Elmhurst School District 205 Superintendent Dr. David Moyer released a communique to parents and other school stakeholders last week indicating the District’s plan to proceed with opening in the fall.

His message: “The Elmhurst Community Unit School District 205 Leadership Team and Board of Education continues to support the Open D205 Plan as the best path to instruction and learning this fall. Within the scope of the plan, 85 percent of parents have resoundingly chosen in-person instruction to start the 2020-21 school year. an increase in positivity rates along with a decrease in hospital capacity will need to implement additional community mitigation interventions.

Interventions in the region will be chosen from a tiered ‘menu’ of options based on the severity and potential cause of the resurgence.

Region 8 currently meets the majority of state targets; however, health department leaders are concerned about the recent increases in key metrics and are proactively evaluating future actions.

County health leaders could restrict the size of social gatherings, reduce capacity at businesses, or scale back operations in companies that pose a higher risk of transmission, such as indoor dining, bars, salons and personal care services.

Response to warning triggers An increasing number of Illinois counties have experienced increases in metrics, which has caused a warning from IDPH. Region 8 leaders are

working to address these concerns prior to formal State action. The warning triggers include: • New cases per 100,000 people. A warning is triggered if there are 50 or more new cases per 100,000 people in the county in a one-week period. Both counties currently exceed this level and are in the warning category for this trigger. DuPage County stands at 73 new cases per 100,000 and Kane is currently at 66 cases per 100,000.

• Weekly test positivity. This metric indicates a warning when the 7-day test positivity rate rises above 8%. Although we are still below this threshold, we have seen increasing trends in positivity.

• Number of deaths. This metric indicates a warning when the number of deaths increases more than 20% for two consecutive weeks.

• ICU availability. If there are fewer than 20% of intensive care units available in the region, this triggers a warning.

• Weekly emergency department visits. This metric indicates a warning when the weekly percent of COVID19-like-illness emergency department visits increase by more than 20% for two consecutive weeks.

• Weekly hospital admissions. A warning is triggered when the weekly number of hospital admissions for COVID-19-like-illness increases by more than 20% for two consecutive weeks.

• Tests performed. This metric is used to provide context and indicate if more testing is needed in the county.

• Clusters. This metric looks at the percent of COVID-19 cases associated with clusters or outbreaks and is used to understand large increase in cases.

According to the Illinois Department of Public Health metrics, there is an increase in the numbers of new cases of COVID-19, which are triggering warnings from DuPage and Kane County officials. The two counties make up the West Suburban Region (Region 8) recently identified by the State of Illinois in the Restore Illinois Plan. The two counties’ health departments are working together to track and reduce case counts. DuPage and Kane County leaders say they will take action that is consistent with the State of Illinois guidelines to limit the spread of disease if the metrics continue to indicate an increase of COVID-19 cases in the region.

“We need everyone to work together to help us stop the spread of the virus,” said DuPage County Board Chairman Dan Cronin. “Both DuPage and Kane Counties were successful in reducing case counts through adherence to public health guidance in the spring and early summer. However, as these case counts creep up, we need to remind the public that their actions will impact the decisions health leaders make to protect our communities.

Elmhurst hit hard as ‘derecho’ plows through Midwest

While tornado warnings were blasting every few minutes late Monday afternoon, a rare storm known as a derecho laid a path of destruction across the Midwest states, sweeping through Elmhurst at about 4 p.m. It left downed trees and power lines in its wake, causing blocked roadways and snarled traffic, made even worse when power outages caused many traffic signals to fail.

Often described as an inland hur-

ricane, a derecho is similar to a tornado, but has no eye and its winds come across in a line, as opposed to swirled in a spiral. Winds can be as high as 100 mph (92 mph winds were clocked in Dixon), so a derecho can actually cause more damage than a tornado.

At press time, an estimate of the damage was unavailable. While power was out in some areas, it was unknown at press time how widespread the outages extended and how long they may have lasted.

COVID-19 updates for DuPage County

No wonder the power went out!

These electrical lines completely collided and tangled together, causing outages throughout the area.

As of 8 a.m. on Monday, Aug. 10, there were 12,285 total cases among DuPage County residents, including 519 deaths.

Since Sunday, there were 56 new cases and NO deaths related to COVID-19.

Number of cases by town At press time, the DuPage Department of Health reported the following number of COVID-19 cases in our readership communities as follows: Addison 966, Bensenville 614, Elmhurst 567, Lombard 591, Oakbrook Terrace 38, Villa Park 345, Wood Dale 269.

And now for the good news…

Since March 24, 481 patients have been discharged from Elmhurst Hospital following treatment for confirmed cases of COVID-19.

This was once a large majestic tree that was snapped right off in the ‘derecho’ storm, also known as an “inland hurricane.”

At Larch and Maple, you can almost hear this poor tree weeping as it droops to the ground after taking a whipping from ‘derecho’ on Monday, Aug. 10.

Seeing how these mighty majestic trees can be broken in half lengthwise in only a matter of moments proves just how powerful the ‘derecho’ was.

Cool, edgy style is here to stay

After eight years of growing her fashion business, Jennifer Blanchette was finally able to open her own Elmhurst boutique, Maxine, in 2019—until Covid-19 hit just a year later. But with numerous adjustments and the support of the community, Blanchette said Maxine is still thriving, thanks to her customers.

“People really want to support us,” she said. “The business is continuing to get back on track.”

Maxine offers women’s apparel, handbags, shoes and accessories.

The store opened last June at 122 N. York St. in Elmhurst.

Blanchette’s dream of owning a store was long awaited, as she was introduced to the fashion business in middle school.

Growing up in Massachusetts, Blanchette’s parents owned a small chain of clothing stores. She was captivated by the industry and knew she would have a career in fashion.

Blanchette went on to work for the luxury department store Nieman Marcus for nine years. After moving to Chicago and starting a family, she decided it was time for a change.

The business began as Maxine Handbags and Accessories. Working out of her home, Blanchette sourced from vendors and designers that she was drawn to in order to accumulate apparel.

“I love finding merchandise that looks just as expensive as high-end pieces,” she said.

To build her following, Blanchette held pop-up events and open houses. She said things took off when she found a part-time lease that allowed her to take off the summer, easing her into store ownership. Her store was open seasonally for five years.

While searching for pieces at a vendor event, Blanchette met one of her current Maxine sales assistants, Stacy Krueger.

“We became friendly and built a nice relationship,” Krueger said. “We helped sell each other’s items.”

After networking in the community, Blanchette began to feel more confident in her brand. Using Facebook and Instagram, she was able to build relationships within Elmhurst and solidify her style. She felt her kids were old enough that she could dedicate her time to a store.

Maxine became a permanent addition to downtown Elmhurst on June 19, 2019.

“I felt that if there was a time to do it, now was the time,” Blanchette said. “I had grown my business

for eight years.”

Maxine—which is Blanchette’s middle name—offers merchandise for women of all ages. While Blanchette is always switching up her inventory, she constantly aims to find merchandise that makes women feel not only pretty, but cool and edgy.

