Northern Illinois Food Bank’s pop-up market comes to College of Lake County

It’s a need permeating through every corner of Lake County. The need for food.

“It’s a cross section of society,” describes Northern Illinois Food Bank Pop-Up Market manager Mike Keane.

“We’re here to help them stretch their dollars,” said Keane. “If they don’t have to spend money at a grocery store, maybe now they can buy prescriptions, help their kid get school supplies or pay an electric bill.”

CLC Vice President of Community and Workforce Partnerships Ali O’Brien describes how happy the college is to help. “This is a really unique opportunity for us to help our residents who may not be students but are still important to us because they contribute to the local economy. They’re working and living in Lake County and we’re here to help support those needs as well.”

Beginning Tuesday, October 20, College of Lake County served as a second Lake County location to host a biweekly Pop-Up Market. Each family that comes through during the 2 p.m. to 5 p.m. distribution will receive approximately 50 lbs. of food, including protein, produce, dairy and

milk (when available). This can be considered a godsend for students at the college who previously took advantage of the school’s SHARE Market, an on-campus food pantry which has been closed since March.

“We know our students have immediate needs in terms of food security,” said O’Brien. “By hosting this

event at one of our campuses, even though most of our students are not attending in an in-person capacity right now, we’re still a known location.

We’re convenient for many of them who had already worked their lives around coming to campus.”

The Pop-Up Market takes place in Parking Lot 5 on the southeast side of the college,

accessible off Lancer Lane.

The partnership will run at least through the end of 2020 and provide food to approximately 1,500 families each week.

“One of the great things about the college is we focus on the needs of our students, staff and faculty and we also consider ourselves in the larger context of the entire com-

munity of Lake County. This partnership with the food bank really helps address needs of all of those stakeholders,” says O’Brien.

Volunteers are still needed to staff the pop-up markets.

Illinois poorly prepared for flood of unemployment claims

‘This is not good’ Illinois was first among states to begin paying out the initial $600-per-week Federal Pandemic Unemployment Compensation payments on April 6, records show.

But that early success quickly became a footnote as IDES was overwhelmed with 519,269 new claims for regular unemployment benefits that month—more than 10 previous Aprils combined — and federal authorities poured $500 billion in crisis relief into an alphabet soup of new and existing programs for laid-off workers.

Illinois became the 44th state to apply for the $300-perweek “Lost Wage Assistance” benefit: While most states deployed that program in August, Illinois did not start making payments until Sept.

4, records show.

It was not among the 27 states that offered workers partial benefits when their employers reduced hours instead of laying them off.

IDES told the Senate Oversight Panel in August it decided against that benefit because its staff was “stretched thin.” Illinois also trailed all but seven states in processing the federal Pandemic Unemployment Assistance to independent contractors and “gig workers.”

Staffing levels hit ‘alltime low’ Illinois’ struggle to roll out the new federal benefits came amid staffing shortfalls at every level of IDES. Chan was a placeholder pending the governor’s merger plans. And there were months-long vacancies in the deputy director and audit positions.

On March 14, 2020—as Pritzker was closing Illinois schools and limiting gatherings to no more than 50 people—Chan sent Hynes an urgent email: “I need permission to fill IDES’ Chief Operating Officer position as soon as possible,” Chan wrote. “Please know that I’m doing everything in my power to get you what is needed. But I need some help.”

Beyond leadership vacancies, rank-and-file numbers also were dropping.

Asked for the state’s scorecard data through June, Pritzker administration officials declined: “The Christmas tree is a document put together for internal purposes only and is not available for public consumption,” IDES spokeswoman Rebecca Cisco told the BGA in an email.

The BGA, however, obtained a copy of that report.

It shows Illinois failed five of 10 performance measures.

“Heading into this downturn, our baseline staffing numbers, the employees hired to operate our programs and meet minimum federal performance standards, were, despite our best efforts, at an all-time low,” Chan told the state’s Employment Security Advisory Board.

What’s more, experience had been drained from the agency. Managers “are serving in multiple roles and performing the work of multiple employees,” Chan added.

Front of the line Amid the chaos, IDES fell so far behind in processing claims that it triaged cases by prioritizing people referred by local politicians, the BGA found.

