Lake County Board re-elects Hart as Chair
The Lake County Board re-elected Sandy Hart (District 13) as its chair and Mary RossCunningham (District 9) as its vicechair at the December 5 meeting.
Hart has been on the board since 2012 and has served as the chair since 2018. Her district includes Lake Bluff and portions of Gurnee, North Chicago and Waukegan. She has been a steadfast champion of government transparency, efficiency, and ethics, and has worked
diligently to enhance and support programs to address the mental health crisis. Under Chair Hart’s leadership, Lake County began filming all standing committee meetings to enhance transparency and increase access to local government. She was also instrumental in the creation of the new Energy and Environment Committee that brought an increased focus on sustainability and initiatives to reduce the County’s carbon footprint.
Chair Hart said, “I am honored to continue to work sideby-side with this dedicated board. Over the years we’ve accomplished really great things in partnership with other government entities, non-profits and volunteers through the guidance and support of Lake County’s tremendous employees. In 2023 we will be kicking off our
strategic planning process. I look forward to collaborating with my fellow colleagues on this important initiative that will serve as our road map in continuing to make Lake County a great place to live and work.”
Vice-Chair Ross-Cunningham has been on the board since 2002 and has served as the vice-chair since 2018. District 9 includes portions of Waukegan and North Chicago. She has served as the Chair of the County Board’s Law and Judicial and the Diversity and Inclusion Committees. Ross-Cunningham has represented Lake County on the national level, serving as County’s representative for the National Association of Counties (NACo). Her main priorities are jobs and affordable housing.

board members were officially sworn into office. In addition to 16 returning members to the Lake County Board, there are three new members. They are: Adam Schlick (District 2): Schlick represents Wauconda and portions of Hawthorn Woods, Mundelein, Round Lake, and Round Lake Park. Esiah Campos (District 16): Campos is the first-ever Latino elected to the Lake County Board. Campos represents Round Lake Beach and Round Lake Heights, and portions of Round Lake and Round Lake Park. Sara Knizhnik (District 18): Knizhnik represents portions of Buffalo Grove, Hawthorn Woods, Kildeer, Lake Zurich, Long Grove and Vernon Hills.

Vega sworn in as Lake County Clerk
Anthony Vega was sworn in as the sixteenth County Clerk for Lake County, Illinois on December 1. Vega is not new to Lake County service, having previously served as the Chief of Staff for Sheriff John D. Idleburg.
Vega is the first member of the Latino and LGBTQ+ community to be elected to a countywide office and serve as the County Clerk in Lake County.
“The significance of my swearing-in is not lost on me as I take office as I become the first LGBTQ person to hold a countywide office and first Latino County Clerk. I have always said that government works best when it is a reflection of our diverse communities, but there’s still so much work to be done,” said County Clerk Vega.
With an eye towards increasing the office’s presence in the community, as well as its overall operations and efficiency, Vega takes command
of an office gearing up for the 2023 Consolidated Elections early next year. After his first day, Vega stated, “I’m impressed with the dedication of the staff as we pivot from the November General Election to preparing for the Consolidated Primary and Consolidated Elections in February and April of next year, respectively.”
In addition, Vega will be overseeing the integration of the Lake County Recorder of Deeds Office into the Clerk’s office which was authorized by voters in the November 2020, General Election. Vega will be spending some of his time over the next few months meeting with other Lake County and municipal officials, community organizations, and clerks from other counties to strategically chart a path to ensure that the Lake County Clerk’s office is “serving all our residents in the most comprehensive, efficient, and secure manner
possible.”
“I look forward to the next four years as we modernize the Clerk’s Office to increase our accessibility, the quality of our robust services, and our civic education efforts,” said County Clerk Anthony Vega.

