Lake County receiving nearly 8 million to fight effects of opioid epidemic As of Feb. 9, 2022 Hi-Liter is the successor publication to McHenry County News

In February, Lake County State’s Attorney Eric Rinehart joined Illinois Attorney General Kwame Raoul at a press conference to announce that a final settlement had been reached in a nationwide lawsuit against opioid manufacturers and distributors. Under the agreement, Illinois will be receiving $760 million to counteract the impact of the opioid epidemic.

The nationwide $26 billion settlement includes Cardinal, McKesson, and AmerisourceBergen – the nation’s three major pharmaceutical distributors – and Johnson & Johnson, which manufactured and marketed opioids.

State’s Attorney Rinehart stated, “Today is an important day for Lake County.

This settlement will help us move forward in fighting this public health crisis that has impacted all communities regardless of location, race, or economics. Now, because of Attorney General Raoul’s work, we can strengthen the work of local organizations like the Lake County Opioid Initiative and lessen the impacts of this epidemic in every corner of the county.”

Lake County is expected to receive direct payments totaling nearly eight million dollars over the next 18 years. The payments are

scheduled to begin this summer and will be distributed by the Lake County Board.

Lake County will also participate in the creation of an Advisory Board that will make recommendations for the distribution of over $400 million separate from the direct payments. The board will prioritize the equitable distribution of the money in the Fund and consider factors including population, opioid usage rates, overdose deaths and the amount of opioids shipped into a region.

“More than 430 people have died in Lake County from a drug overdose since January 2018 when this lawsuit began. Make no mistake: the opioid overdose epidemic has come with catastrophic consequences, with the most devastating being the mass loss of life among Lake County families. Days like today remind me of the power that advocates have in pursuing justice on behalf of communities that have been significantly harmed. We applaud Attorney General Raoul and Lake County State’s Attorney Rinehart for their dedication to pursuing even an ounce of retribution that will come with funding to provide ser-

vices, supports, and safety for years to come. We can’t turn back the clock, but we can prevent further damage through this funding,” said Chelsea Laliberte Barnes, Board Chair of Lake County Opioid Initiative.

The Lake County Opioid Initiative is a countywide nonprofit organization dedicated to saving lives impacted by opioid and other substance abuse. The Initiative’s leadership includes Lake County State’s Attorney Eric Rinehart, Lake County Sheriff John Idleburg, and representatives from NICASA Behavioral Health Services, NIRCO, and Live4Lali.

“Tonight, anyone who has struggled with – or has a loved one who has struggled with - the stranglehold of opioid addiction can sleep a little easier knowing that these companies have also agreed to safety measures regarding the flow of this powerful drug,” said State’s Attorney Eric Rinehart.

Rinehart concluded, “This settlement is an important step to making Lake County safer and fairer for all. It shows that no matter your zip code, help is on the way for those seeking to recover from opioid addiction.”

Campaign season opens as candidates line up to file Primary election pushed back to June due to COVID-19, census delays

The 2022 campaign season got underway in earnest Monday as candidates lined up in front of election offices to turn in petitions to get their names on the June 28 primary election ballot.

Hundreds of candidates and their aides braved cold wind and snow early on March 7 to line up outside the Illinois State Board of Elections office in Springfield to ensure their placement on the ballot.

March 7 was the first day established party candidates could file their petitions. The deadline for turning in petitions was March 14.

Illinois voters will cast ballots this year for governor and lieutenant governor as well as statewide constitutional officers, all 118 seats in the Illinois House and 59 seats in the state Senate, circuit, appellate court and state Supreme

Court judges, congressional seats, and a U.S. Senate seat currently held by Democrat Tammy Duckworth.

Voters in parts of Illinois will also cast ballots for county board members and various other local government offices.

This year’s primary was pushed back from its normal time in early March due to delays in the redistricting process brought about by delays in the release of 2020 census data due to the COVID-19 pandemic.

That revised schedule could have an impact on who turns out to vote in the primary. The late June date means many college students who would normally vote on campus will be home for summer break while many other voters who would normally turn out in March may be away on vacation.

“I don’t know. Hard to tell, to be honest,” Democratic

Gov. JB Pritzker said when asked how the revised date might affect the primary. “We haven’t had that in Illinois, so long as I can remember anyway, so no. I’m excited. I really think we’re in great shape.”

Pritzker and Lt. Gov. Juliana Stratton are waging their first reelection bid this year.

