This two-car accident happened on Sept. 1 on Ralston Road at the frontage road intersection.

Winnebago County State’s Attorney Joe Bruscato announces that Calvin L. Carter, III, 24, was sentenced to four consecutive Natural Life terms in the Illinois Department of Corrections by the Honorable Judge Fernando Engelsma.

The Judge added 280 years to the sentence because the defendant used a firearm and committed a Home Invasion at the time of the murders. Carter was found guilty of multiple counts of First Degree Murder and Home Invasion after a jury trial in July.

On Dec. 20, Rockford Police responded to 3234 Montrose Ave. after receiving a 911 call reporting that shots had been fired. Officers entered the duplex and found the bodies of Martia Flint, her two young children and her boyfriend, Demontae Rhodes.

All the victims had been shot in the head. Detectives learned that Flint had previously been in a short relationship with Calvin Carter in the summer of 2014. The investigation, including cell phone records, physical and ballistic evidence linked Carter to

the murders.

Detectives found the gun, and other evidence connecting Carter to the murders. The firearm was sent to the Illinois State Crime Lab and it was confirmed to be the murder weapon.

First Degree Murder is a Class M Felony that is punishable by a sentence of 20-60 years in the Illinois Department of Corrections followed by three years of Mandatory Supervised Release.

The jury also found that the additional allegations that the defendant personally discharged a firearm that proximately caused death, that the defendant murdered two or more individuals, that the murders were accompanied by brutal and heinous behavior indicative of wanton cruelty, that the murders were committed in a cold, calculated and premeditated manner pursuant to a preconceived plan, scheme, or design, to take a human life by unlawful means, and the conduct of the defendant created a reasonable expectation that the death of a human being would result there-

from, and that the defendant murdered two victims that were under 12 years of age were proven. Under state statute, with proof of the additional allegations Carter faces an extended mandatory sentence of Natural Life in the Illinois Department of Corrections. The Honorable Judge Engelsma sentenced Carter to Four Natural Life terms in the Illinois Department of Corrections plus an additional 50 years on each one of the four counts, because the defendant used a firearm to commit the offense.

Home Invasion is a Class X Felony that is punishable by a sentence of 6-30 years in the Illinois Department of Corrections followed by three years of Mandatory Supervised Release. Under state statute, Carter is eligible for an extended sentence of 45 years to Natural Life in the Illinois Department of Corrections.

Judge Engelsma sentenced Carter to 30 years in the Illinois Department of Corrections and added 50 years because the defendant used a firearm to commit the offense.

New law will save Rockford Schools estimated $1.69 million; product of bipartisan effort among Rockford legislators A new bipartisan law co-sponsored

by State Representative Joe Sosnowski (R-Rockford) will enable local school districts to keep more of the federal funds designated for them by the U.S. Department of Education by reversing a provision in state law that, until now, allowed the State to withhold a significant portion of those funds to cover teacher retirement costs.

House Bill 656, recently signed into law as Public Act 100-0340, ensures that local school districts across Illinois, including Rockford Public Schools District 205, will get to keep federal funds provided to them under Title I and Title II for the normal costs of the employer’s share of a teacher’s retirement contribution. House Bill 656 is estimated to save Rockford Public Schools District 205 an estimated

$1.69 million.

“This new law is a victory for local school children, teachers and parents in Rockford and in every part of our state,” Rep. Sosnowski said. “Local school districts will now receive the federal funds owed to them for normal teacher pension costs, which the State of Illinois has been unfairly withholding from them to pay for the state’s own mistakes of the distant and recent past.”

Prior to the signing of House Bill 656, the entire pension cost (normal cost and unfunded liability) was withheld from school districts that pay employees with federal funds and those federal funds were, instead, transmitted to the Teachers Retirement System (TRS). In 2013, the TRS Board changed their policy with regards to

pension costs for federally paid employees. Specifically, the Board voted to tie the federal employee pension cost to the normal cost, as opposed to the entire pension cost – normal cost plus unfunded liability. This change by the Board would have increased the state’s contribution in FY15. Subsequently, the General Assembly specified in the FY15 BIMP bill that the federal contribution for federal employees was to include both the normal cost and the unfunded liability. Several school districts had budgeted in the proposed TRS savings, and were left with large budget gaps to fill.