“Jen is the master of the cool, relaxed chick look,” Krueger said.

“It’s always fashionable, but comfortable, and just a little ahead of the curve.”

But, less than a year after Maxine opened, Covid-19 hit. Being forced to close was stressful, Blanchette said. It was difficult to cut inventory and take a step back from the job.

Maxine’s team generated creative ways to stay connected with the Elmhurst community. One of their clever ideas was an Instagram Live ‘Elmhurst Boutique Crawl’ in April. Krueger said various local boutiques had segments to showcase merchandise so that customers could have a fun online shopping experience. Boutiques donated 20 percent of the proceeds to District 205 Foundation’s Covid-19 Elmhurst Community Response Fund.

After abruptly closing, Maxine was able to slowly reopen when it was safe. Krueger said Elmhurst came together to support the store.

She credits this to Blanchette’s constant support of community events such as silent auctions and charity drives. Elmhurst residents in turn want to support the store, Krueger said.

Customers even come into Maxine just to socialize.

“The atmosphere is fun and very cool and relaxed,” Krueger said.

“People come in and I help them find gifts, and many times I know the person they’re shopping for!”

Maxine’s staff prides themselves on their commitment to supporting women in the community. They help customers put together outfits and find just the right pieces.

Krueger said her favorite part of the job is finding styles that make people feel good and confident.

Now, the team is doing their best to stay careful and sanitary during Covid-19.

Blanchette said she loves the current space and is hoping to continue to grow and meet people in the community.

“I feel positive,” she said. “A lot is unknown, but we have great customers and an amazing community.”

Domestic battery, domestic incident, disorderly conduct, damage to property, disturbance Aug. 5 Kevin Davis, 52, of Chicago, was issued a citation for disorderly conduct-urinating in public in the 700 block of S. York at around 12:03 a.m.

Kevin O’Neill, 58, of Arlington Heights, was charged with disorderly conduct near Route 83 and North at around 11:43 a.m. A victim told police that during a road rage incident, O’Neill got out of his vehicle, opened the victim’s car door, and began yelling and spitting at him before driving away.

Aug. 3 Police said officers responded to a location near Elm and First for the report of a disturbance. The reporting officer located the victim who was found to have a cut on his forehead.

The victim stated he had fallen but later stated he was assaulted by three suspects. Medics arrived on scene, but the victim refused further medical treatment. The reporting officer met with the suspect who stated the victim was in fact the aggressor and started the altercation. Neither subject wished to pursue charges and all parties were released at the scene.

Aug. 2 A reporting officer met with a complainant in the 500 block of So. Fern who stated she was concerned that a suspected sex offender was looking at her daughter’s social media profile.

The reporting officer met with the suspect and upon further investigation, it was determined the social media account in question did not belong to him.

DUI, DUI-drugs, possession of alcohol in public July 31 Roberto J. Gomez, 20, of Elmwood Park, was charged with DUI, illegal transportation of alcohol and no valid driver’s license near York and Grantley at around 1:31 a.m.

Humberto Gomez Vergara, 27, of Villa Park, was charged with DUI, avoiding a traffic control device, speeding and no insurance subsequent to a traffic stop near North and West at around 6:35 p.m.

Possession of cannabis, possession of drug paraphernalia, possession of a controlled substance Aug. 3 Jakyra Davis, 21, of Chicago, a passenger in a vehicle, was issued a citation for possession of cannabis near Roosevelt and Butterfield at around 11:07 a.m.

Benjamin Fett, 18, of Elmhurst, was issued citations for possession of adult use cannabis and failure to signal near York and Butterfield at around 10:06 p.m.

Aug. 2 Ryan Favela, 30, of Villa Park; Samantha Mejia, 21, of Golden Valley, Ariz.; Taylor Johnson, 18, of Maywood; and Silver Edosio, 20, of Villa Park, were each cited for possession of cannabis subsequent to a traffic stop in the 300 block of N. Route 83 at around 8:51 p.m.

Aug. 1 Esteban A. Gordillo Vinocuna, 27, of Chicago, was charged with possession of a controlled substance, DUI, possession of cannabis in a vehicle, illegal transportation of alcohol and disobeying a traffic control device subsequent to a traffic stop near Lake and I-290 at around 2:52 a.m.

July 30 Police said that subsequent to a traffic stop near Illinois and Third at around 4:55 p.m., an officer detected the odor of cannabis coming from inside of the vehicle. According to police, Luis Lamonte Martinez, 30, of Melrose Park, admitted to having cannabis in the vehicle and relinquished a small zip lock baggie containing a green leafy substance. Martinez was issued a citation for unlawful possession of cannabis by the driver and for having no insurance.

Wilbert Pozos, 31, of Villa Park, a passenger in a vehicle, was issued a cited for possession of cannabis in a vehicle subsequent to a traffic stop near West and North at around 5:10 p.m.

Theft/burglary/attempted theft or burglary/identity theft/fraud/forgery/ deceptive practice/ obstruction/robbery Aug. 5 Identity theft was reported in the 100 block of S. Lawndale at around 2:02 p.m. A victim told police that she received an unemployment MasterCard for which she did not apply. The victim has checked her bank statements and accounts and has not seen any further unauthorized transactions.

March 27-Aug. 5 Theft by deception was reported in the 100 block of E. North. A victim reported having com-

puter issues when a message appeared on the screen prompting her to call a number to resolve the issue. Upon calling the number, the victim was asked to pay them to fix her computer. After the victim’s computer was fixed, she noticed various unauthorized transactions on her account.

May 29-Aug. 4 Forgery was reported in the 300 block of W. Butterfield. A complainant told police that an unknown suspect(s) forged his signature on three business checks from a law firm between the above dates. An investigation is pending.

Aug. 3-Aug. 4 Identity theft was reported in the 100 block of N. Evergreen. A victim told police that an unknown suspect used her information to apply for unemployment with the state of Illinois.

Aug. 3 Attempted burglary to a vehicle was reported in the 900 block of S. Stratford at around 5:54 a.m. Police said officers responded to the above location for the report of a suspicious suspect pulling on door handles. The reporting officer met with the victim who stated his neighbor was alerted of camera motion from his front door camera. After checking the camera footage, he went to his front door and observed a suspect described as a black male, wearing a black T-shirt, black shorts and black gym shoes. The unknown suspect was seen inside the victim’s vehicle. The neighbor ran outside yelling at the suspect who then fled into a small black vehicle and left eastbound on Harrison St. The victim reported nothing was taken from inside the vehicle.

Identity theft was reported in the 100 block of E. First at around 1:11 p.m. A victim told police that an unknown suspect(s) applied for unemployment benefits in the state of Colorado using his personal information. He contacted the Colorado Department of Labor and Employment and advised them of the fraudulent claim.

Jalisa Jynae Bass, 31, of Dallas, was issued a citation for theft of services at an auto dealership in the 400 block of W. Lake at around 1:41 p.m. Police said a complainant stated that Bass brought her vehicle for an oil change and to diagnose an engine issue. The oil change was completed, but during the service a mechanic discovered the engine was no longer functional. Bass became irate and refused to pay for the service completed, according to police.