They won the 2018 election with 54.5 percent of the vote over former Republican Gov. Bruce Rauner and Lt. Gov. Evelyn Sanguinetti.

It is not believed they will face any primary opposition this year but a full slate of Republican candidates are lining up to challenge them.

Among the challengers for governor are Aurora Mayor Richard Irvin; state Sen. Darren Bailey, of Xenia; former state Sen. Paul Schimpf, of Waterloo; Chicago-area businessman Gary Rabine; and venture capitalist Jesse Sullivan, of Petersburg, among others.

Speaking at a campaign kickoff rally at a local union meeting hall in Springfield shortly after submitting his petitions, Pritzker touted his efforts to improve job and economic opportunities for middle class workers and marginalized populations in the state.

“In a world that increasingly feels like us versus them, this campaign is about what we can do together. And our vision for a better Illinois doesn’t happen without a fight,” Pritzker said.

Republicans, meanwhile, have so far been attacking Pritzker for the state’s rising rate of violent crime and the impact that his response to the COVID-19 pandemic had on the state’s economy.

“We’re killing small business in the state like no other state and we’ve got to stop that,” Rabine said during an interview outside the ISBE office. “We’ve got to bring

businesses and jobs and people back to Illinois instead of chasing them away.”

Outside of the governor’s race, the most high-profile race in state government this year may be the contest for secretary of state, where incumbent Jesse White is retiring after six terms in office.

On the Democratic side, former State Treasurer Alexi Giannoulias has the support of some of the state’s largest labor unions and the Cook County Democratic Party, while other high-profile Democrats, including Pritzker and White, have thrown their support behind Chicago City Clerk Anna Valencia.

Also in the race is Chicago Ald. David Moore.

On the Republican side, the race appears to be between John Milhiser, a former U.S. Attorney for the central district of Illinois, and state Rep. Dan Brady, of Bloomington.

Irvin tops a list of Republican candidates running as a slate for statewide office.

The slate includes attorney general candidate Steve Kim, of Deerfield; treasurer candidate Rep. Tom Demmer, of Dixon; and comptroller candidate Shannon Teresi, of Crystal Lake. Milhiser is the secretary of state candidate on the slate.

They will vie to unseat Attorney General Kwame Raoul, Treasurer Michael Frerichs and Comptroller Susana Mendoza, all incumbent Democrats.

According to this year’s election calendar, voters can request mail-in ballots starting March 30 by contacting their local election authority.

Those applications must be received by the election authority by June 23.

Mail-in ballots must be postmarked or returned in-person to the election authority by Election Day, June 28.

Madigan, McClain plead not guilty to racketeering charges

Former Illinois House Speaker Michael Madigan and former lobbyist Michael McClain on March 9 pleaded not guilty in federal court to charges of racketeering, bribery, fraud and extortion.

Both were arraigned on those charges during a teleconference hearing before U.S. District Judge Jeffrey Cole, a hearing that was prolonged several minutes because McClain had difficulty dialing into the teleconference.

The two men were charged March 2 in a 22-count indictment that grew out of a sprawling federal investiga-

tion into public corruption that focused largely on Chicago-area Democratic officials.

Madigan, 79, served for half a century in the Illinois House, from 1971 until February 2021 when he resigned his seat after failing to secure his 19th term as speaker. He was first elected speaker in 1983 and held that post for all but two years until January 2021, making him the longest serving leader of any legislative chamber in U.S. history.

Known to many in the Statehouse as the “Velvet Hammer” for his tight control of the House, Madigan’s grip on power eroded quickly after he was named as “Public Official A” in a deferred prosecution agreement with utility giant Commonwealth Edison in July 2020.

In that agreement, ComEd admitted to a yearslong prac-

tice of awarding jobs and contracts to Madigan’s close associates in exchange for his support for bills that benefitted the company financially.

McClain, 74, is a former lawmaker who served in the House with Madigan for 10 years beginning in 1972 until he began work as a lobbyist for ComEd. The indictment alleges that for a period of nearly 10 years, Madigan used his positions in the House and within the Democratic Party of Illinois to operate what prosecutors called “the Madigan Enterprise”—a network of operations that used patronage politics and other illegal activities that were set up to preserve his political power and his financial well-being.

Many of the charges are related to the ComEd bribery scheme. In addition, though,

Madigan is accused of using his positions illegally to steer work to his property tax law firm, Madigan & Getzendanner, from entities that did business with the state and the city of Chicago.

