Pritzker announces progress in processing rape case evidence; signs highway camera expansion

The Illinois State Police announced June 3 that all sexual assault evidence is being processed within the 180-day timeframe outlined in state law—bringing to zero the number of legally “backlogged” cases that rose as high as 1,815 in March 2019.

It’s the first time all such evidence is being processed within 180 days as required by a 2010 law, according to the governor’s office.

“We have finally reached this mark that the General Assembly put down, this mark of 180 days, over a decade ago.

Complying with that, and finally getting under 180 days, is just the first phase of that enterprise and we are going to be holding ourselves accountable to reaching the 90day mark in the next phase,”

Illinois State Police Director Brendan Kelly said at a news conference.

Pritzker joined Kelly and local elected officials in Belleville, where ISP is establishing the Illinois State Police Forensic Science Institute to house a portion of the ISP forensic science training program.

The governor’s office said over the past two years, ISP reduced its total forensic backlog by 72 percent, while the backlog in drug chemistry evidence processing decreased by 90 percent from Feb. 2019 to the end of 2021.

Kelly said ISP has a goal of bringing a sense of closure to crime victims by processing the evidence that may lead to an arrest.

“That’s why I’m pleased to report in the forensic discipline of trace chemistry, 2021

ended with the lowest backlog in eight years,” Kelly said.

“In biology, the lowest backlog in 11 years. In toxicology with the lowest backlog in 15 years. Firearms with the lowest backlog in 18 years.

Footwear with the lowest backlog in 20 years. Chemistry with the lowest backlog in 28 years, and latent prints with the lowest backlog in 31 years.”

Carrie Ward, executive director of the Illinois Coalition Against Sexual Assault, praised “significant progress” from ISP. She said when ICASA first became part of a task force addressing the backlogs, “the horror stories of evidence collection backlogs were numerous.”

“Kits were found untested across the state. The wait time for results from kits that were

tested stretched into years instead of months or weeks,” she said. “Today we can acknowledge substantial progress.”

“But our work here isn’t done,” she added. “We must continue to address the barriers both internal and external that prompt us to recognize six months, or 180 days, as cause for celebration, because six months is still a long time for survivors to wait. We cannot be complacent with our progress.”

The Rebuild Illinois capital infrastructure plan signed in 2019 included $76.6 million for a new combined crime laboratory and administrative facility in Joliet. This year’s budget also included $5.4 million for increased staffing and equipment at a new ISP forensic lab in Decatur.

Highway cameras The governor also signed a pair of bills June 3 that expand the state’s highway camera monitoring program.

House Bill 4481 expands a Cook County roadway camera pilot program to state highways and expressways in the counties of Boone, Bureau, Champaign, DeKalb, DuPage, Grundy, Henry, Kane, Kendall, Lake, LaSalle, Macon, Madison, McHenry, Morgan, Peoria, Rock Island, Sangamon, St. Clair, Will and Winnebago.

Previously, ISP received a $12.5 million grant to bring the number of cameras on Chicago expressways to 300, starting on the Dan Ryan expressway.

While an added 6,300 miles of roadway—on top of about 230 miles in the pilot program—will be eligible for

cameras under the expanded program, the new legislation contains no guidance for which roadways would receive them.

The budget contains $20 million from the Road Fund for the expansion.

House Bill 260 allows police to use camera footage to also investigate hijacking and forcible felonies such as murder, criminal sexual assault, robbery, burglary, arson, kidnapping and aggravated battery.

Previous law only allowed the footage to be used to investigate firearm offenses and to monitor roadway conditions.

The expansion also gives the attorney general’s office authority to prosecute forcible felony, gunrunning and firearms offenses on camera-monitored expressways.

Analysis: Poll shows Illinoisans more moderate than state General Assembly on abortion Poll, with caveats, shows Illinoisans support parental notification, other restrictions

A new survey recently released suggests Illinoisans are more moderate on the issue of abortion than the current Democratic-controlled General Assembly, but it is unclear whether that will cost Democrats votes in November.