Slices of life

Do-it-yourselfers find laughter and olive oil Do-it-youselfers will attest to two universal truths: projects beget projects and the outcomes are often funny if you are willing to laugh at yourself or others. Both phenomena happen to me all the time. This week at our house it involved stickers.

My husband and I recently updated our bathroom by framing the mirror.

With the mirror framed and looking lovely, it became apparent (to me) that our soap dispenser was lacking.

Or better put, we were lacking a soap dispenser.

We were simply using the bottle the soap came in when purchased from the store. Next to the newly framed mirror it looked practically plastic (because it was). We were in need of an upgrade.

I found a suitable plain white ceramic dispenser and put it in the bathroom next to the sink. It was an im-

provement, but I couldn’t shake the feeling that something was missing.

And then it hit me: what we needed was a label.

I didn’t trust my artistic prowess enough to paint a label on the ceramic. Instead I opted for stickers. I got some nice black letters and placed four of them on the dispenser to spell SOAP. It was perfect. So perfect that I got two more dispensers – one for the other bathroom and one for the kitchen – and labeled them with SOAP

Why do people collect things? Or is just me?

Why do people collect things? Not everyone has the collector gene. Or maybe we all do and for some it stays dormant. Mine gets squashed down but pops back up from time to time.

Right now, it’s salt and pepper shakers.

I have gotten rid of plenty over the years (oh the regret!) and there was a time I was on a mighty quest to find the perfect shakers that looked pretty and also did not dump a mountain of salt when you gave a slight shake.

That was being practical, not a collector. Having something useful and beautiful is always the name of my game, but having several sets of various salt and pepper shakers just because they are cute makes no sense.

Collections make no sense.

But then again neither does love.

In my past lives, my collections have included bells, miniature tea sets and covered bridges. And Donny Osmond posters. But I am long past being a school girl and the desire for a conglomeration of things seems silly to me. Yet I cannot resist.

The collection of salt and peppers will not grow too large.

Cross my heart. (If you know of any heart shaped shakers, let me know!) The recent foxes that I just bought I got because the prior owner of our new home said a family of foxes lived in the back corner of the trees and some cubs were born in the spring. That thrills me. Having a memento of foxes is an appropriate house warming gift to myself.

The pumpkins are simply seasonal. The love birds are simply adorable. The little blue houses I got in Amsterdam several years ago, and they make me reflective. And appreciative. And all the little bitty ones that I have swiped from hotel room service are fun and doesn’t every guest to my home deserve a tiny shaker at their individual place setting? It seems polite and almost proper Victorian. (Don’t get me started on those little salt bowls that they used! I could amass a new collection of salt cellars.)

Women are not the only collectors. Collecting is an equal opportunity hobby. Beer can collections.

Ball caps. Farming tools. The connection to history makes sense and I see why we collect Depression glass or antique china, but beer cans? Or Coca-Cola memorabilia or anything really - WHY do we feel the desire to have groups of things sitting around our homes?

sible monetary value of their items but I think most of us collect simply because we are drawn to something.

There is no explanation. Not for me anyway. I love to decorate and I like pretty things.

What about you? Do you collect?

What entices you? Do you have any clue why you find the items so appealing? In the end, it doesn’t really matter. As long as your collecting does not cross over into hoarding, there is no reason to be concerned.

Why do I have collections? Because I like them. The reason of pure delight is enough. If I get enjoyment when I look at my pretty things, so be it. Is that shallow? I don’t think so.

Decorating is an individual choice and to make a home warm and welcoming is my goal. I don’t have curio cabinets anymore just to house my stuff. My “things” are much fewer and yet I still enjoy something whose only purpose is beauty. And when you think about it, there is no grander purpose than that.

I was satisfied with my mini-projects and for most DIYers the story would end here. But I am not only a DIYer; I am a penny-pincher. And in this case, I had extra, unused stickers.

I looked around the kitchen for something else to label.

Next to the sink, I have a spray bottle filled with rubbing alcohol to clean the stainless steel and other surfaces needing disinfecting. There wasn’t enough space to spell out rubbing or alcohol so I took three letters – A, L and C – and placed them on the bottle. I wasn’t done yet.