Specifically, Madigan is charged with one count of conspiracy to engage in racketeering, a charge that carries a maximum penalty of 20 years in prison and a fine of $250,000, or twice the amount of gain for the activity, whichever is greater.

He is also charged with conspiracy to violate several federal statutes, five counts of federal program bribery, nine counts of using interstate facilities to aid in bribery and extortion, five counts of engaging in schemes to commit fraud and one count of attempted extortion.

The review of investments will be completed within a week. It is unlikely that Lake County holds any investments that require divestment, but if any such investments are found they will be liquidated within 30 days. In response to the indictment, Madigan issued a statement denying any criminal activity.

“The government is trying to criminalize a routine constituent service: job recommendations,” he said. “That is not illegal and these other charges are equally unfounded.”

McClain also issued a statement through his attorney saying the charges against him were based on the same

acts that were included in an earlier indictment filed in November 2020.

“For years, the government has been trying to force Mike McClain to cooperate in its quest against former Speaker Mike Madigan,” the statement read. “These latest charges are nothing more than the government’s continued attempt to pressure Mike McClain to do the government’s bidding.”

McClain will “never testify falsely about himself or anyone,” regardless of the charges, according to the statement.

“Mike McClain was innocent of the charges when they were first filed in November of 2020. He remains innocent of the recycled and new charges in this latest Indictment,” the statement read.

The Redeploy Illinois Program awards funding to counties to establish a continuum of local, community-based sanctions and treatment alternatives for juvenile offenders who would otherwise be incarcerated.

State’s Attorney’s Office new violence prevention programs approved by Lake County Board On March 8, the Lake County Board approved two new programs for the Lake County State’s Attorney’s Office (LCSAO). Both programs will start this year and serve State’s Attorney Rinehart’s goal of increasing funding and resources dedicated to violence prevention. The first, a Justice Assistance Grant (JAG) awarded by the Illinois Criminal Justice Information Authority (ICJIA), would create a Domestic Violence Prevention Partnership (DVPP) with the North Suburban Legal Aid Clinic (NSLAC).

The second program is a Gun Violence Prevention Initiative directly awarded by the County Board with funding from the American Rescue Plan Act (ARPA). These programs mark the sixth successful new grant proposal awarded to the LCSAO and the third successful ARPA award over the past year.

The Domestic Violence Prevention Partnership includes an emergency appropriation of $200,000 in federal funds for one year. The LCSAO, acting as the lead agency, will collaborate with NSLAC to reduce intimate partner violence, creating treatment opportunities exclusively for first time misdemeanor offenders and providing comprehensive services for victims. The funding will pay for a full-time DVPP Coordinator in the State’s Attorney’s Office, training for staff, outreach materials, and a fulltime staff attorney at NSLAC dedicated to providing legal assistance for victims.

“Since 2017, domestic violence has been on the rise in Lake County,” Rinehart said.

“With this treatment program and partnership with North

Suburban Legal Aid Clinic we will join with other collar counties, like Kane, in reducing incidents of domestic violence while also providing support and legal assistance to survivors.”

“We are grateful to all of the decision-makers who saw the worth and potential to the community and particularly to survivors of intimate partner violence in deterrence over incarceration. This partnership with the State’s Attorney will do so much good and has unlimited potential. Thank you so much to everyone who worked on this grant. We cannot wait to get to work,” said Rebecca Weininger, Director of Domestic Violence Law Practice at NSLAC. The Gun Violence Prevention Initiative (GVPI) is a direct ARPA award from the Lake County Board and provides the State’s Attorney’s Office with $560,000 for the program’s operation. State’s Attorney Rinehart worked with Lake County Administrative staff and the Finance & Administration Committee to seek funding from the county’s American Rescue Plan Act (ARPA) apportionment.

This funding will be used to hire a full-time Director of the GVPI who is tasked with identifying and providing micro-grant funding to capable community-based organizations that will manage teams of violence interrupters in targeted areas around the county. The Mayors of Waukegan, Zion, and North Chicago were all presented with this plan by State’s Attorney Rinehart and submitted letters to the Lake County Board in support of its creation.

Shift to virtual meetings helps ministry thrive

Ademola Adekola Jr, like many Jehovah’s Witnesses in Waukegan, IL have been knocking on doors and studying the Bible with people as part of their volunteer ministry for years. “Before COVID, I loved going door to door. I did,” he said. “But my favorite thing was to teach people the Bible directly in their homes.”

That abruptly changed in the spring of 2020 when Jehovah’s Witnesses suspended their in-person public ministry, meetings and large conventions.