Five-year transportation program approved by County Board
The McHenry County Board has approved the 20232027 Transportation Program for the McHenry County Division of Transportation.
The five-year program aims to implement the goals set in the 2040 Long Range Transportation Plan, including mitigating congestion, improving safety, promoting mobility for all, providing transportation choices, preserving the environment and linking transportation and land use.
These goals have been used to prioritize projects that
are included in the five-year program.
The McHenry County 20232027 Five-Year Transportation Program includes $295 million in total project expenditures, including:
• $67.3 million for bridge work on County and Township bridge structures - 14 county bridges and 12 township bridges are included in the 5-Year Program
• $68.5 million to widen and rebuild Randall Road from Ackman Road to Acorn Lane/Polaris Drive – The project will eliminate a bot-
tleneck, improve the intersections with Village and Miller roads, and add bicycle and pedestrian accommodations to the corridor
McHenry County is expected to receive $142.5 million in transportation revenue over the five year period, which will leverage an additional $94.8 million in federal, state, and local funding for projects. Revenue sources are derived from a mix of user fees such as state motor fuel tax allotments and the local county-option motor fuel tax,
Winterfest at Volo Bog set for Jan. 8
Volo Bog State Natural Area will be celebrating their annual Winterfest on Sunday, Jan. 8, 2023 from 1-4 p.m.
Inside will feature live music with the Lucky Pickers Trio. There is a suggested donation of $10 per adult, $5 per child, but any donation is kindly accepted. Also inside will be winter nature crafts and the photo contest awards at 1:45, 2:45 and 3:45.
Outside there will be bog tours at 11 a.m., 12:30, 1:00, 1:30, 2:00, 2:15 and 2:30 p.m. Meet under the oak tree out front.
A snow sculpting contest will tack place if snow is present and packable. There
will be four categories: youth, teen, adult and family. Cross country skiing, snowshoeing and hiking will also be going on.

For BBQ’d Productions owner Kris Schoenberger, the end-of-the-year red envelope campaign has become a highly anticipated tradition. And with this year’s prize outlay topping $150,000, excitement is soaring like a Rudolph-led sleigh.
Those who’d like to get in on the action should head to one of Schoenberger’s restaurants soon, though. Envelopes will be provided to those dining in between now and the end of the year, or until the supply of 4,500 envelopes is exhausted, whichever comes first.
The no-peek envelopes are available from BBQ’d Productions locations at 34121 Route 45 in Third Lake, 405 N. Rand Road in Lake Zurich and 4235 Green Bay Road in Kenosha, Wisconsin. They’re also available this year at Schoenberger’s new Station 51 restaurant at 883 N. Main St., Antioch.
Those obtaining an envelope need only return to dine at any location anytime between Jan. 1 and Feb. 28, 2023. At the end of the return meal, with their server present, diners can open envelopes to reveal prizes ranging from a free dessert to $2,500 in cash, a PS5 or even a four-day, threenight, Cancun-bound cruise. All envelopes contain a prize.
“This is my way of giving back to the people who’ve helped me to live my dream of being an entrepreneur,” said Schoenberger, who also owns Elyte Productions at the Lehmann Mansion, a wedding and events venue in Lake Villa, and recently purchased a sixth location, where he plans to open another restaurant in 2024. “I’m proud to be a small business owner who’s able to give back. This is why shopping local is so important.”

Edward Hibberd Johnson, a business associate of inventor Thomas Edison, created the first known electrically illuminated Christmas tree at his home in New York City in 1882. He hand-wired 80 red, white and blue light bulbs and wound them around his Christmas tree. Johnson also invented the rotating tree stand that became particularly popular with aluminum trees. A selection of tree stands from the 1920 through the 1960s will be on display, as will timeline of various Christmas lights used from 1903 until the early 1970s.