Attempted residential burglary was reported in the 800 block of S. Hillcrest at around 1:43 p.m. A victim told police that an unknown suspect claiming to be with the city water department requested to check inside the residence for water issues. The victim followed the suspect throughout the house but the victim became suspicious and asked the suspect to leave. At this time no items were reported missing.

Theft was reported in the 600 block of N. York at around 5:42 p.m. A victim told police that she received notification of multiple unauthorized transactions on her credit cards. The victim stated she was shopping and left her purse and wallet unattended a few times. The victim contacted her bank to report the fraudulent activity. This case is pending investigation.

Aug. 2-Aug. 3 Identity theft was reported in the 100 block of N. Haven. A victim told police that she received two debit cards in the mail for which she did not apply. One card was connected to the Colorado Department of Labor. The victim will report the fraud to the appropriate financial institution.

Aug. 1 Retail theft was reported at a store in the 600 block of N. York at around 10:49 a.m. reporting officer met with a complainant who stated they reviewed video surveillance which showed three suspects described as black males enter the store.

and filled them up with various bottles of alcohol. The suspects walked past all points of sale and left the parking lot in a black 2010 Hyundai® Elantra. Each suspect was described as being in their 20s.

Fraud was reported in the 100 block of E. Grand at around 12:20 p.m. Police said a victim transferred cash for the shipment of a puppy through an online pet website. The victim became suspicious when the unknown suspect requested additional cash. The victim called the phone number listed and a man with a heavy accent encouraged him to send the money. The victim’s bank was notified and advised the victim to file a police report.

July 31-Aug. 1 Burglary to a vehicle was reported in the 500 block of W. Wrightwood. A victim told police that two of their work trucks were found to have the padlocks cut from their rear overhead doors, and numerous power tools were taken. The victim believes the suspect took the items. Further investigation is pending.

July 17-Aug. 1 Identity theft was reported in the 200 block of W. Brush Hill Road. A complainant told police that she was mailed a debit MasterCard from GoBank. The complainant did not apply for the card and did not activate the card. The reporting officer provided the victim with information on how to protect herself against identity theft.

July 31 Commercial burglary was reported at a restaurant in the 900 block of N. York at around 10:48 a.m. A manager told police that at 9 a.m., he was advised by an employee that he had counted the money in the safe and it was short. Further investigation is pending.

July 30 Identity theft was reported in the 200 block of Arlington at around 9:58 a.m. A victim told police that an unknown suspect used her personal information to apply for unemployment benefits with the state of Illinois.

Forgery was reported in the 800 block of N. Lombard at around 3:39 p.m. A victim told police he found that a fraudulent check recently cleared his account. The fraudulent check appears to be an altered image of a previous check written by the victim.

Identity theft was reported in the 900 block of Kirk at around 6:36 p.m. A victim told police that she received two unemployment debit cards for which she did not apply. The victim will contact the credit bureaus and monitor his accounts.

June 26-July 30 Theft was reported in the 100 block of E. Cayuga. Police said a reporting officer met with the victim who stated she believed an unknown suspect(s) has been stealing her mail. Upon further investigation, the reporting officer discovered an unknown suspect(s) had filed a change of address card for the mail to be delivered to an address in Chicago. The victim will contact the United States Postal Inspectors for further investigation.

July 25 Identity theft was reported in the 700 block of Willow at around 11:49 a.m. A victim told police that an unknown suspect used her personal information to apply for unemployment benefits from the Colorado Department of Labor and Employment.

Further investigation into the matter revealed that Wolf allegedly supplied Frazee with the materials to make the Molotov cocktail. Additionally, it is alleged that Wolf exchanged numerous texts with Frazee that evening including an exchange in which Frazee tells Wolf he’s going to “Throw s--- at the cop cars” and asks her to “Bring me some ribbing [sic] alcohol a rag and a glass bottle” to which Wolf responded “Okay.” Another text exchange alleges that Frazee asks Wolf “Is peroxide flammable?” to which Wolf responded, “Wya [sic] I got that stuff for ya I also threw in some acetone I know that’s flammable lol.”

Wolf’s next court appearance is scheduled for Friday, Aug. 28, for arraignment in front of Judge Jeffrey MacKay. Wolfe and Frazee have each been charged with one count of Attempt Terrorism and two counts of Possession of Explosive or Incendiary Device (both charges are a Class 1 Felony).

Appellate Court affirms double homicide conviction Woman stabbed two children to death, as well as family dogs On Tuesday, Aug. 4, DuPage County State’s Attorney Robert B. Berlin announced that the Second District Appellate Court of Illinois had affirmed the conviction of Elzbieta Plackowska, 48, formerly of Naperville. Plackowska was found guilty of stabbing to death her sevenyear-old son Justin and a five-yearold girl she was babysitting, Olivia Dworakowski, also of Naperville, in 2012. On Dec. 15, 2017, after a finding of guilty following a twoand-one-half-week-long bench trial in September, Judge Robert Miller sentenced Plackowska to natural life in prison. Additionally, Plackowska was found guilty of stabbing two family dogs to death. The Appellate Court affirmed the conviction on Aug. 3.

Following the trial, the Court found that the State had proved that on Oct. 30, 2012, Plackowska told the children to get ready for bed. Instead of getting ready for bed however, the children began jumping on the bed in the master bedroom.

After arming herself with a kitchen knife, Plackowska went to the master bedroom and began stabbing her son repeatedly about his entire body.

She then stabbed Olivia repeatedly throughout her body as well and then killed the two family dogs. Plackowska then drove to a family friend’s home. At trial, Plackowska did not dispute the fact that she murdered the children, rather she asserted the affirmative defense of insanity.

In her appeal, Plackowska claimed that the trial court’s determination that she possessed the capacity to appreciate the criminality of her

conduct at the time of the murders was incorrect. The Appellate Court rejected Plackowska’s claims however, noting that after the murders, Plackowska made substantial efforts to avoid detection including putting the knife down the garbage disposal, discarding her cell phone, making up a story about an intruder, as well as changing her story several times after the murders.

In their opinion the Appellate Court concluded that “there was sufficient evidence in the record to support the trial court’s ultimate determination” and “we cannot say that the opposite conclusion – that the defendant was insane at the time of the

offenses – was clearly evident.”

“I would like to thank the Appellate Court for their thorough analysis of the State’s case against Elzbieta Plackowska and her unfounded claim of insanity as an attempt to avoid spending the rest of her life behind bars,” Berlin said. “The murder of these two innocent children shook the entire community to its core, the reverberations of which can still be felt today. The Appellate Court’s decision confirms that there never was, nor should there ever be, any doubt whatsoever that Elzbieta Plackowska knew exactly what she was doing when she brutally murdered Justin and Olivia.”

