3:10 p.m. – observed a vehicle speeding on East Court Street. Vehicle stopped and driver cited for no belt and warned for speed.

5:12 p.m. – subject called to ask if an officer could help. Smoke detector is chirping and caller doesn’t know how to replace the battery on North Church Street.

According to the criminal complaint, Heinke fled from Whitewater police for 1.3 miles at more than 100 mph at about 3 a.m. Nov. 6. He ultimately pulled over along Highway 59, showed signs of impairment and registered .15 on a preliminary breath test, according to the complaint.

He was under bond conditions on Price County charges of strangulation and suffocation, battery and possession of marijuana.

Court news

Teen charged with sexually assaulting girl

A preliminary hearing is scheduled for Jan. 22 for a Lake Geneva teenager charged with sexually assaulting a girl after drinking at a party.

Tyler Kinney, 17, was charged Nov. 6 in Walworth County Circuit Court with second-degree sexual assault.

According to the criminal complaint, a girl told police Oct. 7 that Kinney had sexually assaulted her the prior weekend at his Grant Street home.

The girl said Kinney picked her up and drove her to a party in Lake Geneva on Oct. 2, according to the complaint. She said she drank some alcohol, Kinney was drunk and they

left together around 2 a.m. and went to Kinney’s home so he could sober up before driving her home, the complaint states.

She said she and Kinney began kissing, Kinney started touching her sexually, and she told him they couldn’t have sex, according to the complaint. The girl said Kinney was initially OK with that but then began kissing her and touching her again and said, “You’re getting f---ed,” according to the complaint. She said he threw her on the couch, pinned her down and had sexual intercourse with her, the complaint states.

The girl said she was crying and asking him to stop, but he

According to the criminal complaint, Windham was pulled over Oct. 19 in Sharon for driving a car registered to an owner with a revoked license. He was found with containers that contained marijuana shake and a bag that contained 40 Percocet pills and was under bond conditions on prior drug charges in Walworth County.

• Joshua G. Tracy, 37, of Elkhorn; two counts of felony bail jumping, possession of marijuana, misdemeanor bail jumping, misdemeanor battery and disorderly conduct, all as a repeater.

Tracy allegedly threw his girlfriend to the grounds, mashed her face with his hands and kneed her in the face at their Elkhorn home at about 6:15 a.m. Nov. 7. The woman said Tracy was drunk, and he was found with multiple THC

Kinney initially denied having sex with the girl but later said they had sex in the shower, then said they had sex in a bed and later said they had sex on the couch and not in a bed, according to the complaint.

Report: Man who fled had drugs, gun in car A warrant was issued Nov. 13 for the arrest of a Delavan man who allegedly fled from police and abandoned his car in which drugs and a gun were found.

Tyler D. Freund, 21, was charged Nov. 13 in Walworth County Circuit Court with possession of a firearm by a felony, possession with intent to deliver marijuana, two counts of possession of a controlled substance, attempting to flee or elude an officer, obstructing an officer and possession of drug paraphernalia, all as a repeater.

According to the criminal complaint, Freund was stopped for speeding in the Town of Geneva on Nov. 7, and the officer smelled marijuana in the car and saw a vape pen and a container typically used to store THC wax. The officer returned to his squad to request back-up, and Freund’s passenger ran on foot, according to the complaint.

The officer approached Freund, who hesitated when asked if he had weapons in the car and refused to turn off the vehicle, according to the complaint. When the officer ordered Freund a second time to turn off the car, Freund shifted it into drive and fled the scene, the complaint states.

The officer pursued Freund but lost him. The car was seen a short time later in Bloomfield, but Freund was able to elude police again, according to the complaint.

The car was found unoccupied in the parking lot of Trinity Church and was searched, the complaint states. In the car were marijuana, THC wax, a digital scale, psilocybin mushrooms, multiple prescription

pills, a loaded 9 mm handgun, ammunition, Ziploc bags, vacuum-sealed bags and an apparent drug sales ledger, according to the complaint.

Conference set for man charged with assaulting girl A status conference is scheduled for Dec. 10 for a Tennessee man charged with sexually assaulting a 12-yearold girl.

Fredrick T. Lockhart, 57, of Hendersonville, Tennessee, was charged May 20 in Walworth County Circuit Court with two counts of first-degree sexual assault of a child younger than 13 years old.

Each charge carries maximum penalties of 60 years in prison and lifetime supervision.

According to the criminal complaint, Whitewater Middle School staff contacted police in November 2019 when a 12-year-old student reported Lockhart had sexually assaulted her. The girl said she was afraid to see Lockhart, who has groped her over her clothes and indicated he couldn’t wait until she is 18 years old so they could have a relationship, according to the complaint.

The girl said her family has lived near Lockhart in different areas of the county, and most of the incidents of abuse took place out of state, according to the complaint. However, in October, Lockhart assaulted her at her Whitewater home, and the girl said she is concerned for her younger siblings, who are 2 years old and younger, the complaint states.

The girl said her mom has a drug habit and goes out with a friend sometimes for an entire weekend, and she primarily cares for her siblings, the com-

plaint states.

The girl said when she was about 9 years old, Lockhart told her to sit with him while they watched TV, massaged her neck, touched her breasts over her clothes and tried to touch her “lower area,” according to the complaint. She said she believes the incident took place in Beloit when her mom lived there and said similar conduct occurred in Tennessee and Florida when she was 10 and 11 years old, the complaint states.

In the incident in Whitewater, the girl said, Lockhart, he asked her to watch TV with him, touched her hair, rubbed her neck, touched her breasts, thighs and “lower area” over her clothes and started to “feel on her butt,” according to the complaint. She said he then tried to make her touch his “groin area,” the complaint states. The girl said Lockhart told her not to tell anyone about the incident, but she told her biological father, who advised her to tell someone, and she disclosed the abuse to staff at Whitewater Middle School.

When her mother found out the girl had reported the assaults, she “flipped out on her,” slapped, hit and choked her and pushed her against a wall, according to the complaint.

The father of one of the girl’s siblings said his son also described being sexually assaulted by Lockhart in Florida but was afraid of Lockhart and too afraid to disclose the abuse, according to the complaint. The man said the boy disclosed the assault after he began acting sexually inappropriate, the complaint states.

In February, police spoke to the girl’s mother who said the girl lies and disputed her story.
