Mother charged with murder of six-yearold, siblings charged with hiding body Lake County prosecutors have initiated murder charges after an intense investigation by local and federal agencies into the disappearance of 6-year-old Damari Perry. Damari’s body was found late Friday, Jan. 7.

On Saturday afternoon, the Lake County State’s Attorney’s Office charged Damari’s mother, Jannie M. Perry, 38, with first-degree murder, concealment of a homicidal death, and obstructing justice. The office also charged Damari’s 20-year brother, Jeremiah R. Perry, with aggravated battery causing great bodily harm to a child under 12, concealing a homicidal death, and obstructing justice.

Another juvenile sibling of Damari faces charges in Lake County’s Juvenile Court. All three were taken into custody Friday night.

Damari Perry was reported missing Jan. 5 by the boy’s mother and a sibling. The family initially provided information to police indicating that Damari might be missing in Skokie, Illinois. But investigators quickly turned their focus to the boy’s home in North Chicago after the family’s story was contradicted by evidence in Skokie.

Because of the involvement of out-of-state witnesses, the FBI led the investigation into Damari’s disappearance. Federal agents, North Chicago detectives, and DCFS caseworkers eventually brought family members to the Lake County State’s Attorney’s Children’s Advocacy Center. At the Center, agents, detectives, caseworkers, prosecutors, and forensic interviewers questioned multiple juveniles on Thursday and Friday.

By late Friday night, FBI agents and North Chicago detectives had focused their investigation on the mother and the adult siblings. Information from witnesses led to the discovery of Damari’s body in Lake County, Indiana. Throughout Friday and Saturday, prosecutors and law enforcement agents worked to finalize charges against the mother and two siblings.

Doing big things Last year Mia Moore, a 3-year-old from Antioch, competed in a local natural scholarship pageant. The focus from the pageant is on serving your community and encourages girls of all ages to be the best version of themselves. Mia went on to the state pageant and then competed at Nationals in Ohio in July of 2021. Out of 15 girls, ages 18 months to 4 years, Mia placed 2nd in her division, earning her the title of National Tiny Duchess. She has since worked on her community service project.

Mia and her mother met and collaborated with April Soulak Andrews, founder of The Penny’s Purpose. The not-forprofit collects blankets that are distributed to other local organizations. The Moore’s collected 107 blankets from fellow American Royal Beauties pageant queens, pageant queens from other systems, community neighbors, friends, and family, which were all then donated to The Penny’s Purpose.

State’s Attorney’s Office to review segregation clauses that remain in some home covenants A new law allowing homeowners to have racist clauses removed from covenants in their deeds went into effect Jan. 1, 2022 and Lake County’s first filing under the law occurred Tuesday, Jan. 4.

After being filed with the Recorder of Deeds Office, the request will now be reviewed by the Lake County State’s Attorney’s Office to ensure it meets legal requirements under the new law,

which allows removal of language restricting who could buy a property based on race.

“It’s so gross we have this document associated with our properties,” said Nicole Sullivan, the first Lake County resident to submit a formal request for the removal of the offending clauses from covenants in West Shore Park, the Mundelein subdivision where she lives.

state legislators, State Rep. Daniel Didech, D-Buffalo Grove and State Sen. Adriane Johnson, D-Buffalo Grove, who then sponsored a bill that created the law.

“Thank you to Ms. Sullivan, Representative Didech, and Senator Johnson for working together to build a law that works to remove the stain of racism from our legal documents,” State’s Attorney Eric Rinehart said Tuesday.

“Our office looks forward to helping the Recorder and residents in utilizing this fantastic tool.”

Sullivan said officials with the Homeowners Association of the West Shoreland subdivision are also seeking to have similar language removed.

Both subdivisions are located along Diamond Lake.

The documents in question were drawn up in the 1920s era, well before the Civil Rights movement eliminated such segregation policies. racially-restrictive The covenants are everywhere, most left over from the first half of the last century when “white flight” to the suburbs spurred the restrictions,

Didech said.

“The persistence of these covenants can send a message to people that they aren’t welcome in this neighborhood, and people could be wondering if there are going to be problems if I move here,” he said.