Lake County Rising holding student essay, poster contest
Lake County Rising is seeking poem and essay contest entries from Lake County high school students and poster entries for those in middle school. Winning entries will be highlighted at the annual Lake County Rising event, scheduled for February 14, 2023. The theme for this year is “Love, Unchained: Finding, Defining, and Reclaiming Our Voices”.
Lake County Rising works to bring members of the community together to focus on the abuse experienced by women, and to commit to doing our part to end this violence. This collective gathering is a demonstration of rising in solidarity with women who have experienced abuse, according to Sandra Bankston, a thera-
pist with the State’s Attorney’s Office. The local effort is modeled after One Billion Rising, a global campaign founded in 2012 by playwright and author Eve Ensler. This year’s event is a significant milestone for Lake County, marking 10 years since kicking-off this event in the Lake County community.
In each contest category, preference will be given to submissions which integrate this year’s theme. The rules for specific categories:
High School Essay Rules: Essays must be 500 words or less, double-spaced.
High School Poem Rules: Poems are judged based on originality, creativity, and artistic quality. Any styles (sonnet, haiku, etc.) are accepted, except
for block or blackout poems. Poetry submissions should not exceed two pages.
Middle School Poster Submission Rules: Posters must be original work and can use any medium, including paint, crayons, stickers, charcoal, computer generated graphics, handwritings, and fonts.
Entrants should email their submission along with a release/waiver to lakecountyrising@gmail.com by January 21, 2023. The release/waiver and contest rules can be found on the State’s Attorney’s website, under teen resources. In the subject line, please write Lake County Rising 2023. The winner will be notified on or before Feb. 7 and is invited read their essay and poem at the Lake County Rising event. The win-
ning art submission will be on display throughout the event.
A resource fair will be part of this event. Nonprofit organizations providing services to women and/or children are invited to have their information on hand. As ‘Babylon’ hits screens, museum celebrates Hollywood connections, star car collection

Brad Pitt, Johnny Depp, George Clooney and Leonardo DiCaprio have more than their handsome faces and Hollywood fame in common: Each also has a screenused vehicle that visitors can view at the Volo Museum.
And with the imminent release of “Babylon” — featuring Pitt and a gleaming Duesenberg Boattail Speedster rented from Volo — the museum is celebrating its star cars in style this holiday season.
“Paramount Pictures reached out to rent one of the best cars we have from
our famous Duesenberg collection to film through June and July of 2021,” said Jim Wojdyla, marketing director at the museum located at 27582 Volo Village Road.
“They settled on this gorgeous burgundy and cream boattail, which now is showing up in the opening seconds of trailers for the film,” he continued. “You can see Brad Pitt cruising along a California highway in this very car, which Paramount returned to us at the end of July.”
Original Duesenbergs were luxury automobiles manufactured in Indiana between 1921 and 1937. For a
little perspective, when they were first released you had the choice of buying 100 Fords, 20 houses, or one Duesenberg. Volo’s collection includes Duesenberg IIs, exacting replicas that were manufactured in Elroy, Wisconsin, from the late 1970s through the 1990s.
“We have a pretty incredible collection on display,” Wojdyla said. “They are all extremely elegant. No expense was spared in manufacturing them to precisely mirror their 1920s and ’30s counterparts. But let’s just say that their modern drive trains make them a much smoother, more reliable ride than a 100-year-old car.”
Along with the Boattail that Pitt can be seen driving in Paramount’s Dec. 23 release, numerous film-featured cars are on view daily at the Volo Museum. The 1934, three-window Buick Coupe Depp used in “Public Enemies,” another Duesenberg that was borrowed for filming “The Great Gatsby” with DiCaprio, and even a handcar Clooney hopped on during “O Brother, Where Art Thou?” are but a few examples, Wojdyla said.
“Movie buffs should not miss the opportunity to come see all of the film-famous cars on view here,” Wojdyla said. “A lot of people know we have a Batmobile, and yes, we have several, actually. But there is so much more — from cars featured in the