In a June 5 report to the bipartisan Senate oversight panel, IDES responded to questions about the lack of uniformity in how unemployment claims are handled.

“Claimants continue to call IDES in addition to their

elected officials,” the report said. “Therefore, often, even though we move an elected official’s constituent to the front of the line, the constituent has often already been able to get through to the call center.

“We will continue to pull our staff out of the call center to call claimants sent to us by an elected official,” that report added.

In an email to the BGA, Pritzker spokeswoman Jordan Abudayyeh called the IDES practice of responding to claims referred by elected officials “an attempt for the Department and its employees to help as many people as possible at a time when there was no structure in place.”

til May 11, and didn’t start paying until a week later.

Government emails detail the pressure inside IDES as Illinois’ PUA program was rolled out.

“Folks, I am counting on you to launch the independent contractor unemployment system ASAP and no later than May 11,” Pritzker wrote to then-IDES Acting Director Thomas Chan and Hynes at 7:43 a.m. on May 4. “Can you confirm that will happen? JB.” IDES hustled to update its policies and computer code, and minutes before midnight on May 10 Chan emailed Hynes that he did a test run by filing a small sample of claims.

“Minor hiccups but no show stoppers,” Chan wrote.

Within minutes of Illinois’ PUA system going live the next morning, Hynes conducted his own test.

“I called the 800 number.

Hit the correct prompts for PUA,” Hynes wrote in an email to Chan at 8:01 a.m.

An automated voice told Hynes there was a high volume of calls, then hung up on him, Hynes emailed.

“It’s not even 830,” Hynes wrote. “This is not good.”

From best to worst Before the pandemic, Illinois had been paying about 80 percent of initial unemployment claims within seven days.

That quick payout rate plummeted to around 1 percent and held there through September, putting Illinois last among states on this timeliness measure, according to new data from the federal labor department.

IDES told the BGA these quick payments slowed because Illinois—like many states—waited one week before starting the clock prior to the pandemic.

After the crisis, Illinois and 36 other states cut out the “waiting week” in an effort to get more money out quickly.

But agency officials offered no explanation why Illinois performed so much worse than all other states, including those that waived the waiting week.

Federal guidelines require states to pay out nearly 90

percent of all initial unemployment checks within 21 days. On that 21-day measure Illinois also fell short by distributing only 61 percent, but still performed better than most states.

Still, every day matters to laid-off Illinois workers, said Richards, the IDES acting director.

“There is no standard for seven days,” Richards said. “I agree with you it is important to claimants. Every day is important to claimants.”

Gov. J.B. Pritzker held off filling top vacancies at Illinois’ unemployment office because he was planning to merge it with another state department. Then COVID-19 upended the nation.

In March, as authorities shut down businesses and schools and two million Illinois workers applied for jobless benefits, the state Department of Employment Security was already at one of its weakest moments in recent history, records and interviews show.

Agency staffing was at an “all-time low,” according to its then-acting director. Veteran employees were retiring in droves to be replaced by rookies. And when key jobs were filled it was sometimes with political aides who had little or no agency experience.

Before the national health crisis, Illinois had been ranked among national leaders for speedy delivery of unemployment benefits.

Suddenly, IDES plunged to being among the worst in the nation on several key performance measures. In the months since, as problems have persisted, the administration has offered a range of explanations for its inability to handle the surge of claims.

Pritzker has blamed his Republican predecessor for hollowing out IDES and leaving the agency with inadequate staff and outdated technology.

And he has criticized President Trump for “unfair” and chaotic rollouts of federal unemployment benefits.

But government records and interviews offer a more complex portrait, and reveal the frenzy inside an agency diminished by staff vacancies at every level in the first 18 months Pritzker was in charge—even before the crisis: • In recent months, IDES has issued around 1 percent of its unemployment checks within seven days of the initial applications, making it the slowest state in the nation by that measure. Before the pandemic, it was among the fastest.

• In June, the overwhelmed and understaffed agency told a senate oversight panel, in writing, that it moved jobless claims that came through elected officials to “the front of the line” over applications that came directly from taxpayers, the BGA found.