“People don’t know this language is still in their property deed. You can make a difference with your voice if you do it,” Johnson said, referring to making requests for amendments.

In Sullivan’s case, the covenants include the prohi-

bition of African-Americans, Chinese, Japanese, and Jewish residents, with the exception of “servants” working for the homeowner.

“These laws are illegal and unenforceable and yet they have not been removed from your home,” Sullivan said.

“This allows 53 circuits in Illinois who are currently without pretrial services to establish them as required by the Illinois Pretrial Services Act of 1987. We’re 34 years late,” Slaughter said.

The Pretrial Services Act provides the legal framework for the pretrial process in Illinois. It provides that “each circuit shall establish a pretrial services agency”.

Requested by the courts for help with implementation of the act, HB 3512 would allow the state to begin to comply with the requirement.

Established in 2012, DACA offers protection against deportation for more than 600,000 individuals who were brought to the United States as children. In July, a federal district court in Texas ruled that DACA and its continued operation violate the Administrative Procedure Act. The U.S Court of Appeals for the Fifth Circuit Court is reviewing the case on appeal.

The Illinois Department of Public Health said Jan. 7 that the state had recorded 201,428 new cases of COVID-19 over the previous week, a 57 percent increase over the previous week, while the weekly number of deaths rose 15 percent, to 444 as the omicron variant of the virus continues to spread.

Illinois lawmakers last week passed a bill clarifying issues around the massive criminal justice reform bill that passed with the support of the Illinois Legislative Black Caucus last year.

On a 67-42 vote, the House voted Jan. 5 to accept a senate amendment to House Bill 3512, clarifying issues relating to pretrial services, detainee phone calls and moving back effective dates in the police decertification system and body camera footage labeling.

Rep. Justin Slaughter, D-Chicago, the lead House sponsor of the bill, said it’s intended to help facilitate the implementation of the Safety, Accountability, Fairness and Equity-Today, or SAFE-T Act that was passed in January 2021.

During the debate, Republicans voiced their frus-

trations regarding language used for detainee phone calls and pretrial services.

The bill outlines that when someone is detained, law enforcement must allow them to make up to three phone calls within three hours of being detained. If the individual is moved from one detention center to the next, the three phone calls and three hours will restart.

But House Minority Leader Jim Durkin, R-Western Springs, argued that the bill did not provide enough clarification between the words “police custody” and “detention”.

“Police custody means that they’re not free to leave.

That means that they’re sitting in a squad car and under the way you’ve drafted your bill, that means that the police have to give that person three phone calls,” Durkin said.

But the bill clarifies that the definition of “detention”

Grant funding secured for updates to State’s Attorney’s office cyber lab The Lake County State’s Attorney’s Office has secured a $124,000 U.S. Department of Justice grant to upgrade its Cyber Lab, enabling the office to escalate its fight against violent crime, sex crimes, and financial exploitation.

The Cyber Lab provides critical support to Lake County’s law enforcement agencies by using software and human expertise to retrieve and analyze text messages, video files, and geo-data from phones, laptops, and other digital devices.

The Cyber Lab is wholly operated by the State’s Attorney’s Office and consists of two full-time employees and dozens of forensic tools and computers. All State’s Attorney investigators and attorneys are able to use the

lab, in addition to local law enforcement.

In May 2021, the office applied for the federal grant, called the “Innovative Prosecution Solutions Project” as part of Lake County State’s Attorney Eric Rinehart’s plan to seek new funds to upgrade technology. The office has never won this particular grant before.

“This federal grant makes the residents of Lake County safer. Prior to this upgrade, we were only able to analyze 70% of cell phones, for example. Now, with a warrant, we will be able to analyze many more suspects’ locked devices and retrieve evidence that we would have lost in the past,” State’s Attorney Rinehart said.

The office won the Innovative Prosecution grant by explaining to the Depart-

ment of Justice Lake County’s urgent need to deploy new technology in its efforts to turn back the rise in violent crime between 2016 and 2020. In addition to crime reduction, the grant will help reduce case backlog that builds as courts and attorneys await forensic analysis.