Two years later, Adekola is busier than ever. “I still enjoy conducting Bible studies, but now I do them over Zoom,” he explained. “And I reach out to people by telephone and letter writing, as well. But my favorite form of the ministry is still teaching people the Bible. And I’ve had a blast doing it through Zoom. It’s been very fun.”

With this historic change the number of Jehovah’s Witnesses grew 3% in the United States in 2021 alone, matching the most significant increase for the organization over the past decade and the second-largest percentage increase since 1990.

“Staying active in our ministry while remaining safe has had a powerful preserving effect on our congregants and communities,” said Robert Hendriks, U.S. spokesman for Jehovah’s Witnesses. “The wise decision not to prematurely resume in-person activities has united us and protected lives while comforting many people in great need. The results speak for themselves.”

Last year, the international organization reported all-time peaks in the number of people participating in their volunteer preaching work, increased attendance in Zoom meetings and more than 171,000 new believers baptized. In the past two years, more than 400,000 have been baptized worldwide.

Some whose ministry or attendance at religious services had slowed because of age and poor health said they feel reenergized with the convenience of virtual meetings and a home-based ministry. For example, Sarah Fuoco, 88, and her 81-year-old husband, Joseph, have been given the nickname “the dynamic duo.”

a week with their Hollis, New Hampshire, congregation and regularly join online ministry groups to comfort neighbors and family through phone calls, letters, texts and email.

“What could have been quite a disadvantage, we’ve made into an advantage,” Joseph Fuoco said. “The fact that we can work right from home is a great advantage” The official website of Jehovah’s Witnesses, jw.org, has also added to the outreach of the organization. It’s available in more than 1,000 languages.

After starting a free self-paced Bible course on jw.org in December 2019, Lisa Owen of Moriarty, New Mexico, requested a free, interactive Bible study over Zoom. She was one of nearly 20,000 baptized as one of Jehovah’s Witnesses last year in the United States in private settings, including backyard swimming pools, tubs and even rivers.

“JW.ORG gave me somewhere to learn, somewhere to land, and to start living the way God wants me to. It taught me so much,” Owen said.

Adekola also suggests that his Bible students become familiar with the website to find research aids and to download a new Bible-discussion guide, “Enjoy Life Forever!” The scriptures and videos within the guide weave Bible principles, history and modern examples throughout in an easy-tounderstand and logical way.

One college student Adekola studies with has made notable improvements in his life as a result of his Bible study. The young man’s twin brother recently said, “He seems much happier, and the bad things he used to do he’s not doing.”

“That was a really spectacular moment,” Adekola said about that conversation. Soon afterward, the twin began his own personal Bible study with Adekola.

“I feel so grateful that I’ve had this privilege to do this during this dark time when things seem so bleak and hopeless,” said Adekola. “The ministry keeps us happy, and it keeps our hearts full of joy.”

cured funding for a Violent Crimes Unit that would allow our most experienced prosecutors to immediately collaborate with police agencies on the most serious cases, such as murders and shootings.

The GVPI’s work will be to prevent those incidents from ever happening and to prevent the cycle of retaliation,” Rinehart stated. “While violence prevention work is not something typically overseen by a prosecutor’s office, I believe our office is uniquely situated to address the causes of violence on a countywide level.”

The funding is expected to be available by April 2022, and Rinehart indicated that he will be staffing the unit as quickly as possible in consultation with First Assistant State’s Attorney Sharmila Manak and staff. The State’s Attorney’s Office will be finalizing protocols surrounding the GVPI in the next few months and will be implementing a rigorous vetting process to identify those organizations who will receive funding to hire violence interrupters. The State’s Attorney’s Office recently applied for additional funding through the state’s R3 Program, in order to provide more sustainability to the GVPI.

The Lake County Forest Preserves and the Chicago Bears have formed a partnership to battle common buckthorn, a non-native, invasive tree that harms plants and wildlife.

Removing this pesky shrub is a key objective in the Forest Preserves’ 100-year Vision for Lake County. A pilot project to help achieve this goal started in 2015.

Its mission is to clear buckthorn from Middlefork Savanna Forest Preserve in Lake Forest and the surrounding landscape, encouraging about 700 public and private landowners to do the same. The total area encompasses 2,900 acres, bordered by Interstate 94 and IL Routes 176, 43 and 60.

