11:45 p.m. – officers called to noise complaint on East First Avenue. Was very uncooperative with officers. Officers issued verbal warning for noise. Apartment manager will be contacted.

May 26 1:25 a.m. – officer asked to check area for vehicle on East Court Street. Located address to one subject. Tenants advised they no longer live at the address.

2:13 p.m. – alarm on East Rockwell Street. Officer made contact with subject who was on scene doing construction.

The alarm was reset. All okay.

3:17 p.m. – caller reporting a knife laying in the roadway on North Jackson Street. Officer removed knife.

3:49 p.m. – stopped vehicle that had brake light out on West Walworth Street. Vehicle registration was expired from the day prior. Driver verbally warned.

5:42 p.m. – unable to keep control of vehicle crossed yellow line, went in gravel on North Adams Street. Officer stopped ATL vehicle. No signs of impairment or traffic violations. Driver released.

6:18 p.m. – responded to report of rental truck versus car in parking lot on North Wisconsin Street. Learned that owner of business was truck on property and struck employees vehicle. Owner and employee were both told to contact if either of their insurance companies want an accident report completed.

8:51 p.m. – caller had been searching for a residence to rent on North Wisconsin Street. Found a residence in Willow Run that she was interested in. The person who purported themselves as the owner of the residence required a $50 application fee.

The caller was told that she could rent the location, but only after an additional $600 was received. Caller did not wish to make a formal complaint however, wanted the Craigslist ad shut down. A detective flagged the ad with Craigslist, which immediately

10:02 p.m. – a vehicle was called in as driving without headlights and swerving on the roadway on North Washington Street. Caller followed the vehicle to its driveway.

Officer made contact with subject in the drivers seat and ultimately arrested for OWI, resisting an officer and possession of drug paraphernalia.

10:40 p.m. – observed a vehicle with a faulty headlight on East Geneva Street.

Attempted to get in position the vehicle backed and stated didn’t realize it wasn’t in park. Stated she had been lost for a while. Verbally warned for the headlight. Crash report done by the Walworth County Sheriff’s Office.

May 27 2:06 a.m. – Century Security called in alarm going off on East Geneva Street. Officer found an open door doing a building check. Cleared the building. Key holder arrived on scene and inspected the building.

6:58 a.m. – large turtle in the roadway on East Seymour Court. Officer checked the area unable to locate.

9:16 a.m. – officer assisted truck driver get around the Centralia Street detour.

10:49 a.m. – subject found damaged phone in front of his house on South Franklin Street. The phone appeared to have been run over as the screen was shattered. The item will be put up in dispatch for a few days.

11:13 a.m. – business owner asked for assistance in trying to contact owner of a vehicle left at his business and didn’t know who it belonged too. Contacted and stated he did drop vehicle off of repairs. Dispatch checked and the owner had also contacted the business.

2:56 p.m. – dispatched to meet with manager of Kwik Trip regarding an older male who came in with a stack of

gift cards and was attempting to purchase more on West Hidden Trail. Employees felt that male was being scammed and intervened the second time. Handed over gift cards and employee tried to refund.

Person scamming had already drained gift cards of their funds. Passed on information to deputy for follow up and investigation fraud.

3:26 p.m. – subject called to report what he thinks is a safety issue on West Market Street. On the corner of Hearthstone and Market there is a fenced in yard and in order for vehicle on Hearthstone to pull out on to Market Street you have to pull out into the intersection to see around the fence. Officer checked and called building and zoning and learned fence was built to specification per building inspector.

4:15 p.m. – officer spoke with manager about incident with elderly male who was scammed on North Wisconsin Street. Manager stated that the male did come in twice and bought gift cards. They did try to ask what the cards were for and he stated graduation presents. Manager was encouraged to have employees call police before transactions are made if employees feel the customer is being scammed.

4:42 p.m. – caller reported vehicles parked close together in the grass by the pool area on South Devendorf Street.

Responded to suspicious vehicles at park. All was in order.

11:07 p.m. – officer found an open door while doing a building check on East Centralia Street. Cleared the building and secured the door.

May 28 1:26 a.m. – observed a vehicle without taillights and a faulty headlight on North Wisconsin Street. Officer made contact with the driver who was able to switch them on. Issued verbal warning.

