As Deputy Sieber and other members of the team approached a residence, the offender exited a vehicle parked in the driveway and began shooting at the Warrants Team. Deputy Sieber, along with McHenry County Sergeant Daniel Kramer, returned fire, striking the offender. Members of the Warrants Team performed CPR on the man until the paramedics arrived.
Sheriff John D. Idleburg said, “I am incredibly proud of Deputies Forlenza, Gilbert, Sieber, and K9 Dax. This heroic group of deputies undoubtedly prevented innocent lives from being lost, while putting their own lives on the line. Congratulations to all four on receiving this deserved, prestigious award.”
At the ceremony, over 100 other law enforcement officers received the Illinois Law Enforcement Medal of Honor for their commendable actions during the last several years.

This engaging bilingual event will take place at the farm of Jorge Guereca, 6710 S. Oak Grove Road, Harvard. Antioch celebrated Armed Forces week with many activities
Colonel (ret.) Paul J. Hettich
CONTRIBUTOR
The Antioch community has a long history of supporting the military and Veterans. The Antioch American Legion Post 748 and Antioch VFW Post 4551 were proud to have hosted four Antioch community outreach events for Armed Forces week, concluding with Memorial Day.
On May 17, Antioch Honors Night, the Antioch American Legion was privileged to be part of Antioch Community High School Honors Night. The Legion awarded two $500.00 scholarships to two deserving students who will use the funds to support attending college.
On May 25, Antioch Cemeteries Honor Day, members of the Antioch American Legion and VFW and Antioch Scouts placed 783 flags on all Veterans headstones in five Antioch area cemeteries. The Lakes Region Historical Society led the effort to maintain locations of all Veterans in the Antioch.
On May 26, Antioch Poppy Day, members of the Antioch American Legion and VFW conducted their annual Poppy Day in Antioch in support of the American Legion National Poppy Day. The red poppy is a nationally recognized symbol of sacrifice worn by Americans since World War I to honor those who served and died for our country in all wars. The Legion partnered with several Antioch businesses in order to distribute poppies in return for donations to support Veterans of the Antioch American.
On May 29, Antioch Memorial Day Ceremony, members of the American Legion and VFW, with support from the Village of Antioch, Antioch Township, Antioch Chamber of Commerce, Lakes Regional Historical Society, and several other Antioch businesses, clubs, and organizations, conducted the third annual Antioch Memorial Day Ceremony at Hillside Cemetery.
The Antioch Community honored all of the Veterans who made the ultimate sacrifice on Memorial Day, however what made the ceremony unique from most others is that they also honored one Antioch Veteran from the nation’s wars. In 2021, Antioch honored Captain Leverett H. Barnes from the War of 1812 and in 2022; brothers Corporal Allen D. Hanke and Private First Class Leslie A. Hanke were honored as well as descendants of his family. This year, like last year, Judy Gossman, the niece of the Hanke brothers, and her husband, attended the ceremony.
This Memorial Day, they honored former World War I Veteran and life-long Antioch resident Sergeant James ‘Red’ Leland Waters and several of his living descendants, who were VIPs for the ceremony. Sergeant Waters moved to Antioch between 1910 and 1914 and was employed by Williams Brothers Company in Antioch before entering the Army in July 1917. He received the Distinguished Service Cross for heroism in battle, our nations’ second highest award; the Medal of Honor being the highest award. Sergeant Waters was discharged in June 1919 and returned home to Antioch where he got married, raised a family, worked several