On December 12, at approximately 9:35 p.m., Fox Lake Police Officers responded to a residence in the 0-100 block of Mineola Road, Fox Lake, for a report of shots fired. Officers arrived and located a 77-year-old man, who lived at the residence, with an apparent gunshot wound. The man was deceased upon the arrival of the responding officers.
The person who called 911 informed dispatchers that a man and woman entered a minivan and fled from the scene, immediately following the shooting. Fox Lake Police issued a regional police broadcast to local law-enforcement to advise of the incident and the description of the individuals/vehicle that fled from the scene. Due to the nature of the incident, Fox Lake Police requested the assistance of the Lake County Major Crime Task Force.
Preliminary investigation showed the victim invited the woman over to his home. While she was at his residence, the man entered and shot the victim. The woman and the man then fled in the minivan.
A short time later, Round Lake Police Officers responded to an unrelated call in the 300 block of Lunar Drive, Round Lake. The officers saw a minivan and recognized the description from the regional alert issued by Fox Lake Police. Round Lake Police Officers were familiar with the
man who normally drives the minivan and knew he lived at a residence in the 300 block of Lunar Drive. Round lake Police Officers established a perimeter around his residence.
Due to the circumstances, Round Lake Police requested the assistance of the Northern Illinois Police Alarm System (NIPAS) to assist in apprehending the man. Just prior to NIPAS deploying, the man exited the residence and surrendered to Round Lake Police and was being held in custody.
The Lake County Coroner’s Office scheduled an autopsy for the shooting victim.
Based on preliminary information, this incident appeared to be targeted and there was no known threat to the surrounding community. The homicide remained under investigation by the Lake County Major Crime Task Force and Fox Lake Police.
Update: Two charged in connection with homicide Task Force Investigators and Fox Lake Police De-
tectives conducted a thorough investigation into the homicide. Based on leads, evidence, and statements, it appeared the 77-year-old victim, Roy Hoffman, of the 0-100 block of Mineola Road, arranged to have a romantic relationship in exchange for money with Kathryn A. Deason, 31, of the 300 block of Lunar Drive, Round Lake.
Deason was driven to Hoffman’s home by Azmi Ibrahim, Jr, 37, also of the 300 block of Lunar Drive. Upon arriving, Deason met with Hoffman for a period of time, while Ibrahim stayed in his vehicle. Ibrahim eventually went inside of the apartment building looking for Deason. After determining the unit Deason was inside of, Ibrahim went back to his vehicle and retrieved a rifle. He then went inside Hoffman’s apartment and a disagreement occurred. During the disagreement, Ibrahim fatally shot Hoffman.
After reviewing the facts and circumstances of the case the Lake County State’s Attorney’s Office approved two counts of first-degree murder for Ibrahim and one count of obstructing justice. Deason was charged with one count of obstructing justice for providing misleading statements to investigators.
Ibrahim and Deason were set to appear in initial court hearings and although they have been charged, the investigation remains ongoing. Ad-
ditional charges are possible for both individuals.
All defendants are presumed innocent unless proven guilty in a court of law.
Single vehicle traffic crash under investigation
On December 14, at approximately 2:40 p.m., Lake County Sheriff’s Deputies were dispatched to traffic crash with injuries in the area of Route 45 and Kelly Road, in Old Mill Creek. Sheriff’s deputies arrived and located a Toyota Rav4, which struck several trees.
Preliminary investigation shows the Toyota, driven by a 74-year-old woman of Unincorporated Lake Villa, was traveling southbound on Route 45. Witnesses reported the driver appeared to be traveling at a high rate of speed. For an unknown reason, the driver crossed into the north bound lanes of traffic and drove off the roadway, into the ditch line on the east side of the roadway. The vehicle then struck several trees.
The woman was transported to Advocate Condell Medical Center in Libertyville with critical injuries.
The crash remains under investigation by the Lake County Sheriff’s Office Technical Crash Investigations Team.