Reader supports District 205’s plan for school reopening First, I emphasize that I am very satisfied with the quality of education my children have received at D205 since 2008. After reading last week’s Independent article about the Illinois Federation of Teachers and a reader’s letter to the editor, I ventured to the Elmhurst Teachers Council Twitter posts on Aug. 1 for the first time ever.

I found the recent posts to be strongly negative toward reopening schools, as the posts referenced multiple fear-inducing news articles and bashed the D205 Board. What has happened to the “can do” attitude?

Isn’t generating a “can do” attitude essential to the success of our children? Teaching children strength, perseverance and overcoming obstacles is vital at any time and especial-

Covid is dangerous, but masks mitigate the spread of the virus. Under the D205 reopening proposal for middle school and high school, students will be wearing masks. And half of the 85% who have opted for hybrid learning would attend on Monday/Tuesday or Thursday/Friday. Based on approximate 2019-20 attendance, this would place around 300 kids at Sandburg and 1,200 students at York on any given Monday-Tuesday or Thursday/Friday.

These schools are seemingly large enough structurally to accommodate reduced attendance with physical

distancing.

Based on this reduced attendance, I think the hybrid approach is a very realistic goal and more of a “can do” attitude should be adopted by the Elmhurst Teachers Council. In March and April this year, the U.S. was just learning who Covid’s devastation would impact the most. Now that we understand the health risks of the virus better, please teach our middle and high school children in person, on the hybrid schedule for now, because our students who will lead us in the future need to develop a “can do” attitude in times of adversity.

Hospital’s plea to our community – Wear a mask

As we begin to see another uptick in the number of patients hospitalized with COVID-19, I believe it is important to share some of what we’ve learned at Edward-Elmhurst Health during the past six months.

• Most people who contract the coronavirus (85%) have no symptoms or mild-moderate symptoms.

• Some people have more severe symptoms and need to be hospitalized. Those individuals are more likely to be older, immunocompromised, or have chronic conditions such as diabetes, respiratory disease, heart conditions or obesity. But not always.

• Whether hospitalized patients die or are discharged home, the disease is devastating. Patients are extremely sick, often requiring mechanical ventilation, intensive care and weeks in the hospital. The suffering experienced by our patients and their families has been immeasurable and has had a profound and unforgettable impact on our healthcare workers.

• COVID-19 is very contagious.

Why? Because it is “novel” or new.

This means our bodies have no means to fight it.

• We do know, however, how to reduce the spread and your likelihood of contracting the virus: • Wear a mask.

• Wash your hands and avoid touching your face.

• Practice physical distancing – at least six feet apart.

This week the CDC published a report of two hair stylists who were positive for COVID-19. Between them, they serviced 139 clients. Not one of the 139 exposed individuals became infected. Why? Because the salon insisted that the stylists and their clients wear masks. That’s it.

Quite simple, isn’t it?

Our healthcare team has worked long and grueling hours over months to do everything possible to protect the health of our community. Their sacrifices have been and continue to be humbling.

The way you can protect yourself and those around you is simple, but not always easy to practice – especially at a gathering where those around you are not wearing masks.

I get it.

But there is simply no denying that wearing a mask is the most effective means we have for preventing the spread of coronavirus. It is the responsible thing to do.

Wear a mask and protect yourself and those around you. And take a stand, remind others of the importance of wearing a mask. I believe it is our civic responsibility and the honorable thing to do.

Man gets 55 years for sexual assault of minor with spina bifida On Friday, Aug. 7, DuPage County State’s Attorney Robert Berlin announced that a former Carol Stream man has been sentenced to fifty-five years in the Illinois Department of Corrections for the sexual assault of a minor female who suffers from spina bifida.

On Jan. 23, following a bench trial, Judge Alex McGimpsey found Adan Rodriguez-Ocampo, 55, guilty of four counts of Predatory Criminal Sexual Assault, (Class X Felony), four counts of Aggravated Criminal Sexual Assault (Class X Felony) and one count of Aggravated Criminal Sexual Abuse (Class 2 Felony). McGimpsey handed down the sentence Aug. 7.

Rodriguez-Ocampo’s sentence stems from charges that from May 2007 through March 2015, he sexually assaulted his female victim, who suffers from spina bifida and

was younger than 13 when the abuse began.

The abuse took place on multiple occasions at her home and other locations. Rodriguez-Ocampo is a relative of the girl and had lived in the same house with the victim and her family when the abuse began.

The assaults were discovered by the victim’s mother who found sexually-explicit text messages and photographs from Rodriguez-Ocampo on the victim’s cell phone.

The victim’s mother immediately contacted the Carol Stream Police Department who in turn contacted the DuPage County State’s Attorney’s Office.

An investigation conducted by the DuPage County Children’s Advocacy Center resulted in charges against Rodriguez-Ocampo.

Finding laughter in tough times

We are living in unprecedented times. Tough times. A virus has torn our nation apart. The murder of a man (and too many others like him) has torn our nation apart. We as a people, in some regards, have torn ourselves apart. It is beyond sad – for our country and us as individuals.

We are a nation divided. And, honestly, I’m not sure where we go from here. These times are as serious as murder and a pandemic. I don’t want to make lightly of those facts.

Still, sometimes, you’ve got to laugh. Because laughter can lighten the load. It is food for the spirit and the soul. We can find something silly or goofy in just about every situation – even COVID. Laughter is something we can all agree on. And we need to do more of that. Find common ground. Agree to disagree and agree that maybe not all of our own answers are the right answers. Maybe the other side has a point or two to make.

In that vein, I suggest we find laughable moments in times of pandemic. For me, that took the form of poetry.

For starters, I wrote a limerick.

I’ve always loved the humor of this old-fashioned form of poetry that isn’t afraid to be a little cheesy, sassy and just plain fun. For pregnant women, this can be unsettling. As their due date gets closer, questions emerge.

What can a woman expect when it’s time to deliver your baby? Are labor and delivery units safe right now? Will she or her baby be exposed to COVID-19?

In response to the pandemic, some pregnant women are considering giving birth at home or are asking for early induced labor to avoid being in the hospital during a possible surge of COVID-19 cases.

A planned hospital birth is still considered the safest option to deliver a baby. Most hospitals are taking many precautions to ensure that pregnant women aren’t exposed to ill patients and visitors.

The following safety measures are in place in Edward-Elmhurst Health’s hospital Birthing Centers: • COVID-19 testing. All pregnant women who come to Edward-Elmhurst Birthing Centers get a COVID-19 test. COVID-19-positive patients are separated in designated areas with dedicated care teams and multiple safety measures are implemented to minimize risk of crosscontamination.

• Visitor screening. Before entering the Birthing

Centers, all staff, patients and visitors are screened for a temperature greater than 100 degrees and masked. The visitor policy may be adjusted for patients with known or suspected COVID-19.

• Visitor restrictions. Expectant mothers may have one partner or support person who may spend the night. Pediatric patients may have two parents.

• Strict cleaning and disinfecting. Extra staff are specifically assigned to clean the Birthing Centers on a regular basis.

