Tulip Fest coming to Richardson Farm

Their bright red parkas popping against a backdrop of sunlit snow on a chilly, early March afternoon, George and Wendy Richardson pointed toward a northwesterly field on their 500acre farm.

Soon enough, that sea of melting snow will give way to brilliant oranges, deep reds, bright pinks, purples, yellows and golds as the 300,000 tulip bulbs planted there begin to emerge.

Thirty different varieties with names like Apricot Impression, Golden Parade and Apeldoorn’s Elite all are planted and awaiting their grand emergence in a 5-acre former hayfield at Richardson Farm. And the public is invited to enjoy the splendor during the farm’s first-ever Tulip Festival, expected to last from mid-April through mid-May. The fest will be open daily while the flowers are in bloom. The fun is set to include a pick-your-own area; food trucks; soft drinks, beer and wine; live music on weekends; free games like giant checkers, giant Jenga and cornhole; a picnic area and a walking trail along a 36-acre lake.

Wendy Richardson noted that her brother-in-law first broached the tulip fest idea a couple of years ago, after sunflower fields were becoming popular in the area.

“Robert and (his wife) Carol traveled to Washington state, where they grow a lot of tulips, and did some sightseeing and research,” she said.

The Richardsons — now including sixth-generation Ryan and his wife, Kristen, in the business — have been adding reasons to visit their rural Spring Grove farm for decades. They began offering cut-your-own Christmas trees in 1986, and this fall will mark the 21st year for the renowned Richardson Corn Maze.

Jaki Berggren, executive director of Visit McHenry County, said the Richardson Tulip Festival is an exciting addition to the area’s outdoor spring activities available to residents and visitors alike.

“The Richardsons are, once again, investing in wholesome, fun-on-thefarm offerings that everyone can enjoy,” she said. “We couldn’t be more pleased to partner with them in spreading the word.”

George Richardson said the tulips were planted in November, with about 30,000 in a sunburst design that should make for a great photo backdrop, 70,000 of

mixed colors in a pick-yourown area, and 200,000 in color blocks with walkways between.

“We planted 10,000 bulbs each of 30 different varieties,” he said, “so the maturity and colors will be varied.

It is going to be spectacular!”

Tulip Festival hours will be 11 a.m. to 7:30 p.m. seven days a week. The farm’s roughly 3,800-square-foot gift shop — featuring a wine-tasting area, jams and salsas, donuts, kettle corn, T-shirts, trinkets and indoor restrooms — will be open until 8 p.m., with Covid precautions in place.

Admission to the Tulip Fest will be $15 a person on weekends and $12 on week days; free for children 3 and younger. Admission includes one tulip of choice. Additional flowers will be available in the pickyour-own area for $1 each.

Professional photographers wishing to conduct sessions should send their requests to info@richardsonfarm.com, and should anticipate a three-hour session fee in addition to regular admission.

State school board requests $400 million funding increase, including K-12 boost

dition,” ISBE Board Chair Darren Reisberg told a House education appropriations committee. “We strongly believe this budget recommendation is necessary to provide the resources our schools, educators and students need to continue to recover equitably from the COVID-19 pandemic.”

The evidence-based funding model was passed in 2017 in an effort to direct new education funding to districts that were furthest away from funding adequacy based on a number of factors, including class sizes, local capacity to fund education and more.

The formula created a target of $350 million in new state funding to be pumped into K-12 education each year in an effort to have all districts at 90 percent of adequacy by 2027.

Illinois State Board of Education officials have made their case for an added $362.1 million to the state’s evidence-based funding formula and $50 million in early childhood education grants, pushing back on the governor’s proposal to keep state K-12 education funding flat next fiscal year.

In total, the board recommended a $406 million, or 4.6 percent, increase in fiscal year 2022 in state general revenue funding, increasing the state’s share of education funding to $9.3 billion for the budget year that begins July 1.

“While the recommendation does not represent the full need of education, it is made in recognition of the state’s current fiscal con-

But the COVID-19 pandemic scrapped new funding for the current fiscal year, and in his budget address last month, the governor proposed taking the same approach in fiscal year 2022.