jobs, was a leader in the community, and ultimately died on February 4, 1967. He was buried with military honors at Hillside Cemetery by Strang Funeral Home.
Members of the Illinois Patriot Guard with local police support escorted the following members of Sergeant Waters family from their residence in Lake Villa to Antioch Hillside Cemetery: Carol Effinger, daughter of Sergeant James Waters, Bill and Jim Effinger, sons of Carol Effinger, Christina and Rosemary Effinger, daughters of Carol Effinger, and other relatives Bess Quint, Dieter Quint, Colin Quint, Claudia Quint, and Katie Effinger.
Sergeant James ‘Red’ Leland Waters was born on October 24, 1896 and died on February 4, 1967 at 70 years old. He served in World War I with the U.S. Army, C Company, 131st Infantry Regiment. Sergeant Waters was discharged from the Army on June 4, 1919. He also had a brother who served in the U.S. Navy at the same time as him.
The Distinguished Service Cross Citation for Sergeant James Leland Waters states, “Corporal, Company C, 131st Infantry. For extraordinary heroism in action near Gressaire Woods, France, August 9, 1918. Showing utter disregard for personal danger, he advanced alone in advance of our lines to attack a machine-gun emplacement, the fire from which was causing heavy casualties. He killed the two men at the enemy gun, permitting a renewal of the advance of his company.
The ceremony had a presentation of Colors and pledge of allegiance by the Antioch American Legion, VFW, and Antioch Scouts. The national anthem was sung by Ms. Abby Flade with the Invocation by Pastoral Resident John Szott of North Bridge Church. The guest speech was by Colonel Paul Hettich and the story of Sergeant James Leland Waters was by Joseph Hettich and Bill and Jim Effinger, descendants of Sergeant Waters. The rededication of Sergeant Waters headstone was conducted by members of Sergeant Waters family, the Illinois Patriot Guard, Veterans, scouts, and first responders. The presentation of the wreath was by Antioch Mayor Scott Gartner and Township Supervisor Tom Shaughnessy. The benediction was by Chaplain Charles Haley and the Retiring of Colors was by the Antioch scouts. The Three Volley Salute was by members of the Antioch American Legion and VFW with Taps by Mr. Bill McGee, Lakes Area Band, with closing song of Amazing Grace by Ms. Nora Samelson.
Colonel (Retired) Paul J. Hettich, United States Army Civil Affairs Psychological Operations Command (Airborne) concluded the ceremony. “The good in the world today is because of the legacy given to us by those who gave their lives in service. Their sacrifices helped make this country , the great nation it is today, with every action taken, every conflict resolved, and every life improved, we commemorate these heroes.”

Rivers and their tributaries are the arteries of the planet, pumping fresh water and nutrients through diverse ecosystems that support life for thousands of species and maintain vital fisheries. Throughout history, towns and cities have been built along the banks of rivers because they provide the people who live there with water, food, transportation and energy. The beauty of our rivers, and the water that flows through them, can be sources of inspiration and appreciation.
Rivers are also the foun-
dation for the watersheds surrounding them. Watersheds are the land areas that channel rainfall and snowmelt to creeks, streams and rivers. The creeks and streams commonly form sub-watersheds that flow to the larger watersheds formed by rivers.
McHenry County has two rivers, the Fox River and the Kishwaukee River, that form our two main watersheds. Generally speaking, the east half of McHenry County flows to the Fox River and the west half of the county flows to the Kishwaukee River.
As you travel across McHenry County, keep an eye out for signs posted at creek,
stream and river crossings along county highways. The top of each sign shows the water body you are crossing, and the bottom shows the watershed into which that water body flows. These signs were a collaborative effort between McHenry County government and the Environmental Defenders of McHenry County. They are intended to help residents develop a better understanding of the importance of our rivers and watersheds. Investigation leads to nearly 8,000 fentanyl laced pills, guns, cocaine
The Lake County Sheriff’s Office Special Investigations Group (SIG), a High Intensity Drug Trafficking Area (HIDTA) funded task force, concluded a three-month investigation which led to the arrest of a Mundelein man who possessed nearly 8,000 fentanyl laced pills and three firearms.
In March, members of SIG, which includes the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) Chicago Field Division and Homeland Security Investigations (HSI) began an investigation after learning Oscar Pena, 22, of the 1000 block of Concord Circle, Mundelein, was selling firearms and illegal narcotics.
During the investigation, undercover detectives acquired three firearms, 15 grams of cocaine, and nearly 2,500 fentanyl laced pills.
On June 2, 2023, a search warrant was conducted at Pena’s home. During the search, nearly 5,500 fentanyl laced pills packaged for distribution, an additional firearm,
and large quantity of ammunition was seized.
After reviewing the facts and circumstances of the incident, the Lake County State’s Attorney’s Office approved the following charges for Pena:
Armed Violence (Class X Felony), Gun running (Class 1 Felony), Possession of a defaced firearm (Class 3 Felony), two counts of Unlawful Possession of a Firearm by a Felon (Class 3 Felony), Unlawful Possession of Ammunition by a Felon (Class 3 Felony), Unlawful Possession of Cocaine with Intent to Deliver (Class 1 Felony), three counts of Unlawful Possession of Fentanyl with Intent to Deliver (Class 1 Felony), four counts of Unlawful Possession of Fentanyl with Intent to Deliver (Class X Felonies), and eight counts of Unlawful
Possession of a Controlled Substance with Intent to Deliver (Class 4 Felonies).
Sheriff John D. Idleburg said, “This drug trafficker had the ability to end countless lives with the fentanyl laced pills he was trying to distribute throughout the region. Thanks to the strong partnerships included in our Special Investigations Group, we were able to utilize state and federal resources to investigate and arrest him. I am thankful for all who participated in this successful investigation.”
Pena remains held in the Lake County Jail on $1.5 million bail.
The Sheriff’s Office acknowledges the exceptional assistance of our federal and local SIG partners to include, ATF Downers Grove 1, DEA Group 31, FBI NRA-1, HSI TOC-Group, Park City PD, Round Lake Beach PD, Round Lake Park PD, Wauconda PD, Waukegan PD, Winthrop Harbor PD, Zion PD, and Mundelein Police Department.