The poll by the Chicago-based firm Ogden & Fry—which is owned by a Republican candidate for Cook County Board—found that 40 percent of those re-

sponding describe themselves as “pro-choice with some restrictions,” including limits on late-term abortions, while nearly 25 percent describe themselves as “pro-life with exceptions” for things like rape, incest and protecting the life of the mother.

That puts nearly two-thirds of those surveyed somewhere in the middle of the spectrum, with only 21.5 percent describing themselves as 100-percent “pro-choice” and 14 percent identifying as

Perhaps more importantly, 78 percent of those surveyed said they believe parents should be notified before their minor child receives an abortion, including 35 percent who supported a judicial bypass in situations where parental notification is not possible or not in the child’s best interest.

Even among self-identified Democrats, 61.6 percent said they support some level of parental notification requirement.

That’s important because the General Assembly passed a bill last year, which Gov. JB Pritzker signed into law, repealing the state’s Parental Notice of Abortion law. That repeal took effect June 1.

The survey of 956 adults, 95 percent of whom said they were likely or very likely to vote in 2022, comes with all the usual polling caveats.

First, assuming the respondents were selected completely at random, the sample size would give the

poll a margin of error of plus or minus 3.2 percent.

Second, the owner of Ogden & Fry, and the person who did the polling, is Matt Podgorski, who is also a Republican candidate for the Cook County Board. Podgorski’s firm did not receive a commission to conduct the poll.

Retiring state Rep. Mark Batinick, R-Plainfield, who is supporting Podgorski’s campaign, said in a phone interview that he suggested doing the poll and thought it would be good publicity for the firm.

The polling analysis website FiveThirtyEight gives the firm a grade of “B/C,” based on its track record in the 2014 gubernatorial race, when it accurately predicted Republican Bruce Rauner’s margin of victory within a single percentage point, and the 2020 Democratic presidential primary in Illinois, when it overestimated Joe Biden’s margin of victory by 8.3 percentage points.

A final caveat comes from a political science professor that I used to quote regularly, Patrick Miller: “It’s one poll.” It usually takes multiple polls over an extended period of time before a clear picture begins to emerge.

That being said, the Ogden & Fry poll had some other interesting findings. For example, it showed President Biden with a 48.6 percent approval rating in Illinois— well above his national averages, but not necessarily surprising in a blue state like Illinois.

And Democratic Gov. JB Pritzker came in with a 49.4 percent approval rating, including 90 percent among self-identified Democrats; 4.6 percent among Republicans and 35.5 percent among independents.

It also found that nearly two-thirds of those surveyed, 65.5 percent, said a candidate’s position on abortion was either “extremely” or “very” important in their voting decision. That num-

ber shoots up to nearly 78 percent among Democrats, many of whom may be motivated by the leaked draft U.S. Supreme Court decision suggesting the court may be poised to overturn its landmark 1973 decision in Roe vs. Wade that legalized abortion nationwide.

Meanwhile, 52 percent overall, including 22.8 percent of Democrats, said they would be less likely to vote for a candidate who supports unrestricted abortion while only 27.5 percent overall, and nearly half of Democrats surveyed, said they would be more likely to vote for a candidate who supports unrestricted abortion access.

That last statistic, however, requires some context because in every case, the decision is also affected by who the alternative is. Voters can, and sometimes do, vote for someone who is further to the right or left of them on a particular issue if the alternative is someone they consider utterly unacceptable.

Miklautsch honored among Dixie State University’s 11th graduating class

Trust, accountability, fellowship and empathy are cornerstones of the Rotary International four-way test, which asks whether a thought, statement or action is truthful, whether it is fair, whether it will build goodwill or better friendships, and whether it will be beneficial to all concerned.

But members of the McHenry Area Rotary long have reveled in adding a fifth element: Will it be fun?

The club — which has brought the decidedly fun Blues, Brews & BBQ fest to Petersen Park each August for the past 10 years, and plans to do so again this Aug. 19-21 — now is readying for a mixer at The Vixen in McHenry on Thursday, June 16. The public is invited to the casual meet-andgreet from 5 to 7 p.m. at the new live performance venue located at 1208 N. Green St. Those attending will enjoy appetizers and a cash bar, along with the chance to meet local Rotarians and learn more about club life.