• Staff personal protective equipment (PPE). All staff take extra precautions and wear proper PPE, including surgical masks, when interacting with patients.

• Masking. Expectant moms and partners are asked to wear masks in the hospital and in their private patient room when staff are in the room with them.

• Physical distancing to limit exposure. Patient registration is being done remotely. Staff monitors the waiting areas to help ensure social distancing.

Pregnant women who experience symptoms of COVID-19, should immediately call their OBGYN and/or primary care physician for further guidance.

Obituaries Jack R. Jobin, 84 Jack R. Jobin passed away recently at the age of 84. Cherished husband to Margaret (“Peggy”) for nearly 57 years.

Adored father, father-in-law, grandfather, brother, uncle, cousin and friend too many.

Born in Elmhurst, in 1936, Jack served his country in the Air National Guard for 12 years, rising to the rank of Technical Sergeant. A skilled union carpenter for more than 40 years, he built many family homes, including the Villa Park home in which he and his bride raised their five kids. He also built his beautiful retirement home on the banks of the Mississippi River in Thomson, Ill., where he and Peggy enjoyed 20 great years after he retired. At the “River” is where he truly loved being with nature and with Peggy. A fighter to the very end, he loved life, especially the simple things. Content with a nice cold beer, holding a sweet baby (or five!), enjoying a NASCAR race, a scenic Sunday drive or a peaceful walk in the woods, he celebrated life and found joy in every part of it.

His family is planning a memorial celebration in 2021, when we can gather together, safely. Helen Mary Geihsler, 92 Helen Mary Geihsler, nee Grannemann, of Elmhurst, entered into eternal life on Tuesday, August 4, 2020 at the age of 92. She was the

loving wife of Victor Geihsler. They would have celebrated their 72nd wedding anniversary on August 29, 2020. Helen was the dear mother of William, Michael (Jan), James (Michelle), Ralph, and Brian (Mary).

She was also the cherished grandmother of Andrew, Gary, Joshua, Julie, Jonathan, Vanessa, Michael, Amanda, Daniel, and John, and a great-grandmother of 10.

She was preceded in death by her son William, her brother Ben Grannemann and sisters, Ella Bockelman, Selma Rediger, Irene Schooley, and Florence Sutfin. Funeral services were held at Pedersen Ryberg Funeral Home, 435 N. York St., on Monday, Aug, 10, with interment in Mount Emblem Cemetery, for immediate family only.

The family requests that all other family and friends take a moment to fondly remember Helen and help celebrate her life during this time. In lieu of sending flowers, the family requests that donations be made in Helen’s memory to Immanuel Lutheran Church, 142 East 3rd Street, Elmhurst (immanuelelmhurst.org).

Following a break due to the coronavirus pandemic, Elmhurst Hospital’s “Coping With Grief” support group will resume on Aug. 17 for any community member 18 and older who has experienced the death of a loved one.

The group will meet on the first and third Wednesdays of each month from 6:30 – 8 p.m. in the Maple Conference Room on the Lower Level of Elmhurst Hospital, 155 E. Brush Hill Rd. It’s recommended that participants use the East Entrance.

All group members will undergo a temperature check and health screening, receive a mask (if they don’t always already have one) and be required to practice appropriate physical distancing.

The group will meet for 11 sessions, with the last session scheduled for Jan. 4, 2021.

A new “Coping With Grief” group will meet beginning Jan. 18, 2021.

“Coping With Grief” is facilitated by Chaplain Don Dahlheimer, M.Div., LCSW, LMFT, Manager of Spiritual Care, Elmhurst Hospital.

IDPH issues reminder about importance of routine vaccinations for kids during COVID-19 Although school will look different this year because of coronavirus disease 2019 (COVID-19), whether it’s remote learning, in the classroom, or a hybrid, kids should still receive their routine vaccinations.

Vaccines help protect children from diseases like chickenpox and pertussis, which remain common in the U.S. “While much of our focus is on COVID-19 these days, we must continue to take care of all of our health needs,” said Illinois Department of Public Health (IDPH) Director Dr. Ngozi Ezike. “Vaccines are one of the safest and most effective methods

to protect children from more than a dozen vaccine-preventable diseases.

Make sure your children are fully vaccinated so they can be as healthy as possible while facing the ongoing risk of COVID-19.”

IDPH is teaming up with the Illinois Chapter of the American Academy of Pediatrics (ICAAP) on a social media campaign that will raise awareness of the importance of vaccines.

“Missing well-visits and vaccines place children at higher risk for more problems in the future. Especially during the onset of COVID-19, vaccines are the best way to keep children protected and healthy,” said

Mariana Glusman, MD, FAAP, Immediate Past President, Illinois Chapter, American Academy of Pediatrics.

“This campaign aims to increase awareness about the importance of immunizations and routine visits for children.”

The immunization requirements for the 2020-2021 school year are the same as last year. The requirements can be found on the IDPH website under immunizations.

Vaccines are not just for kids, however. Vaccines are recommended throughout our lives. During National Immunization Awareness Month, IDPH is asking everyone to check

their vaccination history and talk with their health care provider.

Adults should get a flu vaccine each year and receive a Td (tetanus and diphtheria) booster vaccine or Tdap (tetanus, diphtheria, pertussis) every 10 years. Tdap is also recommended for pregnant women during each pregnancy.

Adults 50 years and older are recommended to receive the shingles vaccine. Adults 65 and older are also recommended to receive both pneumococcal vaccines, although one year apart.

Some adults younger than 65 years with certain conditions are also rec-

ommended to receive one or more pneumococcal vaccinations. Adults may need other vaccines (such as hepatitis A and B) based on age, pregnancy status, occupation, travel, medical, and vaccination history, and/or other considerations.

Another First Lady of Elmhurst

Mary Willis Mahon (1935 – 1982)

On April 29, 1979, Mayor Abner Ganet proclaimed ‘Mary Mahon Day’ in the City of Elmhurst. That same year Mary Mahon was selected as Grand Marshal of the Elmhurst Fourth of July Parade. She also was honored with the 29th Distinguished Service Award by the Elmhurst Jaycees.

During her acceptance speech at the gala event, Mary commented, “A few years ago the motto of this group was DO SOMETHING! I like that motto. Don’t just sit around talking about problems or taking the role of an armchair critic, but get into the action and try to make changes for the betterment of our community.”

Perhaps these words best describe Mary’s philosophy about life, and the way she chose to live it.

Mary Willis was the daughter of Marvin and Golda Waters. She was born on February 18, 1935 in New York City. She attended Grinnell College and graduated from Washington University in St. Louis, Mo., with a B.A. degree in Education in 1957. As a young woman Mary taught second and fourth grades and held elementary teacher certificates in Illinois, Ohio and Missouri. In 1959 she married Bruce A. Mahon in Clayton, Missouri. The couple had two children, Martha (b. 1960) and Paul (b. 1963).

“We moved to Elmhurst in 1963 because my husband was traveling all the time, and we thought it would be good to be near his parents for support,” she said.