Court blotter The following people were charged with these Class H and I felony offenses in Walworth County Circuit Court between May 20 and 29: Class H Class H, punishable by up to six years in prison and $10,000 in fines: Drunken driving • Christian D. Hill, 29, of Rockford, Ill.; operating a motor vehicle while under the influence, fourth offense; possession of marijuana; and possession of drug paraphernalia. Hill was apprehended for drunken driving at Main Street and Townline Road at about 1:25 a.m. May 24 after he was seen driving a car with no headlamps illuminated and its flashers on, according to the criminal complaint. Marijuana and a marijuana pipe were found in Hill’s pocket, the complaint states.

• Ryan N. Anderson, 35, of Genoa City; operating a motor vehicle while under the influence and operating with a prohibited alcohol concentration, both fourth offense. Anderson was apprehended for drunken driving on Edwards Boulevard in Lake Geneva at about 7:15 p.m. March 20 after the vehicle he was driving crossed the center line and hit a curb, according to the criminal complaint.

Anderson refused to perform field sobriety tests and he had a blood-alcohol content of .166, the complaint states.

Strangulation • Jeremy D. Johnson, 30, of Burlington; strangulation and suffocation, misdemeanor battery and disorderly conduct, all with domestic abuse assessments; and felony bail jumping.

While under bond conditions on charges of possession of methamphetamine and drug paraphernalia, Johnson allegedly punched and choked his girlfriend at a room at the Baymont Inn Hotel in Delavan on May 24.

Bail jumping • Kitty A. Cortez, 41, of Lake Geneva; felony bail jumping.

While under bond conditions on a charge of harboring or aiding a felon with a condition that she consumer no alcohol or illegal drugs, Cortez was dropped off by an unknown party at Aurora Lakeland Medical Center in the Town of Geneva on May 15 because of her extreme intoxication. Her blood alcohol concentration was .397, and she told an officer she also had narcotics in her system, according to the complaint.

• Joseph R. Silverman, 31, of Burlington; felony bail jumping. Silverman was apprehended driving on Highway 120 near Hospital Road in the Town of Lyons at about 5 p.m.

2:15 p.m. – funeral escort on North Wisconsin Street going to Hazelridge Cemetery.

3:23 p.m. – Wisconsin drivers license turned over to officer that was found at Kwik Trip on West Hidden Trail.

Officer left voicemail for subject.

3:46 p.m. – can smell propane believes it’s coming from down the street on East Deere Road. Officer arrived in the area and could smell propane. Checked the area and smell got stronger by recycling center.

5:27 p.m. – observed vehicle fail to stop at stop sign on North Lincoln Street. Traffic stop performed, driver was operating while suspended.

Cited for same and failure to obey sign.

7:22 p.m. – officer stopped vehicle that license plate did not match vehicle plate was attached to on South Lincoln Street. Driver recently bought the vehicle and put old license plates on the car. Was revoked and did not have insurance.

8:11 p.m. – officers observed a vehicle with a defective headlight on North Wisconsin Street. Vehicle stopped. Driver found to have no proof of insurance and expired registration. Citation issued for registration, written warning for insurance, verbal for headlight.

• Java I. Orr, 44, of Whitewater; two counts each of felony bail jumping, misdemeanor battery and disorderly conduct and criminal damage to property, all with domestic abuse assessments and as a domestic abuse repeater. While under bond conditions on Milwaukee County charges of child abuse, Orr allegedly slapped and punched his girlfriend and hit her multiple times with a vacuum cleaner and a laptop computer on May 14 at their Whitewater apartment. The next day, Orr threw his keys at her and slapped items off a dresser toward her causing a glass jar filled with quarters to strike her in the hand, according to the complaint.

Battery • Alexander N. Pepper, 38, of Delavan; battery by a prisoner and disorderly conduct, both as a repeater. According to the criminal complaint, Pepper and another inmate, Douglas Martin, got into a fight April 16 at the Walworth County Jail over Martin trying to “fake tickle” Pepper’s chin and Martin throwing his cards on a table after a game causing one of the cards to hit Pepper. Corrections officers Tased Martin to stop him from punching Pepper, Martin fell to the ground and Pepper stomped on Martin’s head multiple times while he was on the ground, according to the complaint.