“Blues, Brews & BBQ and our Secret Santa pro-

gram have become fairly well-known in the area. But perhaps lesser known are the club’s other undertakings,” said Mark Adams, McHenry Area Rotary president.

“Membership really does offer people the chance to have fun while giving back.”

Whether it’s planting a pollinator garden at Johnsburg High School, collecting coats for Kids In Need of McHenry County or sending teams to compete in a Feed My Starving Children shipment-packing session, camaraderie prevails, Adams said.

Like many service organizations, though, the McHenry Area Rotary has battled to maintain and boost membership, which currently stands at 26.

“We’d really like to see that increase to at least 35,” Adams said. “Not only do many hands make light work, but many faces also bring more smiles.

“With the $63,000-plus in grants our club has given over the past year, we can be proud of our achievements.

But imagine what we could do with double or triple our current numbers,” he contin-

ued. “We hope to meet several potential new members during our June 16 get-together at The Vixen. Anyone who is at all curious is encouraged to attend.”

Rotary International includes about 1.2 million members in more than 35,000 clubs across 200 countries. Membership is open to men or women of good character with a solid business, professional or community reputation.

McHenry Area Rotary Club dues are $375 annually. The club meets at noon Thursdays at Buddyz Pizzeria, 1138 N. Green St., McHenry. Anyone interested is welcome to attend.

Health department reports increase in opioid overdose events Sign up to get free Naloxone from the Lake County Health Department

Over the weekend of June 4, an increase in opioid-related overdoses occurred among Lake County residents. The increase was reported to the Illinois Department of Public Health.

There has been a nationwide surge in unintentional polysubstance (e.g., opioid and fentanyl, etc.) and counterfeit prescription drug use.

Unintentional polysubstance use can occur when a person takes drugs that have been mixed with other products without their knowledge.

In 2020 alone, Lake County opioid overdose deaths rose 19.5 percent “Our community, like many others throughout Illinois, have been impacted by the opioid overdose crisis,” said Lake County Health Department Executive Director Mark Pfister. “We must take steps to prevent overdose deaths and save lives.”

The Lake County Health Department is combating the opioid crisis in a multitude of ways, including the distribution of free Naloxone

to community members and law enforcement personnel.

Naloxone is a non-addictive, life-saving medication. It can reverse the effects of an opioid overdose when used in time. It is easy to get and easy to use.

Lake County residents, especially those whose loved ones may be using opioids, are encouraged to have Naloxone on hand in case of an overdose.

“Opioid overdose is preventable and may be reversible with quick action,” said Lake County Health Department Medical Epidemiologist Dr. Sana Ahmed. “Naloxone is a safe and effective tool that is known to save lives and it can easily be administered into the nose by anyone, including friends, family, and, non-medical community members” Symptoms of an opioid overdose include: • Unconsciousness, or inability to wake up • Limp body •Falling asleep, extreme

drowsiness • Slow, shallow, irregular or no breathing • Pale, blue, cold and/or clammy skin • Choking, snoring, or gurgling sounds • Slow or no heartbeat If you suspect an opioid overdose: • Call 911 immediately, provide the location of the overdose.

•Administer Naloxone, if available. Naloxone won’t harm someone if they are overdosing from a drug other than opioids. For more information on how and when to administer Naloxone, visit the CDC’s page on Stopping Overdose with Noloxone at cdc.gov.

• Try to keep the person awake and breathing.

• Lay the person on their side to prevent choking.

• Stay with the individual until help arrives.

Dunn Museum hosts work of comic book artist The work of a legendary comic book artist can be seen at the Bess Bower Dunn Museum of Lake County, 1899 W. Winchester Road in Libertyville. “Bill Sienkiewicz: Pop Culture Revolution” is on display through Sept. 5.

Sienkiewicz (pronounced sin-KEV-itch) is best known for revolutionizing the style of comic and graphic novel illustration over the past four decades. The Eisner-winning and Emmy-nominated artist grew up in a New Jersey farming community where there was not a lot of exposure to artists and their work, at least none that were creating comic books. He later attended the Newark School of Fine and Industrial Arts. It was in art school that he was introduced to the wider world of art, falling in love with abstract expressionism.