Bruce had taken a consulting job at Arthur Young & Company in Chicago. But he was born and raised in Elmhurst and his parents still lived there, so it was a logical decision to bring his own family to his hometown. At the time, however, probably not even Mary herself could have predicted how involved she would become with her new community.

Mary begins community service, volunteerism While her children were growing up, Mary did not work outside her home, but she developed a deep interest in community service by her participation in many Elmhurst organizations. She was elected President of the Elmhurst Branch of the American Association of University Women (AAUW) in 1971, and then President of the Chicago Area Council of AAUW. “During my administration two important projects were begun,” Mary

once recalled. “One was the Educational Resource Volunteer Program.

This program, now a PTA-sponsored function, brings community volunteers into the schools to augment the basic school programs. These volunteers, having expertise and interest in many topics, add a new dimension of learning for our children.

“The other project was the opening of the Elmhurst Recycling Center located on West Avenue. I also served on a committee to have the Prairie Path become designated a National Trailway. This resulted in it being established as a green belt in Elmhurst for recreational purposes.”

(For her outstanding efforts and achievements, a Grant Fellowship was established posthumously in Mary Mahon’s name by the Elmhurst AAUW in 1986.)

As a new member, I served as an AAUW officer under Mary’s presidency and it is in this role that I have the fondest memories of her. She was my mentor and I aspired to be just like her. I especially remember her soft, soothing voice which was very distinctive. At board meetings held in her living room, Mary always was calm and in complete control.

She could be firm but friendly. And she had the nicest smile. It was these attributes which years later would serve her well as the very first woman President of the Board of Education for Elmhurst Unit School District 205.

liked watching ball games, going to the theatre and traveling. She also enjoyed reading and was a member of two book clubs. As an active citizen, Mary was Chairman of the First Ward’s People’s Party (197376), and Local Government Chair for the League of Women Voters (1975).

She was a member of the Elmhurst Symphony Auxiliary, the Elmhurst Historical Society and a Friend of the Elmhurst Library. Mary Mahon also served on citizen committees for the city’s underpass, Prairie Path and the College of DuPage. In addition, she did volunteer work for the Elmhurst Community Chest, American Field Services and the Chicago Council on Foreign Relations. All the while though, Mary’s primary concern was for the education of her two children.

Because her background and experience were in the field of education, Mary accepted various volunteer positions in the school district: first as President of the Hawthorne School PTA in 1974, then on the Educational Planning Committee of Elmhurst School District 46 and the York High School Remodeling Committee; next as Chairperson of the District 205 Task Force, which led to the formation of Elmhurst Unit School District 205 by referendum in 1974.

“Mary was always a strong voice for students and educational programs in Elmhurst,” said Merle Baker, who was District 205 Superintendent at the time. “She also saw that Board decisions kept the district financially sound.”

Many residents will recall that during her term as President of the Board, five Elmhurst elementary schools were closed due to declining

enrollment – a controversial decision which took strength and courage.

Mary Mahon was also Board representative to the Illinois Association of School Boards (IASB). For her outstanding contributions to education in Illinois, she was honored by the Illinois Principals Association.

She also was given an honorary life membership in the Illinois Congress

Bruce Mahon accepted a box of roses on behalf of his wife.

“As you know, Mary is confined to bed at home, or she would be here,” he said. “We have had four struggles with cancer and four victories. We’re now trying for number five.”

A fond farewell to a dear friend In 1976 Mary Mahon had been diagnosed with cancer. She struggled with the illness for the next six years, all the while trying to continue her duties as wife, mother and loyal citizen. Sadly for all of us, Mary died in her home at the age of 47.

“Mary loved people and was hap-

piest when in a group or at a party,” said her daughter Martha Mahon Bullen. “She was devoted to her family, her friends and her community. The President of the District 205 Board of Education put it this way: ‘All who have the privilege of knowing and working with Mary benefit from the association. She has earned the respect and gratitude of the entire community. Mary Mahon truly deserves to be called One Who Excels.’ The warmth of her smile and empathy for other people are also unforgettable. Now, after her death on November 15, 1982, she is still very much missed by everyone who knew her.”

IHSA releases new guidelines for fall sports; relays eliminated in girls swimming York graduate Less excels on golf course

The Illinois High School Association released its fall sports considerations late last week related to cross country, golf, swimming and tennis with main points of emphasis being suggested modifications to starting and finishing line etiquette/policies in cross country, bunker play in golf and the elimination of relay races in girls swimming.

For boys and girls cross country, practices started earlier this week and the season will conclude by Oct. 24.

No more than 50 individuals (that includes runners, coaches, timers and meet officials) can be present for a meet. Fans are allowed at meets as long as social distancing is adhered to. The IHSA recommends dual meets and triangular meets re the most effective in maintaining fewer competitors. The IHSA added smaller meets to make it easier to space runners out at the start and finish of a race to ensure for appropriate social distancing.

In terms of the starts and finishes of races, the IHSA said if a single race start is possible, participants must be lined up in a way that allows for social distancing of six feet. If a race cannot maintain social distancing in a single start, hosts may need to use staggered, wave or interval starts to ensure social distancing requirements can be met at the starting line. The IHSA said finish corrals and FAT timing are the best way to accomplish keeping competitors socially distanced at the finish line. If no FAT timing system is available, the IHSA suggests considering al-

ternative means of finish place and time to address congestion at the finish line. Image-based equipment, the IHSA added, is an effective way to pick place at the finish while avoiding congestion at the finish line.

Equipment could be as simple as a smartphone or iPad. For boys and girls golf, practices were allowed to start earlier this week with Oct. 24 also being the final day of the season.

As with cross country, the total number of meet participants cannot exceed 50, defined as a wave for golf. However, the IHSA noted hosts can have multiple waves at an invitational as long as the waves are completely spaced out so they do not intermingle.

If traditional scorecards are used, they should be bagged and given to participants by a tournament volunteer/manager. Participants will keep score for all players in their group.

In terms of rule alterations for boys and girls golf there are several notable ones. Any area disturbed in a bunker is deemed an abnormal course condition ground under repair. The player may take full relief or maximum available relief, but the player must drop inside the bunker for free relief.

Also, the flagstick is not to be touched and is to remain in the hole at all times. A player is prohibited from making a stroke with the flagstick removed from the hole. Additionally, the traditional definition of holed has been modified to say: “If any part of the ball is in the hole below the surface of the putting green the ball is treated as holed even if the entire ball is not below the surface.”

The definition will be used for hole inserts (plastic piping, pool noodles, etc.). If the ball bounces out of the hole, the ball is not considered holed.

Players also are encouraged to keep score using a cell phone or some other means in lieu of a traditional paper scorecard and pencil.

For swimming and diving, the girls season started earlier this week and will run through Oct. 24. Of major note here, no relay events will be contested this season in order to maintain the Illinois Department of Health status as a low-risk sport. The IHSA did allude to schools possibly using an “add-up time” with four individuals in a relay race, but noted if a state series is conducted, relays will not be part of the competition.

