Mayor, city officials discuss O’Hare with two Congressmen
Presentation on Fly Quiet program by ONCC to occur within two weeks

More residents spoke up during the public forum portion of the City Council meeting on Tuesday, Sept. 5, regarding the detrimental effects of the O’Hare Fly Quiet Runway Rotation tests going on over the past few months. Elmhurst is currently in the midst of Fly Quiet Test #3, which ends Oct. 15. Mayor Steve Morley reported that he, City Manager Jim Grabowski and 2nd Ward Alderman Bob Dunn had met with Congressmen Mike Quigley and Raja Krishnamoorthi to discuss issues at O’Hare Airport particularly the Fly Quiet program, but also the future of the O’Hare Modernization Plan (OMP). “Congressman Raja listened to our concerns, but Quigley was a little more of a give-and-take,” Morley said. “I told him about the issues we had with Fly Quiet #3.” One of the concerns, the mayor said, was the lack of feedback on the first Fly Quiet Tests. While City officials had been told to expect a report on the data that was collected and what it indicates for the future of O’Hare, none has been forthcoming. This has created a lack of trust between the City and the Fly Quiet Program officials. “We were told there was to be analysis of the data and none came
prior to Test #3,” Morley said. “It has created a lack of trust between our community, the ONCC [O’Hare Noise Compatibility Commission] and the Fly Quiet people, because it was put in so quickly. When the original program was put in place, a lot of lip service was given to the fact that data would be analyzed between each event, each rotation. “The time between Fly Quiet 2 and Fly Quiet 3 was such that the data wasn’t even available yet from Fly Quiet 2 to be analyzed before Fly Quiet 3 was more or less jammed down our throats.” Morley told Congressman Quigley that what fueled the lack of trust was not knowing what was going to happen at O’Hare once Fly Quiet 3 ends on Oct. 15. “I’d never had it put to me so succinctly at the time, but the Congressman’s staff told us the reason Fly Quiet 3 was rushed through so quickly is that, if they had taken the amount of time they had planned to analyze the data and offer recommendations, by the time they would have implemented Fly Quiet 3, there’s a good chance that they would have run into the O’Hare Modernization Plan’s next steps, which was possibly extending some of the runways.”