If the funding formula is to be successful in driving districts to the 90 percent adequacy target by 2027, Ayala said, the state would need to allocate an added $799 million each year for the next six years. Thus, the $362.1 million increase to the formula is the middle ground, according to ISBE officials.

ocrat from Suburban Homewood who was a lead negotiator in the House for the evidence-based formula in 2017, said there are “a number of” House Democrats “who are not happy with the governor’s introduced budget” as it relates to the evidence-based funding formula.

He suggested the state should treat the funding increase as it does pension or bond debt, which is considered a baseline expense that other state spending should be built around.

“I’m just wondering if there’s a way to change the conversation until we feel a little bit more obligated to fund it appropriately,” he said “And that’s at the minimum that we talked about, which is $350 million.”

Board officials also requested an added $50 million in funding for early childhood block grants to allow an estimated 9,400 additional Illinois children to take part in the program in the upcoming fiscal year.

Board officials also argued for flat funding for transportation expenses for Illinois’ public school districts, as opposed to a $7.7 million reduction in that line item proposed by the governor.

ISBE also made requests for added funding for teacher recruiting and retention programs, some of which were initiated with federal coronavirus relief funding. An Illinois Association of Regional Superintendents of Schools survey released last month showed 77 percent of 591 surveyed Illinois school districts said they have a teacher shortage problem.

ISBE requested $17 million for various programs aimed at addressing the shortage.

That included a $5 million request for a grant program to “build educator pathways of study, beginning in high school.” ISBE also requested $1 million for the Teach for America program, and $1.5 million to support candidates in the National Board Certification process, such as

covering retake fees, renewal fees and mentor stipends.

“In Illinois, 44 percent of teachers leave their initial school of employment within their first two years, and by their fifth year of teaching, 25 to 30 percent have left the profession entirely,” Ayala said.

ISBE has partnered with the Illinois Education Association and the Illinois Federation of Teachers on a virtual coach and mentor program, pairing new teachers with building mentors and virtual instructional coaches early in their careers in a retention effort. That’s currently funded through $6.5 million from the first federal Coronavirus Aid, Relief and Economic Security, or CARES Act. Ayala said the board is hoping to continue to use federal funds, but has requested a $6.5 million appropriation to continue the program if the federal request is denied.

The budget request also includes $3 million to help mentor and recruit aspiring principals to serve in underperforming schools.

“The program will focus on principals who identify as a member of significantly underrepresented demographic groups, such as Black or Hispanic principals,” Ayala said.

The request also includes $6 million in funding for de-escalation training to “reduce the use of harmful disciplinary behavioral modification practices on students that are impacted by trauma.”

Last year amid the COVID-19 pandemic, ISBE created a Student Care Department aimed at meeting the needs of students on an individual and collective basis. It was funded by the CARES Act as well, but the board requested another $1.1 million should the federal government prevent further use of federal funds to continue the program.

“Specifically, the Student Care Department oversees and monitors all aspects of timeout and physical restraint and works to further reduce practices deemed harmful to

students,” Ayala said.

Board officials also noted the application process for a second round of federal COVID-19 relief through the Elementary and Secondary School Emergency Relief program is currently open.

Grant applications were released last week, Ayala said.

If federal lawmakers approve a coronavirus relief package backed by President Joe Biden that has already passed the Senate and is scheduled for a House vote this week, that could result in another $5 billion in ESSER funds for Illinois, according to ISBE Chief Financial Officer Robert Wolfe.

Ayala said 90 percent of ESSER second-round money goes to local districts to offset expenses incurred due to the COVID-19 pandemic.

Another $213 million is set aside to ISBE, much of which has been used to address the digital divide, Ayala said.

Upon questioning from Republican Rep. Blaine Wilhour of Beecher City, Ayala said it is ISBE’s priority to have students learning in person when it is safe, although it is still up to the local district as to whether they will bring students back to schools. She said 90 percent of public districts are operating in-person or hybrid schedules at this time.

Wilhour suggested tying funding to districts being open to in-person learning, but Ayala said ISBE is not considering such a proposal.

“We have worked very strongly throughout this entire pandemic in recognizing that we have 852 school districts across the state that are very unique and diverse and special,” Ayala said.