There was a similar spray bottle on the stovetop that held olive oil – of the extra virgin variety. Again, space was an issue, so I went with the wellknown (or so I thought) abbreviation: EVOO. (Extra virgin olive oil, for those who have never heard of Ra-

chel Ray.) I still had some stickers left, but it was time to make supper so I put my projects on hold. And here’s where the funny part comes in.

As we were prepping for our meal, my husband (who is a Rachel Ray fan) reached for the olive oil and reacted with a start.

“What the heck is ee-vu?” he asked (He pronounced EVOO as though it rhymed with emu.) Then he repeated his question, sort of.

“Ee-vu? That’s not even a word.

I’ve never heard of ee-vu. Is this some sort of joke?”

By this time, I couldn’t answer him because I was laughing my ee-vu off.

Sensing an opportunity to laugh at a parent, the kids gathered nearby.

None of them let my husband in on the joke. God bless the children.

My husband remained incredu-

lous. “Ee-vu? Are you messing with me? Ee-vu, really?”

Each time he said the “word” we all burst out in laughter. The kitchen was a very happy place, unless you were my husband.

Finally one of the kids took pity and let him in on the secret. We all got a good laugh out of that one and my husband learned a new vocabulary word.

All in all it was a good day. Especially for a DIYer. And I’m not done yet. I still have a few stickers left. I just have to figure out what I can spell and where I can put them.

Senator Syverson’s week in Review: Sept. 4-8 As part of an effort to pay down Illinois’ $15.4 billion bill backlog, Gov. Bruce Rauner announced a refinancing plan this week that would allow the state to pay down overdue obligations to the state’s vendors and other providers.

Also during the week, Illinois schools have begun to receive their overdue funding. On Sept. 7, the Comptroller’s Office transmitted $541 million in payments to schools that were due on Aug. 10 and 20.

Funds for the Sept. 10 payment were also expected to go out by the end of the week. In total, Illinois schools will receive $805 million this week.

In other action, Senate Republican lawmakers joined with current and former legislators from around the United States to voice their support for fair legislative maps. Legislators signed on to an Amicus Curie brief filed in the U.S. Supreme Court, asking the court to review partisan gerrymandering practices.

Finally, a joint House and Senate subject-matter hearing was held this week on the potential public safety ramifications of legalizing marijuana, and Gov. Rauner signed an Executive Order creating the Governor’s Opioid Overdose Prevention and Intervention

Task Force.

Governor announces plan to pay down bill backlog Gov. Rauner announced a refinancing plan Sept. 7 to pay down a portion of the state’s $15.4 billion bill backlog. While advocating for spending reforms and policies that will help Illinois’ economy to grow and become more competitive, Rauner acknowledged that Illinois has been in deficit spending for many years, resulting in the state’s large and growing unpaid bill backlog.

Currently, a significant portion of the bill backlog is subject to late-payment interest penalties of up to 12 percent annually. By using a tool included in the Democrat majority’s budget, the state can pay struggling state vendors, and taxpayers will benefit from considerable savings. The Comptroller’s Office estimates the refinancing plan – which was called for in the Democrat majority’s FY18 budget package – will save taxpayers $550 to $650 million per year over the 12-year repayment schedule.

The Budget Implementation Act (BIMP) in Senate Bill 42 requires the refinancing to be completed in 2017 and be applied to the bill backlog. The Administration will need the collab-

oration of the offices of the Comptroller and Attorney General to target payments to the high-cost bills – including Medicaid and Group Health Insurance.

The Governor noted his preferred path of balancing the budget without borrowing, but acknowledged, “it’s better to have Wall Street carry our debt than Main Street Illinois.”

Schools start to see funds The Comptroller’s office began transmitting on Sept. 7 $541 million in General State Aid to schools throughout Illinois. These payments contain the funds that were due to schools on Aug. 10 and 20. The next $264 million payment, due Sept. 10, is scheduled to be transmitted on Sept.