His landmark works, including Marvel Comics’ “Elektra: Assassin” and his acclaimed graphic novel “Stray Toasters,” have earned him an international reputation and cult-like following across media industries.

“The Dunn Museum is honored to work with Bill Sienkiewicz on this amazing museum exhibition,” said Angelo Kyle, president of the Lake County Forest Preserves. “The artist brings an unprecedented balance of re-

alistic rendering and expressive enthusiasm to comics.”

The Dunn Museum is accredited by the American Alliance of Museums, a distinction held by only 3% of American museums.

This exhibition showcases sketches and original paintings spanning the artist’s career from the 1980s to present day. Visitors can view more than 60 works of art and video interviews to discover how Sienkiewicz’s renderings incorporate abstract and expressionist influences.

Many art experts attempt to differentiate between “fine art” and “illustration.”

In Sienkiewicz’s mind you can do both. He brought influences from outside the art world to his work, such as his father teaching him electrical wiring, which led him to create art with electrical components. He also incorporated jazz music and fashion illustration into his style.

“I think my innate sense is that I’m more interested in how something feels. I pursue the emotional truth of something, as opposed to simply the visual truth,” according to the report.

Richardson Adventure Farm hosting RichmondSpring Grove Area Rotary Club event Craft beer enthusiasts may want to buy their tickets early for the first-ever Craft Beer Adventure Festival from 3 to 7 p.m. Saturday, June 25, at Richardson Adventure Farm, 909 English Prairie Road, Spring Grove.

Dozens of craft beers from northeastern Illinois breweries will be on hand, plus award-winning Prairie State wines and even a locally hand-crafted spirit or two.

Add in some delectable food truck fare, live music, giant Jenga games, pedal kart tracks, cornhole games, a giant jumping pillow, a 50-foot climbing tower and a 150-foot slide — and you’ve got an adultsonly day at the farm that should be one to remember.

Attendees must be 21 or older. Tickets range from $15 for designated drivers to $65 for VIPs. The latter will receive a $10 voucher toward an event T-shirt, a sampling mug and preferred parking, as well as early, 2 p.m. admission.

Those purchasing the $45 general admission ticket, of which only 2,000 will be sold, also will receive a sampling mug.

All will enjoy music by the Steve Gritman Band from 3 to 6 p.m. And all but the designated drivers may sample from a list of more than 40 craft brews from at least nine locals and one national brewery. Or try some wine from Genoa-based Prairie State Winery, or a spirited citrus seltzer from The Finnish Long Drink.

Half of the profits will go to the Richmond-Spring Grove Area Rotary Club, said George and Wendy Richardson, who operate the farm along with George’s brother,

Robert, Robert’s wife, Carol, George’s son, Ryan, and Ryan’s wife, Kristen.

“Numerous people have asked in the past about an adults-only day at the farm,” said George Richardson, who also is president-elect of the Richmond-Spring Grove Rotary. “This seemed like a great way to have some fun, highlight the amazing offerings of our local breweries and raise money for the club.”

A successful event will mean more money to put toward academic and vocational scholarships, Big Brothers Big Sisters, Home of the Sparrow, Operation Warm, area food pantries, ShelterBox International and other nonprofits and causes the club supports, said Wendy Richardson, also a Rotarian.

Richardson Adventure Farm features a gift shop, which will be open, indoor restrooms and free parking. Brewery representatives will occupy spots throughout two hard-shelled pavilions and a 40-by-60foot tent for the rain-or-shine event.

Breweries confirmed as of early June to be offering samplings at the event include: 9th Hour Brewing of Lake Villa; Black Lung Brewing Co. of Round Lake Beach; Crystal Lake Brewing; Harbor Brewing Co., Winthrop Harbor; Ravinia Brewing Co., Highland Park; Sew Hop’d Brewery, Huntley; Tighthead Brewing Co., Mundelein; Kishwaukee Brewing Co., Woodstock; Spirit Water Brewery, Cary; Sam Adams; and the Finnish Long Drink. Scammers targeting Lake County residents pretending to be local government officials

The Lake County Sheriff’s Office and 19th Judicial Circuit have become aware of a scam targeting Lake County residents.