• On some key federal measurements for processing unemployment claims, IDES performed better during the pandemic than other big states or than the nation as a whole. But Illinois failed to meet standards in five of 10 performance measures collected by federal authorities, ranging from timely benefits distribution to the soundness of internal audits that detect fraud and underpayments.

Deputy Governor Dan Hynes acknowledged the agency had problems, but said unfilled leadership positions at IDES had little impact.

“There was not instability at the top,” Hynes said in an interview. “I think what was

lacking was everything underneath there. “There was great attrition in the rank-and-file employees who were at the front lines of services. There was outdated technology, a lack of investment in technology that had occurred over the last 10 years. That’s really what was lacking.”

Hynes said IDES worked “under incredible stress” to pay out a staggering $14.2 billion in benefits to 2.1 million Illinois claimants from March through August.

Pritzker this summer named Kristin Richards, a former chief of staff to two Democratic state senate presidents, the new acting director at IDES. “More so than anything, I feel a responsibility to try and bring some stability for claimants, find some stability for people that are attempting to reach us,” Richards said.

Halloween guidance from the State of Illinois Department of Public Health As we enter fall, families are starting to plan for the upcoming holiday season, starting with Halloween. Because some of the traditional ways to celebrate this holiday do not allow for proper social distancing, the Illinois Department of Public Health (IDPH) is providing the following guidance to allow for safe Halloween celebrations.

Trick-or-treating events need to incorporate social distancing, masking, and proper handwashing, as well as adherence to event size limitations. For this year, it would be safest to plan special events at home, using social media and other meeting platforms to connect with family and friends.

As a reminder, if you think you could have COVID-19 or may have been exposed to someone with COVID-19, you should not participate in in-person Halloween festivities and should not give out candy to trick-or-treaters.

Individuals at increased risk for severe illness should not attend in-person Halloween gatherings.

Neighborhood trick-ortreating 1) As an alternative to doorto-door trick-or-treating, anyone who would like to distribute treats should leave individually wrapped candy or treats on a table, on their front walkways, sidewalks, or any outdoor space that allows for at least 6 feet of social distance from the door.

The individually wrapped candy should be spread out so each piece is not touching another. Anyone distributing candy or treats should wash their hands properly for at least 20 seconds before placing the candy on the table and when replenishing.

2) All individuals participating in trick-or-treating, including those passing out candy should maintain social distance of least 6 feet and wear proper face coverings. A costume mask, such as those worn for Halloween, is not a substitute for a face covering. If face coverings are worn under costume masks, please ensure this does not create breathing problems, and if so, discard the costume mask.

3) Only household members should trick-or-treat together, and they should maintain 6-feet social distance from other trick-or-treaters at all times. Mixed household trick-or-treaters are discouraged.

4) Alcohol-based hand sanitizer should be carried and used frequently.

5) Candy collected during

trick-or-treating should not be consumed until after handwashing. As always, a parent/guardian should check all candy to make sure it is wrapped and should discard unwrapped candy.

• Create a timed entry schedule to figure out what the attendance limit will be.

• Create a map of where tables will be with plenty of space between.

• Advertise with information about reserved time slots,

social distancing, and mask wearing.

• Package candies or favors in treat bags for easy distribution.

• Create signage to direct the flow of foot traffic.

• Draw markers on the ground to indicate 6 feet for social distancing.

Trusty travel bag weathers the storms of life’s adventures

It’s good to have the necessities when traveling. For some families that might mean Doritos and a good cheese dip, or maybe carrots and low fat-ranch.

When my family travels, we always carry one staple with us — the blue toiletries bag. It holds everything we need for any toiletry-type situation and then some.

Toothbrushes and toothpaste.

A brush and comb. Hairspray and gel. Deodorant. Lotion.

Q-tips. Nail file. Eye drops.

Tweezers. Shaver. Wet wipes.

Cologne. A corkscrew.

My husband brought the blue toiletries bag into our marriage, but it originated with me. I made it for him in preparation for a trip he took to Europe before we were

married. Back when we were “just” best friends.

Still are, but we’ve progressed from there. Let’s just leave it at that.

The blue toiletries bag has been a staple in our lives ever since.

In the month after graduating from college, he told me he needed a waterproof bag for his upcoming trip, but didn’t know where he could purchase one. I told him I could sew something. We shopped for the fabric during

a horrendous storm. We saw a tornado in the horizon, looming, but continued shopping as naive and immortal barely-20-somethings might do.