“And we have really worked at encouraging the in person instruction as much as possible but needing to recognize that every community has their uniqueness to be able to come in fully in-person.”

The ISBE committee proposal was an early step in the budgeting process, which usually goes through the end of May.

Democratic Illinois officials applaud passage of federal stimulus ‘American Rescue Plan’ to send $13.2 billion for state, local governments

Democratic state officials in Illinois applauded the final passage of President Joe Biden’s $1.9 trillion federal relief package, which includes billions of dollars in aid to cash-strapped state and local governments.\ The “American Rescue Plan” passed the U.S. House, 220-211, largely along party lines on March 10. No Republicans voted in favor of the bill while only one Democrat voted against it.

The bill includes direct payments of up to $1,400 for most Americans, which people should receive by the end of the month. But it also includes aid for state and local governments that suffered massive revenue losses after much of the U.S. economy was shut down last spring due to the COVID-19 pandemic.

According to U.S. Sens.

Dick Durbin and Tammy Duckworth, both Democrats, the bill will send $7.5

billion directly to the state of Illinois. It also provides another $5.5 billion for city and county governments in the state as well as another $5 billion for Illinois K-12 schools.

“I am grateful to Senators Durbin, Duckworth, and our congressional delegation for making sure Congress took bold, swift action,” Illinois House Speaker Emanuel “Chris” Welch, D-Hillside, said in a statement. “Once guidelines are issued by federal authorities, I look forward to working with the Pritzker administration and our budget leaders on how to best appropriate these funds so they meet the needs of our most vulnerable communities. While I know the road to recovery will not be easy, this bill gives us the funds necessary to simultaneously address this health and economic crisis.”

The current fiscal year’s budget, which lawmakers passed in May, was based on the assumption that Con-

gress would pass a relief package for state and local governments and that Illinois voters in November would approve Gov. JB Pritzker’s proposed constitutional amendment to allow for a graduated income tax.

But the tax amendment failed at the polls, and congressional Republicans, who held a majority in the U.S. Senate until the 2020 elections, firmly opposed providing fiscal aid to state and local governments. Those factors combined put the state’s budget out of balance by roughly $4.9 billion.

The state has since closed that gap, in part by borrowing $2 billion from the Federal Reserve in December and in part because last year’s tax filing deadline was pushed back from April 15 to July 15. But the state’s economy has also recovered faster than expected and on March 9, the Commission on Government Forecasting and Accountability revised its estimate of base revenues

upward by nearly $2.9 billion, enough to close what had been a projected deficit.

“This financial relief is needed in Illinois to pay back billions of dollars we borrowed from the Federal Reserve that allowed us to cover the state’s health care bills as we fight our way through this pandemic,” Illinois Comptroller Susana Mendoza said in a statement, noting that the state still faces considerable economic challenges due to the pandemic.

“Restaurants and hotels were closed and not paying sales taxes,” she added. “Employees were laid off. Not only were they not earning a paycheck and not paying personal income taxes to the state, people who’d never sought unemployment benefits had to file for the first time and avail themselves of other state services. The state had less money coming in and more demand for services. It was a double whammy to the people and to the state budget,

Per those changes, a tenant will not need to produce a written lease to apply, as Illinois law does not require written leases for tenants to rent property.

Landlords and housing providers will be able to apply on behalf of tenants, where previously it was required that tenants file the forms after missing rent payments.

Per another change, grants distributed through the program will be in exact amounts according to the tenant’s situation rather than a fixed $5,000 sum.

The threshold for eligibility will be adjusted for family size instead of being a uniform number for all households, and applicants who are unemployed and earn less than 50 percent of the Area Median Income, based on U.S. Housing and Urban Development data, will receive prioritization for grants.

The new program will not have mortgage assistance, which was absent from the December stimulus package.

“There will be more funds coming, and this time it will be for rental and mortgage assistance,” Faust said.

Following Faust’s testimony, the committee debated and ultimately struck down a bill from Republican Rep. Charlie Meier of Okawville that sought to strip some Illinois tenants of eviction protections granted under the governor’s executive order.