8. In total, schools will receive $805 million this week.

At this time, these payments will only include the base funding, which is each district’s hold-harmless to prior year funding, for each district until the new “tier funding” levels created through the new formula can be calculated. These calculations, which include many new data points as well as verification of the data, are expected to take some time to complete to ensure schools are being accurately funded.

For now, the Illinois State Board of Education is ensuring that schools get their hold-harmless payments to tide them over until these calculations can be completed. The “hold-harmless” amount equates to what each district received in Fiscal Year 2017 for the following: General State Aid, Bilingual Education, Special Education Funding for Children, Special Education Personnel Reimbursements, and Special Education Summer School.

These are the five programs that were rolled into the one, new formula for this year and going forward.

Key elements of Illinois’ new school-funding formula It has been just over a week since Illinois’ new school-funding formula was signed into law on Aug. 31. The new formula, which was the product of bipartisan negotiations, treats all of Illinois’ 852 school districts fairly and equitably while also prioritizing funding for low-income districts. It’s also important to note that absolutely no school district loses money under this plan.

The legislation also contained a provision to offer a tax credit to individuals who donate to a scholarship program for low-income students in struggling districts. Despite some misinformation that has circulated about this provision, it is not a voucher program and does not divert state dollars from public schools to private schools. The program will rely on private funds to help offer some choices to students who need the most help.

At the heart of the plan is an evidence based-model to distribute money to schools. The key components of the new formula include: Evidence-based Funding Model with 27 Elements to Define Adequacy: Directs new state funds to ensure districts with the largest gap between available resources and adequacy targets receive funding first—helping low-income districts first.

Equitable Charter School funding: District-authorized charter schools receive funding that is equal to the funding of district-managed schools, so every child will be treated fairly according to their families’ school choice for their children.

Property Tax Relief: Allows districts over 110 percent of adequacy to hold a referendum to reduce property taxes.

Mandate Relief: Streamlines the legislative waiver process to give districts more flexibility, allows schools to contract with a third-party for driver’s education with no waiver requirement, and changes physical education requirements and athletic waiver process.

Tax Credit Scholarship Program: Provides a 75 percent income tax credit for donations to the Tax Credit Scholarship Program, targeted primarily to lower-income students.

TIF Districts: Creates a Commission to study TIF districts in relation to school-funding formula.

CPS Pension Parity: Provides that CPS’ normal pension and healthcare costs be paid in the same manner as all 851 other school districts.

CPS Pension Liability: Allows the Chicago School Board to raise their property tax that is specifically dedicated to their teachers’ pension liability.

Legislators take bipartisan effort to end gerrymandering to U.S. Supreme Court Senator Syverson and a number of other Senate Republican lawmakers joined current and former legislators from around the country to voice their support for fair legislative maps by signing on to an Amicus Curie brief filed in the United States Supreme Court urging the Court to end the practice of political gerrymandering.

Lawmakers made their argument as amici in Gill v Whitford, a redistricting case in which a U.S. District court found that the State of Wisconsin used partisan gerrymandering to create the state’s legislative district map, violating protections given to voters by the First Amendment and the Equal Protection Clause of the 14th Amendment.

The case will be argued before the Supreme Court on Oct. 3.

The Amicus brief itself points out that “few tools for political entrenchment have corrupted our democracy more than modern-day gerrymandering,” and further notes that “powerful software and detailed, block-by-block voter data enable redistricting plans that give one party huge partisan advantages that survive shifts in voter preferences and demographics.”

Supporters noted it is important the Supreme Court intervene with some clear direction on how we can eliminate political gerrymandering in our state and ensure Illinois residents are no longer shut out of the political process. Additionally, if the Supreme Court finds Wisconsin did use partisan gerrymandering, that decision could play a factor in future efforts to strike down political gerrymandering in Illinois.

Members of the Senate Republican caucus have long argued that partisan gerrymandering can be used as a powerful political tool that interferes with the democratic process and subverts the idea of fair representation. Senate Republicans’ noted that Illinois’ legislative districts are drawn with the purposes of creating and maintaining political power.

Through the last redistricting process, Democrats drew Illinois’ map to their advantage, splitting up similar communities while at the same time combining dissimilar communities.

They stressed “voters should choose their representatives, not the other way around.”