Man charged after traveling to meet a child
On December 14, the Lake County Sheriff’s Office Criminal Investigations Division and Sheriff’s Special Investigations Group, in collaboration with the Naval Criminal Investigative Service concluded an investigation which resulted in the arrest of a man for the offense of indecent solicitation of a child.
For the past several months, Eddie R. Murillo, 43, of the 1500 block of Pinetree Drive, Gurnee, was communicating online with undercover detectives, posing as a girl under the age of 15. During their conversations, Murillo told ‘the child’ that he wished to engage in a sexual relationship with her.
On December 14, Murillo drove to meet with who he thought was the girl to engage in the sexual acts. When he arrived, he was arrested by sheriff’s detectives.
The Lake County State’s Attorney’s Office approved the charges of one count of traveling to meet a minor and one count of grooming.
Murillo was held in the Lake County Jail pending his initial court hearing.

On Friday, December 9, a jury trial concluded in the Lake County Courthouse with “guilty” verdicts after only 2 hours of deliberation.
Juan Garibay, 43, was convicted of first-degree murder, and one count of aggravated battery with a firearm, a class X felony.

arrived at the residence, they found two gunshot wound victims, one who was shot in the back and another who was shot in the head. The victim who was shot in his back was transported to a nearby hospital where he was later pronounced dead. The other victim was transported to a hospital where he underwent emergency surgery and survived the serious injuries.
“Our trial team did an amazing job of bringing justice to two families and to the community today when a jury found Juan Garibay, guilty of first-degree murder. We assigned three prosecutors, two victim specialists, and an investigator to this matter because violent crimes, such as this one, are an enormous priority.
Since the shooting in August 2021, the Waukegan Police Department and the FBI conducted an outstanding investigation of an individual who was trying to cover his tracks. The detectives’ and agents’ diligence paid off, and our attorneys clearly explained technical evidence to the jury. We stand with these victims and all survivors of gun violence. At sentencing, we will work to make sure this dangerous offender nev-
er hurts anyone again,” Lake County State’s Attorney Eric Rinehart said.
The jury trial began on Monday, December 5, lasting five days, with both parties resting Thursday afternoon and closing arguments ending on Friday morning. The jury heard from over a dozen State witnesses, including one of the victims, law enforcement, medical experts, and relatives. The defendant made the choice not to testify, and his defense team called one witness to the stand.
Law enforcement witnesses explained how Garibay’s cellphone records showed he was in the vicinity of the shooting when it happened. They also described their first interactions with Garibay and described how Garibay was wearing a piece of clothing that matched the description made by a witness who saw the shooter fleeing the scene.
Relatives gave a timeline as to when they saw Garibay the day of the shooting. Forensic experts and medical experts explained how the shooting occurred and the cause of one of the victim’s death.
Garibay was being held at the Lake County Jail without bond while awaiting his trial.
A pre-sentence investigation is to be conducted prior to the next hearing on Jan. 17, 2023.
The conviction of first-degree murder carries a mandatory sentence of 45 years to natural life, and the conviction of aggravated battery with a firearm carries a sentence of 6 to 30 years. The sentences are to be served consecutively, meaning, Garibay is facing a mandatory prison sentence of 51 years to natural life.
Fatal shooting under investigation
On December 12, at approximately 7:37 p.m. officers from the Waukegan Police Department’s Patrol Division responded to a call a subject slumped over in a
vehicle in the 1900 block of Waukegan Rd. Upon location officers located a victim that had been shot. The victim was found in a vehicle off the shoulder of Waukegan Rd in Northbound lanes. Officers performed CPR on the victim until paramedics arrived and the victim was confirmed deceased.
The Lake County Coroner’s Office was notified at 9:25 p.m. and responded to the scene.
The deceased has been identified as 25-year-old Shiyanna Hayes of Waukegan. On December 13, an autopsy was completed at the Lake County Coroner’s Office. Autopsy results indicate that Ms. Hayes died from Multiple Gunshot Wounds.
Detectives are asking for anyone who may have been in the area of the 1900 block of Waukegan Rd around 7:37 p.m. with relevant information possibly related to this incident to call the Waukegan Police Department “Tip-Line” at 847-3609001. Currently, no one is in custody.