According to Meier, the bill would be targeted at residents who were taking advantage of the moratorium to not make utility payments or engage in other bad faith actions to the detriment of struggling mom-and-pop landlords.

“You have my commitment to work with you on this issue but I can’t support this bill in its current form,” Will Guzzardi, D-Chicago, who chairs the Housing Committee, said before calling for a vote. Nine Republicans and one Democrat voted in favor of the legislation, with 12 Democrats voting against it.

The Illinois Housing Development Authority presented its plans for how to use incoming federal COVID-19 assistance during an Illinois House of Representatives Housing Committee hearing Wednesday.

Kristin Faust, IHDA executive director, provided an update on two state initiatives that leverage funds from the federal Coronavirus Aid, Relief and Economic Security Act to help tenants and homeowners who experienced a loss of income due to the coronavirus pandemic. Those are the Emergency Rental Assistance Program and Emergency Mortgage Assistance Program.

From the federal CARES Act passed last March, IHDA received around $325 million in funding to give landlords direct back-payments for missing rent and homeowners for delayed mortgage payments.

Between September and December, Faust said IHDA provided $225 million in rental assistance through $5,000 grants to around 46,000 renters, and $100 million in grants up to $25,000 for approximately

10,000 households to make mortgage payments.

Due to Gov. JB Pritzker’s eviction moratorium, which has been in effect since March of last year and was recently extended to April 3, Illinois landlords have been losing out on millions of dollars in payments each month.

According to Faust, the department estimated that by January there were between 350,000 and 540,000 renters who were at risk for eviction once the moratorium expires, and that tenants owed their landlords around $1 billion.

However, Faust said she believes, based on “rough math,” that number should be around $800 million due to IHDA’s recent assistance program.

IHDA is now looking at how it will distribute approximately $500 million the department expects to receive from the second federal stimulus package passed under the Trump administration in December. Faust said IHDA hopes to have the program operational before May 1.

Illinois Senate President Don Harmon, D-Oak Park, also praised passage of the legislation.

“The funds Illinois is receiving will help us distribute vaccines, support local health departments, safely reopen schools and provide direct relief to the hardest hit families,” he said in a statement. “This package gets us one step closer to ending the pandemic and addressing the economic pain it caused.”

Republicans in Illinois’ congressional delegation,

however, remained critical of the package. U.S. Rep. Mike Bost, of Murphysboro, issued a statement saying Democrats should have worked harder to find bipartisan consensus.

“Up to this point, every piece of COVID-19 relief legislation that has been signed into law has been bipartisan, and I have supported all five,” he said. “But this time around, (U.S. House Speaker) Nancy Pelosi pushed forward on her own bill without any input from congressional Republicans.”

Rinehart’s first 100 days in office bring reorganization, progressive change During his first 100 days in office, State’s Attorney Eric Rinehart has enacted reforms that prioritize violent crime, establish consistency in prosecution, improve victim support, and ensure fairness for all in the courthouse.

In focusing on violent crimes, State’s Attorney Rinehart has implemented a vertical prosecution approach, which would ensure that the same prosecutors who are assigned to a case on “Night One” handle the matter all the way to the plea or verdict.

“This approach helps ensure that prosecutors have the necessary evidence early in the case and that the survivors of crime are fully informed,” Rinehart said.

“Vertical prosecution helps us get to the truth faster so that we can achieve justice for the victims quickly while also avoiding the wrongful convictions of the past.”

“Too many victims and survivors of crime have been forgotten in our courthouse,” Rinehart said, “my office has instituted several new policies and personnel changes in order to seek justice for all.”

The State’s Attorney is seeking grant dollars for a text notification system that would update victims and

witnesses about changes in court dates. Rinehart has also increased the number of Spanish-speaking Victim Witness Coordinators, doubled the number of meetings for the Domestic Violence & Sexual Assault Coordinating Councils, and laid the groundwork for a Victims’ Advisory Panel.

State’s Attorney Rinehart is in the process of hiring the first-ever Chief of Victim Services this month, whose role will be to coordinate and unify victim outreach across the office’s divisions and to increase compliance with the Victims’ Bill of Rights.

Rinehart promised to diversify the office by parting with the old guard that controlled the office for decades.