I showed him various options. He chose a blue waterproof fabric.

After the storm, we assessed tornado damage. It was substantial. Terrible. It made us pause. But we were young. I had a bag to sew. He had a plane to catch and an adventure to experience.

Off he went to Europe.

Happily for me, he returned in three months with the blue toiletries bag and our growing relationship both intact. Little did we know the bag (and the concept of we) were to become permanent staples in our lives.

“The pandemic has caused non-tax revenues to decline sharply, as many of our facilities and other amenities that we offer having been forced to close,” said Executive Director Alex Ty Kovach. “The gradual reopening has given some relief, however, there are still quite a few programs that remain closed.” Revenue is expected to be down $1.7 million this year, he said.

“As one of the nation’s top conservation agencies, careful stewardship of every dollar is critical, especially in this economic climate,” Kyle said. “We continue to maintain a strong financial position with sound reserves, long-term replacement funds, moderate debt, and a AAA bond rating, an achievement shared by very few forest preserves and park districts in the nation.”

The biggest challenge involves how much revenue the

Lake County Forest Preserves will collect next year because of uncertainty regarding when and to what extent facilities can reopen, Kovach said. While approving the budget, the Board had to consider other factors that were outside of their control, including a major change in the state’s minimum wage laws. The change will increase the minimum wage gradually through 2025 to $15 per hour.

Of property taxes collected in Lake County, only about 2% of the average tax bill goes to support the Lake County Forest Preserves. The 2020 proposed tax levy, which will be billed in 2021, is estimated to be 0.9% higher than the 2019 tax levy. This is $10.9 million below the Forest Preserve total tax levy from 2009. In that year, the Forest Preserve portion of the tax bill on a home valued at $250,000 was $153.89. With

As newlyweds, we brought the blue bag to our honeymoon in Las Vegas. We had two toothbrushes and lots of cologne. We forgot deodorant and Q-tips because we were married but not quite fullfledged adults. I remember it rained just one day of our trip. Pretty mild on the storm ledger.

With time, we fully outfitted the bag with all the things needed for a week or weekend away. All we needed to do was grab it and go. It was beyond handy. We felt very prepared, and adult.

We had our first child and added a toothbrush, and then another, and another and so on. Each one had its own plastic bag — tidy and germfree.

Our trips to Las Vegas were replaced by vacations to Disney.

In addition to toothbrushes we added sunscreen and baby fingernail clippers. There were many years we vacationed with a double stroller – until we blew the wheels out during a horrendous rainstorm. We survived; the stroller did not.

This year, we brought our youngest son to college not long before the barrage of Hurricane Sally. Later, we were in the area again for Delta. Storms can be devastating when you find yourself in the midst of the eye.

Much like the tornado we encountered in our early days of the blue toiletries bag, we dodged the hurricanes that

nearly came our way this year. Back then, we were young and didn’t realize the dogged dodging we’d done.

This time we do.

We dodged a storm. And we are thankful and happy — for storms and the ability to escape them, for history and family and vacations and everything in between. For our blue toiletries bag and all that it stands for and the cement it brings to our family.

Sometimes it’s the little things. For us one of those little things just might be blue — and waterproof.

Lake County Forest Preserve Board approves 2021 budget In order to continue moving toward the 100-Year Vision and Strategic Plan to preserve and sustain Lake County’s natural landscape, and extend community outreach and education, the Lake County Forest Preserve Board of Commissioners approved the fiscal year 2021 budget of $65,767,790 at its October 13 meeting. The 2021 budget total represents an 18% decrease over the current year budget. It covers expenditures for the period of January 1 through December 31, 2021.

“The COVID-19 pandemic and subsequent economic fallout have played a significant role in the development of the 2021 spending plan,” said Angelo Kyle, president of the Lake County Forest Preserves.

“The impact of the public lockdown and limit on social activities and gatherings has had, and will continue to have, an impact on revenues.”

the approved 2021 budget, the Forest Preserve portion of the tax bill on that same home is (assuming it changed with the average change in property values) is estimated to be $124.29, which is $29.60 lower than the 2009 tax bill. Comparing the 2020 tax bill to the 2019 bill for this same home would show an increase of $1.19.