Halas Hall, the Bears’ headquarters, neighbors Middlefork Savanna. The two organizations have teamed up to remove the invasive species that has come to dominate the region’s tree canopy. “We are thrilled to collaborate with the Chicago Bears to help eradicate buckthorn from their property,” said Angelo Kyle, president of the Lake County Forest Preserves.

“We hope this inspires other landowners to do the same.”

“Working with the Lake County Forest Preserve to remove buckthorn is important for both the maintenance of our property at Halas Hall and the sustainability of the Middlefork Savanna area,” said John Bostrom, Chicago Bears senior advisor of operations & safety. “We hope this partnership can help educate our fellow neighbors and fans in the area on the environmental impact this invasive species can have so they too can take action.”

Buckthorn is an invasive large shrub or small tree that grows up to 22 feet tall, often in dense thickets.

European settlers introduced buckthorn to North America in the 1800s for use as agricultural fencelines and privacy hedgerows. It soon escaped into natural areas and spread quickly.

Today, buckthorn can be found throughout the Midwest and across much of the northern half of the U.S., as well as in Canada.

Birds eat the plant’s fruit, which has little to no nutritional value and a laxative effect, causing widespread distribution of the seeds. As it grows densely, buckthorn deprives native plants of sunlight, from spring wildflowers to oak seedlings. It also stunts the growth of other organisms by releasing a chemical called emodin from every part of the plant. “Lake County is home to more endangered species than any other county in Illinois. Removing non-native, invasive species like buckthorn supports this diversity,” said Alex Ty Kovach, executive director of the Lake County Forest Preserves.

The Bears and the Forest Preserves are in the process of developing an action plan for how to best combat buckthorn on the Bears’ property.

First degree murder charges filed against caregiver

On Wednesday, March 9, the Lake County State’s Attorney’s Office filed first degree murder charges against Tracy D. Thomas Jr. after the child he physically abused died on Friday, February 25.

On Thursday, February 24, prosecutors requested an arrest warrant for Thomas and filed Class X felony charges of Aggravated Battery to a Child and Aggravated Domestic Battery.

The case was initiated after Round Lake Beach Police were called to a local hospital after the 6-year-old boy was admitted with injuries earlier in the week.

On the morning of Friday, Feb. 25, the Honorable Judge Christopher Lombardo set a bond of $500,000 on the Aggravated Battery to Child and Aggravated Domestic Battery charges.

Thomas did not post cash bond between February 25 and March 9.

The murder charges Tracy D. were filed Thomas Jr. after the Lake County State’s Attorney’s Office received information from the Cook County Medical Examiner’s Office that the autopsy revealed multiple injuries from an assault.

State’s Attorney Rinehart stated, “I’d like to thank the detectives of the Round Lake Beach Police Department and the forensic investigators and victim advocates of the Children’s Advocacy Center for their diligent work in this heart-

breaking case.”

He continued, “For the second time this year, our county is reeling from the murder of a child. Rage can never justify harm – period. Our office will not hesitate to prosecute parents and caregivers who abuse children. Our office will also continue to advocate for victim’s rights in the legislature and in court, and support policies that address the root causes of crime.”

Authorities are not releasing the name of the child at this time.

Thomas had only previously been charged with unrelated misdemeanors in Illinois and Georgia.

On March 11, at approximately 1:30 a.m., Lake County Sheriff’s Deputies responded to a barn in the 32800 block of Fairfield Road in Unincorporated Mundelein, for was originally believed to be a domestic dispute. Further investigation revealed the victim, a Claudio 41-year-old Gutierrezwoman of Ocampo Mundelein, had been abducted by an ex-partner, Claudio Gutierrez-Ocampo, 44, of the 200 block of Park Drive, Round Lake Beach.

Illinois State Police director details response to expressway shootings

Suggests statutes be updated to reflect discharge of firearms on expressway

Illinois State Police Director Brendan Kelly last week outlined the department’s efforts and a proposed response to expressway shootings during a Public Safety and Violence Prevention Task Force hearing.

Kelly said expressway shootings are one of the biggest challenges officers face, and he noted that a good portion of expressway shootings are driven by fights that begin on social media.

“It’s almost like a modern day form of dueling,” Kelly said. “Whether it’s motivated by gang issues, personal issues, or neighborhood issues, they’ll say things to each other and then insult one another and say well let’s take it out on the E-way.”

He noted that people choose expressways since the speed allows suspects to escape more easily and increases the excitement, there are fewer cameras to capture what suspects are wearing and other identifying features, and it’s difficult to track down witnesses.

