Motivational influencer speaks at five local schools

Five McHenry County schools welcomed nationally known influencer, motivational speaker and author Jordan Toma, courtesy of the McHenry county Regional Office of Education.

Jordan utilizes his social media platforms, which have more than 3 million total followers, to talk to young people about overcoming their challenges. He overcame ADHD and dyslexia to graduate college with a psychology degree and become a financial advisor. After getting a chance to speak to students at a pre-college class he had once attended, he took to social media and public speaking to empower young people to pursue their dreams regardless of the barriers in their way.

He spoke at Woodstock High School, Hebron Middle School and High School, Woodstock North High School and Harvard High School.

The Regional Office of Education was honored to sponsor Jordan’s appearances, Regional Superintendent Diana Hartmann said.

“Jordan was a kid with chronic truancy, in special education with an individualized education program, with a relentless mom who wouldn’t give up. He was a kid who was flunking every class, and grew up to be a successful businessman, author and speaker. Jordan reminds everyone to never give up, and that the struggles are the strength,” Hartmann said.

Lawmakers, cannabis industry calls for ban on ‘delta-8’ and other psychoactive hemp products

largest cannabis business association is pushing to ban the sale of delta-8 THC, an increasingly popular psychoactive substance that’s popped up in corner stores across the country in recent years.

New legislation recently filed in Springfield revives an ongoing debate over delta-8 and other hemp-derived products, which are totally unregulated in Illinois even as the state approaches the five-year anniversary of legalizing cannabis.

For those who’ve been trying to break into Illinois’ stillyoung cannabis industry, the state’s inaction on delta-8 is an insult to the thousands of dollars and years of work that some business operators have put into trying to get their businesses off the ground.

“It is deeply disheartening and, frankly, a betrayal by the state to allow these shops to pop up and call themselves dispensaries,” Ron Miller, a co-owner of his family-run Navada Labs and BLYSS Dispensary in Mt. Vernon, said at a Capitol news conference April 11.

And for the industry’s lead lobbying group, the Cannabis Business Association of Illinois, delta-8 represents other threats, including continued reports of Americans getting sick after consuming unregulated products, and the growing efforts to market delta-8 to young people.

At that news conference, CBAI Executive Director Tiffany Ingram stood next to a table filled with delta-8-infused candy and snacks in packaging strikingly similar to the multi-national brands they were designed to imitate. In one hand, Ingram held up a bag of Fritos corn chips and a similar-looking bag of “Fritos” snacks with small cannabis leaves on it.

Additionally, Ingram said, without having to pay cannabis-related taxes or other compliance costs, delta-8 businesses are not only undercutting legitimate licensed dispensaries, but the price is also accessible to kids.

“It says on the door you can only be 21 to come in,” Ingram told Capitol News Illinois of her trips to faux dispensaries in Chicago’s South Loop and Uptown neighborhoods to purchase some of the delta-8 products on display at the news conference. “But no one checked my ID.” State Rep. Eva-Dina Delgado, D-Chicago, said her 15-year-old daughter has told her that delta-8 products are very accessible to her peers.

“As a parent, there is nothing more scary than to hear stories from your child about how kids are ‘greening out,’” she said. “And when I asked her questions like, ‘Hey, are these kids getting the supply from their parents?’ ...She says, ‘Oh no, we just go to the corner store.’”

In addition to selling the products at corner stores and gas stations, delta-8-focused bakeries have also become a business model in the city of Chicago, according to reporting from the Chicago Sun-Times.

Under Senate Bill 3926, businesses caught selling delta-8 or other unregulated hemp-derived products would face a $10,000 fine. Ingram acknowledged that the threat of fines is only as good as an enforcement mechanism but said the law would at least allow the state’s Department of Agriculture to investigate the businesses.

Additionally, the bill would create 50 new state licenses for legitimate cannabis dispensaries and 50 new licenses for cannabis infusers, which Ingram said could help bring entrepreneurs currently selling delta-8 into the fold. The measure would also require a state task force to study delta-8 products to ensure their safety, which Ingram characterized as more of a “pause” than an outright ban.