By recruiting the best attorneys available inside and outside the office, Rinehart has increased the percentage of women supervisors in the criminal division from 27% to 50%, and the percentage of supervisors of color from 0% to 42%.

Following through on his commitment to transparency and the use of data, Rinehart began tracking prosecutor caseloads through a previously non-existent internal database, which will allow the office to better distribute work, to identify areas of need, and to maintain effective victim contact. In addition, he began cataloging prior cases involving constitutional violations to increase police and prosecutor accountability.

Rinehart reported that even with these the new programs and new hires, the office had saved money to date by combining 3.5 supervisor positions into 2 and by fostering new grant partnerships. One such grant the State’s Attorney is taking advantage of, is a partnership between the Sheriff’s Office and other Lake County justice partners for a data analyst who will help implement strategies to reduce racial and ethnic disparities in our criminal justice system and assist in developing the office’s first ever public data dashboard.

the days leading up to Memorial Day, Mary Schlehlein joins other supporters from American Legion Auxiliaries nationwide in passing out millions of red poppies to raise money for veterans while educating about their somber symbolism.

The experience of standing outside of businesses in her hometown of Lake Geneva, Wis., with the dainty, bright, crepe-paper flowers in hand has made Schlehlein realize that still too many people are unaware of the powerful tribute these poppies pay.

“So many people just walk right past you and don’t even know the meaning of this flower,” she said. “This is about honoring our veterans.”

The poppy emerged as a national symbol of sacrifice following World War I, after the publication of the 1915poem Flanders Fields (see related box) which tells of battlefield scenes filled with poppies sprouted among carnage.

In 1920, the poppy became the official flower of The American Legion to memorialize the soldiers who fought and died during the war, and in 1924, distribution

The American Legion Auxiliary will be distributing poppies for Poppy Month throughout May. Unit 24 volunteers will be outside of Stinebrink’s Piggly Wiggly, 100 E. Geneva Square, Lake Geneva, May 11, 12, 14, 15, 16, 18, 19 and 21 to 23.

Donations collected from the poppies are separate from the sculpture project and will go directly to area veterans, through organizations including but not limited to the Wisconsin Veterans Home in Union Grove, The Fisher House and Zablocki Memorial in Milwaukee, homeless female veterans fund, and the Dayton Care Center in Kenosha.

Auxiliary members like Schlehlein have been supporting and celebrating veterans since the national organization was established in 1919. In her 50-member unit, the women prepare and serve meals monthly for veterans, organize their city’s Memorial Day and Fourth of July parades, and reach out to youth in the form of scholarships and quizzes, among other efforts.

For more than two years, she and others in American Legion Auxiliary Unit 24 have been working with a local artist to bring the poppy to Lake Geneva on a much larger scale.

On May 1, the city will see the unveiling of a 7-foot-tall, aluminum poppy sculpture along the shoreline at the peaceful Library Park – a piece Schlehlein said will serve as a reminder to those who stroll past “what these many men

Sabin served the U.S. Army in Vietnam from ’71’77. Assisting with the poppy project, he said, “It’s pretty cool.”

“It’s a way of representing and thanking veterans – past, present and future. This is a great project done by a great organization,” Sabin said.

“I was humbled and honored when they approached me with the idea of building this sculpture to memorialize our veterans,” he said.

“Recognizing the sacrifices of our veterans is extremely important.”

Though the poppy memorial is a vision of the local group, and was inspired by a similar piece in Norfolk, England, called “Poppies in Steel,” Larkin said he has had a “great deal of freedom with design and fabrication.”

Rough sketches provided a starting point for the sculpture before he got to work laying out the sheets of aluminum to begin cutting.

After fabricating his first flower for the piece, Larkin realized the 3-foot poppy was far too big if the 12 other uniquely shaped flowers were going to be included – 13 flowers to represent the 13 stripes of the American flag.

So, the artist scaled the flowers down and made other changes to create a more “harmonious balance of structure and artistry.”

This is his first outdoor public piece. His previous works are sprinkled across the county – including a 6-footlong map of Geneva Lake on display at the Boathouse Bar and Grill, and more recently, a tree of life sculpture at Open Arms Free Clinic in Elkhorn.