According to the ISP expressway shooting dashboard, from 2019 until now, there have been 543 expressway shootings. In 2021, there were 273

shootings on Chicago expressways.

When police investigate an expressway shooting, Kelly said, they have to obtain evidence from phones, cell towers and social media accounts to verify and identify people involved with violent shootings.

Kelly said a deadline needs to be given to tech companies for information to be provided in a timely manner.

Kelly suggested that when it comes to violent and forcible felonies, lawmakers should change the statutes to allow tech companies 36 hours from the moment investigators deliver a search warrant to turn over information.

Rep. Frances Hurley, D-Chicago, asked what more the legislature can be doing to help with expressway shootings.

Kelly said he would like to see aggravated discharge and reckless use of firearms further defined in the aggravated offenses section of the Illinois Criminal Code to reflect the inherent danger of the discharge of a firearm on the expressway.

“I just want to be clear that the things that we’re recommending and we’re discussing here are not broad,” Kelly said.

“Let’s get to the actual language

of the statute and update it to reflect the conduct that we see occurring that’s putting people at risk of public safety.”

Even when no one is killed or injured, Kelly said that discharging a firearm on an expressway should be considered as an aggravated and reckless discharge of a firearm due to the inherent danger to bystanders.

Kelly said lawmakers should consider expanding an automated license plate reader program to help identify those involved in expressway shootings.

Under the proposed Expressway Camera Act, ISP, the Illinois Department of Transportation and Illinois State Toll Highway Authority would be required to work together to increase the number of cameras along expressways in Cook County.

In 2021, IDOT allocated $12.5 million to ISP for the purchase and installation of automated license plate readers to aid in expressway shooting investigations in Cook County.

ISP has installed 99 automated license plate cameras across the Dan Ryan Expressway.

Installation also includes a communication system that backs up video images to a cen-

tral location where additional software is then used to search and match license plates to existing license plate and vehicle databases.

Kelly also said the passing of Gov. JB Pritzker’s proposed budget for ISP would help in terms of staffing to address expressway shooting.

In the proposed fiscal year 2023 budget, Pritzker proposed $18.6 million in general funds to support three ISP cadet classes to hire and train 300 officers with a portion of those officers patrolling expressways in the ISP Chicago district.

At a February news conference, Pritzker said ISP is working with the Chicago Police Department, U.S. Department of Homeland Security and local law enforcement agencies to apprehend individuals. Pritzker and Kelly said more than 20 arrests have been made in recent months related to expressway shootings.

Kelly said the agency increased officer presence by 150 percent at “peak criminal activity times” on Chicago expressways. Since October 2021, the increased presence has led to nearly 5,000 traffic stops, 132 DUI arrests, 69 firearm recoveries and 133 criminal arrests.

The Commercial Property Assessed Clean Energy program (C-PACE), provides long-term financing to private building owners for energy efficiency, renewable energy, water conservation, electrical vehicle charging and resiliency projects to be installed in commercial buildings.

“We are excited to launch our C-PACE Program that can help businesses located in Lake County invest in clean energy, water conservation and other sustainable upgrades to their buildings,” said Lake County Board Chair Sandy Hart.

C-PACE allows property owners to obtain 100 percent financing from private capital providers for eligible improvements such as HVAC, lighting and solar photovoltaic (PV) systems and other improvements in both existing buildings and new construction projects. Gutierrez-Ocampo. She saw Gutierrez-Ocampo’s van at the property, went to the barn and tried to get in, but Gutierrez-Ocampo had the barn locked. The victim’s daughter then called 911 and sheriff’s deputies responded.

Sheriff’s deputies were able to rescue the victim from the barn and place Gutierrez-Ocampo into custody. The victim sustained injuries from Gutierrez-Ocampo battering her, however, none of the injuries were life-threatening.

Gutierrez-Ocampo was subsequently charged with: Two counts of Kidnapping (Class 2 Felonies), two counts of Home Invasion (Class 2 Felonies), Unlawful Restraint (Class 4 Felony), and two Counts of Domestic Battery (Class A Misdemeanors). Additional charges are possible.

ComEd has launched a Future of Energy scholarship program to give women and minority students pursuing STEM degrees.

The scholarship program, open to Illinois students, provides scholarships ranging from $2,500 to $10,000, which can be used to cover tuition and related expenses.

The program also offers applicants the chance to pursue a ComEd internship to gain direct career experience in the energy industry.

Eligible students must be accepted into an eligible four-year degree program and have a minimum 2.8 GPA; priority will be given to women and people of color.