This scam involves con artists calling Lake County residents and introducing themselves as a member of the Lake County Sheriff’s Office. The scammers utilize an actual name of a Sheriff’s Office employee. The scammer then informs the victim that they missed a jury summons and an arrest warrant, a citation, or citations, have been issued to the victim. The scammer then attempts to instruct the victim how to purchase a “voucher” in order to avoid arrest.

Neither the Sheriff’s Office nor the 19th Judicial Circuit will ever call a resident to request money. Lake County Government will not ask for or accept payment in the form of gift cards, ‘Green Dot’ cards, Venmo, or cryptocurrency.

Most of the times the scammers are operating out of other states or countries. The best course of action is to hang up and if utilizing a cellphone, block the caller’s telephone number from being able to contact you again. You may also file a report with your local law-enforcement agency. If you are ever doubtful of a government official contacting you by phone, you may always hang up and call back utilizing the known

telephone number for the government office which contacted you.

Remember, if you did not initiate the telephone conversation: 1. Do not provide any personal information; 2. Do not tell anyone when you leave your residence; 3. Document the number calling along with any information about the call; 4. Report the incident to your local law enforcement agency as soon as possible.

Man dies in two vehicle crash

A 25-year-old Harvard man died following a two-vehicle crash that occurred in unincorporated Harvard on Thursday, June 9.

At 10:02 p.m., members of the McHenry County Sheriff’s Office, Harvard Police Department, Harvard Fire Department and Hebron-Alden-Greenwood Fire Protection District responded to a two vehicle crash involving a pickup truck and a sedan.

Preliminary investigation indicates that a 2009 Maroon Honda Civic, driven by a 25-year-old Harvard man, was traveling westbound on Illinois Route 173 west of Altenburg Road. For unknown reasons, the Honda was traveling westbound in the eastbound lane of traffic.

A 2005 Blue Nissan Frontier was traveling eastbound in the eastbound lane of traffic and the Honda struck the Nissan at a high rate of speed in the 19400 block of Illinois Route 173.

Sheriff’s Office announces Memorial Day traffic safety campaign results

The Lake County Sheriff’s Office issued 72 citations during the recent Memorial Day “Click It or Ticket” enforcement period.

“Through the Memorial Day enforcement campaign, we helped make Illinois roads safer and spread the word that seat belts and child safety restraints save lives,” said Sheriff John D. Idleburg.

While Illinois’ 2021 seat belt compliance rate was 93.5%, unbelted occupants still account for over half of those killed in traffic crashes. The “Click It or Ticket” campaign aims to change the behavior of the millions of people who don’t buckle up.

Thousands of lives could be saved each year if every vehicle occupant was properly restrained when traveling.

During the enforcement period, the Lake County Sheriff’s Office issued 36 citations for seat belt violations and took the following additional actions: • 1 felony DUI alcohol arrest • 1 warrant arrest • 2 arrests for driving while license suspended / revoked • 24 citations for speeding • 4 citations for operating an uninsured vehicle • 4 citations for other traffic violations The Illinois “Click It or Ticket” campaign is administered by the Illinois Department of Transportation with federal highway safety funds.

Health Department urges residents to swim safely

Memorial Day marks the unofficial start of summer.

Whether swimming at your local pool or enjoying family time on your favorite beach, it is important to protect yourself from illness, prevent the spread of germs, and practice safe swimming.

Recreational water illnesses (RWIs) are caused by germs spread by swallowing, breathing in, or having contact with contaminated water in swimming pools, hot tubs/ spas, water playgrounds or fountains, lakes, rivers, or oceans. Diarrhea is the most common RWI. The Lake County Health Department monitors lake water for E.coli bacteria in over 100 Lake Michigan and inland lake beaches to ensure that the water is acceptable for swimming. From Memorial Day to Labor Day, beach closure information can be found on the Health Department’s Beach Advisory page, which is updated daily by 10:00 a.m.

When bacteria levels are high, the Health Department notifies the beach’s manager and signs are posted indicating a swim ban is in place.

Water samples are taken daily until the bacteria levels fall below the standard.