But those already operating in the delta-8 space said the bill would amount to an outright ban on delta-8 and other hemp-derived products.

State Rep. LaShawn Ford, D-Chicago, has been pushing for regulation of delta-8 products, warning that prohibiting them would undermine the criminal justice goals of legalizing cannabis in Illinois. Ford and state Sen. Lakesia Collins, D-Chicago, are pushing a pair of bills that would restrict the sale of delta-8 products to anyone under 21, along with taxing them and creating a new class of state licenses for hemp businesses.

“We don’t want to regulate thousands of current businesses out of existence,” Collins said in a statement. “We want regulation, not termination, when jobs and opportunity are at stake, especially in Black and brown communities.”

Hemp and marijuana are both derived from cannabis plants, but hemp can only contain 0.3 percent or less THC. If it contains more THC than that, it is considered marijuana. In 2018, the annual federal “Farm Bill” made the distribution and sale of hemp and its byproducts legal federally.

Preserving vintage photographs and records is a great way to ensure that the rich history of McHenry County’s Latin farmworker community is documented and accessible for future generations. With that in mind, Raices Latinas - a history preservation project funded by the Community Foundation of McHenry County - will host a Community Scanning Day from 1 to 5 p.m. Sunday, April 28, at the Woodstock Public Library, 414 W. Judd St. The history initiative, funded through a grant by the Community Foundation of McHenry County, seeks to document the contributions of Latino/ Latine agricultural workerstoday and in the past - as part of a permanent county archive. Toward that end, volunteers will digitize photos, letters, newspaper articles and other pertinent documents in an effort to piece together the many and varied contributions.

All participants donating the use of their scanned photos to the McHenry County Historical Museum collection, will be asked to sign a ‘release form’ transferring ownership of the scanned documents to the museum.

With the donor’s permission, the museum shall have the right to use, display, reproduce, publish, and distribute the materials for historical, educational and promotional purposes. The event is open to both English and Spanish speakers, and translators will be on site.

Digital copies will be available to participants, as a thank you, to those who bring a thumb drive or provide an email. For additional information or visit

Bob Spagnoli’s heart was set on a really nice grill when he went shopping for an early retirement gift for himself a few years ago.

The now former New Trier High School teacher and coach first stopped at a north suburban big box store, where he found products, but not a soul approached to answer his questions or to be of help. The Buffalo Grove resident left, went to the parking lot, and searched “Where can I purchase a Napoleon grill near me?”

Smokin’ Deal BBQ popped up. Spagnoli had never heard of it, but off he went. And he’s so glad he did.

“I walk into the shop and I’m met by Elvis, Jeff Silvers’ chocolate lab,” Spagnoli said. “Jeff was in the back and called out right away. I told him what I was looking for. He said ‘Let me show you the grill you want.’

And he walked me through every square inch of that grill.”

From that first meeting, a lasting friendship has formed. The Lake County Sheriff’s Office announces a successful implementation of a major 911 technological overhaul.

In 2019, the Lake County Sheriff’s office in conjunction with the Lake County Emergency Telephone Systems Board (ETSB), with the assistance of Crowe LLP, started the process to upgrade critical technology infrastructure, to improve public safety throughout Lake County. This improvement involved multiple key computer related components used by 911 telecommunicators, first responders, records clerks, and employees at public safety entities throughout the county.

Lake County ETSB led the Computer Aided Dispatch (CAD) portion of the project. CAD provides first responders with important information from 911 telecommunicators, as they respond to emergency calls. It provides a mapping component, allowing telecommunicators to send the closest first responders to an emergency. It also allows first responders to research prior call history, view routing options, and perform a number of other important functions.

The Lake County Sheriff’s Office led the Records Management System (RMS), Civil Process Management System, Jail Management System (JMS), E-Citation, and E-Crash. These components allow public safety agencies to securely store data from emergency calls and securely store official police reports /

Sheriff’s Office and over 40 partners ‘go live’ with major 911 technology consolidation and improvements fire reports. The technology also streamlines the process of recording information from traffic crashes.