During meets only essential personnel are permitted on the deck.

Locker rooms are to be used as little as possible. Without relays this year, swimmers will be permitted to enter a maximum of four individual events.

For girls tennis, the same schedule is in use with practices already having started and an Oct. 24 end date in effect. Many of the IHSA’s guide-

lines related to tennis have to do with the balls, including earmarking sets of balls for specific groups, courts and days of the week (labeling with permanent marker). Use of new balls on a very regular basis is highly encouraged.

The main guideline for play centers on doubles competition. The IHSA noted when playing doubles players should coordinate with their partner to maintain physical distancing and avoid physical and close contact such as strategizing, high fives, etc.

York alum Less wins Low Amateur honor York graduate Jordan Less had a great showing for the Northern Illinois University men’s golf team at the recent 71st Illinois Open Championship at White Eagle Golf Club in Naperville.

Less, now a senior at NIU, won the Low Amateur award for the second consecutive year, finishing the 54hole tournament at 1-under par. After carding a 2-over par 74 during the opening round, Less fired a 69 during the second round to get to 1-under for the event. During the final round, Less rallied from being 4-over on the day with five holes to go by making birdies on four of his last five holes to finish at even par for the round and finish 1-under for the tournament. He tied for seventh place overall in the event.

“Jordan continues to play at a high level,” NIU head coach John Carlson said in a school-issued press release.

“To earn Low Amateur in a field comprised of the best players in Illinois certainly will help carry momentum into his final season as a Huskie.”

Elmhurst American Legion baseball The Elmhurst American Legion Post 187 baseball team played to a 4-4 tie against Elgin Post 57 in a game played at Wing Park in Elgin.

Post 187 scored two runs in the first inning only to have Elgin come right back with four in the bottom of the first inning. The Muddogs responded with single runs in the third and seventh innings.

Elmhurst had five hits. IC Catholic Prep’s Ryan Malek went 1-for-1 with three runs scored. Jason O’Donnell (Leyden) had a hit, a run scored and an RBI. Jimmy O’Donnell (Leyden) had two hits and an RBI. Aldo Flores (Leyden) had a hit and two RBI. Abraham Otero (Fenton) added a hit.

Derkowski said the abrupt switch to remote learning was fine for her. “I thought it was OK. I didn’t mind it too much,” said Derkowski, who noted her family took up the game of Yahtzee as a hobby during the shutdown.

“I feel like I am pretty reliable on myself. There is never a day where I say, ‘I don’t want to do that today.’ I get it done and do my best and see what happens, but I am hoping we get back to in-person learning soon.”

Derkowski , whose older sister, Julia, played at York (the two played together for two years at York) and now is a student at Rollins College in Winter Park Florida, takes private pitching lessons from as many as three instructors, including one in Michigan.

“Before COVID, I would drive up for a lesson and drive home the same day,” she said. “Those days got long. Having different pitching coaches, I find it good for me. Each coach is different and you get a different perspective in terms of feedback and comments, but each has a similar thought process about everything.”

Derkowski has plenty of advice for youngsters who are just starting off as softball pitchers. “My advice would be as a pitcher you always are going to have challenges and you will go through times where things are really hard,” she said. “If you really love it and love the sport and love what you do, go back to that and remember the reason you started and remember who you are and stay true to that. Emergency rules create fines for establishments flouting mask, capacity guidelines ‘Education,’ warnings, orders to reduce occupancy would precede fines

Gov. JB Pritzker has announced his administration would be filing a new emergency rule allowing health authorities to levy fines on establishments that flout masking and capacity guidelines.

The rules “would provide multiple opportunities for compliance” regarding face mask requirements and capacity limits, including attempts to “educate” and warn the establishment before an order is issued for some patrons to leave the premises.

If the establishment is still not in compliance after those steps are taken, health officials can levy a Class A Misdemeanor charge and a fine ranging from $75 to $2,500.

Pritzker said all establishments in Illinois are beholden to capacity limits of 50 people or 50 percent of a building’s maximum occupancy, and schools must limit the number of people in one space to 50 or less.

Both the Illinois Department of Public Health and local authorities will have power under the rule to “seek cooperation with businesses in COVID-19 related investigations,” according to the governor.

The fines would apply to establishments—not individuals—and the governor’s office noted the rules focus on businesses, schools and child care establishments.

“These rules are a commonsense way to enforce mask requirements without jumping immediately to the extremely tough consequences that exist on the books today,” Pritzker said at a news conference announcing the rules in Chicago.

“They’ll give local authorities a step-by-step guide on how to enforce masks and distancing, and an opportunity to help businesses act in good faith.”

He said the existing law allows for license revocations, which would be more costly than the fines allowed in the new emergency rules.

Pritzker administration unveils overhaul of juvenile justice system New model for Department of Juvenile Justice based on reducing harms of incarceration

The state of Illinois plans to begin placing minors in the justice system in smaller, community-based detention centers that focus more on providing intervention services and education.

Gov. JB Pritzker and Lt. Gov. Juliana Stratton announced plans to overhaul the juvenile justice system during a recent news conference in Chicago.

A four-year blueprint split into three phases would move the Department of Juvenile Justice from “an antiquated theory of juvenile incarceration” in larger holding facilities into what the governor called a “21st century transformative model.”

Phase 1 is to start immediately with increased investment in community-based interventions and re-entry programs.

Phase 2, starting next year, involves housing incarcerated youths in smaller, dorm-like facilities closer to their homes. Phase 3, also set to begin next year, would involve continued investment into communities and the transfer of prison-like facilities from DJJ to the Illinois Department of Corrections for housing overflow adult prison populations.

According to Pritzker, data has shown for decades the Illinois juvenile justice system is too punitive and discriminatory. While the total number of youths in custody has decreased from 282 in January 2019 to 97 by June 2020, the governor said Black children still make up more than 70 percent of those in DJJ care despite being only 15 percent of the under-18 population in Illinois.

Outside of claims of systemic racism, another point of contention is that the current system just doesn’t work. Pritzker said that between 2010 and 2018, an average of 55 percent of juvenile offenders released from DJJ custody eventually returned.

According to DJJ’s seven-page overview, a benefit of the transformative model would be increased positive outcomes while also saving DJJ and IDOC money.

“This model does not starve the children or employees in the juvenile justice system of resources,” DJJ Director Heidi Mueller said. “Instead, this model recognizes that the people we serve matter, and the people who are doing the serving matter.”

A theme that permeated throughout the news conference was that the current model of criminal justice attempts to treat the symptoms of crime. The new model Pritzker and the DJJ are proposing will aim to tackle the roots of crime. Historically, Black communities in Illinois have been especially impacted by negative factors that increase the crime rate like discriminatory policies, segregation, disinvestment and gun violence.

“I’m especially excited about how this model will intentionally invest in victim services in communities hit hardest by violence, acknowledging that our current system does little to directly support victims, and that more than 90 percent of the kids in our system were victims before they were offenders,” Mueller said.