Budget Overview Several operational changes were approved for the 2021 budget, including the closing of the beach at Independence Grove Forest Preserve in Libertyville. Attendance at the beach has trended downward over the past several years and the increased costs have made the operation financially unviable. It has also become increasingly difficult to employ lifeguards. Another operational change involves food services at ThunderHawk Golf Club in

Beach Park. The private company that managed food and banquet services at ThunderHawk chose during the pandemic to end their contract.

ThunderHawk staff will begin handling all food service responsibilities permanently.

An additional ranger police position and a grounds maintenance position will be added to help support growth in the northeastern section of the county. New public access improvements at Pine Dunes (Antioch) and Spring Bluff (Winthrop Harbor), and the opening of Ethel’s Woods (Antioch) and the Waukegan Savanna Dog Exercise Area (Waukegan) have significantly increased preserve visitation in this region.

Bond-funded land acquisition activities and major preserve development activities

will decline significantly in 2021. In 2008, voters approved a $185 million referendum to acquire land and develop preserves. These bonds funds will be nearly depleted at the end of 2020.

In 2020, the Preservation Foundation, the charitable partner of the Lake County Forest Preserves, began planning for a fundraising campaign to raise $20 million to establish a permanent endowment for habitat restoration and tree planting activities. Projected revenue from this permanent endowment is currently included in the Capital Improvement Program, starting in 2030. “When the $20 million campaign goal is met, the endowment fund will provide stable funding to support these activities for many years into the future,” Kovach said.

Identification made in May 2019 John Doe case The McHenry County Coroner’s Office confirmed the identity of the male subject “John Doe” found at Rush Creek Conservation Area in May 2019.

The McHenry County Conservation District Police Department and the McHenry County Coroner’s Office were called to investigate the death of a man found at Rush Creek Conservation Area in rural Harvard, McHenry County, IL. The identity of the man was unable to be determined due to the advanced state of decomposition and the lack of any identification.

A thorough and very detailed investigation was conducted, over the last 18 months, by the McHenry County Coroner’s Office, McHenry County Sheriff’s Office, McHenry County Conservation District Police

Department, University of Illinois Chicago and Dr. Michael Colvard, DDS, PHD. A variety of investigative methods were exhausted in an attempt to identify the subject.

The investigative methods included but were not limited to: Rehydration of the subjects fingers to obtain partial finger prints, full body x-rays in an attempt to locate any evidence of surgically implanted devices that might contain serial numbers, dental examinations including full dental mapping and FBI dental charting, Submissions and searches a variety of private, federal, state, and local databases were performed yet no matches or missing persons were found.

gated, by the Coroner’s Office, all of which were determined not to be a match.

With the assistance of Dr. Michael Colvard, DDS., PhD University of Illinois School of Dentistry in Chicago and Dr. Howard Cooper DDS, Lake County Coroner, additional dental analysis was performed and additional data were able to be gathered yet no matches were able to be found at this point.

In late June 2020 the Coroner’s Office collaborated with Orthram Inc. to conduct genealogy testing and analysis. In early October 2020 additional leads were developed as a result of the genealogy testing and possible relatives of the subject were able to be located by the Coroner’s Office.

Subsequent interviews with and DNA testing of the relatives were performed. A

DNA analysis revealed that the subject found in the Rush Creek Conservation Area in May 2019 was a sibling of the subject interviewed at the Coroner’s Office in early October 2020.

Additional interviews revealed that the subject found in the Rush Creek Conservation Area in May 2019 was scheduled to have dental work performed at the University of Illinois Chicago School Of Dentistry in late 2018 or 2019.

Dental records were requested and obtained from the University of Illinois, Chicago which revealed full dental x-rays were on file. Interviews also revealed that the subject was never reported as a missing person to law enforcement.

A forensic dental examination of the records obtained from the University of Illinois, Chicago by Dr. Michael

Colvard, DDS., PhD revealed that the identity of the subject located at the Rush Creek Conservation Area on May 5, 2019 was Darrell P. Splett, 50, from Ingleside Illinois.

Darrell P. Splett will be returned to his family so final arrangement can be made at a funeral home of their choosing.