Juveniles held on $5 million each in fatal shooting
On Friday, June 2, a Lake County Judge set a $5 million bond for each juvenile charged in the fatal shooting of a Waukegan Volleyball Coach that took place on May 6, 2023.
David Dejesus, 16, and Yahir A. Torrecilla, 17, were both arrested on Thursday, June 1, after Waukegan Police Officers executed search warrants at each defendant’s home. While conducting the search warrants, officers were able to retrieve firearms from both homes.
“Our office is proud of the Waukegan Police Department, who has been working tirelessly on investigating this incident, and of our First Assistant Lauren Callinan, and Chief Deputy of the Criminal Division, Jeff Facklam who worked closely with the Waukegan detectives. Our office will support the victim’s family and seek justice in
the court room,” Lake County State’s Attorney Eric Rinehart said.
On Saturday, May 6, at approximately 10:36 p.m., Waukegan Police Department responded to a report of shots fired in the area of 10th Street and Lewis Avenue. Upon arrival, officers located the victim, later identified as Niolis M. Collazo, unresponsive in her vehicle. She was transported to a nearby hospital where she later succumbed to her injuries. Investigators retrieved numerous surveillance videos that assisted them in identifying the offending vehicle, later determined to be registered to a relative of Dejesus.
On May 11, Dejesus was pulled over while driving the offending vehicle. Officers seized the vehicle. Officers conducted an extensive investi-
25-year-old man drowns in Chain O’Lakes channel
A 25-year-old man from Kenosha, Wisconsin, died after jumping into a water channel just north of Petite Lake.
On June 4, at approximately 1:05 a.m., Lake County Sheriff’s Marine Unit Deputies responded to the ‘Long Channel,’ located between Petite Lake and Spring Lake for a man who went underwater. Members of the Sheriff’s Marine Unit along with Lake Villa Fire Protection District searched the channel for several hours. Sheriff’s deputies also utilized a drone in the search. At approximately 6:30 a.m., the deceased man’s body was recovered from the water.
Preliminary investigation shows the man was likely heavily intoxicated, as witnesses observed him drinking at birthday party. Fol -

Armed parolee apprehended by K9
Dax
On June 4, at approximately 1:45 a.m., Lake County Sheriff’s Deputies responded to a fight in progress at a motel in the 39000 block of North Sheridan Road, Beach Park. When sheriff’s deputies arrived and
Automobiles
knocked at the second-floor room where the fight was occurring, Ricardo Perez, a 31-year-old parolee of the 400 block of Hickory Street, Mundelein, jumped out a second-floor window to flee from the scene. Perez was armed with a pistol and fled on foot. Numerous Sheriff’s deputies responded to the scene and established a perimeter around the area. Sheriff’s Deputy John Forlenza and K9 Dax arrived at the scene and began a track of Perez. K9 Dax first located Perez’ firearm that had been discarded in bush on the
Motorcycles
north side of the motel. Dax continued his track to find Perez hiding behind a dumpster in a nearby parking lot. Perez refused to surrender, and Dax took him into custody by biting his arm.
Perez was transported to an area hospital for the dog bite and also a leg injury he sustained when jumping from the second floor window. He was discharged from the hospital and is currently in the Lake County Jail awaiting his initial court hearing.
Sheriff John D. Idleburg said, “Here is yet another example of the important role our canine deputies have in keeping our community safe. Nearly every day one of our ten canine teams is out tracking a missing endangered person or
violent fleeing felon. Great job to Deputy Forlenza, K9 Dax, and the other members of the Patrol Division in locating this armed man who was trying to flee with an illegally possessed firearm.”
After reviewing the facts and circumstances of the case, the Lake County State’s Attorney’s Office approved the following charges for Perez: Unlawful Possession of a Firearm by a Felon, Aggravated Unlawful Possession of a Firearm – No FOID Card, Aggravated Unlawful Possession of a Firearm – No CCL, and Resisting Arrest. Sheriff’s deputies are contacting the Illinois Department of Corrections to request a parole violation warrant be issued.
lowing the party, the man returned to a residence in the 25100 block of West Forest Drive, Unincorporated Lake Villa, and jumped from a pier into the water with his clothes on. The man was able to swim to shore and a relative helped him remove his wet clothing and took him to bed. A short time later, the man left bed, jumped into the water again, this time without clothing, and attempted to swim across the channel. The man went underwater as he swam across the channel.
The Lake County Coroner’s Office responded to the scene and an autopsy is being scheduled.
The incident remains under investigation by the Lake County Sheriff’s Office Marine Unit.