On April 16, 2024, CAD, RMS, E-Citation and E-Crash were successfully launched for the over participating 40 agencies. The Civil Process and Judicial Sales were successfully implemented in September of 2023. JMS is planned to launch in October of 2024.

The Lake County Board and the Lake County ETSB Board provided the initial seed money to allow these major projects to move forward.

It’s tulip time

Boat business owner arrested on new charges stemming from ongoing investigation

After Kristen Wooden’s July of 2023 arrest, several victims came forward, indicating they had been scammed by Wooden. The Lake County Sheriff’s Marine Unit conducted an investigation into the allegations and found Wooden committed forgery and several thefts.

When Wooden submitted her documentation to the State of Illinois in her application for her business’s (The Boatyard) 2023 boat rental license, she submitted a document certifying that her fleet of boats was inspected by an independent boat repair service and was in safe and operable condition. The certification had the name and signature of the manager of the independent repair center. The investigation revealed that Wooden never had her fleet inspected by the independent repair center, and she forged the signature of the manager of the center. This resulted in the charge of forgery (class 3 felony).

Around Labor Day weekend, the Fox Waterway Agency suspended The Boatyard’s commercial watercraft privileges for numerous violations and non-compliance to the Fox Waterway Act. After being made aware her boats were no longer allowed to be rented, sheriff’s marine unit deputies observed a boat believed to be owned by The Boatyard on the Chain O’Lakes. Marine unit deputies stopped the boat and learned the occupants had just paid to rent the boat from The Boatyard.

A social media post circulated, and an individual arrived at the scene, claiming he had recently purchased the boat from The Boatyard. This victim had documentation proving he was the owner of the boat, and The Boatyard had no authority to rent his boat. It was determined that Wooden sold the victim the boat, but refused to provide him with the boat’s title. This resulted in the charge of unlawful possession of a certificate of title (class 4 felony).

On July 17, 2023, a victim rented a boat from The Boatyard. When on the Chain O’Lakes, the victim started to have mechanical problems with the boat. They promptly returned to The Boatyard, where Wooden disputed the victim’s claims. The victim returned to the boat and left. Wooden then unlawfully charged over $225.00 to the victim’s credit card. This resulted in a theft charge (class A misdemeanor).

On July 31, 2023, a victim rented a boat from The Boatyard. The boat was in poor operating condition. When the victim returned the boat, they informed The Boatyard staff of some of the defects of the boat. When the victim wrote a negative review about the experience they had with the boat, Wooden charged the victim’s credit card $500. This resulted in a theft charge (class A misdemeanor).

On August 19, 2023, a victim rented a boat from The Boatyard. The victim, who had prior knowledge of boats, immediately recognized an issue with the boat’s propeller. He returned with the boat and wanted to speak with Wooden about the issue, however, she was in a heated argument with another patron. She told the victim that if he didn’t leave, she was going to call the police. Later, the victim’s credit card was charged by Wooden for extra cars being parked on her property, the damaged propeller, and one charge for ‘criminal damage to property – police called.’ This resulted in a theft charge (class A misdemeanor).

On April 18, 2024, following the investigation, sheriff’s marine unit deputies reviewed the case with the Lake County State’s Attorney’s Office

and the above charges were approved. Deputies then appeared in front of a Judge who signed and authorized an arrest warrant.

On April 19, 2024, Wooden was arrested on the warrant at her home, without incident. She remains held in the Lake County Jail pending First Appearance Court on April 20.

All defendants are presumed innocent unless proven guilty in a court of law.