This project will go handin-hand with the establishment of a new Violent Crimes Unit (VCU) within the State’s Attorney’s Office. The VCU will be assigned several experienced prosecutors who will work with law enforcement early in an investigation to develop complex evidence quickly. As a result, the VCU will need a strong Cyber Lab in order to quickly analyze phones and computers.

Due to an increase in COVID-19 cases statewide, Illinois Secretary of State Jesse White announced that all Secretary of State departments will not conduct in-person transactions–including Driver Services facilities until Jan. 17, 2022.

All departments and Driver Services facilities will reopen on Tuesday, Jan. 18. White is encouraging the public to visit ilsos.gov for online services. Online transactions will remain open for all departments to conduct office services, including, but not limited to the following: • Renewing a license plate sticker.

• Renewing a driver’s license or ID card for those who qualify (individuals may call 217-785-1424 to confirm their eligibility or to obtain their PIN).

• Obtaining a duplicate driver’s license or ID card.

• Obtaining a driver record abstract.

• Filing Business Services documents, such as incorporations and annual reports.

Court upholds state legislative redistricting plan 3-judge panel rules against plaintiffs in remap

A three-judge federal court panel has upheld the legislative redistricting plan that state lawmakers approved during a special session last summer, thus leaving in place the new maps that will govern state legislative elections for the next 10 years.

In their 64-page opinion, released Dec. 30, the judges said the plaintiffs in the three separate lawsuits had failed to show that the redistricting plan violated federal law or the U.S. Constitution by diluting Latino voting power in Chicago and its surrounding suburbs or Black voting power in the Metro East region on the Illinois side of the St. Lou-

“In the end, we find that the boundaries for Illinois House and Senate districts set out in SB 927 neither violate neither the Voting Rights Act nor the Constitution,” the panel wrote.

“The record shows ample evidence of crossover voting to defeat any claim of racially polarized voting sufficient to deny Latino and Black voters of the opportunity to elect candidates of their choice in the challenged districts.”

Last year’s redistricting process was complicated and slowed by the COVID-19 pandemic and delayed release of data from the 2020 U.S. Census.

Lawmakers initially passed one set of maps during their regular spring session in May, even though the census data had not yet been released, in order to meet the Illinois Constitution’s June 30 deadline for lawmakers to pass a plan be-

fore handing over the process to a bipartisan commission.

Republican leaders in the General Assembly, as well as the Mexican American Legal Defense and Educational Fund, or MALDEF, quickly filed suit, arguing the maps violated the one-person, onevote principle because the districts were not close to being equal in population.

The Census Bureau eventually released the detailed population data on Aug. 12, and lawmakers convened a special session later that month to adjust the maps.

Those maps passed the General Assembly on Aug. 31 and Gov. JB Pritzker signed them into law Sept. 24.

MALDEF and the Republicans challenged those new maps as well, arguing that they actually reduced the number of Latino-majority districts in Chicago and the surrounding suburbs, even

though Latinos were one of the fastest-growing demographic groups in Illinois over the previous 10 years.

Separately, the East St. Louis Branch of the NAACP, along with other civil rights groups, challenged the way lawmakers had redrawn three House districts in the Metro East region, saying the new maps broke up the area’s Black voting population in order to protect two white Democratic incumbents, all to the disadvantage of the region’s only Black House member, Rep. LaToya Greenwood.

Democratic leaders who had approved the new maps argued that they were not drawn for the purpose of racial gerrymandering but, instead, to protect Democratic majorities. They also pointed to recent elections of Lt. Gov. Juliana Stratton and Secretary of State Jesse White, both of whom are Black, as well as

The Illinois Department of Natural Resources (IDNR) recently announced $206,100 in grant funding for development, rehabilitation, operations, and maintenance for three snowmobile trail projects in the state through the Illinois Snowmobile Grant Program (SNOW) and the Snowmobile Trail Establishment Fund Grant Program (STEF).

A SNOW grant fund was awarded to McHenry County Conservation District for $30,000 to be used for snowmobile trail grooming.