Larkin is a commercial airline pilot who said he has discovered he enjoys the challenges of the creative process and “making something from nothing.”

His proudest piece is an aluminum sunflower with 80 petals he created for his mother for her 80th birthday.

“For me, the result of a creative project is not always readily apparent at the beginning. It sometimes requires a thought-provoking

After revising the size of his flowers, Larkin developed an assembly-line system to create each, with their 21 black stamens and nine overlapping, bright, red petals.

The brilliant color of the flowers was achieved with powder coating – a robust paint job made to withstand the elements, completed by UltraCoat in Elkhorn at no cost.

Holst, who has curated more than a dozen exhibitions during her more than 15 years in the field, will highlight examples of garments and artifacts from the Illinois State Museum’s collection.

More than half of Lake County seniors have received at least one dose of vaccination

The Lake County Health Department is pleased to share that 51.16% of Lake County seniors age 65 and older have received at least one dose of the COVID-19 vaccine. According to data provided by the Illinois Department of Public Health, more than 175,000 doses have been administered to Lake County residents, and over 8% of the total population are fully vaccinated.

“Through our mass vaccination efforts and partnerships with local hospitals, healthcare providers, private busi-

nesses, schools, and municipalities, we’re gaining momentum in our fight against COVID-19,” said Lake County Health Department Executive Director Mark Pfister.

“This week alone, our Health Department has invited over 12,000 seniors age 65 and older to schedule their appointments at the Lake County Fairgrounds through the AllVax system.”

This week, the Health Department opened appointments to all remaining registrants eligible in Phase 1A, a group that includes healthcare

personnel and long-term care facility residents. Thousands more vaccine appointments are now available each week to Phase 1B registrants, which includes seniors age 65 and older and frontline essential workers.

“As more doses of vaccine become available to us, our coalition of partners stands ready to make vaccines available to all of our residents, with the capacity already in place to vaccinate tens of thousands each week,” said Pfister. “We continue to encourage resi-

dents to explore their vaccination options and take the first available appointment, because our ultimate goal is to vaccinate as many people as possible, as quickly as possible.”

The 2021 Illinois Spring Trout Fishing Season will open Saturday, April 3 at 57 ponds, lakes and streams throughout the state.

Local waterways include: Lake County - Sand Lake, Illinois Beach State Park.

McHenry County - Lake Atwood, McHenry County Conservation District and the Piscasaw Creek, McHenry County Conservation District.

An early opportunity at select trout sites – the Spring Catch-and-Release Fishing Season – will open March 20. No trout may be kept during the catch and release fishing period, but anglers can keep trout after the opening of the regular season beginning April 3.

For the 2021 spring trout season, no trout may be taken from any of the stocked sites from March 15 until the season opens at 5:00 a.m.

April 3. Anyone attempting to harvest trout before the legal harvest season opening will be issued citations.

All anglers – including those who intend to release fish caught before April 3 – must have a fishing license and an Inland Trout Stamp, unless they are under the age of 16, blind or disabled, or are an Illinois resident on leave from active duty in the Armed Forces. The daily catch limit for each angler is five trout.

Man arrested after beating, strangling, threatening to kill ex-girlfriend On March 14, 2021, at approximately 7:45 p.m., Lake County Sheriff’s Deputies were dispatched to a residence in the 39300 block of North McAree Road, Beach Park, for an unknown problem. A 911 caller, who was not on scene, reported a man was attempting to break into her mother’s home.

The first sheriff’s deputy arrived and observed Joe D. Fontanez-Marrero, 42, of the 39300 block of North McAree Road, Beach Park, exiting the residence. Fontanez-Marrero saw the deputy and immediately ran southbound from the scene. The sheriff’s deputy pursued Fontanez-Marrero on foot and while chasing him, Fontanez-Marrero threw what appeared to be a knife.

The deputy was able to catch up and apprehend Fontanez-Marrero, although he resisted arrest. Further investigation revealed Fontanez-Marrero and the victim, a 40-year-old woman who lived at the residence, had been in a previous dating relationship. Due to a previous argument, Fontanez-Marrero was not staying at the residence.