Original Release: Boat rental business owner charged after throwing renter’s phone in water

On July 22, 2023, at approximately 6:00 p.m., the Lake County Sheriff’s Marine Unit was dispatched to ‘The Boatyard’ in Unincorporated Antioch, located in the 42100 block of North 4 th Avenue. The caller, Kri sten Wooden, 36, of the 41000 block of North Westlake Avenue, Unincorporated Antioch, reported one of her rental boats earlier struck the Route 12 railroad bridge, and she wished to make a report. While Sheriff’s Marine Unit Deputies were responding to the scene, Wooden called 911 indicating the renters of the boat were damaging her property, however, she refused to tell emergency telecommunicators what the renters were doing to damage her property. Marine unit deputies arrived at approximately 6:20 p.m. and observed Wooden at the edge of her pier engaged in a verbal altercation with the occupants of the boat, which was not yet docked. Wooden said she was concerned the operator was not able to dock the boat, so marine unit deputies offered to give Wooden a ride to board her rental boat, so she could dock it herself, which Wooden agreed to do.

After docking the rental boat, Wooden took the cellular phone from the hands of one of the boat’s occupants, who was recording the situation. After taking the victim’s cellular phone, marine unit deputies observed Wooden toss the victim’s cellular phone into the water.

Sheriff’s marine unit deputies spoke to all of the occupants of the rental boat and found there were no signs or indications of impairment with the operator of the boat. The boat’s occupants said when they returned to the dock, Wooden refused to let them dock until the sheriff’s office arrived.

The boat’s renters indicated they were never given proper instructions on handling or maneuvering the boat. Wooden claimed they were given a briefing. Marine unit deputies determined Wooden did not provide a copy of the rental agreement to the renters, as required by statute. They also determined the rented boat did not have U.S. Coast Guard required equipment, specifically an emergency engine cut-off switch link.

Wooden was subsequently arrested for criminal damage to property, due to taking the cellular phone from the victim and intentionally dropping it into the water. She was also cited for the violation of not providing required equipment on a rental boat.

Wooden was processed and released on a $1,500.00 recognizance bond.

Marine unit deputies took a boat crash report for the incident earlier in the day, where the boat struck the bridge.

It was later claimed by ‘The Boatyard’ that there were numerous liquor bottles, beer bottles, garbage, and human waste left on the rented boat. These items were not observed by marine unit deputies. It was also claimed the vessel would need to be taken out of service due to its structural integrity being compromised, however, the same boat was rented the following day.

Squad car with emergency lights active struck by passing motorist

A Lake County Sheriff’s Deputy assisting at a traffic stop was nearly struck by a passing car.

On April 14, at approximately 8:30 p.m., a Lake County Sheriff’s Deputy conducted a traffic stop on Route 12 near Long Grove Road in Deer Park, because the vehicle’s registration was suspended. A second deputy arrived to assist. Both deputies had all the emergency lights

on their squad cars activated. As the backup deputy exited his squad car, a southbound Hyundai sedan, driven by an 80-year-old man of Park Ridge, struck the deputy’s door, nearly striking the deputy. Fortunately, neither the driver, nor the deputy, were injured in the crash.

The driver of the Hyundai was cited for violating ‘Scott’s Law.’

All drivers should be aware of ‘Scott’s Law,’ named after Chicago Fire Lieutenant Scott Gillen, who was struck and killed, while he was on the scene of a traffic crash. ‘Scott’s Law’ requires all drivers to change lanes and, if unable, greatly reduce the vehicle’s speed when approaching an emergency vehicle or utility vehicle with flashing lights activated.

Update on April 11 aggressive dog incident

McHenry County Animal Control is letting the public know that all surviving pit bulls involved in an April 11 incident in unincorporated McHenry are now in the care of Animal Control. This

includes the three dogs taken into Animal Control’s possession on the day of the incident, as well as a fourth dog that was previously at-large following the incident.

Man arrested while committing burlaries to vehicles

Lake County Sheriff’s Deputies arrested a man committing burglaries to vehicles in unincorporated Libertyville during early morning hours.

On April 16, at approximately 2:05 a.m., Lake County Sheriff’s 911 Telecommunicators received a call from a property owner in the 19100 block of Route 137, unincorporated Libertyville. The caller said he was monitoring surveillance cameras installed on the property when he observed two people in a gated area on the property where several trailers were located.

Lake County Sheriff’s Telecommunicators were able to provide responding deputies with real-time information on what the caller was seeing from his surveillance cameras.