Pritzker’s announcement comes a day after the national organizations Youth Correctional Leaders for Justice and Fair Prosecution of Youth re-

leased a joint statement condemning the use of youth prisons.

Criminal justice groups in the state, including the ACLU of Illinois, the Children and Family Justice Center at the Northwestern Pritzker School of Law, the Illinois Justice Project, and the John Howard Association of Illinois released a joint statement Friday afternoon commending Pritzker, Stratton and Mueller “on this important reform of the juvenile justice system in Illinois.”

The JHA, an independent watchdog group that acts as oversight for Illinois prisons, went a step further and released an additional statement on its own praising the change and adding that it hopes “we will apply these same principles to the adult prison system.”

The transformation of the juvenile justice system in Illinois is part of a broader push by Pritzker’s administration to institute social justice reforms, culminating in the Justice, Equity, and Opportunity Initiative established by executive order last year that coordinates justice reform through Stratton’s office.

Other initiatives that have had potentially wide-ranging socioeconomic consequences for Illinois include legalized adult-use cannabis, social equity licenses for dispensaries and equity grants for investing in disadvantaged communities.

“We cannot continue to be a country that criminalizes the children who need the most help,” Stratton said.

“We need to help our young people heal, to redirect their energy to realize their potential and foster their dreams.”

Pritzker’s push for the new rules follows a similar attempt which failed before JCAR in May as the committee, after hours-long negotiations behind the scenes, appeared uninterested in imposing a fine structure for businesses that were already hurting due to the COVID-19 pandemic.

At that time, a lead Democrat from the committee said he planned to

bring the proposed rule changes before the full General Assembly after the Pritzker administration withdrew the emergency rules amid the opposition. General Assembly action would have bypassed JCAR, enshrining the rules into law, but such a bill never came up for a vote in the abbreviated May session.

Pritzker suggested it will be different this time around, as the new version of the rule allows for education and warnings before the fine “What’s different about this rule

is it focuses on warnings, and then a fine,” Pritzker said. “What’s available to us in the (existing) law is only essentially a misdemeanor immediately as a solution to the problem. And that was something that JCAR did not want us to move forward with, and so we made alterations.”

Pritzker made the announcement with various teachers’ union representatives, a restaurant trade group president and elected officials at the James R. Thompson Center in Chicago.

Sam Toia, president of the Illinois Restaurant Association, said the measure is necessary so that the state does not enter another stay-at-home order or mandate other closures in the hospitality industry.

“If we want to stay on a steady path and keep our progress with reopening, it’s up to every individual to work collectively towards a common goal,” Toia said. “It’s simple. If you choose not to adhere to public safety guidelines or house rules at businesses, your favorite restaurants, shops, bars, salons, hardware stores and more will pay the price.”

The governor also said the order will be important to enforcing mask requirements at schools.

“There are parents that are encouraging school boards in some areas of the state to open without masks.

That is against the rules in the state of Illinois, and we now are giving the authority to county public health boards and county public health administrators to work with schools on improving those mitigations that they should have in place,” he said.

Kathi Griffin, president of the Illinois Education Association teachers’ union, said in order for in-person learning to work, each district must develop a “practical, enforceable safety plan” following public health guidance.

“I ask you, please, wear face coverings. Maintain social distancing.

Do the right thing for your family, for your neighbors, for your community, and most of all, for the over 2 million students in the state of Illinois,” she said.

A trade group representing the state’s retailers released a statement on Aug. 7, opposing the rule, noting that the virus is increasingly spreading at private parties.

the administration will amend the rule to focus enforcement efforts on individuals who are not complying instead of punishing and attempting to demonize innocent businesses.”

Battery of retail workers Pritzker also announced his signing of Senate Bill 471 Aug. 7, a measure that amends the “aggravated battery” section of law to include the crime of assaulting or battering a retail worker who is fulfilling duties such as relaying health care or safety guidelines. That includes enforcing face covering policies.

The measure saw opposition in the General Assembly from some Democratic lawmakers who are opposed to all enhancements of criminal sentences.

Another portion of the bill extended a one-year recovery period by 60 days for eligible public employees— including firefighters and correctional officers—who are recovering from an on-the-job injury and their recovery is hindered, directly or indirectly,

by COVID-19.

That bill also contained language which entitles employees of a horse track that intends to become a combined track-casino, known as a “racino,” to receive information about forming a union if the track is to receive a state license.

Pritzker warns of deep cuts without federal economic aid

Gov. JB Pritzker said Aug. 3 that Illinois faces the prospect of having to make deep spending cuts over the rest of the fiscal year if Congress does not pass an economic relief package that helps states make up for the massive loss in revenue they’ve seen since the start of the COVID-19 pandemic.

“I continue to do my part to make calls, to make sure that people understand that Republican-led states and Democratic-led states all have this challenge of revenues that fell off a cliff because of COVID-19,” Pritzker said during a news conference in Springfield.

COVID-19 first appeared in Illinois in January and it quickly spread to all corners of the state, prompting Pritzker to issue a stayat-home order that virtually shut down major segments of the economy.

Similar economic restrictions were imposed in other states as

Republicans in the General Assembly argued against that plan, saying it would be unwise to rely on short-term borrowing to balance the budget, especially when it was still unknown what, if any, kind of relief package Congress would authorize in the future.

Now, as negotiations between the Democratic-led U.S. House and Republican-led U.S. Senate have dragged on, many observers say it looks increasingly less likely that the next economic relief package will include aid to states.

Although the House has passed its own version of a relief package that includes about $500 billion to

help states make up for lost revenue, the latest Senate proposal does not include such aid.

And as recently as July 23, U.S. Treasury Secretary Steven Mnuchin told CNBC that, “the president is not going to bail out Chicago and New York and other states that prior to the coronavirus were mismanaged.”

Without federal aid, however, Pritzker said that there will be significant cuts and job layoffs in Illinois and throughout the country.

“But this is going to be up to the Congress. They’re the ones who have the ability to help us and to

help all 50 states with the challenge we all have. But there are going to be layoffs across the country, not just related to state government, but when you don’t fund state and local governments you’re going to see, and you’ve already seen to some degree, layoffs,” Pritzker said. “Not to mention those who provide services to state and local governments, private companies whose contracts no doubt will be put aside because the money isn’t flowing, because we don’t have the ability to balance the budget in the way that we had originally intended to.”

well, although many were less strict than those in Illinois.

As a result, base revenues flowing into state coffers fell during the fiscal year that ended June 30 by a little more than $1.1 billion.

In May, state lawmakers passed a budget for the new fiscal year that began July 1. That budget was roughly $5 billion out of balance compared to revenue estimates available at the time, but the plan was to fill in the gap by borrowing from the Federal Reserve and by passage of a proposed constitutional amendment to allow the state to levy a “graduated” income tax that would impose higher tax rates on higher levels of income.

The budget authorized borrowing roughly $4.5 billion through the Federal Reserve’s Municipal Liquidity Facility, something the Fed board approved earlier this year as a way to help state and large local governments make up for the loss of revenue they’ve seen.