He came back just before 7:45 p.m. and could not get into the home, so he forced entry to a door to get inside and attacked the victim. Once inside, Fontanez-Marrero smashed the victim’s cellphone to prevent her from calling for help, however she had already notified her daughter who in turn dialed 911. told Fontanez-Marrero

the victim he was going to kill her. He punched, kicked, and choked the victim. He then located a pair of scissors which he broke into two pieces, to use as a knife. He held the knife against the victim’s stomach area and again threatened to kill her. At that time the first deputy arrived and Fontanez-Marrero fled from the scene.

The victim sustained multiple bruises and a cut to the area Fontanez-Marrero held the blade to her, she was evaluated by paramedics but declined to go to the hospital at the time.

The sheriff’s deputy who took Fontanez-Marrero into custody sustained minor abrasions during the apprehension.

After reviewing the facts and circumstances of the case,

the Lake County State’s Attorney’s Office approved the charges of aggravated domestic battery with strangulation, resisting arrest causing injury, and two counts of domestic battery.

Fontanez-Marrero was being held in the Lake County Jail pending his initial court hearing.

Sheriff John D. Idleburg said, “If it were not for the quick response and quick actions of our first deputy at the scene, this situation could have ended in tragedy for the victim. The members of the sheriff’s office will always be there to help victims in their time of need and to arrest the offenders responsible.”

All defendants are presumed innocent unless proven guilty in a court of law.

Parolee charged with illegal firearms, cocaine possession The Lake County Sheriff’s Office Special Investigations Group concluded a narcotics investigation which resulted in the arrest of a drug dealer and seizure of two firearms.

Following an investigation, on Friday, March 12, 2021, Lake County Sheriff’s Special Investigations Group Detectives obtained a search warrant for a motel room in the 600 block of South Green Bay Road, Waukegan. The target of the investigation, Tommie D. Harris, 32, of the 200 block of East Hawthorne

Drive, Round Lake Beach, was taken into custody by detectives while the search warrant was being conducted. Harris is currently on parole for a previous aggravated discharge of a firearm case.

The search warrant revealed a semiautomatic firearm with a drum magazine and a revolver. Additionally, crack cocaine and cannabis were seized. Harris had been utilizing the motel room to manufacture crack cocaine from powder cocaine.

After reviewing the facts and circumstances of the case, the Lake County State’s Attorney’s Office approved the following charges for Harris: Unlawful Possession of a Controlled Substance with Intent to Distribute (Class 2 Felony), two counts of Aggravated Unlawful Use/Possession of a Weapon (Class 2 Felonies), and two counts of Unlawful Use/Possession of a Weapon by a Felon (Class 3 Felonies).

Harris remained held in

the Lake County Jail on $150,000 bail pending a return court date of March 18, 2021 at 9:00 a.m.

Sheriff John D. Idleburg said, “Our Special Investigations Group continues making it a priority to seek and arrest drug dealers and violent offenders who unlawfully possess firearms. This parolee not only had two firearms unlawfully, but he carried a drum magazine capable of holding 50 rounds of ammunition for one of those firearms.”

The Fox Lake Police department announced the arrest of James A. Mobley, 49, from Fox Lake on the following charges: Unlawful possession of a controlled substance with intent to deliver (class X felony), unlawful possession of a controlled substance (class 1 felony), and possession of illegal paraphernalia (class A misdemeanor).

The charges stem from a joint investigation of the Fox Lake Police Department and Lake County Metropolitan Enforcement Group (LCMEG). The investigation was initially based on citizen tips and the investigative efforts of Fox Lake detectives and LCMEG special agents. Through this joint effort, probable cause was developed and presented to a Lake County Judge. Subsequently a search warrant was issued. Mobley resided at the Fox Lake Motel, 25 South IL Route 12, Fox Lake. The search warrant was executed early in the morning of March 11. No one was injured during the execution of the search warrant.

During the search, approximately 16.5 grams of crack cocaine, a stun gun and $4,326 in cash were seized. Mobley was transported to the Fox Lake Police Department and was later transported to the Lake County jail. His bond is set at $150,000.

The partnership with the community, providing information of suspected criminal activity, is essential and particularly gratifying in this investigation.