The McHenry County Coroner’s Office would like to thank the following individuals and organizations who made it possible to bring closure to the Splett family: Dr. Michael Colvard DDS, PhD, University of Illinois Chicago School of Dentistry, Orthram Inc., University of North Texas, McHenry County Conservation District, McHenry County Sheriff’s Department, Palm Beach County Sheriff’s Department, and Dr. Howard Cooper DDS.

Two arrested in connection with armed robberies

Oct. 6 Jimmy D. Carey, 44, Racine, was cited for home invasion/causing injury; Bryan P. Schinkowsky, 35, Schaumburg, was cited for violating of an order of protection; Angel E. Oshkeshquoam, 33, Keshenn, was cited for driving on a revoked driver’s license, possession of meth <5 grams, 2 counts of aggravated battery of a peace officer, criminal damage to government property <$500 and disorderly conduct/give false fire alarm; Oct. 7 Timothy J. Meijer, 32, Woodstock, was cited for 2 counts of retail theft/disp merch >$150, and 3 counts of retail theft/disp merch <$300/2+; James E. Evans, 27, Crystal Lake, was cited for viola-

In January 2020 the Coroner’s Office then coordinated with the Palm Beach County Sheriff’s Office in Florida to create a digital facial reconstruction of what the subject might have looked like prior to his death.

In April 2020 this image was subsequently transmitted to a variety of law enforcement agencies, media sources, social and private outlets throughout Illinois and Wisconsin. Over 60 potential leads were developed, researched, and investi-

On October 19, 2020, the Lake County Sheriff’s Office Warrants Team apprehended Deon L. Brown, 27, of the 1600 block of Sunset Avenue, Waukegan. Brown, a convicted felon, was wanted for Armed Robbery and Aggravated Robbery.

Members of the sheriff’s warrants team developed information Brown was at home and they approached his apartment complex. As members of the warrants team approached the complex, Brown saw the team and he fled on foot. Brown was subsequent-

ly apprehended by members of the warrants team, with the assistance of a Waukegan Police Department K9 Team.

When arrested, he was found to be in possession of a loaded pistol magazine.

Brown’s arrest warrant stems from two armed robberies sheriff’s detectives connected him to which occurred on August 30, 2020, in Beach Park. One armed robbery occurred at the Citgo Gas Station (38512 North Sheridan Road, Beach Park) and the other at the 7-Eleven (37763 North Green Bay

Road, Beach Park).

Evidence collected by a sheriff’s evidence technician and a thorough investigation by sheriff’s detectives led them to determine Brown and Cortez K. Thurmond, 29, of the 4100 block of Seadragon Court, Great Lakes, together committed both robberies. Sheriff’s detectives obtained arrest warrants for Brown and Thurmond on September 17, 2020.

Thurmond was previously arrested in Kenosha County and held on the arrest warrant. He was transferred to the Lake County Jail on Oc-

tober 2, 2020, where he is being held on $250,000.00 bail.

Thurmond was next due in court on October 27, 2020.

In addition to the charges contained in the arrest warrant, Brown was also charged with unlawful possession of a weapon by a felon and resisting arrest. He is being held in the Lake County Jail on $250,000.00 bail. He is due in court on November 11, 2020 at 1:30 p.m. in courtroom T110.

All defendants are presumed innocent unless proven guilty in a court of law.

McHenry County Sheriff’s Office applies for accreditation with ILEAP A team of assessors from Illinois Law Enforcement Accreditation Program (ILEAP) will arrive Thursday, October 29, 2020 to examine all aspects of the McHenry County Sheriff’s Office’s policy and procedures, management, operations and support services, Sheriff Bill Prim announced Thursday, Oct. 22.

The McHenry County Sheriff’s Office is working to become accredited with ILEAP through this process.

As part of the on-site assessment, agency personnel and members of the community are invited to offer com-

ments at a public phone in session on Thursday, Oct. 29, 2020 from 3:00 p.m. to 4:00 p.m. People may do so by calling (815) 334-4958. Telephone comments are limited to 10 minutes and must address the agency’s compliance with ILEAP Standards. A copy of the standards are available for review at the ILEAP section of the Illinois Chiefs website www.ilchiefs.org.