Sheriff’s deputies arrived and immediately located one of the two men, Gregory A. Williams, Jr., 40, of the 100 block of Windward Dr, Lakemoor.

The second offender ran away just prior to the arrival of deputies, however, he has been identified, and sheriff’s deputies are seeking an arrest warrant for him.

Williams was arrested and transported to the Lake County Jail. The Lake County State’s Attorney’s Office reviewed the facts and circumstances of the incident, subsequently approving the charges of two counts of burglary and one count of possessing burglary tools.

Sheriff ’s 911 telecommunicator de-escalates man attempting self harm

A Lake County Sheriff’s 911 Telecommunicator played a significant role in saving the life of a suicidal man.

On April 14, around 11:25 a.m., Sheriff’s 911 Telecommunicator Christy O’Dette received a 911 call from a man who was attempting suicide on the railroad tracks in Green Oaks, north of Route 176. Telecommunicator O’Dette calmly spoke to the man, utilizing de-escalation techniques, in an effort to keep him from following through with any type of self-harm.

Further investigation at the scene revealed Williams and the other man were at the property to burglarize trailers and vehicles. Sheriff’s deputies discovered one trailer where the two forced entry to the door of a trailer. Burglary tools were located near the trailer. Additionally, a backpack was located nearby containing a BB gun, resembling a real firearm.

While de-escalating the situation, Telecommunicator O’Dette provided information to her colleagues, so they were able to call the railroad and stop all train traffic in the area. Telecommunicator O’Dette utilized equipment in the sheriff’s 911 center to track the location of the man via the 911 call and dispatch deputies to respond to provide further aid. She continually monitored the man’s location and provided updates to the responding deputies.

O’Dette built rapport with the man and convinced him to get off the railroad tracks. She stayed on the phone with him for approximately 15 minutes, making him feel comfortable, until deputies located the man.

The man was located by responding deputies and transported to an area hospital for a mental health evaluation and treatment. The actions of Telecommunicator O’Dette undoubtedly helped save his life.

Sheriff John D. Idleburg said, “I am so proud of Telecommunicator O’Dette, her colleagues, and the deputies who were involved in this incident. This is another example highlighting the abilities of our sheriff’s telecommunicators. Not only was Telecommuni-

cator O’Dette able to stay on the 911 call with this man in mental crisis, but she multitasked, notifying the railroad to halt all trains, and providing the responding deputies with crucial information. Fatal traffic crash under investigation

Lake County Sheriff’s Traffic Crash Investigators are investigating a Sunday evening fatal traffic crash.

On April 14, at approximately 10:45 p.m., Lake County Sheriff’s Deputies were dispatched to the area of North Avenue and Deep Lake Road, unincorporated Antioch, for a single-vehicle traffic crash with injuries. Sheriff’s deputies arrived and found a 25-year-old man of Antioch, deceased, on the ground near the wreckage.

Preliminary investigation shows a 2022 Ford F-350, driven by the 25-year-old man, was traveling westbound on North Avenue, at what appears to be a high rate of speed. As the driver traveled westbound, he left the roadway for an unknown reason, striking several traffic signs. The Ford then rolled several times and struck a tree. The driver exited the vehicle and collapsed.

A passenger in the vehicle, a 27-year-old man of Antioch, was critically injured in the crash. He was transported to Advocate Condell Medical Center with life-threatening injuries.

Alcohol appears to be a factor in the crash.

The Lake County Coroner’s Office responded to the scene, and an autopsy is being scheduled. The crash remains under investigation by the Lake County Sheriff’s Office Technical Crash Investigations Team.

Sheriff’s Office releases investigations of inmate deaths

McHenry County Sheriff’s Office recently received the final investigations of the in-custody deaths of Sean Grendel, Randy Little, and Timothy Mumford. Each investigation was conducted by the Major Investigation Assistance Team (MIAT) and reviewed by the McHenry County State’s Attorney’s Office. In each of these cases, the State’s Attorney declined to file charges.

We’d like to extend our gratitude to the State’s Attorney’s Office, McHenry County Coroner, and members of MIAT for their assistance in completing these investigations.