STEF grant funds were awarded to: Illinois Association of Snowmobile Clubs: $149,000 for snowmobile trail insurance, purchase of a new groomer, groomer operations and maintenance, and snowmobile trail maintenance in various counties in Illinois.

The Illinois Snowmobile Grant Program (SNOW) provides financial assistance to eligible local units of government (as noted in Section 3010.10 of the Illinois Administrative Code) to assist them in the purchase, construction, maintenance and rehabilitation of public snowmobile areas, trails, and facilities in Illinois. The program is funded entirely by snowmobilers through their registration fees, and it is program is implemented and authorized by Sections 8-1 and 9-1 of the Snowmobile Registration and Safety Act [625 ILCS 40/8-1 and 9-1].

The Snowmobile Trail Establishment Fund Grant Program (STEF) provides financial aid to eligible private snowmobile clubs and organizations in Illinois (as noted in Section 3020.10 of the Illinois Administrative Code) to assist in the construction, maintenance, and rehabilitation of snowmobile trails and facilities on public lands, designated roadways or private land opened to such use. Funds for the program are derived from revenue generated in the state treasurer’s Snowmobile Trail Establishment Fund.

The Antioch Chamber of Commerce and Antioch Junior Woman’s Club will be hosting Comedy Night with Snowman Charity Art Auction on Saturday, Feb. 5 at The Rivalry Alehouse banquet room.

They also ruled that partisan gerrymandering may be unfair, but is not illegal under federal law or the Constitution.

They noted that a 2016 effort to put a constitutional amendment on the ballot to establish an independent redistricting commission received popular support, but the initiative was struck down by the Illinois Supreme Court because it exceeded the scope of citizen initiative power.

“These are matters for the people of Illinois to continue debating,” the court wrote. “Levers other than federal courts are available to them, whether they are state statutes, state constitutions, and even entreaties to Congress, if they wish to change the current process. … Our role as federal judges is limited and does not extend to complaints about excessive partisanship in the drawing of legislative districts.”

Paid registration includes: a 6:30 p.m. buffet dinner followed by a live charity auction for Snowmen on the Chain and the finale of stand up comedian Kevin Bozeman.

Comedy night is for adults only, no children allowed.

Antioch fatal traffic crash under investigation On January 5, 2022, at approximately 10:45 a.m., Lake County Sheriff’s Deputies were dispatched to Route 173 west of Pedersen Lane, Unincorporated Antioch, for a traffic crash with injuries.

Sheriff’s deputies arrived and located three vehicles, one being a semi-truck, with major damage.

Preliminary investigation shows a 2013 Chevrolet Equinox, driven by a female, was traveling westbound on Route 173. For an unknown reason, the driver of the Chevrolet drifted into the eastbound lanes of traffic

and was struck head-on by an eastbound 2007 Volvo Semi, pulling a 53’ trailer, driven by a 50-year-old man, of Ontario, Canada. The driver of the Volvo swerved prior to impact, in an attempt to avoid the collision, however the vehicles still collided. Immediately following the impact, the Chevrolet was struck by a 2002 Toyota Celica, driven by a 20-year-old man of Unincorporated Antioch. The driver of the Toyota was also traveling westbound, directly behind the Chevrolet.

Lake County Sheriff’s Office The Lake County Sheriff’s Office concluded its recent Christmas holiday traffic safety initiative. Included in the results are: • Arrested two for driving with suspended/revoked driver’s licenses • Arrested three for driving without a driver’s license • Arrested one for reckless driving • Issued 45 speeding citations • Issued 23 seat belt citations • Issued six uninsured motorist citations • Issued three distracted driv-

ing citations • Issued two other moving citations Law enforcement agencies throughout Illinois participated in this effort to save lives by arresting impaired drivers and enforcing traffic laws which when violated, often lead to crashes. The enforcement campaign took place from December 17, 2021 through January 2, 2022.

During the mobilization, extra emphasis was placed on enforcement during latenight hours, when statistics show the most unbuckled and impaired driving fatalities occur.

The holiday enforcement effort was made possible by federal traffic safety funds administered by the Illinois Department of Transportation.
